BARMM GOVERNORS:

Reschedule barangay, SK polls

COTABATO CITY (MindaNews) — Five of six governors of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) on Saturday reiterated their call for the postponement of the October 30 Barangay and Sangguniang Kabataan elections in the Bangsamoro region until

after the decommissioning of combatants of the Moro Islamic Liberation Front (MILF) shall have been completed.

The call, reiterating their February 20, 2023 “urgent appeal” to President Ferdinand Marcos, Jr., was made during the Regional Peace and Order

(RPOC) meeting held in Maimbung, Sulu, on Saturday.

In a press statement, Basilan Governor Jim Hataman Salliman said he

RDANA team seeks to provide faster disaster response, relief

MAYOR Sebastian Z.

Duterte signed Executive Order (EO) 15, establishing the Davao City Rapid Damage Assessment and Needs Analysis (RDANA)

Team to enhance disaster response and provide quick relief to affected communities.

EO 15, signed on June 8, 2023, addresses Davao

City’s vulnerability to natural and human-induced hazards, such as typhoons, floods, landslides, fires, crimes, terrorism, and bombing incidents.

RDANA Team’s creation is under the provisions of Republic Act No. 10121 (Philippine Disaster Risk Reduction and Management Act of 2010), and its

Implementing Rules and Regulations (IRR).

The law mandates Local Disaster Risk Reduction and Management Councils (LDRRMCs) to institutionalize the RDANA as a crucial tool for effective disaster response. Its primary objective is to conduct immediate on-ground assessments of disaster-

affected areas. This includes determining the type and extent of damages caused by the disaster, identifying secondary threats, evaluating the critical needs of the affected population, and assessing the local response capacities.

One of the flagship programs of President Ferdinand Marcos Jr. is the Pambansang Pabahay Para sa Pilipino Housing (4PH) Program, which aims to build six million housing units for Filipinos from 2023-2028.

Back then, most of

the housing developments were concentrated in Metro Manila, comprising 80% of the total projects. Meanwhile, Visayas and Mindanao will have to share the remaining 20%. During then-President Rodrigo Duterte’s administration, P500 million was allocated to Davao City, and an ad-

Lanao del Sur crimes decline in Q2 of 2023

MARAWI CITY, Lanao del Sur (PIA)--The province of Lanao del Sur has once again highlighted its insecurity for its entire citizenry as it recorded a drop in its crime rate and volume during the 2nd quarter of this year.

During the 2nd joint Provincial Peace and Order and Public Safety Council (PPOPSC) and the Provincial Anti-drug Abuse Council (PADAC) quarter meeting, Lanao del Sur Po-SPPO) Chief Operations Officer PMaj. Muhiddin Pagayawan revealed that from April 1 to June 7 this year, the province tallied 3.09 percent (%) crime rate, which is 1.14% lower than last year’s 4.23%.

In the same quarter, he bared that the crime volume downed by 27%, from 152 cases last year to 111 incidents this year.

Pagayawan also presented the comparative crime volume during this year’s second quarter, wherein murder declined to 16 cases from 26 last year, and homicide, rape, and

vehicular accident retained their zero cases.

Additionally, physical injury hit only four cases from 13 last year, as there were three cases of theft from seven last year.

Robbery cases, however, escalated to four from three last year, and motorcycle accidents grew to three cases from two last year.

Taking into account that the majority of unwanted incidents have dipped, Pagayawan disclosed that the crime clearance efficiency in the second quarter rose to 6.18%, from 70.39% last year to 76.57% this year, while the crime hiked up to 63.96% this year from 50%, logging 13.96% increase.

Accordingly, among the recent efforts made by the LDSPPO were the strengthened campaign against illegal drugs, loose and logging, and pushing for anti-carnapping operations.

Pagayawan updated the Councils as well that they

individuals, neutralized three people, and logged four surrenderees in pursuit of bringing justice to the victims of the ambush incident held last February this year, which involved Governor Mamintal Alonto Adiong Jr.

He further stated that as of June 5 this year, they have already recorded 458 drug-cleared and 138 drugfree barangays out of 1,159 total barangays in the province.

Notwithstanding the exhibited accomplishments, Pagayawan noted that the security in the province is still at risk with the remnants of the Dawlah Islamiya - Maute Group (DI-MG), which was seen to be continuously recruiting new members, and the presence of other armed groups linked with the DI-MG and illegal drug syndicates.

After two

LIKE everyone, the saying ‘work hard, rest easy’ may as well be one of the most important drives that get us all going. Whether they be in the short or the long term, it doesn’t matter; just as long the promise of rest at the end is the promised goal.

When one of the more prominent live music complexes opened its doors to the public in 2001, its entertainment schedule, which promptly started at half past six in the evening, ended ‘round Cinderella’s curfew time.

However, Davao drinkers unlimited, molded from the same cast with that of other drinking crowds or revelers anywhere, along with some patrons, liked to stay around their ‘last orders’.

Among these motley band of night crawlers were some of the musicians who had played the night prior. Like the rest, they too were at it, doing their cool-down routine before heading for home.

Incidentally, it was at this time too, that the tenants and workers were done with their inventory and cleaning up of their businesses.

Here’s where the ‘rest easy’ part comes in. What else is there to do when the universe has deemed to strand these work? There used to be this popular APO tune in the 70s that went, ‘now that it’s over and done, where do I begin?’ initiated it all. Why not have a table set outside and invite some of those weary workers, musicians and friends so they can unwind after the hard day’s night? Thus, After Two was born.

And just as the table got longer through the years with the coming in of more peeps, preparations to that postone, out-of-towner bands always enjoyed open invitations to the sessions (some ending at 6am) and thus, the spirit of camaraderie between those who’ve attended had never been stronger.

Although that may have been soo good while it lasted, the bonding it has forged still remain strong till this day. Even as a good number of those who have at one time sat at the table may have left the country and are working elsewhere, they say no one can ever forget all those great times that had transpired after two.

Last week, myself and a couple of old musikeros were once again fortunate to be given a happy hour gig from six to nine. After that and a few one-for-the-canal toasts of beer and good old T, we were all herded, er headed home. An old After Two alumni later commented after two o’clock anymore?”

Shut up already, of course we still can if we wanted to. It’s only now that the rules have changed. After two… minutes past 10, the old eyes get sleepy and one for the canal might become real after that.

ter Ahod Balawag Ebrahim has included the measures among the legislative priorities for this year.

Silongan noted that constituents in the 63 villages have been complaining of inadequate delivery of basic services by the government.

“Basic services are now absent in our barangay. We no longer receive services from North Cotabato since we joined BARMM in 2019. As of now, not all barangays are getting services from BARMM,” said Kagi Abdulkahar, a BARMM SGA resident in Carmen,

North Cotabato. Adrian Manabilang, another SGA village resident in Pikit, North Cotabato, said they were not allowed the 2022 polls as they were not yet constituted as local government units.

“We were only allowed to vote for national candidates at that time. Creating towns for us is very important, so we can receive basic services from the government like health and social services,” he said.

Silongan said establishing municipalities within the SGA would improve

ReDMatch aims to address dengue, stunting, and postpartum depression

DAVAO Medical School Foundation, Inc. (DMSFI) and Philippine Genome Center Mindanao (PGCMin) have joined forces to address the pressing healthcare challenges faced by mothers and children in Mindanao. This partnership is formed through the Department of Science and Technology (DOST) - Research and Development Center for Maternal and Child Health (ReDMaTCH).

This innovation center is one of the Niche Centers in the Regions for R&D (NICER) in Mindanao, that aims to tackle major health issues through me-

tabolomics, microbiome studies, metagenomics, and bioinformatics analysis. By leveraging their expertise and cutting-edge facilities, PGCMin and DMSFI

aim to enhance access to quality healthcare services for mothers and children, preventing untimely deaths and improving overall wellbeing.

Under the leadership of Dr. Genevieve Tupas, the ReDMaTCH project will tackle three primary health problems in the region: childhood stunting, pediatric dengue, and postpartum depression. By identifying biomarkers for childhood stunting and examining the association of risks

between mothers and children for severe dengue, the project aims to enhance knowledge, develop appropriate interventions, and

tions. Furthermore, studying postpartum depression among Filipino mothers will enable early diagnosis and the implementation of

targeted interventions. The center is already making progress in its mission. Currently, ReDMaTCH is training 10 senior high school students, 30 medical students, and two pediatric residents. This training will equip the next generation of healthcare ( /REDMATCH/11)
