True that we can see so many new multi-story school buildings in almost every educational campus we may happen to pass by or visited. Still these are not enough, more so that part of the health protocols to obviate the possibility of another rise in CoViD 19 infection, is the social distancing among students inside the classroom. That is, from the usual 40 to 1, or even 60 to 1 studentclassroom ratio, it now has to be compulsorily brought down to as low as 20 to 1 ratio. Our heart seems to bleed as we witness on televi sion students braving the rains, trembling wet and doing death defying efforts to cross swelling rivers or wading in

Livelihood of thousands were disrupted, agricultural crops that could have helped improve the chances of the country’s desired food security mantra achievable were washed out, government infrastructures literally col lapsed. Local and national governments’ coffers were emptied as both entities had to respond to the humongous needs of the affected residents. They have to be housed, fed for the time being that their livelihood activities are off, and given medical attention while they are out there seeking for survival. And to whom we, the people and government are heaping the blame for these seemingly endless calami ties? Who or what else but the so-called climate change brought about by man’s greed disguised as quest for development.Yes,ina country which is expected to experience fine weather starting this month until the end of the year, the opposite appears to be happening. The agency tasked to monitor the weather condition on an almost daily basis has earlier declared the same period of the year instead as the La Nina season. Meaning more rains and bad weather will prevail during the entire period. And it is true indeed. At the onset of the month of August huge volume of rain falls almost on a daily basis in the whole of the country. So it was not anymore surprising that floods inundate a lot of municipalities in the Central MIndanao, Zam boanga, Northern and Southern Mindanao Regions in the last few weeks. And yesterday, almost all regions in the island of Luzon and in certain provinces in the Visayas experienced almost endless floods.

Worst, this unwanted phenomenon is prevailing nationwide at a time when students are coming back to schools for their face-to-face classes after an interreg num of more than two years due to the deadly CoViD 19 pandemic. This situation is adding up to one big problem that schools nationwide are currently facing – lack of classrooms due to lack of school buildings.

FOR all those who might have read all the books of J.R.R. Tolkien (that’s John Ronald Reuel for you), I have borrowed Bilbo’s book title for this one. From where he sits now, probably at his rest house in Valinor, I am sure he would not be mind ing at all if I do. THERE is always a strange sensation whenever one is suddenly brought BACK to those early high school days. (Tempting to add ‘when one was wild and free.) The flashback feeling, brought on by watch ing today’s excited teens while they half-run along the sidewalk towards their school gate which had once been closed down by covid. In my mind’s eye, the fresh scent of newly-mown grass is alive AGAIN, as the memory skips to a shorter route across the green and wide-open soccer pitch to the new building where some khaki-clad high-school ers often gather at the entrance. I am sure, for all generations, from boomer up to these millennials and Zees, the years of high school will have held both special and bittersweet reminiscences. In a sense, when one looks back to those days now, when one has already seen much of what once has been hidden and uncertain then, there is either a feeling of lament or one that is of vindication, especially for those who have worked hard enough to get to where they are at present. That kind of reminiscing however is nothing but stone-cold recollection, much like some parents who like to say “when I was your age...” the best kind of recollection would be to dive back into those memories once again and maybe linger there a bit longer, without assessing their impact on what you are now. Stoic reviews tend to be overly seri ous and they notice the huge difference be tween those fresh, almost-virginal smiling faces of old in comparison with the worn, wrinkled and tired masks of today which seem to say “I am a survivor”. In this light, to look back is a pro found experience in itself, no matter how unpleasant the past may have been for some or perhaps many. One is here. That might be reason enough to be thankful. I will never forget my late papa’s mother, the feisty Lola Tonying who carried my father through the days of the last world war. From the strict and spartan way she raised him, extending to how she strictly raised us at certain times, she was loving and thankful on the inside. One could tell. On her death bed, her final words seemed to wrap up how she had been in life. It was around four or five in the morning and only her watchers were awake beside her. She merely said (in Tagalog), “Ok, this is it, babay!” almost thankfully and with no regrets.

WE do not know wheth er it is the way of na ture’s getting back at people for their inces sant interference on the former’s role on earth including trying to dis rupt its normal course, or whether it is the Su preme Being’s way of reminding that after all, He is the only one who determines the fate of the universe where He is believed by humanity as its creator. We are saying this as catastrophes after catastrophes hound the Philippines all year round. Floods and typhoons come even at the most unexpected time of the year. Vol canic eruptions are seldom even as the Philippines has many volcanoes and lies within the so-called “Ring of Fire.” Strong earthquakes with tidal waves to boot come like thieves of the night that the only thing the supposed experts in the study of volcanology can recommend as protective measure is for everyone to remain calm and not to panic when an earthquake strikes. Dock, cover and hold, they say. And unfortunately for the new administration in less than two months in office floods due to extremely bad weather, a devastating earthquake with several strong aftershocks destroyed a huge part of northern Luzon. And early this week, a strong typhoon seemed to have finished off what the earthquake failed to do in its rampage. Ty phoon Florita passed the same route that was taken by the 7.3 intensity earthquake earlier.

A deep-seated mourning is fired with repentance and remorse, a transformative spirit that impels a change of heart – a change of attitude and behavior: a changed person. It is this mourner that is blessed by God, the very one who gains His favor and His comfort (Matthew 5:4).

THOUGHTSRANDOM Yes to rural Emergency Employment

“NO DOUBT about it, lack of jobs is a major problem in our rural areas. To abate rural poverty in our nation particu larly during the COVID-19 Pandemic, we humbly suggest that an Emergency Employment Program be adopted and implemented in our far-flung rural barangays” (Chito R. Gavino III “Journey to True Liberation, 2022). In this emergency time of health and economic cri ses, and as we are fully aware that most of poor Filipino families are in our rural areas, the revival of the effective rural emergency employment program during our Martial Law era is hereby proposed. As far as I can remember, a technology of labor-in tensive construction of all-weather-gravel farm-to-market roads was developed by the administration of then Presi dent Ferdinand E. Marcos, Sr. It seems more practical to reemploy this tested program now more so that our new President the only son of the initiator of said laudable program, is most suited to implement this Program our far-flung barangays. Special attention should be given to the ancestral domains of our indigenous peoples or IPs. Undoubtedly, accessibility of these “forgotten” places deserve our government special concerns. The Bible Provides that “Whatever you do to the least of your brethren, you do it to God.” Following this mandate, our new administration`s “preferential option for the poor”, no doubt, could contribute much in alleviating poverty and in promoting solidarity among our divided people.

In reconnecting with someone we have wronged, it’s helpful to adopt the template in our reconnection with God, the exercise we regularly do every Sunday when we go to the act of confession, where we open up; unload our wrongdoings to Him; admit to Him meekly our every shameful act without justifying; and with contrition ask His forgiveness, and pledge never to repeat committing the same misdeeds. God answers sincere and remorseful petitions for for giveness by uprooting from the petitioner’s heart shame, anger, hatred and vindictive desires; and clears his mind of anxious thoughts, doubts, worries and apprehensions. Unburdened of the guilt of his misdeeds, he can now lightly move on. An insincere and unrepentant petitioner who simply pays lip service to the reconciliation process is betrayed by the absence of humility and the dominance of arrogance in his demeanor, his inability to walk his talk and by his shrewd retaliation at his adversaries in every possible way. The hypocrite is worse than the Pharisees, he shows no change of heart and doesn’t change his ways Mourning is an essential element in our reconciliation, be it with God or with our fellow humans.

Our new President Ferdinand R. Marcos, Jr. wisely decided to assume, in the meantime, the crucial Secretary ship of the Department of Agriculture. I clearly remember that during his father`s presidency, our agriculture was in a very good shape. Sad to say, he got seriously sick to further modernize our agriculture. Unfortunately, the next administrations that followed were, an irresponsible to say the least, that all the gains achieved by the previ ous administration in agricultural development suddenly deteriorated.Ournew

dangerously dirty flood waters just to be at school during their designated shift or be back home after. And talking of constructing new school buildings to address the lack we learned that the responsibility has already been devolved to the local government units (LGUs) under the Mandanas law which is already in effect. Fine; after all there are so many officials at the LGU level who seem to salivate on this devolution. But the question is, Will the funding still come from the national government? Or, is providing for the financial requirements of the project also devolved to the LGUs? If it is the former, then some congressmen may not like this to happen because this could lead to the diminution of their “extra income” from commissions or percentage. Such “sharing” will also definitely impact on the quality of the finished infrastructure, without doubt. On the other hand, if it is the latter, then the LGUs might have to dispense with its other projects if school buildings will be seen as the most urgent. But again, some lesser “Lolongs” will now have more opportunities for their greed to be satisfied.

The Imperative of Mourning in Reconciliation

The proposed time-frame for this massive Program is 2022-2025. Concomitantly, other Rural Development Programs should be implemented such as mechanization of agriculture technology, irrigations, rural education, health, micro-small industries and financing, community reforestation, cooporativism, eco-tourism, livestock rais ing, marketing and the likes should be pursued. In this connection, foreign aids for rural development must be extensively harnessed.

“An understanding for this type requires patience, hard work and experimentation. For more than the initial attempts at cultural dialogue proposed by these came conciliar texts, the Church underwent a profound crisis due to the rapid change in culture.” Two of our threatening cultures in this regard are: 10 “Culture of Corruption” and 2) “Culture of Poverty”. We must be conscious of these damaging cultures, as we pursue rural development. These cultures affect values which play important roles in alleviating poverty whether rural and urban. The renewal of the mindset and behavior of our rural folks must likewise be addressed for success.

A changed person must find ways to stop the abuse of the environment and exert efforts to protect, heal and preserve it.

In recalling experiences, we see flashes of pictures. When we remember a person, we envision them in our minds. Our inner environment is a place of pictures and video clips; therefore, it is also through imagery that we effect change to create a healthier“Visualself.”Arts is a potent tool in addressing emotional and mental health issues. The jour ney of healing emotional wounds is facilitated by a certain shift in our internal images. When we hate a person and try to resolve this, we change our paradigm and reimagine them in a more positive or compassionate light. We give them a different narrative which changes how we see them. This also applies to difficult events in our lives. ‘Release and Transform’ is an exhibit that revolves around this process. It is about our internal journey and how we recreated our images. Through this, we now see a better world within us and around us.” According to Amanda, to complete her students’ experience, she challenged them to work as a group in mounting the exhibit. “I wanted them to see and experience the realities of the art world. It is important that they get a glimpse of the entire artistic process---from conceptualization to exhibition.” After listening to Amanda’s intense in sight on the healing capacity of art, you feel fortunate that we have art and Amanda as teachers to see the individual. Dr. Celia Cas tillo, who had wanted her daughter to become a doctor like herself, revealed that she is still proud of what Amanda has chosen for herself. Well, both admirable women do touch many lives in their own way. The exhibit, in my opinion, is art as a moratorium for contempla tion and reflection. Telling a personal story through visual arts is deemed fundamental for an individual and their context. Indeed, the artworks on exhibit, especially that of maestra Amanda’s, allow you to look at several meanings about the condition of the individual and their physical and psychological context. Truly interesting!

Amanda is trained with an M.A. in Art Education from Boston University in the USA where she graduated at the top of her class.
