Cabonne Council, through support from the NSW Government, will commence a dredging and vegetation clean-up project in the Molong Creek, with specific focus on the area around and upstream of the Molong Rail Bridge. Cabonne Council Mayor Kevin Beatty said a contractor has been arranged, with Council staff working with the NSW Reconstruction Authority, UGL, the NSW Department of Primary Industries (Fisheries), and the NSW Environmental Protection Authority to finalise arrangements for the works. “The bottleneck caused by the Rail Bridge during flood events has long been a frustration for PROJECT INCLUSIONS both Council and locals. Following a recent visit from the Minister for Regional Transport and Roads Sam Farraway, senior representatives from Transport for NSW, and the NSW Reconstruction Authority, a NSW Government engineer will work with Council on the development and scoping of a longer-term solution for the bridge. Over the next couple of weeks locals and visitors alike will see works taking place as Council begins Stage 1 of the Molong Main Street Activation Project. With the project planning, costing, and testing complete, Council will begin stage one works on 15 April 2023. Stage one encompasses the upper block of Bank Street from Gidley Street to Shields Lane. This will enable Council to be able to give most accurate estimations of timing to the more intense business area in the “bottom block”, with businesses and community advised as the project plan continues to develop, and prior to any scheduled road closures. Stage one is expected to be completed on 16 June 2023. Work will also begin on removal and replacement of the Bank Street furniture with new seating, bins, planter pots, and bike racks to be completed by October ensuring that this is complete prior to the Christmas shopping period. This “activation” of the Molong CBD has been years in the making, with the Molong community and Council working together to develop a collective vision. Activating Bank Street to provide a better experience for all users, has been one of the key themes that has come from the community following the November flood event. Our community wants and deserves to have an attractive and inviting main street. Council recognises that this is key to supporting our businesses in their recovery. In February 2020, the public exhibition of the Molong Town Centre Issues Paper was the first official step in realising the possibilities and opportunities of the Molong town centre through an urban renewal approach. The community’s feedback from the exhibition and in subsequent design workshops with the community helped to design meaningful and beneficial improvements as part of the development of the Molong Town Centre Plan. In the months that followed there were a series of community consultations and concept design consultations where the Main Street Concept Design was placed on public exhibition. From there, the Molong Main Street Activation Project was born. In late 2021, Council was successful in receiving $2.18m in grant funding to deliver the project from the NSW Government’s Resources for Regions Program, and through the Federal Government’s Building Better Regions Fund. This project is 100 percent funding through the grant funding. As part of the grant application, Council was required to provide a sound business case for assessment, evidence of community and business support, and
an outline of the complete scope of works and costs proposed. The Grant funding was successful based on this information – including the street trees – and Council has already provided regular reports to both the State and Federal Governments as the funding has been accessed in preparation for the project delivery. As well as creating a first-class public space for people to live, work, shop and visit; a primary goal of the Molong Town Centre Activation project is to repair damaged infrastructure, replace trees to provide a functional and aesthetically pleasing town centre, and to improve road safety and access for pedestrians. The cost benefit analysis conducted as part of the Project, identified a series of direct and incremental benefits that the project will deliver including increased tourism, economic activity generated through quality urban design, increased permanent residents to the Molong, simulating local property investment, creating a dominant focal point and green space where people are naturally drawn to, encouraging movement, walkability and accessibility, and improving wayfinding throughout Molong. It is impossible to do any main street upgrade or CBD activation without disruption, however Council has developed a project plan to minimise disruption to businesses, pedestrians, and traffic that will ensure footpaths always remain open, and therefore access to all businesses will be maintained. During construction, it is planned that half a block of the main street will have one lane of the traffic closed at any one time under traffic control measures. There will be alternate routes available to through traffic. Delivery vehicles will also continue to be able to access Bank Street with vehicles able to park either in the 45-degree angled parking, or between tree plantings in the street centre. Council is committed to continuing communications as the project progresses through construction – particularly for local businesses. Information on the project is also available on Council’s website at www.cabonne.nsw.gov.au/Major-Projects Recovery following the November flooding event will take time, but the commencement of the Molong Main Street Activation Project is the first step in building something great for the future of Molong - a future that will improve social ties, encourage tourism and investment, and create an appealing focal point for Molong. The online auction raised $112,102.50. Molong is indeed fortunate to have the support of so many agricultural enterprises who got behind this auction.
When the significant weather event happened on the 13th of November, an army of volunteers dropped from the sky to help clean up the debris and destruction. As Molong’s community came together to lift each other up as best we could, a group of Molong residents, concerned by the loss and devastation sustained, felt they could draw on their marketing and communication contacts and skills to raise awareness at a national level. They set up a campaign to help rebuild Molong’s sporting and recreational facilities damaged or destroyed by the wall of water that hit Molong that night. Sporting and recreational facilities were chosen as the fundraising target as it was felt that monies raised could make a meaningful difference to reinstate Molong’s infrastructure treasured by the town. Sport plays a critical role within country towns. It brings communities together. It brings people to town, that in turn support our local businesses. Members of the Rebuild Molong campaign felt the restoration of sporting facilities would bring some normality back to life for everyone affected. Where is Rebuild Molong up to? At the conclusion of last year, the Rebuild Molong campaign had raised over $250,000 to repair and restore Molong’s sporting and recreational infrastructure and equipment damaged on that November night. The Rebuild Molong GoFundMe page had an initial fundraising goal of $50,000. We initially raised just over $100,000, with many Sydney and regional sporting clubs making incredibly generous donations to see sport return to our town. • Briars Sports Club, of the Southern

FEDERAL MEMBER FOR CALARE MORE SUPPORT NEEDED FOR FLOOD-HIT TOWNS There is still a lot that governments can be doing to support our storm and flood hit communities. There are a number of programs available to flood devastated areas such as the Northern Rivers that have not been put in place for our own flood devastated communities. Home Buy-Back Scheme The NSW Government has started the first round of voluntary home buy-backs for the flood-hit communities of the NSW Northern Rivers. The $700-million Resilient Homes Program is designed to enable around 2,000 buy-backs for the purchase of a homeowner’s house and land. We have many homeowners in places like Eugowra, Cudal, Molong and Canowindra who’d be very keen to participate in the scheme, but they can’t get answers about what’s going on. It needs to be rolled out here. Why hasn’t it? Local Government Recovery Grants Co-funded by the Australian and NSW Governments, grants of up to $2 million have been announced for the Northern Rivers region, but not for Cabonne. Our councils can’t get through the recovery without help. Why isn’t this support being made available here? sses busine for ry recove to It’s a long road like Molong Newsagency Community Assets Program In mid-January, the Federal and NSW Governments announced the $70 million Community Assets
Program. Under the program, local councils in flood-hit areas can apply for grants of up to $7.5 million to go towards the repair of flooddamaged community infrastructure like parks, playgrounds, walkways, and libraries. This program should be made available to Cabonne. Why isn’t it? The smaller communities of the region are tired of picking up the pieces from these flood events when there are practical solutions that could be implemented now. People’s lives are in limbo. They are hearing about these programs which are offering hope, and then can’t get any clarity as to whether the programs will be rolled out in the Central West. The $200,000 just announced by the NSW Government to support flood-hit businesses with 20 or more employees is positive, but won’t help many in Cabonne. Most businesses hit were small businesses. FLOOD MITIGATION URGENTLY NEEDED
As the recovery from the recent storms and floods continues, people across the region are asking “How do we stop this happening again?”
Some relatively simple road works and the removal of the traffic islands would greatly alleviate the situation. An insurance assessor has already looked at the road and said the level is too high.
One thing that the NSW Government can do is get the Molong Creek rail bridge raised or moved. This may not prevent future flooding but it would certainly greatly lessen the impacts. It’s no good for government to simply feel the community’s pain and move on. This issue must be addressed. The future of Molong depends on it. I would encourage all candidates at the upcoming NSW election to commit to resolving the issue with the bridge and also carrying out other necessary mitigation work along the creek.
I have raised this issue with the Premier and NSW Minister for Regional Transport Sam Farraway but haven’t had a response. It’s time to get cracking on solutions rather than hoping the next storm won’t be as bad as the last one.

Giving up my numerous shadow ministries meant taking a significant pay cut but I’m now free to turn an independent eye to any issue before parliament or our area.
• I do support the federal government’s National Reconstruction Fund because it will benefit the regions. • I don’t think the NSW Nationals/NSW Government should have promised (and advertised) to make NSW mobile blackspot free at the last state election. There are still plenty of mobile phone blackspots around and this was a promise that was highly unlikely to ever be fulfilled. You don’t hear much about that promise these days. No wonder people get cynical about the major parties. • The level of both state and federal road funding is clearly not where it should be. Recent state funding announcements will only have a minimal impact. The backpedalling on the Great Western Highway by the federal government is also very concerning. The $2 billion that the previous federal government and I secured for the project needs to be released and rolled out.

Residents pool talents for sport and rec funds In February local firm, Cheney Suthers lawyers filed an application for Rebuild Molong to be registered as an Incorporated Association. We received confirmation of the registration on 15 February 2023. Rebuild Molong Inc. has adopted the model constitution (without modification) prepared by NSW Fair Trading. The constitution states that Rebuild Molong’s objective is to: Advance social or public welfare by providing funds to organisations, sporting clubs and educational establishments who have suffered loss and or damage to sporting equipment and infrastructure due to flood waters or other disasters, to ensure that they can continue to take care of their physical and mental health while they are recovering from the disaster. Local firm, YBM, have been appointed as the registered office and accounting firm and will prepare the financial accounts for the Association. To date no funds have been drawn from the GoFundMe platform or received from the AuctionsPlus auction and Carcoar sale. The funds from the online auction and Carcoar sale are being held in trust with Nutrien Harcourt until the Rebuild Molong Incorporated bank account is operational. Impact assessment and insurance claims. As stipulated, Rebuild Molong Inc. will work in consultation with Cabonne Council to disseminate the funds raised. In December Cabonne Council asked Molong’s sporting and recreation clubs to submit audits documenting what was lost, damaged or destroyed. Cabonne Council also commenced the insurance assessment process to ascertain what infrastructure and items will be covered by Council’s insurance and where the gaps are.
Council staff have worked tirelessly to submit the insurance claims. Three building quotes have been required to accompany the applications. Critically we need to ensure funds raised are not spent in areas where insurance will be received. Why must we wait for the insurance assessments to be completed? The funds raised must legally be directed to the intended recipient, being Molong’s sporting and recreational facilities.

Meeting with Cabonne Council On the 27th of February members from Rebuild Molong Inc. and Cabonne Council met to discuss the findings of the audit and insurance claims. We agreed to run a three-phase approach: 1. Cabonne Council and Rebuild Molong Inc. to meet with Heads of sporting and recreation clubs to discuss the results of their audits. Working with Council, it is our intention that funds be released relatively quickly to address key priorities. 2. Rebuild Molong Inc. to provide resources to support sporting and infrastructure grants identified by Council. Some of these grants may require a level of co-contribution. 3. Longer term, Rebuild Molong Inc. will look for opportunities to support Cabonne Councils recovery plan, ‘Building Back a Better Cabonne’, which could involve some of Molong’s sporting and recreation infrastructure being moved or co-located.

Lifetime of service for Molong's Mary BY JENNY WATTS
When Molong local Mary Mulhall was nominated for 2022 Central West Mums Angel of the Year, it was yet another acknowledgement of her life and service to family, community and sport. Working hard as a volunteer, everything she involved herself in benefitted Molong and its community. Her involvements grew with the years, starting with voluntary work with her church. As a founding member of the Molong Playgroup and district Pre-School, her interests moved to the health and welfare of young children as her own children moved though school and into more adult interests. Mary and her husband Mick ran the Molong Pool for many seasons, Mary manning the kiosk, while Mick patrolled the perimeter. There was rarely an incident – (reflecting the patrons’ respect for the couple) and swimmers behaved accordingly. Molong kids also benefitted from Mary’s interests and work with Molong Swimming Club, Molong Hockey Club, and later Molong Magpies Rugby Club. Community work continued as Mary moved through the ranks to active presidency of both St Vincent de Paul and the Molong RSL.
It was from these positions that she took on the Australian Treasury, leading an assault on the Commonwealth Bank of Australia when it closed the Molong branch. She was feted by Molong’s community in 2015 when it awarded her with the Molong Citizen of the Year, and by the wider central west community in 2022 with Central West Mums’ Angel of the Year, winning a tough competition against a number of young women with impressive credentials in their fields. Her most impressive humanitarian rescue in 2022 involved wrangling government agencies, red tape Australian and foreign governments, grant submissions, directing operations and volunteers. BY Helen Haynes Anne Marie Ingham was a remarkable woman and we especially remembered her for the creation of the Molong and District Servicemen and Servicewomen's Portrait Gallery at the Molong RSL Club. She decided to paint 60 portraits as her way of thanking all those who served Australia in wartime. Several of her paintings, also
at the Club, commemorate men and women in the Navy, Army and Air Force and the Women's Land Army. Anne Marie cared for her family, loved cooking and gardening, and then found time to tell stories, publishing three books set in Northern Australia. She took on the role of spokesperson in the media, calmly presenting the community’s response to the catastrophe.

By Marg Carroll OAM In honour of International Women’s Day on 8 March, I want to tell you about a wonderful local inspiration. Ada Clark, 92 years young, is a painter and also a jewelry maker, creator of bright bags and hats, and good cook. She still opens her house to visitors one day a week and sells her colourful landscapes, cards, place mats and jewelry. Last year she held a Retrospective exhibition at Orange Regional Gallery and ran out of paintings! Dressed in a trademark embroidered cap, flowing patterned dress and her own chunky amber jewelry, she almost outshone her colourful paintings adorning the walls. Ada was born in New Zealand to a farming family and became a ‘trader’ at an early age, making rag dolls and selling them through the local toy shop. She trained at the Central School of Art, London, married a fellow New Zealander, Cliff Abbot who was an accomplished composer, and has one son Hector. She is truly international as she travels the world armed with painting bag, setting up on a Portuguese hillside, an Uzbek market, in the wilds of Botswana or best of all in the streets of Greece. She then exhibits and sells the paintings. She says her favourite Australian palette is Mt Canoblas with its graceful gums, medley of greens and splendid vistas. If a little white car shoots past you one day as you cruise up the mountain, that’s Ada heading for a favourite spot. Never too old!

Swimming sensations make splash
Cabonne children would be incredibly lost without their community swimming pools. Last weekend, families from each town gathered at Molong for the end of season swimming club events.
Molong Golf With several players away and others out with injury or other commitments we managed to get nine players at the Royal Molong Golf Course on Sunday for the usual twelve-hole ambrose event. Bro and Blue were the winners with the rest not far behind. There were several birdies and quite a few pars amongst the usual bad shots. With the dry and hard fairways there were some big drives with Matt P. hitting a 300-metre drive on the par four, 342-metre fourth hole. Wrighty played the 12 holes with us. I think it’s quite a while since he’s played more than a few holes. Golf is assuredly a mystifying game. It would seem that if a person has hit a golf ball correctly a thousand times, they should be able to duplicate the performance at will. But such is not the case. Perhaps, for me, those thousands of times have all been incorrect so I’m just duplicating bad shots. No matter, it’s all good fun. Bro hasn’t been doing too badly in these ambrose events. He won with Paul a couple of weeks ago, lost on a countback before that when playing with
Paul and won when playing with Bruno before that. He certainly knows how to pick his golfing partner for these events. In the NSW Men’s Sand Greens Fourball Championships played at Holbrook last weekend, Ged and Paul came 18th with a net score of 81 points. They had a net score of 40 points on the Saturday and 41 points on the Sunday. There were 60 teams competing so a great effort from these guys. Golf again on Sunday, 8.30am for 9am. Everyone is welcome. Please don’t think you have to be a golfer to play. It’s just a laugh, good fun and a bbq and drinks after golf.
