A STEPFATHER who allegedly raped his stepdaughter was killed in a manhunt operation by the elements of San Pedro Police in Bucana, Barangay 76-A, in the early morning of Saturday, June 3.

Major Marvin Hugos, commander of San Pedro Police Station, said the suspect, an alias Dennis (real name redacted to protect the victim), was a tricycle driver.

Dennis, according to the police, was killed after he allegedly shot at the ele-

Only 1 in 4 calls to abuse hotline legit

DAVAO CITY (PIA) — Only 1 in 4 of the 100 calls received by the Kean Gabriel hotline are legitimate.

Jackie Lou Roble, head of the Quick Response Team for Children’s Concerns/ Kean Gabriel Hotline, revealed that 75% of the calls are considered prank calls or those that have no bearing on the center’s function.

Operational in 2016, the QRTCC hotline was created to receive reports of kids being abused and respond to these calls by rescuing the victims. It

was named after Kean Gabriel Agustin, a 3-yearold child who died after being maltreated by his stepfather.

Put up by then Davao City Mayor, now Vice President Sara Duterte, the hotline is the city government’s initiative to prevent more Kean Gabriels.

Roble said many are prank calls or those from riders who have pending delivery, or the number

was used by those taking out a loan.

“We just explain to them (prank callers) that we would like to drop the call so that only legitimate calls will be received and given action,” Roble said. Of the legitimate calls, the top cases are physical abuse cases being reported by concerned citizens.

In 2016 they received 35 physical abuse cases, 194 cases in 2017, 213 cases in

2018, 104 cases in 2019, 88 cases in 2020, 22 cases in 2021, 72 cases in 2022, and 19 calls from January to March 2023.

She said most of the reports were from citizens who personally witnessed the child being maltreated or chased by their parent armed with a sharp object.

IN THE past two weeks after the rape-slay case of a woman architect from Calinan, Davao City, crimes in this Southern Mindanao metropolis appear to be in an alarming situation. Worst, the crimes are alleged abductions, the victims of which are people believed to be the “persons of interest” in the architect’s rape and murder.

The latest person reported to be suddenly gone missing from his home is the man who one Dennis Pansan. The abducted Pansan claimed to the barangay captain of Matina Pangi, to whom that some armed men claiming to be from the “authorities” picked him up and wrapped his head with masking tape. He told the barangay captain that he was “tortured.” Still, he was lucky to have escaped from his captors and reached the house of a Matina Pangi resident who took off the masking tape from his head before turning him

Last June 2, in an interview with television reporters, the Matina Pangi Kapitan disclosed that some people in his barangay noticed unmarked vehicles apparently “casing” the house of the man who helped Pansan. On the following day, the “good Samaritan” was not anymore seen in his house, and he could no longer be located by the barangay police as well as elements of the regular police force to whom the incident was reported.

According to the barangay captain in his statement to the media, he is apprehensive that the man might have been “abducted” or perhaps purposely abandoned his house for fear of the menacing “visitors.”

NAAWAN, Misamis Oriental (MindaNews) -- When you are to invest for your future, whether in business or in politics, never forget the timeless caveat that “what is too good to be true is not true.”

The news that many again have become victims to another heaven-promising investment scheme carried out online known as paluwagan is disturbing and distressing.

In face-to-face practice, a paluwagan is an informal lending system formed and funded by members who know each other and who verbally agree to its process. There is no legal document or a written agreement enumerating the responsibilities, obligations, and protection for the members to fall back when something goes wrong. The business is supposed to be for mutual help and what bound the members together is trust.

If they are not, then who could they be, and who are they working for? Or are they the “resurrected” shadowy vigilante group Davao Death Squad (DDS)? Who caused their rise from the grave? And, is their sudden “resurrection” solely to satisfy the demands for quick justice for the rape-slay victim in Calinan?

Unfortunately, it appears that their abductions are done without enough convincing evidence that their victims are indeed among the perpetrators of the rape-slay of the woman architect. In fact, we have learned from sources close to the victim’s family that even the widowed mother of the rape-slay victim is not fully convinced that the abducted individuals were involved in the case.

In other words, we cannot blame some Davaoenos if they suspect that the means these elements of the shadowy group are using to supposedly bring fast justice to the rape-slay victim is a crime as heinous as the one done on the woman architect; perhaps even more.

I was once a member of a paluwagan among my couniversity employees. After some time, our treasurercashier could not account for some 50% of our share deposit. Our fund which was supposed to grow with the accumulated interest on loans decreased instead. We had no legal basis to run after her. Administratively though, she could be hit for dishonesty and might lose her job. We didn’t want her to lose her livelihood. We decided to write off our losses. To avoid a repeat of the incident, we transformed the paluwagan into a credit coop registered with the Cooperative Development Authority.

In online paluwagan, those who join do not know each other, but this doesn’t bother them. Communication in the group is through Facebook and other social media platforms. Members are asked to deposit their investment in a bank account provided by the paluwagan administrator. They received promises of 100% return which will be deposited to their bank accounts after a few weeks. The high interest or dividends blinded the members on the impossibility of such promises. Because greed has no limit, many invested much to earn more. Thus, they lost thousands of pesos of hard-earned money or life-time savings.

Filipinos never learn.

In a not so distant past, thousands in Mindanao fell Philippine history - the Kapa- Community Ministry International (Cebuano: Kabus Padatuon, literally "enrich the poor"; a.k.a Kapa). Farmers lost their farm animals or even their farms, and pensioners, their money for sustenance through their twilight years, to Kapa’s pyramidal scheme of robbing Pablo to pay Pedro. Some victims, unable to bear their tragedy, committed suicide.

Filipinos never learn. They were also duped in 2016 by a southern crusader who promised to end the drug menace and corruption that have corroded the Filipino soul in three to six months; and to assert the country’s territorial sovereignty and protect its territorial integrity in the West Philippine Sea (WPS).

The reverse happened when he took residence in Malacanang. The illegal drug proliferated beyond imagination despite the killing of thousands of drug addicts and petty drug pushers. WE ALL know that the Philippines is an agricultural country. It is unfortunate, however, that all sorts of agricultural products are imported, undermining local production. What is untenable is that hunger and malnutrition continue to hound Filipinos when we have the most fertile land and abundant rivers and seas in the world. This should be enough to address malnutrition and hunger in the country.

The data from the United Nations Children’s Fund (UNICEF) is disturbing. It said that every day, 95 children in the Philippines die from malnutrition; 27 out of 1,000 Filipino children are stunted, meaning short for their age.

The Social Weather Stations (SWS), on the other hand, stated that between October and December 2022, around 3 million Filipino families experienced involunhunger as "being hungry and not having food to eat." Our country is abundant with natural resources, but its people are experiencing hunger and malnutrition.

A worthwhile endeavor to solve hunger and malnutrition is the Department of the Interior and Local Government’s (DILG) program to promote gardening as a sus“Halina’t Magtanim ng Prutas at Gulay” (HAPAG), it is a grassroots-based project that aims to strengthen the capacities of barangays towards sustainable agricultural initiatives. HAPAG intends to intensify agricultural activities, primarily barangay gardening, where households and the community can produce fresh vegetables and fruits in their backyards and available land spaces. They are also encouraged to establish community gardens where they can sell surplus vegetable products.

The advocate of this project in the DILG is Undersecretary Chito Valmocina, who is now the undersecretary for barangay affairs and oversees the nation’s barangays. He advises and assists the Secretary of the Interior and Local Government (SILG) in the formulation and implementation of the department’s policies, plans and programs. Valmocina is the perfect person to oversee the implementation of the HAPAG project considering that he used to be the punong barangay of Barangay Holy Spirit in Quezon City, where he spearheaded urban agriculture and gardening.

I know Usec. Valmocina, and I know of his successful urban gardening program in his barangay. He pioneered

urban agriculture by establishing a model urban farm in his barangay. He also encouraged his constituents to plant vegetables in vacant spaces and idle lots with permission from the owners. His urban gardening project also resulted in a zero-waste management program where waste is recycled and compost is used as organic fertilizer for the urban garden. Using recycled materials and compost, they were able to grow vegetables in cans, pots, rubber tires, bottled water and defective appliances such as refrigerators and washing machines, among others.

His project was so successful that it became a favorite destination for local government units that wanted to replicate it. Many of them even came from rural areas all over the country. What is amazing here is that there is no need for the barangay to set aside a budget for the project since Usec. Valmocina was able to accomplish it through the value of volunteerism or the Filipino bayanihan spirit.

I remember those days when gardening was part of the elementary curriculum and children were taking initiatives to plant vegetables in their backyard. Malnutrition and hunger were not that pronounced then. Fruit trees were also abundant.

It is a worthwhile initiative for the DILG to mobilize all barangays in the country through the HAPAG project to address the issues of malnutrition, hunger and food selfsince there are many vacant spaces in every barangay. Vegetable seeds are also available from the Department of Agriculture and LGUs and are distributed for free. What it takes is strong initiative and proper leadership from our local leaders to mobilize their constituents.

Food security is one of the major concerns today. The World Food Program (WFP) stated that in October

last year, one out of 10 households in the Philippines were food insecure. The BARMM, Regions 8 and 12, are the most food-insecure regions, and they belong to the seven poorest regions in the Philippines. We need more programs at the grassroots level, like HAPAG, to address food security and hunger.

The Foundation for National Development (FND), of which I am the chairman, fully supports the HAPAG project. We view this as one of the solutions that will lead also lessen Filipinos’ dependency on imported agricultural products. By mobilizing the community, the people will act as one, geared towards a purpose.

We have already established a community garden in Bagong Silangan, Quezon City — a 2 hectare farm planted with various vegetables. We aim to create a source of fresh vegetables for the residents and a community that is self-reliant and secure for its food source. We are also encouraging the residents to plant vegetables in their backyards and in their homes by using recycled materials, as seen in the urban garden of Usec. Valmocina. There is no substitute for growing your own vegetables. It is clean, organic, and fresh. It also helps the environment since plants emit oxygen, which is needed by our bodies. When we breathe, our body takes in oxygen. Imagine if we had lots of vegetables in our backyard.

For a better environment, the DILG also conducted a simultaneous nationwide bamboo and tree planting activity on Sept. 13, 2022, under the theme "Buhayin ang Pangangalaga sa Kalikasan." The activity aims to remind people of their roles in the care and protection of Mother Earth. The tree planting is a barangay-based activity since that the trees planted are monitored regularly to ensure to submit accomplishment reports to Usec. Valmocina. There is hope for Mother Earth if people are mobilized to plant trees and vegetables. These are doable programs that address not only the people’s need for food and food security but also the environment.

THE 10TH Infantry Agila Division garnered a 91.88% rating after the 15-day activity of the Philippine Army Annual General Inspection last May 30.

There were four areas of inspections: operational readiness; mission accomplishment in terms of trial operations; resource management on logistics and personnel; and leadership, moral, and welfare and discipline law and order.

Maj Mark Anthony Tito, spokesperson of the 10th ID, said attaining and sustaining the insurgence-free status of the region became a big factor in the rating and it also shows the professionalism of the 10th ID soldiers.

“Considering the fact that we are also able to achieve ang atuang

mission that is to clear our area of responsibility from the insurgence. Actually, they lauded the 10th Infantry Agila Division because we excel not only in terms of operations but also in terms of administration,” Tito said.

The garnered rating of 91.88% is categorized as a superior rating. Twenty-seven

10th ID also garnered the same rating within the range of 91-95.99% after the inspection.

The 10th ID vowed to improve and amend the observed lapses to render constant services to the public.

“Rest assured that your 10th Infantry Agila Division will continue to secure our area of responsibility,” Tito said.
