Envi group hopes SC will issue TRO vs Samal Bridge project

DAVAO CITY (MindaNews) – An environmental group hopes that the Supreme

Ecoteneo director

Mylai Santos told MindaNews that they hope to secure a TRO on the project because the national agencies are not heeding their calls to save Paradise Reef, a 7,500-square meter Amarine creatures.”

“I just hope that the

people will see that the issue is not about property rights, but rights of nature and, in the end, the rights of our children to a climatesecure future,” she said.

Environmentalists here hope the High Court would exercise its “wisdom as it has in previous and even

environmental cases” when it decides on the petition for “continuing mandamus and prohibition” with an application for TRO.

She said the people's in the face of ecological risks and threats. The bridge project, she added,

is not just about the “road right of way issue,” reiterating the group’s previous calls to realign the bridge project to a location with the least direct ecological costs.

Over 19,000 child laborers rescued

MORE THAN 19,000 children were rescued from child labor with the direct intervention of the Department of Labor and Employment XI.

In a May 25 statement, DOLE XI announced that it recorded 19,455 total withdrawn children from child labor from 2018 to 2022. The figure represented 77.58% of the total estimated children in precarious situations in the region.

DOLE XI’s Child La-

bor Prevention and Elimination Program profiled 25,077 children across Davao Region who were engaged in hazardous working conditions in agriculture, mining, domestic labor, and other sectors.

Davao del Norte has the highest number of pro-prising 6,785. Although, more than 90% or 6,142 children in said province within that period were withdrawn as of March 2023.

According to DOLE XI, indicators of withdrawal from child labor are age, provision of services, long-term assistance such as livelihood grants for parents, and rescue operations like Sagip Batang Manggagawa.

“While the reduction is notable, our work is far from over. DOLE XI calls upon all sectors of society to join hands and contribute to the cause by reporting any instances of child labor and support -

ing initiatives that uplift the lives of vulnerable children,” said DOLE XI Regional Director Atty. Randolf C. Pensoy.

According to the Philippine Statistics Authority, there is an increase in working children ages 5-17 from 2020 to 2021.

In 2021, there were 1.37 million working children in the entire country. This exceeded the number of working children in 2020 at 870,000. Among

Processed fruits, nuts cluster Commit to boost R-11 growth

DAVAO CITY – Twentyfive (25) stakeholders of the Davao Region’s processed fruits and nuts have expressed their support for establishing the industry’s strategic plan.

The Industry Cluster Enhancement (ICE) Program is one of the Department of Trade and Industry’s flagship initiatives. This aims to promote and develop the eight priority industries that the agency supports, namely: cacao, coffee, processed fruits and

nuts (PFN), bamboo, coconut, rubber, oil palm, and wearable and homestyle (W&H).

Through its ICE program, DTI builds alliances with relevant agencies and institutions to implement interventions for productiva conducive business-enabling environment.

Meanwhile, to set a clearer direction and improve the industry further, DTI 11, through its ICE program, spearheaded a

Strategic Planning Workshop last May 18 to 19, the cluster’s inception in 2014.

"We truly appreciate that representatives from government agencies, processors, and traders from the region contributed to the strategic plan. And we are optimistic that this is only the beginning of our fruitful partnership," DTI 11 Regional Director Maria Belenda Q. Ambi said.

Collaborating efforts between and among na -

tional agencies and private sector organizations is one of the strategic planning workshop’s objectives for a coherent and rationalized implementation of projects and activities.

“Together with our partner agencies, we move towards the organization of the region’s processed fruits and nuts cluster to develop the industry and promote inclusive growth among value chain players,” the local trade chief added.

MANILA – The national government posted a PHP66.8 billion budget surplus in April, the highest recorded in four years.

Bureau of Treasury (BTr) data released on Monday showed that the budget surplus was significantly higher than the PHP4.9 billion in April last year, and was the highest recorded since the PHP88.87 billion in April 2019.

Last month's surplus

the year which amounted to PHP204.1 billion, lower by 34.5 percent from the PHP311.9 billion budget gap incurred in the same period last year.

Revenue collections stood at PHP440.7 billion in April, higher by 26.6 percent from PHP347.9 billion in 2022.

For the first four months of the year, revenues amounted to PHP1.3 trillion, up by 11.22 percent from last year's PHP1.13 trillion.

Expenditures, on the other hand, went up by 9 percent to PHP373.9 billion from PHP343 billion which BTr attributed to the subsidy release to PhilHealth, larger capital expenditures of the Department of Public Works and Highways (DPWH) and Department of Transportation (DOTr), as well as higher interest payments for the month.

Total expenditures for the four-month period

reached PHP1.5 trillion, higher by 1.33 percent from last year's PHP1.44 trillion.

In a comment, Rizal Commercial Banking Corporation (RCBC) chief economist Michael Ricafort said the budget surplus in April may have to do with the seasonal increase in tax collections as well as improved tax revenue collections as the economy reopened further.

"Disciplined spending by the government also helped improve the country’s fiscal performance recently, thereby partly adding to the latest budget surplus," he said.

Ricafort said faster economic growth also increased the government tax revenue base.

“Fiscal reform measures such as rightsizing of the government and other reform measures to further reduce corruption would help narrow the country’s down the debt-to-gross domestic product (GDP) ratio quarter and even to below the international threshold of 60 percent to make and debt management more sustainable over the coming years and generations," he added. Nano enterprises in Mindanao, why not?

FEW days back, we heard President Ferdinand “Bongbong” Marcos Jr mention nano business in the recentlyhosted ASEAN Summit in Indonesia. And I want to discuss it today.

A quick search will reveal that the nano is already a buzzword but predicated in technology, to emphasize the ingenuity of an individual not needing huge investments or a lustrous laboratory to innovate and produce new products.

There are accounts of Microsoft’s Bill Gates, Apple’s developed their ideas in their apartments, in their dorms, then wrapped these new products with entrepreneurial zeal and earned billions of dollars.

So thus the cursor of the nano name. It is smaller than the micro business in the Micro, Small and Medium Enterprises (MSME), but better than the freelance business.

The nano enterprise by character is a single proprietorseven people, including the owner.

The annual earnings of a nano enterprise cannot go beyond Php4 M in a year, with workers no more than 5, and the nanopreneurs, are markedly differentiated individuals who practice professionally.

The nature of the nanopreneurs cannot be still and remain immobile. They pulsate, innovate, grow and become an enterprise in the near future. That makes them different from a freelance and individual professional who would settle for compensation without intention of scaling up.

In addition, the labor and expert’s time dedicated for nano nano spend less than the per-day-labor-requirement, and home based.

Given that the nano business is smaller than the micro,

the foundation of this type of business lies heavily on the capability of the owner--- on the enterprising skills and the network of the individual to help him sustain his market,

This is generally referred to as the human capital, which is based on the positive relationship of the owner with the industry ecosystem. Others call this as relational capital.

Therefore, nano business can thrive anywhere. It feeds and supplies the interlink and network of households ecosystem.

What is important is that the nanopreneurs have the abilities to identify needs and create value from it.

It stands on the platform of innovation, on the eagerness of a person to support and demonstrate creativity in producing new products and services that others may

later on consume. Nano business do not innovate products alone; they create new products.

And the best people who can determine areas, services and products of value are the people who regularly interact, talk, walk and observe everybody else in the community. The individuals who see the other angle but can use the language of a common man to communicate needs.

The needed environment to achieve competitive advantage occurs when there is an atmosphere of entrepreneurial orientation. The entrepreneurial energies reinforce intellectual capital, those that produce new products and services.

And we have plenty around. Who would have thought of trisikad, the tricycle, and the skylab as a unique mode of transportation in the remote areas?

The ability of Mindanawons to imagine and innovate to identify, and create inimitable assets and services is unending.

Experts say that the continuing growth of the nano businesses is a future that Mindanao can follow as a track if large companies relocate in Mindanao. There is and innovation to large corporations coming to Mindanao, which will encourage nano establishments to surround

And what is good is that the large corporations also desire the presence of an entrepreneurial ecosystem expanding in places where they are located. For them, the nano shifting, the society is transforming and the economy is progressing.

Mindanao, in my opinion, is ready for nano businesses as it is also ready for big businesses.

Why Mothers Volunteer

“HOW could you possibly have time to volunteer for community work when you have a child?” The simple answer to that question is, “I am a mother.” Enough said. While it’s true that most mothers now have literally more on their plate because getting decent house help is hard to get, volunteering remains strong in a mother’s heart.

And we’re not just talking about volunteering for their child’s school activities. These are community soup kitchens, tree planting, coastal cleanups, and all other activities that’s what raises eyebrows, especially in my case.

Lately, I found myself being pressured to play the role of the ultimate stay-at-home mom who should devote every second of my waking life to making sure that my toddler hits her developmental milestones. “Never miss this stage because you will regret it,” I was told. While I certainly don’t want to miss out on moments with my child, I believe it’s also detrimental to my maternal health to be obsessed with motherhood. And that is why I vol-

Contrary to what other people may think that volunteering is an escape from the mundaneness of motherhood, mommy volunteers like me actually do this because we want to honor our calling as mothers.

I really want to lead by example for my child. I believe that volunteering will teach my child about empathy, kindness, and the value of service. By volunteering, I can demonstrate these principles in action, showing her that making a difference in the lives of others is a core part of being a responsible and compassionate human being.

Before I became a mother, I was an individual with a completely formed set of personal values. I’ve had these beliefs far longer than I have had my child and this drives me to contribute to causes I am passionate about. Volunteering is a way to align my actions with these values, whether it be supporting education, social justice, environmental sustainability, or community development. Volunteering provides me with a tangible means to live out my convictions and create positive change.

One of the rude awakenings that I encountered with motherhood was the immense loneliness that came with it. Volunteering allowed me to connect with the community. As a mother, I do have a vested interest in the well-being of the society we live in, as it directly impacts my family life. Not a lot of people realize that. Volunteering has allowed me to establish connections and build networks

How can volunteering be an escape from motherhood when it’s really about creating a better world for our children? As mothers, we have an inherent desire to create a better future for our kids. We simply can’t live in a bubble now and then make them inherit a broken world. That thought scares me a lot. By volunteering, I can actively contribute to building stronger communities, addressing social issues, and leaving a positive legacy for my child and future generations.

I was so happy to meet many other mothers in the volunteer community of iVolunteer Philippines. And they echo everything that I have said in this piece. We volunteer as mother and wife, employee, and even sister, daughter, and friend, we cannot afford to run on empty.

BIONOTE:

with like-minded individuals, community leaders, and organizations, and to work collaboratively towards common and theirs.

One of the lowest points of my motherhood journey was being forced to quit my job because there was just no structural support for wannabe working mothers like me. So, I have this gnawing need for personal growth and to solve the social issue that put me in this predicament. Sure, we already have demanding roles as primary caregivers and some of us still have a job to juggle, but selfactualization happens oftentimes outside of the realms of motherhood and career. And this self-actualization is a rich source of fuel for our love tanks that helps us do our roles better at home and at work.

Mothers often feel irrelevant and invisible. I didn’t know that until it happened to me. And volunteering offered an opportunity to pursue my personal interests, develop new skills, and explore passions beyond the roles that were expected of me. When your child throws a tantrum that you can’t diffuse or becomes the pickiest of all picky eaters, volunteering can provide a sense of accomplishment amidst all that frustration; boosting your overall well-being and self-esteem. So is it an escape from motherhood? I’d like to think, it’s just a break from the craziness of motherhood. It is a form of self-care, paradoxically. And we all deserve that.

The petitioners resorted to bringing the case to the Supreme Court last March after the Court of Appeals decided against the issuance of TRO early this year.

In a statement sent to the media, Atty. Ramon Edison Batacan, counsel for the Rodriguez Family, said their petition “states that the DPWH committed brazen violations of the law, to the utter prejudice of the environment and the rule of law, and without regard to the protected area status of the Samal Island Mangrove Swamp Forest Reserve.”

In particular, Batacan pointed out the glaring lack of a valid Protected Area Management Board clearance from the PAMB explicitly mandated by Republic Act (R.A.) No. 7586 or the National Integrated Protected Areas System

Finance Secretary Benjamin Diokno said the higher collections were due to the "full economic recovery due to lifting of stringent quarantine measures" implemented at the height of the pandemic.

"The major gains in 2022 were seen in the imported petroleum excise tax, sweetened beverage excise tax, documentary stamp tax, and sin taxes on tobacco and alcohol," Diokno said.

Private sector support sought for OccMin working student program

MAMBURAO, Occidental

Mindoro – The Department of Labor and Employment (DOLE) will expand a working student program that it is co-funding with local government units (LGUs) in this province by partnering with private companies.

Students working for private firms under the Special Program for the Employment of Students (SPES) are likely to be paid the minimum wage, which amounts to PHP355 per day in the Mimaropa Region, according to an interview with Naomi Lyn Abellana, DOLE 4-B director, on Monday.

Salaries will be jointly shouldered under a 60-40

(employer-DOLE) sharing arrangement.

Abellana said the 541 youths hired under the ongoing Special Program for the Employment of Students (SPES) were “too few.”

The Labor department wants to get more senior high school and college stu-gling families but finding funds to expand the program has proved to be challenging, she said.

Students under SPES are offered clerical jobs in government offices, such as municipal halls and local branches of national agencies, for which they receive entry-level pay.

deserving students. They do not have to be honor students. So long as they are getting passing marks in their classes, and are willing and able to work, we accept them into the program,” Abellana said.

“Aside from the monetary rewards, students involved in SPES can get to experience the real world of work, which will help them develop a positive working attitude,” said Abellana.

The DOLE called on to get into SPES to contact the Public Employment Ser-tive municipalities. (PNA)

Davao Culinary Cup returns after hiatus

THE DAVAO Culinary Cup returned for its 6th season after a three-year hiatus with 14 of Manila’s renowned master chefs on May 25.

Over the years, the DCC has progressed into the most anticipated culinary competition in Mindanao. This year welcomes over

200 participants, with 15 teams from various schools, restaurateurs, and culinary enthusiasts.

The prime mover of

culinary competitions in Mindanao, LTB Chefs Association of Davao president Sally San Jose thanked the esteemed chefs for their

support in acknowledging the talents of Davaoeños and this advocacy.

"With deepest gratitude, we thank our loyal patrons for their unrelenting support for this advocacy to be a venue for the continued rise of the Davaoeño talents to be among their peers and compete with the most important contender, themselves,” San Jose said.

San Jose requested assistance from the city government of Davao in her

advocacy to level up and boost the food tourism of the city. She also seeks support for the next culinary cup to be the biggest culinary event in Mindanao.

This event serves as an avenue for professionals and aspiring chefs to expose themselves and give them an arena to compete against their peers. It is to bring them to the limelight of the culinary industry.

"Also to my fellow davaoeños, I look forward
