dose. Moderna vials arrived in the city this week and they would be added to the stock of vaccines alongside the Pfizer brand. As of June 3, 2022, the city government has already inoculated a total of 16,811 individuals for the second dose, or 6.32 percent of the 265,873 who had the first booster dose. Data also showed that 20.2 percent of the 1,316,206 fully immunized

individuals had their first booster dose. The city government continues to conduct mallbased vaccination, in parks, mobile vaccination in barangays, and in government offices to increase the number of individuals with booster doses. MANILA – The local cement manufacturing industry finds a common voice in Republic Cement against complaints of unabated cement dumping from Vietnam. Republic Cement decried how the continued dumping of cement imports from Vietnam has resulted in material injury to the domestic manufacturers. In his testimony before the Tariff Commission on June 3, Reinier Dizon, vice president for Strategy & Business Development of Republic Cement said his company’s volume of sales, as well as pricing, has been severely affected by cement imports from Vietnam. The commission is on its second day of a public hearing on the plea of local cement manufacturers to impose definitive antidumping measures against Type 1 and Type 1P cement imported from Vietnam. Dizon said the negative effect on Republic Cement of cement imports from Vietnam is supported by the confidential data on its sales volume submitted to the commission for its appreciation. “Pricing is a function of demand and supply but our pricing has been affected by imports at dumped prices across the country,” Dizon added. He said while the cost of energy mainly from coal and other fuels, which make up around 70 percent of Republic Cement’s production cost, is continuously rising, they cannot pass on the cost to the consumers because of the stiff challenge coming from dumped cement from Vietnam. “Coal prices have increased astronomically but we cannot pass on the cost. We’re losing

revenues; we’re losing volumes,” Dizon said. While he admitted that Republic Cement’s profit position slightly improved between 2017 to 2020, it was only because the company had invested about PHP10 billion in operational improvements. “But our revenues were still suppressed because of imports at dumped prices,” Dizon said. Dizon said the capacity utilization of Republic Cement’s plants has been affected by the dumping of cement from Vietnam, specifically 5 percent in 2019 and 19 percent in 2020. Although the Covid-19 pandemic may have contributed slightly to such capacity reduction, Dizon said it was “mainly because of imports” from Vietnam. He pointed out that the lockdown or Enhanced Community Quarantine measures by the government resulted in the shutdown of their four plants in Luzon, while other plants continued their operation. “The plants in Cebu and Iligan, they were still allowed to continue to operate but those in Luzon we have to stand down. We still had ample inventory so when we were permitted to sell, we had enough inventory to sell during that period,” Dizon said. What made matters worse, Dizon said, is that instead of selling more, Republic Cement found that the market remained “suppressed”. “Imports are still coming to the country in Luzon despite the lockdown. They have some advantage because in Vietnam they did not have the same lockdown

Fishermen want fuel subsidy, urge suspension of excise tax GENERAL SANTOS CITY (MindaNews) – Marginal and commercial fish producers in this city, dubbed the “Tuna Capital of the Philippines,” called on the government Monday to provide them with subsidies and suspend the excise tax on fuel amid the soaring prices of petroleum products in the country. This developed as a bigtime price hike on fuel products is set to take effect on Tuesday, June 7, with diesel rising by at least P6.55 per liter and P2.70 for gasoline. As of Monday, prices of diesel in the city range from P74 to P77 per liter and at least P76 per liter for gasoline. Ruel Libawan, a member of the Minanga Buayan Fishermen Association, bemoaned the soaring prices of petroleum products in the past several months to their fishing operations. “Before we went out this morning to fish, we bought P700 worth of gasoline. Sadly,

we returned home without any catch. Life is hard for us because of the prohibitive prices of fuel,” he said in the vernacular. His relative, Guillermo Libawan, said his fuel expense for a fishing expedition doubled from P500 to P1,000. “Sometimes, we would go home empty-handed. With the high price of gasoline, we’re afraid to go to distant fishing grounds because we might not have enough fuel to go home,” Guillermo said. “I hope the government will help the small fishermen here,” he added. Both Ruel and Guillermo chorused they have not heard of any news that the government will grant them subsidies. Meanwhile, Dominic Salazar, president of the Socsksargen Federation of Fishing and Allied Industries, Inc. (SFFAII), appealed to the incoming Marcos administration to suspend the excise

and value-added taxes on fuel products to give relief to fish producers. On Saturday, he said that tuna fishing companies have been recording significant spikes in their operating costs due to the soaring prices of fuel products. SFFAII has been engaging with the city government and other national government agencies for possible remedies in light of the situation, he said. “We might be able to sustain our operations if these taxes are removed,” said Salazar, who is also the president of tuna fishing group South Cotabato Purse-Seiners Association. BARMM gears for in-person classes COTABATO CITY – Policies governing the resumption of faceto-face (F2F) classes are being hammered out, while financial assistance is being eyed for some 1,200 Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) schools for sanitation purposes. These are some preparations for the resumption of face-to-face (F2F) classes for the school year 2022-2023 in August, Alfadhar Pajiji, BARMM Ministry of Basic, Higher and Technical Education (MBHTE) assistant secretary, said Monday. Pajiji, who is also the focal person for F2F implementation, said teachers and pupils in public schools have shown "interest and excitement for the resumption of normalcy” in the BARMM educational system. BARMM opened limited F2F classes to some 120 schools in the region during the current school year. Pajiji said MBHTE and representatives from the Ministry of

Health and other partner regional agencies have been meeting regularly to refine policies that will govern the restoration of inperson classes. MBHTE is coming out with an Inter-Ministry memorandum circular on the implementation of F2F learning in the region. “This aims to give public schools to come up with fast and efficient processes as they prepare for the resumption of in-person classes,” he said. He said MBHTE is working closely with the Bangsamoro Transition Authority (BTA) for financial assistance to some 1,200 public schools to fund health and sanitation facilities as well as important supplies to ensure school children are safe in their classrooms. Baste in the same dilemma with BBM

False memories and poor research BACK in high school during one trip to Bataan, my father’s hometown, I was asked how many days it took for my brother and I to travel from Davao City to Luzon... by plane. I found that quite amusing for a time and even laughed when I narrated to friends later about ‘how lost in time’ these people were. Only then did I realize later on that it may have been the other way around; they felt we had been the lost ones, and now we were finally ‘found’. Imagine, even that far deep in the provinces, they have already thought that we, being from “Mindanao” looked as though we just came out from the bushes. Even as I lived in Metro Manila for almost all of five years, I’ve grown accustomed to the street misconceptions associated with people coming from Mindanao. Even with the slightest hint of ranking, these were almost as common as typhoons and Quiapo pickpockets (where I lived for a while), so much so that, I thought this was just how it was with metropolis thinking. In many ways, that might as well be the way of the world. Karma rules. You get back what you give out. In high school for example, which may have been a trying time for everyone, the possibility of being bullied and you retaliating or bullying your way out of situations yourself (to survive), eventually makes you think, I deserve some of this that’s given me. Then, as one grows older, you realize something is wrong with this picture and karma really has nothing to do with it. Sadly, the bias still lives, breathing a life of its own Correspondents:

because there are still myopic and entitled people who cling to outdated knowledge that nothing can change at least without their knowing it. While this bias is not as extreme as its racist brother, it’s nevertheless damaging. Starting with kids who at first innocently tease other playmates because of their little differences, then dubbed by elders as “cute”, reinforced into maturing years as acceptable, then later on to adult life as normal, the pattern continually asserts itself. So, as we come to this hoopla about ‘good-luck-to-us’ Mindanao as a tourism spot, it may be better we not even think of developing our beaches and resorts further. they will always be as beautiful and breathtaking to look at as they are. It’s that certain overhaul in thinking that should first be put in order because the old idea; that imperial outlook that some people still lord over others, has already become as stale as the outdated brains that house it.

LIKE the President-elect incoming Davao City Mayor Baste Z. Duterte is also currently placed in some kind of a “tight fixed.” That is, if he is to give in to pressures for him to accommodate his own trusted leaders and big-time supporters and give them department leadership positions at City Hall. Baste is also well aware that the present department heads, mostly, if not all, are appointees of his elder sister now incoming Vice President of the Philippines. Baste may only have a very little elbow room to maneuver in order to give his top backers department head positions at the local government. One thing certain however, is that VP-elect Sara will take with her to Manila her City Administrator Atty. Zuleika Lopez. Personally we believe that she is one, if not the most trusted person of the outgoing city mayor; her woman Friday. We can already sense it when lawyer Lopez was personally picked by Sara as head of her transition team to discuss the processes for a smooth turn-over of the OVP from the current occupant to the newly elected. It is also likely that the outgoing lady mayor will take along with her to Manila someone from her present department heads to act as her spokesman since her current mouthpiece Mayor Christina Garcia Frasco of Liloan in Cebu will be heading the Department of Tourism. She cannot do both at the same time. And there may be others who the forthcoming VP will tag along because of her confidence in their work. So, whoever he, she or they will be that VP Sara will pull out from City Hall the vacancies that will be created will be the ones that Baste can easily fill in with his own men or women. It is another story of course if the youthful new mayor will do an act that his father the outgoing President did when he was still mayor of the city. That is, “put in the freezer” some to him are less desirable occupants of certain department head positions. Meanwhile, at the national level, incoming President Bongbong Marcos Jr. hasn’t divulged any new appointee to his incoming Cabinet in the whole of last week. Speculations are rife that the President-elect is struggling with himself in balancing his choices for the remaining Cabinet secretary positions still unfilled. There is no doubt that Marcos Jr. has his own personal preferences but he too has to consider the concessions asked of him by the leaders of the many support groups who worked hard for his election. Any not properly thought of appointment he will make will definitely hurt some groups who backed his candidacy and perhaps helped foot some of the bills in his campaign. Nonetheless, it is admitted that in the process of organizing a new administration not all can be pleased. And as experience will bare us out, as soon as certain groups or even individuals feel that they are being left out or their demanded concessions are not accommodated they become sudden critics of the evolving government. ************************** From our own perspective the desire of the Marcos Jr. administration as embodied in the campaign pitch of his team which for unity, can never be achieved. Why, because even at this stage where Bongbong Marcos Jr. has already been proclaimed and his election has been acknowledged by leaders of several countries, his political rivals, more specifically defeated candidate Leni Robredo, still remain in the attack mode. The group’s leaders and trolls, hiding in the comfort of their fictitious social media accounts, keep their bombardment on the legitimacy of Marcos Jr.’s election. They are even helping each other lift Robredo’s bench if only to prove that their candidate is the much better option for the Filipinos. ( / ROUGH / 7)

GPH and MILF on the Bangsamoro Peace Process THE Implementing Panels of the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) meeting was marked with mutual trust, sincerity and commitment to collaboratively work towards the continued implementation of the peace agreement including the Bangsamoro Organic Law (BOL) that will benefit all peoples in the Bangsamoro. The Parties agreed on the following resolutions/action points, bearing in mind the spirit of continuity, stability, and sustainability of the peace dividends and in view of the developments in the Bangsamoro peace process: The GPH Panel shall communicate to the MILF Panel the proposal of the GPH for the transition of the International Monitoring Team (IMT) for the immediate resolution of the IMT’s status; The Panels shall continue to discuss the socioeconomic packages for decommissioned combatants; The Panels agree to reconstitute the Working Group for Vulnerable Sectors, which was created by the GPH and MILF Peace Negotiating Panels in 2016, and to direct the Working Group to submit its formal report; The Study Group shall submit its report on the Small Arms and Light Weapons (SALW) program for other MILF weapons to the Joint Normalization Committee (JNC), and the JNC shall submit its report to the Panels; The MILF Panel shall study the GPH Panel proposal on the involvement of the Bangsamoro Government, particularly the Ministry of Public Order and Safety (MPOS) in the disbandment of private armed groups; The Panels agree to include humanitarian reasons in the qualifications for the issuance of safe conduct passes to MILF personalities, pending the effectivity of the amnesty process, but the GPH Panel shall decide on a case-to-case basis the qualification for humanitarian reasons;

JOINT STATEMENT The Panels agree to create a technical working group (TWG) for the police force for the Bangsamoro that will make recommendations including the drafting of executive issuances; The Panels advise the joint TWG on Transitional Justice and Reconciliation (TJR) to also invite international experts to provide advice on the crafting of the TJR roadmap; MILF Panel to study and come up with inputs and comments to the draft declaration of continuity on or before 6 June 2022; and On the invitation of the Third Party Facilitator, the Parties considered to hold a special meeting in Kuala Lumpur, Malaysia before the end of the current administration. However, in case of exigencies, the Parties may invite the Third Party Facilitator to hold the meeting in Manila, Philippines. The Parties expressed their mutual commitment to pursue dialogue through a problem-solving approach on the remaining issues on the implementation of the Normalization Process to ensure inclusive solution for the interest and welfare of all Bangsamoro. The Parties firmly commit that the path to peace and the continued implementation of the Comprehensive Agreement on the Bangsamoro (CAB) and BOL remain as the only viable solution in achieving durable peace and development in the Bangsamoro. As such, the Parties acknowledge their responsibilities to work in the spirit of partnership and with earnest optimism and commitment to faithfully implement the peace agreement.

The Parties expressed their gratitude to His Excellency President Rodrigo Roa Duterte, under whose leadership and firm resolve to a just and lasting peace in Mindanao, the Bangsamoro Organic Law was ratified and the Bangsamoro Government was established; to Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) Secretary Carlito G. Galvez Jr. and the members of the MILF leadership under the leadership of its chair and now Interim Chief Minister of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Government Ahod B. Ebrahim for their unwavering commitment to pursue the implementation of the CAB and BOL; to the Intergovernmental Relations Body (IGRB) and the Inter-cabinet Cluster Mechanism on Normalization (ICCMN) for their steadfast support towards achieving peace and development in the Bangsamoro; and to the members of the different peace process mechanisms for their perseverance and invaluable contribution to the Bangsamoro peace process despite challenges brought by the pandemic.

Marcos, Sr. He also dedicated said book to his wife, Eleanor, and children – Lynne, Eliza, Anne Stacey, Venessa Marie, and Jose Arturo.” It has been said that, “If one does not remember one`s history, he is bound to repeat it.” Our question is: “What is the history of President Marcos, Sr.`s administration being taught officially by our schools? As far as I know now, there are two versions of Marcos, Sr.`s presidency! Is the real version the one being taught officially by our schools? According to a history teacher, she teaches both versions and lets her students

But somehow, the value of the compassion that accompanies the action was badly eroded by the hidden but overt intention behind the move. We also hope and pray that the President that we elect should be a healer, unifier, inspirational visionary, servant, transparent and transformative. Furthermore he/she should have integrity, competence, commitment and compassion. He/she must also be exercising participatory governance, adopting a whole-institution approach to complex and challenging task-the “bayanihan” way. Our new President should always be aware that a crisis situation demands excellent leadership. May our new President organize a “Team of Rivals” Cabinet for the solidarity of our people and nation. Our article “12 Things of Our new President in 2022 Should Do” would be a good guide for him/her. Lastly, our new President should be fully aware that “patronage politics results in poor governance by “Docile beings” rather than those who govern with intelligence and capability. Thus, beware, Undoubtedly, this is a very interesting and challenging times in our history. Our people welcome our new President with great expectation when another Marcos returns to Malacanang soon. The famous promise of “I shall return” of General Douglas MacArthur to the Filipino people when he left the Philippines with our President Manuel Quezon and Vice President Sergio Osmena during the early part of World War II seems being duplicated by this current happening.
