DACS criticizes ‘No exam, No Permit’ prohibition proposal

THE Davao Association of Catholic Schools (DACS) has taken exception to the proposed ‘No Permit, No Exam’ Prohibition Act” that the Senate recently passed.

In a statement, the association said the “pro-student (or learner or pupil) posture (of the proposal) is deceptive.”

“While allowing the student to take exams without paying contractual obligations incurred in enrollment,

it does not relieve the student – or his/her parents or guardians – from fulfilling contractual obligations: for education delivered, tuition and fees are paid. Under this law the school must allow the student to take exams with the rest of the students, but may demand binding promissory notes, withhold grades (!), acceptance in the next semester or learning period, deny

clearances, and take court action,” the association said in reference to Sections 2 and 5 of the proposal.

Unlike public schools that operate not on collected tuition and other fees, private schools do, and the proposal is prejudicial to them, said the recently-released statement, signed by Fr. Joel E. Tabora, advocacy chair of the association, and Bro. Noelvic H. Deloria, its president.

Economist still positive

MANILA – An economist remains optimistic about the path of overseas Filipino workers’ (OFWs) remittances the possible United States recession.

Data released by the Bangko Sentral ng Pilipinas (BSP) on Monday showed a 2.4 percent year-on-year increase in cash remittances to USD2.569 billion in February this year.

Although the cash inflows last February were lower than the previous month’s USD2.76 billion,

At the CNN Philippines’ #EmbraceEquity Women’s Summit, BDO Vice President and Head of Sustainability Marla Garin-Alvarez shared insights on how women consumers and entrepreneurs drive the growth of MSMEs in the Philippines. She shared that 48% of BDO’s auto loans and home loans are by women clients, yet vehicles and homes are often marketed primarily to men. She highlighted that a

“We need to ensure that women are able to explore opportunities for them to contribute to the economy. We are proud that we support women as consumers and as entrepreneurs through products and services offered by BDO,” Garin-Alvarez said.

Garin-Alvarez explained that while women are represented in the workforce and leadership, there is still a gap in women’s wealth accumulation. Women need both financial services such as investments, inheritance, and property ownership to help them build wealth.

Garin-Alvarez also added that from BDO’s experience, women entrepreneurs have a better repayment history. She emphasized that providing adequate support to women entrepreneurs is

crucial to encourage more of them to venture into entrepreneurship that brings growth to the economy.

Greater collaboration between the government, financial institutions, and the private sector should be established to create a more enabling environment for women consumers and entrepreneurs. And X-ing is for Crossing

JUST recently, I chanced upon a poem that captures one of our many shared moments. It’s entitled The Valuable Time of Maturity, written by Brazilian writer and artist, Mario de Andrade.

"I counted my years and discovered that I have less time to live going forward than I have lived until now. I have more of a past than a future. I feel like the boy who received a bowl of candies.

when he realized there were only a few left, he began to taste them deeply.”

I am certain everyone has had their own ‘bowl of candies’ experience in life so you know what that means, especially now, when time is nearly running out. However, for some of you, Andrade’s allusion to a spent youth might not have been the only thing he wrote about.

Even as the younger years might not have been that wild for most, there must’ve surely been moments wherein one felt that you could live forever. Back in the early 80s, I had my share of meeting some wild youths, whose motto had been “walang kamatayan”, which roughly translated meant not afraid to die. While the companionship lasted (which really wasn’t that long), it was great fun, although at most times, I found myself being just an observer of sorts because I couldn’t really bond with them who were much younger in both age and trips. In the later years, I had met a few again in another chance almost ‘out of candies’ . One even quipped, “No more beers and liquors for me brod, only tea this time.”

Where lies the real fun in tree planting

THE entire column of ours in yesterday’s edition of this that had happened in certain low-lying areas of the city’s downtown district. We harped on the most likely reasons why the current summer season.

In a broader context the issue was really about the environment and the impact of climate change on the present global ecological condition.

Coincidentally, the enlarged picture on this paper’s front page was that of a group of former seminarians, brothers, teachers and other professionals planting trees in drums right at the vicinity of an auto care center only a few meters away from the Davao River along the by-pass road from San Rafael to C.P. Garcia Diversion Highway.

Funny, but we have this naughty idea that if the river is a human being with a mind, it might be thinking that the tree planters were spiting its capability of bringing havoc on its course when it unleashes its might.

and that tells a lot.

In many senior convos, I hear a lot about the concept of ‘aging gracefully’ which seems odd to me. Grinch that I might have turned into, I always felt that, the term might as well be a placebo to compliment one on their age. Just accept it , no need to coat it; it’s part of nature, whether you like it or else. After all, grinch or gracious, you’re old. Period. I remember once in Perth, Australia, a little kid had asked me my age. I said 52. And he exclaimed, “wow, that’s old!” No coating that.

Well, back to the poem. (I hardly do it but for and read.) It might as well help to be a mantra one day. After De Andrade had enumerated all that he had deemed useless in his aging years, he ends with with only the essential as ‘it is what makes life worthwhile’. “I do not have time to deal with mediocrity... Yes, I am in a hurry... to live with intensity...I intend not to waste any part of the goodies I have left.”

Let’s start counting them candies, people.

But the activity was done by the group that included the Chairperson of the Davao City Council’s Environment and Natural Resources Committee, Hon. Temujin Ocampo, is really worth everybody’s appreciation. Yes, what the group did was only a minuscule of the gargantuan efforts needed to confront climate change. But the minuscule if done by if the planted tree seedlings will be able to grow into trees that can help prevent erosion and hasten replenishment of the dwindling liquid in our aquifer.

Honestly however, with the present attitude of our people on such activities as tree planting, and even those who are doing the planting themselves, or the organizers, be they private group or government agencies, the chances of attaining the objectives of the activity is close to nil.

Why are we saying this? It is because the organizers of tree planting in the past as well as these present days, seem to have neglected the very important element in planning the re-greening process. And what is this component we are talking about?

It is very simple. That is engaging the community in the location where trees seedlings are planted. By engaging we mean make them a part of the process from the site clearing to planting to caring for the seedlings up to a period of time when they can grow on their own.

Since every activity requires some kind of funding for its execution, the organizing group or groups should consider incentivizing the project. The community residents must feel that they can have rewards for their efforts to take care of the planted seedlings so that their “for all we care” attitude will be done away with.

We know of one such tree planting project where the location was a logged over area somewhere in Upper Kibalang in Marilog District, and another along the road from Magtuod going to New Carmen up to New Valencia in Tugbok district.

In Upper Kibalang site the organizers coordinated with the awardee-settlers. If they were given a number of hectares by the Department of Environment and Natural Resources (DENR) to farm out of the log-over area what the organizers did was enter into agreement with the settler-awardees for them to plant trees together with the organizer group or groups in say 2 hectares. The organizer/s gave them seedlings of cacao, coffee and other fruit trees for them to plant in the remaining three hectares along with cash crops.

The organizers also set aside a budget intended to pay as reward money to the settler-awardees for taking care for the plants. And they are paid with a minimal amount based on the number of surviving trees monitored every six months for at least three years. In applying this scheme, all settlerawardees with lots utilized for the tree planting project are policing their own area.

The tree planting activities were done some 13 years ago and clearly if one takes time out to do climbing hills in growth of trees.

The same thing happens in the tree planting site along the Magtuod-New Carmen-New Valencia road. Starting a few New Valencia or a stretch close to four kilometers, the narra, tugas, and mahogany trees are now fully grown with trunks having diameters of between ten to twelve inches, These are planted roughly at about eight to ten feet apart that the
