IT’S BEEN A GREAT SUMMER It’s that time of year again when the leaves change and the nights get cool. The garden is done for the year and the kids head back to school. There’s always that little tinge of guilt for putting off so many things over the summer but it passes. Fall is one of my favourite times of year, and always has been for so many reasons. It’s incredibly beautiful in a way that doesn’t even require an explanation – it just is. On top of the great weather and the beauty of our surroundings, comes an ability to focus that is lost to me at other times of the year. There’s something about the onset of fall that just brings it all together, what has to be done and when, no struggle, no complaints. Will I miss summer? Does next summer seem way too far away? Absolutely, but I’m ok with that. It was quite a summer here in K Town – summer arrived in its entire splendor and didn’t seem to relent for a moment until recently, an epic Okanagan scorcher of a summer. Hot, Hot, Hot! I finally used up those 2 cans of 70 sunscreen I bought a couple years ago. With the exception of the fires, I think everyone would agree it was a great year to live in the Okanagan. I tried not to work anymore than I had to; this is Kelowna after all and we have rules about that! I went on some fantastic rides; my favourite by far is riding to Rock Creek then to Osoyoos.

It’s easy to see why motorcycle riders from all over love that route through the mountains to Rock Creek and beyond. First thing I did when the highway reopened after the fire was to head up hwy 33 to survey the damage, guardedly optimistic that it wouldn’t be too bad. It clearly could have been a lot worse and it’s hard to imagine what those people went through that first night. It was obviously one of those very fast moving fires that is impossible to predict direction or outcome, but despite losing 30 homes, I’m sure they all counted themselves exceptionally lucky. While we enjoyed our summer doing what we do best here in Kelowna – absolutely everything! – millions around the world spent the summer and now into the fall with no end in sight, fleeing for their lives. A mass exodus of desperate people from the Middle East and Africa, in numbers so great it boggles the mind. It’s events like this that make us look around and realize we are truly blessed to be born in this country. We have our issues but nowhere even near the struggles that millions of people around the world suffer with day in and day out. Our government may not be all that we want it to be but we have a government that is willing to work with us and for us. Let’s all be grateful for what we have, let’s all do what we can to help

those in need whether it’s right here in Kelowna or across Canada or as far reaching as helping Syrian refugees. It doesn’t always cost money to help; all you have to have is the will and a little time. On that note, let’s all remember to exercise our right to vote; people die for the right to vote, Canadians have died for the right to vote, get out there and vote! I recently watched a video with Rick Mercer – well worth watching – and better yet, get the younger members of your families to watch. Rick Mercer makes a very good point. WHAT WE HAVE ACCOMPLISHED IN RUTLAND With the federal election on Oct. 19, it’s a good time to talk about what we’ve been able to accomplish together. I was first elected Member of Parliament in 2006, and it’s always been my priority to listen to you and to work hard on your behalf to ensure our hard-earned federal tax dollars are re-invested back into our community. Rutland is home to residents who are hardworking, socially conscious, entrepreneurial and committed to supporting themselves and their families — all attributes that are at the heart of the Conservative movement in Canada.

This summer I also announced funding for renovations to Rutland Centennial Hall, with a federal grant of more than $270,000 to the Rutland Park Society to help with improvements to the interior of the nearly 50-year-old facility. Rutland has always had some unique characteristics, in particular this hall. This funding will help improve the facility and benefit families and residents for years to come. Funding comes from the Canada 150 Community Infrastructure Program, which helps rehabilitate community facilities across Canada.

Rutland is a community alive with diverse and unique businesses, as well as beautiful parks and playgrounds, that I’ve worked to help support through investment.

The grant matches the $273,500 in funding from the Rutland Park Society. I want to say thank you to the many volunteers who help make Rutland a great place.

Ben Lee Park for example, one of the area’s most popular playgrounds, received a major facelift this summer. Half of the project’s $100,000 cost is funded by the Conservative government. The project is set to be complete this year and will include more equipment, larger sidewalks and a rubberized surface to help to make the park more accessible.

Another example of investment in Rutland is work to improve roads and transit in the area, particularly around Shepherd Road.

This is an example of how I listen to the community’s priorities and help them along through federal grants.

The first phase of work, finished in 2013, saw a $4.5-million investment into Rutland infrastructure — funded in part through a $1.4-million contribution from the federal gas tax fund. That work included new bus pull-outs on Highway 33, Dougall Road pedestrian

improvements and an extension of Shepherd Road to accommodate improved transit to the Rutland area. This project was completed in the Summer of 2013. The project also helped beautify the area with wide and creatively designed sidewalks, decorative lighting and a contemporary and interactive art wall celebrating Rutland’s culture and heritage. The second phase is a planned extension of Shepherd Road to accommodate more pedestrians, cyclists and transit near the Rutland Town Centre. There are also big improvements planned for Rutland Centennial Park, including the addition of a grass soccer field Even with these important federal investments, singles, seniors and families are now paying the lowest level of federal taxes in over 50 years. The Conservative government is still making record investments in health care and social transfer payments to our provincial and territorial partners all while keeping our commitment to a balanced budget. As an MP, I have strived to make myself available to help constituents work through government bureaucracy, whether it’s an issue with Revenue Canada, immigration or any other federal concerns. I want to thank all those constituents who have taken the time to contact me over the years and I look forward to continuing to hear from and work for you. KNOW YOUR DOG: WITH GREAT PUPPY In following local and national news, it’s not difficult to find a story on issues relating to man’s best friend. Our beloved pets garner a lot of media attention and, far too often, for all the wrong reasons. Of course we see the feel good stories, you know the ones - the dog that alerted the family to a fire in the house, or scared off a would be intruder. The loyal dog that wouldn’t leave his owners side after an injury. Even more incredible, the yappy little shih tzu that, as it turns out, can tell when his owner is going to faint or have a seizure or find cancer. Believe it – there are dogs that can detect cancer!

Dogs. The best dog of all is your dog – your best friend. No matter where you’ve been or what you’ve been up to, no matter how late you are – your buddy is always, always glad to see you. Canadians now spend millions of dollars a year on their best friends, 6.5 billion a year to be exact – that’s 5.9 million well fed, well dressed dogs – and there are even superstores just for your little buddy. Pet food is a massive industry now, even dog bakeries are becoming common place, then there are toys, clothes, accessories, costumes; the list goes on.

There are amazing working dogs that do things most people probably aren’t aware of. What does the average person think of when they hear working dog? Sled dog or sheep dog would be what comes to my mind first. In reality, there are a lot more gainfully employed canines than just herders; even in that field they have some diversity. There are of course the incredibly trained guide dogs, with 8,000 to 20,000 doing what they do best every day. Now we have therapy dogs – their sole purpose is to improve people’s mental state – talk about a great job!

To say that our dogs play an important role in our lives is nothing short of a huge understatement. For many people, their dog is their life and they will spare no expense to make their dog happy and comfortable.

There are war dogs used in bomb detection, said to have a 98% success rate in bomb detecting and a 100% success rate in making the soldiers around them feel better. When these dogs are done work for the day, they spend their free time reducing the effects of PTSD in soldiers. T h e n there are S l e d Dogs,

Owning a dog is a big decision and comes with a lot of responsibility – that’s a fact. Do people put enough thought into whether or not they should get a dog and if so what kind?? For far too many people, the answer is no!

Unfortunately, this is only one side of the coin. There are still far too many people that buy a dog as a status symbol and while many of them still take good care of their pet despite getting it for the wrong reason, they are outnumbered by those that don’t take dog ownership responsibly.

One of the most disturbing trends of late is people buying aggressive and unpredictable breeds without careful consideration. How many times have we heard someone say there are no bad dogs, only bad owners? Just because it’s been repeated a few thousand times, doesn’t make it true. There are bad

COMES GREAT RESPONSIBILITY dogs and, more importantly, there are people making bad decisions on the type of dog they want. Many of these dogs have instincts that they can’t control; they don’t think they just do. It’s called animal instinct and it can’t necessarily be trained away never mind predicted. We’ve all heard the unfortunate stories of people saying my dog has always played with my kids, I can’t understand why he tried to eat my neighbor’s son! This list has not been compiled with the intention of singling out any one breed; they are current, accurate statistics that can be googled by anyone. They are the facts; nothing more, nothing less.

A pet should never be a status symbol; they should be something that will fit into your life in every way. Choose a dog that fits your family, your life style, and your travel and work patterns. Choose a dog that you have the ability or the means to train and to handle. Another important factor to consider is vet costs; certain dog breeds are prone to medical issues including hip and elbow dysplasia, and heart problems. Allergies and eye problems are very common, and even cancer. Make an informed decision using facts and a big, fat dose of common sense!

CLASSIC CHICKEN & DUMPLINGS We hate to admit it, fall is here. As the weather gets cooler, one thing Rutland Girl & I love to do is cuddle up on the couch in front of the fire and watch movies. But what’s a movie night without some good comfort food. One of our favourites is of course, Chicken & Dumplings. What better way to enjoy an evening than to savour the goodness of this down home classic. It’s time to pop in a great movie and get cozy. I don’t think it gets any better. Ingredients: • 1 tablespoon olive oil • 6 bone-in, skin-on chicken thighs (about 2 pounds) • kosher salt and black pepper • 4 stalks celery, chopped • 4 carrots, chopped • 2 onions, chopped • 2 tablespoons fresh thyme leaves or 2 teaspoons dried thyme Directions:

2 cloves garlic, chopped 2 bay leaves 2 ½ cups all-purpose flour 1 tablespoon baking powder ½ teaspoon baking soda 6 tablespoons (3/4 stick) unsalted butter, melted ¾ cup buttermilk 2 tablespoons chopped fresh flat-leaf parsley leaves

Heat the oil in a large pot or Dutch oven over medium-high heat. Season the chicken with ½ teaspoon each salt and pepper. Brown in batches, 4 to 6 minutes per side. Transfer to a plate; reserve the pot. Add the celery, carrots, onions, thyme, and garlic to the drippings in the pot and cook, stirring, until the vegetables begin to soften, 5 to 7 minutes. Add the chicken, bay leaves, and 10 cups water. Bring to a simmer and cook until the chicken is cooked through, 25 to 30 minutes. Discard the bay leaves and transfer the chicken to a plate; let cool. Shred the chicken with 2 forks and return it to the pot (discarding the skin and bones). Whisk together ½ cup of the flour, 2 cups of the cooking liquid, and ¼ teaspoon each salt and pepper in a small bowl. Slowly whisk the flour mixture back into the pot and simmer until slightly thickened, 8 to 10 minutes. Make the dumplings: Whisk together the remaining 2 cups of flour, the baking powder, baking soda, and ¼ teaspoon each salt and pepper in a medium bowl. Whisk in the butter, buttermilk, and parsley. Reduce heat to low and drop the mixture into the broth in 8 large spoonfuls. Simmer, covered, until the dumplings are firm, 12 to 15 minutes. Serve sprinkled with parsley. Of course, we just couldnt sit down in front of the fire and enjoy this fabulous dish without cracking a nice bottle of wine. Thankfully, Rutland has some great vineyards and lots of varities for us to choose from. Paired with tonights dish I appropriately chose the 2014 Reisling from the View Winery. It boasts interesting complexity with aromas of pear, white peach, kiwi, and lime citrus. Pleasing notes of slate minerality, are complimented by flavours of apple, pear and citrus.

This is one of the most immediate and obvious ways you can make significant cost savings. Energy prices continue to go up and both at home and at work you pay for the amount of energy, and often water, that you use. At work you need to look at both your office practices and manufacturing processes, then educate staff, invite their ideas and reward them for making changes. Every piece of equipment you use, whether in manufacturing or the office should be Energy Star compliant and Energy Star enabled (do not assume this feature is turned on as a factory setting; make sure you check). We all know we should turn off lights but did you know that all equipment, such as printers, computers and heavy equipment, pull energy when plugged in and not in use? Unplug them off at the end of the day. Some simple measures that do not take a large investment include upgrading your lighting, weatherproofing doors and windows, repairing leaks and drips and installing a simple water displacement device in your toilet tanks (as simple as a sand filled plastic bottle) to reduce water usage.

Save money, increase productivity and sell more. Those should be enough reasons Saving Money by Reducing Your Waste Buying supplies in bulk saves on the per-unit cost and reduces waste by using less packaging. Buying the best you can afford - by this I mean quality items which may have a higher initial cost often saves substantially when you consider the total cost of ownership. For example, a $15.00 coffee machine usually breaks just past its 30 day warranty; whereas the $49.95 one with a 12 month warranty will be in use for a few years. Consider second hand –pre-owned or refurbished - equipment, remanufactured to meet original factory specifications. It often comes with a warranty. Sometimes used equipment purchased via Craigslist or on eBay needs to be cleaned up, but there is substantial money savings. In the office: Print only what you really need and only the pages you truly need. Distribute documents electronically instead of in hard copy. Even my lawyer emails me documents these days. Print double sided. Choose this as your “default” mode. Refill ink cartridges instead of throwing them away and buy one machine that can print, copy, scan and fax. And do not forget recycling. Setting up simple ways to recycle, including having someone do the weekly or monthly run, is another easy way to reduce waste. Our recycling in Kelowna is not yet 100% convenient. We have to take plastic bags and glass to the depot ourselves. Is it so bad to let a staff member, who drives right by the depot,

leave early once a week or once a month to drop the items off for you? Saving Money by Improving Workplace Health and Safety Providing green options within a company can offer overall workplace improvements. Green cleaning supplies can help employees who suffer from respiratory and other healthrelated conditions, because green products contain fewer chemicals–such as sodium hypochlorite and nitrobenzene– that are connected to physical problems. Several international studies show that staff are not only healthier, but much happier, working in greener environments. Many staff are far greener at home that at work and welcome employers who want to make changes. When working with staff, find their WIIFM (the “what’s in it for me”). When asking staff to make changes to work behaviours, they want to know why, how and what they need to do and they want it to be relatively easy. Start with a smaller project, they move on to projects that take larger behaviour changes. This works at home with the kids too. Making Money by Improving Your Reputation While public response alone is not necessarily the best motivation for going green, it might be a good side effect. With green initiatives increasing in popularity, economic studies have shown that companies utilizing green technology and selling green products are seeing an increase in profits. Whether you care about being green or not, the general public does. The more consumers become aware of the impact of what they buy, the more important it is for you to ensure you are behaving responsibly through your business.

CANNIBIS IS CANADA READY FOR LEGALIZATION? Wendi Swarbrick Special to I Love Rutland

In recent months, a lot has been said about the use of Marijuana for medical and recreational purposes. Opinions and medical views vary widely and we wanted to share some of the opinions that have been expressed to us. In the last issue of I Love Rutland we heard from Adam Holmes, with his view of the question or debate on the medical marijuana legalization issue. In this issue we are going get another’s perspective.


CRAZE

There seems to be little question that the use of marijuana in our society has become relatively main stream and this is particularly true for BC. So, although we are discussing the debate on a national level, many of our statistics will be based on BC. Marijuana is or has been used by a majority of our population at one time whether for recreational or medicinal purposes. It’s also worth noting that BC is by far the healthiest, fittest province in Canada. Consensus has shown that a large majority feel the laws are outdated and are hindering people from obtaining marijuana that genuinely need access to it for diagnosed medical conditions. 70% of Canadians polled feel that possessing marijuana should not be a crime; that’s quite a significant percentage of our population. Also, that those unnecessary criminal charges are clogging up the judicial system, costing the taxpayers money and saddling people with criminal records that they would not otherwise have. WHAT ABOUT THE MEDICAL BENEFITS? It’s worth mentioning that we have an incredible reputation for producing some of the best marijuana in the world. Is this something we should be proud of? Many would say yes, we are exceptionally proud of the high quality of all produce that comes of out BC and particularly the Okanagan region; our cherries and peaches are coveted in some parts of the world. Our apples have been winning awards for decades; our level of organic produce is second to none. Just look around this valley; our hillsides are ripe with orchards, wineries, ranches, farms, artisanal creameries, breweries - and all that’s good. Should any of us be surprised that our “BC Bud” is grown with the same quality and care? I suspect not. The other concern that is very prevalent is the underground economy surrounding “BC Bud” as it’s known around the world. Canada’s underground economy is estimated to be at 42 Billion a year and BC is said to have the highest underground economy in Canada. BC produces 40% of all marijuana grown in Canada. This is a subject that requires a lot of research and which opinions vary greatly as to the effects on individual micro economies such as Kelowna. Our economy is very unique and has been referred to as a “bubble economy” as much of what happens in the rest of Canada doesn’t have the same effect on us as it does in other cities across the country. Speak to a local car dealership or furniture salesman and they will quickly tell you that our so called underground economy is hardly underground at all and is an integral part of what keeps this city growing (pardon the pun). Would the legalization of marijuana on a broader scale have a significant impact on our economy? Arguing the medical benefits of marijuana seems pointless at this stage. The science and case studies speak for themselves and are numerous. History tells us that marijuana use dates back to the mid-19th century in India. Its use in Britain and America can be traced back to the early 19th century for a myriad of ailments from anxiety, fever, pain relief, diarrhea, loss of appetite, seizures and more. It’s well documented in Indian Folklore throughout history. Go on You Tube and you can find videos of toddlers (one right here in the Okanagan) plagued by uncontrollable

daily seizures that doctors could do nothing for, cured by a medical marijuana treatment of one form or another. Science also tells us that chronic marijuana use by youth can be detrimental to their development. When used for the wrong reasons by the wrong people, there are problems and this also cannot be disputed. There’s science that shows marijuana helps some people for some things – that’s all that’s required of other medications for them to be mainstream, so why are we still debating this? There is the argument that’s its harmful to our youth, addictive, dangerous when operating machinery, etc. This can be said of many medications and like those, as well as alcohol, which many will argue is far more destructive, it has to be used properly and regulated. Should your 11 year old be smoking up before school? All would agree the answer to that is no! Are there negative effects of marijuana use for some people? Yes but there are with all medications and drugs and alcohol. Is Canada ready for legalization? I think it’s safe to say the answer to that question is yes. It’s now a matter of ironing out the details as to what the laws

surrounding the purchase, possession and production of it should be.

THE BENEFITS OF RESISTANCE TRAINING As a personal trainer and fitness instructor I am constantly being told, “I am ready to make a change”. I totally believe that each time I hear this, it is truly sincere; but what does “I am ready to make a change” really look like? Your success depends on your readiness to take on the challenge. Whether your motivation for undertaking these changes is better health, improved fitness level or weight loss, you need to find your motivation and focus on it. Knowing that you need to make changes in your life and actually doing it are two different things. There is no magic diet, piece of fitness equipment or famous personal trainer that can do this for you unless you “are ready”. Achieving and maintaining your goals may be a lifelong process, start by being honest with your self and making your goals realistic. Radical changes that aren’t sustainable are not

likely to be effective over the long term. The first, most important question to ask yourself is “Why?” Every person’s why is different, it may be to feel better now, to feel better as you get older, to lose weight for health reasons, to lose weight for personal satisfaction, the list is never ending. The one thing in common each person’s why has is you must keep focused on “your why”, the reason you are ready to succeed. Making a lifestyle change is challenging, it is a process that takes time and requires support. Once you are ready to make that change, know “your why”, commit and follow through! Make a plan that will prepare you for success, careful planning means setting small goals and taking one step at a time. After you have identified realistic short and long term goals, break them down into manageable steps. If your long-term goal were to lose 20 pounds in the next 5 months, a good weekly goal would be 1 pound a

week. If eating healthier is a goal, start by replacing that sugar craving with a piece of fruit. At the end of the week you will feel successful knowing you have met your goal. Accepting help from those who care about you and will listen strengthens your resilience and commitment. KEEP AN EYE ON YOUR ASSET MIX Asset allocation is the process of investing among different asset classes based on how long you plan to keep the investment, your comfort level with risk, and your investment objectives. In general, these asset classes include: •

fixed income (e.g. bonds and Guaranteed Investment Certificates*, also called GICs) and

equities (e.g. stocks).

Each asset class serves a different purpose and has a different level of risk. Cash is considered the safest asset class, but also offers the least return potential. Equities can provide higher returns, but are considered riskier because poor market performance may cause you to loose money. The process involves diversifying or spreading your investments across these asset classes in order to maximize your potential return, while minimizing your investment risk. The asset mix that you choose should reflect the level of risk that you are comfortable with, and your financial objectives. Asset allocation helps you create a personalized investment portfolio that manages risk without unnecessarily diminishing returns. It’s important to have your asset allocation strategy in place before you actually make the investment choices for your portfolio. The asset classes that you decide to invest in today will determine how your portfolio will perform in the years to come. Keeping an Eye on Your Asset Mix Once you have selected an asset allocation strategy that suits your needs, you should monitor your investments over time. You may want to adjust the investments you hold, to reflect your personal circumstances or changes in the market performance. The following factors will impact your asset allocation: •

For a year I’ve been tormented: Should I give in to vanity and get modest-size breast implants, or should I endure my saggy breasts, which are causing me to lose my desire for sex? I’m a 28-year-old mother of two, but my breasts make me feel 40! —To Sag or Not to Sag HE SAID First of all, there’s nothing wrong with 40! Now you say saggy, but you’ve failed to include one important thing… details, a picture, something with which to make a qualified decision. I mean really, we’re talking about your breasts here, quite possibly one of the most eye-catching and esteem building features on a woman’s body. I mean every girl looks forward to that first day during puberty when the breast fairy comes by and just pumps them up just that little bit. It’s a rite of passage. Now remember, I said it’s a matter of self esteem, for God sakes woman, if your boobies don’t make you feel happy, then get something done! It’s your body, do what you want. Now, saying that, I mean, sure get the tuck, the lift, the implant, but keep it real, I sure don’t want to look at some cougar that looks like she’s 90% fake, we love the natural look, even if you do bump it up a size, keep it proportionate, all you are doing is enhancing the beauty you were born with. So hell ya! Save the Ta-tas and make yourself happy in the meantime! SHE SAID Love your “girls”! Not a difficult one by any means and by the tone of your question, it’s clear to me that you have already made the decision. What you are looking for is someone to tell you it’s ok and it is OK! It’s no mystery that society places all kinds of unnecessary confusing expectations and at the same time; limitations on women, especially mothers. They expect us to look drop dead gorgeous a month after giving birth and at the same time feel guilty if we need a little help in the beautification department. Vanity is not being able to walk out your front door without spending 2 hours in hair and makeup. End the tormented, call up doctor new boobies and make an appointment. You have the right to do things for yourself that make you feel better and if it’s going to “perk” up your sex drive as well as your self-esteem, all the better.

Dear He said ∙ She said – Seven months ago I rekindled things with my ex-husband, who’s now married to another woman. Foolish, I know! He swore he still loved me and was trying to extricate himself from his marriage. As it turned out, he and his wife were pursuing in vitro fertilization the whole time. Now I’m pregnant. And so is his wife—she’s having twins! So my question is: Do I terminate the pregnancy and let him off scot-free? Or do I have the baby? HE SAID Uh hello? Did you fail to get the memo that he has moved on and remarried? Oh wait, maybe he forgot that same memo… Ok so after my divorce, my ex and I had a couple of trysts… but not while we were involved with other people, just lonely and liking comfortable. Now there’s a baby… wait, not just one baby, but three! Do you keep the baby? Well, that’s your choice, no one but you can make that decision. Do you try and trap your ex in a lose-lose situation by destroying his new family? If you’ve always wanted to be a mom, great! Keep the child, but enjoy being a single mom. I’m sure there is something you can do to make your ex responsible but not in a way that’s going to ruin the lives of the other babies. Look for the happy medium here. And truthfully, single parent or not, nothing is more satisfying than looking down into the eyes of your child. SHE SAID Well aren’t you the foolish one! There’s more than one lesson in this sordid little tale. Not to overstate the obvious but you should have waited until he was actually separated before rekindling the “romance”. This by the way, sounds like that might have been in your head! I hope this makes you remember why you divorced him the first time – what a nasty piece of work he is. However, sharing my thoughts on him would take up more time and space than I have right now! None of this however matters at this point. Do you have the ability to make any clear intelligent decisions?? This is not about letting him off scot free, what a troubling choice of words on your part and says much about you and not in a good way. You are trying to decide whether or not to terminate a pregnancy, this has nothing to do with letting him off the hook!! Do you want or even like children? Are you able to care for a child and put someone else’s needs above yours for the foreseeable future? Start by asking yourself those questions. Leave him and his unsuspecting wife out of the equation at the moment. This is a very big decision and needs to be given the time, clarity and respect that it deserves.
