Even though the threat of the pandemic which had wreaked havoc worldwide still exists, the desired wish that it be finally over, lives on in many. During one of our chats on “AfterCovid”, I had mentioned that if only everyone were to have themselves vaccinated, it would truly be Post-Covid era, but as that would only thicken the plot so, I would rather stick to this as a strange time, period. For one thing, the situation we are presently living in now appears to be very much like carefully tip-toeing down a darkened alley where street dogs sleeping by the road side might suddenly wake up and pounce on you. I personally know of one who had been tested positive just a few weeks ago. Bad dog. For one of my After-Covid callers, it’d be like him trudging home late one night down Balite Drive where he lives and then encountering his long-haired white lady girlfriend. Sneak-sneak. It’s also strange because lo and behold, we already have face-to-face meetings in school, workplaces and entertainment venues... In short, everywhere. Even though the signs may say, “face to face but still maintain social distancing”, the usual puzzled look and SMH seem to infer, “what does that even mean?” For all concerned, hugging a classmate, a work mate or whoever after a very long while seems to be the only thing that’s common among people these days. Even a fist bump seems dodgy these days, especially in a very crowded area. Strange time. The lull and dimming of the lights in 20-21 have likewise slowly given way to price hikes in practically all commodities including travel. In one barangay, inroad tricycle transports have continually made a killing by imposing steep fares while concerned barangay officials appear to turn the other way, seemingly unconcerned. A friendly neighbor working in a big corporation has even been heard to say, “I might as well work as a tricycle driver these days, I might actually be earning more!” Overall, no matter where you turn, it’s the culture of blame rearing its ugly head again. THE following is the textblasted message from the Davao City Water District (DCWD) sent to concerned consumers at 7:18 a.m. of Sunday, August 7. Captioned “Emergency Water Service Interruption” it says: When: August 7, 2022, Sunday from 6:30 a.m. with no estimated time of resumption. Where: All areas served by Riverside Water Supply System. It adds that consumers will experience low water pressure to no water (emphasis ours). Entire Riverside, Tugbok Proper, Tacunan, Los Amigos, Biao Guianga, Biao Eskwela, Biao Cutson, Matina Biao, Balengaeng, Ula, and Talandang (where we are presently). Several nearby barangays were also mentioned to be affected. Reason cited: Temporary stop operation of Riverside PW No. 3 due to emergency power interruption. Easily, it can be noted that the announcement came almost an hour after the supposed start of the water service outage. But at the time we read the announcement water was still coming out from our faucets. So we scrambled to assemble all available containers for us to be able to stock water for our use during that Sunday. The service interruption however, did not come even up to the time we went to sleep that Sunday night. But sometime in the middle of that day we received another text message from the DCWD information unit advising customers of the water firm that the Riverside Public Well No. 3 was already operational as of 9:05, August 7, 2022. Then another message was forwarded shortly after that advising that the “Talandang PW was already operational as of 9:25 a.m., August 7, 2022. But we are not aware of any DCWD well dug in our barangay. But honestly water was never lost from our faucets on that Sunday even as we were able to store as much as two or three cubic meters to make sure we have something to use for household and other purposes on that day. And since the announced service outage was only for that day we utilized instead the water we have earlier painstaking stocked last Sunday for Monday’s water requirements. But what a misfortune for us and other residents nearby! At about 4 p.m. of that same day the water suddenly vanished with only the slowing down of pressure for a few minutes until it was totally gone serving as warning. So we were not able to save for our use. Not even a drop. As of the writing of this piece at about 11:10 a.m. yesterday there was no sign of water service being restored. In fact it was all air coming from our faucets. And by the way, because of the more than 12 hours of waterless Monday night and Tuesday morning we sent an inquiry to Miss JC Duhaylungsod, the DCWD spokesperson at about 8:00 a.m. Tuesday, hoping to be briefed on what the real score was and when the water service will be restored. Less than an hour later, we received a message coming from we do not know who or what – the word Pird in answer to ours. It says, “Good morning Sir. We will make a report po on your concern Sir and will endorse po sa concerned department.” Wow! What an information unit! It was already over twelve hours and the water firm was still clueless that something was wrong with its service delivery? We do not think that since Monday afternoon we were the only customer who reported the loss of water service. We are certain there were already several others who communicated their complaints considering the presence of several communications facilities in the rural areas like mobile phone, landlines, internet and wi-fi. Actually we are personally very happy with the communications platforms used by the water firm in reaching out to their consumers. But we will be happiest if the unit will be more consistent and certain of things and other important information they would want to communicate to their consumers. MinDA initiatives on Power LAST week I presented my point that power development is crucial in establishing the macro foundations of economic expansion and propulsion for accelerated growth. Decades ago, Mindanao’s growth was imperiled due to recurring blackouts and a lack of power supply. Such a situation caused the economy’s slump, forcing some investors to leapfrog Mindanao as an investment destination. It was a firm resolve for the Mindanawons and the Philippine government to veer off from such a precarious situation by attracting power investors and promoting renewable energy development. The Mindanao Development Authority (MinDA) Mindanao Power Monitoring Committee (MPMC) was created to forge a Mindanao future with better, reliable, sustainable, and affordable Mindanao power. These are some of the most recent initiatives and interventions to drive the point. The Renewable Energy Technology for Seaweed Value-Added in Tawi-Tawi (RETS) is a project funded by the European Union and implemented by MinDA and the United Nations Industrial Development Organization (UNIDO). What is good with the project is it uses a hybrid solardiesel with battery energy storage system to make sure continued electricity generation. The power plants support the island municipalities of Sibutu and Sitangkai, Province of Tawi-Tawi. Given that the system is hybrid, the electricity produced is cheap but sustainable, making seaweed processing in the island province expand to become a thriving industry. My readers should know that a vast portion of the seaweeds comes from the Tawi-Tawi province. However, the processing falls short of its productive value owing to the lack of electricity. The seaweed farmers are losing

sizable income because they can only produce raw dried materials. Another project implemented by MinDA is the Integration of Productive Uses of Renewable Energy for Inclusive and Sustainable Energization in Mindanao or IPure Mindanao. It is funded by European Union and implemented in partnership with NEA and electric cooperatives. The project seeks to promote productive uses of renewable energy to electrify households, lower production costs, improve productivity, and contribute to valueadding processes. The energy sources are designed to fit into the agricultural equipment, and processing facilities demanded in the target sites. The renewable energy will support coffee grind-

ers, corn shellers, rice millers, seaweed dryers, and ice-makers, all of which are expressly demanded by the communities. In the long run, incomes are raised in remote places and, at the same time, generate renewable energy to supply electricity to the underserved and unserved communities. The project operates in 10 areas including Picong, Lanao del Sur; Sibutu and Sitangkai in Tawi-Tawi; Kalamansig, Bagumbayan, Ninoy Aquino and Lebak in Sultan Kudarat; Tulunan, Arakan, Kidapawan in North Cotabato; and Glan, Sarangani. The project will benefit 5,261 households when completed. There is also another project dubbed Distributed Renewable Energy or DRE, which aims to install renewable energy sources of electricity in off-grid, isolated communities. The project eventually improves the overall quality of life by powering these communities. Communities have access to communications technologies, providing for installing and developing seaweed processing and water desalination equipment in the province of Tawi-Tawi. In all of these undertakings, what is prominent is that Mindanao remains to be a prime destination for power investment, knowing that the Mindanao economy is expanding faster as the world recovers from the pandemic. Katips: a musical of passion DAVAO CITY (MindaNews) -- Katips is riding on a big push after winning FAMAS Best Picture to go head to head with the Marcos ``historical" film Maid in Malacañang both released theatrically on the same date of August 3. We watched the movie on Thursday night and there were about more than a dozen people at the last full show. Even if it's that few, there are people in Davao City who watched this film. Even if it's that few, we noticed before entering the cinema there were five college-age youth ahead of our queue going to the other film. But the screen monitor for that film showed fewer audiences. If one thinks this is a historical film to counter the other film, this is not quite the film to do so. But it does not pretend to be a "historically accurate" film of the Marcos years like its counterpart. Katips is an adaptation of the award-winning musical launched in 2016, directed also by Attorney Vicente Tañada who appears on both stage and film versions. It focuses on the lives of student activists where they expose Marcos' propaganda through writing, defied the Marcos' hold to power through rallies and strikes, and evade the state-imposed curfew as they run and blend in the night. That the youth's struggles are told through songs reminds us of Les Miserables, and as an adaptation from a stage musical this film is quite challenging to stage and to watch. The staging of the rally in the film's opening and later a strike scene looked more like a stage production. The camera work was dizzying, jumping from wide shots to close ups, and some angles did not capture the intensity. There was also a jarring scene as the cast transitioned from working late in UP's Philippine Collegian that segued into a 70s disco romp complete with fake afro hair and outfits. Such scenes may be effective on the musical stage, but it was an overload on the widescreen. As a musical, the story is told mostly through songs. One of its narratives revolve on budding romance of four activist couples, with a good song sequence where they interconnect with the lyrics. This is the highlight of the

REVIEW JD FLORES middle act. But while the romance provides the kilig moments, the agit moments seem to portray activists in stereotypes. Activists here seem to be always angry. They raise their voice discussing world issues and Marcos' lust for power. They curse when police disperse and bludgeon them in rallies. They curse when comrades die. One activist is turned into comic relief because of her thick Visayan accent. These scenes do not dispel the notion from people who have biases on activism. If anyone had talked or listened to First Quarter Storm veterans, you never lose your hearing as they never shout their words of conviction. The movie barely tackles the legacy of Marcos. His name is even rarely mentioned, and is called by his nickname Apo. He becomes more of a symbol in this musical, and is compared to a mountain insurmountable. There are texts flashing like old news headlines, of policies in the New Society, and a dance number of Metro Aide, a memorable symbol of Marcos' call for discipline. If this is the movie to counter that other film, it missed such chances, and those texts seem to be intended as eyeopeners to be discussed after viewing. Who then is the enemy in this movie? It is the police who constantly appear to disperse their protests, red-tag them, scare them and brutalize them. They symbolize what Martial Law is. They are the law. The judge. The executioner. Such characterization was embodied well by Mon Confiado, whose eyes and surprising singing voice spew menace. But what perhaps connects to the viewers are grief and the grim reality of state repression. When some activists were abducted, their torture scenes seem to be

day but implement it instead on another day and time. Our hunch is that the DCWD communications unit is not properly coordinating with other departments of the water agency as well as with other utility companies so they may be made aware of the activities of other service firms that will affect their own service. We recommend that the officials of the communica-

tions unit of the DCWD should discuss with key executives from the water agency’s other departments, as well as sit down with information groups of other utility firms to explore where they could improve this aspect of their service. We’ve been there; our similar experience taught us some lessons, learned from it.

lifted straight from testimonies of Martial Law victims. Name every method and it gets shown here. Here, the film becomes art that disturbs those who had lived in the comfort that Martial Law brought peace and order. That grief was encapsulated with the song manhid. While it symbolizes the numbness of death, and the numbness of loss, the lyrics also evoke that activists are never numb to the pain of a strongman plunging the nation into darkness. Thus, grief turns into courage. But the film jumps ahead into the present, and somehow fails to show how the activists or the movement figured in People Power. There was one scene, the funeral march for Ninoy Aquino, that was inserted and it seemed that narrative came from nowhere. The ending scene where the old activists reunite in Bantayog ng mga Bayani was filled with sentimentality, but it raises questions. Have these activists found closure? Where's the connection with the present, when the old Marcos is buried in Libingan ng mga Bayani and another Marcos has taken the presidency? Isn't history a continuing one, and not just one being displayed in museum glass pieces of newspaper clips and photos? Perhaps Katips serves best as an eye-opener, a discussion piece to other movies and documentaries depicting the peoples' struggles against the dictatorship. Even those who watched Maid in Malacañang can watch this for comparison, and vice versa. Katips the musical is a sweep of the youth in action in the 1970s, a musical that stokes the emotion of passion, of sacrifice for one's country. There is an enduring line in the last part that goes back to the insurmountable mountain of Marcos, where youth activists decide to scale other mountains, the fortress of their strength, to topple the tyrant. And that perhaps is the symbol of the struggles of our times. (MindaViews is the opinion section of MindaNews. Globe has remained true to its interconnectivity deals with DITO, including domestic voice and SMS in November 2020, landline in March 2021, and the Cellular Mobile Telephone Systems International Gateway Facility (CMTS - IGF) in September 2021. These agreements allow local voice and text

traffic to pass between users of the two networks, and also international mobile calls through DITO’s and Globe’s international partners or via roaming service. The parties completed local interconnection for Globe-DITO mobile voice and SMS in April 2021 and the Innove/Bayan-DITO local landline and mobile interconnection in May 2022. The Innove/Bayan– DITO IGF (international) interconnection is in the works and set for completion within the year. Entering into network interconnect agreements enables good customer experience and allows for competition to thrive in the telecom sector.
