Davao Region positioned to become global logistics hub
BY NICOLE BAULOS BURLASTHE REGIONAL Development Council XI (RDC-XI) aims to develop local air and seaports to turn Southern Mindanao into an international logistics hub.
During the Davao Regional Development Plan 2023-2028 press conference last May 23, RDCXI co-chair Arturo Milan in the shipping industry, which is why development is needed.
This plan involves the upgrading of the Davao City International Airport and Sasa Port, as well as the development of Panabo Port.
Aside from improvingping industry, it will also
create opportunities for international markets.
“We have an advantage in terms of access to international markets. That’s why we should be looking at international logistics hubs in Southern Mindanao,” he said, “this is the comparative advantage that we have to develop, to make Davao Region as an international logistics hub in Mindanao.”
Milan also said they are campaigning to have many to Davao.

PEZA-registered enterprises in the Philippines are expected to have a positive start this second half of the year, as the passage of Revenue Regulation No. 03-2023 on April 27, 2023, made it easier for them to avail of Value Added Tax (VAT) zero rating. This new regulation removes the requirement for local suppliers of goods and services of
BY WENDELL GANHINHINRegistered Export Enterprises (REE) from securing prior Bureau of Internal Revenue (BIR) approval for applying VAT zero rating on its local purchases. This effectively lessens the burden of the process of acquiring the grant of VAT zero-rating for registered enterprises.
Prior to the passage of the amendatory regulation, local suppliers of REEs had to secure BIR approval transaction i.e. whether the local purchase of goods/ service is directly or exclusively related to its registered activity. This is notwithstanding the fact that REEs are already required to obtain VAT Zero-ratingtion Agency (IPA). This meant that REEs and their local suppliers had to go through a 'double approval' process in securing the grant of VAT zero-rating, which included approval from the IPA and, thereafter, approval from the BIR.
However, with the effectivity of the new regulation on April 28, 2023, local suppliers of REEs will no longer need to seek approval from the BIR. After

Forest guard training empowers IPs to Davao Oriental protect ancestral lands
DAVAO ORIENTAL – Pressures on the Davao Oriental Provincial landscape arise from the social and commercial demands for terrestrial resources as a means of alleviating poverty and improving the quality
Deforestation and forest degradation in the forest land and wetlands in Davao Oriental continue to persist unabatedly. From 2000 to 2021, Davao Oriental lost 51.5kha of tree cover, equivalent to an 11% decrease in tree cover since 2000 and 33.3Mt of CO2 emissions (Global Forest Watch). Forest clearing for agricultural expansion and timber poaching is prominent amongst the upland communities. Human settlements and indiscriminate harvesting of resources are also active in the province due to the growing population.
The indigenous communities in the area, recognized as stewards of the land, are responsible for maintaining ecological balance and restoring denuded areas. However,
they have not yet achieved full self-determination due to complex reasons. Empowering these communities for effective forest landscape governance systems is essential to increase control, surveillance, and enforcement over ancestral domain areas.
vation and sustainable development, the BaiAni Foundation and Kennemer Eco Solution have strongly supported the Provincial Tribal Council-Mandaya and Kagan Cultural group of Davao Oriental in their role as stewards of the land. The organizations aim to protect ancestral lands through the establishment and operationalization
THE late actor Orson Wells once had something meaty to say about ignorance.
‘There is no other authority (on earth) that’s like it ever.’ That is why most often, one just has to shake your head whenever loose-tongued comments and critiques are posted on social media nowadays.
While indeed there’s never any clampdown on whatever anyone wants to express freely especially in that platform, at the very least, certain parameters (unwritten if you wish) still need to be established if we were to call ourselves civil. After all, the invisibility cloak that is the internet temptingly offers one certain powers not commonly available in face-to-face encounters and conversations.
Terms such as ‘being burned at the Twitter stake’ are just but some of the reactions to the continuing onslaught of below-the-belt comments proliferating in the internet. If we were to delve deeper as to why people behave this way, then let’s just leave it to those who analyze certain disorders. For the meantime, let’s stick to what an acquaintance of ours loves to say: that tells you something about the guy. So as starters, practicing politeness should be the more welcome demeanor.
Then for number two, it’s highly recommended that we carefully read whatever is posted before we blow up like geysers. While misinterpretations are forgivable, (meaning these can still be discussed at length later) reading a text wrong then raising a storm makes one appear silly. Even at the most innocent, like in some personal ads where the price of an item is clearly posted, ‘how much?’ is still the most common query in the threads. Many a time, I myself sheepishly apologize for reading so hurriedly and missing out on key words.

Who’s delaying
NOW we are starting to doubt the veracity of reports that the family of the young man who was killed by a non-uniformed personnel of the Philippine National Police (PNP) Region XI -- a medical doctor -- really appealed the resolution of the Davao City prosecutor handling the case with the Department of Justice (DoJ).
of Investigation (NBI) task force investigating the case against the doctor was murder. Meaning, had it been afbailed himself out.
Unfortunately, and to the chagrin of both the investigating group and the relatives of the slain victim, the prosecutor’s resolution downgraded the charge from murder to simple homicide. Now the accused doctor is scot free doing his things like the so-called “bird on a wire” just viewing his supposed cage.
Right after the prosecutor’s resolution came out the victim’s immediate relatives issued a statement that they a year since the issuance of the resolution and supposed not heard from them of any progress of any progress.
Then, even as this may be a bit too many years ago who said, to never complain about not reaping anything from a work you didn’t put in. In the same context, as much as possible, we should save one’s comments to subjects you’re directly involved in or have ample knowledge about. Granted, while this is natural among friends and other mates who can also rib each other no end, strangers often freely inject clearly alien cents-worth of opinions just to be part of the online conversation.
In the ongoing NBA playoffs for example, if one reads through the threads, the colorful exchanges appear like a rap battle that’s not limited to two, but simultaneously played by a hundred actors on all fronts. From criticizing a person’s game analyses to downright insulting family members, there’s just no limit to the comments. Ambushed by trolls, many like to say, but what’s really true is that it’s always open season in the realm of social media. if you can’t take the heat (not Miami), get out of the oven,

The victim’s relatives’ silence is deafening. And this makes us wonder if at all there really was an appeal submitted to the Justice Department. And if at all there was, how long will it take for the DOJ to resolve the appeal?
Now should people be surprised if there are some of them will resort to taking justice by their own hands if those who seek it are made to wait for eternity? Of course or sent for review by the DOJ ever single day as against the number of employees doing the appropriate job for the immediate or fast resolution of the cases may be unrealistic. But for such case as the downgrading of the charge from murder to simple homicide may not be really requiring the DOJ guy where the review is assigned too long a time as one half of a year to determine whether the appeal has merits or none. As usual though, the men in that Department will always point to obstacles for the early resolution that are “built-in” on the laws that are also
To whom therefore shall we look upon when we hear this common adage “Justice delayed is justice denied”? Should it be on the Justice Department, or in the country’s legal system? ****************************
If until now the Special Investigating Task Group (SITG) probing the rape-slay of a lady architect who was a resident of Durian Village in Calinan has not come up with any lead that could identify the suspect or suspects, then the situation itself is more than enough lead. Only that the agents may not have yet perceived this.
Yes, the owner of the tricycle used in the commission of the crime could even be a leading suspect. Or if not, he or she might have obstructed justice. The Ombak owner , if he is not the one who did the dastardly crime, could be protecting the criminal who could be his closed relative/s that he/she would not want apprehended by the police. Look, if his vehicle is not the one used in the crime then he would not have withdrawn it from the road. Or, he would not have allowed it to be repainted, if that is what is happening.
And assuming that the driver is not the owner’s close kin and did not return the tricycle to the owner’s garage, then he/she would have already reported the loss of his/ her vehicle to the police, then pointed to the driver as the possible tricycle robber.
Recognizing this as a major lead, the SITG can now
The SITG agents can after all, coordinate with the distributors of that tricycle model, as well as with the Land which units had not been issued Plate numbers, the body color, to whom these are sold, and the buyers’ addresses.
Of course, with the P1 million that Davao City’s First District Congressman Paolo “Polong” Duterte has comand arrest of the suspects the SITG agents’ job may not anymore be as cumbersome as many might have thought.
“Grounded…Like Fog at the Airport”
I’M supposed to be in Chiang Mai, Thailand as I write this. I imagined that my column for this week would be about my remarkable time working together with international journalists and media literacy advocates on this exclusive fact-checking workshop to which I was invited. It was supposed to be a week-long intellectual stimulation. Something that I had been craving for some time now. But motherhood grounded me…like fog at the airport.
I had to cancel my participation at the last minute because the care arrangements for my toddler fell apart. My husband was also going out of town for work on the same dates. So, I had to ask some family members to take care of my daughter while I was gone. Unfortunately, some things happened along the way (as usual) and they backed out. So without trusted help and my husband being away too, the primary caregiver a.k.a yours truly, the to resent that word.
I cried about losing this rare chance for professional development. The training was exclusive and organized by a very reputable international news organization. I was paid trip to be with smart people. My husband tried to retorted, “Really? Is that data-driven or you’re just being
I’ve been suffering from a very bad case of imposter syndrome and an emerging midlife crisis since I resigned from my full-time job as a senior high school teacher to stay at home and be with my child. Why? I had a different vision of motherhood, thanks to media images. I stepped into motherhood late in the game and it gave me a rude awakening on the reality or rather the impossibility of balancing motherhood and career. Hiring a stranger as a nanny was out of the question at that time because of my trauma. Though my child is

If you haven’t noticed it yet, most if not all advertisements selling baby products depict only the mother and child, blissful in their bubble. But the reality is that motherhood cannot be a one-woman show. Yet, the lack of support systems often leaves mothers feeling like solo superheroes without a sidekick. Accessible and affordable work arrangements seem as elusive as a good night’s sleep. And like adding insult to injury, one of my former of a teacher who becomes a mother. “ That kicked the bucket for me. Motherhood may have grounded me now like a fog my husband said, as part of his obligation to make me feel better, and more importantly as my number one fan who truly believes in my brilliance, there will be other chances to soar high in my career. In the meantime, I may not be able to do a lot of traveling as a stay-at-home mom, but this roller coaster ride called motherhood is exciting enough.

Mindanao Now, More Than Ever
MINDANAO for decades demonstrated economic growth owing to the abundance of potentials for travel, business and investment.
Yet, the island continuously hurdles the perception that played on its fate for decades --- the adverse impression against Mindanao.
Where did it come from? Science would tell us that this is a function of the brain, the limbic part of the brain that sends a chilling signal over a stimulus. Whenever they hear about Mindanao, others would run into a memory of old Mindanao with strife.
Science can also be addressed. The neocortex, which is the frontal part of the brain, is in-charge of logic, linear and consistent. But relying on the cortical function is not enough. There is the need for emotion, that visceral experience.
That is why, we at MinDA produce studies on safety, security, and peace regularly to convince the public, both within Mindanao and outside, that we have peace and there are dividends of peace.
It is the experience of comfort and convenience that would make one think, imagine and explore things. The feeling that is a pre-requisite for innovation --- positive imagination.
So, we at MinDA regularly present the place to travel --- blue lagoon, white and pink beaches, the long and cascading falls, the green forest canopies and the species that thrive on it.
