COVID-19 positivity rate increasing DAVAO CITY (MindaNews) – The local task force on coronavirus disease (COVID-19) reported that the positivity rate in Davao City has increased to three percent on Wednesday, urging the unvaccinated and those individuals who are eligible for booster doses to receive their vaccines to protect themselves from transmission and severity of the disease, a local health official said. MANILA – Fitch Solutions has revised downwards its budget gap forecasts for the Philippines for this and next year, citing the likely continuation of fiscal consolidation and improvement in government revenues. In a report dated June 21 and released on Wednesday, the unit of Fitch Group now sees the government’s budget deficit to account for 7.5 percent of gross domestic product (GDP) for 2022 and 6.2 percent for 2023. Its previous forecast was 8.1 percent of GDP for this year and 6.7 percent of domestic output for 2023. In 2021, the government’s budget gap accounted for 8.6 percent of GDP after amounting to PHP1.67 trillion. The report said its 2022 budget deficit as a share of GDP projection is lower than the government’s 7.6 percent assumption “due to slower economic growth assumption” while the forecast for next year is higher than the 6.1 percent approved by economic managers “as we ex-

pect expenditure to exceed the official target.” “Nevertheless, we still believe that the Philippines is still on track for a gradual fiscal consolidation over the coming years as strong revenue growth, alongside a recovering economy and positive tax reforms, will likely offset expansionary fiscal spending,” it said. Based on the National Budget Memorandum issued by the Department of Budget and Management (DBM) last June 8, revenues are expected to reach PHP3.304 trillion this year, higher than the PHP3.005 trillion last year, and accounts for 15.2 percent of GDP. For 2023, revenues are projected to rise further to PHP3.632 trillion and PHP4.062 trillion in 2024, and PHP4.548 trillion in 2025. Disbursements, in turn, are expected to amount to PHP4.954 trillion for 2022, PHP5.085 trillion for 2023, PHP5.392 trillion for 2024, and PHP5.723 trillion for 2025.

Catching 22 and other double bogeys YESTERDAY was June twenty-two twenty twenty-two and I overheard some people at the bank say it was a lucky day. “Patdan!” (Bet on it!) the guard at the entrance had said. At first, I was tempted to ask why but feared that the answer might disappoint me. The last time had been during similar circumstances, and all I got as an equivalent of a reply was a stone-cold “Just because”. Had yesterday been February (the second month) 22, 2022 and then falling on a Tuesday (twosday), Lotto betting stations all over the country would have had a field day and I’m not kidding. If you’re in it for the fun facts, believing such pseudoscience ek could be okay but truth is, skeptics abound. As posted by one Barry Markovsky, a sociology professor at the University of South Carolina, on MSN.com: “Twosday carries absolutely no historical significance or any cosmic message yet it does speak volumes about our brains and cultures...They’re nearly always absurd from a scientific perspective, but they’re great for illustrating how brains, people, groups and cultures work together to create shared meaning.” I remember an office mate who changed his name somewhat (by adding an additional letter to it) so that numerically, it would invite good luck. I have likewise encountered other related beliefs, such as dreading the number 13, or refusing to have your photo taken if you’re only three people in the pic among most people I have known. We must have gotten all these from whatever mumbo jumbo we’ve collected through the years... beliefs about numerology and other new age dogma (although during the biblical times, such things already existed). On June 6, 2006 (66-6), hundreds of expectant mothers were desperate not to give birth on the "day of the devil". All except Suzanne Cooper of Bristol, England. She delivered a 6lb 6oz boy at 6am on 06/06/06. His name: Damien. His proud dad, Mike was thereby quoted in the papers the next day as saying: "It was a devil of a birth - a bit of a horror show".

WHEN the government after the so-called EDSA people’s power revolution decided to deregulate the oil industry, the purpose was to give opportunity for free competition to evolve. And since oil and its derivative products are considered integral in the growth of the economy of any country like the Philippines, even as its affordability is basic to the stability of all economic endeavors, it was presumed that oil and its by-product users will patronize the ones that are priced the lowest. The presumption was so because it was expected then that with the deregulation policy of government many new players in the oil industry will venture into the trade and offer the more affordable cost of their products because they were expected to have less operational overhead compared to the long existing foreign-owned big ones. It was also because of this deregulation policy of government that the once nationalized Petron Corp., one of the three largest multi-national oil companies in the country, was sold and acquired by San Miguel Corporation now controlled by businessman Ramon Ang. But contrary to what was expected as hyped by the deregulation proponents then, the expected reduction in the cost of oil and its by-products did not happen. Instead the large oil firms using the forces of the so-called global oil demands and the control in the volume of production by the oil producing countries dictate the pricing in the world market. The Philippines, being an oil- importing country, naturally becomes prey to the profit-greedy oil firms. Ironically, the so-called new entrants to the industry that were expected to provide the competition in terms of price affordability were instead sucked to the same caprice for huge profits. Except for a few of the new players everyone became at par and in time in the implementation of oil price hikes. Some of them even have higher increases than the big ones. And what makes it even more unfortunate is that the new players that offer lesser price per liter also have the quality of their products subject to suspicion. Their gas stations are also located in areas less travelled and their numbers are very minimal. With this situation in the so-called free market of oil products, we can only assume that the element of competition supposedly intended by the oil industry deregulation is more on how much the players could raise and justify the prices of their products. It is not letting new participants in the industry to compete in offering the oil product users the most affordable price. And since we are talking here of competition and low-priced fuel products we could not help but recall that some weeks back, San Miguel Executive Ramon Ang expressed his willingness to let go the ownership of Petron Philippines for as long as it is the government who wants it. May be the offer is worth serious consideration by the government. Yes, if the government can negotiate for a viable term for the reacquisition of Petron why not grab the offer? By acquiring again Petron the government may now be able to come up with a business venture that can provide competition to the other oil industry players that would be to the advantage of the oil using economy and the public in general. Petron is so huge an oil firm that the government can provide support so it could make downward adjustments in the cost of its products. Thus, once owned and operated again by the government the oil firm may not anymore seek a buffer fund for it to continue its business. We can be sure that with government on its back the oil firm can survive any challenge by the big players and may even force the latter into reducing the costs of their oil products. Again, a serious study on such suggestion may be imperative. That is, if the intention of government is to find relief to the ongoing crucifixion of the Filipinos with the endless increase in oil prices. By then, we can be certain that the economy may be more vibrant and consequently everybody will be happy!

Template for Post-Covid Planning MATALAM, North Cotabato (MindaNews) – Now, it seems, that we won over the pandemic (COVID-19), we might be thinking that we are now hassle-free. No. The impact of the more than two-year-old pandemic on the economy would be most felt now than before. Unlike the health sector where the pandemic’s effect on people and their lives is immediate, the economy takes a few breathing space before it succumbs to the disease. At most, we are just in the midst of an asymmetrical recovery where the focus is on the twin concerns of containing the virus and at the same time trying to mitigate its effect on the economy. After we have seen the virus transmission curves flattened we begin to think that the pandemic’s effect on people and the economy are controlled. It is at this point where economic recovery becomes a relevant agenda of government. The concept of economic recovery starts from data indicators that give us benchmarks for planning. Here is a United Nations report that will certainly pull us from our seats: “Already we are beginning to understand the potential socio-economic impacts of this pandemic: 1. The World Bank has warned that it could push between 40 and 60 million people into extreme poverty this year, with Sub-Saharan Africa hit hardest followed by South Asia (where the Philippines is); 2. The International Labor Organization expects the equivalent of 195 million jobs lost; and 3. The World Food Programme projects that 135

MOSAID million people are facing crisis levels of hunger or worse, while another 130 million are on the edge of starvation.” The UN also suggested urgent socio-economic response, based on the five critical pillars: 1) Protecting health services and systems; 2) social protection and basic services; 3) protecting jobs and small and mediumsized enterprises, and the most vulnerable productive actors; 4) macroeconomic response and multilateral collaboration; and 5) social cohesion and community resilience. The COVID pandemic has no doubt dented world economies in no small measure. This major economic slowdown has taken its toll on most countries of the world in varying degrees depending on several factors such as: proximity to and frequency of contact with China (ground zero of COVID 19), population of major urban centers, effectivity and promptness of response, and the public attitude in general. The actual toll on the world economy or on countries of the world cannot be ascertained for now because the virus still continues to wreak havoc in some countries, and quite unfortunately, even major economies once touted to be strong and resilient like those of the US, Spain, China,

United Kingdom, France, Germany, Italy, and Hong Kong were not spared. Not to be discounted are the negative effects the pandemic has inflicted on the social and political positions of most countries. The US is even contemplating to put China to task on the suspicion that the communist country had lied or hidden significant information about the new corona virus from the beginning. Whether that was true or not is already water under the bridge. I once joked: “Well, China would not want to die alone.” But whatever was past and present about this pandemic, the future shall have to be secured and ascertained by well-grounded plans from this time on. This too shall pass, yes, but for how long, this is quite unpredictable for now because even the experts are backing their estimates and projections on vaccination status of most countries. At this point, the best thing to do is to prepare and lay the ground on where and how to move around in a post-COVID era. Simply stated, a post pandemic plan shall have to be put in place which could be implemented at the earliest sign that the transmission rate is spotted to be slowing down and approaching zero. IBP on alarming arrest of journalist THE Integrated Bar of the Philippines takes notice of the alarming arrest of journalists covering the protest actions of farmers and artists. In a recent press briefing, PNP Officer-in-Charge Lt. Gen. Danao Jr. accused the members of the press of agitating the activist groups during the protest, asking: “what is [their] purpose”? They were then swiftly charged with malicious mischief and illegal assembly alongside the persons they were covering. Journalists and other members of the press enjoy a wide latitude of discretion in investigating and reporting news relating to public affairs. Any intrusion into this liberty of speech and of the press risks depriving the public of crucial knowledge of government affairs. Indeed, without these rights, “no vigilant press would flourish.

And without a vigilant press, the government’s mistakes would go unnoticed, their abuses unexposed, and their wrongdoings uncorrected.” (Tulfo v. People, G.R. No. 187113, January 11, 2021). A heavy-handed approach to the charge of illegal assembly guts the freedom to peaceably assemble and petition the government for redress of grievances. As well, the practice of affiliating journalists by virtue of their mere presence at events of public interest is

questionable. Journalists should not have to run the risk of arrest and criminal charges when they are discharging the constitutionally-protected duties of covering and reporting on matters of public consequence, such as land reform disputes. Zeal in law enforcement is always welcome. But it must be equal. The Davao Jubilee Center was established in 1986 by a Manila-based NGO called CFARD, Inc.” In attendance during the event were the young prosthetic beneficiaries namely Rheazel Jumawan, Lemuel Catamora, Chloe Cabuhay. They were accompanied by no less than the only certified prosthetist and orthotist in Mindanao, Maria Jobel Menez. A prosthetist is a healthcare professional who makes and fits artificial limbs for people with disabilities.

An orthotist, on the other hand, makes and fits braces and splints for people who need support for body parts that have been weakened by injury. Fortunately, Menez does both. The JCI is “a global non-profit organization created for enterprising people whose ages range from 18 to 40. The organization’s goal is to develop leaders for a changing world through projects, events, and training programs. “JCI exists to nurture young people so they can become truly good leaders. It is the University of Leaders and is a special non-formal training institution that provides leadership training and development to its members.
