It is difficult to keep up with the many changes in NW7 but hopefully here in this brochure, you have information about all that is great in our area. We encourage you to spend with local establishments wherever possible to help Mill Hill retain and develop the businesses we need to make our suburban Village a cherished destination. This guide is brought to you again this year by the Mill Hill Neighbourhood Forum and Arc Media Group NW7. We would like to thank our contributors and the advertisers who have engaged with us to bring you this brochure, which we hope most households will keep for many months as a useful directory of the best that Mill Hill has to offer. MILL HILL NEIGHBOURHOOD FORUM ABOUT MILL HILL NEIGHBOURHOOD FORUM

The Mill Hill Neighbourhood Forum was designated by Barnet Council on 17th September 2014 following a planning application to build a Neighbourhood Development Plan (NDP), for Mill Hill Ward and the NW7 postcodes in Hale Ward, that will determine how our area will evolve into the future. The committee includes 30 local residents who are passionate about Mill Hill. We hope you will engage with us in making Mill Hill a better place to live, work and play. The NDP has been through several drafts following extensive consultation and should be finalised this year, such that it can be independently examined and then all those on the electoral role will have the opportunity to vote it in or out. If it is “made” by the electorate it becomes one of the legally enforceable Planning Guidelines for anyone wishing to develop in the area. Copies will be available on our website (www.millhillforum.org.uk) and from the Mill Hill Library. Apart from creating the Neighbourhood Development Plan, the Forum has been working on several “intervention” projects to deliver some quick wins and raise awareness of what Mill Hill needs. We have tried to be pro-active about driving changes that will make Mill Hill more appealing to residents and a destination that others can also enjoy. Our style is to be “constructively challenging” rather than “confrontational” MILL HILL NDP AREA and it is working, although progress is slower than we would like, as we (within black lines) wade through process and procedure. We must also point out that we are a wholly independent free-thinking organisation without political bias!

THE TOWN SQUARE

The “Town Square” at the end of Brockenhurst Gardens where it meets the Broadway, was opened just after we published the 2018 Mill Hill Guide. It is liked by the majority we speak to although a few mourn the loss of 6 parking spaces. It helps to facilitate the Markets in the Town Centre and most importantly it provides a central meeting point throughout the year. Please treat it with respect and enjoy the community space. “Benches are valued as public, egalitarian and free. Bench-space allows people to loosely belong within the flow of city life, to see and be seen. Solitude and conversation are equally acceptable. Sitting on benches supports healthy everyday routines by enabling people to spend longer outside. THE RIDICULOUS RIDGEWAY !

In recent weeks we have seen the Ridgway, and Milespit Hill adorned with yet more street furniture and paint to reduce traffic speeds to 20mph around the schools, in our Conservation Area. Previously at school drop-off and collection times, 20mph was not typically possible because of the congestion; clearly at other times 30mph was available to motorists on this key cross route. We did not oppose the 20mph limit for the periods at peak times for the primary schools. (of course, students attending secondary schools should all walk, cycle or use Public Transport) but to implement the 20mph on a 7 x 24-hour basis is simply crass; other Councils use technology (as pictured) to impose such limits only at specific operating hours, when lights flash, and these limits are then generally respected. 5

MILL HILL Member of Parliament

Mill Hill forms an integral part of the constituency of Hendon. It has a rich and diverse community, a vibrant social and cultural life, parks and open spaces, popular schools and a thriving town centre. However, there are issues of concern: Step-free access at Mill Hill Broadway station The poor access at this station is a clear gap in the quality of the service and renders the station often unusable for the disabled, those with luggage and parents with buggies. I facilitated a series of meetings with Barnet Council, Network Rail, Govia Thameslink Railway and Transport for London which resulted in a £60,000 feasibility study to support a bid for Access for All funds in the next round of funding. The proposals are integral to wider plans to upgrade and redevelop the whole of Mill Hill Broadway station. This is an exciting long-term project which will ultimately enhance the quality of life for residents of Mill Hill. Thameslink The Government-sponsored £6.5 billion Thameslink Programme has now delivered new trains, greater capacity and through services across London following major station rebuilds. Customers faced massive disruption, though, following the bungled implementation of the new timetable in spring 2018. This was unacceptable. I have called for the declassification of first class carriages to increase capacity and I pressed for special compensation for those affected by the timetable disruption. The Government has said it intends to carry out a full review of the way the railways are run.

Some good news to start with: Cllr John Hart was instrumental in encouraging the Environment Committee at Barnet Council to make Mill Hill Broadway the first high street to trial ‘time-banded’ waste collections. After some delays caused by the need to introduce a new by-law, all the wheelie bins have been removed and shopkeepers given recycling bags to be put out only at prescribed times in the morning and evening. So the Broadway is now a much more pleasant place to sit outside on the pavement with your coffee. The wide pavement is perfect for allowing outdoor seating spaces, but where some traders have been literally ‘overstepping the mark’ the council licensing department has introduced pavement studs to mark out the permitted street trading areas. It’s important to residents that enough space is kept clear for parents with buggies or people in wheelchairs or using mobility scooters.

MILL HILL NEIGHBOURHOOD FORUM OUR GREEN SPACES ARE PRICELESS To some, a green space is vacant, unused, ripe for development. This is a terrible mistake and once lost, this precious space will be gone for good; just as a noisy, restless, overcrowded world begins to yearn more than ever for shade, peace, clean-air and space to maintain the equilibrium for the good of all. In an age of flat-dwelling, disappearing front gardens and shrinking back gardens, the glorious Victorian legacy of municipal parks has never been more precious. Barnet Council’s Parks and Open Spaces Strategy for Publicly owned Green Spaces, must be implemented in full, and the investment necessary to implement the strategy pro-actively secured from all available sources. That said not all of our smaller green spaces, are entirely sacrosanct; each should be evaluated pragmatically and where planning legislation allows, consideration could be given to alternative uses, where a real local need exists and if that use, benefits the local community as a whole.

MILL HILL CIRCUS

Plans to redesign this busy roundabout have been shelved by TfL as in their opinion the required changes do not accord with the Mayor of London’s “Healthy Streets” policy. The fact that accidents nearly happen there at least hourly seems not to be taken into consideration. We firmly believe that the extra south bound lane on the A1/ A41 should be provided, which will cost far less than the £4.5m previously set aside for the full scheme. The reality of car travel in the suburbs will remain for many years to come and the further planned influx of housing will only increase the current issues with this severely congested junction!

MILL HILL NEIGHBOURHOOD FORUM THE CASE FOR STEP FREE ACCESS AT MH BROADWAY STATION

The current station is simply not fit for purpose! It was designed when train journeys were less than half the level they are today (2m plus). Without STEP FREE ACCESS (SFA) those with disabilities, families with Children notably in buggies, and all who travel with luggage cannot manage the 39 steep steps up to the platform. The population of Mill Hill ward is destined to expand by 61% from 2001 levels by 2030. Of course, the catchment area for people using this key transport hub includes Colindale, where the population is to rise by 280% from 2001 to 2030. People living in Burnt Oak, Edgware and Hale wards, which are only growing in single digit percentages over the same time period will also use this station because of its impressive connectivity. Once the 8 trains an hour in peak times and 6 trains an hour, are operating reliably, at other times more people will be encouraged to use the station as a viable alternative form of transport. The connectivity of buses to this station makes it very easy for people to get to from all 5 wards, and beyond. See Tfl map (http://content.tfl.gov.uk/bus-route-maps/mill-hill-broadway-a4-071016.pdf ) The cost of installing SFA is high (estimated to be £8.5m) because 4 lifts and a bridge, plus extra gates need to be installed all while the M1 Motorway and a full train service is operational 24 x7. Govia Thameslink Railways (the operator) has to make an application for “Access-for-All” funding by the middle of November 2018 within Control Period 6 (CP6) from the Department for Transport. Mill Hill Neighbourhood Forum, Barnet Council, GTR and Network Rail are contributing to this bid, supported by local Councillors, The Leader of Barnet Council, our MP Matthew Offord, Tfl, our GLA Member, Andrew Dismore and many local people have written to us expressing their views. The connectivity mentioned above needs to be publicised and everybody living locally encouraged to experience it. It provides access to Gatwick & Luton airports and when the Elisabeth line is open, via Farringdon you will be able to get to Heathrow, a journey currently rarely taken other than by private car or taxi. Bedford, Brighton and the Kent coast are easily reached with fast trains and of course the Eurostar at St. Pancras will take you to France or Belgium and Holland. St. Pancras additionally offers trains to the East Midlands and Kings X to the North East and Scotland. Through the interchange at West Hampstead you can easily travel on the Overground to the Royal Free Hospital at Hampstead Heath and all stations to Stratford or taking it in a westerly direction to Kew or Richmond and Westfield at White City or Clapham Junction. Finally, you can travel on the Jubilee line to Baker Street, Bond Street, Westminster, London Bridge and to the O2 Centre at North Greenwich. Once people are aware of potential places they can easily reach from Mill Hill Broadway Station and the service becomes reliable, with the new air-conditioned rolling stock, the service will be much more heavily utilised, and Step-Free-Access will make the service truly available to all. A decision on our SFA bid will be made in April 2019, alongside the bids received from many other stations nationwide. The provision of SFA at Mill Hill East station is scheduled by TfL for 2019 and detailed plans are with Barnet Council’s Planning Team for approval.

MILL HILL NEIGHBOURHOOD FORUM PLANNING APPLICATIONS

Major Planning Applications During the last 12 months, the application to develop the site of the old National Institute for Medical Research (NIMR) were approved by the mayor of London. 450 Flats and 12 houses are in the plan for development. Unfortunately, the Mayor reduced the number of car parking spaces to 500 but there will be more than 800 cycle spaces. We expressed an opinion that the “pavilions” surrounding the Core building (to be built as a replica of the old building) were not sufficiently distinctive for the Mill Hill Conservation Area. The picture below shows the rather edgy designs with flat roofs. It is disturbing that local views are overturned.

BUSINESS NETWORK

High Streets nationally are having a hard time. High Streets operators can complain about the impact, of the recession, of on-line shopping, higher rents & rates, lack of parking etc. On the plus side consumer behaviour is changing and people are shopping in local stores for food more frequently, perhaps to save on wastage or to “top-up” a shop done on-line or at an out of town retail store. Home delivery, which has become more popular recently will increase as people value their leisure time more and reduce their dependency on private cars in favour of walking, cycling or using public transport as we are told we have to do! Consumers are becoming more discerning too and, in many cases, where a purchase is not for a recognisable, generally available, product code, they want to see and touch before they buy. The move to organic products and to vegetarian or vegan tastes, again fuels this move back towards local stores. People expect friendly added value service not just lowest price. A shop that can genuinely and professionally advise and guide consumer selection (without being overtly pushy) will do well and will develop loyal customers who return to buy more. If you genuinely “add-value” with a smile, then the customer experience will be popular. If not, there are plenty of other places to shop. On the other side of the footpath from the Ridgeway to Rushton Gardens lies Kingdom Hall which has a magnificent auditorium. We look forward to receiving suitable applications that are distinctive in architectural character and sympathetic with their surroundings.

London Pro Arte Choir is a friendly 60 member mixed voice choir based in Mill Hill and conducted by Tom Winpenny of St. Albans Cathedral.
