City Agriculturist Edgardo Haspe, in an interview on Monday, said that his office identified the expansion of rainwater catchments and irrigation facilities among the priority projects to be implemented under the pre-active phase.

“We’ll continue to expand the establishment of rainwater catchments in upland areas, particularly in Paquibato, Calinan, and Baguio. And we also identify more sources of water that irrigation facilities can be established in vulnerable

He said that the last dry spell was in 2016, and

they learned a lot from that experience. Currently, the city has a total of 8,000 to 10,000 farmers situated in production areas.

Haspe added that they would install more PE pipes in the city’s production areas to expand its coverage and proposed the establishment of additional dams in the upland areas to

add water sources during El Niño.

He said they are in close coordination with the Philippine Crop Insurance Corporation. They conducted meetings with its personnel last March 22-23, together with municipal and agricultural

“We are also monitoring the established open surface, solar and ram pumps, and other irrigation assets. We have established irrigation facilities, and we need to have an inventory of those that are functional

BOC seizes illicit cigarettes worth P19-mln in Sta. Cruz

DAVAO CITY – A group Training Corps (ROTC) officials is pushing to revive the program for all college students.

Jose Agduma II, chairperson of the Kawal Atenista Alumni Association, Inc. (KAAAI), said the group's call for the revival of mandatory ROTC aims to instill patriotism, mental and physical soundness, rectitude, and

discipline among the youth.

“This is the time for us to regroup and share what we have learned in ROTC because it is not a failure (program). Its products are very successful and very timely for President Ferdinand Marcos Jr. to push through with the mandatory ROTC,” Agduma on Saturday.

He said that through cooperation and a genuine desire

to bring positive change to the community, all the members of KAAAI have worked together to realize the organization's mission.

Dinagat Island Governor Nilo Demerey Jr., one of the KAAAI board of trustees, said he is one of the ardent exponents of the ROTC’s revival.

“This will be our defense because, for the past 22 years, we have not produced people that would protect this coun-

try,” Demerey said. He said the National Service Training Program (NSTP) law "is a clear violation of the Constitution," as it sidelined ROTC as optional rather than mandatory.

to bridge widening talent gap in SEA

FOR A long time, companies hired candidates primarily based on what they studied in school, where they worked previously, or their years of experience.

In recent years, however, this has started to change, driven by the fast pace of technological innovations and accelerated rate of change in the skills required for the same job.

In the Philippines, LinkedIn data shows that skills to do any particular job have changed by 31% on average since 2015 and could go up by 48% in 2025.

LinkedIn’s latest Future of Recruiting report reveals that many companies today are taking a skills-based approach to talent to stay competitive in a tight labor market.

Fitch Solutions eyes BSP rate hike for 2023 in May

cies in the gradually recovering tourism industry. It will be held simultaneously in three different cities across the country.

"This is a major project of DOT Secretary Christina Garcia-Frasco to be able to help displaced workers and of course potential tourism workers to avail of jobs in the industry in one setting," Unchuan added. (APB/PIA-10/Lanao del Sur)

Davao team impresses at Robothon in KL, Malaysia

THE BROKENSHIRE College Toril Robo Aces from Davao City has once again made its mark in the International Robothon 2023 held in Kuala Lumpur, Malaysia.

The team, consisting of students from different levels, brought home multiple awards, adding to their already impressive track record.

Universiti Teknologi Malaysia (UTM) and Eduspec Sdn. Bhd collaborated to organize the 8th International Robothon Competition on March 26, 2023. With the sponsorship of 5T3M and support from the Ministry of Education and the Ministry of Science, Technology, and Innovation, the competition aims to nurture young minds to develop practical solutions using robotics.

The half-day marathon, held at UTM’s Kuala Lumpur campus, witnessed the participation of 239 students aged

6 to 18 from Malaysia, Thailand, Vietnam, the Philippines, and Indonesia. The theme for the event, “Second Earth,” aptly captures the essence of the competition, where participants were to design, build, and program robots capable of performing various human tasks in outer space simulations.

Following their recent win in the 8th Philippine Robothon where they were crowned overall champions, BCT Robo Aces secured the First Runner-Up spot in the VEX IQ Veterans Category. The team, which included elementary pupils Al Emmanuelle Diestro, Fiona Lorraine Nuyad, and Marie Raven Deguma, showcased their exceptional skills in the competition.

PhilHealth promotes programs through poster-making contest

CAGAYAN DE ORO CITY

(PIA)--The Philippine Health Insurance Corporation (PhilHealth)-10 held its on-the-spot poster-making competition to raise awareness and understanding of the National Health Insurance Programs on March 23.

The agency revived the poster-making competition among Grade 10 students from various public and private schools in the region. As the invitation was set, twenty-two schools responded to the competition, of which 21 were from Cagayan de Oro City and one from Yumbing, Camiguin.

Delio Aseron, the Vice President of PhilHealth-10's 10th Region, thanked everyone who joined the competition for answering the call. He congratulated them and said they were all winners because they would put all their skills and passion into making the posters.

"Ang inyong gagawin na obra maestra, ang inyong gagawing posters, lahat yan ay panalo dahil idi-display natin yan sa ating PhilHealth insurance offices at PhilHealth Business Centers (The masterpiece and posters you will make are all winners because we will display them

in our PhilHealth RegionalBusiness Centers)," Aseron said.

For her part, PhilHealth-10 Public Affairs head Merlyn Ybañez said, "We hope our poster-making competition will help raise awareness and understanding of the National Health Insurance Program (NHIP), especially among the youth."

Ybañez expressed that they are making learning materials for Grade 10 students to provide adequate knowledge and understanding about PhilHealth, its

values, and the principles of social health insurance.

This year's winner was Oro Christian Grace School. In second place was Yumbing National High School, third was Gusa Regional Science High School, fourth was Bayabas National High National High School.

GSC: a city in blistering heat

THERE is no denying the fact that during the past few days the heat index in Davao City was getting intolerable to many. Bur on the whole it seems Davaoenos appear to coast along the initial days of summer although many are indeed complaining about the very humid atmosphere even during early evenings or morning when normally those are the times of the day that are cold and ideal for those who make it a habit doing physical exercises.

So far however, not a single business establishment or institution has dispensed with its usual activities to protect their clients from extreme heat and discomfort.

In General Santos City, it is a different story. It must really be very hot down there that no less than the administration of the Mindanao State University, a government educational institution, spearheaded the move to temporarily halt the school’s in-person classes and instead declared that the student have to stay home where they can enjoy the amenities of an on-line classes just to make sure that the students are protected from the blistering heat of the sun.

The students are clearly protected from the extreme weather condition by the school authorities who might have believed that the school administration is right in making such decision. Yes, the school management might have thought that by insisting on having the students attend instead. For how can the students survive a room temperature almost 50 percent closer to what is the needed heat to boil water?

As we said here earlier, it must really be hot down there in General Santos. In fact we could remember our own experience while we were in that area sometime in the early part of the eighties when we were still working with government. The city used to be our project area as Senior Population research Assistant. In some trainings we facilitated in General Santos, we had to travel from one barangay or district to another.

We noted then that even if heavy rains fell early dawn of that day, by the time we were travelling towards such areas as Makar, Mabuhay and the nearby DOLE Philip-

pines Plantation in Polomolok, South Cotabato using shortcut routes within the banana plantation, we could much more in General Santos central business district which is now a sprawling forest of concrete roads and high rise buildings.

We however, found a very credible reason why the temperature index in that southernmost city is getting higher by the year. An old hand in General Santos who was a pioneer in the ranch industry in that city told us that the soil in General Santos and its environs, is not the usual soil we see in most part of the Davao Region. It is sandy and grayish in color and that it could be the lahar or ash fall during the eruptions of either or both the Mt. Matutum and Mt. Parker volcanoes that are just a few kilometers away from the city.

It is the reason why the soil in GenSan absorbs quite fast the rain water that fell even in only an hour or two after the downpour. The pioneer also brought us to a nearby river that empties its water somewhere in Cahilsot village leading to the open seas. He pointed to us the verticalcliff on both sides of the river and asked us to train our eyes on the sides that appear more of a compacted lahar instead of a solid stone.

By that time, or roughly 40 years ago, the heat index of the city was already high and almost unbearable even when the city was still surrounded with lush vegetation

and far from being a developed metropolis as it is now.

So, it is not anymore surprising that today’s temperature in that city is getting to be annoying. What else could be expected when such means of development like concrete roads and buildings, diminishing greeneries, more factories and industries, and above all the unmitigated use of land and water resources are factored in the whole process? **************************

Some two columns back we profusely congratulated the organizers of the 70.3 Iron Man sporting event held in Davao City and Davao del Norte.. Our appreciation centered on the fact that there were no untoward incidents in the duration of the sporting extravaganza.

As far as the peace and order condition in the city as well as in Samal, Panabo, and Tagum we were correct. There was zero crime, according to no less than the Police spokesperson in Davao City herself. But we were wrong with our assessment on the events in the triathlon itself. We already sent our column when we learned that one participant in the swimming discipline died while crossing the Pakiputan Channel reportedly due to a heart attack. One Jerry Kasim died of heart failure while swimming even as his son was also a participant in the event. father has been lately complaining of chest pain. Yet the son said his father insisted in joining his team in the swimming discipline. It was there that while battling the strong current that Kasim collapsed and eventually died despite efforts to resuscitate him failed.

Meanwhile, somewhere in Panabo City an onlooker who attempted to salvage a water jug dropped by a bike rider was instead hit by a biker participant. He was injured and is reportedly recuperating in a hospital. The biker who continued pedaling without stopping to help his victim is

We hope the bumped victim will get well soon. We too is not withdrawing our congratulations to the organizers of the triathlon Davao 70.3.

‘Soon it will be vomited’

“Summit for Democracies” hoping to demonstrate the US model of democracy by bringing together countries from around the world he perceived as modeling themselves after the US prototype that serves as the “Beacon on the Hill.”

I have written about this Summit for Democracies every year since, pointing out the realities on the ground that Western survey themselves belie the claims of the US of its shining democracy and enthusiasm of the American people for that democracy.

The realities are exposed in two surveys I have been for Democracies survey of democracies engaging the Latana consultancy to do polling of 53,000 respondents in 52 countries from West to East, and the Edelman Trust Barometer trust poll.

From the 2022 Alliance for Democracies survey, we learn that 83 percent of China’s citizens say their country is democratic, while only 49 percent of Americans say they have democracy in their country; 91 percent of Chinese say democracy is important to them and only 76 percent of Americans says democracy is important.

Still from the same survey, 63 percent of Americans say their government serves mainly the interests of a minority while only 7 percent of Chinese say their government serve the interests of the minority. So, these are some realities that Americans and the rest of the world should realize in judging “democracies.”

On the question of their enjoyment of free and fair elections, and the right to free speech, almost a third of Americans, 32 percent and 31 percent, respectively, said they did not, while just 17 percent and 5 percent, respectively in China responded to the same questions negatively.

On equal rights, only 5 percent of Chinese said not everyone enjoys equal rights while 42 percent of Americans said not everyone enjoyed equal rights. On trust in government 91 percent of Chinese say they trust their government while only 39 percent of Americans trust their government, this is what the Edelman Trust Barometer found out.

PHIL-CHINA WATCH

2022 that American trust in government went down to

the true picture and speaks all that needs to be said about which is genuinely democratic.

The 2023 Edelman Barometer which I have just opened presents a chart on the matter of a country’s sense of polarization or divisiveness. The less polarized meaning “seeing few deep divisions” versus “severely polarized” meaning seeing irremediable deep divisions in society.

the last two of the least polarized societies and the US in third of the top three severely polarized societies coming after Argentina and the narco-state Colombia.

Democracy comes from the Greeks and its etymology breaks it down to just two words, “Demo” meaning people and “kratia” meaning “power, rule” and nothing more, which means the interpreter and implementer has all the freedom to innovate to achieve that principle of “people power.

Like all things human the political ideal and system of “democracy” should be understood as ever evolving human institutions that develop along with its progressing economic, technological, cultural experiences. This is what has happened to mutating “democracy” -- the forward push of people power through history.

Through the stages of human history his political institution has evolved, from the primitive family to clan and tribal political system, then the feudal and aristocratic structure and onto to the varying forms of democracies emanating from the capitalist system and the variations of social democracies.

The technologies of today are also the reasons for

systems that are at this stage outcompeting the capitalist “liberal” electoral democratic system due to the capacities of centralized socialist production system to outproduce the capitalist systems.

While the “liberal” electoral democratic systems rely on competition within and without, intra-capitalist competition with similarly capitalist countries, even going into the socialist countries to outcompete their fellow capitalist countries to exploit domestic and international markets.

The “liberal” political aspect with safeguards to the extreme the individual interest is actually a cover for the Big Boss capitalists’ interest and ensures the divisiveness of the political system -- the height of which we have seen in the US with the 2010 passage of the “Citizens United” partisan politics now destroying America.

Everything in America is poisoned by this corrupted, political democracy (some say “demon-crazy”). Who would want to buy this “export of democracy” of the US now --- unfortunately that very small, divided state in bought it and buying more of it. Soon it will be vomited.
