One-strike policy

THE REGION’S top cop has ordered a "one-strike policy” for police commanders in cities and towns, which means their jobs are on the line if politicians in their area get hurt or killed.

Major Eudisan Gultiano, the spokesperson of PRO XI, made this revelation during the AFP-PNP

day at The Royal Mandaya hotel. "For the protection of

the elected politicians, our regional director Brig Gen Benjamin Silo Jr. ordered directive of a "one-strike

policy," which means that if there will be a politician that will be hurt, injured, or killed in their area of responsibility, immediately the chief of police or commander will be relieved

from his post," Gultiano said.

"Because we wanted to prevent incidents that happened in Negros Oriental. That's why we put the responsibility to our

commanders, particularly for the prevention that no politicians will be hurt here in Davao region," she added.

NOTICE OF WATER SERVICE INTERRUPTION IN SOME AREAS SERVED BY RIVERSIDE WSS MARCH 17, 2023

DAVAO City Water District advises the public of water service interruption from 9:00 AM to 9:00 PM of March 17, 2023 affecting some areas served by Riverside Water Supply System (WSS).

Affected areas are the entire Riverside, Los Amigos, portion of Brgy. Ula (Centennial 4, Small Town, Stonetown Village, and streets of Rubia and Copper), and portion of Davao – Bukidnon Road (from Sampaguita street to Quarry street).

Water supply has to be temporarily shut off in the affected areas to give way to the tapping and installation of a newly laid pipeline to DCWD’s existing pipeline for the source inlet improvement at Biao Guianga Road. This project is among DCWD’s strategies to improve the water supply of the affected areas and reduce non-revenue water or water loss.

The DCWD management asks for the understanding and cooperation of would-beaffected customers and advises them to store enough water prior to the schedule. Water supply may be restored earlier if work goes smoothly or later if unforeseen problems arise.

restored, customers are advised to open all faucets and allow water to run for at least two minutes. While doing this, do not drink tap water immediately. Water may be boiled as an additional safety precaution.

A FARMERS ’ market, a cosplay convention and a folk-dance competition; they were happening all at once in three of the city’s largest shopping malls over the weekend. An iconic meme would truly have it...’and the crowd goes wild’.

Of these three, the farmers’ market was at best, the most sobering one, if compared with more than a thousand strong participation in the other two events. This catered mostly to early morning joggers and fruit sample the bounties of fresh vegetables and fruit that is likewise not without its always-available assortment of pies (esp. EDITORS’ NOTE:

When it became famous the world over however, it became known only by the two English words from where it was based on (costume + role-play), thus Cosplay. In contrast to the farmers’ market where activity was more subdued, the energy at the venue here has reached roof level; mostly gained from the overwhelming presence of totally-mixed generations ranging from boomers to millennials to Gen Z. Noticeably, the majority of the people had come in Anime accents or garb of all colors.

Though literally cordoned-off to just occupy the entertainment portion area of the mall, those inside the periphery might as well all be tagged as active participants to a grand party indeed, where the festive spirit is practically that of all friends merely having fun. The highlight of the affair might likewise also be the parade of the costumed participants of all ages, with parents and relatives accompanying their little dressed-up tykes up the stage for a brief presentation. How fair is justice dispensation these days?

WHO says that the laws that operationalize the Justice system in our country are fair to everybody -- be they rich or poor; the ignorant and well-educated, the weak and the powerful? That they are at more times just fallacies.

The poor do not have the means to access those who are to help them get justice for any omission charged to have been done by them. The rich have all what it takes to reach those who they think can give them services that will either dodge any crime attributed to them or their relatives. The ignorant often do things they do not know are crimes against society. The well-educated commit crimes or infractions of the law even if they are aware of it because they know how to find the way out.

On the other hand, the weak usually surrender easily to the so-called fate that befalls them. The powerful summons all the strength available and pulls every connection there is just to wiggle out of his responsibility.

Look at how suspected mastermind in the attack and killing of Negros Oriental Governor Roel Degamo and eight others inside the compound of his residence. The suspected mastermind, a congressman of the province’s third district, even circulated through social media his gutsy statement denying any involvement while in hiding in the United States. In his denial statement purposely videoed, the suspected mastermind even boastfully challenged the slain governor before his death that they settle their enmity by only the two of them in any place they will come to agree.

Further, the suspected brains proudly claimed that he knows what the governor was up to claiming one of those in Degamo’s inner circle is his own loyal man who keeps

him informed of the governor’s every activity.

And because of his money and connections the suspected mastermind in the Degamo killing was immediately able to assemble the country’s top criminal lawyers who so literally believe that anyone charged of a crime is presumed innocent unless proven guilty by a competent court – even if they know by heart that his or their client/s are the real criminals.

In the local front, who would not want to remember the case of a medical doctor working with the Police accused of killing a 19-year-old student from Region 12 in the vicinity of a bar in downtown Davao City. Besides being a doctor non-uniformed personnel of the PNP, the

The suspect, now the accused, was initially charged of murder based on the circumstances and testimonies of witnesses. But there is no doubt the suspect pulled every string there is if only to have the charge degraded to simple

homicide. And degraded it was, courtesy of the prosecutor’s evaluation of the case. So, instead of continuously being detained without bail because of a murder case, the doctor accused was able to put up bail meanwhile that the trial of his case is still pending, perhaps possibly even put on hold, while waiting for the resolution of an appeal made by the family of the victim.

Then here comes this latest incident in Davao City, one crime that investigators from the National Bureau of Investigation and a select group of policemen, called it a “crime of passion.”

alleged triggermen as the mastermind in the killing of paramour.

Instead of being incarcerated in a civilian jail the suspected brains is being “held” reportedly in the Army barracks. The better thing in this situation though is that the suspected mastermind in that particular “crime of passion” will reportedly be subjected to a Court Martial proceeding. Whether the Court Martial process will result only to a positive resolution as to his administrative responsibilities, or will it also be providing the needed inputs to the fair resolution of the murder case in the civilian court, so far we have no idea. In fact no one is made aware whether the Court Martial process is already underway.

Indeed justice is for all. But as to the kind of justice that is heap for the ordinary man and those for the advantaged, it purely is relative depending on the status in society of those seeking for it.

KORONADAL CITY (MindaNews)—A Russian couple summiting Mt. Apo, the country’s tallest peak, were apprehended for failure to obtain a trekking permit.

Felix Alicer, Department of Environment and Natural Resources–Region 12 (DENR–12) director, said the foreign tourists were intercepted last Saturday at the Mandangan Trail in Kidapawan City, North Cotabato province.

Alicer stressed that “ignorance of the law excuses no one,” after the unnamed violators asserted that they were not aware of the trekking regulation.

This was the first ever recorded of such an offense by the Mt. Apo Natural Park–Protected Area Management Bureau (MANP–PAMB).

The two were penalized P2,000 each based on the Unified Trekking Policy of the Mount Apo Natural Park, Alicer said.

Shirley Uy, Mt. Apo Natural Park protected area superintendent (PASu), said that individuals trekking to summit Mt. Apo need first to secure a permit from concerned government agencies in the region.

“This incident should serve as a warning to everybody,” Uy said in a statement.

Towering at 2,954 meters

above sea level (9,692 feet), Mt. Apo, locally known as Apo Sandawa, is a large solfataric, dormant stratovolcano straddling Soccsksargen (Region 12) and Davao region.

Uy said the Russian couple was able to reach the hiking area by hiring a habal-habal or passenger motorcycle.

She added that they were summiting the mountain's peak guided by a trekking application utilizing the GPS (global positioning system) feature on their phone.

While trekking to the peak, the foreign tourists were apprehended by Lake Venado camp manager Renante Antac of the Kidapawan City Tour-

They were brought to the Provincial Environment and Natural Resources Office–North Cotabato after failing to present a climbing permit, Antac said.

PASu Uy said the Russian tourists were released aftercome to come back and trek Mt. Apo provided they would acquire a climbing permit.

“To all those who plan to go to the peak of Mt. Apo, we are asking you to secure the necessary permit from concerned offices first before climbing so this incident can be avoided,” she said. (Bong S. Sarmiento / MindaNews)

SAN

FRANCISCO, Agusan del Sur (MindaNews / 15

March)—The 300-year-old Philippine Rosewood tree ( Petersianthus quarilatus ) near the national highway in Barangay Alegria here, considered the tallest and the oldest of its kind in the country, is facing another threat to be cut down as residents living nearby were worried it might fall during a strong earthquake last week.

Most of the local oftee hearing initiated by the municipal council’s environment committee have given more weight to protecting people’s lives than the historical value of the towering tree locally called Toog.

On Tuesday, the committee hearing chaired by Sangguniang Bayan (SB) member Jay-Ar de Asis held at Barangay Alegria’s covered court to hear the residents’ sentiments of fear that a tree might fall whenever a natural disaster like a storm or earthquake might occur in the future.

It was held in response to a barangay resolution

asking Mayor Grace Carmel Paredes-Bravo to conduct another assessment by a joint team of government experts on the health status of the 54-meter-tall tree.

“The protection and safety of the greater number of people is my utmost concern,” Paredes-Bravo said.

Vice Mayor Arth Ryan Palabrica and other SB members aired the same stand as the mayor as they voiced their respective concerns.

Barangay Captain Blantown officials that many residents living near the tree were sleepless for many nights, fearing the Toog might tumble down after the magnitude 5.9 earthquake jolted many towns of neighboring Davao de Oro province last week.

Elsie Teola, a retired public school teacher whose house is near the tree across the national highway, tolding towards them during the earthquake, prompting them to seek refuge at the covered court for many nights.

The committee agreed

that a letter of invitation would be sent on Monday to concerned government experts for updates on the tree's health status.

This was the third time to decide to cut down the centuries-old Toog after thement of Environment and Natural Resources (DENR) had given the cutting permit. local conservationist group, and DENR foresters agreed they will spare the cutting of the tree to pave the way for a thorough assessment by experts to determine if it is still healthy.

The following year, locut down the tree to half its height so that 30 meters will remain standing to maintain a landmark memory.

The tree was set to be cut down on August 8 and 9 in 2020 on orders of localmendations of the DENR, which said the cavity on its buttress has worsened that “it might fall anytime soon.”

local conservationist group, Save the Toog Tree Please (STOP) movement, led by Engr. Mauro Bravo Jr., a retired district engineer of the Department of Public Works and Highways whose family is a town pioneer, had successfully suspended the scheduled cutting of the tree.

The STOP movement sought support from the Society of Filipino Foresters, Inc. (SFFI) and the Philippine Native Tree Enthusiasts (PNTE), a social mediabased national conservationist group, that resulted in another suspension of the tree cutting as they pleaded Agusan del Sur Gov. Santiago Cane Jr., and Environment Secretary Roy Cimatu to conduct a reevaluation and reassessment on the health status of the Toog tree.

Tree surgeons Armando Palijon, a former forestry professor at the University of the Philippines–Los Baños, and Marcelina Pacho, the former pathologist of

DENR’s Ecosystem Research and Development Bureau, agreed to conduct the reevaluation and assessment via a Zoom live meeting with SFFI vice president Jose Kanapi Jr. and local SFFI member Raul Bunao, who followed the guidelines set by the experts while doing live discussions at the location of the Toog tree.

At that time, Palijon and Pacho could not personally visit the tree due country was grappling with the COVID-19 crisis, thus the Zoom meeting as an alternative procedure.

In September 2020, Palijon and another expert arborist, June Micosa, found the iconic tree alive and well after two days of technical assessment.

He told members of the Agusan del Sur Environment and Sustainable Development Council (ASESDC) in a meeting that the Toog tree is very much alive and still structurally stable that can even resist the effects of

Reyna Dabawenya 2023 Sheila Magpale III

AT FIRST I thought it would be a pageant for matronas. Indeed, Davao City’s battle cry for “Diversity in Unity” is never more evident in this gay beauty pageant which started in 2019. It was the Reyna of Calinan, Rojean M. Puhian, who made history as the then and until now is for the social inclusion of the LGBT community. Three years later, this Reyna Davaoena went on to wear the crown as Miss Trans Global Philippines. Indeed, competition for transgender women is an opportunity for them to be more accepted in today’s society and to give them their human rights awareness they deserve like any other Filipino citizen.
