I entered Davao Light two months ago and this is my first [coastal] clean up experience,” Macky said. “It would be dangerous if left alone,” Macky described that aside from rocks, the coastal area has a lot of

broken glass swept by the waves onshore. These shards of glass may also harm the critically endangered hawksbill turtles that visit the shore to lay eggs. “Regardless of how much we clean, the garbage will eventually come back,” Mae expressed, recognizing that while the coastal clean up is a temporary solution, the said activity can still help, no matter how small. “We hope to

come again and possibly do other activities such as tree planting,” Mar Ulysses Relacion said. Aboitiz Cleanergy Park is an eight-hectare biodiversity park, a nesting ground of the critically endangered hawksbill turtles, and a haven for over 100 bird species. Official slam US HR abuse report on PH MANILA – Department of Interior and Local Government (DILG) Secretary Eduardo Año on Tuesday dismissed a report issued by the US State Department that Philippine security forces are involved in human rights violations. "The DILG denounces the US State Department’s 2021 Country Report on Human Rights Practices released recently on the alleged abuses by security forces in the Philippines as the Report is sweeping, rhetorical, and unfounded," he said. Año said the US report is only a "mere repetition of unsubstantiated accusations against Philippine security forces that were loosely picked up from the traditional and social media", which depicts a very grim picture of the country’s peace and order situation that is so far removed from the realities on the ground. "The operations of the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) down to the grassroots level have led to dramatic improvement of the general peace and security situation in the country since 2016. Therefore, the report belit-

tles the hard work and sacrifice of the men and women of the PNP and the AFP who have been risking their lives to fulfill their sworn duty to fight criminality and illegal drugs," he noted. Meanwhile, Department of National Defense (DND) Secretary Delfin Lorenzana, in a separate statement, also questioned the US State Department report. "We question the (US) State Department’s report of abuses by security forces. But since the State Department seems so sure of its facts, we challenge it to provide us with details so our Commission on Human Rights, a constitutional and independent body, can verify them, and if proven accurate, the perpetrators will be punished," he said. Without these data, Lorenzana said these accusations are nothing but innuendos and witch hunts. "At worst, the (US) State Department has become a gullible victim of black propaganda. And if I may add, the AFP was voted as one of the most trusted agencies of the government recently. Surely it did not earn this by abusing, torturing, and killing people," he added.

Meanwhile, PNP chief Gen. Dionardo Carlos echoed Lorenzana's calls and said the US State Department must show evidence to back up its report. "Those are allegations. What we are telling you is what we have in the PNP. You counter that. It's just a statement. For us, we always look at how we can help develop. If the intention is good, you can present it in such a way that it would be constructive," he added. The US State Department 2021 Country Report on Human Rights Practices claimed that it received “credible” information on the supposed human rights violations perpetrated by Philippine security forces. The US State Department reported the alleged “numerous” human rights abuses committed “by and on behalf of the (Philippine) government and non-state actors.” The alleged “significant” human rights issues in the country include unlawful or arbitrary killings, reports of forced disappearance, torture, harsh and life-threatening prison conditions, and arbitrary detention. Galvez reported that the group of major developed and emerging economies commended the Philippines for ramping up its vaccination efforts despite high hesitancy and low supplies at the early stages of the national immunization program. “They acknowledged that the Philippines is an example country in the

The Food and Drug Administration (FDA) has approved the emergency use authorization of the second booster dose for vulnerable populations that include senior citizens, those with comorbidities, and medical front-liners. In a prerecorded Talk to the People aired late Monday night, NTF chief Secretary Carlito Galvez Jr. said they are just waiting for a “positive recommendation” from the Health Technology Assessment Council on the administration of the second booster. Galvez said they are aiming to improve the administration of first booster shots to at least 40 million adults and 10 million children aged 12 to 17. So far, only 12,641,887 Filipinos or 17.52 percent out of 66.9 million fully vaccinated have received the first booster dose. Stand your ground IF one looked up its definition online, you would find that the implications of the particular phrase ‘Stand your ground’ is both comprehensive in scope and supported by legal statutes that are practiced by many nations. In essence, it as law, simply points to employing self-defense against any attacker. A milder definition, however could also just simply mean, in the presence of any opposing thought, one cannot be swayed. What is making the rounds on social media these days is the homily of a low-key, soft-spoken bishop from a faraway locale, away from big city lights. True, Tandag, the capital of Surigao del Sur may just be a 5th class component city unlike those in Metro Manila. Yet, faithful to its long history of progressive defiance against any anti-people social machinery, its bishop has again reiterated to stand by what it believes, and not be swayed by the wave of election courtships sweeping the country. As was expected, a visiting presidential candidate on the campaign trail came to visit the diocese in March to attend a mass her organizers have requested the bishop to celebrate. He, as a soft opening, mentioned that contrary to what organizers suggested, he would not be wearing the face mask in the candidate’s choice of color. Then, he continued to say that, unlike other men of the cloth in the north, the church will not be endorsing anyone, he added. “... we are giving equal opportunities to all the candidates. The Church is always giving space and fairness to everyone." As though not to disappoint any slighted person expecting an endorsement, he explained, “we are trying to build up a new generation of electorates who search for the truth... Correspondents:

we are not voting for a shadow; we are voting for a person. A person whom we can always see where disasters are.” In another part of the homily, he cautioned, “We will be accompanying the people so that their choice will be based on principles and not on money”. I guess that says it all. Since I could remember, the long-believed principle of a separation of church and state has always been so full of holes, that it looks like a poor man’s shirt. For one, the use of the pulpit by countless clergy to actively endorse political candidates and also attack government (in our culture’s case, people in government) has always been part of every Sunday mass’ fare. It is therefore a breath of fresh air to witness that at least, a segment of the church in this part of our archipelago, has chosen to stand against the ruling norm of swimming in political waters and ignoring the wants of its supposed flock.

LAST Monday, April 18, we had the opportunity to move around the peripheries of Davao City’s downtown areas as well as in the city’s commercial business center itself. Primarily, other than coming to our editorial office to check on the latest updates of our paper, we also intentionally moved around to take a look at how the campaigning of candidates is going on barely three weeks into the May 9, 2022 elections. Specifically we were more interested in the way the campaign is done by those running for local positions starting from that of the City Mayor. Easily we observed the manifest difference among and between candidates who have the resources and those who are bereft of these. Campaign posters and other paraphernalia installed or posted in various locations manifest the huge advantage of aspirants who have easy access to financial, material and even manpower assets. One example is that among mayoralty candidates Ruy Elias Lopez, Baste Duterte, a Dr. Elizalde and one other. There is no doubt that among the four Ruy has the name that could match Baste’ familiarity among Davaoenos. Ruy is a son of a popular former mayor, the late Elias Lopez, the only Lumad to get elected to the city’s highest position. He was not defeated during his last occupancy of the mayorship. Rather, he was “ousted” by virtue of an executive order issued by the late President Cory Aquino when she assumed initially as President in a revolutionary government immediately after the late former President Ferdinand Marcos Sr. was forced into exile in Hawaii in late February of1986. Ruy Elias himself served as congressman for one term in Davao’s third district. Therefore his names rings a bell in the consciousness of the city residents. Unfortunately for him he does not have what it takes to reach every voter. And even if he wants to counter his lack of material and similar aids in the campaign by possibly conducting a house-to-house presentation of himself and his platform, the 45-day legally allowable period is not enough for such a strategy. So we assumed that the most likely options that Lopez may have thought of resorting to is through posters, banners, the social media platforms, and possibly town hall meetings or group assemblies. Yet, even in the number of posters and similar materials, we have noted that the disparity is too large. In our estimate on what we have seen we hazard to place it at one poster for Lopez for every 400 of Baste’s. And sadly as of late Monday we have yet to see a poster of the two other candidates for mayor even in some areas of the city we consider as more strategic. On social media platforms, we hardly see posts or similar presentations of those running against the administration candidate in the city. We surmise that they might not have the manpower with enough expertise to do what is or are necessary to launch a campaign using social media. Or it is also possible that due to lack of financial resources, the candidates concerned are sorely wanting in the gadgets and other facilities needed for such an electronically-run campaign. Meanwhile, the administration bet can afford to even go slow until these days because he knows he has the materials to dispose of when the appropriate time comes. And it will come anytime now. That is, whatever posters, leaflets, billboards and the like that are damaged by nature or on purpose, his organization can replenish these campaign aids immediately. Of course we are not underestimating any of the other candidates, more specifically Ruy. He may still have some aces in his sleeves. But what we are apprehensive about is the lack of material time to undertake what is critically important at this remaining period before the election. In fact, with a city as large as Davao with the majority of its barangays located in the rural areas and in the highlands at that, it becomes even more difficult to (

Vestiges of indigenous beliefs, rituals that look bizarre, and renewal of kinship and community bonds manifest alongside the faithful’s observance of piety and abstinence. Neighbors in the provinces would cook and share among themselves native delicacies like tabirak, binignit, suman and biko. On Good Friday, households would light candles as the procession carrying the image of the crucified Christ and His grieving mother passed by, a gesture of oneness in faith. It is during the Holy Week that churches and pilgrimage sites swell with worshipers, although that may no longer be the case with COVID-19 still around. More candles are lit, more flowers are offered before images of the crucified Messiah, and more prayers try to find their way to the doors of Heaven. Solemnity reigns in everyone’s heart. Indeed, for many Filipinos, Christendom’s most important event brings solace from the promise of redemption, and revives practices that define our own conception of spirituality and human solidarity.

SOMEONE ELSE’S WINDOWS H. MARCOS C. MORDENO There is, however, the phenomenon of folk Catholicism that has found its way into the heart of the celebration. This is shown in the practice of penitensiya (penitence) where people, mostly menfolk, engage in apparent acts of masochism like self-flagellation and literally mimicking the crucifixion as their extreme way of atoning for sins. Yet, who should say what practices are more spiritual than the rest? There’s no way to settle the issue; beliefs are shaped by the experiences of each individual, each group, each community. Even among some Lumads the Holy Week serves as a venue to deepen their own sense of spirituality. For instance, every Good Friday members of the BukidnonDaraghuyan tribe of Malaybalay City would gather at the peak of Mt. Kitanglad for a ritual. Interestingly, in one such ritual that I joined a few years ago, their shaman, Bae Inatlawan, invoked not just their deities but also The Christ to ask for blessings. Wow, I told myself, a marriage

of indigenous beliefs and Christianity. As a Catholic (albeit just a nominal one), I felt shame. Here are Lumads who find no problem believing in Nature’s spirits and the Son of Man at the same time. In contrast, I often heard Church people declaring the total incompatibility between animist and Christian practices. I’m still wondering why those Lumads seem to have discovered that Magbabaya and Yaweh are just two different names of one Supreme Creator – the entity called the Great Spirit by America’s First Nations and Allah by Muslims – while [most] Christians haven’t. Yet, while Christians tend to look down on animism they don’t notice that they too are still practicing it like when they observe “palihi” (a form of ritual) before harvesting crops, building a structure, or opening a business. Many still observe making the sign of the cross on a birthday celebrant’s forehead using blood from a slaughtered chicken. So, there, the Lumads embracing elements of Christianity in their rituals, and Christians injecting animist practices into their faith. Who can explain in full this marriage of “contradictions”? Emerging from the Decolonial Theory, Pluriversality is rooted in the modernity/coloniality framework of Anibal Quijano who argues that modernity (capitalism, globalization, and Enlightenment) achieved its hegemonic status through centuries of European systemic oppression of the nonEuropean world (coloniality). In its decolonial pursuit for emancipation, the concept of Pluriversality posits the existence of multiple ontologies and epistemologies. On the ontological dimension, it acknowledges that more than just the plurality of perspectives in one world, there are multiple worlds in which there are multiple ways of being, doing, sensing, and thinking.

On the epistemological side, it assumes that each of the worlds within the pluriverse has a particular knowledge system existing adjacently to one another, which in turn informs the diverse inhabitants’ multiple ways of being, doing, sensing, and thinking, and subsequently, their relations and interactions. The Notion of the Lumads’ Exclusion Using this Pluriversal framework, the proposed study argues that “Despite also being indigenous to the region, and thereby having just as much of a stake in the land, Lumads have been largely excluded from the Mindanao peace process: in negotiations and agreements with both the Moros and the communist insurgents.” It is even claimed that “The Lumads have never been a party in any of the Bangsamoro peace negotiations and were reportedly coerced into giving their support for the creation of the BARMM.” It goes on alleging further that “Because of their political weaknesses, the Lumads fear that the Moros might try to assimilate them further and that they would be pressured to convert to Islam or otherwise lose their cultural identity, along with their ancestral lands.” [MindaViews is the opinion section of MindaNews. Until my business became such a big success. With perseverance and prayers my stars aligned. Jan Irene’s storybook life in adversity turns around LIVING in a humble bamboo hut, left by her parents with her three siblings, Jan Irene faced life’s challenges when she was twenty-three years old. But even before she was left by her mother, she was already helping to raise her siblings as her father had abandoned them, leaving nothing. “It was in April 2005 when my aunt (my mother’s sister), who worked in a factory in Japan invited me to go to Japan, using a Visiting Relative Visa. I worked for some time without a working visa, but I learned much from the experience and helped me save some funds when my visa expired.” “Although discouraged that I could not stay longer, I was able to build a decent house in Davao City with my savings. I was able to buy appliances such as a refrigerator, a TV set and other items we needed.” “It was also in 2005 when I met my partner. I was still feeling depressed because I wanted to stay longer in Japan. But maybe it was destiny. A week or two after my arrival in Davao, I met Jack. I frequently went to the internet cafe, just chatting and with the intention to meet someone, preferably a foreigner. But our online chats became more frequent and developed into a romantic relationship and we became closer. It was in December that year that we made our relationship official. It was Jack’s mother who helped me enroll at Samson Vocational school in Davao City, taking up HRM. I graduated in 2010.” That same year, Jan Irene started selling items online. She says she was just a pioneering seller on Facebook, from RTW clothes to replica bags to authentic bags until she started selling jewelry. From 2010 to 2015 Irene’s source of income to provide for her siblings was selling replica bags.
