And chances are, the stored water ends up utilized to wa ter the plants, or simply splashed to that dried part of the yard nearest to where the containers are placed. DURING the past few days, mobile phones of most Davaoeños were littered with blasted-text messages emanating from the corpo rate communications unit of the Davao City Water District (DCWD) advising residents of these and those areas within the agency’s service coverage that water supply is not available with no certainty as to its resto ration.

Anakpawis Party-list national president 0998-985-2143

In the past months, Anakpawis has repeatedly demanded the repeal of the Oil Deregulation Law, and enactment of alternative bills filed by lawmakers under the Koalisyong Makabayan. These were the Petron Renationalization Act and Downstream Oil Industry Regulation Act, which essentially propose to reverse the industry's deregulation. The bill to re-nationalize or buy back Petron cited as objectives:

Where Konsumo Davao is sorely missed

Congress must consider this as a pressing matter, the plight of affected sectors of the continuing high prices of oil products and act on the people's demands.

Somecomeback.residents, in fact, have become even bolder in cursing the water agency sarcastically, saying that the water concessionaire is faster a thousand times when it comes to implementing the 30 percent of its approved (kuno) 60 percent rate hike.

Naturally, of course, because the tendency is that when the announced outage does not happen as scheduled and the household has stored so much water as advised by the DCWD, members would rather use the water available from the faucets instead of lifting the containers full of the liquid to the part of the house where the water is supposed to be used. That is already too inconvenient to many of them.

But despite the apparently uncoordinated announcement and the non-implementation of the Riverside Water Supply System shutdown, we and the rest of the resident-consumers in our barangay and other peripheral areas were saved the trouble of finding where to get water.

From this experience of ours, we started toying with the idea that the more there are announced water service inter ruption schedules that do not materialize, more and more consumers could be correct in their complaints of rising water consumption despite the service outages.

New fare hike burden to poor, all due to oil industry deregulation and TRAIN law

Yes, we noted that the protestations of consumers were louder and overt the other day (Saturday) because the areas in the city deprived of water supply was almost all of the city’s heavily populated sectors, including the urban center.

In fact, the other day and certainly yesterday, most of the water consumers both from the south and north of the city were complaining that they had no water, some over two days, with others claiming that the absence of the life-saving liquid has been intermittent for quite some time. In addition, the complaints mostly let out on social media ranged from such pleas hoping that the water supplier would be able to provide them with a clear time-table for the service resto ration to demanding that DCWD should send more water tankers where they could get their needed supply pending service

our household could stock an estimated two cubic meters of water. In the process, we kind of advanced an addition of so much volume to our consumption for the month of September. Late the other week, we also stored an estimated 4 to 5 cubic meters of water as we heed the advice of DCWD to store water due to a scheduled service stoppage which, in the end, did not also materialize. Instead, the water service interruption happened the day before and was back about an hour after the new advisory for an outage from 12:00 of that day until 3:00 in the afternoon of the same day.

With the latest fare hikes being approved by the Land Transportation Franchising and Regulatory Board (LTFRB), we believe this would be the latest burden to poor sectors, such as the workers and peasants, amid the economic crisis. We pin the blame on the past and present Marcos government, who failed to suspend the excise tax and VAT on oil products imposed by the TRAIN law, and continued deregulation of the oil industry.

In fact, the DCWD was at it again. That is, it was in its usual element of inconsistency in its advice of service inter ruption scheduled much later than the supposed start of the water outage due to some repairs or maintenance work. For example, in our barangay, which is part of Tugbok district but served by the DCWD’s Calinan Riverside Water Supply System, the announcement came in roughly half an hour late from the supposed start of the water outage, which was at 9:55 a.m. last Saturday. The advisory did not mention as to how long will the repair work take.

We could only thank the heavens that some “gods” at the water concessionaire appeared to have called off their decision to shut off the system. The water service interrup tion did not happen. Had it been pursued, then we would not have even a single drop of water for our household use because of the delay in the advisory.

( /ROUGH/7)

It’s urgent to suspend the excise taxes and VAT on oil products decisively and ultimately repeal the Oil Deregulation Law. Otherwise, continuing high prices would lead to further economic deterioration in the country.

interruptions in several areas in Davao City and the many unrealized announced outages are not deliberate to attain a certain objective. And we’d rather not be lured into joining speculations that it is, although some consumers are already into it. But honestly, we cannot help but compare the very unpredictable water service situation in the city as of this time to the prevalence of the CoViD 19 pandemic. Despite the ad vancement in modern medicine still it was only recently that the world is starting to see the light at the end of the tunnel.

In closing, let me express once again my congratula tions for the hosting of this conversation series.

Our diversity also allows us many, many opportuni ties for convergence, I am not talking about converging so that we become alike, because that is impossible. I am talking about the convergence that gives birth to a mutual order, where our similarities are celebrated, but where our differences are celebrated more.

We are hoping that these offshoots of a seeming lack of coordination between two or more departments in the DCWD, or possibly the failure of the water firm’s manage ment to anticipate more serious faults in its water lines is merely coincidental with its first billing carrying the increase in the rates approved by government regulators. We hope too, that these series of long water service

In its “Message for Transmission” to the Manage ment of SMI, Mayor Escobillo pointed out that as per its Mayor’s Permit, SMI is classified as a Mineral Explora tion Manufacturer. This is contrary to the assessment of the Municipal Treasurer’s Office that the company is not operating as a manufacturer but as a general engineering contractor.Furthermore, SMI personnel falsely stated under oath that the company’s declared amount indicated on its gross receipts come from the sale of unserviceable assets such as tables, computers, equipment etc. that can be considered income but not due to the company’s mining operation.

Uncovering the deception by Sagittarius Mines, Inc. (SMI) and decisively challenging it by revoking its business permit shows that Mayor Leonard Escobilla upholds transparency in gov ernance. Foremost among these virtues in Maranao is katiti banga, the duty (a requirement!) to help one’s fellowmen, especially a fellow Maranao. This puts family and duty at the center of all other virtues – this is a worldview that is familiar, but which might be of varying importance in other cultures.

But perhaps it is not the goal to be similar.

Transfiguring Mindanao is a towering contribution in Mindanao studies, and in Philippine studies. I say this because like most of you here, I am also Mindanao-born.

Our diversity is a gift. This diversity allows us to preserve as much and as many knowledge systems as we can: ways of honoring our ancestors; ways of commemo

“Nothing personal about this case. No opinion for or against mining. We are just doing our obligation to imple ment ordinances,” said Mayor Escobillo.

But of all of these, one cognate (or related word form) puts into perspective the struggle for self-determination that we are all familiar with as Mindanaoans. This cognate is in Iban, a language spoken in Sarawak, Malaysia, a close relative of our Philippine languages. In Iban, menwa (from banwa) refers to home.

And as it is in CoViD 19, the most heard recommendation is for the people just to learn to live with it. We mean, we have to live that there will always be service outages not just of the DCWD but also with other public utilities like power and telecommunications.

At this time in the reckoning of the water utility’s service level, the activism of the defunct consumer advocate Konsumo Davao is sorely missed.

LETTER

Good afternoon to all our guests and to the members of the audience. I welcome also those who are with us through Zoom. Thank you all for choosing to be here.

In Malayo-Polynesian, the larger linguistic family where the Philippine languages belong, the concept of home is encoded by a largely unchanged lexical form: BANWA. It refers to inhabited land or the territory sup porting the life of a community.

In Kapampangan, the meaning of banwa has expanded to also refer to the heavens; in Sangir, a language close to the sea-dwelling Badjaus, banwa encompasses the sea; In

Subanon, it refers to a dwelling and in Cebuano, it refers to nation, which is the relationship of land and people.

Youinvolved.see, strife and struggle are not foreign concepts related to home. In fact, they are part and parcel: the home is a place we protect, because rooted to it are life and Foridentity.anisland that is home to half of the country’s total indigenous populations, and home to 94% of the country’s Muslim population, it is unsurprising that we will have a plurality of worldviews.

Perhaps the goal is to allow each other’s differences, and to cultivate mutual pride for our diversity.

But menwa is only gained and maintained by much effort and danger, and by proper rites to secure and pre serve a ritual harmony of all within it and the unseen forces

For too long, Mindanao has been haunted by fears we could not name, and by wounds too deep for us to comprehend.Thoseof us who wish to help had been confounded by which conversation to pursue, and with whom. This book is, finally, a good place to start.

When I saw the book in person, I was pleasantly surprised by the heft and size of the volume. I did not expect it to be as impressive physically, as it is impres sive academically.
