Speed bump

However, for the Department of Public Works and Highways, the petition is only a minor speed bump.

According to Bagani Fidel A. Evasco, Department of Environment and Natural Resources XI regional executive director, petitioners Rodriguez et. al reportedly elevated

their writ of continuing mandamus case before the Supreme Court. A writ of continuing mandamus is a legal relief in an environmental case directing the government several decreed acts until

“Ongoing ang (the) MMT or the multi-monitoring team. But as of

today, no movement yet until such time naay (there gikan sa (from the) court,” Evasco told the City Council during its regular session on Tuesday, May 16.

DPWH XI spokesperson Gaudencio Ortiz said Supreme Court is an appeal to overturn the dismissal of the same case by the Court

of Appeals.

“The Department respects everyone’s right to file whatever legal relief they may seek to avail. However, we can only cease our operations if and when the Court issues an order to do so,” he said.

In fact, the agency’s Bureau of Design expects the contractor to submit a detailed engineering design for Samal Bridge’s foundations by the end of

this month.

“This means that we might be able to secure the approved plans for the foundation structures by June or July this year,” Ortiz added. “Once we have the approved plans, we will immediately advise the contractor to commence with the construction works.”

and Samal sides.

While the preparations met some delays due to right-of-way concerns, the DPWH XI is sticking to its target completion of August 30, 2027.

“As far as we are con-pended only because of RROW (road right of way) issues. We have yet to receive a TRO from the SC, if there’s any,” he added.

BOROUGH Lasik Center offers an affordable alternative to correct vision using Schwind Eye-Tech Solutions, which utilizes high-caliber laser refractive technology.

The center currently offers three services: LASIK (Laser-assisted in situ keratomileusis), PRK (Photorefractive Keratectomy),

and PresbyMAX. During the Kapehan sa Dabaw at SM Annex on May 15, Dr. Ernesto Evangelista, one of the center's surgeons, said they only opened last year in Davao and have operated on more than 5,000 patients since.

LASIK is one of the most commonly formed eye procedures to treat

hyperopia, astigmatism, and myopia. PRK treats the same conditions, albeit the procedure is different.

A Lasik eye package for both eyes costs P60,000. In contrast, patients would have to spend P100,000 to P200,000 if they opt for surgery in Manila and abroad. The entire

MARAWI CITY (PIA)--The Regional Bangsamoro Board of Investment (BBOI) seized the opportunity to showcase potential investments in BARMM at the 9th Annual International Conference and Exhibition 2023, May 1-3, at the Grand Hyatt Dubai, Dubai, United Arab Emirates.

The event provided a platform for BBOI to open more doors to investments in BARMM, with the team inviting participants to explore the region's beauty and immerse themselves in its diverse range of industries.

Represented by Chairperson Mohamad Omar Pasigan, Member of the Board of Governor Datu Habib Ambolodto, and Bangsamoro Economic Zones Authority (BEZA) Executive Director Lawyer Sukarno Abas, BBOI emphasized that BARMM is a thriving hub of innovation, progress, and growth.

"Our region is more than just a pretty face. It is a thriving hub of innovation, progress, and growth, with a diverse range of industries that provide endless opportunities for businesses of all sizes," said Pasigan.

Pasigan added that it is home to cutting-edge tech-

nology companies, leading research institutions, worldrenowned universities, and a range of innovative startups that are making waves in the global economy.

More than 1000 participants, including delegations from free zones, senior policymakers, business executives from around the world, multilateral organizations, investors, and academics, attended the event.

The World Free Zones Organization (World FZO), a global association representing the interests of free zone stakeholders, organized the event with the theme "Global Trade 2.0: Zones, An Ecosystem of Trust Driving Prosperity."

"We persuaded them to consider making an investment in the region because, when they do, they will be investing in a brighter future for themselves, their businesses, and the Bangsamoro community as a whole," Pasigan further said.

With multidimensional changes in economic, social, and technological spheres, the expo was a crucial tool to engage with counterparts and peers internationally to exchange ideas, share information, and have strategic discussions.

AIDS in Mindanao (Alagad Mindanao), said the youth from that age bracket are highly vulnerable because they are sexually active and economically productive yet also misinformed.

However, for the upcoming 40th International AIDS Candlelight Memorial and Mobilization on May 21, Mahinay asked Davaoeños to “spread love

and solidarity to build stronger communities” and address discrimination and stigma toward people living with HIV.

“ Swak gihapon ug tama ang kampanya nga we have to spread love and solidarity tungod kay ang mga PLHIV gina discriminate gihapon, naa gihapon tong stigma. So, pakusgan ang information

(the campaign’s theme to spread love and solidarity is still relevant because the PLHIVs continue to face discrimination and stigma. So, we need to strengthen awareness),” he said.

Mahinay added that distributing free condoms to prevent HIV/AIDS would never be enough without proper education.

In line with the empha-

sis on proper family planning and sex education, Herminigilda Escalante, Family Planning Organization of the Philippines (FPOP) chapter program manager, said the misconception that withdrawal is the most effective way to prevent pregnancy is still prevalent among the youth.

She said the average

age of teenage pregnancy before was 17, but now it’s getting younger.

“Mas vulnerable ang mga bata karon na mabuntis tungod bata pa kaayo gidugo Kasagaran mga bata karon na mabuntis nga mga teen kay pagtuo nila withdrawal is family planning method, sad to know (the youth now are more vulnerable because

they have their menstruation early and they believe that withdrawal is a family planning method),” she added.

Escalante said it might be practical to focus on values formation through the church since 90% of Filipinos are part of the Christian community, but most of the youth chose to be agnostic.

“The Battle of Fantasies: His vs Hers”

So, still I wonder...how do babies really see the world? As I mentioned many times before, our family never seems to run out of little feet. We have, at latest greats combined. That number, at close range, adds heavily to my personal question. One thing is sure though; they’re viewing the world differently from each other. But wouldn’t it just be great if we could only get a glimpse of what’s going on in those developing minds?

Actually, the world’s no help either because I have yet to read literature which starts with: ”When of that topic at Fully Booked, The memoirs of a one-year old.

FORTY-SOMETHING FIRST-TIME MOM

I BELIEVE it’s high time we address the elephant in the room— husbands and their perilous penchant for fantasizing about other women. Now, before anyone accuses me of being an overbearing shrew or a bitter banshee, let me assure you that I am a fan of fantasies. As someone who graduated with a degree in Creative Writing, fantasies are my bread and butter. The main difference though between a man and a woman fantasizing is that society has given the latter some leniency to act on it while the former gets nothing but a Scarlet Letter on her forehead.

This week, I found myself as a troll target when I was popular celebrity slash engineer slash podcaster slash digital influencer. He recently found himself in the face of being canceled when he proudly said that he, as a married man, still fantasizes about other women and that it’s “normal”, and that he actually has a chat group where he with other fantasy-loving husbands like him share pictures of their “fantasy women”. He made it sound like they were just playing some fantasy NBA team but many people saw what it really was. It was a revelation many people did not expect that would come from a seemingly squeakyhas a responsibility.

His legion of male fans bashed me online for my criticism with a scoff “Women!” One even commented, “You’re safe, no one’s going to fantasize about you.” Thank God for that. I don’t know how he was able to come up with that conclusion. Perhaps God no one will ever fantasize about me or my body because I don’t need that to validate myself as a 40-something mother. My body carried the weight of 3 children. My belly was sliced all through 7 layers and stitched back again 3 times! I don’t have any intention to be any pervert man’s fantasy.

First and foremost, what is a fantasy, anyway? Fantasies are the product of a vivid imagination, a surreal alternate reality where anything goes. It’s like watching an action movie— thrilling, enticing, and yet completely detached from the actual danger. We all have fantasies. As wives, we may occasionally indulge in momentary thoughts about George Clooney or Chris Hemsworth, or recently Pedro Pascal. However, it’s crucial to recognize the fundamental difference between the fantasiesdles on a windy night, quickly extinguished by the reassuring warmth of our love for you. But when husbands unleash their fantasies, they often take the form of a raging inferno, capable of consuming both trust and intimacy.

Popular psychology has always revealed that when husstart comparing their wives to these unattainable ideals. It’s like judging a delightful home-cooked meal against the glossy photos of a celebrity chef’s masterpiece. Guess what? The deliciousness of the reality pales in comparison to the unattainable fantasy. That’s not a recipe for a healthy relationship.

While husbands may get lost in the spectacle of their fantasies, we wives indulge in the power of subtlety and the allure of the mind. We imagine stolen glances that commutender gestures that melt our hearts. In our world, it’s not about conquering a damsel but creating a soulful connection that transcends the ordinary. That may sound corny or cheesy but hey that’s the reality!

Real women have quirks, imperfections, and morning breath. We fart too. We are multifaceted beings with intricatetic illusion, you risk missing out on the authentic beauty of your wife, the woman who chose you and continues to stand by your side through thick and thin. True, the same breasts you ogled at when you were still dating are the same mammary glands being hijacked by your babies. But it’s not as if you’ve never grown a few white hairs and some wrinkles too.

It’s easy for that engineer to say that his fantasies do not lead him astray because his wife is top-notch. Well, we’re not as equally “blessed” as her to have been able to keep a trim body even after two babies. Good for her that pregnancy didn’t make her skin splotchy and dry with dark pigmentations. Hormones are harsh.

Remember, husbands, you may have chosen to fantasize, with love, laughter, and a wife who deserves your undivided attention even in your mind. It’s about appreciating the magic of reality rather than the mirage of fantasy.

In the words of Oscar Wilde, “The imagination imitates. It is the critical spirit that creates.” So let us all strive to create the most extraordinary love stories, not in our imaginations, but in the beautiful messiness of reality.

DAVAO CITY (MindaNews ) -- Salyo was a teen ager from Moalboal, Cebu when he decided to board a boat to Mindanao. He found his way to our farm and has never left since. He became the "enkargado" of Papa and lorded it over all the farm workers inspite of his very small frame. He was short and his voice was more of a shrill than a boom. He was so loyal and dependable that Mama gave him an additional task as "yayo" (male nanny) to my older sister Manang Ruby.

While gathered around the petromax in the evenings, my sister who was then a toddler, would sit on his lap wanting to be cradled in his arms to sleep. Before long, her tiny hands started to look for his nipples while making soft sucking noises and getting a resounding slap from Salyo. "Gilok, Ruby!" and hurriedly gave her back to my Mama who was overcome with laughter.

Papa has a pet monkey and the buffoon will only Papa carries around and Salyo was the only one given the authority to carry "that thing."

The monkey was tied to a bamboo pole placed between two branches of trees so he can run from one end to the other. One day, he managed to escape scaring all the ladies in the rambling farm house. They were crying for help and within minutes Salyo came to the rescue. Salyo only had to shout and the idiot scampered back to the tree, shivering from fear.

"nino bonito"of my parents. Thus, on Sundays, he drinks "tuba" to his heart's content and by lunch time, starts brandishing his bolo. Almost all workers would run as he makes his way to the main house and starts castigating my mother. Mama would then confront him and curse him and ask him to pack his clothes and return to Cebu. He would go to the bodega where he kept his clothes and roll his mat around them and toss it on his shoulders. "I will never come back because of how shabbily you treat me through the years," he would bark, and make a cross

The following morning, while Mama and her Bagobo househelps were busy preparing breakfast for the family and all farm hands and everyone was being called to the table, there was Salyo, seated on the head table ready to eat his breakfast. This did not only happen once but has

STORIES FROM THE BOONDOCKS SUSAN PALAD

become a regular spectacle in our household. Papa and Mama grew very fond of this tiny bundle of a man and could not bear to let him go.

While others called him Salyo, I fondly called him Pintong. Our house had a balcony covered with garlic and points out the pupa hanging from the vines. They will she promised me. Thus I would spend entire afternoonsrives with his long bamboo "sugung" to gather tuba on a coconut tree fronting the balcony. To this day, I cannot remember who taught me the song but as soon as he starts climbing the tree, I heartily belt out this Bisayan song "Si Pintong manananggot, sa lubing walay udlot, Pagkutkut sa bakukang,si Pintong nabulintong!"

He married Sisa, a widow with two children from a previous marriage. She came visiting a relative who was one of our tenants. She bore him a son, Noel, who accompanied me around the farm looking for bird's nest among the cogon grasses, climb mansanita trees, ride carabaos and swim in the river. Alas, Noel died in a swimming accident in the same river where we swam as toddlers.

While joyfully wading in the running water, we would hear the painful rhythm of the "palo palo" while his mother wooden paddle used to whack dirt from clothes.

We would stop frolicking when Nang Sisa or Mama calls for a halt so we can eat the rice wrapped in banana (breakfast) or brunch (between breakfast and lunch), We in the cool waters of the river.

Nang Sisa died of a heart ailment. How she developed the ailment is another story.

The city was gripped in fear. Everyday, a soldier or policeman got killed in the streets. Agdao had become a their strong presence felt in the villages to include ours.

Mama was then the barangay captain.

During the day, the military came. At sundown, the NPAs arrived.

There are also times when the heavily armed men of the Philippine Constabulary would appear on our doorstep at midnight after an operation in nearby barangays.

We were in constant fear that the military and the NPAs would meet in the house and all hell would break loose. Thus, Mama told the NPAs to stop dropping by, in case the military arrives unannounced.

One day, the NPAs came. They were particularly tired. A group settled in the house of Pintong and Sisa while the others stayed in the house nearby, owned by Bino, their safety. After all, they had been to our farm a number of times and would even play patintero with us when the moon is full.

Unfortunately for them, a "demonyo" lurked. Demonyo is a term for those who tipped the military on the movements and activities of the NPAs. Soon enough, there was a running battle between the two forces with Salyo casualties among the NPAs with none from the government side. Many in the farm carried the burden of putting the dead bodies in a vehicle that would bring them to the

They were all traumatized and not long after, Nang Sisa developed a heart ailment which eventually led to her early death.

Salyo would drink himself to a stupor until he developed tuberculosis. By then, Mama and Papa were long gone but I took the responsibility of looking after him. I brought him to the hospital, paid his bills and brought him home to fully recuperate. When he was fully recovered, I allowed him to go back to the farm.

Two years later, he was gone but that ordinary man from Moalboal, Cebu stayed forever in our hearts where he was meant to stay for good.

(Susan Palad used to be in the government service and later ventured into the travel business. She has retired from both and spends more time at her farm. She is still on denial stage though by refusing to call herself a senior citizen. She still wants to maintain a busy lifestyle)

The Mindanao as it grows beautifully

AS RECENTLY reported, Mindanao posted a 7.2% Gross Regional Domestic Product (GRDP) growth, which though a margin lower than the national GDP of 7.6%, such as the NCR and the CALABARZON fared better in 2022 as these regions spiked up their services sector.

But to Mindanao, this is nothing short of any sort. In fact, we have raised our sails to take advantage of the coming winds of progress owing to the recovery programs of many countries.

top with 8.15 percent growth rate, Region 9 with 7.5 percent, Region 10 with 7.16 percent, Region 12 with 6.59 percent, Region 13 with 5.9 percent, and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) with 6.61 percent.

The positive economic performance can be attributed to multiple factors as explained by the Mindanao Development Authority including the “continued growth of the infrastructure and tourism industries, and the increasing investments in the region”.

The peace, safety and security had made shore on the growth effects attracting more investors and tourists to the area in the past years.

This growth report is timely and relevant, as in the MinDA Report, an estimated 500,000 households were lifted from the poverty situation in the last 5 years. There are plenty of positive things happening around. Many places that were unknown in the past are not being known and the gap in the information is becoming narrow. In general, there is a growing atmosphere of exchange, trade and living.

The growth effects found their way in the industry, and felt in the local economy.

EGALITARIAN

Why is this important?

Knowing the structure of growth reveals also the hierarchy of effects of economic growth, and if the growth is oriented with production in agriculture and in informal labor, then at least we can see an economic welfare effect.

When ordinary households start to spend more than the basic spending, we are speaking of a growth that is inclusive. Consumable and non-durable products are purchased and sold which speed up the velocity of money, and creates multiplier value in the economy.

This is just wonderful. This is beautiful.

Why? Because everybody will experience improvement in the purchasing ability to acquire products and services.

income will lead into an increase in purchase of necessities. And another round of increase in income sets the preference for wants.

When people spend on needs, the welfare effect is

huge but the demand is inelastic.

This means that for an additional unit of the product or services provided, the amount by which the people are willing to pay, fell lower than the rate of increase for the additional unit as provided.

The reverse occurs if the people start to enter the wants domain, it is the dimension for elasticity.

This means that for an additional unit of goods or services provided, the people are willing to pay at a rate greater than the additional unit produced.

This is capturing the marginal propensities to consume of the household. This signals public investments
