Bayan Muna to challenge Maharlika Bill before SC

MALAYBALAY CITY (MindaNews)—Bayan Muna will challenge before the Supreme Court the controversial Maharlika Investment Fund (MIF) bill recently approved by Congress for being “unconstitutional.”

In a post on his social media page on Friday (June 2), former Bayan Muna representative Neri Colmenares said the Senate rushed the approval of the bill in violation of Article VI, Section 26 (2) of the 1987 Constitution, resulting in “discrepancies and

errors” in the bill.

The said provision says, “No bill passed by either House shall become a law unless it has passed three readings on separate days, and printed copies thereof in its final form have been distributed to its Members three days before

its passage.”

Colmenares said the bill was subjected to many amendments in the wee hours of May 31 and approved on second reading, and again approved on third reading some minutes later.

Basilan outages inquiry underway

ZAMBOANGA CITY – Basilan Lone District Rep. Mujiv Hataman has called for a congressional inquiry on the management and operations of Basilan Electric Cooperative (Baselco) for its failure to address perennial power outages.

Basilan is currently experiencing unscheduled power outtimes daily, Hataman said.

Hataman said he has already conferred with Department of Energy Secretary Raphael Lotilla to convene a meeting with the National Electrification Administration and the National Power Corporation (Napocor) to sort out the problems besetting the Baselco operations.

“The congressional inquiry will follow after the meeting of tripartite power agencies,” Hataman said in a statement Monday, without of the inquiry.

He noted that Baselco has blamed the power outages on the technical shutdown of the two power generators ofgreko due to overload.

Hataman said he has been trying to solve the power crisis in Basilan since he was the governor of the then-Autonomous Region in Muslim Mindanao.

During the Aug. 27 stakeholders’ forum last year, Hataman managed to get the commitment of the Department of Budget and Management for the release of Napocor's PHP1.3 billion unused fund to pay its debts amounting to PHP1.2 billion to diesel supplier Petron.

FOR WHAT had already been almost a week, I’ve noticed several unlisted numbers trying to get in touch with me through WhatsApp on my phone. I thought this quite odd, as these unknown callers could also have just as quickly reached me through my provider. (Then I thought, tough luck too, my phone’s almost always on silent mode during write-days.)

When I asked the matey how come my phone could still be contacted on WhatsApp even when I’ve only set my phone to only receive a few personal contacts, she gave me a short lecture on how the online free app worked.

Moreso how it had become the key of choice (or weapon of choice) for marketers to reach you without spending a dime using Globe calls. Ach, so, if they had somehow gotten hold of my number they could just use the app and, presto, get through whether I liked it or not.

It was here I remembered some piece I read long ago about the illusion of change. Since we love to believe that we have gone a long way in technology and almost everything, nothing much has really changed. In this case, those often-pesky telemarketers who used to call us on our landlines no end and the door-to-door salespersons knocking at the gates have all just gotten super savvy with WhatsApp nowadays. They have gotten a new toy to get through and annoy us, and better yet, practically now, it’s costing them nothing.

FINALLY, the police havecide cases against four (not three as earlier announced) suspects in the brutal rape and killing of a 28-year-old woman architect resident of Calinan, Davao City. The last Monday, June 5.

But in the same column, we also asked whether the suspects are already in police custody. Our reason forple who are still at large is wanting in effectiveness and the perpetrator, is that of responding to the call for justice of the family, relatives, and friends of the rape and slay victim.

Last Monday, when the head of the Special Investigating Task Group (SITG) Bragas announced in a press conference the names of the suspects, it turned out that one of them (Dennis Pansan) was already dead, another, a certain Espinosa, was the one reported abducted in Barangay Lacson, the other one could be the person who was picked up in what was reported by the National Bureau of Investigation (NBI) as a buy-bust operation in his own residence. The fourth suspect charged, who is still

In the case of Pansan and Espinosa, the police strongly denied they had any participation in their abduction. Since Pansan allegedly died on the way to the hospital to treat his serious injuries, what will that make of the case against him? Pansan was rescued in Matina Pangi after he escaped from his abductors, who he claimed tortured him, and wrapped his head and face with masking tape.

He was found near the residence of one Rodrigo Cadungog in Matina Pangi, gasping for breath and dehydrated. Cadungog then brought Pansan to the barangay captain of the place, who then turned him over to the Talomo police.

Suspect Espinosa, on the other hand, was reported abducted by persons claiming they were from the “authorities” days back after the body of Bragas was found dumped in a banana plantation canal in Dacudao, Calinan. He has not surfaced since then. In other words, chances are, he could also be dead by now.

Again, who will the police prosecute when the suspect is dead or nowhere to be accounted for?

But what intrigued us is that the police did not disclose whether the Ombac tricycle used by the perpetrators has already been found. Neither did they identify the owner of the vehicle. Where is the tricycle now?

Is not the vehicle important material evidence in seeing through the effective prosecution of suspects in a crime? We are looking forward to the police making such an announcement on the ownership of the vehicle and its whereabouts.

Meanwhile, the man who helped the late suspect Dennis Pansan, who was reported “missing” during the weekend, suddenly surfaced last Monday. He claimed he was not abducted but admitted having gone to New Bataan to hide from some menacing persons he feared to be casing his residence.

We could understand the police if they manifest their disgust over the immediate assumption of some people, media men included, that Cadungog was abducted. They know that in such incidents, the eyes of the public are immediately on them. On this aspect, we commiserate with the police.

But we think some of the attributions could be true as it could be one strategy by the law enforcers to dodge charges of illegal detention of arrested suspects if they prescribed by law. Otherwise, they must let go of the suspect/s who could escape upon release.

This is one scheme for the police to make hard decisions similar to making a choice “between the devil and the deep blue sea.”

I WAS on retail therapy during the pandemic. It was one of those really bad days. My child had a meltdown. I blew my top. And it wasn’t a picture meant to be for a Johnson’s baby powder ad. To soothe myself, I went Now I’m really sure my smartphone is spying on me because why on earth would it show me an item called Angry Mama?

It was a microwave cleaner. Basically, it’s like a small bottle where you can put in a mixture of vinegar and water. And it has a cap that has holes so that steam can come out to clean inside the microwave oven. The manufacturer could have just designed a minimalist version, you know, just a regular cylinder, which will work the same way. But, no. They just had to make it look like a cartoon character. And not the cute kind. This one’s got a middleaged mom hairdo as the cap, a scowling mommy face, with two handles shaped like mommy arms on the waist. It really looked angry. And it was an Angry Mama – tough on dirt and grime. I didn’t know if I would be overjoyed to discover a perfect product for my inner domestic diva or be offended because I felt attacked.

I have a confession to make. Behind the smiles, the laughter, and my joyful portrayal of motherhood on Facebook Story, there's an angry mama inside me. Yes, I love my child more than words can express, and I cherish the moments we share. But there are times when that love is overshadowed by an overwhelming surge of anger that consumes me.

FORTY-SOMETHING FIRST-TIME MOM

the endless battles over simple tasks push me to the edge. The anger wells up inside me, bubbling like a pot ready to boil over. It's in those moments that I question myself. I wonder if I'm failing as a mother; if my anger is a rehuman response to overwhelming stress and frustration. It's a reminder that I am human, with my own limits and emotions.

I’m not alone, but you don’t hear this often because it's hard to admit this when society expects mothers to be perfect, to embody the epitome of patience and selflessness. We are supposed to handle every situation with grace and calm, no matter how chaotic or frustrating it may be. But the truth is, motherhood can be incredibly challenging. The constant demands, the lack of sleep, and the feeling of never having a moment to yourself can wear down even the strongest of spirits.

There are days when the tantrums, the messes, and

I’d like to believe that mom rage is not rooted in hatred or negativity but in a deep-rooted desire to create a better future for our children. It propels us to take a stand more compassionate and inclusive society. The intensity for our children. It's a testament to the passion we have for their well-being and happiness. We challenge societal norms, we question the status quo, and we demand a better world for our children to grow up in.

WE USUALLY hear about micro, small and medium enterprises (MSMEs), which the Department of Trade had effectively facilitated and, for the most part, helped resource training.

Talking of MSMEs, we can readily think of the size of workers and the size of assets as barometers of measurement. By the way, our economy is driven by the MSME, constituting practically 99 percent of domestic enterprises.

The Philippine Statistics Authority categorizes a micro-enterprise as having less than ten employees, small enterprise if 10-99 workers, medium when workers range between 100 to 199, and large if 200 or more.

The Philippines accounts for a total of 952,969 MSMEs, where the micro businesses account for 88.77 percent, small enterprises 10.25 percent, medium 0.49 percent, and the large comprise a measly 0.49 percent total. This translates to a 99.51 percent share of the MSMEs to total establishments.

In general, the MSMEs account for 62.66 percent of total employment. Micro enterprises contribute 29.38 percent to total employment, small enterprises account 25.78 percent of the total, and medium with 7.50 percent.

If we can put together the size of the MSME’s share to the whole industry and the industry’s contribution to employment, 99 percent size with employment contribution of 66 percent, then we can say we have a cap to our industry growth. Unless, of course, the share of the large industries to the whole industry starts to increase and gain

The EIM laboratory includes the refurbishment and conversion of a classroom into a workshop and assessment facility. It will be used by high school learners taking up Electrical Installation and Maintenance (EIM) Course for them to become electricians and earn their National Certification from TESDA. DepEd Region XI recommended the school as has yet to have a facility for the said course.

“This new EIM laboratory is more than just a physical structure; it is a symbol of our shared commitment to education and unwavering belief in the power of knowledge and transformed lives. It is a testament to our community’s unwavering spirit of collaboration and determination to provide all students with the very best possible learning environment,” Percival Villegas, the school principal of Samal Senior High School extended his gratitude to Davao Light and the Local Government of IGACOS during the formal turnover ceremony last May

The project aims to address the need of the community for skilled electricians who will support the island’s continuing progress. “Samal needs more skilled workers like you since a lot of businesses are still willing to invest in the island,” IGACOS Mayor Al David Uy stated in his speech.
