RDC XI endorses calls to put Davao Norte under DavLight

THE REGIONAL Development Council XI has supported calls to place the entire Davao del Norte under the Davao Light and Power Co. (DLPC) franchise area.

On Friday, the council approved a resolution on the issue during its meeting in Mati City, Davao Oriental, on a motion of Davao del Norte Gov. Edwin I. Jubahib.

In a statement, Jubahib said he is “hopeful that, being the highest policy-

making body for development efforts in the Davao Region, the RDC-XI's resothe President to reconsider his previous decision and grant DLPC's expansion in the province this time around.”

Jubahib referred to

the veto on the previous proposal that President Ferdinand Marcos issued last year.

The Jubahib motion approval of the three resolutions, House Bills 6740, 5077 and 6695. House Bills 6740 and 5077, authored

by Reps. Margarita Ignacia Nograles of the PBA partylist and Pantaleon Alvarez of the First District of Davao del Norte, respectively, both pushed for placing the province and Maco in Davao de Oro under the service area of DLPC.

ENVIRONMENTAL GROUPS: Protect the planet, not just on Earth Hour

DAVAO CITY (MindaNews) -- Environment group Interfacing Development Interventions for Sustainability (IDIS), Inc. urged the people to continue the initiatives that protect the planet beyond the annual Earth Hour.

Since our beginnings in 2007, Earth Hour has been known for the “lights off”

In a statement released by IDIS on Saturday, the

environmental group said that participating in the global movement Earth Hour is not just about devoting an hour annually to preserve the Earth, encouraging people to embrace a lifestyle that helps lessen carbon footprint and contribute to the global efforts of protecting the environment.

“It is about committing every day to take care of each other and the one

home we all share. Earth Hour is a symbol of unity and a catalyst for change,” it said.

It added that the global movement “harnesses the power of the crowd to make a difference.”

In a statement, Mylai Santos of Ecoteneo said there is a need to “go beyond lights off and commit to #BiggestHourforEarth.”

“We are invited to take time out for nature and

we commit to live our day-to-day for nature and for Mindanao. We pray especially for the communities affected by the Mindoro oil spill including marine life in Verde Island Passage . Another ‘white elephant’ in the making?

WE congratulate the local government of Davao City for successfully hosting the just concluded International Triathlon event that brought in a number of visitors either participants to the sport or plain spectators.

We congratulate as well, the event the activities prior to, during, and after the culmination of the sports extravaganza. It is nice to know that there were no glitches. Therefore, we would not be surprised if some of them, if not all, will be seeking an encore for a Davao run. But we have heard that the just concluded event was the city’s last. Is it true? We hope there will be some changes in the minds of that particular sports gods… and the city

OBLIQUE OBSERVATIONS

“My grandfather used to say that at least once in your life, you will need a doctor, a lawyer, a policeman, and a preacher. But every day, three times a day, you will need a farmer.”

Farmers are truly an integral part of our lives. Unfortunately, our farmers still lack many things. More production inputs, access to machineries and technology, access to capital and access to market are some of the things that our farmers still need.

The government has increased both its budget and programs tenfold to try and provide answers to these challenges. These problems, however, cannot be solved by government alone.

Now, more than ever, private initiatives in the sector are badly needed.

The site of the subdivision is ideal not only in terms of distance but also in the rural ambience that the area provides. In fact, there were possibilities that the design of the duplex houses and the construction itself were a source of envy for previous housing applicants even in privately developed subdivisions offering duplex structures.

We are a frequent passer-by on the site because we have our rural residence in a barangay some three to four kilometers away from the site. And we were able to observe the weekly progress in the construction work. In fact, a good number of the houses were already painted and seemingly ready for occupancy by whoever were the

able cold storage unit in Benguet to help farmers in the area keep their produce fresh. Clearly, more private organizations, both here and abroad, are beginning to answer the call of our government for more private sector organizations, MSME’s, and big business partnerships with local farmers.

Perhaps, more people are beginning to realize the importance of sustaining our farmers. In a small corner in Cabanatuan City, a non- government organization called Basta farmers to orient them of the group’s capacity building programs for farmers and small to medium scale entrepreneurs.

BTS is a non- government organization set up by a group of entrepreneurs and professionals that aims to help certain sectors empower themselves.

One such program involves accepting income generating activity proposals from individuals or organizations and up loan assistance.

The organization also provides business related quick literacy.

These programs have help create more “agri-preby creating job opportunities and contribute to the local economy.

BTS has also started it logistic chain initiatives by helping farmers and other small businessmen sell their wares directly to consumers and cutting out oppressive middlemen.

The organization has set up BTS stores where products from its members can be sold cheaper to the public and where

To generate more resources for the programs, the organization has organized its members into cooperatives, councils, small business groups and taught them how to avail of assistance from other sources both public and private.

It has served as a liaison organization to government and private organization and helped its members prepare requirements and paperwork. In a few years’ time, the organization’s membership has grown by leaps and bounds.

BTS now has members and sub-organization all over the country.

Many of its members, whose lot in life has improved, has others achieve the same thing.

Perhaps, more private citizens or organizations can follow the steps of BTS by pitching in and starting innovative initiatives to help our farmers.

This is my oblique observation.

IRONMAN...(fromfrontpage) RDC XI...(frompage2)

Tuan Chun Chang were neck-and-neck coming out of the water and even the bike course. But the Portuguese showed off his mettle when he transitioned from the bike to the run despite the challenge from Stojanovic, which had the best run of the day, clocking 1:18:03.

The Ironman 70.3, the third time that Davao City hosted, drew 1,700 participants from 49 countries.

Meanwhile, 18-yearold Gerald Tayag of Barangay Sto. Niño, Panabo City, was reportedly rushed to the ICU when a triathlete hit him during the race.

According to the Panabo City Police, triathlete David Smith, 55, was biking from Tagum City to Davao City when Tayag suddenly crossed the middle of the road to get a water container.

The force of the crash sent Smith crashing, suffering minor injuries as a the race. Meanwhile, the

and the nurses started their house-to-house campaign since January this year.

Vaccination hesitancy, however, has remained a problem.

Campong and her team of four nurses and interns visited houses in the hinterland village of Upper Pantar, but each time received negative responses.

Upon seeing the nurses with the unmistakable shoulder bag of COVID-19 vaccines, some would hide inside their houses.

Others feign sickness or tell the nurses they are not ready to receive the jab.

“These are their usual excuses when our team visits their houses. Many of them are afraid that they would get sick,” she said.

Campong said it is understandable since a day in bed would mean they could not work and could provide no food on the table.

She said most residents here live on “a hand to mouth” existence, barely earning from the farmland on the slopes ofpality beside the Agus River in Lanao del Norte province.

Most of Pantar’s 26,599 residents are farmers who sell their produce in nearby Marawi City or at the roadside stalls that dot the highway.

The Department of Health region 10 has targeted 16,489 residents in the municipality of Pantar, Lanao del Norte for vaccination.

In its March 12, 2023 assessment, the DOH 10 said only 5,568 residents had beencine and only 4,914 residents got their second dose.

the DOH 10 said only 1,141 residents took the jab, while only 271 did for the second booster.

The DOH 10 said some 10,921 residents remain

victim was immediately taken to the hospital.

The report from One Mindanao revealed that the victim suffered a skull fracture and also bleeding in his brain. The victim’s mother, Geraldine Tayag, said her son only tried to get the water container to prevent other bikers from running over it.

In a separate interview, Major Catherine Dela Rey, spokesperson of the Davao Ironman event was very peaceful.

The Police Regional Office XI has suspended the Permit to Carry Firearms Outside of Residence (PTCOR 4 or PTC 4) in the entire Davao Region from March 20 to March 31 as an added safety measure for the IronMan 70.3 Triathlon Race.

The regional and Davao police deployed force multipliers to secure the event.

unvaccinated, making Pantar municipality among the highest in Lanao del Norte province in terms of vaccine hesitancy.

Campong and her team continued visiting more houses in Barangay West Pantar, braving muddy trail and rains, until they came upon the house of 57-year old Fatimah.

Fatimah readily agreed to be inoculated. She told them she was waiting for the nurses to pass by for weeks.

“I am not scared of being vaccinated. I do not listen to my neighbors telling unfounded stories about the COVID-19 vaccine,” Fatimah told the team as she showed them her vaccination card, proof that she had already been inoculated twice.

Fatimah said this was her Campong’s second luck came as the weary team returned to the highway. A woman went up to them showing her vaccination card and asking for a second shot.

“We are lucky today. We have two vaccinations but on other days, we came up with zero,” Campong said.

The other team of nurses who went farther down the highway came back with zero results.

Batuan sad the spread of disinformation on the COVID-19 vaccines made more people hesitate against vaccination.

“At the onset of the pandemic, news and commentary programs were airing fake news about the vaccine. These stuck on the minds of the listeners,” the doctor told MindaNews.

Batuan said the DOH tried many ways to counter the wrong information but the misconceptions about the vaccines continued.

She said Muslim religious leaders like the Imams

would remove it from the franchise area of the Northern Davao Electric Cooperative (Nordeco).

The provincial government and its municipal governments and the province's business sector also issued resolutions to support the move.

Early this month, the business sector of Tagum City, the capital of Davao del Norte, held an awareness rally to support the congressional proposal.

A similar rally was also held in Igacos last month. The city, considered the region's crown jewel in tourism, hastricity since Christmas Day when the submarine cable that provides power conked out.

Instead of repairing the submarine cable, which is connected to the grid through the transmission system of DLPC, Nordeco tapped a company that provides modular generator sets as the temporary power source.

The electric cooperative plans to replace the submarine cable with another submarine cable that will connect the city to Pantukan in Davao de Oro, about ten times in distance if compared with the present submarine cable.

charge of Nordeco, said early this month that repairing the submarine cable would cost the cooperative P10 million, while its submarine cable

BSP may cut RRR

Meanwhile, any adjustment in banks’ reserve requirement ratio (RRR) will be rate is on a sustainable downward path.

Medalla said cutting the RRR now will confuse the market given the increases in the central bank’s key rates to help address the elevated

joined them in the campaign to convince fellow Muslims to accept vaccination because it is not “haram” (forbidden) but necessary to keep them safe.

“I think the hesitancy is not religious but more cultural. Fake news about the vaccination program was so pervasive that it stayed in the minds of the residents,” Batuan said.

Batuan said another reason for hesitancy among the residents was when health authorities eased the COV-

project would cost about P1.5 billion.

However, the Davao Consumer Movement, a consumer group supporting the transfer proposal, said that by tapping a company offering modular generator sets, electricity rates in the franchise area of Nordeco have tremendously increased.

On the submarine cable project, the group, through co-convenor Ryan Amper, said that the project had not gotten approval from the regulating agencies like the Energy Regulation Commission, which approves capital expenditures in the power industry, the Department of Environment and Natural Resources for the environmental the governments of Pantukan and Igacos for the permits.

Amper added that had the electric cooperative been conscious of helping its consumers who will shoulder the increase in rates once the project is completed, it could have waited for the completion of the bridge that will connect the island city to the mainland and used it as the backbone for the cable that would only result in a capital expenditure of P200 million based on initial study.

The use of the connector bridge, not only for the power supply but also for water supply to the island city, was also approved in the form of the resolution by the RDC, also as initiated by Jubahib.

demand, which an RRR cut will counter since this will infuse additional liquidity into the domestic economy.

The last time the BSP reduced banks’ RRR was in 2020 when universal and commercial bank’s (U/KBs) RRR was cut by 200 basis points to 12 percent.

During the same year, RRR of thrift banks (TBs) and rural banks (RBs) were cut by 100 basis points to 3 percent and 2 percent, respectively.

Monetary authorities earlier said they aim to bring down big banks’ RRR to single digit by this year.

Medalla said the right timing to slash RRR is when the markets are convinced that domestic inflation rate is already back within the government’s 2 to 4 percent target band.

He forecasts inflation rate to return to within target levels starting around October this year.

As of end-February this year, the average inflation stood at 8.6 percent. (PNA)

ID-19 restrictions that allowed residents to move around after two years of strict quarantine measures.

She said the requirement to present vaccination cards when entering shopping malls and entering nearby Iligan City was lifted as COVID-19 cases fell nationwide.

Batuan lamented that the unvaccinated became even bolder in shunning vaccination against COVID-19.

of Davao and Samal. It is Earth Hour, time to become part of climate action,” she said.

Earth Hour traces its beginnings to the year 2007. Every year since then, it has been “lights off” for an hour worldwide, to show symbolic support for the planet and to raise awareness of the environmental issues affecting it.

It was “lights off” from 8:30 to 9:30 p.m. on Saturday in the Philippines.

IDIS said the people are encouraged to switch off all non-essential lights and electrical appliances, take a walk, ride a bike, or go to a park.

“By doing so, we can reduce our carbon footprint and take part in this meaningful event in conserving the resources of our planet. Join the movement and let us all take action to protect our planet and secure a sustainable future for all,” it said.

Initiated by World Wildlife Fund, the Earth Hour is a “global grassroots movement uniting people to take action on environmental issues and protect the planet.”

“If ma coop na sila, mamahimo na silang tag-iya, usa na sila sa mga tag-iya. They will become owners of the units. Naa silay regular nga sweldo. They would then have regular salary that would no longer be on a boundary system, and at the same time, whatever would be the income of their cooperative, based on their internal agreement, they would have income share.),” he Llanos said.

In the PUVMP, owners of PUV and PUJs owners would have to keep their units as private vehicles, but old PUVs and PUJs of 15 years and above would have to be taken to the LTFRB scrapping center for destruction, Llanos said.

Meanwhile, owners would be given due remuneration based on the assessed value on top of the socio-development package.

Meanwhile, Retired Police Col. Dionisio Abude, chief of the Davao City Trans-

In Davao del Norte, Governor Edwin Jubahib said Earth Hour is a powerful reminder that collective efforts could create a sigthe planet.

“By simply turning off our lights and electronic devices for one hour, we stand in solidarity with millions of people across the globe who are committed to conserving energy, reducing carbon emissions, and preserving our planet's precious resources,” the governor said in a statement.

He said climate change is an urgent issue requiring a “collective effort of every individual, community, and nation,” encouraging the people to “come together as one united front against the unprecedented challenges posed by climate change.”

He said the province has been working to implement various eco-friendly policies, projects, and programs to preserve the environment and secure a sustainable future for the people. (Antonio L. Colina IV / MindaNews)

Office (CTTMO) revealed that the City Council of Davao had already passed a City Ordinance mandating the grant of the socio-development package to PUJ drivers who would be affected by the High Priority Bus (HPS) System implementation of the city government.

Abude said that even tricycle drivers who would be losing their livelihood are also entitled to receive sociodevelopment package and skills training assistance.

The CTTMO screens the list of duly registered PUJ drivers in the city and conducts an education program relative to the implementation of HPBSS that is due to start in the last quarter of 2024, he said.

Meanwhile, LTFRB Public Transport Modernization Program focal, Engr. Ronnel Victor Panigon said LTFRB had so far facilitated the formation of 30 transport cooperatives regionwide. “Sa van, 96 percent units na na-formed nga transport coops. Sa PUJs, 86.57 percent. Taas ni nga percentage,” he said during the One Davao Presser.

Corollary to this, Llanos said Davao Region had posted 91% compliance among local government units (LGUs) outside of Davao City on the formulation of route plans under PUVMP. (PIA XI/ Jean Duron Abangan)
