Towns divided over sewerage scheme

A substantial number of residents of the last two towns proposed for connection to a reticulated sewerage system under Cabonne Council's "Four towns sewerage scheme" are calling for the scheme to be suspended pending a rethink. A meeting of some 60 residents at Yeoval last week voted overwhelming in favour of pausing the scheme while the Council provided up to date information on: • How much voluntary levy money and interest has accrued since the levy scheme commenced in 1999 • How long before sewer construction will be finished. • What is the final expected cost of the system and what will be the ongoing costs to ratepayers. Residents expressed concern that, after all these years, a fresh review was needed. The town is in decline, around 70% of ratepayers are pensioners and they are unsure that the sewerage system now proposed is the correct one - or even warranted. Meanwhile, in Cumnock, a similar meeting was held with a show of hands indicating a 38 to 18 vote in favour of the sewerage scheme proceeding as proposed. However a substantial number of residents have expressed concern over the conduct of this meeting. These residents were critical of the fact that the Cumnock Progress Association were provided information not available to them before the meeting. They were also concerned that they were not given

the opportunity to present the results of a formal petition they had circulated - where some 70 ratepayers had called for a suspension of the scheme. It is claimed that many of these residents did not attend the meeting, thinking their views would be counted. Council was not involved in either meeting. A copy of information provided to the Progress Association indicates that since the voluntary levy was introduced: • Net Rates collected [not sure what "net" means here] Yeoval $866,011, Cumnock $804,016. • Interest earned: Yeoval $240,729, Cumnock $232,159. • Expenditure committed Yeoval $528,542, Cumnock $469,870. Yeoval residents have appointed a committee to write to the Council seeking further information.

The front grounds of the Molong and District PreSchool are undergoing a major change with colourful sculptures of imaginative shapes created by local artist (and preschool mum of Thibault) Heidi Lefebvre with the help of equally imaginative preschoolers. Heidi (third left at the back) is an inspiring artist who loves to design large sculptures. Some of her other local works stand in the grounds of the Orange

Hospital/Bloomfield Hospital grounds. David Mills (father of preschoolers Paris and Juliette) cut the designs which were then powder-coated into brilliant colours by an Orange supplier. Belinda Mills has been helping to plant new shrubs at the front of the preschool and the new central stairway. Take a look at this wonderful new and colourful space. It's a great local project and the preschoolers are 'proud'.

by Paul Mullins 20-20 hindsight is a marvellous thing. You can always say “they shoulda done this or they shoulda done that”. But its hard not to feel that Cabonne Council should have seen it coming. That is, the irritation of so many Cumnock and Yeoval residents over the administration of the Four Towns Sewerage Scheme. Include successive NSW State Government department and ministers too – because between them they have done a disservice to ratepayers in these towns who, year after year, have stumped up between $300 and $500 into a voluntary “pre construction levy” on the promise that the levy would result in substantial savings for each ratepayer, demonstrate the community’s commitment to the State Government and get some priority for the necessary government funding to implement a sewerage scheme across four towns. Consider this. As the council’s technical note says, planning for the Four Towns Sewerage Scheme started in 1999 after public meetings where community committees were elected from each of five Cabonne villages - Cudal, Manildra, Cumnock, Yeoval and Cargo. The committees from each village conducted their own investigations and sought the opinions of residents. Four of the five village committees recommended taking part in the scheme – Cargo opting not to be included – and Cabonne Council adopted those recommendations. Ratepayers of the four villages agreed to a $500-a-year pre-construction levy. So far, so good. After all, who, at the end of the 20th century, would argue against having their town sewered ? The town committees did their work well. They concluded, rightly, that the long term health of their citizens, the environment and the town itself deserved sewerage. The committees were also mindful of costs. They recommended a “preconstruction levy” over other options – with different rates for pensioners and non pensioners. The committees asked owners of single occupier residences, with little apparent need for sewerage, to consider the future, when families

might move in. The savings from proceeding with the four towns together was emphasised to gain bulk buying coat savings. The levy was expected to be paid over the 5 years they thought would pass before the sewer was constructed. The ballot was conducted and on the basis of the costings provided then – and the expected timeframes – the visionary “Four Towns Sewerage Scheme” was off and running. Well, not quite. Nothing ever goes according to plan – and it seems this is especially so when dealing with State Government Ministers and bureaucracies. Whatever the Council was told, promised or believed when putting the voluntary levy plan to the people, it did not turn out that way. The scheme met with State Government obstacles and delays. It took years and negotiation after negotiation by a diligent Mayor with nine different State Government Ministers before the Four Towns project was included in the Government’s Water and Sewer Program. All the time the voluntary levy money was rolling in. But, for some reason, the “Four Towns Sewerage Scheme” became the “One Town at a Time Sewerage Scheme”. Even then, in 2008, Council pronouncements were that “Yeoval is planned to have its sewerage scheme commissioned by Christmas 2009”.

But tenders were called for the “first stage” only – the village of Cudal, in August 2008. It was up and running in September the next year – 2009. Here we are in 2013 with Manildra a bit over half completed and still awaiting yet another approval from the State Government Minister to permit tenders to be called for Cumnock and Yeoval. Will the cash strapped Minister approve it ? Now none of this is to criticise Council technical staff who have had to manage the design and delivery of these substantial and complicated projects. But Cudal ratepayers presumably stopped paying the levy 4 years ago. The people of Cumnock and Yeoval continue to pay it some 14 years on - with the prospect of being up for it for a few more years yet. By what toss of the coin was Cudal selected to be first. What would have happened if Yeoval went first. Where is the equity in some towns contributing to a “Four Towns Sewerage Scheme” for 8 or 9 years while others contribute for over 13 years and beyond? Was it not possible for the whole scheme to be designed, approved and tendered for – with construction proceeding in concurrent stages. How can the State Government announce approval for a “Four Towns Sewerage Scheme” – then require drip fed construction over the life of several parliaments. It is small wonder that the residents of Cumnock and Yeoval are agitated. They continue to pay while their towns are in decline and they progressively move onto the pension – or die off. That is something the Council should have seen coming. The State Government is as much to blame for this inequity as anyone. It should not threaten to withdraw funding while the towns, after 13 years, want a brief pause and rethink of the nature and viability of the projects. What was put to them in 1999 is a far cry from now. Naturally, it is hard to argue against a reticulated sewerage system in this day and age. But the least the Council can do is: • pause and communicate • stop the “voluntary” levies now.

Molong Historical Museum celebrates Members of the Molong Historical Museum celebrated the completion of maintenance and repair works to the museum building and the introduction of their first 'new look' exhibit - the Fairbridge Room - last Saturday. After termites made their destructive way through the Museum building some years ago - members, led by the energetic Marie Hammond, have been able to successfully gain grants to complete the necessary repairs and to work with Museum's Consultant Margot Jolley to establish exciting 'new look' exhibits. To coincide with the 74th anniversary reunion dinner of the Old Fairbridgians Association last weekend - the Museum opened for the day so that the group could

visit and see the new exhibit. A delightful lunch was served on the verandah of the museum to members, guests and visiting Fairbridgians. During the luncheon - certificates were awarded by Chairperson, Marie Hammond, to members who had taken part in the restoration of the museum and the important cataloguing of the historical assets. Molong should be proud of the tireless efforts of the MHM members who have worked extremely hard over a long period to ensure the restoration and continuation of the museum (Cnr of Gidley and Molong Streets) and the preservation of the social and cultural history of Molong and District. Well done to Marie Hammond and her team!

NSW State Championship Sheep Dog Trials at Molong Next Tuesday 20 March to Saturday 24 March at the Molong Rec. commencing at 8.30 a.m.

A bus trip to the Premier’s Gala Concert in Sydney will be a highlight of Seniors Week activities for Cabonne residents. Seniors from throughout the Shire have snapped up seats on the bus which will travel to Sydney on Monday 19 March 2012 for the concert at the Sydney Entertainment Centre the following day. The bus trip has been organised by Cabonne Council as the centrepiece of Seniors Week celebrations from 18-25 March. With an ‘On Broadway’ theme, the concert will feature some of the biggest names in musical theatre, including one of Australia’s best known stage and television performers Debra Byrne. NSW Minister for Ageing Andrew Constance said the cast was one of the best assembled for a Seniors Week concert.

“Those who have been lucky enough to snare a ticket are in for a real musical treat,” he said. The Council’s Canowindra-based Home and Community Care Service has also arranged a bus trip, with seats filling fast for an excursion to the Midday Melodies concert at Orange ExServices Club on Monday 19 March 2012. Other Cabonne Seniors Week events include the Eugowra Seniors Week Day Out and luncheon on Monday 19 March 2012 and a social outing to the Zig Zag Railway at Lithgow being hosted by the Canowindra Lions Club for isolated seniors in the Canowindra area. Organised by the Eugowra Lions Club, the Eugowra function proves very popular with seniors throughout the Cabonne area. Last year more than 100 guests attended from Eugowra, Manildra, Molong and Canowindra.

G'day Molong! Through the recent nerve-racking rains, suffered by us all, but particularly people like Bron and Perry (who couldn't sleepfor 3 nights in fear of history repeating itself - not funny!), we had occasion to take advantage of a dry spell (about an hour and a half) and went to visit KAREN, formerly of the 'Pickled Pepper' and 'small horse on a table fame', at her new plant nursery which she has created out of nothing. WOW! Karen is her usual friendly, funny, courageous and compassionate self, but that block of land is really something to see. There are all kinds of plants, shrubs, trees and small creatures and the prices are even affordable to pensioners. You can't buy the creatures, though! Most of all, we immediately encountered a sense of freedom and peace and friendship. Amid the gloom of the rains, this place has magic and Karen deserves to be congratulated (like Bron and Perry and others) for picking herself up from the 2005 disaster and creating something better out of the mud, sweat and tears. Give Karen a hand, Molong - you're famous for it! She's promised to have coffee next time and even if you only buy a small plant, you'll go away with a lot more. Promise! THE DOBELL DRAWING SCHOOL AT THE NATIONAL ART SCHOOL

Chloe Mackenzie and Hannah Wykes (Yr 11) have been accepted into the 2012 Dobell Drawing School, based at the National Art School in Sydney. They will attend this school during the first week of the Easter Holidays. This worthwhile project, sponsored by the William Dobell Foundation, offers seventy five Year 11 students from Government Schools the opportunity to work in a tertiary institution in programs conducted by the National Art School staff who are practicing Artists. The intensive four-day drawing workshop will complement and extend the students’ art studies through a demanding and rewarding experience. The selected students have demonstrated a high level of knowledge and skills in Visual Arts, commitment and involvement in studying Visual Arts and a capacity to work independently. Thank you to Mrs Ryan for nominating these students.

Monday 19th March, we are travelling to Sydney to see ‘Encore’ at the Sydney Opera House, the best HSC music performances from 2011. This should be an inspiring and educational concert, displaying the best that NSW has to offer. The Vocal Ensemble is also continuing this year, learning new repertoire and performing as much as possible. A small instrumental ensemble will be formed in the High School to give the new Year 7 students a chance to continue playing their instruments after leaving the Primary School Band. For those parents who have children learning an instrument, it is best that they practise every day for at least 15 minutes. It is amazing what a difference practice makes to a child’s development.

NEPAL FRIENDSHIP PROJECT

This year there have been a number of additions to the Music department. In the Primary School, a Beginner Band has been established and we have been fortunate enough to purchase some new saxophones, clarinets, trumpets and trombones. Each student in the Beginner Band has a group lesson on their instrument and next term we will begin whole band rehearsals. This year we have a number of instrumental teachers visiting the school: Kylie Gregory (flute), Leon Paix (trumpet and trombone), Marg Mason (guitar), Mitchell Davis (drums), & Ms Millner (clarinet & saxophone). The Continuers Band, which was established last year, is still going strong, with some very talented musicians! This year there is a Year 11 Music class in the Senior School. It is not uncommon to hear the beautiful sounds of voices and guitars coming from the music room on a weekly basis. On

Our PP5 relay team (Llara, Meg, Aaliyah & I) won! This qualifies us to compete at Homebush on the 26th March. Llara came 3rd in the 50m breastroke. I came 2nd in the 12 yrs boy 50m freestyle and 3rd in the open 100m freestyle. Llara and I will compete in these individual races at Homebush. The teaching component will involve running week long workshops for 55 teachers, 20 of whom are from the more remote areas of Nepal, whilst the renovation project involves restoration work on the home which will include building and electrical work and routine refurbishment such as painting and sewing. Each volunteer will fund their own expenses and gives generously of themselves to help the Nepalese Community. We wish Mr and Mrs Adamthwaite and Mrs Walton all the best for this project. The staff have got together and made a monetary donation to this project. Mrs Walton will take this donation to Nepal as this will enable her to buy commodities such as paint to assist with the renovation. This will also put money into the

Soil carbon has become such a hot topic of discussion and I clearly remember that about 6 years ago, it was a subject of taboo, where leading scientists such as Dr Christine Jones were on the outer and not well regarded. Today, Dr Jones fields 1,000’s of emails a week, travels the world to speak at packed out conferences and is regarded as one of the most prominent soil carbon scientists around the world. How things can change in such a short space of time. Soil organic carbon as humus is the most stable source of carbon and one of the prime ingredients that make our soils healthy. Dr Jones states that “an increase in the soil organic carbon levels of 1% to a depth of 30cm will increase the water holding capacity of the soil by an extra 144,000 litre/ha on every rainfall event”. Croppers and graziers are dependent on rainfall and it is essential that as much of that rain stays where it falls so that plants can continue to access this moisture for extensive periods of time well after the ‘storm’. Soil organic carbon is like a sponge. It has an extraordinary ability to absorb and hold the water – so,

it is essential that we do all we can when managing our land, to increase the soils organic carbon levels. Obviously, if we have more moisture, for a longer period of time, we will grow more grass or crop - our production will increase and potentially, our profits will be larger too (this depends on your cost of production of course). Little River Landcare Group will be running a field day at Stuart Town on the 21st March with another of Fill in the grid so that every row, every column and our well renown soil scientists, Dr every 3x3 box contains the digits 1 to 9, with no number repeated. Under the National Influenza Vaccination Program, free seasonal influenza vaccine is available for the following people: • All individuals aged 65 years and over; • All Aboriginal and Torres Strait Islander peoples aged 15 years and over; • Pregnant women. The free vaccine is also available for individuals aged 6 months and over with medical conditions predisposing to severe influenza. Make a Windsor Stool or Chair (or something equally as unique) The 'Make a Windsor Stool' workshop with Howard Archbold is to be run near Molong in conjunction with the ten day 'Windsor Chair' making course from Thursday 26th April to Saturday 5th May 2012. It covers most of the techniques used in making a Windsor chair but can be accomplished in five days. Windsor chair and stool making involves actually birthing your piece from a local green tree. It is a technique that was used in the 18thC English forests and has remained pretty much unchanged ever since. Because the wood is split or riven and not sawn, chairs and stools are light but strong. Howard Archbold is the only person in Australia who regularly teaches this ancient craft and it is a great thrill to have him back in Molong for another course. Windsor stools have either three or four legs, turned on the pole lathe or drawn on a saw horse, with or without stretchers between them. Using local green stringybark or Robinia, only hand tools are used, including a foot-operated pole lathe, a shave horse, draw knife, adze, spoke shaves and hand planes. The seat is shaped and the height of your stool adjusted to your individual requirements.

Time: We will be offering this five day course during the ten day chairmaking course between Thurs 26 April and Sat 5 May. They don’t have to be consecutive days. Last Wednesday 7th March 2012 Molong Central School Year 7 EXPO day was held with 76 students and a good number of parents attending the school for the day, taking part in lessons, activities and information sessions. The day provided the parents with an excellent opportunity to view our school and meet many of the teachers for 2013, as well as meeting other potential Year 7 students and their parents. All involved gained excellent first hand information about the school. The day began with an information session, followed by a school tour and lessons for students (and parents) in Science, Music, Drama, PE and Sport. Parents were also involved in workshops with the executive staff from e2 and Xsel. Parents and students enjoyed a BBQ lunch followed by sport in the afternoon. The informative day was a great success, showcasing MCS to future Year 7 students and their parents. I would like to thank Mrs Meagan Sumner (Year 7 Advisor for 2013) and Mrs Karen Hobbs (Community Liaison Officer) for the coordination of the day.

Manildra Men's Bowls On Tuesday and Wednesday of last week we held our Annual Invitational Triples Carnival. We had full green of bowlers for both days and exceptional weather. Winners on day One were the Bl;ayney Team and Winners on day Two were the Team form Parkes Town. Overall winners at the end of the carnival were the team from Orange City; K Syphers, G Robinson & L Hodgins. Coming Second were the team from Parkes/Manildra; G Fliedner, W Parker (Parkes) & G Gosper and Third for the two days were the Team from Molong of; N Kurta, I Gosper & W Whitely. All reporting great days were had over the two days. A special mention to the Ladies Bowling Club on such beautiful delicious food served at morning teas and lunch on both days. Not the best results for our Pennnat Teams on Sunday with our No5's going down 6-0 to Bathurst City and our No7's being defeated by Majellan 5-1. Well done to Cooper Reimer who played in the WDBA Junior Singles on the weekend. Cooper manageed to win one game but will be all the better with the experience. Congratulations Cooper. There was one game of Major Pairs played over the weekend which saw P Trevena & G Gosper defeat G Pallier & T Williams. Another fun night was had on Friday Night when St Joseph's P & F held their Bowls Night. Numbers were down a little but a good night was had by all., expecailly the kids who had a ball on the jumping castle. We wish G Gsoper & G Fliedner all the best in the President's Singles played this weekend.

a dinner at Newstead Bowling Club where I had to compete to be Lion’s Youth of the year. This is a nationwide search and it starts off at the club and then moves onto the zone and the to Region and then State and then National. So I had to do an interview on the Saturday before and then on Thursday night we had to do two impromptu speeches and one prepared speech. I wasn’t the overall winner, but I did receive the Public Speaking Award. Stage 2 Excursion arrives home safely!

Last Tuesday and Wednesday Stage 2 went to the Jenolan Caves and Bathurst Goldfields. We went in the Lucus Cave at Jenolan Caves which was awesome. We saw crystals, stalagmites and stalagtites and climbed over 700 steps! We drove back to Bathurst on the Tuesday afternoon and settled into our lovely accommodation. The dinner that night was yummy, but very big! The next day we learnt heaps about life on the goldfields. We saw

how gold was extracted from the ground and crushed into powder. The gold panning was fun, but unfortunately some people didn’t have enough time to find gold. Our excursion was exciting, fun and we would love to go again someday. Thankyou to Mr Leisk, Mrs Mutton, Mrs Betts and Mrs Mackenzie for taking us on our excursion. Mercades and Rebecca PSSA Tennis On Tuesday the 6th March, Millah Allcorn, Ellie Whalan, Tylah Palamo and Ed Dodds travelled 2 hours to Grenfell assisted by Mrs Schaefer. We had to play singles, doubles and mixed doubles. All the boys games were extremely tight and the girls tried hard, but unfortunately we came second. But we still had good sportsmanship, did some good shots and had lots of fun along the way. On the way home Mrs Schaefer kindly let us go to McDonalds and she bought us an icecream at Canowindra. Thank you to Mrs Schaefer for all the support and also for driving us. Hopefully the next generation of the tennis team will have a bit better luck than us. Bike Safety Tip

How can children learn to cycle safely? Children can learn safe pedestrian and cycling behaviour from a young age with support from their families as well as school programs such as our Road Safety Ride2School Day being held on Friday 23rd March (next week). Details of the day’s activities and requirements will be sent home in a separate note but we ask that parents please help their children get prepared so they can fully participate and benefit from the day’s activities. It is important each child: · Bring a bicycle in good working order with at least one working brake (bikes would be preferable to scooter use if this is possible) · Wear a fitted bicycle helmet (standards approved) · Follow RTA safety advice: 1. Until 10 years old, children should cycle in a safe place off the road and away from vehicles and driveways 2. Cyclists must make sure they don’t get in the way of pedestrians (keep to the left of the path and give way to walkers). 3. Children between 10 and 12 years should avoid cycling on busy roads. 4. Children under 12 and older riders, who are accompanying them, may ride on the footpath.

Last Friday 15 students travelled to Dubbo to compete in the Western Swimming Carnival. From all accounts all of our students performed well and were very competitive. In saying this two students were successful in gaining a place to compete at State level. They are Sophie Weekes and Ashleigh Bridge. Congratulations to both of you on a wonderful achievement. Cricket Cudal overcame the Magpies in last week's Final and will play Country this weekend in the Grand Final at the Molong Rec .

A committee meeting of the Molong Rugby League club has set a deadline of this Friday (16th) to come up with enough signed players to form a team to contest this year’s Woodbridge Cup. With only 7 players so far signed the club is appealing for any players interested in playing to come forward by Friday night’s training session at the Molong Rec ground (6PM) and sign-up. The alternative will be no senior Bulls side this season and that decision will be made on Friday night. This situation has been caused by several factors, the retirement of some senior players , chronic injuries to others, and the decision of some to play other codes and/or at other clubs. “The Molong Rugby League club committee has for the past five years been all about fostering a strong local club but now it is over to the players” said Secretary Les Main. Molong welcomes the re-introduction of Manildra and others to the comp but also notes the sad demise of the Cabonne United Roos 3 junior sides, a big loss to the area, who, despite having a strong hard working committee could not attract sufficient players. In stark contrast, the Molong Rugby League club has attracted two potentially very strong sides in the Under 19s and the ladies League-Tag team whom we strongly hope will still be supported by sponsors and the public and if so will not be effected, however if support is withdrawn as a consequence of losing the Bulls then the entire club will be in jeopardy. It is with great sadness that the committee for Cabonne Roo’s has had to make the hard decision of forfeiting for the 2012 season. With many discussions with Country Rugby League and the Lachlan Group we feel it necessary to recruit through out 2012 and come back with vengeance for the 2013 season. With very little junior registrations, we where unable to make the full three teams that are required for the season. The Lachlan District has also struggled across the board with there numbers and on last count approximately 500 registrations of juniors had not been received based on last years registrations. The question is where have our juniors GONE!!! I would like to thank the committee members for the tireless effort and sleepless nights over this decision, and I encourage parents of Molong, Manildra and Surrounding towns, to get behind our club and come on board as committee members, coaches and helpers for our 2013 season. Country Rugby League will be holding Local training and development days through out the 2012 season, to help promote Junior Rugby League in the Cabonne District; further information will be provided as these dates arise.
