Exec: PH expects recovery of economy after Covid-19

MANILA – The Philippine economy would recover from COVID-19 pandemic, Trade Secretary Ramon Lopez said on Wednesday. Lopez made the statement, as he admitted that the rising number of COVID-19 cases in the country harms the country’s economic growth. “ I n i t i a l l y, N E D A (National Economic and Development Authority) has the computation that the impact would be onepercentage point but now, things are different. We will have to make another computation because of the enhanced community quarantine. So it’s a different situation now,” he said in a Palace press briefing held late Wednesday night. Filipinos in Luzon were confined to their

homes until April 12 after President Rodrigo Duterte placed the island under an enhanced community quarantine to arrest the spread of COVID-19. Most works in companies and offices were also suspended during the implementation of enhanced community quarantine. Individuals who are exempted from the mandatory home quarantine include health workers and emergency frontliners; select government workers, diplomat, farmers and cargo drivers, media personnel, and the skeletal workforce of businesses offering basic services and commodities. Socioeconomic Planning Secretary Ernesto Pernia earlier admitted that the spread of novel coronavirus in the country

could affect the government’s ambitious economic growth target of 6.5 to 7.5% for 2020. Pernia, who heads NEDA, estimated that the country’s overall growth this year would be slashed by one-percentage point, in case COVID-19 continues to hurt trade and tourism. Lopez said the government is looking for ways to contain the spread of COVID-19. “It’s really important that we solve the issue now on COVID-19 and at least flatten the curve in terms of the number of cases and hopefully eliminate COVID-19. Only then can we really work on the rehabilitation, the bouncing back so to speak,” he said. He said the current administration is doing its best ( / EXEC / 4)

to address the COVID-19 pandemic “as early as possible” to avoid the possible worst-case scenario. Despite Pernia’s latest projection, Lopez was still optimistic that the country’s economy would recover. “Yes, definitely,” Lopez said when asked if the government expects recovery of the Philippine economy. “We have very solid economic fundamentals before this happened and as you know, we were growing six percent already.” Economic package Lopez noted that the government’s economic team rolled out a P27.1billion package to provide economic relief to businesses affected by the COVID-19 outbreak. He said there was also a “special” loan program for affected micro, small and medium enterprises.

Agriculture Secretary William Dar also said around P2.8 billion was allotted for his office’s Survival and Recovery Aid Program, which provides loans of up to P25,000 each at zero interest for smallholder farmers and fisherfolk affected by COVID-19. Lopez ensured that the government is exhausting all efforts to mitigate the adverse impact of COVID-19 on the country’s economy. “We are trying to avoid the worsening of this COVID-19. We don’t want to reach the worst situation and (we are) trying to nip it in the bud, I mean, solving it as early as possible. As the President, time is of the essence. **************************** And if this will assuage the apprehension of people about the ongoing virtual lockdown in Davao City we are also sharing this post from another high school friend of ours. LOCKDOWN is a time to: L – isten to God’s Voice and reflect. Let go and Let God. O – bey His word and His teachings. C – all on Jesus’ name and be calm. K – now what is the purpose of all this. D – o well in His presence. Do not panic. O – ffer a prayer for everyone’s safety. W – ait and be patient. This too, shall pass. N – urture out personal relationship with Him. This brings back to our mind an article we read in the Readers’ Digest years back. It was a story about a team of doctors performing a very delicate operation on a patient. With all their combined skills and experience as medical practitioner, they were expected to have full trust in themselves; that they could do what is required of them in situations like the one they were into. But no, collectively they pooled their thoughts in seeking God’s intervention to guide their hands in performing the operation. After about four hours the doctors know they have God’s hands on theirs. The operation was successful and the patient survived. Yes, in this most critical time of the people’s lives, it is always God’s intervention that is sought by our leaders, the front liners and every one of us who stands to be affected by this deadly crisis.

COVID-19: A reminder from God?

At the front seat of a new world OUR LIVES have changed so fast. In a matter of two weeks, our economic and social life has almost come to a standstill, a situation we have never before even imagined after World War 2. The streets are eerily empty, government offices are quiet, the malls only have a pocketful of people going about their own business, trying to finish their tasks as fast as they can to EDITORIAL return to the safety of their homes. The novelty of this situation has left local government units and institutions scrambling for solutions and stop gap measures to mitigate the adverse impact of the COVID-19 at the local level. As the virus has affected more than 200 countries, governments across the world are under great stress on what to do to prevent the further spread of the virus. In the western world particularly, the contagion seemed to increase exponentially, still without a cure in sight. With globalization, the economy is spinning exhilaratingly downhill. Businesses are closing, air travel is at a standstill, all means of transportation has practically ceased except for vital agencies and services. The whole world is facing a vicious and invisible enemy and, Correspondents:

unfortunately, we are ill-equipped to engage in a head on battle. We have not yet mastered the weapon to combat the virus, the only thing in our arsenal is the power to keep out of sight, to be in the safety of our homes, so we won’t become carriers and infect others. Out there are thousands of people needing to be tested but have no means to avail of this medical procedure. Even in disasters like this, it is unfortunate that those who are in power feel entitled enough to avail of testing protocols. We still do not know what tomorrow will bring. We go to sleep tonight hoping that a breakthrough will happen on the other side of the world or that no new infections are reported. We worry about our elderly, family, and friends who are immuno-compromised, our very young who are vulnerable and to all those who still have to go outside and work to do their duties for humankind – our health practitioners, service providers, technical crew and yes, journalists. We are at the front seat of a changing global landscape. While we do not hear the cries and sounds of war, we are truly in the midst of one - and all of us are called to act and to do our part in stopping the enemy from wiping out our home. Photographer:

THE MORE time that we are in the confines of our home because of the government-euphemized lockdown called Enhanced Community Quarantine has given us opportunity to read messages shared to us through the social media by relatives and friends. Of course we have to admit that like most, if not all people in the world, we too are afraid of being infected by the deadly Coronavirus Disease 2019 (COVID-19) which is now declared by the World Health Organization (WHO) as already on a pandemic level. That is why we are submitting ourselves, rather grudgingly, to the mandate of the authorities stay home. And as we said, we are now having the time reading a lot of articles in magazines and books we have on file. Added to our sources of reading materials are the various posts in social media platforms, which over the past weeks are dominated by all kinds of stories and ideas, serious, speculative, and even funny. The other day we read a post shared to us by a high school classmate, Estrella del Mar, who lives in Cebu City. It is an article written by Fr. Art Borja, S.J. captioned “God Must be Putting Things in Order.” It is about his thought on COVID-19, why it is happening and what he thinks people must do in the midst of the pandemic that is now turning upside down the world’s economy. “In the midst of this crisis and chaos, I was wondering if God is actually setting things right. He is allowing all these so that the world can be shaken and sifted, then things will settle and be clearer. I wonder if He is resetting things. “Imagine, citizens are made to see clearly how their elected officials are responding to the crisis, selflessly or compassionately. Citizens will witness the real heroes who are on the frontlines battling this ‘enemy’ to save lives. And they will see those who are just grandstanding and doing the blame game. Citizens will see.” “Religious activities are being adjusted, challenging everyone to be more personal and purposeful in their pursuit of God. From automatic going to church, people need to look for online mass. There will be a hunger for sacramental communion beyond spiritual communion after this. The clergy are being called to go out to the community to care for the sick and needy. They are called to private masses where there are no more audiences but God himself. The Lenten season will become more personal, interior, and spiritual, not just religious.” “Families will be able to spend more time together from 8 pm to 5 am because of the curfew (in some places of the country). Now, it’s up to the parents if they will choose to connect online with people outside their homes or really connect with their families in front of them offline. Commuters do not need to wake up at 3 am to catch the 8 am time or stay in the office late. This means again, more time with families. Families will learn to talk to one another again.” “Friends, God is probably asking us to stop for a while. We have scurried to and fro for a long time and we must have been missing something. God is forcing us to stop and be mindful of what He is doing.” “So what is he doing in your life? Is he asking you to finally do something you have been delaying? Do you know your kids’ favorite stuff? Do you understand what someone is saying when he/she is mentioning CLOY?” “STOP, LOOK AND LISTEN. He is probably setting some things right in your life.” (

Stuck on stocking up PAT I EN CE. Whe n you see everyone is suddenly on edge, especially in this sullen time of COVID-19, the sense of foreboding seems thick enough to cut with a knife, and hints like a whisper in your ears, that something (with excuses to Ray Bradbury) wicked this way comes. For the panicky others, it might as well be screaming in their ears then ricocheting inside their heads. I remember one time in Camiguin island. We had just arrived via a small passenger ship and were preparing to disembark. As usual, most of the passengers were in a rush to get off (I don’t know why). Because of this, someone at port side fell overboard. All at once, the people on the opposite side instinctively rushed to see. I recalled shouting “curiosity killed the cat” to friends because the sudden weight shift had suddenly caused the boat to tilt so dangerously that I could have easily jumped from the railings down to the pier with no problem at all. Funny (and also scary) as it was at that time, the incident had become one life lesson that I would never forget: that at any given opportune moment, there will always be that one thing that will unite us all and cause us to behave like …cattle. Now now, however sad or pathetic that may have sounded, it is an objective truth, and perhaps because of that, it is indeed, funny. Who knows, that must have also been one of the basis behind the saying “No man is an island?” In a more positive way, in as much as I prefer alone time with my thoughts than being in a crowd, the idea of the latter, in the midst of what seems like a mindless herd, is likewise appealing. With that said however, I am not about to jump ship anytime. And then, this imposed isolation comes along. Our social distancing strategy against the spread of this virus is actually like forced meditation in a way, but with the koan compounded by close proximity to some people, they be family, the crying kid next door, or the taho vendor screaming at the gate. In this time of COVID-19 however, it has become a case of having patience, or else, get out and consequently die. Flashback to the year 1992. Eight of us were attending a lecture on what to expect in our Europe performance tour, with emphasis on how to survive riding in a van with each other for weeks on end. The image of clawing at each other had come to mind then and we had all laughed about it. A much-larger theater Manila-based group had likewise warned us about the said probability. Later during the trip, with fatigue and pressure as added factors, there had indeed been some moments when it had almost come to that. The same applies now. This time, lock three writers in one house, give them deadlines, add obnoxious neighbors, the incessant bawling of a spoiled five-year-old, and regular peddlers at the gate, and what have you got? In this time of COVID-19, it might as well be patient, or die. So, aside from the preparations for the long haul of food, water and medicines, these may all come second only to good old patience, the most important thing to store plenty of during this Tarantino quarantine moments. Luckily, it is not available in groceries, so that the threat of panic-buying is eliminated. However, one needs to cultivate that seed inside your head at the soonest time possible, if one were to continue enjoying our stay in the islands that corona has made us build.

DRIVING through the Bypass Road towards the Diversion Road with blogger and caterer Chiqui Aportadera, we couldn’t hide our curiosity about this newly opened food bazaar we heard of only that afternoon. It was one-ofa-kind, unlike the Roxas Night Market, as there were food stalls all over what looked like a parking lot, but with a variety of eats being sold. The smell of food cooking in the open air filled us, which made us hungry all of a sudden. As we sat at the Klub Safari Resto Inn space, we sere served with the large Barkada Burger, followed by other items sold by neighboring food booths in the park. We met Francois and his partner Leah of Klub Safari who said they started the first Afrika-Filipino Resto in Surigao del Sur. Their cuisine is on the concept of “health is wealth – we become what we eat.” Klub Safari offers freshly-made options, simple, healthy, and delicious. No white rice and sugar, no sodas and soft drinks. Frank says “Our foods are sourced daily from fresh markets and prepared with love and care.” LECHON Roll and rice topping

MINDANAO TIMES FRIDAY, MARCH 20, 2020

DAVAO’S most stylish and ever so busy mompreneur, Marga Montemayor-Nograles, flew into town for a day last March 4 to inaugurate her latest Havaianas Shop located at the ground floor of Abreeza Mall of Davao. The fashionista looked so cool in her Kaayo ensemble with her well-pedicured feet shod in Havaianas fit-flops. Accompanying Marga to Davao is the equally fashionable, strong, and determined businesswoman and founder of Havaianas Philippines, Anne Gonzalez. “There was a time in my life when I just refused to buy myself a pair of Havaianas flip-flops no matter how very popular it was. I felt it was too overpriced. I was working then in Manila; and was at the beach practically every weekend,” confided Marga Montemayor-Nograles, the Creative Director of Martish Marketing Company (the exclusive sub-distributor of Havaianas in Southern and Eastern Mindanao) as she retraced her love affair with the world’s favourite flip flops brand. “It was during those trips to the beach that my friends kept nagging me to get my pair of Havaianas. They promised me that

THE new Havaianas shop @ Abreeza Mall

it was going to be worth every centavo I’d pay for and much more. So, when I saw some pairs that were on sale at discounted prices, I finally decided to get myself one. My first Havaianas was an aqua-blue coloured pair of the loveliest flip flops ever. It was the most comfortable I had ever tried on. Naturally, I wore it everywhere I went. If I wasn’t wearing my Havaianas flip flops, I’d keep the pair in my car or in my big bag,” Marga narrated with such delight. “When we introduced Havaianas in the Philippines about 16 years ago, what we did was elevate the use of a functional daily footwear which is already a part of Filipino culture—wearing slippers or fit-flops. Us Filipinos are colorful, vibrant, and positive which is reflective of Havaianas fit-flops. We have endured through all these years precisely because we listen to what our customers want; and we have evolved with them. We changed the designs constantly and made them more interesting; but we still retained our Havaianas DNA,” revealed Anne Gonzalez who has Ilonggo blood coursing through her veins. In fact, she was excited to see her Ilonggo-rooted cousins, Vincent and Triccie Arcenas. Just like Anne Gonzalez, the ever fashionable entrepreneur Marga, just like her mama dearest Baby Maceda-Montemayor, is one who has always believed in luxury in terms of feel of materials, in longevity of the product, and the classic timelessness of style. Luxury, according to Marga, is the use of the best materials and fine craftsmanship. “It is definitely not based in branding alone. I fell in love with Havaianas and did my background research on it. I was already thinking of bringing the flip flops brand to Davao. It was in August of 2005 that my cousin cum business partner, Tisha AngDominguez, and I were awarded the exclusive sub-distributorship of the brand in South East Mindanao. I still remember our initial investment from our own personal accounts for our first order of 200 pairs. Unbelievable, but we sold all our Havaianas flip flops in less than a week in Davao,” recalled Marga. Indeed, seven years later, Marga and Tisha graduated to selling around 10,000 pairs of Havaianas flip flops per month! To think that Havaianas are sold from 695 to 2,995 pesos a pair. Yes, the pretty duo truly worked hard in maintaining the Philippines’ position as one of the world’s top Havaianas consumers. More so since 2020 marks Havaianas 58 years of fashionable existence. Awesome, really, for a pair of mere rubber chinelas/ismagol to accomplish such revolutionizing fashion feat. Naturally, through all the years of Havaianas existence, Havaianas has become such a fashion trendsetter that it has spawned a whole lot of wannabes and copycats in the industry. Surely, the Brazilian original is still the best. “Comfort-ability is one of the most important quality I would look for in flip flops. I should also be able to wear it anywhere and everywhere,” stressed Marga as she continued, “My choice of Havaianas for the day will depend on what I am wearing. If I choose to wear a printed dress, I’d match it with Havaianas in solid colors and vice versa.” Marga’s outlook on life is very positive. “I believe I’m exactly where I’m supposed to be, playing the roles I’m meant to play at this precise moment in time with God’s good guidance and blessings,” she said. Happy 15th Anniversary, Havaianas-Mindanao! More power, Martish Marketing Co.!

Visas already issued to foreign spouses

and children of Filipino nationals remain valid,” he added. In a previous tweet, Locsin said the move is “one imperative step forward” a total ban on incoming foreign visitors of all nationalities with no exceptions. “We’ve not adopted that imperative but I can’t see how we can avoid it,”

vee Tyron Uy, and the RPOC XI, headed by Davao Oriental Gov. Nelson Dayanghirang, created the RTF-COVID 19 to lead the containment of the virus in the region. The chief executives of the local governments in the region, acting in unity with the national government, pushed for the daily curfew. “The movements of all persons outside curfew hours shall be limited to accessing basic necessities buying food or medicines, access to essential health services or taking out garbage and other essential activities (covers medical and humanitarian reasons),” the resolution said. Exempted from curfew are employees of establishments providing basic necessities, such as activities related to health services, food and medicine production. These include those engaged in pub-

Also exempted are those in food preparations and delivery services, water refilling stations, manufacturing and processing plants of basic food products and medicines, banks, money transfer services, power, energy, water and telecommunications supplies, and government accredited facilities. Media personnel and persons transiting to and from work are also exempted, provided they should present necessary identification and certificate of employment. Authorized government officials and personnel of law enforcement agencies are also exempted from the curfew, as well as persons officially assisting in the fight against COVID-19.

LIQUOR... (from front page) and other nature wines and the like that cause intoxication. The EO, which implemented starting yesterday, prohibits selling or serving of intoxicating liquors from 5 p.m. to 8 a.m.“As the enforcement agency, we have been instructed to carry out EO 14,” Lopez said, adding that they are always supported by the Davao City Police Office (DCPO). The EO has suppressed City Ordinance No. 004-13, which prohibits the selling or serving of intoxicating liquors from 1 a.m to 8 a.m. Local authorities have been strictly imposing the ordinance for years. “Amending Davao City Ordinance No. 004-13 could take some time and considering the present emergency situation, there is an urgent need to immediately address this concern and impose necessary measures to protect the Dabawenyos from COVID-19 particularly in temporarily adjusting the time of liquor ban until an amendatory ordinance is duly passed or Presidential Proclamation 922 is lifted,” the EO said. The newly signed executive order pointed out that selling, serving, and consumption of liquors and other similar intoxicating drinks encourage close contact among people thereby defeating the objectives of community quarantine. Mayor Duterte, under Executive Order No. 10, Series of 2020, has declared

Davao City under a community quarantine, which also mandates that people should stay in their homes and may only come out to work, buy food or medicines, go to the hospital, or take out garbage. The EO also prohibits mass gatherings. The VRU head stressed that everyone should follow the guidelines as the city is placed under community quarantine. “There is an imminent danger that can happen brought about by this COVID-19,” said Lopez, a medical doctor. “[This] is why we encourage everyone to abide by whatever laws will be imposed. It’s for everyone’s safety.” Impact on business sector Asked on what are the possible effects of the adjusted limited time of liquor ban to the restaurants and other establishments, Lopez said the sector has already been affected by the COVID-19 even prior to the adjustment of the schedule of the ban. “Even without this (updated) liquor ban, the business sector has already been affected. I have been checking since yesterday, most (establishments) are compliant,” he said, pointing out that majority of the stores are already closing down temporarily. “Everyone is advised to stay at home. If (you) really cannot avoid it, you might think as well take your drink within your respective homes. Safe pa,” he added.

PHILHEALTH... (from page 2) lic to stay at home to minimize the risk of getting infected and to help with this, the insurance corporation decided to accept fewer transactions. Its transactions are now limited to new members and they will reject those that are not urgent in nature. Health care institutions will be in charge of the updating of membership records for cases with confinement. Through the eClaims, the HCI will submit the properly accomplished PhilHealth Member Registration Form (PMRF) and supporting documents. They are also reminded to maximize the use of the portal. Transactions related to the employed sector shall only be entertained through

the PhilHealth Employer Engagement Representatives (PEERs). PhilHealth also reminded people that they do not offer quarantine or any similar services. This is due to clients who go to their office asking to get quarantined. She said that she can’t halt the operations of these public utility vehicles for it may affect those who need to access a ride. She said it will also affect their income if they are mandated to hold off their operations. “We just told them to continue driving, because public utility vehicles are of public service,” she said, adding that there are still who are going outside their homes for necessary transactions or works. She said the assistance will help them to cope with the current situation caused by the COVID-19. According to the City Transport and Traffic Management Office (CTTMO), there are 12,264 PUJ drivers and 6,985 PUJ operators in the city. CTTMO chief Dionisio Abude said they are conducting inspection and monitoring against drivers who refused to follow the rule for social distancing Based on the memorandum from the Department of Transportation, drivers who still cramp up passengers would be facing a penalty of P5,000.

Meanwhile, Duterte mandated the public to wear masks when taking public transportation. “Those who will be riding public utility vehicles such as buses, vans, jeepneys, and tricycles are mandated to wear masks and that social distancing is a must,” she said. “It is mandatory to wear a mask when taking public transportation. If you are wearing cloth face masks, you should put a handkerchief inside the mask to double its cloth since the cloth alone is not enough to hold droplets when you cough,” she added. She said that due to the shortage of mask supplies, doctors have designed a mask that will be distributed to the local government units (LGU). LGUs are also ordered to make the prescribed face masks and distribute it to those who are working and are taking public transportation. “It’s not the same as N95 masks, but it is acceptable, following our current situation of having mask scarcity,” she said. She also said that they are already preparing these masks for fabrication. Duterte said the city will be producing 10,000 masks to be distributed to the commuters and drivers through the CTTMO.

Security guards and DCWD employees are also restricted from accepting payments on behalf of customers. The company also assured that enough and sufficient water supply will be provided for the city.
