Parents of child laborers benefit from livelihood program: agency POVERTY has been one of the major reasons children engage in hard work. In order to help their parents earn additional income to support the family’s daily needs, children were impelled to quit school and plod persistently against financial challenges and uncertainty. Two years into the pandemic, it has been reported that there was a rise in child labor and poverty in the country. Maylen But and \Jestonie Adamon, parents of child laborers, acknowledged that inadequacy of income especially during the pandemic was the reason their children was engaged in seasonal farm work in the province of Davao del Norte. According to Philippine Statistics Authority, the agriculture sector registered the highest percentage of working children in 2020 at 47.4%, majority of which were reported to have worked 20 hours or less per week. While Davao Region has lower share of working children across the country, the Department of Labor and Employment (DOLE) XI remains steadfast in its fight against child labor. Among the endeavors of DOLE to rescue children from worst forms of labor in

the region, parents of profiled child laborers are provided with livelihood grants under the DOLE Integrated Livelihood Program (DILP) or Kabuhayan Program. In fact, a total of 543 parents/guardians of profiled child laborers in Davao Region were assisted under the program in 2021. We are raising this question because we could not keep our ears shut with the increasing decibel of complaints by several small – and perhaps even big – eatery establishments that they could not anymore satisfy the needs of their customers when it comes to their requirements for this particular beverage product. Yes, according to the complaining establishments it has been weeks already that they have not been able to purchase new stocks of this particular soft drinks – the one bottle enough for a meal’s drink. They claimed to us that they have gone to designated wholesalers by the company but they were told that they have not been receiving deliveries of the said beverage for days now. When asked by the complaining small eatery or restaurant owner for the reason given by the world-renown soft drinks firm they claimed they were told that there is so far no production yet of the concerned product. Again, what is the company up to with its somewhat intriguing sudden stop of production of the said product? In inquiries we made if only to give us some clearer ideas what is happening, we learned that the said beverage firm is not facing any labor problem. There is no strike. But knowing the magnitude of this soft drinks firm operation world-wide, it would be difficult to assume that the company suddenly lose foresight in projecting its possible sugar requirements for the production of the beverage. So, what is really the soft drinks establishment up to? If we may hazard a guess a hike in the prices of this company’s particular soft drinks product is likely to follow very soon. ***************************** This afternoon will be President Ferdinand “Bongbong” Marcos, Jr.’s first State of the Nation Address” or SONA. Will the newly installed President of the Philippines be like other Presidents in the past who in their first SONA, forgot to focus on the state of the nation when they took over and instead proceeded in highlighting what his plans are for the nation in his administration starting from his first year in office up the last year of his term? This has been our observation in all first SONAs of previous Presidents of the republic. Perhaps out of respect or fear that the predecessors will suddenly become his or her staunchest critics on Day One of his or her administration the new President would rather focus on what he will do instead of why he or she has to do this or that and how. In other words most, if not all of the first SONA of the country’s newly elected Presidents missed out in establishing the basis of his or her plans and why certain aspects of government must have to be corrected or improved or totally abandoned. We are hoping that PBBM will not forget to coin his SONA exactly on what it should be. That is, first present without fear or favor, what he thinks of the real “State of the Nation” upon his assumption instead of highlighting directly his plans and policies. The people deserve to know what they think of the new President’s knowledge of the country’s true state so that they can appropriately give the kind of support needed or perhaps come up with recommendations on how to better address certain issues affecting the nation. Any attempt to sugarcoat certain situations is simply hiding something to the people. Therefore, government leaders cannot blame anyone if he or she refuses to cooperate or immediately assume a role as critical mass to the government policies.

The Badjaos and the coins DOHA, Qatar (MindaNews) -- When I was a kid in Jolo, I could not be separated from my maternal grandparents whenever they were traveling. They let me go with them when they went to Bongao (in Tawi-Tawi) and Zamboanga City. That’s how clingy I was to them, most especially to my maternal grandmother, Hanina, whom I fondly called “Ina’ Maas.” It's funny to remember that when we traveled, we got on the ship early because they were scared of being left behind. Well, I see that as a best practice. At least we can conveniently search for our bedding, arrange our things and take some rest. While waiting for the ship to sail, my “Ina’ Maas” and I used to look out at the sea and enjoy the breathtakingly beautiful view of Sulu’s mountains -- Mt. Tumantangis, Mt. Dahu and others. Likewise, to inhale and exhale the cool and relaxing sea breeze. In those days, there were ships departing Jolo for Zamboanga even during the day. These days, departures are at night. I remember the first time I boarded a ship was when I was in Grade 2. That was also my first time to see a group of Badjaos assembled in an area of the sea just next to the ship. They were on board small boats, some of them with toddlers. What they were doing was so enjoyable to watch. Some thoughtful passengers who looked at them would throw coins. Some of them were catchers, others were not. But Badjaos have an outstanding ability to dive at sea. When they couldn't catch the coins, they'd follow them to the depths of the sea. Sometimes they would entertain the people on the ship by singing songs in their language while playing drums

The smile on their faces is priceless whenever they receive coins. For me, I find solace in their clamor for more that resounds across the ship. It is like the sound of rain falling on the roof, the ground, trees, branches, and leaves at night time. I believe it invigorates the day of every passenger aboard the ship. My beloved “Ina’ Maas” would give me some coins so I could throw at them as well. This is one of the most wonderful memories of my childhood in Jolo and with my beloved “Ina’ Maas.” At daytime, whether the ship leaves or comes, my brothers and sisters Badjao would be there. In my recent travel to Sulu, as the ship we embarked on prepared to moor on the Jolo wharf, nostalgia engulfed my heart when I saw my Badjao brothers and sisters in the sea still doing this old practice. As I looked at them from above the ship, my heart was filled with happiness. They reminded me of my precious “Ina’ Maas.” It made me feel like a kid again. I felt that my beloved “Ina’ Maas” was just standing right next to me watching me, holding my arm, and giving me coins to throw at them. This is a wonderful childhood memory that I proudly cherish. The Jolo wharf is one of the places that mean so much

to me because it reminds me of my maternal grandparents. When I was little, we used to walk fast, jog, and hang out there early in the morning to invigorate ourselves mentally, emotionally, and physically. We do that routinely. Afterward, we would proceed to our favorite Lawa Coffee shop where we will eat our favorite sardines with eggs, hot pandesal with peanut butter, of course, some hot drinks like coffee and chocolate. I recall there was an area there where my "Ina' Maas" and I used to wade in the sea. As always, she had me in her arms. It is lamentable that Badjaos are sometimes underrated by some people because of their status in life. But they are an astonishing people. They play with the sea. They can stay under water for an extended period of time without diving equipment. Like many others, they also have precious roles in society, especially when it comes to the sea where most of them are experts. They sell a lot of seafood in the marketplace. They are industrious people who concentrate solely on their business and their simple lifestyle. If the stars and the moon make the dark sky beautiful at night, my Badjao brothers and sisters at daytime are the ornaments of the sea. Truly, their presence in the sea is exquisite to behold especially when you are above the ship. In fact, it brings comfort and relaxation to everyone's heart and mind. Promoting financial inclusion for Muslim communities PRESIDENT Ferdinand Marcos, Jr. has declared July 9 a regular holiday in observance of Eid al-Adha (Feast of Sacrifice), one of the two greatest Islam holidays. Eid al-Adha marks the end of hajj, a key pillar of Islam that able-bodied Muslims must undertake at least once in their lives. This observance of an important holiday for our Muslim brothers and sisters is good for inclusive development. Islam is practiced by roughly five percent of Filipinos from a variety of ethnolinguistic groups, over half of whom live in Mindanao. Beyond the observance of holidays, however, is a serious need for the government to address the poverty situation in Muslim communities. The three poorest provinces in the country are predominantly Muslim. Based on the 2018 Family Income and Expenditure Survey (FIES) of the Philippine Statistics Authority (PSA), the poorest regions are ARMM, Region 9, Region 8, CARAGA, and Region 12. Four of these regions are in Mindanao, but the most impoverished is the Bangsamoro Autonomous Region, which has a poverty incidence of 61.3 percent. This means that three out of every five persons in the region are poor. The situation is even worse in the provinces of Lanao del Sur, Sulu, and Basilan, where nearly two out of every three people are poor. Financially Excluded According to the Bangko Sentral ng Pilipinas (BSP), about 7 in 10 adult Filipinos are financially excluded and do not have accounts, or access to much-needed financial services. Financial exclusion affects millions of Filipinos in the lower income class, the youth, the unemployed, and the less educated. Financial exclusion is also prevalent among senior citizens, migrant workers and their families, persons with disabilities, indigenous peoples, forcibly displaced persons, and others who are unable to get access to finance due to their religious beliefs. There is a religious and cultural dimension to the issue of Muslim Filipinos’ lack of access to financial services which could help raise their productivity and standard of living. Sharīʿah (also spelled sharia) is the Islamic religious law that governs the day-to-day life of Muslims. The sharia prohibits interest charging, as this equates with usury (riba). It forbids speculative transactions involving risks (gharar), and avoids transactions on sinful things (haram), such as pork, alcohol and gambling. These tenets limit Muslims’ participation in the formal financial system. A truly inclusive financial system necessitates sharia-compliant financial services for Muslims. This is

In the meantime, a few microfinance institutions (coops and NGOs in Mindanao) supported by Peace and Equity Foundation; the ASA Philippines Foundation; and the Center for Agriculture and Rural Development (CARD) are filling in the gap, making banking, credit, microinsurance, remittance, and other financial services available to Muslim communities. The Paglambo Project The Paglambo Project is a sharia-inspired microfinancing program that CARD started in 2018. It resulted from a series of dialogues and learning visits between two Ramon Magsaysay awardees: the Dompet Dhuafa, an Indonesian non-profit organization, which won the Magsaysay Award in 2016, and CARD MRI, which won the Magsaysay Award for Public Service in 2008. CARD developed the Paglambo Project based on the Dompet Dhuafa’s successful Islamic microfinance and banking scheme in Indonesia. Starting with only two units composed of clients from 56 Muslim families in Marawi, Lanao del Sur and Shariff Aguak, Maguindanao, the Paglambo Project expanded quickly. Attesting to the urgent need for financing in the area, clients grew to more than 4,000 after only a year of operation. As of June 2022, the Paglambo Project has 54 units in Lanao del Sur, Maguindanao, Zamboanga City, Basilan and Tawi-Tawi. There are now more than 76,000 clients, with a capital build-up of more than 164 million pesos. Their average loan repayment rate is very high, at 99.35 percent. In 2021, its unit in Kapatagan, Maguindanao had a 100% repayment rate despite the COVID pandemic. Sharia-Compliant The success of the project lies in its sharia-compliant financial products and services. For instance, it has an education loan program based on Islam’s Murabahah. The Murabahah concept allows the borrower to obtain money from the lender to buy goods for his business. The parties agree on the mark-up on the goods, thus, the lender gets a fixed profit based on the agreement. This eliminates the interest system, which Islam prohibits. A Kafalah Islamic

contract was added to the existing financing contract, since many Muslim families also needed funds for their children’s school expenses. Apart from designing financial products suited to the needs of the community, all staff are trained to observe cultural sensitivity. Courtesy calls to Muslim elders were made to introduce the program, as well as coordination with village leaders and local organizations. Communication was key, as attested by the manager in Kapatagan, whose unit clients grew because she was able to explain that the financial products under Paglambo is halal or in accord with the Islamic faith. The Paglambo Project shows that financial inclusion in Muslim areas is possible via Islamic microfinance. The government can assist community-based organizations that deliver sharia-compliant products by putting up needed infrastructure to make hard-to-reach areas accessible. Apart from providing more funds for financial services targeting the poor and vulnerable, it could also set aside Islamic financing to help micro, small and medium enterprises (MSMEs) offering halal products and services. Partnerships between public and private providers should be encouraged, to serve more Muslim communities. Again, Eid al-Adha Mubarak to our Muslim brothers and sister!
