Molong Caravan Park to be reopened as remote managed site
At its meeting on Tuesday Cabonne Council received a proposal to revise plans for the Molong Caravan Park, beloved by tourists due to its proximity downtown in walking distance to Hotels, Cafes and shops. The proposal will: • Relocate a flood damaged caravan park cabin from Molong to Canowindra. • Fully renovate the relocated cabin and include car parking and a deck. • Add accessible car park areas to the Molong, Canowindra and Cudal Caravan Parks. • Upgrade the Molong Caravan Park to become a Remote Managed Site incorporating the new Bookable System. The previous manager of the Molong Caravan Park has indicated they would not continue with the management of the park at the conclusion of their contract. The council was in the process of going to tender for the new management at the time of the November 2022 flood event, however this was not able to progress due to the extent of the damage to the site. To address this issue, council staff
have proposed making the Molong Caravan Park a remotely managed caravan park. This is now achievable with a new on-line Bookable platform. There will be additional funds required to install the infrastructure to enable this to occur. The revised Cabonne Council Caravan Park Improvements project will be funded by the remaining funds from the Canowindra Caravan Park Cabin project, insurance funds, and the Molong Caravan Park management budget. The recommendation also enables the current caretaker’s cottage at Molong Caravan Park to be rented and provide additional income. It also provides the Canowindra site with an affordable, fully renovated cabin.

Memories are flooding in on ‘Memories of Molong’ facebook site about the wonderful days of the Forbes Mail to and from Sydney. Memories about families heading off on holidays, kids heading to and from boarding schools (the Molong Museum’s John Lawrie remembers sleeping in the luggage rack) others remember the cold nights travelling over the Blue Mountains. Most remember the foot warmers with with? What were they filled various versions about what they were filled with? Readers memories? One of the Express readers has sent in a message about why dogs in Molong bark! It’s got a lot to do with sweet little cats who happily sleep all day so they can wander around backyards causing ‘barking’ chaos at night.
The Express is still not sure where this famous swimming hole in the Molong Creek was once located - but we sure hear a lot about it. Somewhere in East Molong area - this swimming hole ‘Beasley’s’ was loved by earlier generations with fond memories still talked about today. Simple country fun in the creek - always with a large salt pot ready to ‘dissolve’ the giant blood sucking leeches that lurked in the cool waters and loved to latch onto bare skin. Still, like sharing the water with horses, dogs etc - that’s how it was at

St Joseph's students participated in the Orange Eisteddfod. Year 1 and Year 2 entered in the Stage One Dance section. They received a Highly Commended Award for their dance "Beauty and the Beat." Years 3, 4,5 and 6 were joined by Kindergarten in the Small Schools section where they came
first! All the children worked very hard in preparation for the Eisteddfod. The teachers were very proud of what the children were able to achieve. Special thanks goes to Pania and Miss KiKi from Doves and Dimes dance studio who taught the children the dance.

Orange Hospital is reaching for the sun
Bleak outlook for pharmacies – Comm Bank A new report by the Commonwealth Bank and the University of Technology Sydney (UTS) has revealed a bleak outlook from pharmacists because of the Albanese Government’s introduction of 60day dispensing. The ‘Commbank Pharmacy Insights Report 2023’ shows an overwhelming number of pharmacists will be charging for what were previously free services, cutting staff, trading hours, and believe the value of their pharmacy will fall over the next three years. Among the disturbing figures the report reveals:
Orange Hospital is about to become home to the second largest solar PV installation in any government facility in NSW. NSW Minister for Health Ryan Park said more than 3,300 solar panels will be installed on the roofs of buildings across the Orange and Bloomfield Hospital campus which will result in the reduction of almost 2,300 tonnes of carbon emissions each year. “The NSW Government is committed to doing everything possible to improve the sustainability of the NSW Health system and this installation at Orange is another example of that commitment,” Mr Park said. “These solar panels will generate enough electricity to power the equivalent of around 500 homes. “NSW is a world leader in harnessing solar energy for public healthcare with almost all of our major hospitals using roof space for solar installations.” Installation of the solar panels at Orange and Bloomfield Hospitals is now underway and should be completed in the coming weeks. Minister for Energy and Climate Change Penny Sharpe said this project is positive on all fronts. “We’re tackling Climate Change, and we’re using government facilities to generate clean renewable energy and help keep prices low in the long term.” Ms Sharpe said. Jeff Morrissey, Director of Corporate and Services & Clinical Support for the Western NSW Local Health District, said the Orange Health Service solar project was a key component of the LHD’s Environmental Sustainability Strategy.
“Health services have historically been large consumers, with a substantial carbon footprint. At the Western NSW LHD we are committed to doing our bit to make all our services more sustainable,” Mr Morrissey said. “More than half our vehicle fleet is now hybrid, we have solar installed in 20 locations, including 14 hospitals, and we have a commitment to stop using Desflurane, a gas used in anaesthetics which make up a significant portion of our carbon emissions, by 2024.” Work to install the panels may cause some temporary disruption to pedestrian and vehicle traffic. Any on-site changes will be clearly marked to minimise any inconvenience to patients, staff and visitors. Arrangements have been made for helicopter retrievals to be appropriately managed while the installation is underway. Member for Orange Phil Donato said it is a great example of the community being at the forefront of renewable energy. “I am so proud that our community gets to host this fantastic initiative,” Mr Donato said. NSW health now has a total of nearly 20 megawatts of solar in its network, spread out on previously unused roof space. This covers the equivalent of about 20 soccer fields — or a largescale solar farm if built as a ground-level system. Solar energy has reduced NSW Health’s electricity bill by $4.2 million a year, with projected savings of $15 million a year by 2030. The program has already reduced carbon emissions by around 33,000 tonnes — the equivalent of removing about 18,000 cars from the road.
79% are reviewing free services by charging for them instead. 62% are looking to reduce the number of pharmacy assistants. 48% are considering reducing the hours they are open. 66% expect the value of their pharmacy to decline over the next three years. The report also contains a ‘UTS Community Pharmacy Barometer’ which rates the outlook of certainty of pharmacists and has revealed that certainty has plunged by more than half from 146.8 points last November to just 60.8 points in May this year, a month after the government announced 60-day dispensing. Pharmacy Guild of Australia National President Professor Trent Twomey says the Commonwealth Bank UTS Report supports the Guild’s repeated warnings that 60-day dispensing in its current form will leave both patients and their local community pharmacies worse off. ‘’This independent report confirms that patients will now be forced to pay for free pharmacy services under the Albanese Government’s 60-day dispensing policy,’’ Professor Twomey said. ‘’For months we have been sounding the alarm on behalf of patients and pharmacists and unfortunately this Commonwealth Bank report has again confirmed our fears.’’ The report follows a survey by the Guild of 1,000 pharmacists which showed 23% have already changed their trading hours and 250 jobs have been lost as a result of the current implementation of 60-day dispensing. Among the free services under review are blood pressure monitoring, dose administration aids such as webster packs for aged care facilities and home delivery of medicines. ‘’The Prime Minister and the Health Minister can no longer ignore the concerns of 6,000 community pharmacies and the many unintended consequences of 60-day dispensing.’’ Professor Twomey referred to Health Minister Mark Butler’s comments to Parliament in June when he said, ‘’We want a viable community pharmacy sector.’’ ‘’Patients, aged care residents and pharmacists will suffer because the Government is refusing to genuinely engage and fix these problems.’’ He said the Guild is not opposed to 60-day dispensing but wants to work with the government, so it is introduced without damaging patient services and threatening the viability of community pharmacies. ‘’All pharmacists want cheaper medicine for their patients and we are ready, willing and able to sit down with the Government and make sensible adjustments to the policy so patients, aged care residents and pharmacists aren’t negatively impacted.’’
What would you rather, 4c/ltr off or a $250 regional seniors travel card? Stories about a 4c a litre fuel discount replacing the regional seniors travel card are just that for the moment: stories. AN ABC report features criticism of a deal between the NSW Government and service station chain United Petroleum to give seniors a 4c a litre discount on their fuel. The ABC points out that this deal was done after the suspension of applications for the $250 annual NSW Seniors Regional Travel Card. While the actual ABC report does not claim the United Petroleum deal replaces the Regional Seniors Travel Card, it does include comments from NSW Nationals leader Dugald Saunders who said the seniors travel card represented a far better deal than the 4c United Petroleum discount for seniors. He reportedly described the United offer as “laughable”. “Mathematically if you had a car with a 60-litre tank you’d get $2.40 saving if you filled your car from empty. So you’d have to do that 105 times per year twice a week

to save more than the $250 you get from the regional travel card”. Note that Mr Saunders does not claim the seniors travel card is to be replaced by the United Petroleum deal. All he is saying is that the seniors travel card is better than the deal. Mr Saunders reportedly called on the government to re-commit to the regional travel card. CPSA had already told the NSW Government to do the same thing. However, reports suggesting or insinuating the suspended card is being replaced with a 4-cents-a-litre discount are premature. Yes, the deal followed the suspension of the card, but that’s all for the moment. Also, United Service stations are located both in metropolitan and regional areas of NSW. The seniors travel card is only available in regional areas. In other words, the announcement of the United Petroleum deal by the NSW Minister for Seniors seems
to be a simple good-news publicity effort on her part. The smartest thing to do for both metropolitan and regional seniors is to sign up for the United Petroleum deal and get 4 cents off every litre of car fuel they buy. Nothing “laughable” about that. Obviously, make sure that the actual litre price you pay is the lowest on offer where you are. There’s no point getting a discount if you’re still paying more than you need to. In order to receive the discount, NSW seniors card and senior savers card members must sign up for a United digital or plastic fuel discount card online. Meanwhile, the Seniors Regional Travel Card continues to be suspended pending review in the lead-up to the NSW Budget to be handed down in September. CPSA has written to the NSW Government stressing how important the card is to older people in the regions. If the NSW Regional Seniors Travel Card is important to you and people you know, now is the time to write to the NSW Treasurer Daniel Mookhey.
Molong Advancment Group to offer volunteer groups % of gate at Molong Village Markets
On Tuesday Cabonne Council considered a request from the Molong Advancement Group for $18,000 sponsorship for their 2024 markets to be held 1 April (Easter), 10 June (King’s Birthday) and 7 October (Labour Day). In 2020 and 2023 council sponsored each market for $5,000, however due to cancelled markets, Covid and wet weather, the funds were carried over to use for the next market. This year, MAG have requested additional funding due to the need to plan for a wet weather option. MAG will offer the volunteer groups a percentage of their takings from the gate. Aside from Cabonne locals the 140 stall markets attract up to 5000 visitors over the long weekends they are held. In the past, takings have been used soley for community projects. Volunteers have been hard to round up. MAG’s Submission to Council stated that it is dependent on sponsorship from Cabonne Council and is critical to the continuing success of the markets which in turn contributes to the trading of the businesses open on market days. MAG is intending to offer those groups that staff the gates a portion of the takings to make it more beneficial to their offer of help. While council receives support branding at the markets it provides • Traffic management • Waste management • Site preparation
Community Assistance Program applications open.
Council allocated $68,421.00 in its current budget for the 2023/24 Community Assistance Program (CAP). The objectives of the Community Assistance Program are to: • Support community groups with projects that are of ongoing or sustainable benefit to the Cabonne communities. • Improve the liveability of the Cabonne Shire Not-for-profit community groups are encouraged to apply for community-related projects on non-commercial facilities which provide ongoing or sustainable benefits to Cabonne communities. Progress Associations are encouraged to utilise their Village Enhancement Fund budgets to meet the co-contribution requirements as outlined in the CAP guidelines. Round one will open Wednesday, 23 August 2023 and close at 5pm on Friday, 29 September 2023.
LETTERS Andrew Gee, MP’s Voice Q&A
Recently our Member for Calare has published his reasoning for our support of the “Yes” vote in the referendum on the Aboriginal and Torres Straight Islander Voice to Parliament. The big question that no-one has been able to answer is this: “Why should Australia change its constitution to establish a special representative body for only a few of its citizens? Why should race be the pre-requisite for membership of this body?” Mr Gee’s answer to the question, “Why is the Voice necessary?” fails to adequately answer it. He advocates for constitutional recognition. No doubt Australia would be forced to recognise the Voice should the referendum pass. However, “We need to change it up,” is not a reason to modify the Australian Constitution hoping for better things for of our Aboriginal people. As I see it, the Voice would enshrine racism in the Australian Constitution. Have you forgotten history; don’t you know that the British colony brought a mixture of good and bad? With the British came the rule of law. Prior to 1788, tribe fought against tribe; might was right. The guilt trip we are sent on over the evils of the early British colony is not based on fact. This guilt trip is a very weak reason to modify the Constitution. Mr Gee, there are too many unknowns in the proposed Voice. You can’t bust myths about it when you don’t know the detailed enabling legislation. The Australian Constitution has seen our nation through world war, parliamentary crisis and nearly 5 generations of change/upheaval. Most people still enjoy a peaceful, orderly society where they can live without fear of criminal gangs or oppression from heavy hand of bureaucracy. Leave the Constitution well alone. Let’s bring the trains back Reading the front page of Thursday, 17th August’s edition of the Molong Express, I am very much in agreement with the piece “What happened to the station?” The Lauchlan Valley Railway’s (LVR) heritage steam events are proving a big hit with Central West locals, this could be a great advantage to Molong, but with the station being without amenities to accommodate passengers we are missing out on a golden opportunity for our local and tourism economy. On Sunday, 13th August I went on the Steam train running from Orange to Molong, and I enjoyed it immensely, however as the train pulled into Molong it was disheartening that people were unable to disembark due and had to stay on the train due to Molong’s Railway Station being unequipped for passenger. It is my understanding that as well as the train running from Orange to Molong, it was also running to Millthorpe for an hour and then onto Blayney for finger foods and wine tasting before returning to Orange. What a missed opportunity for Molong. It was my understanding that during this weekend event there would have been roughly 250 people on board the train each trip. Think of what a boom it would be for tourism and our local economy if passengers were able to disembark in Molong, but alas our railway station has for a long time been unable to accommodate passengers. Molong railway station has been without rail passenger facilities since it’s closure in the 1990, the goods sheds was demolished and if it wasn’t for the efforts of people power which our
gallant little town is synonymous with the station itself would have also been demolished and since then it has been home to our local library which is soon to be relocated to the new Cabonne community centre in Bank street, and what better way to utilize the station then restoring it to it’s intended purpose even it it’s just for heritage rail events. I am also in agreement with the suggestion made in the same article for what is needed to make this possible. A small ramp is all that would be needed for passengers to board and disembark from the train. It wouldn’t take much. Some years ago, like Molong, Millthorpe’s railway station was without passenger access until recently with a platform extension added and the station re-opened as a stop request for the Central West XPT service. If they can do it in Millthorpe, why not, Molong? I understand that there have been productive discussions between Cabonne Council and the Orange Rail Action Group (ORAG) in bringing the trains back to Molong, but I feel that an open collective push from the Molong community, local media (Molong Express) and progress associations (Molong Advancement Group and Grow Molong) is needed to add some gumption to the cause. To repeat what I stated at the start this letter, making the Molong Railway Station passenger accessible again, even if it’s just for heritage purposes would be an economic benefit to Molong with the possibility of our little town becoming a hub for tourism in the Cabonne shire. by the Ghost Walker There was a poor roll up for golf on Sunday at the Royal Molong Golf Course with the weather looking a bit doubtful but we got through eighteen holes okay. There were six players plus Bell who looked after the scoring. Paul Glynn teamed up with Stubba, Al Evans drew the short straw with Mick Philpott and Mark Frazer drew the even shorter straw and copped me as his golf partner. Mark and I were making it pretty easy for Bell to keep count of our scores because we had five shots on each of the first four holes. We then had four shots followed by six shots on the next two holes and then three and seven shots on the next two holes. We were warmed up by then and had five straight par holes followed by a mixture of bogey and par holes. Mark wasn’t much help on the fourteenth hole when he managed to dribble his tee shot through the front gate and onto the roadway. Stubba’s game is a bit of an enigma. For example, on the eleventh hole where the dam is he had to play a second shot through the trees and over the dam. Stubba hit a brilliant shot and put it on the green. However, on the sixteenth hole where there is a tree beside the tee he somehow managed to hit the tree. I’ve never seen anyone hit that tree off the tee before but I have now. There were plenty of inconsistencies in his game today. Al played very well today. I guess he had to due to the efforts of his playing partner. Mick pulled out after twelve holes and Bell partnered Al for the last six holes. Al was in his element. He has a battery operated golf buggy with a remote control. He sat in the golf cart with Bell and operated his buggy from the cart. He thought it was great but the others didn’t think so. At one stage he ran his buggy into the back of Stubba’s leg and just about cleaned the rest of us up at different stages. It was a good day with plenty of laughs along with the sledging although I was again accused of being loquacious. In the end Paul and Stubba pipped Mark and myself by one stroke with Al, Mick, Bell close behind. It was good to see Woody and Zac out having a hit of golf now that the footy season is over. Golf again on Sunday, 8.30am for 9am. A few of the regulars will be missing due to other commitments so why not come and have a game with us.
