THE company behind the bulk water supply project here, Apo Agua Infra structura Inc., has vowed to the city government that it will start its first part of operations in the first quarter of next year.

At the session of the city council yesterday, Anna Victoria Lu, presi dent of the company, said it has intensified the con

struction of the project after it took over the con struction from its partner, the JV Angeles Construc tion Corp. (JVACC).

“If we (officials) need to be there to help in dig ging (in the implementa tion of the project), we will be there to make sure it happens,” Lu told Coun cilor Bernard Al-ag as the latter was part of the city council when the project was first presented to the councilors in 2016.

The project was first scheduled to get completed

in 2020, but it has faced de lays due to the COVID-19 pandemic as well as the intramurals among partners that formed the company.

MANILA – The Depart ment of Budget and Man agement (DBM) wants to ensure that distressed overseas Filipino workers (OFWs) are given suf ficient legal aid under the Marcos administration.

In a press release, DBM

Secretary Amenah Pangan daman said the government has allotted PHP1.2 billion for the AKSYON Fund of the Department of Migrant Workers (DMW), which will be used to help dis tressed OFWs in various countries.

"We know and feel the difficulties our kababayans face by being far from their loved ones and we continue to ensure that they will be afforded with the appro priate support they need,” Pangandaman said.

5G adoption is fast spreading in other parts of the country with the cities of Cebu and Davao having the most num ber of Globe 5G users outside Metro Manila for the first half of 2022.

For Visayas, Cebu City ranked the highest, followed by Lapu-Lapu City and Man daue City. On the other hand, Davao City led in Mindanao with Cagayan de Oro City placing second.

Are online purchases threat to perks for seniors, PWDs?

SOME of us, if not most, have family members who are senior citizens or persons with disabilities (PWDs). As physical restrictions due to the COVID-19 pandemic have pushed companies to innovate from face-to-face to online transactions, the perks given to senior citizens and PWDs have also been inadvertently pushed aside.

This puts senior citizens and PWDs at a disadvantage, resulting to reluctance in opting to purchase online, caused by the possibility of foregoing their tax benefits.

According to Republic Act No. 10754, “An Act Ex panding the Benefits and Privileges of Persons With Disabil ity (PWD)”, senior citizens and PWDs are entitled to a 20% discount and VAT exemption on specific purchases of goods and services such as medicines, domestic transportation (i.e., land, air, and sea), food in restaurants, accommodation in hotels, and admission to recreational places such as cinema houses and concert halls. They are also entitled to another 5% discount on purchase of necessities and prime commodities. These necessities include rice, corn, bread, meat, eggs, milk, vegetables, fruits, sugar, salt, soap, candles, liquified petroleum gas, and kerosene. Prime commodities include flour, on ions, vinegar, soy sauce, fertilizers, pesticides, poultry feeds, school supplies, construction materials, batteries, and light bulbs.

Japanese film ‘Plan 75’ brought to PH cinemas

TBA Studios, one of the leading film production and dis tribution companies in the Philippines, has acquired the exclusive Philippine theatrical rights to the award-winning film Plan 75

Because of the problem, the company took over the contract from its partner and Lu, in a press statement released also on Tuesday,

said the project “has resumed construction across civil, mechanical, and electrical works in all areas, including road restoration along the Treated Water Pipeline.

“We have spent the last month completing the takeover of the works from our previous contractor, gaining possession of criti cal materials and equip ment, and mobilizing key construction contractors on site,” she added, pointing

out that the company has hired seasoned contrac tors and that construction activities will be in full capacity next month.

“In addition to this, various contractors with credible track records in bulk water facilities and large-scale complex pro jects have been engaged in order to implement as many parallel activities as possible,” she added.

Last week, the coun cilors criticized the water district after the line serving about 66,000 of its 242,000 customers conked out.

Bersamin trusted, well-qualified

Epres is CHR commissioner

MANILA – President Ferdi nand "Bongbong" Marcos Jr. has appointed lawyer Beda Epres as new commissioner of the Commission on Human Rights (CHR), Malacañang confirmed on Tuesday.

The Office of the Press Secretary (OPS) released a copy of Epres' appointment paper inked by Marcos on Sept. 15.

Epres replaced former CHR commissioner Roberto Eugenio Cadiz whose sevenyear term ended on May 5.

Based on his appoint ment paper, Epres will serve as CHR commissioner until May 5, 2029.

Epres is the first out of the five anticipated members of the sixth batch of CHR en banc.

Prior to his appointment to CHR, Epres worked as Director IV at the Office of

the Ombudsman's General Investigation Bureau.

Epres took up law at the Arellano University School of Law and was admitted to the Bar in 1995.

Early in his career, he was also an officer at the National Power Corporation and a parttime lecturer at the Far Eastern University, his alma mater.

Epres was part of the Office of the Ombudsman since 1997, starting as Graft Investigation and Prosecu tion Officer I at the Military and Other Law Enforcement Offices.

He later led the monitor ing team of the Ombudsman's Field Investigation Office (FIO) in 2008 and promoted as head and team leader of the FIO's Intelligence Bureau in 2009.

PAF mobilizes assets, personnel for typhoon victims

MANILA – The Philippine Air Force (PAF) has provided air and ground support to the provincial government of Quezon, which was initially considered as the hardest hit area by the onslaught of Super Typhoon Karding.

Air support was provided through the PAF's Tactical Op erations Wing Southern Luzon (TOWSOL) and Tactical Op erations Group 4 which pro vided a S-70i "Black Hawk" combat utility helicopter for rapid damage assessment and needs analysis (RDANA).

"The PAF thru TOWSOL and Tactical Operations Group 4 provided support to the Pro vincial Government of Quez on headed by Hon. Angelena "Helen" Tan in conducting RDANA on Sept. 26, 2022," Air Force spokesperson Col. Ma. Consuelo Castillo in a statement late Monday.

She added that the RDANA mission, using the S-70i, was flown over Po lillo Island and the towns of Real, Infanta and Jomalig which were greatly affected by "Karding".

"Moreover, the PAF’s Bell 205, operated by the 505th Search-and-Rescue Group conducted RDANA/ aerial reconnaissance in the other affected areas in the region," Castillo said.

In addition to the air mobility support, TOWSOL personnel also contributed to the ground efforts by help ing in the repacking of re lief goods at the Operation Center, Provincial Disaster Risk Reduction Management Office (PDRRMO) in Quezon, Province.

Bersamin served as chair person of the Government Service Insurance System

(GSIS) under the leadership of former President Rodrigo Duterte.

Before that, he was ap pointed as the 25th Chief Justice of the Supreme Court (SC) in 2018.

He was appointed by for mer President Gloria Macapa gal-Arroyo as an SC Associate Justice in 2009.

His career in the Judici ary has spanned over three decades from the time he was appointed judge at the Quezon City Regional Trial Court by former President Cory Aquino on Nov. 5, 1986.

Bersamin replaced re signed Executive Secretary Victor Rodriguez who is cur rently serving as Presidential Chief of Staff (PCS), a new position created by Adminis trative Order (AO) No. 1.

Cruz-Angeles announced that Rodriguez had stepped down as Executive Secretary

on Sept. 17.

Rodriguez, however, will still enjoy the rank of a Cabi net member.

As Executive Secretary, Bersamin is considered the high est-ranking official of the Office of the President, being referred to as the ”Little President.”

He has the mandate to “directly assist the President in the management of affairs of the government as well as to direct the operations of the Executive Office”, according to the Official Gazette.

Meanwhile, Rodriguez, as PCS, will have the primary function of supervising and ensuring efficient and respon sive day-to-day operational support to the Presidency.

The immediate staff of the PCS will come from abolished agencies such as the Office of the Cabinet Secretary and the Presidential Anti-Corruption Commission. (PNA)

16.5K families affected by ‘Karding’: NDRRMC

MANILA – Some 16,476 families or 60,817 individu als have so far been affected by Super Typhoon Karding (Noru) which lashed Luzon on Sunday, the National Disaster Risk Reduction and Manage ment Council (NDRRMC) reported Tuesday.

In its latest situation re port, the agency said these families are from the Ilocos Region, Cagayan Valley, Cen tral Luzon, Mimaropa, Bicol and the Cordillera Administra tive Region (CAR).

Also, 12,352 families or 46,008 persons are being sheltered in 976 evacuation centers while the remainder have returned home or are being aided by families and friends.

Around 74 incidents of flooding were also reported -- 70 in Central Luzon and four in Calabarzon.

In a message to reporters, NDRRMC spokesperson and Office of Civil Defense As sistant Secretary Bernardo Ra faelito Alejandro IV said casu alties attributable to 'Karding' now totaled to eight deaths

and three missing.

The NDRRMC said five of these deaths are from Cen tral Luzon -- the rescuers of the Bulacan Provincial Disaster Risk Reduction and Management Office who were found dead in San Miguel

town after being swept away by floodwaters.

Meanwhile, the missing are from Mercedes town in Camarines Norte.

The NDRRMC said the deaths from Bulacan are al ready verified and that it is

awaiting a "certification of identification" to make it of ficial.

Meanwhile, two more deaths from Zambales prov ince and one from Burdeos, Quezon province are still undergoing validation.

FINALLY the Davao City Water District (DCWD) and its partner Apo Agua Infrastructura in a P12 billion Bulk Water Sup ply project have formally come out to meet members of media to explain the continuing water service interruptions in the city (for the part of the water firm) and to update the public on the status of the massive surface water supply project which is expected to solve the water woe of residents and commercial and industrial consumers in the north sector of the city.

But the words coming from the two lady mouthpieces of the partner agencies are far from a reliable assurance that the problem will be solved the soonest possible time. Instead what the two said are simply assuring the consum ers that their respective agencies are doing something to address the problem. Their words also betrayed the inability of their manpower to do some kind of drastic yet remedial measures that would shorten the suffering of those affected consumers every time water service to the consumers is interrupted.

Royal tickling

IT was on one particular day in 1981 when I entered my place of work to find nobody on the first floor. Save for Rene, our pho tographer toiling in the dark room, all were gathered at our boss’ office, cooped up as though in a meeting. As I reached the second floor, I thought at first they must be having some kind of emergency because of the solemnity in the room. All of a sudden, the room broke out in cheers at what they have apparently been watching on television: A delayed telecast of Diana marching down the aisle of Saint Paul’s Cathedral in London in her wedding to Prince Charles.

Aside from being on my first job as a writer fresh from school, this had also been my first exposure to us pinoys’ love affair with royalty, with topics such as ascendancy to the throne, kings and queens. Before that, I thought our hero worship had been limited around the spectrum of movie stars, athletes and comic characters.

In this present time, with now more information and knowledge into world current state of affairs, government and politics, I have assumed firstly that we must have by now, learned a thing or two about social realities and hardships of common folk in that part of the globe. I‘ve likewise thought that because of this, our once-romantic notion about the hereditary privileges of queens and prin cesses might have already dissipated somehow. After all, we’re not really royal subjects in the first place, are we?

So, when the queen of England, beloved by her subjects and endeared to many, passed away, the news about her death brought out not only a steady stream of condolements but a slew of negative comments about

royalty as well.

Just to be clear, I am totally one with her people feeling sad about her death. Beyond that, I am not however waiting in avid an ticipation as to who is taking her place or whatever else transpires. What has that even got to do with me? Social media and IG is still continually flooded with sentimentally captioned photos and I respect these affecta tions completely. But that’s it.

On the whole, we’re merely on the out side looking in on this unfolding drama. Yet some pinoys react as though we were brits themselves. (though I know some chaps who don’t really give the event much fuss).

I don’t accredit this fascination to class, not by a long shot. I think we must have been weaned too much on Dis ney movies and Grimm fairy tales of kings and queens, dashing princes and pretty princesses. As my late teacher Father Frank Paris once said, “if you have to ask about why we value things, start by asking ‘So what?’

EDITORS’ NOTE:

On the part of the Apo Agua what we got from the statement of its external affairs officer is that the company has decided to take over the work that was seemingly mishandled by its contractor/partner. But she seemed to have mentioned that her agency is still scouting for new contractors to finish what is being left out.

Hence, we could not help but doubt whether her employer-firm can make good in meeting the time table of having the bulk water delivery project operational by the second quarter of 2023.

Anyhow, the commitment of the concerned agencies as enunciated by their respective spokesperson is worth every consumer’s watch. Let us see who will renege on their promise and assurances.

It’s been years already since the military and civilian authorities in Davao City acknowledged that Paquibato district is the last hotbed of the Communist armed insur gents New People’s Army (NPA). Of late due to the ab sence of major rebel-soldier encounters we could possibly believe that the area is a rebel haven no more.

But certainly even a long lull in bloody incidents in volving government soldiers and rebels does not guarantee that the insurgents have abandoned the area and forget about their once safe sanctuary in favor of another where they are assured of food and security from government soldiers. Our take though is that with the expanding road network in their former jungle domain, the local leadership of the insurgents may have felt that they are not anymore guaranteed of safety in the rebels’ tactical operation. Also, with modern communications gadget now available to ordinary residents of that remote district the rebels’ pres ence can easily be advised to the law enforcers. And with the help of better roads, soldiers from the nearest outpost could be in their location in only a few minutes.

It is also through these communications gadgets that hinterland residents are made aware of what the govern ment is doing thus making them able to compare what is presented to them by the rebels using their own perspec tive based on the ideology they espouse.

Perhaps it is in this interregnum that the government should give the hinterland dwellers its face that is long wanted to be seen by our highly vulnerable brothers in the remote recesses of Davao City. And how can this government face be shown? Implement projects that will directly benefit them and secondarily the people in the lowland such as access roads from remote residential enclaves going to the main highways where they can sell their farm produce and buy their household requirements upon returning home.

Or maybe the government can build bridges, either for foot walking only or passable by single motorcycles or “habal-habal,” or by horses on which the highlander’s agricultural harvests are often loaded going to the market.

And why are we being persuasive with our pushing of accessibility projects in the upland communities? This is because of our firsthand experience witnessing and

NAAWAN, Misamis Oriental (MindaNews) – I remem ber. In grade school, the walls of our classrooms were decorated with framed pictures of the country’s national heroes. And the common fixture on top of the blackboards is the slogan that has been indelibly etched in my mind: “Honesty is the Best Policy.”

By an ironic, cruel twist of fate, the erstwhile poli tician from Davao, Sara Duterte, who does not believe in honesty as a virtue required in government service, became Vice President of the Republic and is now con current Secretary of Education as appointed by President Bongbong Marcos. Marcos, apparently, finds great use of the Sara Duterte persona – her Machiavellian attitude on dishonesty, which fits well in the herculean effort of the Marcos family to revise history in refurbishing its badly tarnished image. The grand design is to glamorize the achievements of martial law and put under the rug the unspeakable human rights abuses, corruption and plunder of the regime. Honesty is Passé

It’s scary but with an honesty non-believer in the helm of education, the honesty slogan of my childhood might now read:

“Honesty is a Stupid Policy.”

Would the national heroes be replaced, too, with fa mous villains in Philippine history? That requires a little research, but already one candidate is an unmistakable pick, if ever: the dictator President Ferdinand E. Marcos, Sr. Then the photos of father and son Marcos may now hang side by side in classrooms, as it has of late been practiced to plaster classroom walls with images of in cumbent Philippine presidents.

Many wondered why VP and Secretary Duterte has

asked for a multimillion budget for confidential fund when her offices are not concerned with the security of the state. In so doing, she looks too impatient as president-in-waiting, overly excited, before her time, to experience the presidential prerogative of spending a large sum of money with nary a worry of public ac countability.

Confidential fund is officially addressed to surveil lance and intelligence or information gathering activities on known or suspected enemies of the state. Its expendi ture is hands off to public scrutiny, even to the Commis sion on Audit. The taxpayers will never exactly know whether the fund is really used for state purpose or for personal use. Transparency is no issue. Honesty is not a required policy in its use. No wonder.

Honesty is passé.

Walking the Ecological Talk: Challenge to Youth of Davao City

DAVAO CITY (MindaNews) — A number of slogans came to mind if one found his/her way to the third floor of the Parish Pastoral Council inside the Redemptorist Compound along J. P. Laurel St., Bajada, Davao City last Saturday and Sunday, September 17-18, 1922. These include: “Walk the Talk”, “Think Globally, but Act Lo cally”; “The Future is Now!”; and Youth – Hope of the Motherland!”

The two-day event dubbed KAWSA 2022 had the theme Panaghiusa sa mga Kabatan-onan Amoma sa Ki naiyahan (Unity of the Youth To Protect the Environment) and was organized through the auspices of the Paglaum Ecology Network (PEN), a network of environmentalists based in Davao City constituted by a number of religious congregations, Catholic schools, parishes, youth groups and NGOs with full backing from the Davao Sustainable Movement (including the Interfacing Development Initia tives for Sustainability or IDIS)..

confirming what a lumad friend of ours told us that any time a side of a trail can become a burial ground to a dead indigenous person when the situation warrants that his or her cadaver will emit an undesirable smell before it can reach the designated cemetery.

Yes, somewhere in Pegalongan in the most upland of Marilog when we were once there to visit a project assisted by our company before, we happened to walk on our way back home, to follow a burial procession of only a few. But the cemetery site was still far and there was a need to cross an upper sector of the Davao River.

Unfortunately it rained so we went back to our host. The cadaver that was placed in a roughly made wooden coffin was then decided by the family elders to be buried in a hurriedly dug tomb in one side of the trail. They cannot risk bringing the cadaver back since it was not embalmed.

Pegalongan by the way is a 7-hour walk from Salumay proper although we were told that about half the distance can now be negotiated by a single motorbike popularly called “habal-habal” driven by the toughest of drivers passing through muddy foot trails.

We wonder if any one of our councilors or congress men has had such experience of going to the city’s outback.

A SOJOURNER’S VIEW

of Southern Mindanao, Ateneo de Davao University, John Paul College, University of Southeastern Philippines and Davao City National High School participated in this two-day event. They were chosen on the basis of potential leadership skills that could be mobilized for ecological engagements.

Walk the ecological talk was perhaps the theme that opened up the discursive sessions of this event. In his Welcome Address and Opening Talk, this writer, convenor of PEN, commended the youth for taking time out to participate in these study-workshop sessions. Even if it assumes that some of them still needed to be more familiar with the discourse of ecological engagement owing to the urgency of responding to the challenges of global warm ing and climate change, he emphasized that the two-day

Other programs in cluded in the DMW budget allocation for 2023 are the Overseas Employment Regulatory Program, La bor Migration Policy and International Cooperation Program, Maritime Re search and Skills Compe tency Program, and Provi sion for OFW Hospital and Diagnostic Center under Overseas Employment and Welfare Program among others.

Under the proposed 2023 National Expenditure Program, the DBM has al located PHP15.2 billion to the DMW.

Pangandaman noted that the Marcos admin istration recognizes the contribution of OFWs to the economy.

“Our OFWs are our modern day heroes. We honor their sacrifices, as they work hard to uplift the lives of their families and to enhance our country’s economy through their re mittances," she added.

In his recent trips to Indonesia, Singapore, and the US, President Ferdi nand “Bongbong” Marcos Jr. placed meetings with OFWs on top of his agenda.

POGO-related crimes may scare investors away: senator

Palace: Let law run course after ruling on CPP-NPA

MANILA – Malacañang on Tues day said it will let legal process run its course over the Manila Regional Trial Court's (RTC) ruling that dismissed the proscrip tion case seeking to declare the Communist Party of the Philip pines (CPP) and its armed wing, the New People's Army (NPA), terrorist organizations.

Press Secretary Trixie CruzAngeles said the Palace will rely on the Department of Justice’s decision to file a new petition before the Court of Appeals (CA) which has jurisdiction under Re public Act No. 11479 or the AntiTerrorism Act (ATA) of 2020.

“This administration will ad here closely to the rule of law and only to the rule of law. We do not endorse any illegal activities and we have relied on the statement of the Secretary of Justice (SOJ) [Jesus Crispin Remulla] saying that this particular case is to be refiled under the Anti-Terrorism Act,” Cruz-Angeles said in a Palace press briefing.

She refused to give further comments, citing how the matter takes place under Anti-Terrosim Act which falls under a “different legal regime.”

“We let the law take its course and allow the Judiciary to exercise its full mandate. The SOJ will be directing anyway the filing

of a proscription case in the Court of Appeals as prescribed by the Anti-Terrorisms Act,” she added.

In its 135-page resolution dated Sept. 21 and written by RTC Judge Marlo A. MagdozaMalagar of Branch 19, the Manila RTC turned down the DOJ's peti tion for proscription that sought to declare the CPP and NPA as terrorist organizations.

The Manila RTC Branch 19 pointed out that the CPP-NPA were waging a “rebellion” and not spreading “terror.”

"While the armed struggle with the violence that necessarily accompanies it is indubitably the approved means to achieve the CPP-NPA’s purpose, means is not synonymous with purpose. Stated otherwise, armed struggle is only a means to achieve the CPP’s purpose; it is not the purpose of the creation of the CPP,” the decision read.

It also called on the govern ment to include respect for the right to dissent, due process, and to the rule of law in efforts to counter insurgency.

The DOJ filed the proscrip tion case in 2018 seeking to de clare the CPP-NPA as a terrorist group under Section 17 of the Hu man Security Act (HSA) of 2007.

The HSA of 2007 has been replaced by the ATA of 2020.

MANILA – Government agencies must intensify the cam paign against the illegal activities of Philippine Offshore Gaming Operators (POGO) to ensure peace and order and maintain a climate conducive for business.

Senator JV Ejercito on Tuesday said in particular, the Bureau of Immigration, Na tional Bureau of Investigation, and Philippine National Police must work double time to monitor and detect illegal op erations and the whereabouts of displaced POGO workers.

He cautioned that the government risks losing the confidence of investors and the rest of the business sector

if such security concerns are not addressed.

“There might be some foreign national syndicates who are using the POGO business avenue to enter the country and conduct their criminal activities here. Not just Chinese criminal syndi cates, but also Cambodian and Vietnamese criminal syn dicates,” Ejercito said in his press statement.

He also expressed sup port for the immediate depor tation of overstaying nationals caught working for POGOs.

The Philippine Amuse ment and Gaming Corpora tion recently terminated the licenses of at least 175 PO GOs while the Department of Justice met with Chinese embassy officials to discuss deportation proceedings.

Ejercito previously filed Senate Resolution No. 194, which asked the Committee on Public Order and Danger ous Drugs to probe the “alarm

ing” cases of kidnapping, ab duction, and disappearances.

The resolution highlight ed the alleged kidnapping of a Chinese national in broad daylight along the Skyway elevated highway in Par añaque City in August and the documented torture of a male victim whose ear was cut off.

Bills to ensure safety of areas hit by typhoons

MANILA – At least two meas ures in the Senate will ensure safety in typhoon-stricken areas, especially of children and the vulnerable population.

Senator Sherwin Gatchal ian has filed Senate Bill No. 940, or the Evacuation Center Act, which seeks to establish an evacuation center in every city and municipality for

residents displaced by dis asters, calamities and other emergency such as fires, and outbreak of diseases.

Senator Christopher Go previously filed a similar bill (Mandatory Evacuation Center Act), which will task the Department of Public Works and Highways and lo cal government units to build

such shelters.

Gatchalian’s other meas ure, Senate Bill No 155 or the 21st Century School Board Act, seeks the expansion of local school boards' functions to include the introduction of timely, organized, and local ized interventions in the deliv ery of basic education services during times of calamities,

disasters, and emergencies.

He urged the Depart ment of Social Welfare and Development, Department of Health, and Department of Education to see to it that children are in safe spaces when disasters strike.
