Because Reny’s parents separated when he was a child, he never saw his father. From the time of that separation, everything became completely unsettled and dysfunctional for him. The only reactions he could muster were confusion, anger, and fear, so he took those emotions and tried to use them as a form of power, resulting in the perfect formula for getting in trouble, going down the wrong path, and landing him in the Davao City Jail where he was sentenced for and to misspending his time and squandering his life. When Reny was arrested, his children stopped going to school, and some of them started to work just to support themselves and to survive. When people are incarcerated, they are not the only ones being affected, because they hurt their families and loved ones as well. Although his children dropped out of school, Reny now is helping and encouraging them to finish school, so that his son Laurence has returned to school, and Reny has become a proud father as well as an inspiration both for his children and for all of us. Reny’s receiving his diploma made his children very proud, especially his eldest daughter who was crying with joy and pride for her father, and now she plans to follow in his footsteps by attending college. Another challenge was that on the day that he was released, he did not know where to go, and his mind was still toggling back and forth on what he should do. The need for family restitution and for a job loomed large. Unemployment, according to studies on

the high rate of recidivism, proves to be the primary cause of re-incarceration. When released, Reny needed to find a job, so he could eat, support his four children, hold his head up, and know he could handle freedom. In reality, jobs are hard to find when an individual is an ex-convict. When Reny was released from jail, he had difficulty securing a job, but Attorney Susan Cariaga offered him a full-time position at the Cariaga Law Firm. According to Attorney Susan, Reny is one of the hardest working employees she has ever had. Also, she holds that Reny paid his debt to society by spending several years in jail, and now it is time for society to support and mentor Reny to be a productive member of our community. With a college degree and useful life skills, released PDL can overcome the prison stigma. Aguilar testifies, “It was through College Education Behind Bars that I am not only learned a wealth of knowledge about human behavior, but also a wealth of insight into my own behavior and, most importantly, to know my creator, sustainer, and provider and to get to know Him as well. It was a journey of self-discovery.” By God’s grace, he was able to survive seemingly insurmountable obstacles while incarcerated by becoming one of the beneficiaries of College

Education Behind Bars, the school inside the jail. College Education Behind Bars helped him to rebuild his life from the inside out. Undoubtedly, College Education Behind Bars constitutes a powerful investment in the lives of individuals on whom society has set its lowest expectation. Since many PDL did not have access to an acceptable education or role models in their lives, college education gives them a second chance. The road is neither easy nor short, but change is possible. “There is no hope inside the jail. The only good thing that happened for us was the establishment of the College Education Behind Bars. I am glad I was able to study. I have been blessed to come across individuals in my life, that were not afraid to open their hearts, minds, times, determination, leadership, prayers, vision, and resources and who took the time to know me and overlooked the crime I had committed. These amazing individuals and institutions made the program what it is today,” Aguilar admitted. Today, we are all witnesses to a historic milestone in the CEBB program. Reny O. Aguilar finished his course in Computer Technology against all odds. At the age of thirty-four, Reny went to jail as a problem and became a captive, but eight years later

he came out as a productive man, and he has been transformed. Equipped with a college degree through College Education Behind Bars, he is now gainfully employed and a resident of Davao City. Jail is a tough place. It is neither designed for reform nor for rehabilitation. The only tool available is survival. To have higher education inside the jail is not an easy task; there are obstacles in every direction, but obstacles do not mean defeat. Jail can be a defining moment in a man’s life, but not the definition of the man. Reny and others have overcome those obstacles, moving from captivity to productivity. Congratulation to Reny for a job well done! DAVAO CITY – Deoxyribonucleic acid (DNA) testing to establish blood relations is the top of service being availed by civilian clients in the Police Regional Office - Davao Region DNA Laboratory Section of the Regional Forensic Unit (RFU-11) here, an official said Monday. In a press briefing, Maj. Florepes Pallado, RFU-11 DNA laboratory section chief, said they have catered to some 400 clients all over Mindanao who availed of DNA testing since they opened in February 2019. "Primarily, they need the service as proof for inheritance rights. There are over 400 clients across Mindanao who availed of paternity and maternity tests," she said. For civilians who seek to avail of the services, Pallado said they only have to submit a letter

of request to the section. The DNA processing costs PHP20,000 per sample with results available after two to three days. "We do not release results unless it is with 99.99 percent accuracy," Pallado said. The laboratory is complete with a sampling and extraction area, amplification room, and a genetic analyzer. Prior to its establishment, all services related to DNA examination were forwarded to Camp Crame, the Philippine National Police's headquarters in Quezon City. Aside from DNA testing, the RFU lab also offers bullet comparison microscopes for firearms identification, ballistic examination, and automated scan for fingerprint identification systems. (PNA)

All in or back again YOU have got to admit, our just-concluded “shared experience” of being under the Duterte administration for the last six years will be a fave debate topic for years to come. While on one hand, a hail of praises may have been heaped on its style and achievements, the opposing flak from the direction of the president’s detractors could also merit what online enthusiasts naturally classify nowadays as popcorn reading. In fact, all that one has to do is put up any single positive accomplishment by the said administration for discussion online and then observe as comments slowly begin to pile up like against it. (Just a precaution though: you might have to sift through troll garbage on this one.) Since day one, criticism stemming from both local and international media had never been few and far between. On the contrary, orchestrated efforts to turn public opinion against him had always been the obvious motive for the deluge, up to a point where at one time, the UN and even the international court have been dragged into these intentions. In the end, these efforts may have only been successful in one aspect: they have brought to the surface the hidden seams which have for so long divided our social classes, polarizing it further and ensuring that, that divide lasts for a long time. As though to make light of it all, mixed with our Pambansang propensity for name labels and such, we have vocalized this class divide into catcall types, hurling them like stones. Thus, throughout these six years, we have called each other as trolls, Dutertards, disente, dilawans and pinklawans etcetera. In spite all these negativities, no one can deny that the country is in a far better place than before. had doggedly forged through all the silt and gone ahead with its programs and being true to its Change is Coming promise. The humblest remark yet may have come from the president himself with his brief remark when queried on what the government has accomplished at the end of their term: “Look around.” Be that as it may, this whole parade is over and it’s time to move on. For or against, we may have actually shared one common thing out of all these. For but a brief moment in time, a semblance of tangible unity or whatever word one has for it, may have looked us straight in the eye but then, like a sprite, it lingered for an instant and then was gone like a mist. I remember back in the mid-nineties in Zamboanga’s Subanen land, we were resting in the middle of a secondary forest after a 5-kilometer walk, when a deer stopped dead a few meters from where I was resting. Stirring from my nap, I clearly saw its dark brown body unmindful of my prone figure by the bush, until I moved my hand slowly to get the camera. It made a quick turn and with alarm in its eyes, and disappeared back from where it came. That might as well be the six years going by so fast.

Baste’s ‘baptism of fire’ NEWLY seated Davao City Mayor Sebastian “Baste” Duterte is given his baptism of fire on the very day he started his term. We say “baptism of fire” because what happened early dawn of last Friday in a local bar will certainly test the mettle of the new mayor in deciding how he will mitigate the impact of last Friday’s incident in his thrust to sustain the peace and order situation obtaining in the city during his father’s and sister’s terms as mayors. Last Friday (or was it Saturday?) early dawn a medical doctor who is a non-uniformed personnel of the Police Regional Office (PRO) XI shot and killed another customer of the bar the doctor was in. We are certain that the young mayor is familiar with the family of the suspect doctor. Some personalities bearing the doctor-suspect’s family name had been involved in some controversial incidents in the past that for some time they dominated the front page of local newspapers. Whether he is related to them or not we have no idea so far. We do not know as well what triggered the incident in the local bar but it must be something of a deep hatred or hurtful because it caused a medical practitioner to impulsively draw a gun and shot the victim who is reported to be years younger than the suspect. The question though is how come a civilian was able to enter the establishment carrying a gun with him? It could only mean that the suspect could be packing with some degree of influence to the bar owners or managers. It could also be possible that the managers of the bar are not seriously implementing the ban on carrying firearms by anyone whether he is a civilian or law enforcer (when the latter is not on duty). Moreover, the shooting happened when the supposed curfew hours were still in effect in the city. And as expected the PRO XI was in a defensive mode when its spokesperson claimed that non-uniformed personnel of the police are not issued firearms. The spokesperson added that the doctor could be carrying with him his licensed personal gun since any civilian who is qualified to apply for a license will be issued one. The lady police mouthpiece though failed to explain why the suspect somewhat freely carried his gun when a ban is still in effect. Of course there is the possibility that the suspect doctor could have acquired a permit to carry a firearm. As to why he got the permit we could only assume that it could only be his personal or his family’s influence that gave him the privilege. Unless of course the Police Regional Office will agree that the guy’s life is constantly in danger because of the existence of enemies. Now as to why the crime is detrimental to Baste as mayor and it looks like his “baptism of fire”, it is because the incident happened on the very start of his term and somewhat a major challenge to his resolve to sustain the gains of the city in its peace and order initiatives. It is how the new mayor will make the police or other probe bodies conduct a fair and honest investigation into the circumstances of the case and how they will treat the suspect, he being an influential component of the PNP civilian support group. We can only hope that the PRO XI will be true to its words that “it will not interfere in the investigation.” The PNP Regional Office, we assumed, is allowing other law enforcing unit to do the investigation based on the spokesperson’s statement. That is one good idea. However, it is not a guaranty that interference cannot be done by them or anyone of its “agents.” And this is where Mayor Baste must be wary about. ************************** We hit it right. We mean our earlier guess that newlyassumed Vice President Sara Duterte-Carpio will bring along with her to Manila lawyer Zulyka Lopez, her City Administrator during the times she was mayor of Davao City. But we are not quite familiar with the one who is tapped by Mayor Baste to replace Lopez’s position although his family name is quite familiar to us. Yes, he is (

Progress with a face POVERTY and inequality are recurrent in the Philippines. According to PSA, in 2018, the highest poverty incidence was registered among farmers with 31.6% and the fisherfolks at 26.2%. The ADB in a 2009 Report, revealed their location. They are living in rural areas. If poverty is described this way, no wonder Mindanao will always be viewed as poor. Mark Twain said, "it's not what we don't know that gets us into trouble; it's what we know for sure that just ain't so." The assumptions of nature and character of Mindanao poverty and also its progress needs to be understood, as these would have consequences on growth, a self-fulfilling effect. Let me share Price's Law which described the dismal disparity in the number of people enjoying the benefits of productivity concerning productive potential and the size of resources dedicated for production. As confirmed in publications and literature, Price's Law can also explain the terrain of growth --- only a fraction of the population obtains the benefits of productive uses. Mindanao experiences low to moderate economic growth owing to weaknesses in employment brought about by the underdeveloped and undervalued agriculture and a weak link with manufacturing industries. I remember attending a conference where a friend shared insights on the value chain of papaya. He shared that a papaya's farmgate price is P15, but when sold in the market with a plastic covering and a brand name, it's P100. I asked why the farmers would allow it. He said they

At the core of its pursuit are the people, the farmers, the fishermen, and the workers who are singlehandedly denied their rightful share, value, and benefits of growth. Therefore, poverty is brought about by geographic and psychological isolation. The inadequacy of infrastructures that could have afforded effective and seamless transportation, logistics, and post-harvest facilities is proof of attention that has been a long time coming. The national attention need be guided to find solutions that reflect the realities on the ground.

That poverty is essentially a rural problem such that development needs to focus on the countryside. Connecting rural areas to the urban centers for food, energy, raw materials, human interaction and information will bring economies of scale in agriculture, modernization of industries, and innovation in the services sector. As we use to say, rising tide lifts all boats. With Secretary Maria Belen Acosta at the helm of Mindanao Development Authority (MinDA), the agency pursues Mindanao Development Corridor (MinDC). MinDC is a spatial development strategy that connects the undeveloped areas with the developed centers to take advantage of the natural endowments and usher in domestic growth. The aim is to harness governance and culture, sustain environmental integrity, widen economic opportunities, improve interconnectivity and farm productivity, hasten economic recovery, revive tourism, and achieve a reliable and affordable Mindanao power. The intended progress is rudimentary and deeply interwoven in the social fabric of the Mindanawons. It is also logically consistent with the bottom line of business and investments. After all, progress is not only about numbers. Progress has a human face. (Adrian Tamayo is the head of the Public Relations of the Mindanao Development Authority (MinDA). Saturday’s heavy downpour and overcast skies could easily have been interpreted as manifestations of heaven’s grief. But the man who was buried this morning would have been more concerned about children and their families in bad weather. He would have worried about mga bata and kabataan and their pamilya needing shelter; those under threat from flooding; and those who would be denied their day’s sustenance because the rains prevented them from working. His work was an assertion that children have rights and that children’s rights are human rights. As such, children cannot be denied these rights; and society cannot be arbitrary about what rights to prioritize, more so because these rights make up a coherent whole. He reminded us that children and youth getting into conflict with the law are less about poor discipline and more about society’s failings. The situation of our children and youth are but products of what we have allowed our society to become over time: pronounced socio-economic inequities; government leaders who manipulate rather than serve people’s will; political divisions fueled by untruths; and intolerance that prevents authentic growth and connections. Filipino children and youth today suffer from the worst of our fears. Our fear of threats and disorder have made us susceptible to the lure of punitive blanket solutions. And so, instead of being rehabilitated and reformed, many of our young who engaged in criminal acts had been incarcerated or worse, summarily killed. To our shame, the foundations of our current sense of security include acts of violence against children and violations of their rights. We fear instability and mistake aspirations for change as malicious destabilization. Hence, we are quick to label youth expressions of their rights to association, free speech, and assembly as terroristic. Never mind that in doing so, we put their lives and liberty at risk. Never mind that in doing so, we abet the stunting of our people’s political maturity and the weakening of institutions. We value continuity and fear disruption and thus think that the transfer of political positions from older to younger members of a family is a matter of course.

But we discount the real nature and true costs and effects of political dynasties. With continuing poverty a reality in many areas where dynasties have reigned for generations, it can almost be said that dynasties are about securing the future of clan interests represented by a few children, to the detriment of the wellbeing of other and more children. But Bernie Mondragon, whose person, work, and passing inspire these musings, would have wanted us to overcome the worst of our fears so we could provide the best of our hopes to our children and youth. He was laid to rest today in gloomy weather. But his vision, passion, and energy will help sustain the work to respect, promote, protect, and fulfill children’s rights and all human rights. Meanwhile, the number of companies registering as corporations with the SEC remained consistent amid the pandemic, with an average of around 34,000 per year from 2016 to 2021. Central to the Commission’s undisrupted operations during the pandemic is the successful implementation of its digital transformation initiatives, which allowed corporations to transact with the SEC from the comfort of their own homes or offices. The SEC’s digital transformation includes the launch of the Electronic Simplified Processing of Application for Registration of Companies (eSPARC) and its subsystem, the One Day Submission and Electronic Registration of Companies; the Electronic Filing and Submission Tool (eFAST); and the Electronic System for Payments to the

SEC (eSPAYSEC). The Commission also intensified its efforts to stomp out fraudsters and perpetrators of investment scams by regularly issuing advisories and cease-and-desist orders against unauthorized investments. A total of 115 and 126 advisories were issued in 2021 and 2020, respectively, compared to just 50 in 2019. Prior to the pandemic, the Commission was able to institute key reforms that allowed the further development of the corporate sector under the Duterte administration. Among these is the signing into law of Republic Act No. 11232, or the Revised Corporation Code, on February 20, 2019. The law aims to improve the ease of doing business in the country, provide enhanced protection to corporations and stockholders, and promote corporate governance. Another significant milestone is the issuance of the Revised Implementing Rules and Regulations of Republic Act No. 9856, or the Real Estate Investment Trust (REIT) Act of 2009. The new regulations fixed taxation issues, among others, that previously discouraged corporations to issue REITs, allowing interested entities to finally introduce the new financial product to the market. “I am confident that the SEC will continue strengthening its corporate governance, adopting the best practices, and riding the wave of policy reforms. These will ensure the provision of the most effective regulatory environment,” Mr. Dominguez said.

PHILIPPINE WOMEN’S COLLEGE OF DAVAO RD RANKS 3 IN DOST HEIRIT PROGRAM KICK-OFF THE PHILIPPINE Women’s College of Davao ranked number three in the country, and number one in Mindanao, in the Technology Business Incubator (TBI) Project of the Department of Science and Technology’s Higher Education Institution Readiness for Innovation and Technopreneurship (HEIRIT) Program, during its kick-off held on June 23-24, 2022, at the Grand Hall of the World Palace Hotel in Davao City. A total of 27 universities and colleges, out of 89 HEI applicants from around the country, were granted access to funding by the Department of Science and Technology Philippine Council for Industry, Energy, and Emerging Technology Research and Development (DOST-PCIEERD). PWC of Davao is the only privately owned college in Mindanao to have participated, with its PWC CHI+ (Creative Hub for Industry 4.0), a technology business incubator for the mainstreaming of indigenous culture, heritage, and identity, focused on fashion and food as a lifestyle; it is unique in its focus on the creative industries. De La Salle College of St. Benilde and the Ateneo de Manila University, both from the NCR, were ranked first and second, respectively. Present during the kick-off were Prof. Vicente Antonio V. ficer, and members of the PWC CHI+ team: Mr. Emi L. Englis, PWC TBI Manager and Head of the Center for Innovation and Social Ventures (CISV); Ms. Ma. Christina B. Ramos, Food Processing and Innovation Center (FPIC) Manager; Ms. Maria Julieta R. Torres, Director of the Linkages and Partnerships Development Office; and Ms. Michelle T. Autentico, Program Chair for Food Technology. Other members of the PWC CHI+ include Engr. Filmann Simpao, Innovation Technology Support Office (ITSO) Manager, from the University of Southeastern Philippines, and Entrepreneurs-In-Residence Jose Rhoniel Batu of the Davao Fashion Design Council (DFDC), Dolores Saniel of Lola Abon’s Durian Candy Factory, and Mary Grace Belvis of Rosario’s Delicacies. The PWC of Davao Project Management Team contributed significantly to the success of the school’s TBI application. The recognition given by the DOST-PCIEERD will spur the expansion of the school’s Institutional Management Enterprise (IME) program, and its Thesis to Business models, as well as boost development in PWC of Davao’s Creatives domain, covering the Food and Fashion Design areas, benefiting students and community partners alike.
