Sizable force

DAVAO CITY (MindaNews) – At least 2,990 security personnel will be deployed to churches, terminals, and other places of convergence starting Monday in the Davao region to ensure a peaceful and safe observance of Holy Week, Major Eudisan Gultiano, spokesperson of the Police Regional Office (PRO)-Davao said on Saturday.

Gultiano told MindaNews that the deployment will consist of 2,000 personnel from the PRODavao, with reinforcement from law enforcement agencies such as 190 personnel from the

Bureau of Fire Protection and Armed Forces of the Philippines and additional 800 force multipliers from the advocacy group of PRO-Davao.

She added that these personnel will be deployed

to 267 churches, 109 thoroughfares, 70 terminals, 100 commercial areas, and other places of convergence around the region.

She said PRO-Davao will do its best to ensure a peaceful and orderly obser-

vance of the Lenten season, particularly the safety of the commuters, churchgoers, and tourists visiting the region next week.

In Davao City, Police major Catherine dela Rey, spokesperson of the Davao City Police Office (DCPO), said police personnel are ready to secure the churches as early as Palm Sunday as

the security sector anticipates droves of devotees who will attend the Holy Eucharistic masses.

She said people should expect stricter enforcement of security measures during the Holy Week processions and other activities that would draw in huge crowds in churches in the city.

“The churches are

coordinating with their respective police stations to prepare deployment of security personnel,” she said.

Aside from churches, she said the police are also implementing strict security measures in terminals, tourist spots, and even malls in the city.

Aim for zero-casualty Lenten break: Azurin

MANILA – As the country begins the Holy Week and while the holy month of Ramadan is ongoing, Philippine National Police (PNP) chief Gen. Rodolfo Azurin Jr. on Sunday called on all commanders of the force to aspire for a zero-casualty observance.

“Let's all ensure that no untoward incidents will happen at the airports and seaports especially [involving] the baggage or belongings of passengers. To those taking the bus, please ensure that the drivers are okay, not tired and the

buses are in good running condition. Let's keep this Holy Week one of the safest and most peaceful one," Azurin said in a statement.

Mati, Davao cities forge sisterhood pact

A SISTERHOOD agreement between the city and Mati City, capital of Davao Oriental, was forged to promote cooperation between them on March 31.

Signing the agreement were Mayor Sebastian Duterte and Mati City Mayor Michelle Rabat.

Duterte mentioned that Mati has something invaluable and intangible to offer, which is not present in Davao City and that the

agreement was just a formality, as both cities have been supporting each other for several years.

Rabat the agreement was a dream come true because Davao City is like a big sister to her city since it has been helping them for several years. She cited instances when Davao City helped Mati City, especially during the COVID-19 pandemic by sending them food and goods without

seeking any recognition.

“Davao City has been helpful to us. Adopt-in nyo na kami. Gawin nyo na kaming kapatid. Dagan mi sa Davao kung naa mi’y problema, mga taga Davao anhi sad mo diri para magpahalipay,” Rabat said.

Rabat thanked Davao City for accepting Mati City as its sister city, which she said is welcome news to all Matinians as Davao City has all the solutions to

their problems. She added, of your backyard and home – magkakapatid, nagtutulungan."

The partnership between the two cities will focus on environmental protection and conservation, heritage preservation and culture, agriculture, and eco-tourism. Mati City agreement during a visit to ( /MATI/10)

No more diesel gensets for Napocor, says exec

MANILA – The National Power Corp. (Napocor) on Friday expressed its support for the energy chief’s directive to stop acquiring diesel generating sets (gensets) to accelerate the renewable energy program in its Small Power Utilities Group (SPUG) power plants.

In a statement Friday, Napocor president andtin Roxas said his office will abide by the directive of Department of Energy (DOE) Secretary Raphael Lotilla to halt the acquisition of diesel gensets to lessen the corporation’s dependence on fossil fuels.

Roxas also vowed to increase more solar home systems (SHS) and wind resource assessments in potential areas for wind farms.

“We intend to push for hybridization for existing SPUG and to fully utilize renewable energy (RE) with energy storage systems for new areas. This

will minimize the losses incurred from rising fuel costs and will eventually make our operations more sustainable,” he said.

Last year, Napocor awarded contracts for the installation of 2,600 units Divilacan in Isabela, and in Bohol, Dinagat, Sulu and Basilan.

The SHS units include solar panels, batteries, light-emitting diodes

(LED) lamps, radio and torch lamps with 5V charging ports and are being distributed to unserved households in SPUG areas.

Roxas said that while government-owned and controlled corporation implements its RE program, this move will lower generation cost in time and lessen carbon emission.

On estate tax amnesty

JUST this month, a number of earthquakes have hit the country. One of the recent ones is the 5.9-magnitude earthquake which struck Davao de Oro. These unforeseen events have perhaps made several taxpayers wonder about how to manage their family assets and estate. There are families fortunate enough to inherit vast properties and assets from their loved ones who passed away. However, for most taxpayers, the distribution of their estate is often left to the whims, in law. Because of this, some estates in the country are left undivided.

It is a well-established rule that no estate can beizing Registration (CAR or eCAR) from the Bureau of disputes as to ownership of the decedent’s properties within the family are constrained to secure a CAR or with their local Register of Deeds. However, many, if

Creation of dep’t of water pushed

MANILA – As the weather bureau warned of a possible El Niño phenomenon in the next six months, a party-list solon pushed anew for the creation of the Department of Water Resources Management (DWRM).

In a news release on Sunday, AGRI Party-list Rep. Wilbert Lee emphasized the urgent need for the passage of House Bill (HB) No. 2880, which is among the bills seeking to create the DWRM to consolidate all agencies concerning water resources.

The proposed department will be tasked to implement necessary policy and resource reforms with respect to the

management of all water resources including irrigation, sewage and sanitation.

It will also monitor the evaluation of compliance with the national goals relating to water, irrigation, sewage and sanitation; formulate a national updated road map to address the water, sewage and sanitation requirements of the State; and improve water conservation and increase system

This measure is in line with President Ferdinand R. Marcos Jr.’s pronouncement on his administration’s “overall plan” to improve the country’s water resources management, Lee said.

“Even without El Niño, many of our farmers already suffer from the effects of water shortage. May mga magsasaka po tayo na matagal nang nagtitiis at pinoproblema ang pagkakaroon ng maayos na

irigasyon. Ngayong tag-init, marami sa mga sakahan ang natutuyot, na malaking kabawasan sa kanilang produksyon (We have farmers who have long been suffering for lack of proper irrigation. MARAWI CITY (MindaNews) -- Transitional Justice and Reconciliation (TJR) is an integral aspect of the Annex on Normalization and is a prime feature of the Comprehensive Moro people and essentially glues together the entire Government of the Philippines - Moro Islamic Liberation Front (GPHMILF) peace agreement.

The Transitional Justice - Dealing with the Past (TJ-DWP) framework is seen as a critical strategy that could address not only the legacies of serious human rights violations, marginalization, land dispossession, and historical injustices committed against the Bangsamoro but also as a direct response to challenges being faced by the Marawi Internally displaced Persons (IDPs) or the ‘bakwits’ since the siege of this Islamic City on May 23, 2017. And the quest for transitional justice is what underpins the long struggle for self-determination of the Bangsamoro people.

For most of civil society and the peacebuilding community working closely with the IDPs in the BARMM, the issue of is a ‘TJ-able’ issue. Transitional justice measures, in this sense, must respond to the justice claims of the IDPs by addressing the bakwits’ most pressing needs, redress for the victims and their families, and by supporting their advocacy for durable solutions.

Since 2018, the Marawi IDPs, in partnership with various civil society organizations, have been calling for a "voluntary, anaw.

government should start not with rebuilding the public buildings devastated by the siege but by rebuilding the lives of the people of Marawi including their homes. The IDPs’ call for healing and justice for the victims and their families.

Who are the IDPs if they are unable to return? For the IDPs, their identity, faith, way of life and culture are linked to their right to return and reintegrate with their communities. Unfortunately, the government has repeatedly postponed the timeframe to address the continuing displacement as thousands

of IDPs remain in squalid temporary shelters struggling with the onslaught of economic and social dislocation.

It has been almost six years since the tragic siege destroyed the lives and future of the Meranaws. The Marawi IDPs have been demanding answers for this prolonged displacement but it seems that the national government, including relevant agencies,

ing a rosy picture of progress that can’t be felt by IDPs and the Meranaws. A stadium, three mosques, three barangay centers, one from the original residents have ever used them.

Between 2017 and 2023, Marawi IDPs were compelled to relocate almost ten times in search of stable housing and a means of subsistence. During these periods, they frequently encountered secondary and tertiary displacement events like lockdowns.

Justice for those who died and are still missing due to the siege remains unresolved. The precise number of deaths among civilians has not yet been determined while in the Maqbara

In fact, the situation is getting worse. The raging corruption in government services spikes the prices of basic commodities of the common wage earners. The fossil fuel crisis pushes us deeper into the quagmire.
