MAYOR Sara Duterte has banned all flights coming from Clark Airport in Pampanga to Davao City. On Sunday, the city mayor signed Executive Order No. 09, Series of 2020, which is “a declaration and order to ban flights to Davao City.” The EO states that passengers from Metro Manila are now traveling to Clark to escape the ban on domestic travel from

Ninoy Aquino International Airport. “The Covid-19 IATF (Inter Agency Task Force) issued Resolution 11 banning all flights in and out of Metro Manila to contain the disease therein,” the EO said. LAST Friday our village, and possibly all other nearby residential areas in Catalunan Grande, Davao City experienced a very long water interruption. The water disappeared from our faucets at about 8:30 in the morning and the service was only slowly restored starting at about 3 in the afternoon. The water pressure though remained very low even until 5 in the early evening of that day. We did not know if there was an advisory published in local dailies or circulated through social media. Possibly there was. We just probably failed to read or hear it. While the duration was really very long it was fortunate for our household to have stored some water in containers. At least we have reserves for use in washing dishes and for comfort room purposes. But what made our blood boil was the inaccessibility of the Davao City Water District’s (DCWD’s) supposed hotline number and all the numbers provided in its many satellite offices including the main one in Matina. The numbers were listed on the back of the water firm’s monthly bill form. The 24-hour hotline 297-3293 was busy the whole time we were contacting it. The phone literally became hot since we had to keep it close to our ears for quite long hoping that it would ring at the other end. We called 235-3293 at the Matina main office; telephone number 221-9400 at the Bajada office. The numbers were either busy or not ringing at all. We’ve got a recorded answer telling us that “Your call is important to us, so we are forwarding it to a call center agent who will attend to your call,” or something to that effect. Then we were advised to wait only to be told that no call center agent is available at the moment. We took it to mean they were busy attending to calls in other trunklines. And think that this was happening the whole duration that we were waiting for the restoration of the water service. By six o’clock early evening last Friday, water was still only dripping from our faucets. We already were apprehensive that we have to delay the cooking of our dinner meal. Should we now have a new definition of a service company’s Hotline Number? *********************** We have noted that even the heads of the different agencies of national government who were in attendance in the conference called by President Rodrigo Duterte shortly before he issued the government directives to arrest the spread of the corona virus disease 2019, are not in harmony with their interpretations. One measure adopted is the banning of air, land, and sea travel from Metro Manila to other areas of the country and from there back to the capital region. Simply interpreted, land transportation such as public utility buses and other mode of land transport are to be prohibited from moving people from and to the Metro. For how can people be refrained from going to and out of the national capital region if the public transportation system is to remain available to the travelling public? And one such contradicting interpretation to that of the President’s intention is that of Land Transportation Franchising Regulatory Board (LTFRB) chair lawyer Martin Delgra III. Friday morning in a television interview Delgra disclosed that the LTFRB is mandating the installation of hygiene facilities in terminals of public utility buses serving the different destinations in Luzon, Visayas, and Mindanao. In that particular instruction, it is clear that the buses will remain plying the routes transporting people to and from the Metropolitan Manila. Why will Delgra order the bus company managements to put up hygiene facilities if the buses are to stop ferrying people to and from their respective destinations? Amid the conflicting schemes of implementing the government’s mandate to help prevent the spread of the coronavirus, the people’s fear appears to be evolving into a paranoia that is eating them up even more that the virus infection itself. As we said earlier, the CoViD 19 epidemic is also siring another epidemic that so far is taking more toll on the illness-wary population. Red carpets in living rooms H O L LY W O O D directors who had their glitzy premieres ANDREW MARSZAL cancelled due to coronavirus are finding inventive ways to build buzz for their films – including bringing the red carpet into their living rooms. Movie festivals such as SXSW in Texas and Tribeca in New York have been scrapped in recent days as the deadly pandemic spreads. This has shorn major titles of the publicity generated by opening night reviews and galas, and left hundreds of unsold indie films without distributors. The makers of “The Carnivores,” a quirky thrillermeets-love story set to debut at SXSW, took matters into their own hands by shifting the “premiere” to the cinematographer’s Austin home. “We have full catering, we have a red carpet, we have a photographer coming, we have local news,” said director Caleb Michael Johnson. The red carpet will run from the front porch, through the house, and back to a taco stand – which is being catered for free by a local sponsor. The idea emerged from a three-hour bar conversation the day the festival was canceled. “It was crazy because we weren’t even that drunk! The ideas came really fast,” said cinematographer Adam Minnick. “Our world premiere was Saturday 14th and dammit we wanted to still have our screening on Saturday 14th in Austin.” The same tactic was employed by US actor David Arquette, whose documentary about his controversial forays into pro wrestling shifted from a SXSW premiere to his home near Hollywood within 24 hours. Arquette and his wife flew in the director from the East Coast – and made a dash to wholesale store Costco for drinks – before guests gathered on couches and the living room floor, the Los Angeles Times reported. - ‘No substitute’ Johnson said the more intimate nature of these events put guests at ease about the risk of contagion – but others are skipping physical events altogether, turning to technology. David Magdael, a publicist who had four world premieres set for SXSW, looked into screening films at Hollywood agencies’ offices after the festival was canceled – but had to scrap that too after the town shut up shop. Fortunately, trade press including IndieWire still intend to publish reviews on the days that films were due to premiere. “On our end, on the PR side, we’re still moving forward as if the film festival is happening,” said Magdael. SXSW’s prestigious film competitions will go ahead as planned, with movies available to juries online. “We know it’s no substitute for the live SXSW event with its unique and fantastic audience, but at least it’s some way to get attention for these wonderful films,” said organizer Janet Pierson. Spencer Folmar’s new drama about the opioid crisis, intended to screen at the postponed Beverly Hills Film Festival, will hit streaming platforms on the day it was due in theaters nationwide. “It’s a shame, you know – this is two years in the making, and everyone loves the theatrical experience,” he said of “Shooting Heroin.” The movie will now rely on online advertising and sending digital “screener” links to critics. “But this is what we have to do for the sake of the film and getting the message out.” - ‘Scary’ Despite these creative solutions, some damage from festivals closing will be hard to repair. Lindsay Lindenbaum’s documentary “Tomboy,” about four famous female drummers, was relying on SXSW to secure final funding needed to buy expensive music licensing. One of the film’s subjects, Bobbye Hall, played on Marvin Gaye’s soul hit “What’s Going On.” The song “is such an important piece of music in the film to really show what a legend she is,” said the director. “QUARANTA GIORNI” How do you enforce a quarantine? IN A PERFECT world, people are reasonable, cooperative and concerned about the welfare of others. In such a world, there would be no need to enforce any quarantine because when the government says that people should stay at home, keep clean, refrain from travel and that there should be no large gatherings of people to contain, or suppress, the spread of a highly communicable disease that has proven to be deadly, the people, understanding that violations pose a very serious danger to themselves as well as others, would readily, and willingly, obey. We do not live in a perfect world. The hoarding of rubbing alcohol, surgical masks and even toilet paper, for whatever reason or lack of it, is just among the many manifestations that show this. History has, or should have, taught us the grave dangers that highly communicable diseases bring. The native populace of Mesoamerica like the Mayans and the Aztecs were nearly wiped out in the 16th century as much by diseases brought by the European conquerors as by actual military force. So, what is the government supposed to do? For millennia, people with, or suspected of having, communicable diseases have been isolated, by force if necessary, to protect the healthy population. Even in Biblical times, lepers, when leprosy was still incurable, were forced to live separately from the townships. This has held true even in modern times and we had several leper colonies in the Philippines. I remember this because my mother used to regularly send money to one of these colonies although she would always burn the thank you letters sent in return. The word “quarantine” comes from the Italian “quaranta giorni” or “forty days” because, in the 15th century, ships arriving in Venice from places infected by plague were required to sit in anchor for forty days before landing to make sure that none of the crew and passengers

had the plague. Fast forward to the present, it seems that there are still many who are questioning the right and authority of the government to impose a quarantine in relation to the presence of Covid-19 infections in our country. Again, this is not something new. In our own jurisprudence, as early as 1915, in the case of US vs. Jesus (G.R. No. 9651), the Supreme Court explained the extent of police power with regards public health, among others, in this wise: “The police power of the state extends to the protection of the lives, limbs, health, comfort, and quiet of all persons, and the protection of all property within its borders. Under the general police power of the state, persons and property are subjected to all kinds of restrictions and burdens in order to secure the general health, comfort, and prosperity of all. This power, or the right to exercise it, as need may require, cannot be bargained away by the state. Even liberty itself, the greatest of all rights, is not unrestricted license to act according to one’s own will. It is only freedom from restraint under conditions essential to the quiet enjoyment of the same right by others. It is as much for the interest of the state that public health should be preserved as that life should be made secure. With this end in view, quarantine laws have been enacted in most, if not all, civilized states….xxx” Are there laws about it at present? DAVAO - Ca. 1950-60’s Part 1 IN 1950, when I was 6 years old, a gradeschooler at Ateneo in Jacinto, my little corner of the world called Guino-o compound was bounded by 4 streets - Anda, Bonifacio, Ponciano (crooked road), and Rizal. So let me take you down to that time when life was simple, uncomplicated - and child-happy. On Anda St., Guino-o compound was a row of 2-story houses rented by our family, the Sisons, the Liceraldes, the Roques, and the Cutlers. Nearby on the same street lived the Quitains, the Kimpos, and the Macasaets. Lyric cinehan, the De La Rosa art studio, Doming’s barbershop, Dr. Castillo (dentist). On the other side of San Pedro St. were G.A.M.I. (Bobby Soriano and Ed Peralta), the MATA Bike Shop (Salvador, my classmate), and on the Magallanes/Anda corner was a Flying A Gas Station owned by Ken Angeles’ family. On Bonifacio Street was the venerable Guino-o Hotel (now the Queens Theatre), and across it was the sweatsmelling SUROT-laden Clifford Theatre where I saw films like “CREATURE FROM THE BLACK LAGOON” (scared me then – and now!) and war classics like “SANDS OF IWO JIMA” (starring GIN WINE aka John Wayne). On Bonifacio St. lived Sonny Pamintuan’s family (Apo View Parking Lot), Teddy Pavino’s (now PHILOSOPHY Spa), and Bibo Campo (still there). Also on Ponciano/Bonifacio was the PMT/ROTC Parade Grounds (now the U.M. multi-test), Tesoro’s Printing Press, and the Mindanao College (now U.M.). On Rizal St. were the Quimpo’s, Kimpo’s, Dr. Durban’s Clinic, the Oboza’s, and the Monfort’s. It was a lot of fun growing up inside the Guino-o compound because we had a lot of playmates, Marilyn, Fred, Edgar, Elenita Roque, Franklin, Norman, Nelson and Emil Sison, Pong, Boy and sisters Liceralde; and of course, the Cutlers, especially the younger ones - Charlie, Eee-die Boy

(now Ed), Iking and Mary. We had to MAKE our own toys - bamboo canons, kites, shiny pitogos, wooden scooters with ball-bearing wheels, can-and-string “phones,” we had lots of games; tumba lata, piko, lastiko, shatung, holen, sharp flat tansans, spider-fights. After a hard-rain we fished in swollen canals for dalag and gold-fish (botete pala). During Holy Week starting with Ash Wednesday, Holy Thursday, Good Friday, and Saturday - we were not allowed to play outside the house - no radio, QUARANTINED until Easter Sunday. In the 50s, life was really Catholic-Conservative: you wouldn’t see girls or women in shorts or tight-fitting clothes; on Sundays, they wore VEILS and no SLEEVELESS dresses were allowed inside the church. So puritanical! But there was SABONG on Saturdays and Sundays! Sunday picnics were in TALOMO BEACH, still clean for swimming then (now, a CESSPOOL!) and TIMES BEACH was uninhabited, perfect for swimming dates. No swim suits then! Going to the beach meant picking up pancit canton wrapped in banana leaves from MenSeng or Dencia’s. Before my brother Tato and I went to Ateneo for grade school, we went to UCCP’s kinder school in Magallanes in front of the Brokenshire Hospital. But there’s a story behind this - recall that UCCP was Protestant then and now - and we were Catholics. We were enrolled at St. Peter’s (by ICC) - but got scolded by the Nuns for playing in the Canal - catching goldfish! So my mom (a staunch Catholic) transferred us to the UCCP kinder. Good move because my classmates there were Gilbert Abellera, Ken Angeles, Alvin Babista, Toti Morales- the last 3 would be my Ateneo GS - and HS classmates - and friends up to now. (End of Part 1)

The branch in Matina Town Square is the very first restaurant concept of Asian Republic Dimsum House from Mark Castro who created the business five years ago starting with food kiosks in malls in Davao City. It is simply the passion for travel and culture that inspired the couple to share their love for the flavors of Taiwan, with the hope that Davaoeños would also fall in love with the whole idea of the place, as a culture, and as a travel destination. The carefully curated interiors show the colorful ‘nightscape’ of Jiufen old street, a small mountain village, an hour’s drive from Taipei.

She’s just one of many healthcare workers who have expressed their concern at

the toll that the outbreak is taking, on facilities and personnel alike. “It’s almost two weeks since I’ve seen my son or my family because I’m worried about infecting them,” Daniele Macchini, a hospital doctor in the northern city of Bergamo, (also in Lombardy) wrote in a widely-shared Facebook post. “I settle for some photos of my son which I look at through my tears, and a few video calls,” he says.

AS THE CITY commemorates its 83rd foundation anniversary, the entire world is gripped in fear over the spread of COVID-19. The city government decided to celebrate the founding anniversary lowkey, but both the local government and the business sector believe the city will successfully wade through this time of uncertainty. “Lumalabay lang ni, we just need to join hands by following the protocols that the government is implementing so that we are able to contain the spread

(of the virus) the soonest possible time,” John Carlo B. Tria, president of the Davao City Chamber of Commerce and Industry, told TIMES last week. The challenge may be huge, but Tria believes that the virus, as well as the other challenges that the country is facing like the African Swine Fever, will not stop the city from growing economically.

Mayor Sara Z. Duterte, who briefly underwent a home quarantine after her travel to Manila, has called

on the people to unite in facing the threat. “Let us all do our part to create a Davao City that

is prepared for the challenges of the future, attuned to the needs present, and anchored on the values and traditions of our diverse cultures,” said the mayor in her message for during the commemoration. She said that to measure the growth of the city, one not only considers its development, but also the “camaraderie and strong sense of identity that bring all Dabawenyos together wherever they may be in the world.” “As we celebrate the 83rd anniversary of the city’s foundation, let us pay tribute to our ancestors and forefathers - Dabawenyos who, by their sacrifices and hard work, made Davao the city it is today. Let us honor their contributions by remaining united and resilient in facing whatever tomorrow may bring,” she added. The mayor, in her interview over the city government run radio station,

called on the people, the business groups and other similar groups to join the campaign to help in ensuring that the city is able to get out of the crisis. The city has been bracing for the impact of the virus as several people have been placed under investigation due to the possibility of being infected. She called on the people to cooperate with the city government as it needs “to ensure that no one gets sick and if we do get patients, we need to be able to respond to them and at the same time, prevent the further spread of the disease,” she said on Friday. Truly, everyone needs to join the government in ensuring that the city in particular, and the country in general, is able to successfully eliminate the threat, the cooperation that Dabawenyos are known for that has resulted in unprecedented economic growth.

Through its waste management unit Geocycle, Holcim Philippines used in 2019 more than 170,000 tons of waste materials from industries and communities as alternative fuels and raw materials with its co-processing technology. This allowed the company to avoid coal in cement production for 38 days leading to lower carbon emissions and fuel costs while helping its partners manage their wastes in an eco-friendly manner. Holcim Philippines President and CEO John Stull said that the company will continue to drive co-processing operations and consumption of alternative fuels and raw materials to manage costs and have a more positive impact on the country. “Aside from its business benefits, our Geocycle unit enables us to further contribute to Philippine development in a sustainable manner. Through our co-processing operations, we are able to lower our carbon footprint and help ease the waste management challenges of the country while producing an essential building material for development,” he said. In 2019, Holcim Philippines agreed to pre-process as alternative fuel the segregated wastes of several local governments near its plants in Luzon and Mindanao and expressed readiness to help more communities on this matter. The company has also co-processed tens of thousand tons of non-recyclable plastics as it continues to provide waste management services to partners in various industries. Holcim Philippines officials have also stepped up engagement with key government officials such as Senator Cynthia A. In co-processing, qualified waste materials after preprocessed as alternative fuel and fed into the high-temperature kilns along with other raw materials to produce cement.
