THE NUMBER of confirmed COVID-19 cases in the region already rose to 30. In an official announcement, the Department of Health XI revealed that four of the 30 COVID-19 patients have died from various complications. Another four have recovered and were already discharged from hospitals. As of March 28, the Southern Philippines Medical Center (SPMC) have 20 COVID-19 positive patients while two positive patients have been housed at the Davao Region Medical Center (DRMC) in Tagum City. Overall, there are 22 COVID-19 confirmed cases being treated in the hospitals’ isolation

facilities. The DOH has not released any details on the new cases but has assured that they are conducting extensive contract tracing of all individuals who might have direct contact with the patients. “DOH is coordinating with concerned agencies to expedite the contact tracing,” the announcement read. As of March 28 also, there are already 11 mortalities recorded on persons under investigation (PUI). Of these 11 deaths, four tested negative and the other four were positive for

the disease. The remaining three mortalities are still waiting for the confirmation results. Dr. Ricardo Audan, SPMC chief of clinics and health emergency, said that they have 67 PUIs confined in their isolation facilities. He also said that the tests conducted on these 22 new COVID-19 cases were confirmed and validated by SPMC alone, without sending samples to the Research Institute for Tropical Medication (RITM). The SPMC has now the capacity to do the autonomous testing without RITM revalidating these samples.

“NAGMATA lang ug buntag.” This is a curt saying in the Cebuano vernacular which means a person is so unknowing that he or she is being taken advantage of by another. We believe this very well applies to a large telecommunication company that has implemented expansion of its service coverage even to some of Davao City’s remote barangays in the third and second districts. Yes, this telecommunication firm, after some three years, has finally completed its line extension in certain areas previously not reached by its services. But even as the stringing of fiber optic lines was reported finished after this was re-done allegedly because of a defect in the implementation, the lines has remained not activated until today.. Based on earlier claims by the contractor of the project, a company with its Davao headquarters somewhere in Bangkal, sometime after the first quarter of last year what was left prior to line activation was the installation of the digital box on either the telco’s poles or on the shared posts with Davao Light. A month after, residents told us that the digi-boxes were already in place. When we passed by the barangays concerned we indeed were able to validate the claims. But after two more quarters ending December 31, 2019, and into the first quarter of the current year, the long-awaited activation has still to come. We do not know if the non-activation was solely a decision of the telecommunications firm, or it was influenced by some advisers including the supposed experts in the company or from their contractors. We are saying this because between the time the project was completed including the installation of the digi-boxes until today, some enterprising IT technicians possibly in cahoots with certain personnel of the telecommunications firm or its contractor, are creating their own mini telco and collecting huge sum of money. This surreptitious shadowy telco group is busy providing wide fidelity (wi-fi) connection in houses who can afford their cost. Of course the technician cum telco firm, supplies his own gadgets including antenna. As of last week, we were told by some of those who have availed of the technician’s services, the installation cost was pegged at P5,500 with a monthly due of P1,500. Our informant further disclosed that after the implementation of the enhanced community quarantine in the whole of Davao City that forced people to stay inside their houses, the technician’s mini telecommunication firm has jacked up its installation cost to P9,000 with the same monthly dues. We asked one client of the technician to whom they are paying the monthly due, he said the technician has his own collector. We can only imagine how much this enterprising technician and his probable cohorts inside the telecommunications company or in the firm of its contractors, is earning from the digital boxes and antennas alone. We are certain between March of last year and up to last week, the technician’s and his group’s pseudo firm could have already installed not less than two hundred households. Multiply it by P5,500 and that would be a whooping cash in their pockets. And as for the monthly dues the group is collecting from their customers, it is actually a windfall of P300 thousand pesos every month. Meanwhile, the legitimate telco is still hibernating and in the process allowing the technician and his group to make more money. Of course it is a different story if there are certain officials of the telecommunication firm concerned, or that of its contractor who share from the proceeds of the technician’s illegitimate but high rewarding business. In other words, it’s possible that the company is “nagmata lang ug buntag,” or just pretending to be unaware so the flow of their share from the proceeds of the illegal tapping of signal will continue. Indeed in times of emergency there will always be people who make money at the expense of others.

But how many can do that, to stay at home? How many can have sufficient provisions to last till government-imposed community quarantine is lifted? Only a privileged few. Most can only secure food for a day or two. If they are not reached by food dole outs, they would definitely get out of their homes to find means as not to starve their loved ones. Out of necessity, many will break quarantine protocols. Food deprivation is a more sordid, pressing scare than the invisible virus. Hunger stares you in the eyes. You can’t stay put when the little ones start crying because they are hungry. You need to do something. That is why to flatten the curve -- to contain and curtail the pandemic, great effort should be addressed against hunger. The people must be assured that the government will take care of them. This assurance needs to be communicated effectively in words and in deeds. Mobile public address system should be installed in each barangay to constantly remind everyone on the observance of the quarantine and to assure availability and the schedule and protocols in the distribution of food packages. Of course, barangay food brigades must have already been organized to carry out a smooth and peaceful distribution of food to every household. Foremost, the government must have secured the food supply chain – production, delivery, storage and packaging. Farmers, fishers and other food producers are assured help and support in the unhampered exercise of their toils. Since classes are suspended, students may be tapped as volunteers by the government to assist delivery of this great enterprise. It is a community effort. World Vision Shares Ways to Help Children in Dealing with Stress during the COVID-19 Outbreak CHILDREN around the world become vulnerable to risks posed by the current COVID-19 outbreak. Besides possibly contracting the virus, children may likely be affected by other harmful factors such as disrupted education, loss of income for parents due to the enhanced community quarantine, and other negative triggers to their emotional, social, and physical well-being which can result to a great amount of stress for young people especially the school-aged kids.

“Children are not exempted from the effects of this pandemic especially those who are directly affected and currently living in the most vulnerable and poor conditions,” says Rommel V. Fuerte, National Director of World Vision Philippines, a child-focused NGO. “As long as there is an avenue for us to help these children, we will not stop in ensuring that they are safe and healthy,” added Fuerte. Although there have been low cases of COVID-19 among children based on the latest reports, we

could not be complacent as children still become extremely vulnerable to the cascading impacts of this emergency. In light of the glaring need to safeguard children from the lingering threat of COVID-19, World Vision suggests eleven (11) ways to help children cope with stress. Help children find positive ways to express disturbing feelings. Encourage a caring environment around them. Make opportunities for children to play and relax. Keep them close to their parents and family. Ensure regular and frequent contact (via phone and video calls) and reassurance. Keep regular routines and schedules or help them create new ones. Educate them about the situation and give clear childfriendly information. Demonstrate to children how they can keep themselves safe. Social distancing and sanitation practices like proper handwashing protect them from not only COVID-19, but also numerous diseases. Avoid spreading rumors and fake news. Support activities for children during home isolation/ quarantine. Manage your own emotions well and stay calm. Meanwhile, World Vision calls the public, to pitch their part cooperating with the preventive measures and guidelines enforced by the Philippine government and supporting the collective health emergency efforts against COVID-19. With the growing number of cases nationwide, the number of health facilities and health workers in the country may not adequately accommodate the overwhelming number of patients admitted, thus the need for augmentation of facilities and proper protection equipment among the medical front liners, especially in the public hospitals. To help address this challenge, World Vision commits to support at least 100 health facilities with basic health facility disinfectant kits and provide medical front liners, including barangay health emergency response teams with personal protective equipment. THE THREAT of H5N6, the highly pathogenic avian influenza or bird flu has forced the Philippine Eagle Center in Malagos, Davao City, to shut down its doors to the public since March 18. The bird flu reemerged in the country after more than two years when a similar strain affected the poultry industry. It also drove the breeding and rehabilitation center of the eagles to fend off visitors for a time. "The threat is still there especially since actions related to the recent outbreak in Luzon have appeared to be insufficient and unclear," said Philippine Eagle Foundation, Inc executive director Dennis Joseph I. Salvador. The center will remain off-limits to the public, according to Salvador, until they have a clear statement from the Department of Agriculture that the outbreak has been contained. The bird flu is said to be zoonotic, which means it can jump and be transmitted to humans. "I believe the stats say that there is 60% mortality in infected humans," he said. Aside from disallowing guests, the center attempted to undertake better biosafety measures. However, this was stalled due to restrictions associated with the current quarantine implemented by the government due to Covid-19. "We are also asking the city government to help install appropriate land use policies to restrict farming practices around the facility including ban on use of toxic pesticides, poultry and game fowls, etc.," Salvador said. When birds and fowl get infected with the flu, symptoms may be difficult to detect but Salvador said that having "ruffled feathers, low energy and egg production especially in poultry" are possible warnings. However, sudden death can also happen without any signs. There is still no cure yet for the avian influenza. To prevent further contamination, the Department of Agriculture has to exterminate birds and fowls within one kilometer radius of an outbreak. "This combo of diseases surfacing in our midst not only threatens our national bird directly but our own people as well," added Salvador. The center's income from visitor's fees help sustain conservation activities of the foundation, including field research and community conservation. The closure, both due to bird flu and Covid-19, is adversely affecting their ability to sustain their mission. "We have raised this concern and risk to our leaders in the past. Perhaps, now we can put our heads and resources together to invest and develop biosecurity plans, build appropriate infrastructure and seriously enforce measures to address present outbreaks and other emerging diseases," said Salvador. The center currently houses 31 Philippine Eagles. There are only 400 pairs known to exist in the wild.
