Davao ArtFest in Full Swing

THE DABAWENYO Artists Federation, Inc. (DAFI) is organizing the Davao Art Festival at La Herencia, Torres Street, from May 12-19, 2023.

The eight-day festival will showcase 14 Davao-based visual artists groups, art-related activities, and artistic performances.

DAFI has been mounting art shows exhibit, DAFI is unfazed and ready to face the challenges the Davao art community faces. So far, having mounted three virtual shows and two major onsite art events in SM Lanang Premier and La Harencia Davao Art Space, DAFI art events have thrived and garnered quite a following.

The federation comprises 14 artist groups, namely BaiHinang, Floral Artists of Davao, Bintana Art Gallery, Artists Initiative, Piguras Contemporary, Art Sanctuary, Art Pavilion, Davao Watercolor Society, Tabularasa, Pintanao, G.A.M.A., Guhit Pinasm, TM Artists, and La Herencia Art Space. These groups have a membership of a wide variety of artists. years, while others are tapping into their creative wellsprings. All these groups will exhibit their best works: sculptures, installations, and paintings.

Founded in 2020, DAFI was created

because many Davao artist groups wanted to unite and achieve common goals. This need and clamor for unity resulted in a melding of ideas and opinions in 2019. Its vision is to become the foremost cohesive visual artists organization in Davao City. Their mission is to establish an ecosystem of marketing processes to help artists sustain their creativity and be able to live on their art. It also desires to establish an artistic environment where artists can relentlessly produce artworks with utmost excellence, honest-to-goodness, creativity, and humility of heart. Furthermore, it also wants to provide an avenue for artists to uphold their rights and welfare.

The Davao ArtFest 2023 provides opportunities for artists and gives Dabawenyos an art experience where they can see a broader range of artworks. This is an opportunity to immerse themselves in the Davao art scene, engaging with the artists within themselves.

This has been the dream of DAFI president Josie Tionko and vice-president Victor Secuya. They have envisioned providing opportunities to broaden the Dabawenyos’ awareness and interaction with art. Together toward realizing this dream.

PH and Indonesia bolster cross-border cooperation

THE PHILIPPINES and Indonesia (PHIL-INDO) once again bolstered their cooperation in protecting the borders of both countries, as the 37th Coordinated Patrol (CORPAT) kicked off this year at Manado City, North Sulawesi, Indonesia, from May 3 to 7.

CORPAT PHIL-INDO is a bilateral patrol between the Philippine and Indonesian Navies, carried out four times a year through Harbor and Sea Phases to foster interoperability and secure the maritime borders of both countries against piracy, smuggling, illegal crossing, and other criminal activities.

Present at the event were 35 delegates from the Philippine Border Commit-

THE REGIONAL Anti-Cybercrime Unit (RACU) recorded nine online libel cases, eight scams, and two violations of R.A. 9995 or the "Anti-Photo and Video Voyeurism Act of 2009" since January this year.

IT must have been for me the only explanation. The mind just would not easily let go of a good thing. Or it could also be that, for any brain activity, what is really needed is a good soundtrack.

Last weekend, I was again at a small reunion of old theater friends; some of whom I haven’t seen since the 80s. The occasion was the yearly visit of one of our actors now based in the US who’ve made it one of her goals to gather whoever’s available at this time of year, her vacation schedule.

years of the pandemic), the resulting meet-ups had always been wracked with rambunctious laughter, impassioned singing (of both covers and originals from our numerous theater productions), and lastly, the fondest recollections of both good and bad times. As for the latter, with each meeting, it seems we won’t ever get used to the feeling of losing some members who have moved on.

I remember one classmate in high school who’s now a radiologist. During one checkup, who told me, “It’s funny, when we were younger, the topics whenever we met always centered around where to go, what to drink and who’s going out with who. Now, whenever we see an old classmate, it’s just to talk about who has recently died.” And who are left,

DECEMBER

along with a handful personnel, we completed Mindanao study on trust, respect, safety, security and satisfaction.

The study is expected to regularly measure the people’s perception of their lived experiences of safety and security, and create a map showing the Mindanao safety landscape.

It is important to measure Mindanao safety because Mindanao is a favorite victim of negative impressions, object of false claims, and nefarious projections.

Look, when a shooting happens in Mindanao, which happens everywhere across the globe, travel advisories to Mindanao are issued immediately.

It is a disservice to the many endeavors to bring peace and development to Mindanao, when a remote incident is reported as if it covers the whole island.

I would have added.

When my dad was still with us, he had likewise talked and complained about such. During one Sunday he said, all my close contemporaries are gone and he’s just realized he was the only one left. I guess now, with a happy thought I think he and his old pals must be shooting the breeze somewhere yonder, with the mum smiling under a shade.

Alas, for these ragtag group of theater practitioners now scattered all over and separated by the boundaries of work, country borders and beliefs, that scenario of no one left standing is still a long time coming. That must perhaps be the reason why I totally get it. Reunions at best, are only made more meaty and more enjoyable if done at the least, yearly or after longer intervals. Otherwise, they will have lost their magical thrill and just feel like any other weekly meeting of lonely hearts or any regular game of cards some old buddies love to do every weekend.

It has already been three days and I am still hearing the songs we have sung that Saturday night as I prepare breakfast and the last lyrics I play in my head before I doze off to sleep. Isn’t that a good thing? All these good people playing in my head as I again reminisce how reckless we have been in those younger years.

People outside of Mindanao, or those who have not been here, are confused with Mindanao’s geography. The island is a bit smaller than South Korea, much larger than Hungary, Portugal, and Austria in Europe. These are countries the size of Mindanao.

And I have the science to prove that Mindanao is safe, that Mindanao is peaceful.

With more than 7,000 participants in a recently completed study of the Mindanao Development Authority, from January to February 2023, Mindanao obtained 88 percent safety rating. This is 4 percentage point higher than the 2020 Bicol Region study which reported 84 percent safety, and way higher that the 2017 NAPOLCOM where NCR posted 53.5 percent public safety.

In addition, the MinDA study also found out that the safest provinces are Basilan in BARMM, Zamboanga Sibugay in Western Mindanao, Iligan City and Lanao del Norte in Northern Mindanao, Davao del Norte in Davao Region, Sultan Kudarat and South Cotabato in SOCCSKSARGEN Region, and Agusan del Sur in Caraga.

This is the science to prove that Mindanao is a safe haven for investments, travel, and living.

The many foreign nationals who have built a life and poured investments over the years, the public safety and the living testaments of how safe Mindanao is today.

That is why we have to communicate the fruits of peace and development. We have to communicate with logic and science the ground realities. We have proven that development assures peace, and peace accelerates development.

And when harmony is disrupted, we have to communicate that disruptions happen anywhere in the world, why would Mindanao be singled out and seen uniquely with it?

When it happens in Mindanao, in fact there is nothing to worry about as these punctuations to security are remote and distant in between.

What is true and evident in Mindanao today is its peace. The peace has its dividends in the form of increas-

“The Many Metaphors of Mothering While Grieving”

MOTHER’S Day will always be bittersweet for mothers who have babies both in heaven and on earth. I’m part of that club. And just like how we often argue that motherhood is unique for every mom, many people still make the grave mistake (pun intended) of looking at a grieving mother as one of the same things. But nothing could be further from the truth.

Motherhood is often described using metaphors: it’s like a marathon, a rollercoaster, a juggling act. But for mothers who are parenting a new child while grieving the loss of another, the metaphors become even more complex and poignant.

It’s like trying to dance with one foot in the past and one foot in the present. The steps are slow, the movements awkward, and yet you must keep moving, keep dancing, even when it feels impossible. It’s like walking a tightrope, trying to balance the weight of grief on one side and the demands of motherhood on the other. It’s like standing in the middle of a storm, with the wind and rain battering you from all sides. And yet, in the midst of the chaos, there is one that is both devastating and hopeful.

Motherhood is often likened to a never-ending swim in rough waters. But what happens when you’re thrown a boulder to carry while you swim? This is the reality for mothers who are grieving the loss of a child while trying the metaphor that best explains the struggle.

On the surface, it would seem like these mothers have the same problem. They’re all drowning. Period. So, throw them the same lifeboat in the form of cliché comments, like “just move on” or “everything happens for a reason”. Right? No. These words really do nothing but have our pain and suffering reduced to a Hallmark card platitude.

Along with that, the City Council passed a resolution recognizing the importance of the Davao Citizens Media Council.

Peralta also said journalists must also be mindful of the responsibilities that come with their job.

“Because it is not only just whether it is negative or positive, all of that will have an impact,” he said.

“What we’re trying to do here is to establish an atmosphere of transparency and, at the same time, get the trust of everybody to

To be blunt about it, we don’t just need any of these nobody can help us but ourselves, it’s really not that easy to get on the raft on our own while you all cheer from afar. But we get it. CHR underscores that the same observations and recommendations were raised by the International Labour Organisation (ILO) High-Level Tripartite Mission (HLTM) during their visit in the Philippines on 23 to urged the government to establish “a single presidentially mandated body to comprehensively identify and address all outstanding cases of alleged labor-related extrajudicial killings and abductions with priority emphasis on criminal investigation and prompt prosecution and accountability.”[4]

CHR hopes that EO 23 will directly comply with the above recommendation. The creation of the panel is a step towards resolving persisting labor issues and upholding labor rights as enshrined in the Universal Declaration of

work together for a freer press.”

According to Peralta, the media council is still in its formative stage. One of their plans is to develop a roadmap of activities to deas consulting stakeholders to gather inputs.

“The council is for everyone. It’s not just for a select few. That’s the way we like to model [it] like in Europe, in Sweden, where the press is freer, but at the same time responsible,” he said.

The nature of the media

Getting out of this abyss is often tempered by fear. left by the two who came before. The joy of my new of my older daughters’ smiles that we will never see again. The excitement of watching Andrea taking her Lyanna never got to walk at all. But every time I decide to wallow in these waters, the waves of guilt would come crashing over me. Andrea needs me to swim forward and seek peace on dry land because what I won’t heal from will be passed on.

The struggle is different for each grieving mother. But for a grieving mother with a remaining live child, the goal is the same: to stay alive. And so we persevere for every moment of heartache, there is a moment of joy. for every fear, we extract courage from our living child.

He also urged the police to ensure that the journalists get adequate protection from harassment and

In the interest of participatory governance and genuine democracy, it is also crucial that the panel engage in meaningful dialogue with workers' organisations and other relevant stakeholders. We note that some workers' organisations have been CHR hopes that the interagency committee to be formed remains impartial and objective in the conduct of their duties to truly serve the ends of upholding the human rights of all.

the Philippine News Agency (PNA).

Last week, Finance Secretary Benjamin Diokno said the banks would be legally merged by November this year, with Malacanang expected to issue the Executive Order (EO) within this month.

The merger, approved by President Ferdinand R. Marcos Jr., is expected to result in a stronger bank with total assets of around PHP4.18 trillion, a deposit base of about PHP3.59 trillion, and savings for the government of around PHP975 million annually.

The savings come from consolidating the banks' branches, with DBP being folded into Landbank given its higher capitalization at around PHP800 billion and larger number of branches nationwide.

Meanwhile, a member of the policy-making Monetary Board (MB) favors the planned consolidationnancial institutions (GFIs) after noting that Philippine banks, even the major ones, are smaller than their counterparts in some countries in the region.

"Our banks are really small. There's some rationale for having much larger banks, stronger banks," MB Bruce Tolentino said over the weekend on the sidelines of the business journalism seminar hosted by the Economic Journalists Association of the Philippines (EJAP) in coordination with San Miguel Corporation (SMC).

In a statement on Monday, DBP said it has a "pendthe President on the results of the legal study conducted by the Governance Commission for GOCCs (GCG).”

merger. It did not discuss the propriety of merger. In fact, based on the GCG's statements, no recommendation in favor of merger had been given. DBP maintains that the legal authority of the GCG is at best recommendatory and in no way binding on any government agency," it said.

The DBP said the planned merger "requires Congressional action," which the GCG earlier said is unnecessary.

It said the bank "shall zealously exhaust all available means to ensure that all issues and concerns are properly threshed out and effectively addressed in the proper and legal forum."

President R. Marcos Jr. will listen to the clamor of the people and follow the proper and legally-mandated process to protect and advance the welfare of the banking industry and the country in general," it added.

GCG earlier said it subPresident results of a legal study on the planned merger and discounted the need for legislative action to push through.

In a statement, GCG chairperson Justice Alex Quiroz said they "sought answers through the provisions of statutes and applicable jurisprudence on the matter."

He said the results of the study showed that through Republic Act 101499, otherwise known as the GOCC Governance Act of 2011, GCG has the power to merge GOCCs as proven by the on its ruling on Lagman vs. Executive Secretary.

The proposed merger of the two government-owned banks has been raised since the Aquino administration. (PNA)

She said plastic additives DP and UV-328 are considered high-production volume chemicals, especially in developed economies. Still, she added that they have yet to determine how much of these chemicals are manufactured, imported, and used in the Philippines.

She said Methoxychlor is largely banned or phased out in most countries but is not yet in the list of prohibited or restricted pesticides of the country’s Fertilizer and Pesticide Authority.

Meanwhile, Emity Durog, who has been farming for 20 years, says the program saves them time, effort, and resources, as they no longer have to travel to different towns to sell their corn.

Violeta Develos, a generational farmer from South Cotabato, for her part, expressed gratitude to the company for coming up with such a program and its consistent payment scheme.

“Maraming salamat po San Miguel dahil sa inyong programa, kaming mga magsasaka ng mais ay nakadama ng pagpapahalaga at wala pang kumpanya ang nakakagawa nito. Lawyer Mark Peñalver, executive director of IDIS, said the decision to ban these chemicals would support their advocacy to disallow the use of “toxic chemical ingredients in plastics and phase out products and packaging materials containing substances that are hazardous to human beings, wildlife, and the ecosystems.”

Lucero added that the decision to ban these chemicals is essential to redirect the economy onto a non-toxic circular path and ensure environmental health and justice across the globe.

“We laud COP-11 for agreeing to get rid of DP, UV-328 and methoxychlor in keeping with the promise of the Stockholm Convention to protect human health and the environment from these highly dangerous chemicals,” Lucero added. (Antonio L. Colina IV / MindaNews)

ing program is just among several initiatives SMC continues to implement to support farmers and the agricultural sector nationwide. SMC also locally sources other raw materials used by its businesses, such as cassava, through its cassava assemblers’ program, and poultry, with the help of contract growers.

When the COVID-19 pandemic broke in 2020, SMC opened Better World Diliman, a ready-market for excess produce bought from farmers at betterthan-farmgate prices and sold to consumers and resellers for low prices.

Better World Diliman has rescued over 1.7 million kilograms of vegetables from farmers.

Additionally, in partnership with Gawad Kalinga’s School for Experiential and Entrepreneurial Development (SEED), SMC has provided over P2M worth of scholarships to underprivileged youth in Sumilao, Bukidnon.

The program enables farmers’ children to complete a TESDA-accredited agri-business course and serves as a model for rural development through education.
