CTTMO mulls designated stops for provincial buses Security plan for DCOTT finally gets OTS approval

THE DAVAO City Overland Transport Terminal (DCOTT) launched its security plan after receiving approval from the Office for Transportation Security (OTS). The plan, which is a national requirement for the operation of a bus terminal, took the DCOTT office six

months to formulate. DCOTT manager Aisa Usop said in an interview that OTS chairman Raul L. del Rosario signed the DCOTT’s land transport security manual after a revision of the initial proposal on Feb. 24, 2022. The plan is a collaborative effort between the

Food crisis looms in CDO as fuel prices continue to ascend CAGAYAN DE ORO CITY (MindaNews) – A looming food crisis would hit this city in the coming weeks if fuel pump prices would continue to rise, officials here said. Councilor George Goking, chair of the city council’s committee on trade and commerce, said the City Price Coordinating Council (CPPC) has already monitored that some basic goods, especially those with cheaper prices,

have been “withdrawn” from the grocery shelves of some malls in the city. “This is only the beginning. It would worsen in the next few weeks if the fuel prices continue to spike,” Goking said. Last Tuesday, gas firms Shell, Caltex, Seaoil and Clean Fuel hiked their prices by as much as P2.70 per liter for gasoline and P6.55 per liter for diesel. Goking said mall own-

ers have withdrawn some of the basic goods because they knew the prices would go up for these items in the coming months. “Last Tuesday’s increase and the weekly fuel pump hikes would trigger inflation and will severely impact the economy of Cagayan de Oro,” he said. Goking said urea prices for farmers in nearby Bukidnon province, food source for Cagayan de Oro, have

increased from P850 per bag to P3,200 a bag in the past months. Prices of other farm inputs that are petroleum based, he added, have gone up, too. But he noted that the farm gate prices for palay remained at P14 to 16 a kilo. “Many farmers are now saying they are downsizing the areas they plant by 50 percent. If this happens, food shortage in the city can happen,” Gok-

5 BIFF combatants yield in Maguindanao TACURONG CITY, Sultan Kudarat – Five members of the notorious Bangsamoro Islamic Freedom Fighters (BIFF) have surrendered amid an intensified Army manhunt against local terrorists in Maguindanao province, the military here said Thursday. Brigadier Gen. Pedro Balisi, commander of the Army’s 1st Mechanized Infantry Brigade (MIB) based in this city, said the BIFF men were presented to him following their surrender Wednesday afternoon. Balisi said the BIFF fight-

ers, now known as Former Violent Extremists (FVEs), initially negotiated their surrender to Mayor Abdulkarim Talusan Langkuno of Paglat town, Maguindanao. The group claimed they operate in the peripheries of Paglat, Buluan, Datu Paglas, and Gen. SK Pendatun towns. They turned over highpowered firearms comprising a 57-mm Recoilless Rifle, an M16 rifle, a .50-caliber Barrett sniper rifle, and a rocketpropelled grenade launcher with ammunition.

BRAVING the raging rapids together

RIVER guide Ronnie Torlao demonstrates the right way to mount the tube

THE municipality of Sta Cruz in Davao del Sur is truly an adventure seeker's paradise. This thriving town boasts several coastal attractions, birdwatching sites, and hiking trails, including one of the gateways to the King of Philippine Mountains, Mt Apo, to name a few. Recently, municipal tourism officer Julius R. Paner invited us to revisit one of the municipality's popular water adventure activities that placed Sta Cruz on the adventure map since the late 90s: river-tubing. Prior to the activity, river guide Ronnie Torlao gave us a briefing on how to mount the modified inner tubes and some important instructions in order to carry out the river adventure safely. "We have trained river 15 guides from the local community to assist our guests. They will provide the necessary equipment and logistics, the river provides the rest," said Paner. Our whitewater tubing adventure in one of the country's cleanest rivers began near Hedcor's Hydroelectric Power Plant in Astorga before we traversed underneath Cebulan Bridge. For about two hours, we navigated 2 to 3 kilometers of the raging Sibulan River, dodging boulders that dot the course along the way. The adrenaline-packed ride reduced speed only in a few calmer parts of the river.

SAFETY first - participants must wear a hard helmet and life vest prior to the activity

Otherwise, it was a total scream-fest (well, at least, during our ride) all the way downstream. This popular community-managed activity in Sta Cruz is also a great way to enjoy the riverside greenery of Sibulan and Astorga, with an amazing backdrop of Mt Apo in the early morning. It is also a perfect bonding experience with family, friends, and colleagues. For only PhP350 per person (minimum of 5), the Sibulan River Whitewater Tubing Adventure already includes the service of river guides, use of a tube, life vest, and hard helmet. For booking and other information, simply send them a message on their Facebook page: Sta CruzTourism or via Instagram: @ stacruztourism. We wrapped up our river adventure with a sumptuous seafood lunch at Nanay Soting Resto by the Sea, courtesy of the Sta Cruz Tourism Office. Photos courtesy of Julius Paner.

BARMM Benchmarked at the PWC of DAVAO IT WAS the first-ever benchmarking activity by the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) held last May 11, 2022, at the PWC of Davao, opening the door to both institutions for potential networking, collaborations, and synergy in the future innovative programs and projects. The Cities and Municipalities Competitiveness Index is to be undertaken – Innovation Pillar. Bangsamoro, officially the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), is an autonomous region in the Southern Philippines. It replaced the Autonomous Region in Muslim Mindanao (ARMM). BARMM ratified its fundamental law, the Bangsamoro Organic Law, following a two-part legally-binding plebiscite in Western Mindanao held on January 21 and February 6, 2019. The Commission on Elections confirmed the ratification a few days later, on January 25. The establishment of Bangsamoro was the culmination of years of peace talks between the Philippine government and several autonomist groups. It is, in particular, the Moro Islam-ic Liberation Front or MILF, which rejected the validity of the ARMM and called for the creation of a region with more powers devolved from the national government. Malaybalay okays P50-K for 50 years of marriage MALAYBALAY CITY (MindaNews) — The Malaybalay City Council passed an ordinance giving a P50,000 reward for married couples who have reached their 50th wedding anniversary, City Councilor Niko Aldeguer said Tuesday. The ordinance, which Aldeguer posted on his Facebook account, requires that the marriage should be valid and registered with the local City Civil Registry. Aldegeur, in response to a query from MindaNews, said funds for the golden wedding anniversary incentive will be charged against the city’s Gender and Development Fund or the Special Appropriation Fund. “At least (the GAD funds) can be used properly. This is one way of inspiring couples,” he added. The ordinance invokes a Constitutional provision recognizing the Filipino family as the foundation of the nation and the need to promote and save family solidarity. Couples who are permanent residents for at least six years in the city are qualified for the incentive. Married individuals who have less than six years residency for work elsewhere can be covered provided their respective spouses have remained in the city for at least six years at the time of

the celebration of their golden wedding anniversary. For those in polygamous marriages, the ordinance rewards only the first locally registered valid marriage. Estranged couples, even those who have not legally separated, are not qualified. The implementing rules and regulations will come from the Office of the Senior Citizens’ Affairs and the City Mayor’s Office, the ordinance says. Aldeguer said the ordinance will take effect immediately upon approval, subject to availability of funds. But he noted that the city government has sufficient GAD and SA Funds. Ivy Amor C. Urbina, OIC-City Social Welfare and Development Officer said Impasugong town of Bukidnon has an ordinance granting incentives to similarly situated couples. In 2018, the City Government of Cagayan de Oro released P3,000 incentives for 93 couples who celebrated their golden wedding anniversary. Since 2007, Urbina said, the city government has also been granting P200 monthly pension for senior citizens with ages 70 years old and above. The pension was increased to P300 a month in 2020. Exotic ignorance

Economic whirlpool ALMOST everyone is still bruised from the economic pinch of the two-year global health pandemic and only a tiny segment of people in the country can vigorously bounce back to the pre-pandemic state they were in. That is the reality we are facing at this point in time. What is EDITORIAL the state of our economy in the region? In a conversation with business leader Sebastian Angliongto and the Times, Angliongto expressed apprehension that small and medium industries operating in the region might find it difficult to meet the daily wage increase of P47 pesos as approved by the Regional Tripartite Wages and Productivity Board (RTWPB)-Davao on Friday, June 3, 2022. Wage Order No. RBXI-21 sets the minimum wage increase in tranches: a wage increase on June 19; another P16 on January 1, 2023, and, for retail/ service establishments employing not more than 10 workers, an additional P15 on April 1, 2023. This wage adjustment was met with resistance from both management and labor. The management groups, according to an article written by Times managing editor Carmelito Francisco, Correspondents:

called the adjustment as a “misstep because most companies have yet to recover from the impact of the COVID-19 pandemic,” while labor groups believed “the increase was way below the necessary amount to cover the old difference between the purchasing power of ordinary workers and the mounting increase in the prices of basic commodities.” On top of this dilemma is the skyrocketing cost of fuel. As we all know, an increase in the pump prices will have a domino effect on prices of commodities and cost of living. How can we get out of this economic whirlpool dragging us down? This is going to be the challenge of the incoming administration.

THERE’S this heartwarming tale about a particular tribe in Africa where each member has a special song made for them at birth, performed during various stages of their life, then finally sung at their deathbed. (One could access it at iorbitnews.com under the title “the sacred song of each child in the Himba tribe”.) Though widely-shared online by many credible wellbeing coaches and inspirational writers in workshops since it appeared in 2015, this indeed may come as both shock and huge spoiler alert for everyone: it’s supposedly fake. The contention is that the original material is vague, full of generalizations, and then with failure to include sources, much less providing the name of the tribe (although in later versions, the Himba tribe was added). I for one, tried to search for the original writer (s) of the material, coming up with one fictional (meaning she doesn’t exist) and two English fellows (with one already dead). If indeed, one has read the piece online, the veracity of the narrative may not be at all be too important since its intent has clearly been just intended to inspire. Here’s the thing however, the perpetuation of false stories and anecdotes like these about indigenous cultures has always been the consistent templates for of its exotic appeal to non-indigenous people and city-folk readers (for lack of a catch-all term). Sadly, that is where the thin line between being derogatory and patronizing comes in. In the country, we have as many as 110 ethno-linguistic groups, not including our Muslim brothers and sisters, with distinctions of their own. Among these lumads (as indigenous people are referred to), 61 percent are in Mindanao. Through many years, the culture and arts of IPs have been promoted and celebrated worldwide and there have been countless documentations depicting the ways of the people. As example, there’s nothing wrong if researchers document and narrate the intricate processes of T’boli or other indigenous peoples’ weaving, no matter how romantic and mystical they made it appear to be. This treatment for purposes of exotica does not at all betray the fact how richly these many cultures have thrived in diversity. However, in what appears to be an intended counterbalance, the portrayal of the same people as either largely uneducated hinterland dwellers, mendicants and worse, prone to lawlessness and banditry, painted under the same template of exotic tint to the frame still exists unchecked and that is our reality. I am reminded of two Mindanaoan, an Agusan priest and a North Cotabato policeman. The clergy very sarcastically said that it’s very easy to request for a four-wheel vehicle in his far-flung diocese. Just send a picture of a lumad child, poor and dirty, and that’s enough to keep the funds going. Meanwhile, the policeman said, just report that rebels in your area are increasing and procurement for new armalites are sure to come. All these exquisitely depicted on our canvas and rendered with their own brand of exotic ignorance on the part of those outside looking in. What of that African birth song again?

A 2nd Marcos may realize the bridge EVEN as the CoViD 19 pandemic is just about slowing down in the Philippines the country is again threatened by another highly contagious disease, the monkey pox. While according to the World Health Organization (WH0) the new malady is unlikely to become a pandemic the fear that such disease will again turn upside down the health situation of the world remains quite disturbing. What with the still raging CoViD impact not just on the health of the world’s population but also on the global economy. In Davao City local officials as well as health authorities are already making preparations in case the monkey pox will show any sign it has entered the city. But even before the dreaded disease is able to show its ugly head another illness is reported to be possibly already in some parts of this area in Mindanao. It is the Chicunguna disease caused by organisms borne also by dengue carrying mosquitos. Based on reports coming from the Regional and City Health offices, in certain barangays north of the city several persons have already been sick with symptoms associated to chincunguna. However, it is heartening to note that the same health agencies are saying that they could only suspect that the disease is of that kind because the persons affected are not also confirmed to have dengue. In other words, until the specimen samples from the infected residents in those barangays will confirm that the disease infecting them is indeed chicunguna, the cases will remain speculation. Of course we should be happy that our local government and health officials are fast on the draw. They are quick in instituting measures to prevent a spread of the diseases if indeed it is of that highly transmissible and deadly chicunguna which is affecting a good number of people in those northern villages in the city. After all, is not prevention many times better than cure? **************************

Now the incoming Philippine President Ferdinand Marcos Jr. has confirmed that he is appointing retired UP Professor Clarita Carlos as his National Security Adviser. That will save the lady foreign relations expert from the rigors of frequent travelling if she were to become Department of Foreign Affairs secretary. Yes, we personally believe that the National Security Adviser post was Dr. Carlos’ personal choice when Marcos Jr. was possibly asking her where she could best work in his administration. As security adviser Carlos who is already in her advancing years need not move around a lot in order to be aware of where the security of the country and of the President as well be wanting. With her long years of experience in the academe and in interactions with foreign governments as a consequence of her field of studies, she already knew who from the outside have ambitions to expand their range of influence using covert activities that are usually masqueraded with best of intentions like helping perk up a country’s economy or streamlining governance. On internal threats that undermine national security, Professor Carlos’ long stint at UP could have already made her aware of the behavior of those who want to destabilize the legitimately installed government if only to advance

their own interests – political or whatever. *************************** Will the Davao- IGaCoS connector bridge project be ever realized? This is one question begging for answer especially now that President Rodrigo R. Duterte is vowing out of office in three weeks’ time. Yes, Davaoenos had been eagerly waiting for such project even as early as the late 70’s when talks of its implementation started going the rounds in Davao City and the then one Davao del Norte Province. At that time we were new in the city and when we started working in a government agency sometime in 1979 and attended some meetings of regional officials of the national government, issues like submission to the national planning office of a bridge project for mainland Davao and Samal island was already common fare. During the heydays of the Floirendo family in the Davao Region politics almost, if not all local government executives were highly optimistic that the bridge project would have come to reality. This was because of the perceived connection of the Floirendo patriarch Don Antonio Floirendo Sr. to then Malacanang tenant Ferdinand Marcos Sr. Unfortunately the late President’s ouster caught up with the project and it went phffft. The five succeeding administrations somehow shelved the project to the back burner. It was resuscitated with great enthusiasm when a Davaoeno President in Rodrigo Duterte came in in 2016. Unfortunately again, bureaucratic red tapes, issues on right of way and even in determining which feasibility study by among those commissioned by the national government including funding source determination became major irritants. It was already late when the project planners realized the term of office of Duterte is about to end. We wonder if it would be a second Marcos in Malacanang who would be able to fulfill a promise that was committed as early as the time of the first Marcos at the helm of the national government. Hope springs eternal anyway.

(Abraham Lincoln, 1832) The Philippines is constantly a failing democracy due to our exclusive Unitary Systems of Government and our Patronage Politics. “Will our new President in 2022 do the needful to rectify this anomaly?” is the big question. Continued status quo will further worsen our brokenness. Authentic renewal of our people and nation is the call of the times. • I`ve never met anybody who wasn`t against war. Even Hitler and Mussolini were, according to themselves. (David Low 1946) Putin, according to himself, is against the Ukraine war. He calls this merely a special operation to protect Ukrainian from (fake news) of Nazism and abate the threat to the Russian people. • We are all clever enough at envying a famous man. While he is yet alive, and at praising him when he is dead. (Mimnermus, 600 a.c.) My former boss, Gov. Prospero Amatong, bless his soul, did not want to say any Eulogy. He strongly believed that people must be praised of their good works while they are still living, not when they are already dead. More of these interesting and laden lessons of quotations in the future.

Children aged five to 11, according to her, are prone to contracting the virus as they are the ones not keen on wearing face masks all the time and most of them don't even understand why they need to do so. And if they do wear face masks, it will only be for a short time, and would often complain of discomfort. When malls opened to the general public, she said seeing children run around without their face masks was a cause for alarm and remains a great concern today. "If we can't protect them sa transmission, protect them against the severity of the disease through vaccination. I'm afraid na mubalik na ang face-to-face classes nga wala'y layer of protection ang mga bata kay dili biya gyud 100 percent ang mapa-wear og face masks. Dili assurance nga di ka matakdan kung magpabakuna, ang assurance is dili ka mamatay kung matakdan ka (I'm afraid that full faceto-face classes will resume and the children don't have a layer of protection because not 100 percent of the chil-

dren will wear face masks. It's not an assurance that you won't get infected but it's an assurance that you won't die if you get infected)," Dr. Schlosser added. She cited the case of a vaccinated 80-year-old Davaoeño who suffered from a critical type of COVID-19 but survived the ordeal because the patient got himself protected against the severity of the disease. As of June 3, 2022, of the 242,209 target vaccinees in the five to 11 age bracket, only 19,639 (8.11 percent) received their first doses and 15,990 (6.60 percent) got their second doses. This low vaccination turnout has led the Vaccination Cluster to partner with the Department of Education (DepEd) in conducting the school-based immunization. At least 60 to 70 children were inoculated at the San Roque Elementary School during the pilot rollout on May 27, 2022. The mobile vaccination in public schools will resume on Friday, June 10, at the Doña Soledad Dolor Elementary School in the first district, Buhisan Elementary School in the second district, and Ramon F. Magsaysay Elementary School in the third district. Parents and family members of children from these three schools are also encouraged to join the vaccination rollout. Talks are also ongoing to conduct a mobile vaccination in private schools.

the newly appointed Ambassador of Bangladesh to the Philippines. He comes at a fortunate time when both our countries commemorate 50 years of diplomatic ties which also coincides with the golden jubilee of Bangladesh’s independence. Both the Philippines and Bangladesh established bilateral ties on February 24, 1972; and the Philippines was among the first countries to recognize Bangladesh as an independent nation. Ambassador Uddin has ably served well in various capacities in Bangladesh Missions in Cairo, Dubai, Seoul, and Colombo. He was also assigned as Consul General in

Bangladesh Consulates General in Istanbul and Jeddah. Ambassador Uddin is a Sociology graduate of the University of Dhaka. He later obtained his degree in Law from the University of London. Just like his predecessor, the cordial Ambassador Asad Alam Siam, Ambassador Uddin stated, “There’s a lot of Filipinos who do not know about Bangladesh yet; and our people have a lot to discover about the Philippines as well. It would be great if we could change that.” He also expressed briefly that it would be good for both our countries to have good economic relations with each other. “We are trying to explore areas on

agriculture, the Information Technology sector, garments, frozen and processed food, and even shipbuilding.” At the same time, the good Ambassador also wants Filipinos to know more about the rich culture of Bangladesh. It was in February 2012 when I had the opportunity, thanks to Hon. Consul Joji I. Bian’s recommendation with the approval of former Bangladesh Ambassador Asad Alam Siam, to represent the Philippines in the “Visit Bangladesh Program” held in Dhaka, the capital city and the largest city of Bangladesh. Biruar of the Bureau of Trade and Industry, BARMM, presented the BARMM Party by introducing them to the PWC Community. He presented the BARMM's vision and mission. He shared the region's development plans in terms of its industrial development, investment promotion,

enterprise, and trade development with the inclusion of youth enterprise, trade regulation and consumer protection, consumer education and advocacy, and a lot more. He also presented the AVP BARMM's history and a glimpse of its aims for the whole region. Ms. Rosslaini Alonto-Sinarimbo, the Director-General of the Ministry of Trade, Investment and Tourism (MTIT), gave the closing message. She thanked PWC of Davao for the very warm-welcome and learning-filled benchmarking activity. She mentioned that the benchmarking is like a magical genie that sparks and gives them answers to some of their questions and doubts on what areas to focus on and collaborate with PWC of Davao to help solve some problems they face in their region. They are all excited about a possible collaboration with Halal, Food, Fashion, etc. DG Alonto-Sinarimbo hopes for another one soon. The activity was indeed

a success. The BARMM delegates were pleased with how they were welcomed and treated and what they learned from the benchmarking. To them, this is an initial step to forging a partnership with PWC of Davao in the future for any collaborative programs and initiatives. The focus that the two institutions could collaborate on includes Halal Food, Fashion and Creative Industries, Clothing, Capacity Building on developing its people and exposing them to PWC Labs, and Mirror Facility Model in the establishment of FPIC and other laboratories, and Technology Transfer. The event ended with so much vision to look forward to in the next few days. Another hopeful event is to be planned soon, and this will be a secondround table of discussion for a possible inking the linkage and partnership of PWC of Davao and BARMM. by Dr. Reynald Japay and Maria Julieta R. and culture. Bangladesh, which means “the Country of Bengal,” is a sovereign nation in South Asia. It shares land borders with India and Myanmar (Burma). The People’s Republic of Bangladesh is the world’s eighth-most populous country as well as its most densely populated. The Bengali Muslims make Bangladesh the world’s thirdlargest Muslim country. Islam is the official religion although the Portuguese Augustinian missionaries were able to introduce Roman Catholicism

in Dhaka in the 17th century. Happily, I was able to visit the oldest Roman Catholic Church of the Holy Rosary in Dhaka the very first day I arrived. Like any developing country, Bangladesh faces challenges in areas of poverty, education, health care, and corruption. Take note that Bangladesh is the world’s second-largest apparel exporter of western brands. Its impressive textile and garment sector has produced around 60% of the fabrics for European consumers and

around 40% for the American market. Bangladesh ranks 71st out of 134 countries in the world in terms of global pharmaceutical exports. It is also noted for its growing ceramics industry with its main export market in EU, the USA, and the Middle East. Bangladesh is the first and only country I have visited so far in South Asia and as such, will remain unforgotten like all “firsts” in our lives. I sincerely thank dear Honorary Consul Joji Ilagan-Bian for the wonderful opportunity.
