Petition not accepted on technical grounds

Council resolves to further address Banks St trees and planning concerns

At its Tuesday meeting, Cabonne Council voted not to formally receive a petition from citizens concerning the proposed placement of trees in the centre of Bank Street. (see last week's Express). The petition contained 197 signatures and 6 supporting letters objecting to the planting of trees in Bank Street, Molong, which is a component of the Molong Town Centre Plan. While not tabling the petition due to technicalities (see box right) Council however confirmed that the issues will be addressed at the detailed design stage. In moving that the petition not be formally accepted Cr Peter Batten said that the issue had been plagued by many reported widespread misunderstandings - including that parallel parking would be introduced, the street would be closed and turned into a "mall' among others. Cr Batten said that there seemed to be a "lot of fiction over fact" and that there was no evidence that the petitioners had engaged with traffic design specialists [as Council had] before making assertions as to the viability of the proposals. Nevertheless Council will hold a workshop detailing the design approach in June. This will include elements raised in the petition itself. Further, Council staff will be arranging a trip to Inverell to inspect its main street upgrade, which is of a similar style to that which is being proposed for Bank Street. Councillors will be invited to attend. There will be an opportunity to provide further information to the community after this. A detailed response to the concerns raised in the petition will be brought to council at its June Meeting.

If you want to send a valid citizens petition to your council it's best to study the rules. Cabonne, like all other councils (and Parliaments for that matter) have safeguards in place to ensure that formal petitions are the genuine voice of all the petitioners. They take them seriously. Which is why policies for petitions to local, state and federal governments contain minimum requirements for them to be accepted. These include • A provision for the acceptance of publication details by the signatories - that they are aware that their information will be published. • Name, address and signature of those people who support the petition. Address means address - not town. Cabonne Councillors, given that the petition did not disclose to signatories that their information will be shared, were provided copies of the petition and the letters individually and thus the petition and accompanying letters were not published in the council's agenda papers. A technicality perhaps - but its good to see the Council will act on the sentiments anyway even if they cannot publish them.

HISTORY OF CONSULTATION The draft Molong Town Centre Issues Paper was placed on public exhibition in early 2020. Feedback was used to brief an urban designer to assist with design workshops and the development of the Molong Town Centre Plan. Submissions to the issues paper were reported to council and uploaded to council’s website in April 2020. Following the completion of the discussion paper and public exhibition the process of developing concept designs was carried out. Council and consultant teams conducted a series of community consultation events in Molong on 24 - 25 August 2020. Drop in conversations were held over the two days in the kiosk on the main street and a community workshop was held at the Molong RSL Club. Both council and consultants also received follow up emails and phone calls to make comment about the town centre. A further round of consultation was carried out in Molong on 28 October 2020 at the kiosk on the main street and at the RSL when the Main Street Concept Designs were developed and put on public exhibition. The project has also been subject of numerous reports by local media and social media posts when the grant funding was announced, updates to Molong Advancement Group and as part of recent community consultation in relation to the development of the Community Strategic Plan where it was outlined that further detailed design process will be undertaken which will provide further information for the community and stakeholders.

More on P.6 Congratulations to the Manildra Public School community who saw the opportunity to apply to the Schools Kitchen Garden program and rewarded with a grant of $5,000 from the Stephanie Alexander Kitchen Garden Foundation to participate in the program. With only 12 schools (including Manildra Public School) accepted into the program last term (nationally) this is a fine initiative taken by MPS who now join two other Cabonne Schools - Cudal and Canowindra Public Schools already taking part in the program. . Canowindra Public Schools. Under the guidance of Miss Williamson of Manildra Public School the program was off to a great start this term. With the support of volunteers Gerald Power and Erin the participating students were able to learn about bush tucker, how and where the bush tucker grows naturally, planted, cooked, and eaten. Students reported that they were able to sample some of the bush tucker, with the Finger Lime being the most popular. Thank you to the team from Bunnings who helped to plant the school’s fruit trees.

“On The Sheep’s Back” helps build Molong Hospital gardens

Local resident, Tony Lloyd proudly presented Molong Hospital Auxiliary President, Kim Stojanov with a cheque for some $3,000 to add to the fundraising efforts for the installation of the Sensory Gardens project in the hospital grounds. Tony said that he was proud to donate to the auxiliary the full proceeds of the sale of his nonfiction story, “On The Sheep’s Back - Stories from life in the Sheds” an interesting account of his days in the shearing sheds throughout NSW and Queensland. Working as a shearing contractor, Tony’s story was written by his grandson Charles McIntosh - and follows Tony’s journey through his working life, starting with his growing up years at Hunter’s Hill and the young graduate’s move to working in the paddocks, properties and rural areas. Including the diversity of the agribiz Tony and his wife Bev, family members Christine (McIntosh) and Nicole (now deceased) lived and worked.

Molong Greenwaste & Recycling Cabonne Council advises (on their website) that the Greenwaste Facility in Molong will be closed this Sunday, 29 May 2022 due to ongoing site works. The site will reopen the following Sunday, 5 June 2022 between 9am - 4pm and operate every Sunday, with some changes. Residents will be able to dispose of both greenwaste and recycling. Lawn clippings, paper, cardboard, plastics, glass, and tins/cans will be free to deliver. Larger greenwaste will incur a small fee, with EFTPOS facilities available on-site. Unfortunately, there are no cash handling facilities.

Talk food, nutritional fresh home-grown foods, and the start of cooking classes, TV shows, farmgates, Melbourne restaurants, cooking classes in Italy, latest cook books - and our minds turn to the amazing Stephanie Alexander, who along with Maggie Beer share the title of ‘doyen of wholesome fresh foods’ grown, cooked and served ‘with love’. The Kitchen Garden Foundation s established by Stephanie Alexander AO in 2004, has been in response to the overweight and obesity crisis, with the aim of instilling positive life-long food habits in children and young people. Why not encourage your local school to participate - and why not offer to be a volunteer on the program?

The Stephanie Alexander Kitchen Garden Foundation was established by Stephanie Alexander OAM in 2004, in response to the overwhelming interest in and success of the piloting of the Stephanie Alexander Kitchen Garden Program at Collingwood College, Melbourne, from 2001. The Foundation has since secured funding to expand the Kitchen Garden Program to other interested schools across Australia - including three in NSW in Cabonne Country (Manildra Public School - Cudal and Canowindra Public Schools). Engaging with schools, governments, philanthropists and passionate individual donors tthe foundation has been able to move the Kitchen Garden Program from a pilot program to an established food education model that is now implemented by hundreds of schools right across the country. With young people learning about food from planting, growing, nurturing, harvesting, cooking and serving. The Foundation provides skills, support and inspiration to schools to help them implement and deliver the Kitchen Garden Program. The Foundation also plays a role in lobbying National and State Governments to fund the program which operates with a small, dedicated team across Australia. The Foundation is a not-forprofit, charitable organisation that relies on the generosity, shared vision and commitment of schools, volunteers, philanthropic organisations,government, business and individuals.It is a valuable community based program linking school with community incorporating the basic life skills and return of home-grown seasonal foods as shared by generations of Australians. Restauranteur and passionate foodie, Stephanie had been disturbed by the growing obesity problem in Australia and internationally, and felt it was largely caused by people simply not knowing how to prepare fresh, nutritious and delicious food. She believes the problem begins in childhood, and that the best way to address it is by means of early intervention. While many educational food programs are well-intentioned, they neglect to involve children in what can be, and should be - an engaging, ‘pleasurable system’. Inspired by her childhood memories of a kitchen garden, parents passionate about food

and a family culture that focused on the ritual of sharing a meal, Stephanie developed the philosophy of the Kitchen Garden Program to ensure children were enthusiastic about the food production process from start to finish, were encouraged to be proud of their achievements, and were given the skills and understanding that would inform them for life. “I believe that the way to change how kids feel about food is for them to have a hands-on experience and to learn about it from the very beginning of popping a seed in the ground to coming into a kitchen and sitting around the table and eating with their friends” said Stephanie. Removing what has become a developed home model today - is designed to remove the rules about food that ‘has to be eaten’ to a model that has pleasurable aspects of growing, harvesting, preparing and serving meals as ‘fun’ and ‘experience’. What is the Kitchen Garden Program? Kitchen Garden Schools commit to a dynamic and innovative model whereby kitchen and garden classes are run weekly, enabling skillsbased learning that extends across the entire school curriculum. Children across Years 3 to 7 spend a minimum of 45 minutes a week in an extensive vegetable garden that they have helped design, build and maintain on the school grounds according to organic gardening principles. They also spend 1½ hours each week in a kitchen classroom preparing and sharing a wonderful variety of meals created from their produce. The school employs two parttime specialist staff, a Garden Specialist and a Kitchen Specialist, to run these sessions. The kitchen and garden classes work in partnership with each other, so that they form a harmonious cycle. In both the kitchen and the garden the children work together in small groups with the assistance of community volunteers. The finished dishes are arranged with pride and care on tables set with flowers from the garden, and the shared meal is a time for students, helpers, teachers and specialists to enjoy each other’s company and conversation. Letters Contesting assertions I see that I have been mentioned in dispatches, 19th May by David Eccleston. He writes, “You’ve felt the never ending 400 summer days, seen the fires and the floods. Fires in California as well as here are now more frequent than Dougal Pottie would lead us to believe. This is not just anecdotal, it is what science confirms.” David, there are several matters I write to contest: 1. For the last 2 summers, Molong’s maximum temperatures have not come close to 400. 2. In my letter to the Editor that led you to mention me in your dispatches, I said, “There were always extreme events; even one is too many!” Perhaps you could infer that I would have our readers believe that extreme events occur no more frequently now than in history. However, you say that science confirms more frequent extremes. Science does not support your argument: “never ending 400 summer days” is emotive and

certainly not scientific. It is also 2 summers ago. Summer maximums vary from year to year. And, to scientifically prove that extreme climatic events are now more frequent, a historical benchmark of extreme events is necessary; say of how many times flooding occurred in the Molong Creek in each decade for the last ‘X’ number of decades; impossible to say without gauge heights and with so many changes in vegetation, human activity and population. On another matter, your comments about our local Canberra MP, the Member for Calare are intemperate. Don’t you understand that through his initiative and perseverance there is now a medical faculty at Charles Sturt University. In 5 – 10 years we might reasonably expect medical graduates from a regional university with their roots already in our region. Surely this is good news for solving the country’s lack of doctors. IMAGINE that you’ve just experienced a medical emergency. You’ve managed to stop panicking long enough to call 000 and an ambulance is on its way. Once it arrives the paramedics start treating you, but first they want your medical history. Do you have any health conditions? Are you on any medications? Do you have any special requirements? As if the situation isn’t stressful enough, you now have to recall all this information while trying to stay calm and hoping you haven’t missed anything. It would be so much easier if they already knew this and all you had to do was focus on recovering. Well, lucky for you NSW and QLD have a program that can allow just that. NSW Ambulance offers Authorised Care Plans for those that have complex needs that mean they need to be treated differently. The plan notifies paramedics of any existing disabilities or medical conditions the patient has and authorises them to provide care outside the usual scope of practice. For example, if you require specific medication different to what would normally be used or if you needed to be taken to a specific specialist service rather than just the nearest Emergency Department, they would be allowed to do so. So how do you go about getting one? Depending on the needs of you or the person you’re caring for, both Authorised Adult General Care Plans and Authorised Adult Palliative Care

Plans are available on the NSW Ambulance website at https://www.ambulance.nsw.gov. au/our-services/authorised-care-plans or if you prefer to receive a copy of these forms in the post, ring CPSA on 1800 451 488. First, sit with your treating medical practitioner to fill out the form. They will email or fax the completed form to NSW Ambulance. Within four to six weeks the plan will be reviewed and endorsed. The approved plan is then sent back to you and your medical practitioner with an attached covering letter. Then just keep your copy on hand somewhere easy to see in case anything ever happens so paramedics can give you appropriate tailored care. These plans are valid for twelve months before they need to be submitted. The only thing to note is that paramedics only have access to a limited number of medications (list available on the form). If you need anything outside of this, it will need to be available at your home with easy access for paramedics.

One CPSA member reported how frustrating just getting a new cheque book is when the old one is used up. Her bank, the Commonwealth Bank of Australia, seems to have adopted a tactic of deliberately frustrating its elderly, chequewriting customers, into going online. If this CPSA member had a local branch to go to, getting a new cheque book would apparently be easy. Collecting a new cheque book in person would be swift, or so the bank says. It takes a week from asking for a new cheque book to be ready for collection. But this member lives regionally with the nearest bank branch too far away for someone with mobility issues. This member was told it would

Once the new cheque book did arrive, there were so few cheques in it, this member decided to order another cheque book straight away to make sure she wouldn’t run out. For those relying on cheques to pay rent, water and electricity bills, this shoddy bank behaviour is a nightmare. It’s all very well to suggest people should get someone to help set up online banking for them. It’s all very well to point out that online banking is so much more convenient than traditional banking, but the reality is that ‘online’ is and always will be an alien concept to many older Australians. Banks need to accept that trying to bully and frustrate these older Australians into online banking will not work. It will only cause older Australians misery. The only tip we can give to cheque users is that you can reduce the number of cheques you write by setting up direct debits from your credit and debit cards by phoning your energy company, water utility and such like.

Playing well in away games weekend

JUNIOR SOCCER

All our teams travelled to Orange and surrounding districts on Saturday to play soccer. From all reports the teams are playing well and having a great time. Under 5 Condors - Coached by Ralph Chrystall We had a fun game against Waratahs Jets. It was good for Condor's to play against a team that had some great little players, each team scored plenty of goals. Rexy Bunting did some good passing and Henry Welsh was awarded Player of the Week. Under 5 Phoenixs - coached by Jac Staines Have had a great start to the season, they have all been very courageous and really warming up to the game. There is certainly never a shortage of giggling, talking and kicking goals for the oppositions. The team has formed a nice little bond and seem to really enjoy training and playing together. We are very proud of how much they have been trying their best. Gooo Phoenix! U6 Vultures coached by Pete Jones The mighty vultures came back from an early deficit to level Saturday's match against arch rival Panthers. Man of the match Digby ‘hackem’ Bowman made up for the missing Chisel Sullivan. Great job boys! U7 Crows They worked really well together as a team, sharing the ball and yelling out encouraging words to each other on the field as well as from the side lines.Kai won player of the week this week and he wore that medal with pride. It was great to have Amzi Cruz Arokiaswamy back from holidays to help out. U10 Falcons coached by Rachel Clarke It was another ripper game from our undefeated Falcons! Using their newly acquired “chip into goal” technique, and passing more than ever. Player of the Week was our newcomer Cassie for not only learning her positions but also staying in them! These little legends are showing some amazing teamwork and are always willing to learn anything you throw at them. U11 Magpies coached by Lenny Punch Had another great game against the Waratahs Rebels with Archie Chrystall scoring the first goal of the game which was one of many from the Magpies on the day. The team is working together well, and having a lot of fun and that is showing with another win on Saturday. Player of the Week Tate Buntiing. Wallas at Canowindra Gala Day

The Molong Magpies Wallas travelled to the Canowindra Sports Oval last Sunday 22 May 2022 for a cool and partly muddy Gala Day. U6 played Canowindra, Cowra & Forbes, U8 played Canowindra and Forbes and U10 played Wellington Maroon and Wellington Blue. U6s. With a few families away and a ‘reshaping’ of the U8 team, both U6 teams were light on for numbers however this did not dampen their enthusiasm to compete. Well done to Ollie, Isaac, Henry, Josephine, Matilda, Richard and Saffy - we look forward to seeing you all at training. U8s met their match in both games and Coach Dean now has the training schedule mapped out for the remainder of the year. It was great to see a full team run onto the paddock as this will now assist with team ‘gelling’ and ‘development of combinations’ moving forward. U10s were again the team to watch for the weekend with 16 players ‘fronting for a run’ with the permanent inclusion of four players from Parkes bringing size and experience.

Coach Tony has the team moving well around the park with the highlight being the quality of the passing between players. Well done! Also, in a great show of sportsmanship, the team gave up players to the opposition to ensure games were competitive. Players of the day were U6 Isaac Hobbs for his enthusiasm, U8 Ryan Webb for his tackling around the park and U10 Piper Chase for her all round effort. The Toughest Player award went to Calum Rathbone for his strong running and defensive effort. Thank you again to the Canowindra Club for hosting the day. This week sees the Magpies travelling to Cowra for the Gala Day against Canowindra, Cowra, Bathurst, Forbes & Orange City on Sunday 29 May.

Royal Molong golf club received late notice last week that the golf pennants event that commenced at Manildra last year was scheduled to recommence at the Wattle Flat golf course on Sunday. Six players in Paul Glynn, Al Evans, Scott Oates, Stubba, Bruno and the Ghost Walker headed off early to play this event. Wattle Flat has a nine hole grass green course with two seperate tees for each of the nine holes so as to play eighteen holes. Along with Wattle Flat and Molong, Yeoval and Blayney also joined us. All the players enjoyed the course and are keen to play there again. Thank you to the Wattle Flat golf club for a great day. The individual winner on the day was our very own Stubba with the course suiting the way he plays his shots. Molong came second in the team event behind Wattle Flat. Yeoval will host the next round sometime in July. Molong and Blayney will each host the event next year. Unfortunately Bruno came last amongst the Molong players in the individual event but only just. He immediately sacked himself from the next event but we’ll wait and see what happens.

At Royal Molong golf course on Sunday I believe there were five or six players who played an ambrose event of course. I’m not sure who the winner was or who actually played. My usual backup in Bro was away so I couldn’t get any information from him. Here’s a mundane story for you. How did golf get it’s name? The word ‘golf’ is not an acronym for anything. Rather, it derives linguistically from the Dutch word ‘kolf’ or ‘kolve’, meaning quite simply ‘club’. In the Scottish dialect of the late fourteenth or early fifteenth century, the Dutch term became ‘goff’ or ‘gouff’, and only later in the sixteenth century ‘golf’. And there you have it. I don’t understand why some people think golf is such a boring game when you have such enlightening information available to you. This Sunday there are eight or more Molong players going to Wellington for their Open tournament. Golf will still be happening at Royal Molong, 8.30am for 9am (?).

attendance and operating. Trade lambs were firm to $2 cheaper selling from $142 to $195/head to average between 765c and 785c/kg cwt. Heavy weight lambs were $6 to $9 cheaper with the 24kg to 30kg lambs selling from $187 to $222 to average 760c while the lambs over 30kg sold from $236 to $255/head to average 750c/kg cwt. A single pen of trade weight Merino lambs sold for $158/ head. Lambs to the restockers were around firm with the better types selling from $90 to $162/head. Hoggets sold to $190/head. Numbers remained similar for a pretty good quality yarding of mutton where most grades were $10 to $20/head dearer. Merino ewes sold from $75 to $205 while the medium and heavy weight crossbred ewes sold from $150 to $246/ head to average 640c/kg cwt. Merino wethers sold from $95 to $209/head. Very light Merino ewes sold to the restockers for $37 and $41 while crossbred ewes sold to the restockers for $190/head.
