(Above) Frank Hang-Sing with a full load of vegetables on his truck in Orange, NSW, circa 1952.The photo was taken from outside Frank's shop, behind which his "quite large market garden" ran alongside the railway and down to Byng Street. He had another greengrocer's store in Summer Street, and an orchard out on the Ophir Road, before branching out into the restaurant trade. The fondly-remembered 'Frankie' eventually had three restaurants in the Central West: La Mer in Orange, and the eponymous Hang Sing's in Blayney and Molong. Only the one in Blayney survives. The Molong premises provided the opportunity for Kay & Phillip and their family to set up their Wing Hang restaurant in Bank Street some 45 years
Chinese Restaurants grew in popularity in this area through the entrepreneurial efforts of Frank Hang Sing who started from humble beginnings, growing his own fresh foods in and around Orange. During the 1960’s the jovial hard worker, and obvious believer in fresh foods - set up restaurants in Orange (Summer Street), Blayney (main street) and in Molong in Bank Street - in the premises Kay and Phillip have now occupied for some 30 years. View from The Hill: How does David Littleproud handle the latest Barnaby Joyce embarrassment? What to do about Barnaby? That’s the question facing Nationals leader David Littleproud after the former deputy prime minister was videoed sprawled on a Canberra street following too many drinks at a couple of Parliament House functions last week. Barnaby Joyce had fallen off a planter box. The footage showed him still talking on his phone. He was speaking to his wife Vikki Campion. In colourful language, as he lay prone, he was berating himself for his situation. Joyce said later he was “embarrassed”. The explanation being given is that the alcohol didn’t mix with medication he is on. (Apparently the functions, incidentally, were run by the hoteliers and the wine producers.) On Sunday Joyce said he didn’t want to say anything more. Campion and some Coalition colleagues have criticised the fact the person shot a video rather than giving Joyce some help. It’s a fair point, but Littleproud would know it is not the real point. Especially in these times, when there has been a great deal of scrutiny on the conduct of MPs and staffers, this sort of behaviour just reinforces the negative image of politicians. It is not as though this is a one-off instance of Joyce being in trouble. He has a litany of scandals and scrapes behind him. Joyce is the opposition spokesman for veterans affairs. We don’t hear a lot from him on that subject. But he has high visibility. Last week we saw him on the ABC’s Nemesis series, launching into Malcolm Turnbull for the former prime minister’s public attack on Joyce’s affair with Campion, who had worked in his office. Turnbull as a result famously announced the so-called “bonk ban”, prohibiting ministers having sex with their staff. Joyce, also caught up in other controversy at the time, ended up quitting the Nationals leadership and the deputy prime ministership. Also last week, he was prominent at a demonstration against renewables.
Anthony Albanese is applying some pressure over the videoed incident. “People will certainly make their own judgments on that. People will see that footage, they will look for an explanation that […] has some credibility, and they’ll look for leadership from the leader of the Liberal Party and the leader of the National Party about this. “I think people will also think to themselves, what would the response be if that was a minister in my government being seen to be behaving in that way?” Opposition leader Peter Dutton plans to speak with Joyce. But as a National, Joyce is squarely Littleproud’s problem. However, as they say, it’s complicated. If Littleproud disciplined Joyce – for example by removing him from the frontbench – he potentially could make trouble for himself. Most obviously, he would lose a frontbench position which he couldn’t hang onto because the Nationals are
over their quota within the Coalition. (Some say that could be a positive, because the Nationals are likely to lose a position in the next reshuffle anyway.) More seriously, Joyce has his tribal supporters, in a divided party. They would defend him to the hilt, claiming this sort of unfortunate thing could happen to anyone (the counter argument is that it always seems to happen to Barnaby). Among some Nationals, there’s the feeling Joyce is stalking the leader. Not that that is new either. On the other hand, what will people think in Nationals heartland about the standards the party promotes? Or will they simply dismiss the matter, saying “that’s just Barnaby”? (theconversation)

This Bill is about helping Australian home buyers, and especially first home buyers, to finally get a foot on the property ladder and their shot at the Great Aussie Dream. The Great Australian Dream of home ownership was once the birthright of every Australian. But in recent times, hardworking Aussies, no matter how hard they strive and no matter how much they save, have been
locked out of the market. The Great Australian Dream is slipping away before our eyes. It’s clear; immediate action is needed to ease demand and crack this housing crisis. Boosting housing supply is going to take decades. A ban on cashed-up foreign buyers purchasing Aussie homes would take pressure off the market straight away. It would make thousands more homes available to Australians over the next two years, helping to ease the housing affordability crisis. In the year to June 2022, there were 4,228 homes bagged by foreign buyers. That’s scarce housing stock that could have gone to more than 4000 Aussies, desperate for a home to call their own and who are being crowded out of the market.
More than 75% of these properties sold for less than $1 million. That really is a shocker for young families and firsthome buyers trying to get their start. In these difficult economic times, we need to be putting the interests of Australians ahead of wealthy foreign property speculators.

Importantly, this is a measure that can make a real difference quickly – it’s much faster to implement this Bill than build 4,228 new homes to make up for those
bought by foreign investors. Other Commonwealth countries that have introduced similar measures include Canada, New Zealand and Singapore.
STORM AND FLOOD INSURANCE INQUIRY KICKS OFF

Vicki Stay from Financial Counselling Australia spoke of policy holders being “coerced, gaslit and ghosted” by insurance companies.
Mr Hall replied: “It’s not a good look for the industry.” I pressed again: “It’s shameful, isn’t it? Why can’t you say it? Why can’t you say it?”
Laura Powell from Anglicare said of insurers, “I will say they do lie.”
Finally, Mr Hall admitted: “It is shameful. Well, if it makes you happy, I’ll say we are not proud of it, and those stories don’t bring great glory to our industry”.
The evidence from Financial Counselling Victoria was of “very vindictive behaviour” by insurers, including threats. I questioned Suncorp Chief Executive Steve Johnston about the case of a couple in Eugowra who were forced to live in a caravan for months while they faced a litany of delays. I said: “They’re customers of yours… why did it have to take constituents making videos about their

I raised the case of an elderly resident of Eugowra who signed a legal document without being shown the terms, and the story of a couple from Molong who were living in a caravan and only had their claim progressed a year after the flood when we called their insurer out on a Facebook video. And then there were hard working residents of Eugowra who wanted to challenge their claim knockbacks — but couldn’t afford to pay thousands of dollars for expert reports. I anticipate that the inquiry will visit the Central West so that our residents can tell their stories. KERRS CREEK WINDFARM UPDATE
I
have been spending a significant amount of time in recent weeks and months working with local residents on the issue of renewable energy projects in our area. Like many things in life, this is one in which we need to find the right balance. Unfortunately, when the National Party in the NSW Government created this renewable energy zone in our region, they did not introduce proper regulations to adequately deal with the issue of impacted residents and also the impacts on agricultural land. The result of this glaring failure to properly regulate is conflict and controversy - with others left to pick up the pieces. All of the major parties need to take responsibility for this ongoing failure. Added to this is that we are often dealing with large multinationals with city-based staff who have no real idea about life in the country or how country people live and work. Lack of proper consultation is a huge issue across the region. On the Kerrs Creek windfarm project, I have now
had two site meetings with impacted residents. I’ve also met with proponent RES twice (the last meeting occurred with residents present). I made it very clear to RES that they need to be meaningfully consulting with impacted residents and actually working to meet their concerns. I highlighted that there seemed to be a disconnect between corporate and community in their approach and that this needed to change. After initially saying that they were not flexible on turbine numbers or substantial reductions in turbine height, they then said that these issues are back on the table and that a new plan will be released very soon. I’m giving them until the end of the month. While I indicated that I wasn’t confident that they fully understood community concerns or that they would make the changes needed to put those concerns to rest, we will now wait and see what they come back with. They need to be held to account on the commitments that they have made. We live in hope. I have also invited Dubbo Regional Council to meet with residents to explain where the $10 to $15 million they stand to gain from this development will be spent.
Frankly speaking, providing impacted neighbouring council areas like Cabonne with some of this funding is something that the National Party should have regulated when they were in power and creating these renewable energy zones. I will keep the community posted on the progress.

Housing shortage: Orange district residents asked to rent a room
Homeowners in Orange and district are being asked to consider renting out a spare room in their house to help tackle a housing shortage for new workers looking for a place to live. Research by the NSW Department of Planning shows that 64,000 additional workers will be needed across the Central West and Orana regions over the next five years. The Central NSW Joint Organisation (JO) is looking for ways to unlock potential sources of accommodation in the area. The Central NSW JO has launched the ‘Spare Capacity in Housing Project’ with funding support from the Department of Regional NSW. In conjunction with Orange360, social enterprise workforce program agency Work+Stay has started researching the potential for unlocking the region’s unused bedrooms. Orange Mayor Jason Hamling is looking forward to seeing the results of the research. “Orange City Council is really pleased to be part of this project to discover the potential of using existing spare rooms,” Cr Hamling said. “There are number of international examples where this has worked so we’re keen to find out how it could work in regional NSW.” In the United States, a scheme to
connect homeowners with nurses who are travelling and looking for accommodation to start a new job has proved successful. In the UK, the British Government lets homeowners earn up to 7500 pounds a year tax free from renting out a furnished room in their house. Over the next few weeks staff from Work+Stay will be asking shoppers in Orange, Bathurst and Parkes to complete a quick survey about the number of spare rooms in their house and what might encourage them to rent them out. They began surveying people outside the Post Office in Summer Street last week. “There are many houses with one or two spare rooms and this project is a step towards finding out how homeowners could be encouraged to let them out as short-term rentals,” Cr Hamling said. The poet, author, war correspondent born 160 years ago - still lives on with Cabonne towns now holding key events (with Orange) and I must say - creating a truly wonderful experience. Banjo P. gave us Waltzing Matilda, the Bush Colt, Mulga Bill’s Bicycle, the Bush Christening and more ... and wrote two original novels and many short stories, as well as seven volumes of poetry. His brilliance continues today and in Cabonne Country (during February) with some 6 events on the Orange360 Program of Events. Well done Cabonne Country and Cabonne Council, MAG (Molong Advancement Group) for hopping in and supporting this wonderful initiative. See P.14 for events and inside pages. Please join in the fun of this fast growing and popular festival. Visitors are travelling to Cabonne/Orange from all over the state. ‘Talk of the Town’ continues with the works program in Bank Street. We hear these works are now 4 weeks ahead of time - that’s good news and we say well done to the contractors. Easter provides Molong with a ‘pause of the works’ to help local business, locals and visitors/tourists to town. And, just in time for the crowds to head to Molong for the MAG/ Cabonne Easter Markets and then downtown to support Bank/Gidley Street shops. Then the contractors will be back to commence the second part of the new streetscape to Gidley Street. The Express is pleased to hear that Cabonne Council has heard our call for help and looking at better signage on the highway to direct travellers/tourists to the Bank Street/ Gidley Street shops and businesses. And, Cabonne Council are looking at organising a street party sometime in July when the works are completed. Let’s go for a weird and whacky event - filled with fun and ‘Welcome Back’ to our CBD. In the meantime, let’s hope that traders affected by the works program take a look at their own individual marketing/promotion -
planning - and turn the negative into positives for their individual business success and future. There is, indeed, much learning to be achieved by small business owners/operators during such down times. Apart from the small business ‘Don’t ever give up’ motto - the other saying is that some people can be dropped off in the middle of a desert - or mountain range with nothing except the clothes they stand in. And manage to build an enterprise!! Like the saying “unless you’re the lead dog the horizon never changes”. Meaning, in an Alaskan Dog Sled team - the dog that sees the new horizon first - sets the leadership pace. What do the following dogs see? The tails of the dog in front. Better to be the lead dog, one would think? Food Vans? That’s also a ‘talk of the town’ subject. The Express is referring to the young local family who have set up a wood fired pizza oven food van in Watson Street on a privately owned block of land. There is nothing Cabonne Council can do about this because the mobile food van has been set up on privately owned land. Whilst it is understandable that there may be concerns for some traders in and around town - we’re sure all will settle down. Fair/Unfair? Competition and entrepreneurship will decide - together with one’s own opportunity to skill build to keep ‘in front’. There is absolutely no truth in the rumour that the Molong RSL Club is setting up a Pizzeria and Bar within the Riddell Street building. What is true is that two pizza choices will be included in the menu at the ‘Razzle’ - a good idea for family groups who are regulars at the club bistro and can’t afford individual family meals. Let’s hope that President Mary Mulhall, Directors of the Board, and staff can not have their lives filled with the ongoing ‘abuse’ about what is purely ‘gossip’ - and comments made that are totally ‘not fair’. Come on Molong - we can do better than acting on ‘idle gossip’. Let’s stay above it ... and keep on building this mighty town we call ‘home’ - where opportunities still abound.

Today, (Feb 9) I informed NSW National Party Leader Dugald Saunders that I've made the decision to step down as the Shadow Minister for Regional Transport and Roads to dedicate my energy, experience and passion to the Central West. Serving as the Minister for Regional Transport & Roads in the former Coalition Government was an honour and a privilege. Despite stepping down, I remain dedicated to holding the Minns Labor government accountable through my role as an upper house MP in portfolio committees, inquiries and the Budget Estimates process. The Central West has huge potential. It’s the best place to live, run a business and raise a family but we have our fair share of challenges. This decision isn't about stepping away; it's about stepping closer – closer to the issues that impact our community, closer to the very reason of why I entered politics. The Central West is not just where I work; it is my home, my heart and my purpose. By stepping down from my shadow portfolio, I can fully focus on the pressing issues facing our communities, such as water security, flood recovery, infrastructure improvements (like upgrading the Great Western Highway), support for small businesses and housing solutions. I want to express my sincere gratitude to my parliamentary colleagues, the NSW Nationals leadership team and all those who have supported me in my role as Shadow Minister. I look forward to working alongside all our Central West communities to build a stronger, more prosperous region for us all.

Remembering
Robert ("Bob") Philpott of Molong by Allen Barnes and Bob's Family

Long-time Molong and former Fairbridge Farm residents will remember Stewart Lee who passed away on 21 December 2023 at 73 years of age. A gentle giant - quiet and modest - Stewart will be remembered as a high school student at the Molong Central School. Arriving in Australia and Fairbridge Farm in March 1955 at barely 4 years of age, Stew. joined his older brothers Syd (11 years of age), Graham (9 years of age) and Ian (8 years of age). Stewart travelled on the ship 'Strathnaver' - a huge but exciting adventure for the young lad. Although with some apprehension on leaving his mother and family and friends in the UK. A keen facebook contributor, Stewart kept in touch with Rozzi of the Molong Express and local former Fairbridgian, Jimmy Walker and Molong resident Margaret Allcorn.
"I remember Stew. as a gentle giant - just a nice 'kid'" said Rozzi. "I hope his life worked out well for him. It seemed to with a family of his own, friends and extended family". Stewart was farewelled in Orange at the Penhall Memorial Chapel on Wednesday 17 January 2024 where his special songs were played. Including 'Amazing Grace' on Bagpipes; the 'Indian Love Call' by Roy Orbison, and the 'Only Way is Up' by Yezz. Now resting in eternal peace after a long journey in life that started in the UK - and then to Australia and Molong.
Bob was born in Wellington on the 14th August 1939 to Harold and Maud Philpott. He was a brother to Betty, Marie, Patty, Geoffrey and Michael. The family moved to Molong when Bob was a child and lived in Park Street. He went to school at St. Joseph's until year 9. He was an Alter Boy and kept his faith to the very end. He had a lot of involvement in the Church as his faith was very important to him and the family would like to thank Sister Frances for her ministrations every Tuesday. As he grew up he helped his Dad to do farm work. Like other farm 'kids' Bob was driving for years all kinds of vehicles before the police told him to go to the station and pick up his license! At 16 years of age Bob worked as a Junior Porter at Molong Railway Station for 3 months before taking a job with Tom McGrath at 'A. T. McGrath International' dealership in Molong for 12 months. On the 16th of April 1956 he started an automotive engineering apprenticeship with Molong Shire Council. A loyal and dedicated employee, at 23 years of age Bob was promoted to Plant Foreman. In 1977 again he was promoted to Plant Superintendent until he retired on the 16th of July 2004 - spanning a career with Council of 48 years. A career that started just as horse drawn graders were being phased out to the big earthmovers of today. Contributing positively to the career development of young people - Bob was proud to train and assist in the development of some 14 apprentices through their mechanical trade. He was known for his patience and dedication in bringing out 'the best' in the various teams he worked with and to the greater good of his employer, and the wider community. When staff members asked for mechanical direction Bob gave very clear and concise instructions. The men that worked with 'the boss' knew exactly what Bob meant - and what was required of them individually and as a team member. On the 1st of June 1963 he married the girl next door, Caroline Whiting, a marriage that lasted 60 years and 7 months. In 1966 the couple's first child Jodie was born. In 1971 Damien was born followed by Katri in 1977. Bob and Caroline were gifted with 9 grandchildren, Codie and Caleb born to Jodie and Spide, Rikki, Zac and Sharni born to Damien and Suzie, and Macaulee, Coopah, Dewk, Mardi born to Katri and Darrell. One great grandchild, Millie has now joined the Phipott Queensland branch of the family. A keen sportsman, Bob played and coached Rugby Union in his younger years as well as enjoying basketball, tennis and squash. He became President and Senior Instructor of the Molong Pony Club through his family's interests in all things horses. For 20 years Bob with Caroline by his side supported the Molong Pony Club - with both honoured with Life Membership. In 1963 Bob started the Molong Bushfire unit with his brother Geoff as his assistant. In 1985 Molong Bushfire Brigade was formed and Bob was elected first Captain for 5 years. He held 32 years service and life membership was awarded in August 2021. The following is an Extract taken from Bob's SES service written by Chief Inspector Craig Ronan ESM, NSW State Emergency Service (NSW SES). “Bob joined the New South Wales State Emergency Service as a volunteer with the Molong Unit on the 24th of October 1993. Bob was a very dedicated and committed volunteer who provided outstanding service to the Molong community as a member of the NSW State Emergency Service for 28 years and 2 months.In 2017 Bob was made
a life member of the NSW State Emergency Service.” In 1970 Bob and 6 other Cabonne Council workers decided the banks weren't giving the Council workers a fair go - so they decided to form their own bank which was known as the Calare Credit Union - later becoming First Choice Credit Union. Bob was one of the original founders and directors. In 1996 he was elected Chairman of the Audit Committee and in 1997 Vice-Chairman of the Board and then Chairman of the Board. He was honoured with 25 years service as a director on the 16th of September 1995. Bob received the 2008 Molong Australia Day Citizen of the Year Award - another significant recognition of his enormous contributions to the well-being and safety of Molong residents, the township and district - and the high regard he was held in during his lifetime. Bob was involved in the establishment of the Molong Men's Shed in 2007 and enjoyed his time there mixing with the men, making things together, sharing skills - and no doubt joining in talking and storytelling over a cuppa. He was awarded Life Membership in 2021. Then came the formation of the Molong Probus Club. Again, Bob formed friendship with new and old friends over a cuppa. A proud St. George supporter - Bob was the only one in Molong with St George sheep when he, Geoff and Mick finished shearing. "They were red and white all over" such is the friendly joking of the Philpott boys with each other. Bob was also good at sitting in his lounge chair, mouth wide open, snoring and watching TV - the family would say with his teeth (not his eyes). His family marvelled at Bob's ability to form his own style of driving. "He didn't seem to think he needed to use blinkers because he knew where he was going, didn't matter that other drivers didn't know where he was going" his family members would say. Adding "he (Bob) used to leave the paddock gate open sometimes when he drove out and the horses would get out. So that would be another drama to deal with because he could be anywhere in town". Another family memory "he would walk the paddock with his dog Kelp, chipping out catheads and burrs singing or whistling. In fact, all Molong could hear him". Most people would not know that Bob played the violin and guitar in his younger day, and could also sing. Apparently Bob would have a go at singing any style of music - particularly the older style of music. He even had a go at singing Opera - hitting the high notes - successfully! Bob loved his town of Molong, spending all his life here. He was always doing something for someone which was his way. He was a loving husband, A fair but firm Dad. His extended family remember "we all had the best life with Dad (Bob). He was always there for us no matter what. Poppy Bob knew everything and if he didn't know - he made stuff up really fast. He will be sadly missed. Sleep peacefully Bob (Pop). Love you". Bob Philpott will be remembered well by different areas of the Molong and District community. His care and devotion to the lives of others - his spiritual faith - his genuine and honest approaches to the various roles and positions he held in the workplace, and in volunteering roles made a difference to the lives of a huge number of people. His life was worthwhile ... Bob Philpott made a difference to all of our lives in Molong today, yesterday and future Molong. He will be remembered. Now sleeping peacefully.

When our cab arrived, we walked out our front door and our rather tubby cat scooted between our legs inside, then ran up the stairs. Because our cat likes to chase our budgie we really didn't want to leave them unchaperoned so my husband ran inside to retrieve her and put her in the back yard again. Because I didn't want the taxi driver to know our house was going to be empty all evening, I explained to him that my husband would be out momentarily as he was just bidding goodnight to my mother. A few minutes later he got into the cab all hot and bothered, and said (to my growing horror and amusement) as the cab pulled away. "Sorry it took so long but the stupid thing was hiding under the bed and I had to poke her backside with a coat hanger to get her to come out! She tried to take off so I grabbed her by the neck and wrapped her in a blanket so she wouldn't scratch me like she did last time. But it worked! Molong Golf The Ghostwalker
Unfortunately there was again only a small turnout for twilight golf on Friday. This time there were only six players so we played holes ten, eleven and twelve twice. Scott Weekes teamed up with his wife Jane, Matt and Harry Philpott and Mark Oates and myself. After we played the six holes all scores were even so we left it at that. Three of us managed to lose a golf ball each on the eleventh hole and Harry managed to snap the head off his driver on the tenth. Sunday morning saw eighteen players for a two person ambrose event. After handicaps were adjusted it was again Stubba who won on the day. I tell ya, Stubba can partner with the worst player on the course, which he did on Sunday, and still win. He hit some great shots and if our putting was a bit better it would have been a better score. There was no such thing as golf etiquette as far as Troy Warner was concerned on Sunday. He continually sledged me the whole game and even had the temerity to roll another golf ball in front of Stubba when he was about to putt. Revenge will be sweet. Former resident John Earle was visiting his son Matt and had a game with us. Doug Watson came back for more punishment, Beau had a hit and Mark “Bro” Oates wasn’t happy with his game but was strong on golf etiquette. It can happen to the better golfers and Scott Weekes who is in the good golfer category managed to “shank” one off the second tee on Sunday but apparently those mis-hits were few and far between. You never know what can eventuate from a conversation in the pub on Saturday night but apparently Ged and Adrian O’Brien enjoyed a few beverages and next thing Adrian’s at golf on Sunday morning. There was no sign of Ged but he managed to join us by the second hole.

Jack comes into a lot of money and being a keen golfer he decides to play some of the remote golf courses around Australia. So since he’s got so much money he hires a BMW motor vehicle to travel around in. He’s travelling from a remote golf course to the next one when he stops in this one horse town for petrol. We are not actually playing an event but a few of us will be out having a hit, 5.30pm for 6pm and again on Sunday morning 8.30am for 9am. Everyone is of course welcome to come and have a hit with us.
