Welcome

We are pleased to provide you with the 2nd Mill Hill Guide. Last year’s copy surprised many people, including some who have lived in NW7 for many years, that there is so much on offer on our doorstep. We encourage you to spend with local establishments wherever possible to help Mill Hill retain and develop the businesses we need to make our Village a cherished destination. This guide is brought to you again this year by the Mill Hill Neighbourhood Forum and Arc Media Group NW7. We would like to thank our contributors and the advertisers who have engaged with us to bring you this brochure, which we hope will “dwell” on the coffee tables in most households for many months as a useful directory of the best that Mill Hill has to offer. There will be an electronic version (the link will be provided on the Mill Hill Forum’s Facebook page and website) and MH Today which was recently launched as a monthly on-line newsletter will keep you up to date on changes. We expect 2018 will bring many more changes and we look forward to those that will benefit the whole community. We wish you the very best for the holiday season and a great 2018. MILL HILL NEIGHBOURHOOD FORUM ABOUT MILL HILL NEIGHBOURHOOD FORUM The Mill Hill Neighbourhood Forum was designated by Barnet Council on 17th September 2014 following a planning application to build a Neighbourhood Development Plan (NDP), for Mill Hill Ward and the NW7 postcodes in Hale Ward, that will determine how our area will evolve into the future. The committee includes 30 local residents who are passionate about Mill Hill. We hope you will engage with us in making Mill Hill a better place to live, work and play. The NDP has been through several drafts following extensive consultation and should be finalised this year, such that it can be independently examined and then all those on the electoral role will have the opportunity to vote it in or out. If it is “made” by the electorate it becomes one of the legally enforceable Planning Guidelines for anyone wishing to develop in the area. Copies will be available on our website (www.millhillforum.org.uk) and from the Mill Hill Library. Apart from creating the Neighbourhood Development Plan, the Forum has been working on several “intervention” projects to deliver some quick wins and raise awareness of what Mill Hill needs. We have tried to be pro-active about driving changes that will make Mill Hill more appealing to residents and a destination that others can also enjoy. Our style is to be “constructively challenging” rather than “confrontational” and it is working, although progress is slower than we would like, as we wade through process and procedure. We must also point out that we are a wholly independent free-thinking organisation without political bias! The current projects are reviewed below in outline:

THE TOWN SQUARE nee POCKET PARK PROJECT The new Town Square at the end of Brockenhurst Gardens where it meets the Broadway is under-way, based on current committed plans. It will be a place where people can meet, sit and have a chat. It will be in a flexible configuration such that the area can support our markets and allow other programme activities, such as a band on Saturday lunchtimes. We want your ideas for activities that could be appropriately run in the Town Square. We thank Tesco and Barnet Council for providing the funding for this project.

MILL HILL NDP AREA (within black lines)

As we go to press the Town Square is scheduled to open at the French Market on November 11th please check our Facebook page for details.

HANGING BASKETS ON MILL HILL BROADWAY Again, in an attempt to make our Town Centre more appealing the MHNF with support from Cosway bought this year’s baskets from Finchley Nurseries. On arrival, these baskets looked impressive; the very welcome long dry spell through May & June took the life out of the plants and they were replaced in July. We will be looking for sponsors for next year and to help to maintain the planters that will be in the Town Square. 5

MILL HILL NEIGHBOURHOOD FORUM MILL HILL BROADWAY STATION “The dominant immediate character of the site is that of brutalist civic infrastructure demonstrated by the motorway, railway and car park”. Source: architect in a recent feasibility study. The London School of Economics in their report in 2015 simply called it an “eyesore that has a detrimental impact on our Town Centre.” We have been working with Barnet Council, Network Rail, Govia, TfL, Highways England to find a holistic solution to the many problems that include the lack of step-free-access, toilets, parking, poor air-quality and excessive noise. A feasibility study commissioned by Barnet Council at a cost of £65,000 has determined how step-free access can be delivered for around £8.5m. We will jointly apply to the Dept for Transport for the next round of “Access-for-all”. If successful in this application we will still need around £3.5m from other investors which could include S106 contributions from local developers. We have also been encouraged by a developer who is keen to build a 150-bedroom hotel with conference facilities, bar and restaurant on the current car park site in Bunns Lane, together with a multi-storey car park for 400 cars and 250 cycles. This project greatly boosts the economy of our Town Centre and will help to enhance the Broadway as a shopping and eating “destination”. With Business Rates rising beyond the reach of many, along with rents, all of our High Street traders really need this boost. A concept visualisation is shown below alongside the current view:

This is a very exciting project, and will also address many of the parking issues we hear residents complaining about today. High Streets nationwide are faced with intense competition from the internet and shopping centres which offer ease of access and often “Free” parking. Generally local authorities have made matters worse by making towns and cities even less attractive to the motorist. Right now, our Town Centre has a lot more to offer than the out-of-town sheds; a wider range of shops and the enterprise and “added value”, of independent establishments. Many of our shops have updated their frontages and actually it is the “multiple” or “chain” stores that really need to improve their presentation to our High Street, together with many of the flats above, which sadly need painting, well before the High Street is 100 years young in 2020! We have proposed a holistic review of all parking around the Town Centre, and trust that the Council will support this initiative soon and demonstrate far reaching vision for the future of Mill Hill by supporting the plan for the Hotel and Multi-Storey Car Park. We accept that a modal shift towards greater use of walking, cycling and public transport is required going forward, but acceptable, viable, lower cost alternatives are required before we can accept the unrealistic diktats of Government officials. They also fail to understand that most people in business are “time poor” and that an extra 10-20 minutes waiting for a train or bus is unacceptable and impacts productivity. There is good connectivity of buses into Mill Hill Broadway station from the surrounding area, but most do not need to actually enter the “undercroft” and collection/drop-off of passengers by private cars/minicabs could easily be from the Bunns Lane side of the station. These two measures would greatly improve the air-quality issue and free up space for further commercial developments under the M1. Our Neighbourhood Development Plan will be actively promoting these actions. Many may be surprised by the extent of the connectivity options available to users of Thameslink from Mill Hill Broadway. While we have regularly heard of service problems, reliability has improved and we should also be encouraged that in 2018 there will be 8 trains an hour stopping at this station during peak hours and 6 at other times of the day. Much excitement was generated when TfL announced all night tube running but many are unaware that the Thameslink has run 24x7 for many years.

6

MILL HILL NEIGHBOURHOOD FORUM and TRANSPORT IN AND AROUND MILL HILL You can travel from Mill Hill Broadway to St. Pancras for Eurostar, or to Luton and Gatwick airports and once the “Elizabeth” line is opened a trip to Farringdon will get you to Heathrow. Clearly today the line takes you to Brighton, Bedford, St. Albans, Sevenoaks and via West Hampstead you can easily get to Bond Street, Westminster, Stratford, Kew, Richmond, and even to the Royal Free Hospital at Hampstead Heath. In fact, you can probably get to Westfield, White City via West Hampstead on the Overground network more quickly than to Brent Cross. We encourage you all to explore the possibilities outlined above and of course if more people use this station it will support our step-free-access funding application. After much lobbying over several years by many people TfL have announced that they will provide step-free access at Mill Hill East station by 2020, and Andrew Dismore, (GLA member for Camden & Barnet) must be thanked for his persistence in gaining this commitment. The bigger issue is that demand for the trains to & from Mill Hill East is growing rapidly as Millbrook Park and other developments nearby are built-out and there is a real need (not recognised by TfL) for more frequent through trains. If the shuttle service is to continue outside peak times it needs to be more frequent that 4 per hour. TfL point out that the 382 buses also serve Finchley Central! The real answer to the service frequency issues at Mill Hill East could be a light-rail service from Finchley Central continuing through Copthall to Mill Hill Broadway and onto Edgware, perhaps even Bushey and Watford. In the short-term we see a great need for a new bus service from Mill Hill East into Copthall and on to Colindale then Mill Hill Broadway and back to Mill Hill East. We are encouraged to see support for a new service utilising the freight line through Dudding Hill. This could see the Thameslink joining up with trains to Hounslow, Brentford, and/or Kew. This new service would surely join up with HS2 for journeys North from the developments at Old Oak Common and the light-rail mentioned above. While the radial links into London are overcrowded and not as frequent, certainly from Mill Hill East as residents would like, the orbital routes inter and intra Barnet are woefully inadequate. The investment suggested in orbital rail links is long overdue. We also look to the future when Autonomous Vehicles (AV) will be widely accepted and you will be able to call one with your smartphone (if it’s not replaced by then) and get such a vehicle to pick you up at home and take you to mass-transit. It will not need to park but simply move on to collect the next passenger. With 93% of road accidents being the result of human error and the average car only being used for <1 hour a day there is great scope for AVs to drastically reduce congestion, offer a safer alternative to today’s private car and replace buses at many times of the day when they travel with only a handful of passengers.

BROADWAY WASTE MANAGEMENT The new scheme of timed collections of bags rather than bins has been partially implemented. There are today still far too many bins on our High Street which has deterred investors. The Council are passing a new Bye-Law such that people who leave any bins out on the High Street other than when they are due for collection, can be prosecuted. It is wholly unpleasant to sit outside a pavement café with a huge, possibly smelly bin nearby! See Photo.

PLANNING MATTERS When formed, the Mill Hill Neighbourhood Forum felt that Mill Hill looked tired and with the pressure on more development, residents needed a pro-active Community Group to help manage the changes, such that they meet the needs of local people into the future. We are not “Nimby” but encourage investment in the developments that are distinctive, right for Mill Hill and bring with them the vital supporting amenities to ensure Mill Hill remains a delightful semi-rural suburb for families to live, work and play.

7

MILL HILL NEIGHBOURHOOD FORUM SALCOMBE GARDENS PARADE REGENERATION This parade of 6 shops looked tired and forgotten. The paving and bollards have been cleaned and reset level and cycle racks installed. Four of the shops have had new shop fronts and their new signage will soon follow, along with a couple of benches and trees. This project has been funded by the Mayor of London, Barnet Council, Barnet Homes, local businesses such as the Adam & Eve Pub and Saracens, and some local residents. The changes will complement the developments on either side by Barnet Homes and make a much more attractive “Gateway” to houses in Salcombe and Rushden Gardens, and Woodcroft Avenue.

MILL HILL COUNCILLOR Well, there’s always something going on in Mill Hill and I’m very fortunate to be one of your councillors,

because there’s never a dull moment! Some things have been challenging – particularly some of the recent large development projects, which have certainly got our residents talking and expressing their opinions quite vocally! I suppose the only disadvantage of having so much green belt around us is that some of the religious and research institutions, which have occupied large plot, are now moving out as times and needs change, leaving behind huge question marks about what new uses these plots of land can be used for. Some other things are real positives: our new town square – ‘The Square’ – will soon become a reality and will form a central meeting place with benches and planters and become the focus for markets, events and celebrations. The Broadway is looking livelier – we’re losing banks and building societies as banking habits change, but new shops, cafes and restaurants are taking their place. Just a reminder here – we know that parking in the Broadway can sometimes be a challenge but Cllr John Hart and I campaigned long and hard to get three hours’ free parking at the Bunns Lane car park on a Saturday, and it’s free after 6.30 every evening if you’re coming to the Broadway to visit one of the restaurants, as well as all day on Sundays. The street scene in the Broadway should be improved even more as the new system of refuse collection, which is being piloted in Mill Hill Broadway first, should soon get the bins off the pavements to help provide a cleaner and more pleasant environment. In Mill Hill East the tube station will have improvements to provide step-free access for all travellers. A feasibility study to provide step-free access at Mill Hill Broadway station has been financed and completed, plans have been designed and now it’s a question of finding the money. We will be relying on the continuing support of our MP Matthew Offord and our council leaders to continue applying pressure to help make the case for government funding, while at the same time exploring other options. The library in Mill Hill – about which there were so many concerns when the changes were announced – is now being run by the NW7Hub charity. I have a councillor surgery there and I don’t know if it’s fair to make comparisons, but to me the new team seem to have injected a new energy and enthusiasm and the library seems to be busier than ever. The community spaces being developed will provide new opportunities and facilities for our residents. I continue to enjoy working with John Gillett, who is the dynamic driving force behind the Mill Hill Neighbourhood Forum and the NW7Hub and I had the great pleasure of nominating him for a Civic Award, which he received at the ceremony at the Town Hall in March this year. There are challenges ahead and much still to be achieved, but Mill Hill is blessed to have so many organisations and individuals who are so passionately committed to ensuring that the many wonderful facilities and assets that make this such a wonderful place to live are protected, and that Mill Hill can continue to flourish. NW7 HUB AND LIBRARY

Company No:10407948 Registered Charity No:1171742

The NW7hub is a new charitable community venture and business in Mill Hill, its trustees also being committee members of Mill Hill Residents Association and Mill Hill Neighbourhood Forum. The charity was initially formed to secure the Civil Defence building at 80 Daws Lane as a community asset, and then to develop a new community hub on the site. Part of the journey has been entering into a 10 year partnership with Barnet Council to operate Mill Hill Library. Since opening in April 2017 the team, many of whom are volunteers, has received glowing reports from customers and the number of people visiting the library has risen significantly. We have now opened in the library building a Café and art gallery where all the paintings are for sale, as are many fine nearly new books that would grace any coffee table, and be great presents. Furthermore we have created a co-working space with 20 desk stations, Wi-Fi and fast broadband where you can drop in to work, and use the Café, the 2 breakout zones or book our meeting rooms. So if you are fed up with working at home on your kitchen table or in a noisy café with poor Wi-Fi, or if you want to book meeting rooms for 2-3 people or up to 80, do visit and discuss your requirements. The venue is also suitable for children’s parties at weekends and all sorts of events throughout the week. We also run a number of events during term time including activities for children (Baby & Toddler Toys & Tales and Baby Rhyme Time), adults (Conversation Cafe and Book Club) and seniors (coffee mornings and a social group). Special events are also part of our programming such as a visit from award winning author Vaseem Khan on Monday 30th October, 8pm. Admission is free. The Café and Business Zone are open 8.45am-5.30pm, Monday to Friday except Public Holidays. #marvellousmillhill Why is Mill Hill truly marvellous? Well it is the distinctive architecture, the great green spaces and the people who live in this delightful semi-rural suburb of London. Just last month, we launched a photo campaign that focuses on the people behind the businesses and organisations in Mill Hill and we will continue to do this on the Mill Hill Neighbourhood Forum’s Facebook, Instagram and Twitter every Wednesday. Don’t forget to like and comment on the photos – and be sure to give them a share!

The Mill Hill Park is in the centre of NW7 with playing fields, bowling, tennis courts, while Arrandene open space nearby is a stunning mix of bridleways & footpaths where walking & riding is a favourite pastime and the only building that can be seen poking above the trees is the National institute for Medical Research (NIMR). We trust that the London Mayor’s review of this development application will result in appropriately distinctive, architecturally designed buildings that sit comfortably within the Conservation area on the Ridgeway. There are some great walks along public footpaths across Mill Hill and the Dollis Valley Greenwalk from Moat Mount to Hampstead. The Mill Hill Preservation Society provide a great Footpaths of Mill Hill map which is available for £4 from their website www.mhps.org.uk/fpptpaths.asp. The Green Spaces are vital in the fight for better air quality. It is important for us all in Mill Hill, that we maintain our green spaces, continue the distinctive architectural styles that enhance our street scenes when adding an extension, or rebuilding, and that we all care for our community regardless of ethnic origins, religion, or political views. If anyone has a few hours of free time to devote to community activities, do please contact chairman@millhillforum.org.uk We don’t want Mill Hill to become a sprawling high-rise, high-density concrete Urban suburb. We want it to remain a semi-rural suburban place where families thrive and we hope you will actively support this vision. ...........We do not want Mill Hill to become like the area shown above the trees (of Mill Hill) in the photo. MILL HILL RESTAURANT GUIDE THE RESTAURANT REVOLUTION

Louisa Walters, co-founder of The Restaurant Club, takes a look at the new dining options in Mill Hill As a high street, Mill Hill Broadway is constantly evolving, but for many years it seemed to be firmly stuck at a red light with the handbrake on in terms of new restaurant openings. And then, like the proverbial bus, they all came along at once. The Great Mill Hill Restaurant Revolution began with Bluebelles*, which gave the Broadway a much-needed ‘cool’ café – all artisan breads, smashed avocado, bare brick walls and mismatched chairs. Next up was BAW café – a brothers-in-arms venture from the boys behind Guglee (Indian) in Swiss Cottage and West Hampstead. BAW brings super-tasty pan Asian food to Mill Hill for the first time and has been extremely well received.

Much-loved but much-in-need-of-a-refurb Fratelli closed its doors for six weeks this summer and recently reopened as Mill & Brew, an all-day dining hangout complete with leather sofas, hi-lo seating, lots of wood/brick décor elements and a really good food offering. They are planning to open in the evening with an extended menu - watch this space!

The newest addition to The Broadway is

Hudsons

A few weeks later, just a year after establishing itself in Borehamwood, Kiyoto* (also owned by two brothers) opened its second branch. “Mill Hill had already established itself as a food destination over the years so it was a perfect second location for our expansion,” says co-owner Adam Balsam.

With so many restaurants competing for business in Mill Hill, Natasha Matthews saw a niche for something different and earlier this year opened The Creamery*, serving up crepes and ice-creams. This cute little place is open late so it captures the post-dinner dessert market as well as being somewhere to stop off on the way home from a night out.

This was closely followed by Cannons, a fish-and-chip takeaway, which ironically is on the site of the bygone fish and chip restaurant La Carpa D’Oro, a place that longtime Mill Hill residents remember fondly. Brewed+Pressed, which serves mostly plant-based food, is a totally new innovation for the area and is very popular among the healthy-eating brigade. “I brought Brewed+Pressed to Mill Hill to offer a completely unique concept of healthy eating through plant-based and vegetarian food, says owner Saad Aslam, who also brought HC Medspa and Yogo Pink to the Broadway. After just a couple of years in Whetstone, Hudsons* owner Martin Ment turned his focus towards Mill Hill for a second branch of his extremely popular American brasserie. “Mill Hill is currently going through a bit of a revival with loads of new shops opening,” he says. “I felt that the area and its residents would be a perfect match for our brand.” It would appear to be a match made in heaven - within a week of opening Martin was turning people away and forward bookings are now very much advised. *These restaurants offer a discount to Restaurant Club cardholders. For more info visit www.therestaurantclub.com

32

Lia’s Organics, a family-run certified organic salad and cold pressed juice bar. Owner Jay says: “We take immense pleasure in creating delicious combinations of salads that are not only detoxifying but also full of superfoods to keep you satisfied and healthy! Do come by, say hello and tickle your tastebuds!”

Away from The Broadway, Mill Hill’s two foodie pubs can’t claim to be ‘new’ but both The Rising Sun* on Marsh Lane and Adam & Eve on The Ridgeway have tempting new autumn menus. Lia’s Organics
