DOH: Covid-19 cases on the rise MANILA – The number of Covid-19 cases continue to increase across all regions with a national positivity rate of 4.1 percent but the average daily attack rate remains low, a health official said Tuesday. In an online media forum, Health Undersecretary Maria Rosario Vergeire said the current positivity rate is similar with the rate the country logged at the start of March this year. "Nationally, we have recorded 4,976 new cases

from June 21 to June 27. While we're under low risk classification, the cases continue to rise at 710 cases per day, 257 cases or 57 percent more than the previous week," she said. "There's nothing to worry about because we're still at less than one case per 100,000 population for our average daily attack rate." The National Capital Region (NCR) shows a steep increase in the number of Covid-19 cases which started in mid-May

and has an average of 350 cases per day. The rest of Luzon, NCR Plus areas, and the Visayas logged sharp increases in Covid-19 infections but their cases remain lower than 150 per day. Cases in Mindanao also showed continued increase in infections in the past days at 50 cases per day. "Based on the health status of those hospitalized, more than half remain asymptomatic and mild.

The number of severe and critical admissions at the national level remains less than 1,000 cases starting March or mid-March of 2022 despite continued slight increase in cases in the past days," Vergeire said. The severe and critical cases comprise at least 10.68 percent or 591 cases of the total hospital admissions and this remains lower than the 20 percent logged in January, she added. (PNA)

DTI-RAPID Growth project in DavNor to help over 1k residents, 200 smallholder farmers KAPALONG, Davao del Norte – The 2.7 kilometers farm-to-market road project here is expected to benefit at least a thousand residents and over 200 local smallholder farmers. The almost P47.4 million project, which is the very first FMR sub-project approved under the Rural AgroEnterprise Partnership for Inclusive Development Growth (RAPID Growth) project, stretches from New Agno, Mabantao (Purok Sampalok) to Mabuhay (Purok 6A) Capungagan in the municipality of Kapalong, The RAPID Growth is a business development initiative that is both market-driven and value chain-based, which the Department of Trade and Industry (DTI) implements. This sub-project aims to provide infrastructure support to farming communities under the road influence areas consisting of Barangay Mabantao and Capungagan. The value chain identified in this sub-project is the cacao, in support of the Kapalong Cooperative’s cacao production and beans storage and receiving facility located right at the end of the proposed farm-to-market infrastructure. This FMR will provide more socio-economic benefits as more beans would be coming in and maximize the processing capacity which will translate to an increase

in sales of the cooperative and eventually increase the household income of smallholder farmers. Additionally, the production and trading of other crops such as corn, rice, banana, cash crops, and economic activities will also benefit from this subproject as this farmto-market road is considered to be the major channel of the municipality’s agricultural industry. noted that this project aims to link the smallholder farmers to the market and spur rural economic development to upscale the agricultural value chain. MANILA – The Bureau of Immigration (BI) on Tuesday cautioned anew the public against trafficking syndicates who prey on children, women, and overseas workers bound for the Middle East and Gulf regions. “It is important that we do not take the issue of human trafficking lightly. This modern-day slavery is still very rampant, and it is happening both here and in other parts of the world,” Commissioner Jaime Morente said in a statement. He noted that human traffickers usually lure their

victims under the pretext of lucrative jobs overseas, without securing legal documentation. “As a result, those victims of human trafficking are led up to experience compensation issues, or worse -- mental and physical abuse abroad,” he added. This came following news abroad of Indian women who were illegally trafficked and were rescued from inhumane conditions in Kuwait. Meanwhile, BI Travel Control and Enforcement Unit (TCEU) head Timotea Barizo urged the public to remain

vigilant against persons offering jobs in Middle Eastern countries where high-paying jobs are supposedly waiting for them. “Aspiring OFWs should practice caution and transact only with persons and agencies accredited by the government. NoCot raises alarm on rising dengue cases COTABATO CITY – North Cotabato's health authorities have raised the alarm on the rising cases of dengue in the province that reached 1,136 from January to June this year. “This is 390 percent higher compared to the same period last year,” Dr. Eva Rabaya, North Cotabato's Integrated Provincial Health Office chief, said Tuesday. Rabaya said North Cotabato’s lone city and 17 municipalities have listed only 229 cases in 2021. Eight dengue patients have died so far this year, she said. The patients were from Kidapawan City, and the towns of President Roxas, M’lang, Alamada and Magpet.

“In 2021, only one patient had died,” she said. She warned that 2022 is considered as an epidemic year, in which dengue cases would rise over a three-year cycle. In the face of the alarming cases, Rabaya appealed to all North Cotabateños to clean their surroundings by practicing the “4S” strategy. In the realm of sports, it’s akin to honoring the competition rather than, say, sulking in one’s defeat or gloating in victory by downplaying the fallen. Perhaps, this is why the descriptive ‘worthy’ is always ascribed to when referring to one’s opponent. I am fully aware that like the rest of my kind, I will forever be relegated to the bin where all hopeless Dutertards are thrown, once the dust have settled. Praning or not, I have even felt at times the SMH stares and glares of some friends and acquaintances behind my back. Yet, through it all, though unfriended and at times blocked, the trick to just trudge on without a care, is still the most effective remedy. No matter what some members of the intelligentsia are negatively saying now, near at the penultimate day of his presidential term, you have to thank the man. It is by no means an easy feat to accomplish all that their administration has done in only a span of six short years. No matter how some segments of traditional media and paid hacks try to frame it, no other presidency in our history can top what they have accomplished, and quite surely, any future president will have a difficult time duplicating its exploits. In fact, when the president confided that time was a factor in not fully implementing some of their administration’s goals, these very same critics hailed it as a “failure” therefore, clearly refusing to place it against the glaring backdrop of many accomplishments. Despite all the misinformation, disinformation, negative critiques and the kitchen sink, the positive determination of the outgoing administration to forge forward, has, without doubt, brought our nation’s journey from dense forest to eventually breaking the clearing and reaching Correspondents:

the ocean. And then, when this administration found it full of trash, they employed a dolomite resolve to recapture our lost view of sunsets. One German blogger said it best, while past presidencies have believed in “possible but difficult” approach to projects, thereby accomplishing little, the outgoing one had employed the “difficult but possible” tenet, which ensured its build, build, build attitude. In essence, this is what six years have been: while the cloud of corona may have dimmed the skies for a quarter of the office’s duration, we have persevered and it’s safer to breathe again. Surely, while in the days ahead, the very same dissenting voices that have been consistent throughout all of the last six years to breathe out unbending bias, remain steadfast in their belief that they are finally rid of their foe, they still have to explain why this administrations’ achievement rating is high despite their efforts. Perhaps for them, doggedly refusing to call a spade a spade, is a grave sin, especially when things do not go their way. But of course we already know that. After all, it is as predictable as flooding in clogged esteros.

THERE seems to be no end in our crucifixion. Perhaps this will go on until we die and are buried. The other day another nail was driven to further the excruciating pain that we are suffering in our daily existence. In a report aired over television it was announced last Monday that a new round of fuel prices increases was forthcoming. In our layman’s interpretation of forthcoming it is one that will come not so immediate but will certainly happen perhaps in a week’s time of even a little longer. But towards the end of the report it said the hike in fuel prices was to take effect the next day – meaning yesterday, Tuesday. Wow! That is how aggressive the greed of oil companies is in dictating the tempo of their profit making. We would not be surprised if gas stations will be making a killing out of this ineptitude of the government in getting a handle on the pricing of one of the most required commodities in economic development of a country -- oil and its derivatives. Imagine if the association of gas station owners has a mole inside the inept Department of Energy and has tipped them off of the planned increase then without doubt the gas station owners will already order more than the volume of fuel their facilities could handle so when the price hike takes effect they’ll be counting their profits in several pesos per liter which may be more than double their expectation. But maybe as “Consuelo de bobo” we perhaps we can have some minor improvements in Davao City attributed to these seemingly endless increases in fuel prices. Ironical, but it is happening. The almost weekly hike in gas prices is helping Davao City rid its streets of humongous vehicular traffic that was burgeoning on a daily basis shortly before the pandemic and was resurging since a few weeks ago when the CoViD 19 cases in the city began to recede. In fact from the dwindling trips we have done over the past few months to the city’s downtown area we have noticed that the road sides along Sta. Ana and Monteverde streets have shown more vacant spaces for parking. Quirino Avenue has also looked much more navigable with fewer vehicles even during rush hours. At least a few somehow “enjoy” this benefit resulting from the exorbitant fuel prices – if we may call it that. **************************** Last Monday local elective officials in Davao City took their oath at the Sangguniang Panlungsod Building Session Hall. The oath takers were led by no less than City Mayor-elect Sebastian “Baste” Duterte. Their oath taking was administered by our neighbor Court of Appeals Associate Justice Hon. Loida Posadas-Kahulugan. The ceremony was highlighted with a message from no less than the father of Mayor Baste, President Rodrigo R. Duterte who gave the son-mayor expressed instruction to deal without compromise with corruption in his government, especially when it is initiated by large and influential corporations who the President said, take advantage of the people. Of course the Mayor-elect’s friends and supporters were present although not all of them partly because of the limited capacity of the venue. Representatives of Davao City’s business community were there perhaps to listen to what the new mayor would say in his address and to evaluate which of his commitments are beneficial to them or their business. One of the highlights in the new mayor’s speech was his desire to stomp out corruption in the city government or even allow its ugly head to show its shadow at City Hall – exactly what his father wanted him to do. The younger Duterte also wants to continue one important legacy of his father and sister. That is, to give priority to maintaining the peace and order situation of the city. He also promised internet connectivity and digitalization of local government transactions. Mayor Baste also commited to treat everyone fairly and equally even as he said he, as mayor, is servant to all (

Our Mindanao I’M BACK. After a long hiatus from writing about federalism, I am ready to write again. This time, I would be telling stories about Mindanao’s progress and achievements. I would contextualize growth and provide analysis about Mindanao and Palawan for the Brunei-Indonesia-Malaysia-Philippines East ASEAN Growth Area or BIMP-EAGA sub-regional group. This column will be dedicated for Mindanao updates and stories of development in reflection on the endeavors of the Mindanao Development Authority (MinDA) under the leadership of MinDA Chairperson, Secretary Maria Belen S. Acosta. Let us start with the basics. For years, there have been two Mindanao --- a Mindanao that is highly-urbanized thriving with economic activities and plenty of opportunities, and a Mindanao which is slowly moving, sleepy and old-fashioned, where poverty is felt. Our proud history is a narrative for a revisit as a matter of honor and a reference in our quest toward a more advanced, highly-integrated Mindanao. The bottom line is to look for ways to improve and advance the quality of life of everyone, be they found in the city centers or the remotest island provinces. I think it would serve to get to know Mindanao in more detail. Mindanao is home to 25.5 million individuals as the

It has six regions, 27 provinces, 33 cities, and 422 municipalities. With vast and fertile lands, a favorable climate, and abundant water, Mindanao accounts for 40% of the country’s food needs and 30% of the country’s food trade. The island contributes 45% of the nation’s total fish

production. In 2019 alone, Mindanao produced 2.1 million metric tons of fish. Mindanao continues to be a significant player in the export market. According to the Bureau of Agricultural Statistics (BAS), the island accounts for 99.99% of rubber production in the country, with Region 9 as its primary source, 90.82% of oil palm comes from Mindanao, with Caraga as the principal source, 89.42% of cacao comes from Mindanao with Region 11 as its primary source. Mindanao pineapple takes 88.85% of the total production, with Region 10 as a production base. The bananas exported to other countries come from Mindanao, accounting for 82% of the national output, with Region 11 as its primary source. With these figures, Mindanao dominates the export production of high-value crops. But same as your consternation now, the immediate question would be, why are we not that wealthy? Why is Mindanao host to 7 provinces of the poorest cluster in 2018 and 2021? I know there are plenty of questions that beg for answers. Together let us learn about the many potentials and challenges that Mindanao faces. You will be surprised, and you will love Mindanao more.( Adrian M. Yes to upgrade Philippine History “THE essential task of a historian is not to collect dead facts but to confront live issues. The issues are alive because they arise out of the tensions that men have to face in every generation –tensions between freedom and authority, between reason and faith, between human free will and all the impersonal circumstances that help to shape our lives. “In order to achieve any sophisticated understanding of such matters, a student of history needs to read the views of great modern historians as they are set out in their own words. He needs to develop a measure of critical historical insight by comparing these often conflicting views with the source material on which they are based. He needs above all to concern himself with the great issues that have shaped the course of a civilization and not with historical `Problems` that are mere artificially contrived conundrums” (“Great Issues in Western Civilization”, Volume I from Periclean Athens through Louis XIV, n.d.) The word “conundrums” was an ancient slang meaning puzzling issues or problems. This article is written amidst the question of alleged “historical revisionism”. “Revise”, per Webster, means “to correct and improve”. This is the positive interpretation which is “to change and distort”. No doubt, Philippine history badly needs to be reviewed and improved. For instance, the crucial role of our Muslim Filipinos and our Indigenous Peoples in nation-building must be appropriately and sufficiently recognized in our history. Hence, Congress should allocate the earliest adequate budget to our “Historical Commission” for that noble purpose. This is a positive revision of our Philippine history. We cannot be paralyzed by fear of perceiving “self-serving motives'' by some unscrupulous group. We simply have to trust the members of our “Historical Commission” to do a good job of upgrading Philippine history. As stated earlier, historical “issues are alive”! of the Philippines (CBCP) years ago rejected the proposal to revise our flawed, unresponsive and inadequate 1987 Constitution “due to perceived self-serving motive. CBCP, per info actively participated in the formulation and adoption of our 1987 Constitution. “Is their rejection of revising our flawed, unresponsive and inadequate 1987 Charter likewise due to self-serving motives too”? And so we are stacked up with this great obstacle to move forward because of fear of reform. The Filipino people became victims of the status quo that stagnates instead of renewal for authentic liberation. What a sorrowful narrative indeed! Our new President and his new administration, hopefully, learn from these lessons. What our suffering people and broken nation yearn for is a passionate and bold risks – taker, inspirational, unifier, visionary and transformative leader who leads by example. We pray that President Ferdinand R. Marcos, Jr. shall be this kind of leader who would properly revise our obsolete 1987 Charter. If he places in the hands of God his presidency, success will be his. And his success will likewise be the success of our people and nation.

Davaoenos. Of course all that mayor Baste said were big words. But these could not however be considered empty and nebulous. Why, because the new mayor already has the foundation to build on and the platform to launch all the initiatives needed to jumpstart the realization of his commitments. The foundation and platform were all laid down by either his father or sister. Therefore, if Mayor Baste will not stray away from there he can easily coast faster towards the fulfillment of all his dreams for his constituents. But we believe it is worth reminding the young mayor that when power gets through one’s head the likelihood is that the one who is accorded the power and authority could get intoxicated or drunk. And that is where the road to perdition starts. We can only hope that the new city chief executive will put in mind the counsel of his father and sister and learn further from their own experiences as former heads of the city.

We are confident that “the best is yet to come” to the Philippines. Let`s his administration be the golden era for Real Social Transformation in our beloved nation. He promised our people that “he will not disappoint us.” We take his word for it. Let`s give our new President and his new administration a chance to prove themselves. As citizens of this beautiful but fragile archipelagic nation it is our civic duty to do the needful to transform our nation “as it is in heaven”. In unity, harnessing our Filipino “bayanihan” spirit, and ating bayan bangon muli!” Do we badly need historical revision by patriotic and nationalistic historians? We loudly shout, “Yes”! Admittedly, however, it is unavoidable that there will be several versions of Philippine history that will be written by various historians. Let students of history peruse these different versions and judge the truth for themselves. Freedom of expression must be alive in a truly democratic environment. In this connection, may we call the attention of our new Secretary of Education – our new Vice President Sara Duterte Carpio on this matter. This article is my humble contribution to the proper education of youth of Philippine history. A famous adage of our national hero, Dr. Jose Rizal goes, “Ang hindi marunong lumingon sa pinanggalingan, Hindi makakarating sa paroroonan.” A word of caution from yours truly, “Ang lingon ng lingon sa pinanggalingan, balon na sa harapan hindi pa nalalaman.” Rizal's famous books, the “Noli and Fili”, were about the past. My books are more about the future. Our new President has his own concise appeal to our people.” Judge me not by what my ancestors did. Judge me by my actions``. Let our people`s judgment of his administration be in 2028 after his term of office. In the meantime, let our people write our own history with the hope that our succeeding generations will be awed, grateful and nurture it as a legacy to grow and flourish in the future of our nation.

MANILA – A bill that seeks to grant additional benefits to solo parents has lapsed into law without the signature of President Rodrigo R. Duterte, a copy of the law showed. Republic Act (RA) 11861 or the Expanded Solo Parents Welfare Act, which amends several provisions of RA 8972, lapsed into law on June 4. Under the new law, the definition of "solo parents" is expanded to include spouses or any family member of overseas Filipino workers (OFWs) who are in the low/ semi-skilled category and are away from the Philippines for an unbroken period of 12 months.

An amendment also includes grandparents and family members or qualified guardians who bear sole responsibility over the child.
