PH, Japan execs discuss cooperation TOKYO, JAPAN— Philippine Finance Secretary Carlos Dominguez III has met with Japan Minister for Foreign Affairs Yoshimasa Hayashi to discuss ways of expanding economic cooperation between the Philippines and Japan, in light of the recent enactment by the Philippine government of three economic liberalization laws that aim to further free the flow of foreign capital into our country. They also briefly discussed the impact of the RussiaUkraine conflict on the global economy and how the two countries can work together to ease the long-term repercussions of this lingering crisis. Dominguez, in particular, reiterated his proposal for the Philippines and Japan to enter into a demographic partnership that has now become even more feasible with the recent enactment of three Philippine laws that further liberalized the economy and opened wide the country to foreign investors. These laws are the amendatory measures to the Public Service Act (PSA), Foreign Investments Act (FIA), and Retail Trade Liberalization Act (RTLA), all of which relaxed the restrictions on foreign ownership in certain Philippine businesses. Under this demographic partnership, Dominguez said Japan will provide the research, technology, and

resources, while the Philippines will do the marketing and manufacturing side by lending the skills of its young, talented workforce to this envisioned new era of economic cooperation between the two countries. Moreover, the system can remotely capture data for studies, reports, and troubleshooting purposes. In this way, the duration of unplanned interruptions will be reduced since the system can immediately extract data from the field and help in analyzing the cause of the disruptions, and at the same time find solutions to prevent these unwanted interruptions. Thus, achieving high efficiency in delivering continuous power to the customers. Davao Light's ERA Substation Control Center has

also been upgraded in 2020 to provide tighter security controls on its components like the SCADA server, instrumentation, and relay panels to ensure long term dependability and protection as these facilities perform their critical functions. The evolution of the SCADA system in Davao Light is already in its 5th generation. With all these modern developments come modern threats like cyber attacks. These threats can cause electrical blackouts, failure of equipment, and data breaches. Ending Violence Against Women with 18 Days of Activism by the Zonta Club of Cebu II THE ZONTA Club of Club II together with the City of Mandaue and Integrated Bar of the Philippines (IBP) Cebu City set in motion the 18 Days of Activism to End Violence Against Women last November to December 2021. Hundreds of women participated in the cause by attending various online and physical events to celebrate the club’s 30th year of observing the 18 days campaign. Curated activities focused on the theme, “A VAW Free Mandaue Starts with Me”. Virtual Walk For Women Around 600 participants joined the Zonta Club of Cebu II’s first ever virtual Walk For Women last November 25 to December 12 to celebrate women equality, dignity, and rights. The club has been a game-changer for thinking of innovative ways to extend its reach to different communities in order to support more women. This unique activity allowed people to take part anywhere and anytime around the world. They also covered the problems and possible solutions of the disease and urged participants to offer acceptance and support for people going through AIDS. The speakers emphasized the need of staying vigilant when dealing with the disease, attendees learned how it can affect the body too. Don’t be a Teen Parent Teenage Pregnancy is one of the most pressing issues that the Filipino youth face today according to the discussion led by Dr. Renna de Leon and Dr. Pureza Onate. At least 10 million (10M) unintended teenage pregnancies happen in our country. They emphasized on how this national problem can be resolved through educating, empowering, and respecting teenagers. The discussion led the audience to realize that reducing early childbearing is crucial to addressing the country’s issues such as poverty, healthcare, nutrition, equity, and education. ○ A Cry for Help Examining the Length and Breadth of Human Trafficking International Justice Mission (IJM), Atty. Elaine Bathan, Atty. Therese Mina-Salomon, and Ms. Joanna Eleccion gave light to the relevant realities of human trafficking today in time for International Day Against Trafficking last December 12. It was also the last webinar to complete the series focused on women issues. Discussed were the how’s and why’s of understanding human trafficking, protecting children away from online exploitation, and providing survivors with the tools to continue a life worth living in society. What could cause a BBM-Sara team loss

Filling in the blank IT has always been the same thing every time. Whenever I find myself inside a voting room or booth and looking down at my given ballot, the urge to fill it up becomes so strong that as a result, I always end up including the names of candidates whom I never intended to vote for. I always leave unhappy at times and I reckon, just because of this subconscious desire to have a full list, I feel duped in a way. At first, I couldn’t wrap my head around it, then I figured it out. Could it be our years upon years of conditioning which started in school when we were little kids? Or perhaps, even earlier? We have been told then, follow instructions dutifully, always paint within the lines, maintain a straight formation, obey authority, etcetera. Then, fruition. Many elections ago, I remember hearing someone say, “never leave your ballots empty. You never know, chances are, someone might fill it up once you leave.” Now, call that anything you like, muscle memory or a lifetime of brainwashing kicking in. Thing is, I always leave the polling place feeling satisfied that I filled up every blank in my ballot. Good boy that I am. After a while, realization kicks in. Just a theory. I have often wondered why some controversial or rather really unpopular politicians always seem to get re-elected. Time and again, one sees their familiar faces every campaign period and they begin to appear unbeatable. I figured three things: first, they must really have a huge following. Nothing one can do about that. Second, they cheat. This has always been the long-standing suspicion about some Correspondents:

politicians. However, through the years, they’ve either become so crafty, proving this or catching them in the act has always been very difficult. Or there's bigger machinery out there controlling the strings. The last reason why these people always seem to get re-elected is precisely this: our inclination to complete our list of candidates, regardless of personal choice. We might not have included them originally but because of name recall, media hype and more importantly, our obsession at coming up with a full roster, we end up including them. Now replicate this action a million times. I’m willing to break a habit. So far, I’ve been successful with smoking, which I’ve stopped since the start of the pandemic. When I arrive at my assigned polling place on Monday, I’ll just hand in a partiallyfilled ballot. With only the names of those whom I believe are worthy of my vote. No more, no less. That may be difficult to do, but there’s always a first time.

Our hunch is that the BBM-Sara Presidential and Vice Presidential tandem will win in Mindanao come May 9 elections. But should they lose, we can only attribute such an unfortunate feat in the UniTeam’s failure to campaign personally in the Provinces of Basilan, Sulu and Tawi-tawi. These provinces are heavily Muslim populated and their not stomping in the areas can possibly lead our Muslim brothers that the tandem may have taken them for granted. While the UniTeam candidates had the endorsement recently of former UP Professor and founder of the Muslim Separatist Group Moro National Liberation Front (MNLF) Nur Misuari, it is likely that his time may have already been lost in the consciousness of the younger generation Muslims. The latter is now the bigger bulk of the Moto voters. Yes, the tandem and some of their senatorial aspirants have visited the Zamboanga Provinces and Lanao del Norte, specifically Iligan City, but the team skipped – intentionally or not – the neighboring and more Islamic Province of Lanao del Sur. It is our assumption that the primary reason for not personally appearing or conducting campaign activities in the areas we earlier mentioned is security. Perhaps the UniTeam campaign planners are still worried that the Muslims have not yet moved on from the hurt and even hatred borne by the infamous Jabidah Massacre during the time of BBM’s father. Also, Sara for her part could be entertaining the idea that some Muslim extremists heap their blame on her father President Rodrigo Duterte for their debacle in their Marawi siege, one opportunity that the ISIS-influenced group could have thought to be its stepping stone to establishing its extremist Islamic ideology in the country. The move of course is a well-calculated one. But it could not be relegated as a possible factor in case of a BBM-Sara team loss in the overall count in Mindanao. Nevertheless, we have to admit that Christians are still the dominant population in this Southern Philippine island. Should the BBM-Sara ticket muster enough lead in the Christian community its chance of losing in the overall count is remote. ************************** We are not much aware of the political situation in the Island Garden City of Samal (IGaCos) but we are certain that the likelihood of re-electionist Al David Uy losing in his bid is nil, Yes, because Samal has been at its peak in development as a local government unit in Uy’s time. The young mayor was able to handle the city government’s response against the CoViD 19 pandemic exceedingly well. And despite the health emergency the tourism industry which is the island city’s life-blood has remained vibrant as ever. Of course for some time in the pandemic era, the industry somehow was brought down to its knees. But still in almost three years it has managed to survive and is now leaping in comeback even at the current Level 2 category of the city in this pandemic regime. As to the Mayor’s challenger he needs to have all the aces he could muster and hopefully may have already thrown on the table. Those aces, assuming that the opponent aspirant/s has and already laid open, must be able to shake the foundation of Mayor Uy’s advantage. Anything less could only mean certainty of the young city executive’s reelection. ************************** Yesterday we saw in a social media post Davao City Mayor and Vice Presidential candidate Sara DuterteCarpio strongly endorsing Second District Congressional aspirant Danilo Dayanghirang’s son Danilo III for a council seat. Let’s rise in solidarity “PHILIPPINE politics – the way it is practiced – has been most hurtful to us as a people. It is possibly the biggest bane in our life as a nation and the most pernicious obstacle to our achieving full development.” (CBCP President Oscar V. Cruz, D.D., “Pastoral Exhortation Philippine Politics”, 1997) While I was categorizing my old books for donation to relatives and friends, recently, I came across a pamphlet on “Philippine Politics” mentioned above. The 1997 critical assessment of Archbishop Cruz on our politics is still valid today. Actually, things have worsened and continue to worsen every passing years. This, no doubt, is our greatest dilemma. Admittedly, our Catholic Church was unusually proactive in addressing the subject of politics in the eighties, courtesy of activist Cardinal Sin, leading to “People Power Revolution” known as EDSA 1. Followed later by EDSA 2. Sad to say, both EDSA radical changes miserably failed. A true revolution – peaceful or violent-must be really transformative for the better. Our two EDSAs were NOT! Why? I`ve explained in detail why these were failures in my 2021 book titled “Heal Our Sick Society”. Since, we have a worsening politics in the Philippine, we expect our Catholic Church to be more proactive than in the eighties as “peaceful revolutionary” like our Lord Jesus. It is a sad commentary to say that it is not the case – meaning our Catholic Church is currently like a “tamed lion” – seemingly hiding in the veil of being merely '' vigilant” and paralyzed by inaction. As Pope Francis recently pointed out, “to be true Christians in this era, we must be “revolutionary in grace”. On the other hand the Jesuits said that to be true Christ-like, Christians must be “peaceful revolutionaries. In other words, we Christian Filipinos and our Christian Churches allowed politics in the Philippines to continuously deteriorate by indifference and complacency. Hence, we deserve what we have. Pope Francis recently called for “better kind of poli-

tics”, “new encounter” and “Politics of Love”. Unfortunately, Christian Filipinos and their Christian churches are deafeningly silent on Pope Francis` recent exhortation! “Anon a bay an! Natutulog tayo sa pansitan!” Our new enlightenment in this regard is `to effectively change a nation, change first people`s mindset and behavior.” Thus, we expect CBCP to issue an ORATIO IMPERATA on Real Social Transformation focusing first on People Renewal and later Nation Renewal in response to Pope Francis recent exhortation. “Gising mga Kristiyanong Filipino at ang kanilang mga simbahan!” The Catholic Church is, unquestionably, the most trusted and influential institution in the Philippines. That`s why our people depend so much on her guidance not only on spiritoral matters but in all aspects of our lives including political matters. Without the like of Cardinal Sin, a peaceful revolution is unlikely to happen. Today, our suffering people badly needs a Cardinal Sin example. Hence we shout in frustration: “It there no one else out there who is truly Christ-like as a “peaceful revolutionary” who can inspire and lead us to a better Philippines with political leaders who use the “power of love” and NOT “love of power”?! Good politics transform love to

authentic public service. Enough of self-serving politicians that perpetuate corruption that breeds dehumanizing poverty in the country. “Mahiya kayo!” CBCP “Pastoral Exhortation 1997: Philippine Politics” concluded: “At one point in our history, we badly needed change and we got it-through People Power, without violence, at the EDSA Revolution. What we did in 1986 is an unfinished revolution. The reform of the political life and processes is a necessary complement to 1986 EDSA event (which never happened I would say). The odds we face now are likewise formidable, but we can prevail. “We invite all of you, our Brothers and Sisters in the Lord, to join us in a common resolve to clean up and to renew what we have seen in one of the most harmful aspects of our national life – today`s kind of politics. “As at EDSA in 1986, so today: We must reason together for the common good, we must pray together and act (ito and wala) together to transform politics into a means of national renewal, a means of just and integral development for every Filipino and for all Filipinos. “As at EDSA, so today: We do not work alone. As the Psalms remind us: “Unless the Lord build the house they labor I vain who failed it” (Ps 127:1). The work of conversion and renewal is indeed the work of God and He calls us to work with Him. This is the reason for hope and our confidence – the grace of Almighty God. May Mary, the Mother of the Lord and of our beloved country, obtain for us from the Lord Jesus graces we need for this momentous mission so vital for our future as a nation.” Concisely and beautifully said in 1997 which is twenty five years ago. But where in the definitively and continuous ACTION? “Nada. Gone with the wind.” A “Whole-of-Institution Approach” that harnesses our Filipino “bayanihan” spirit, is imperative for this laudable task of renewal to succeed. This is our God-given mission. “Huli man daw at magaling, maihahabol pa rin!” Let's continue to have faith in the Filipino people`s ability to truly unite.

Of course the people in the second district are also well aware that Sara, her father President Rodrigo Duterte, her younger brother and mayoral bet Baste Duterte have also openly endorsed Dayanghirang’s rival incumbent Vincent Garcia. This move by the top political gods of the city is the wisest ever adopted by politicians similarly situated. After all, by making the endorsees believe that they are the ones more strongly pushed as the god’s supported candidate, it would be unlikely for them to shift loyalty. Hence, the responsibility of convincing the voters that he is the legitimate beneficiary of the city’s political gods’ endorsement, now shifts to the aspirants themselves. The CBCP Urges Voters to Form Circles of Discernment and Use the LASER Test THE results of the upcoming 2022 Election will affect all of us. The Catholic Church, through the latest Pastoral Letter from the Catholic Bishops’ Conference of the Philippines (CBCP), calls us to choose wisely. We are also reminded that each vote is important; so important that it is oftentimes bought and stolen by politicians. We cannot be indifferent while our freedom and future are at stake. Taken from its March 27 pastoral letter, the CBCP says: “Let us seek those candidates who prioritize Life and Dignity of the Human Person; protect the Family, Community, and encourage Participation; Defend Rights and fulfil Responsibilities; demonstrate preferential option for the Poor and Vulnerable, uphold the Dignity of Work and the Rights of Workers; work for Solidarity; and care for God’s Creation.” So we are called to form our own circles of discernment where we continue our conversations and evaluations of the best candidates. The CBCP recommends the following: 1. Engage in thoughtful dialogue with others never forgetting to respect one another. 2. Use the LASER Test in assessing candidates. LASER stands for Lifestyle, Action, Supporters, Election Conduct, and Reputation. It is a very effective tool in identifying which candidates are good,

God-fearing, and place the welfare of the nation above their personal interests. 3. Continue with our Voter’s Education and Voter’s Empowerment. 4. Uphold and never compromise our moral principles in political engagements and nation-building. 5. Be on guard against lies, evil, the suspicious, and those who take advantage of the weak and vulnerable. 6. Demand accountability and transparency from the candidates, our leaders, and ourselves. 7. Continue to pray for a peaceful and successful May 2022 Election. We are encouraged to diligently seek the truth and not allow ourselves to be overcome by fear. Taking inspiration from Ukraine who showed their exemplary love for their country through their courageous defense of it and their freedom, let us also protect our freedom and ensure the common good. Pope Francis invites us all towards a renewed appreciation of politics as “a lofty vocation and one of the highest forms of charity, inasmuch as it seeks the common good”. Let us respond to the call for us to fulfil our responsibilities by being politically involved and discern carefully which leaders and candidates are truly competent and credible, and have the sincere intention to serve for the common good of the country.

authorized NCIP Chairperson Allen A. Capuyan to issue the said CDO against the KDC in order to put a resolution once and for all, the long plight of the Manobo-Pulangiyon Indigenous Cultural Communities/ Indigenous Peoples (ICCs/IPs) in their AD claim. Based on the documents presented before the CEB’s consideration, the ManoboPulangiyon’s AD claim is originally a portion of the Certificate of Ancestral Domain Claim (CADC) No. R10-CADC-135 which was issued by the Department of Environment and Natural Resources (DENR) on 05 June 1998 giving the Manobo ICC a recognition of their claim in accordance with the provisions of the Constitution and relevant laws of the Philippines. Under the said CADC No. R10-CADC-135, a special provision is provided under Section III, Other Special Conditions (B) which states that an area of 1653 hectares (the additional area) indicated in an attached map, shall be incorporated into the CADC area upon the expiration of the existing DENR contract, licenses or permits within the additional area unless such contracts, licenses or permits are sooner revoked or cancelled and such incorporation shall take place without need for further application or processing. Subsection (D) of the same Certificate says pursuant to DENR Administra-

tive Order (DAO) No. 93-02 and the Indigenous Peoples’ Rights Act (IPRA), contracts, licenses or permits issued over the CADC area shall not be renewed without the Free and Prior Informed Consent (FPIC) of the recipients. Considering that there is an application for the delineation of the Manobo-Pulangiyon AD with the NCIP, and that there was a completion of submission of proofs, conduct of perimeter survey, map validation, and publication with no opposition from adverse parties, the NCIP deems it best to implement the recognition of the Manobo-Pulangiyon’s right to ownership over their AD which was well established by their native title and time immemorial possession. And part of that implementation is to deliberate the removal of any party who, without legal basis or in the absence of FPIC, continue to occupy and utilize the ICC/ IP’s AD to the disadvantage of the latter’s rights. Considering further that the KDC has been well notified of their loss of right to continue occupying the portion of the domain by virtue of the expiration of the FLGMA 122, and repeated attempts were done by the NCIP to the KDC to show cause why they should not be removed from the lot through the service of a Notice to Vacate or the issuance of invitation for dialogue, all of which were unheeded without justifiable reason by the KDC, the CEB

has no recourse than to authorize the issuance of the CDO so that the rights of the Manobo-Pulangiyon ICCs/IPs to their domain will finally be realized. Hence, the Resolution of the CEB authorizing the Chairperson of the NCIP to issue the CDO. Series of meetings were conducted with the members of the Joint Regional Task Force to End Local Communist Armed Conflict (JRTFELCAC) X on 28-30 April 2022 to come up with a collective action of the Government so that the injustice inflicted upon the Manobo-Pulangiyon ICC/IPs which they have endured for years, especially in the shooting incident that happened on 19 April 2022, will be corrected. On 30 April 2022, the CDO was peacefully delivered to KDC, witnessed by the National Government Agencies (NGAs) namely National Intelligence Coordinating Agency (NICA), DENR, Commission on Human Rights (CHR), Department of the Interior and Local Government (DILG), Philippine National Police (PNP), Philippine Army (PA), Philippine Information Agency (PIA) and other members of the local media sector, and representatives from Provincial and Municipal Local Government Units (LGUs). NCIP hopes that KDC will abide with the Order, otherwise, enforcement of the CDO will be fully implemented by the JRTF-ELCAC X.
