Biscuits and bread may not be the same as having actual food on the table, but it is temporary relief from hunger just the same, especially when one walks the whole length of a big subdivision seeking alms. Cold water (that we store in re-used water bottles) helps greatly, especially in satiating one’s thirst on any hot little kids in tow, we also prepare old toys, pencils and some used clothes to give them, just in case.

After all I’ve witnessed, these little gestures seem the safer compromise. While on one hand we empathize with the less-privileged everywhere, we’ve likewise become aware how they’re being used by others. How about that mysterious shadow under the food billboard who collects little boys’ earnings, or the driver who ferries a group of Badjaos from one point to another? While their existence leaves a bad taste in the mouth, they need to be mentioned and exposed, when one contends with all these poverty. their place in the overall equation, one helps but wonder, who are we really helping here?

At this point, it is in order that we take a quick look at how our educational system had been doing in terms of addressing literacy, making the young citizens of this Republic productive, and how our country’s representatives had been the functional indicators from which we take stock of the improvement being made on the sector of education.

First, let us admit that there are still an appreciable number of non-reader students in the elementary and secondary levels. One may wonder as to the presence of these nonreaders in many secondary schools especially in the remote areas. What has been done to them in their elementary days? to move them up to the next level because these non-readers proved to be annoyingly ridiculous aside from the fact that they slow down the learning process.

How do you teach 1.8 million children enrolled in the basic education level (from kindergarten to grade 3)? You start by improving the literacy education at the classroom reformed reading instruction, improved reading delivery systems, and increased access to quality reading materials throughout the country.

On the matter of improving reading skills, one may be tempted to ask: is it really the lack of quality reading materials that has been the problem or is it the instructional procedure?

Sadly, the mindset of our policy-makers in the education sector has been “culinary.” When the food does not taste good it is always blamed on the lack of spices and rarely on the cooking procedure. Sometimes, the problem is seen as parochial, and that is why the perceived solution was improvement in terms of adding academic years and more mental load on the part of the students.

AMARITIME exercise was concluded on Monday, May 29, to boost capabilities to address threats and crimes on the high seas.

This year’s Maritime Inter-Agency Exercise 202301 was conducted at the seawall of Naval Station Felix Apolinario, Panacan.

Lt Junior Grade Edrod Callao, the NFEM public 2023-01 aims to enhance synergy and test the interoperability of participating maritime agencies during maritime security operations.

Among the participating agencies who took part in the exercise were Coast Guard District Southeastern Mindanao, Naval Task Force 71, Task Force Davao, Task Force Samal, Tactical Operations Group 11, Police Maritime Regional Unit XI, City Government of Davao, and Central 911.
