VCO: boosting the immune system

BY IAN RAY GARCIA

N THIS time of pandemic, scientists around the world are dashing to scour for ways to shield our bodies from the virus and hopefully find the right medicine to defeat it. While they are experimenting with medicine, some local entrepreneurs are looking at one of the country's top products for the possible solution. The Philippines is one of the top producers and exporters of coconut products in the world. In spite of the fact that we have been trading coconuts to the Chinese and Malays since the 1840s, we still have not reached its full potential. One of the coconut by-products proven to boost the body’s immune system is virgin coconut oil or VCO - oil extracted from fresh and mature coconuts without the application of heat and chemicals. “It is now considered as one of the superfoods of the awakened generation,” said Joy Taray, owner and general manager of TreeLife, a local producer of VCO products. Taray’s company started in 2004 in Carmen, Cotabato under the Green Philippines Program. However, it (

Tagum brgy. official who went to Matina cockpit positive for virus A BARANGAY official in Tagum City came clean and admitted that he is now a “presumptive” COVID-19 positive based on the local test administered by a government-operated hospital. In a statement, Bryan Kim Samuel Angoy, Association of Barangay Captains (ABC) president in Tagum City, said the

THE CITY government will be implementing the work-at-home arrangement for its employees starting Tuesday as the threat of the COVID-19 is showing no signs of slowing down. The statement released by the city government on Saturday bared that all of its offices “shall move to a work at home and oncall operations beginning 07:00H March 31, 2020.” “All employees are ordered to work from home and render services on-call 3:06:14 PM basis. All documents and

other materials needed for work to continue shall be transported between residences,” it said. The city government said this decision was reached because of possible patients under investigation (PUIs) among employees of the city hall. Also, there is an urgent need to protect everyone who reports to their respective offices to avoid a breakdown of government service by exposure to the majority of the employees. (

THE CITY government has prepared three cremation centers designated for the COVID-19 mortalities. In an interview with Davao City Disaster Radio (DCDR) on Friday, Mayor Sara Duterte said that the identified centers are the Davao Memorial Park, Cosmopolitan and the St. Peter Funeral Home. Also, the cadavers should be cremated within 24 hours. “This (cremation) has been recommended by the (infectious diseases) doctors. Nobody knows how long the virus will last inside a dead patient’s body,” she said. She said that no funeral rites or ceremonies will be held for these patients. However, she said that St. Peter is not yet operational for now. Indigent patients under investigation who died while waiting for their confirmatory results will be taken care of the city government. Presently, three

of these poor PUIs were already cremated. But she said it is up to the Department of Health (DOH) to disclose the total number of cremated patients. Earlier, Duterte revealed that city government has prepared a mass burial site in Tagakpan, Davao City in case the health situation deteriorates. In a recent virtual presser, the DOH said COVID-19 patients who will die to the disease must be buried or cremated within 12 hours. DOH XI regional director Dr. Annabelle Yumang said on Wednesday, March 25, during the presser, that families of the victim are not allowed to go near them unless it is already inside the coffin or has been cremated. She said that from the hospital, the body must be properly sealed in a leakedproof bag and be placed in a metal casket. It should be

ensured that it is airtight to prevent the contamination of the virus. The Provincial InterAgency Task Force on COVID-19 confirmed that the two new positive cases in the region are from Davao Oriental. The Department of Health has not yet released any information on the description of these new patients. 2 COVID-19 patients from Davao Oriental Meanwhile, the provincial government of Davao Oriental released a statement on Friday confirming that the two patients were among the first batch of persons under investigation whose samples were initially tested at the Southern Philippines Medical Center (SPMC). The samples have been validated by the Research Institute for Tropical Medication for confirmation and quality check. ( / COVID-19 / 4)

SPMC confirms 22 new COVID-19 cases; total in Davao Region now at 30 DAVAO CITY (MindaNews / 28 March) – The Southern Philippines Medical Center (SPMC) in Davao City has confirmed 22 more confirmed cases of novel coronavirus disease (COVID-19) cases, bringing the total number of cases to 30 in the Davao Region. In an interview on Saturday, Dr. Ricardo Audan, SPMC chief of clinics and health emergency, said the 22 new confirmed cases are confined at the hospital’s isolation facility, which houses the previously confirmed four COVID-19 patients. Also, the Davao Region-

al Medical Center (DRMC) in Tagum City has a total of four COVID-19 cases, with the addition of two patients from Mati City who have history of travel to Manila. One of the four had been discharged last March 23 after testing negative twice. Audan said he could not confirm as of yet how the new patients acquired the infection, but he believed that some of them acquired it through their exposure to people who traveled from Manila. He said many of the patients are in stable condition. He said the number of cases spiked as the SPMC,

tious diseases, SPMC chief of hospital Leopoldo Vega said. The PCR machine can process 30 specimens per batch, which takes about eight hours, according to Vega. “This whole test with the PCR machine runs for about 8 hours for a batch of 30 patients… The test for coronavirus is through the real-time PCR machine. And it’s important to understand that testing needs a lot of training because this is really molecular biology,” he said. Mati City also reported its first two cases on Friday, March 27, currently confined

at the Davao Regional Medical Center (DRMC) in Tagum City. Both patients have a travel history to Manila and arrived in Davao City on March 7 onboard Manila-Davao PAL Flight 1812, according to Mati Mayor Michelle Rabat. In her statement, Rabat said the two patients were checked by City Health Officer Dr. Ben Hur Catbagan after manifesting signs and symptoms of the infection. She said the patients were “readily isolated from the rest of the members of the household and quarantined.” She said the patients are in stable condition

She said health authorities placed their family under quarantine, and had commenced “tracing from the time they arrived from Metro Manila until the time their quarantine started.” “The threat of Covid-19 is now very real in our very own city. That is why we need the cooperation of each and every Matinians to strictly follow the guidelines we have in place and practice proper hygiene. It will provide solid protection – the first line of defense - for cells against invading viruses,” said Romulo Ybiernas, a Surigao-based medical homotoxicologist. Homotoxicology is a theory of medicine that views the symptoms of a particular disease as evidence of the body’s defense mechanisms at work against toxic and harmful substances. Meanwhile, City Hall will still continue to receive documents at the Davao City Recreation Center (former Almendras gym). Doing so will not only boost overall health but will also help strengthen immunity, balance the good and bad bacteria in one’s gut and give one a better shot at fighting off certain types of viruses and pathogenic bacteria. “We have always regarded coconut as the ‘tree of life’ since every part of it, from its roots to its fruits, can be useful and beneficial to one’s health. Nature has given us this gift that can be eaten daily to nourish our body”, Taray added. The patients are currently under strict isolation at the Davao Regional Medical Center in Tagum City and are reportedly in stable condition. I am not the one concerned to address the matters on the admission of the patients, who are the PUIs, PUMs, what are their statuses. That is not part of my job right now. My job is to ensure that infection is controlled and to ensure the measures given by the doctors for us to do to contain the infection is properly executed in our barangays,” Duterte said. Meanwhile, Mayor Duterte also denied the text message circulating around the city stating that the curfew in the city is already at 5 a.m. to 5 p.m. “The curfew starts at 9 p.m. to 5 a.m. The liquor ban is from 5 p.m. to 8 a.m. So I do not know where that 5 p.m. to 5 a.m. curfew came from,” she said.

SUNDAY, MARCH 29, 2020

Who belongs to God? TODAY is Sunday, the last Sunday of the month of March 2020. It is also the 5th Sunday of Lent. The Psalm of the day is, “With the Lord there is mercy, and fullness of redemption.” The 1st Reading is from Ex 37:12-14. Thus says the Lord God: O my people, I will open your graves and have you rise from them, and bring you back to the land of Israel. Then you shall know that I am the Lord, when I open your graves and have you rise from them, O my people! I will put my spirit in you that you may live, and I will settle you upon your land; thus you shall know that I am the Lord. I have promised and I will do it, says the Lord.

I am the resurrection and the life MEDITATION: If a true "friend loves at all times" (Proverbs 17:17), why did Jesus delay in coming to Lazarus' home when he knew that his friend was gravely ill? Jesus certainly loved Lazarus and his two sisters and he often stayed in their home at Bethany. But to the surprise of his friends and disciples, Jesus did not go right away to Bethany when he was called. Jesus explained that Lazarus' sickness would bring glory to God. The glory which Jesus had in mind, however, was connected with suffering and the cross. He saw the cross as his supreme glory and the way to glory in the kingdom of God. For Jesus there was no other way to glory SUNDAY except through the cross. REFLECTION Jesus also knew that it was dangerous for him to travel anywhere near Jerusalem at this time, since the religious authorities in Jerusalem were plotting his destruction. Jesus, however, was willing to pay the price to help his friend. For Jesus to come to Jerusalem at Passover time was an act of courage. The explanation which Jesus gave to his disciples was simple and challenging at the same time. "Are there not twelve hours in the day?" In so many words he said: "There are enough hours in the day to do what one must do." A day can neither be rushed nor extended. Its period is fixed. Courage to act in the light of God's truth In God's economy we each have our "day" whether it be short or long. While time is limited, there is enough for us to accomplish what God intends. God gives each of us our allotted portion in life. We can either waste it or use it to the utmost for God's glory. Jesus did not let circumstances or pressure dictate what he would do. Nor did he permit others to dictate his actions or timetable. He took action of his own initiative and in his good time. Don't we often try to get God to do things in our way and on our timetable? Both the Romans and the Jews divided the day into Correspondents:

twelve equal hours from sunrise to sunset. The day's work and travel, however, ceased when the daylight was gone. If someone wanted to get their day's work done, he had to do it before it got dark. Jesus made a spiritual analogy with our relationship with God. While the light of Christ is with us, we must live and walk in the truth and grace of his light. There's a right time to make peace with God, and that time is now. When darkness comes, then judgment follows for those who refuse God and spurn his love. When Jesus announced that Lazarus was dead and that he was going to Jerusalem, Thomas showed both his courage and pessimism. "Let us go, that we may die with him." This courage, however, was not tempered with faith and hope in God's promise to bring victory out of defeat. Even though Thomas was a witness to Lazarus' resurrection, he betrayed his master when arrest and death stared him in the face. He doubted his master's resurrection until Jesus showed him the wounds of his passion. God gives us faith, courage, and the strength we need to persevere through any trial and suffering we must face in this life. If we embrace our cross with faith and trust in God, then we, too, will see victory and glory in the end.c) 2020 Servants of the Word, source: www.dailyscripture.net, author Don Schwager)

The 2nd Reading is from Rom 8:8-11. Brothers and sisters: Those who are in the flesh cannot please God. But you are not in the flesh; on the contrary, you are in the spirit, if only the Spirit of God dwells in you. Whoever does not have the Spirit of Christ does not belong to him. But if Christ is in you, although the body is dead because of sin, the spirit is alive because of righteousness. If the Spirit of the one who raised Jesus from the dead dwells in you, the one who raised Christ from the dead will give life to your mortal bodies also, through his Spirit that dwells in you. This Sunday’s Gospel is from John 11:1-45. It is about Jesus’ raising of Lazarus. Now a man was ill, Lazarus from Bethany, the village of Mary and her sister Martha. Mary was the one who had anointed the Lord with perfumes oil and dried his feet with her hair; it was her brother Lazarus who was ill. So the sisters sent words to him saying, “Master, the one you love is ill.” When Jesus heard this he said, “This Son of God may be glorified through it.” Now Jesus loves Martha and her sister and Lazarus. So when he heard that he was ill, he remained for two days in the place where he was. Then after this he said to his disciples, “Let us go back to Judea.” The disciples said to him, “Rabbi, the Jews were just trying to stone you, and you want to go back there?” Jesus answered, “Are there not twelve hours in a day? If one walks during the day, he does not stumble, because he sees the light of this world. But if one walks at night, he stumbles because the light is not in him.” He said this, and then told them, “Our friend Lazarus is asleep, but I am going to awaken him.” So the disciples said to him, “Master, if he is asleep, he will be saved.” But Jesus was talking about his death, while they thought that he meant ordinary sleep. So then Jesus said to them clearly, “Lazarus has died. And I am glad for you that I was not there, that you may believe. Let us go to him.” So Thomas, called Didymus, said to his fellow disciples, “Let us also go to die with him.” When Jesus arrived, he found that Lazarus had already been in the tomb for four days. Now Bethany was near Jerusalem, only about two miles away. And many of the Jews had come to Martha and Mary to comfort them about their brother. When Martha heard that Jesus was coming, she went to meet him; but Mary sat at home. Martha said to Jesus, “Lord, if you had been here, my brother would not have died. But even now I know that whatever you ask of God, God will give you.” Jesus said to her, “Your brother will rise.” Martha said to him, “I know he will rise, in the resurrection on the last day.” Jesus told her, “I am the resurrection and the life; whoever believes in me, even if he dies, will live, and everyone who lives and believes in me will never die. Do you believe this?” She said to him, “Yes, Lord. I have come to believe that you are the Christ, the Son of God, the one who is coming into this world.” When she had said this, she went and called her sister Mary secretly saying, “The teacher is here and is asking for you.” As soon as she heard this, she rose quickly and went to him. For Jesus had not yet come to the village, but was still where Martha had met him. So when the Jews who were with her in the house comforting her saw Mary get up quickly and go out, they followed her, presuming that she was going to the tomb to weep there. When Mary (

Living under COVID-19 lockdown ROME (MindaNews) — Greetings from Rome. We are still on lockdown (over 31,000 cases and BY FR. AMADO L. PICARDAL CSSR 2,500 dead including 10 priests and 1 nun in Italy). Some Suggestions on Living under COVID-19 lockdown. Most of us have been placed on a lockdown to contain the virus that is spreading exponentially. This will take at least a month, if not more. What should we do during this time? Here are some helpful suggestions: Appreciate this period of physical isolation, solitude and silence. This is a time of sabbath rest. Consider this as a prolonged retreat. If you are living with others, maintain interaction but observe physical distance (one meter, no touch). Join common meals. Spend time in prayer and sharing with each other the Word of God. Watch online Mass especially on Sunday. This is the best time to strengthen the bond of relationship as a household/community. Observe proper hygiene – constantly wash your hands, clean and disinfect surroundings (especially doorknobs). Be well rested, avoid stress. Get adequate sleep (seven to eight hours). Avoid activities that can disrupt sleep patterns (binge watching online movies/TV series, unlimited FB/social media engagement). Practice meditation (focus on breathing and mindfulness, centering prayer, meditative recitation of the rosary) – holistic method of deepening spirituality, managing stress as well as boosting your immune system. Observe healthy diet (mostly plant-based). Fish & meat consumption is not essential – there are other sources of protein (rice & beans, eggs). Human beings can survive on one meal a day – this is called Intermittent fasting which maximizes the utilization of fat deposits (ketones) as fuel for the body and boosts immune system – mobilizing the doctor and pharmacy within our body. This can help also in cutting down food expenses. Caloric restriction is the only proven means of extending one’s life (eat less, live longer). Grow your own food. Take vitamin supplements (C & D). Sunlight is best source of Vitamin D. Since you cannot go out for a walk or a jog, do indoor high intensity exercise (weights, push-ups, etc), walk around your garden (if you have one) or go up and down the stairs. Do Tai-chi or calisthenics. Spend time in reading – feed your mind, update yourself of what’s happening, learn something new. Read the bible and other spiritual books. Do something productive or creative: work at home/ in your room, write, do research, work on projects, learn a new language, pursue your hobby, gardening, play and listen to music, compose songs and poems, start a diary, etc. Maintain social contact with family members, friends and colleagues through the internet/social media. Give them updates on what is happening. Share with them what you are doing, your thoughts and feelings. Participate in online meetings/conferences/webinars, etc. Continue to exercise your prophetic mission online: share the Gospel & bring hope, denounce social evils (including incompetent/corrupt leaders and their minions who are responsible for the culture of death, the spread of this virus, climate change, etc.). Continue your advocacies. In spite of the physical isolation we are still interconnected. We can maintain solidarity with others by being part of the virtual community and movement. While observing appropriate physical distance, reach out to those living nearby. Greet them from afar. Occasionally break the silence by sharing your music from your balcony or rooftop. Find out how you can help especially those in need. Share your resources with those who are less fortunate. (P.S. most of these suggestions are based on my experience living as a hermit & exile). (Fr. Amado L. Picardal, CSsR is Executive Co-Secretary of the Commission for Justice, Peace and Integrity of Creation of the Union of Superiors General (USG-UISG) in Rome. He started his new work in January this year, after living a quiet life as hermit and exile since 2018. A native of Iligan City, Fr. Picx lived and worked in Davao City from 1995 to 2011 and was assigned to Manila where he served as Executive Secretary of the Catholic Bishops Conference of the Philippines Basic Ecclesial Communities Committee from 201 to 2017. He went around the Philippines several times on bike or on foot, for peace and justice).

SIR ANDREW (1972-2019) BY RICK ROBIN P. CAGNAAN

TO HIS FANS, he was the cartoonist who entertained us when he created his comic strip series “Agents of Ambush”. To his family, he was a loving and caring husband, uncle, and father. To his fellow cartoonist friends, he inspired them with his works. He was a friend to everyone. Even though his life was not perfect, we remember him for his works as a cartoonist. I for one would say that Andrew Philip Villar was one of the great cartoonists

in this generation. It was my opportunity to meet him back in May 2017, I was a fan of his comics back then. If my memory serves me correct, I was a few days away from my vacation in Hong Kong, and around that time I was on vacation in Cavite with my mom and siblings, visiting my relatives. The day was May 21, that Sunday evening, and we went to SM Aura Premier in Taguig to meet the cartoonist in person. For

me, it was a moment worth remembering, as this was the first time, and it would be the last. It greatly inspired me as a cartoonist, and every time I read his comics, I caught up with the adventures of the protagonist of his story, Amber, who was the team leader of the fictional Bravo Company. Amber, the protagonist in his comics, saved the day with the help of her father and her teammates. She was also a brave woman who faced every obstacle in time of adversity. Besides the “Agents of Ambush” comic books, Andrew also worked on his graphic novels “Malate” and “The Princess and the MP”. Both of which capture the artistic influence of Arnold Arre, fellow cartoonist and writer; and both reminded me of Arre’s “After Eden” and “Halina Filipina”. Sir Andrew’s son, Amos, is also a cartoonist. He created the comic strip series “BuBu Burger”, which is about the adventures of three girls hanging out at the fast-food joint, with a bit of references from K-pop. It was then that I was introduced to it and that led me to try my hand as a cartoonist. Being a visual artist based in Davao City, I would apply Sir Andrew’s influence on my artworks, and this soon had a very profound influence on me. I could relate so much to Sir Andrew’s comics, particularly Happy Salt, one of the characters in the comic strip because her disability did not stop her from being herself and doing what she loved, and most of all, she showed so much courage. It was sad to hear that Sir Andrew passed away on February 13, 2019, but his legacy as a cartoonist is bound to live on. Two of my paintings featuring characters from Andrew Villar’s “Agents of Ambush”, a portrait of Andrew Villar by Alex Alagon, and a photo of me and Sir Andrew taken on May 21, 2017.

came to where Jesus was and saw him, she fell at his feet and said to him, “Lord, if you had been here, my brother would not have died.” When Jesus saw her weeping and the Jews who had come with her weeping, he became perturbed and deeply troubled, and said, “Where have you laid him?” They said to him, “Sir, come and see.” And Jesus wept. So the Jews said, “See how he loved him.” But some of them said, “Could not the one who opened the eyes of the blind man have done something so that this man would not have died?” So, Jesus, perturbed again, came to the tomb. It was a cave, and a stone across it. He said, “Take away the stone.” Martha, the dead man’s sister, said to him, “Lord, by now there will be a stench; he has been dead for four days.” Jesus said to her, “Did I not tell you that if you believe you will see the glory of God?” So they took away the stone. And Jesus raised his eyes and said, “Father, I thank you for hearing me. I know that you always hear me; but because of the crowd here I have said this, that they may believe that you sent me.” And when he had said this he cried out in a loud voice, “Lazarus, come out!” The dead man came out, tied hand and foot with burial bands, and his face was wrapped in a cloth. So Jesus said to them, “Untie him and let him go.” Now many of the Jews who had come to Mary and seen what he had done began to believe in him. Yes, in this time when the world is facing a very serious health crisis, our faith in God is put to its gravest test. -30NB: Our thanks to the St. Paul’s Publishing, the publisher of the book 366 Days with the Lord, a Liturgical Biblical Diary for the year 2020. The newest fatality was a 72-year-old female who died on March 26 while awaiting confirmatory results, the DOH-12’s Center for Health Development said. The patient, who had no travel history to places with COVID-19 confirmed cases, died due to septic shock and hypoxia secondary to severe pneumonia, it added. As of 5 p.m. March 27, the number of PUIs had reached 130, including the six deaths, 25 still admitted,

28 discharged and 71 on home quarantine. Three of those who died were from South Cotabato. For the entire Region 12, three confirmed COVID-19 cases were recorded --- PH145, a 32-year-old Muslim leader who has recovered and has been discharged from a hospital in Cotabato City; PH599, a 68-year-old female from Cotabato City under home quarantine; and PH600, an 87-year-old male from Sultan Kudarat province. It monitors, integrates and synchronizes all efforts and activities of agencies. As the chief implementer, Galvez shall coordinate and weave the four lines of effort of the Task Groups on Response Operations, Resource Management, and Logistics, and Strategic Communications. A 24/7 Emergency Operations Center composed of the Office of the Civil Defense and its memberagencies shall provide support to the NTF. Whole-of-government approach As the NAP on Covid-19 is anchored on a Whole-of-Nation Approach, it is not solely focused on containing the spread of the virus and implementing initiatives that will mitigate the social, economic and security impacts of the health crisis. Galvez said the NAP’s strength emanates from its multi-pronged, multi-agency approach which includes a policy-making body and an operational arm. The policy-making body which is the Inter-Agency Task Force is composed of select Cabinet members cochaired by the Secretary of Health and the Cabinet Secretary. “This is a crisis which cuts across social, economic and public safety domains,” he said. The National Disaster Risk Reduction Management Council (NDRRMC) functions as the NTF Covid-19, which is consistent with its mandate under RA 10121 of 2010 and in line with emerging challenges

brought about by the health crisis. NTF Covid-19 will handle the day-to-day battle and respond to emerging situations on the ground. “The NTF on Covid-19 shall harness the NDRRMC structure composed of governmental, non-governmental, civil society and private sector organizations, with additional support from other agencies. The NTF Covid-19 will mobilize state and private assets in order to cope and sustain its medical health care until the threat is eliminated," Galvez said. Galvez said he accepted the appointment by the President as this will give him “another opportunity to serve his countrymen during this time of national crisis.” “We have seen how nations around the world are responding to the crisis. We need to learn from their best practices, and apply them in our country’s fight against the diseases,” he said. "I am calling on my Filipinos to stand with our government. The government needs your full cooperation so we overcome this crisis. I have no doubt we shall win this battle," he said. Galvez, a retired fourstar general, served as Armed Forces of the Philippines (AFP) chief of staff prior to his appointment of presidential peace adviser in 2018. As head of the Western Mindanao Command, he led government forces in the battle to free Marawi from terrorist groups which laid siege to the city in 2017. (OPAPP PR)

tary Salvador Medialdea on March 24. “We are facing an unprecedented health crisis we have never seen before in our nation’s history. The Covid-19 pandemic is not only a health crisis but also an economic, social and security crisis weaved into one,” Galvez said. “We have to be at least two or three steps ahead and carry out crucial interventions at the soonest possible time. This will enable our country to better cope with the pandemic which is sweeping across our country and the world,” he said. National Action Plan on Covid-19 As the chief implementer, Galvez is tasked to ensure the strict compliance with and adherence of everyone to the guidelines and protocols contained in the government’s action plan against Covid-19. The NAP on Covid-19 is the Philippine government’s strategic plan to respond to the health crisis by harnessing and integrating the whole gamut of government’s logistical network, resources, and manpower. The crafting of NAP was made after a series of meetings between President Duterte and Cabinet officials. The NAP is anchored on a “Whole-Of-Government” approach, which features a streamlined governance structure to facilitate the timely and efficient response to the threats posed by the virus. Galvez said the NAP focuses on four specific

lines of efforts, which include enhanced community quarantine, enhanced monitoring and response, responsive sustainment, and crisis communication. “The first strategy is to provide clear, accurate and timely information to support the operations against the spread of Covid-19. The second strategy is to contain and prevent the further spread of the virus,” he said. “The third is to sustain the conduct of operations against Covid-19. The fourth is we should mitigate the consequences and social, economic and security impact of Covid-19,” Galvez said. Structure of Operations Under the structure, it is the President that acts as the National Command Authority. Under him is the Inter-Agency Task Force on Emerging and Infectious Diseases (IATF-IED), which is composed of different Cabinet Secretaries to formulate policies. The National Task Force (NTF) on Covid-9, chaired by Defense Secretary Delfin Lorenza and Interior Government Secretary Eduardo Año as the vice-chair, will operationalize the policies of the IATF-IED. The NTF-Covid-19 through the National Incident Command (NIC), with Galvez serving as its head, will focus on the operational and tactical implementation of the guidelines from the IATF and the daily activities of all agencies based on their functions on addressing Covid-19.

Meanwhile, funeral homes that will refuse to pick up or provide logistics and transport of Covid-19 remains will be penalized. released a memorandum that directs the publication of photos of the suspects through television, the Internet, and media. A reward of PHP300,000 each awaits tipsters who can help with the arrest of Datu Bahnarin Ampatuan and Datu Bahnarin Ampatuan, two of the 76 suspects who are still at large. Meanwhile, authorities promised to give a bounty of PHP250,000 each for the capture of other suspects. In December 2019, the Quezon City Regional Trial Court Branch 221 sentenced Datu Andal Ampatuan Jr., Zaldy Ampatuan, Anwar Ampatuan Sr., and several others to life imprisonment without parole due to the mass murder of 58 people in Maguindanao province on November 23, 2009. Presidential Communications Operations Office Secretary Martin Andanar, who concurrently serves as co-chairperson of PTFoMS, promised a relentless manhunt for other Maguindanao massacre

suspects. “We do not neglect and forget our other priorities and targets just because of a national emergency where PNP personnel are also front-liners. This is just the beginning of the end for these fugitives from the law. Let me reiterate that the PNP, just like the PTFoMS, is a proactive organization that takes its job very seriously," he said. PTFoMS executive director Undersecretary Joel Egco ensured that the task force is “on top of the situation.” Egco said the PTFoMS is in close coordination with the PNP to ensure the successful arrest of the fugitives. "As I have mentioned time and again, the PTFoMS and our memberagencies like the PNP, will stop at nothing in fulfilling our mandate and commitment to our media workers," he said. “We are relentless in our pursuit to bring all suspects in the gruesome Maguindanao massacre to justice.” (PNA)
