LAST March 23, 2023, the Torres and Pilpil families, led by the CEO/President of the University of Mindanao, Dr. Guillermo “Willie” Pilpil Torres Jr. and his loving wife, Betsy Dizon-Torres, paid tribute to the late matriarch, Dr. Dolores “Loleng” Pilpil-Torres, on the occasion of her 100th birthday.

The special celebration, well-attended by family and associates, was held at the Cagliari Hall of the University of Mindanao Matina Campus, Ma-a, Davao City.

Dr. Dolores “Loleng” Pilpil-Torres was born on March 23, 1923, in Naic, Cavite. At the age of two years old, the young Loleng landed in Davao accompanied by her mother, aunts, uncles, and cousins, along with a shipload of migrants coming from Cavite to seek a better life in the country’s then-reputed “Land of Promise.” The ship the Cavitenos boarded landed at the Bankerohan Port when the Davao River was still large and deep, and when rivers were then the roads leading to Davao’s highly forested areas at that time.

“My mother’s family came from humble beginnings. They were poor and had to work hard to survive their new life in the Davao frontier. My grandmother, Angela Pilpil-Carpio, whom we fondly called ‘Lola Hila,’ set up a stall at the Bankerohan Market to sell meat for a living. She sold meat at this market from the 1930s till the 1970s. My mom and her sisters, namely Luz Vidamo, Thelma Breva, and Nene Maskarino, all helped Lola Hila in her meat stall in the market,” narrated Willie P. Torres during the celebration

Dr. Loleng P. Torres studied at the Davao City High School. After school teacher in Darong. Her job was only interrupted when the Japanese invaded Davao, then popularly known as the “Little Japan of the Philippines” with the numerous abaca plantations operated by the Japanese in the region, during World War II.

“It was only after the war when my mother started a restaurant business, the ALDOLOR, along Claveria Street (now CM Recto Street). However, the business partnership only lasted for a few years, after which my mother established her very own Loleng’s chain of restaurants in Davao City. The Loleng’s Restaurant was quite a success until the 1950s. Yes, my mother became a wealthy woman on her own. She once told me that she worked very hard because she never ever wanted to be poor again. I always remember my mom as

‘Alarming’ rape cases push PNP to launch a grassroots program

DAVAO CITY (MindaNews) – Reacting to the decision of the International Criminal Court (ICC) junking the Philippine government’s appeal to suspend its investigation of killings linked to his administration’s “war on drugs,” former President Rodrigo R. Duterte said on Wednesday he was ready to “face the music.”

tion of the Prosecutors League of the Philippines at the SMX Convention Center Davao, Duterte maintained he only did what he ought to do as the chief executive to address the problem of illegal drugs in the country.

He said he does not care about the ICC probe which would look into the possible human rights violations committed during the bloody war on drugs

“Wala akong pakialam basta ginagawa ko ang dapat kung gawin (I don’t care. I only did what I had to do). If it turns out to be awful later, wala tayong magawa (there is nothing we can do). I will face the music, I will rot in prison, and I will die in prison,” he said.

his incumbency that he would “stake my name, my honor, and the presidency itself” to rid the country of criminality, particularly the problem of illegal drugs, as he claimed to have done in Davao City where he served as mayor for over two decades.

Wong opened her third solo art exhibition and fundraiser - Colors of Hope on February 20, 2023, to a private but packed reception, attracting a full house of attendees from notable donors and sponsors to loyal friends and fans.

Held in the condominium Roxas Triangle Towers, the intimate venue provided the perfect setting for a resoundingly successful opening night, with all proceeds of Hope, located in Davao City.

The opening ceremony drew a crowd sharing a genuine appreciation of the art and support for the charitable cause. The formal reception commenced with an informative video regarding the inspirational journey and endeavors of the House of Hope, as shared by the founder, Dr. Mae Dolendo.

Remembering Davao's Abaca past

COUNCILOR Pilar C. Braga could not be here today because it coincides with the regular session of the Davao City Council but she has asked me to announce that she will be happy to host another book launch of Abaca Frontier at the City Councilor with all our City Councilors and our Vice-Mayor present. How’s that for an opening remark?

On behalf of Councilor Braga, Chair of the City Council Committee on Education, Culture and Arts, and Science and Technology and also Chair of the Davao Historical Society, it is my honor to open this historical event that formally launches a very important book by a fellow Patricia – Patricia Irene Dacudao – the Abaca Frontier.

My maternal grandparents, Mariano and Leonarda Bello, came to Davao in the 1930s from Ilocos as part of a government program enticing public school teachers to relocate to the Land of Promise. My Lolo Mariano trained as an agriculturist in UP Los Baños so his dream of having his own farm was realized when he came to Davao.

OPENING REMARKS

Yes, he got into planting abaca and my mother loved to tell stories about how our family owned an abaca plantation back in the day. It’s her version of the haciendera life Davao was known for. I did not get to taste that life because my grandparents died before I was born. And the abaca plantation later gave way to a banana plantation. But the next generation was no longer interested in farming so they just leased the farm land to big multinational banana exporters and later sold it. That abaca plantation is now a residential subdivision.

I am very excited to read Abaca Frontier because abaca is part of my origin story as a Davaoeña. I haven’t

The University of Mindanao Board then elected his widow as its new Chairman and President of the institution, which she served benevolently till 2006. It was at that time that Willie accompanied his mom back to Davao. On November 16, 2007, Dr. Loleng Pilpil-Torres joined her Creator.

DCPO spokesperson Major Catherine Dela Rey said the training workshops include responsible

parenting, self-defense, citizens arrest, and the legal implications of rape. The knowledge and skills they acquire will be reiterated in their neighborhood.

"We include men in the program because the usual suspects are men. They will be taught about the penalties, sanctions, and legal implications of committing rape,” Dela Rey said.

"They will also be taught about responsible parenting and religious education to inculcate values and moral ethics. With this, they will be more responsible and be able to treat women and children properly. This Oplan focuses not only on women and children but the family as a whole," she said.

The 20 identified families will serve as the official network of the PNP in the community totoward incidents on rape and other sexual violence, she added.

Those who will be part of the Oplan Kilos workshop are WCPD, social workers, VAWC desk (barangay level), youth leaders, Barangay Council for the Protection of Children, and youth leaders.

COVID-19 pandemic paves way for better services in state-run hospital

COTABATO CITY (MindaNews) – The COVID-19 pandemic is not just about stories of death and devastation but also of hope and better services in a state-run hospital like the Cotabato Regional and Medical Center (CRMC).

Dr. Nor-aine Kansi, adult infectious disease specialist and the CRMC COVID-19 focal person, said lessons from the pandemic experience led to improving the hospital’s services and introducing several innovations.

“So the beauty of COVID-19 experience, many innovations were undertaken to prevent transmission, like we gave more space for every patient and some could stay alone in a room,” she said, adding they had to ensure physical distancing was observed.

Kansi noted the “huge improvement” now in several service areas in the hospital. She said rooms have been improved and equipped, compared to the situation before COVID-19.

Before the pandemic, the medical staff had to navigate a huge crowd of patients and their companions along the hallways.

Now, the situation along the hallways has eased as added to what used to be a four-story building — the the fourth for the auditorium.

“You can see it yourself; it’s too far from what we had in the past,” said hospital administration staff Jeanet Romanes, as she showed MindaNews the brand new, well-equipped hospital sections, wards, auditorium, other facilities, and equipment.

Romanes pointed to the linear accelerator (LINAC), a device most commonly used for external beam radiation treatments for patients with cancer.

“Instead of referring our patients to other cities, we can now offer our own radiation therapy to our constituents in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Cotabato City, and South-Central Mindanao,” said Dr. Sittie Aneza Maglangit, CRMC Cancer Center medical chief.

Isolation facilities

Unlike before when everyone was confined in one area for triaging and isolation, today there are dedicated areas per department or ward, Kansi said, adding this also applies to outpatients.

From lessons learned during the pandemic, the hospital now has its own isolation facility per department because “it’s not only COVID-19 patients who are required to be isolated but also those who have infectious diseases like chicken pox or measles, anything which is airborne and contact to contact,” she said.

She added that it’s not only the hospital that made adjustments and changes in attitude but also the public.

She pointed out the habit of using face masks and frequent use of alcohol.

Post-Mortem Care

Another lesson from the COVID-19 experience in CRMC is ensuring postmortem care for Muslims who succumbed to COVID-19 to prevent the spread of the disease.

The Department of Health, in its memo 20200158 on the “Proper Handling of the Remains of Suspect, Probable and Confirmed COVID-19 cases,” said the suspect and probable COVID-19 patients who died with pending test results shall be handled similarly to “Standard safety precautions must be observed at all times. Burial and cremation of the remains of suspect, probable, and confirmed COVID-19 cases are safe as long as strict infection and prevention control measures are observed.”

The DOH also said that the remains of those who die from COVID-19, “shall be placed in a durable, airtight and sealed metal casket” but for patients with Islamic faith, “remains shall alternatively be placed in a double sealed cadaver bag.”

It also noted that if guidance on the burial of Muslims who die of COVID-19 is not communicated and explained to the Muslims through local imams, the media, and community leaders, what will happen is “a scenario that will allow misconceptions and rumours to persist” the ICRC said.

Use of local language

Kansi said the failure to stop the spread of disinformation and misinformation on COVID-19 during the pandemic lockdowns and the vaccination drives was a mistake they had to learn from.

“We need to continuously educate the people by doing this effectively. We have to communicate to them in (their own language), in whatever media platforms, for them to easily grasp the crucial role of the society in the battle of the spread of

disease,” Kansi said.

Among the wrong information are that those vaccinated will become zombies, that they will become impotent, that it can kill, and that it is against their beliefs.

She said the correct information about COVID-19 should have been passed on using all platforms in the language used by the people.

Kansi was also thankful for the support of the local government units, Bangsamoro government, and international humanitarian organizations, such as the ICRC, for providing them with personal protective equipment (PPE) during the time when these were with the RT-PCR testing machine.

“We are very much fortunate and privileged, the results are faster now,” within 24 hours,” she said. Before the machine arrived, they had to wait several days and weeks to see the results.
