Councilmembers hesitant about $1 million loan for Optimist Park The Miami Laker staff Miami Lakes is proposing to borrow up to $1 million to complete the master plan for Miami Lakes Optimist Park, instead of using the pay-as-you-go method, as more residents are becoming equally frustrated over the park’s conditions and traveling to Weston, Doral and Pembroke Pines to use their parks and recreation facilities. But some council members stopped short of committing to taking out a loan, and one lawmaker vehemently opposes borrowing even less money to fund the master plan for the town’s oldest park. Lawmakers gave residents a preview of the town’s budget hearings in September, as town staff outlined a new capital improvement projects plan during a workshop on August 25.

Following Councilmember Tim Daubert’s vent over the decade-long delay for completing the renovations at the park in July, Miami Lakes turned its focus on the large green recreation area, which was built in 1970. Once finished, Miami Lakes Optimist Park would mirror the state-of-the art recreational facilities in Doral and Weston, hoping to win back town residents who have been waiting years for a new park. The Miami Lakes Optimist Club house is the only new facility on the property, near 6425 Miami Lakeway North, but the baseball fields, batting cages, and other amenities are decrepit, and residents want the gymnasium the town promised in 2007. mated $4 million for the park, which includes a $1 million loan, cell tower revenues at $30,000 a year, and $60,000 a year in savings on electric and lighting services. Park improvements would also include an airnasium; new tennis and basketball courts; a concession and bathroom facility; field and fencing reconfigurations; walking trail path; and additional parking spaces. Town Manager Alex Rey said the town could wipe out the $1 million debt in four years by making minimum payments and using savings from future budgets. K-9 Cove, Miami Lakes new off-leash recreation area, opens on September 9

Miami Lakes canines and their owners have been eagerly wagging their tails awaiting the opening of the planned Miami Lakes off-leash dog recreation area. The Town announced the grand opening of K-9 Cove will be held from 10 to 11 a.m. on Saturday, September 9, at the park location, 14048 Palmetto Frontage Road (N.W. 77 Court). The Town sponsored a contest to name the new recreation area. While there were several creative submissions, “K-9 Cove”, submitted by Miami Lakes resident Damian Hernandez, was selected as the winner by the Friends of the Dog Recreation

Area Group. K-9 Cove features both a passive recreational area and two separate fenced areas for smaller and larger dogs. The area includes benches, drinking fountains for dogs, and a joint open-air shelter for pet owners. In addition, the site incorporates a portion of the proposed 10-foot wide bike trails along the south side of Palmetto Frontage Road. Several of the Town’s animal care professionals will be in attendance to distribute materials and free giveaways including Dog House Miami and Miami Lakes Veterinary Clinic.

Despite threats of a lawsuit that may be filed by Miami Lakes to block Miami-Dade’s efforts to open-up two bridges west of the town to additional traffic, County Commission Chairman Esteban Bovo Jr., will be the guest speaker at the Miami Lakes Chamber of Commerce monthly membership meeting. The event is scheduled for Wednesday, September 13 at 11:30 a.m. at Don Shula’s Hotel, where Miami Lakes Council members and residents may be on hand to discuss a disputed FDOT study which suggested placing I-75 interchanges at N.W. 170 Street and N.W. 154

Street by 2022 would not have a major impact on the town’s congested roadways. Residents vehemently opposed the study, indicating the expansion of traffic would possibly bring gridlock to a complete standstill. Bovo sponsored legislation in February to open up the bridge at 170 Street to improve traffic flow for residents living in burgeoning developments in Hialeah, and for the Mega Mall outside of Miami Lakes. County Commissioner Jose “Pepe” Diaz requested opening up 154 Street, which prompted the lawsuit since Hialeah and Miami Lakes have an interlocal agreement to keep the road closed. During his Miami Lakes Chamber luncheon appearance, Bovo will be presenting the county’s SMART Plan. He will be accompanied by Aileen Boucle, executive director of the Couny’s Transportation Planning Organization. Bovo was first elected to the County Commission in 2011 in a special election to represent District 13, which includes Hialeah, Miami Lakes, Palm Springs North and several other unincorporated neighborhoods. On the Miami-Dade County Commission, Bovo currently serves as chairman of the Board’s Transportation and Mobility Committee, and is a member of the Unincorporated Municipal Services Committee and the Strategic Planning and Government Operations Committee.

Budget workshop previews two public September (Continued from Page 1) the time frame and interest rate for the loan, fearing the town might lack money for the recreation building for the new Senior Center, among other issues. “I would love to see the park finished but I am strongly against borrowing the money at this time,” he said. “Who knows what can happen, we could have another economic crises and we’re stuck with paying back the loan. It could take 40 years to pay it off.” The issue sparked a brief heated exchange between Mingo and Mayor Manny Cid, who said he, too, is reluctant to borrowing the money but residents are demanding “we finish the park.” “We are responding to what the community wants,” Cid said. “Kids are leaving for Weston and Pembroke Pines. I’m not in favor of it but residents are telling us get Optimist Park finished.” Mingo alluded to a straw ballot in 2003, when proponents wanted to borrow the money then for the park but suffered a crushing defeat. “They opted for the pay-asyou-go plan and that’s where we stand,” he said. Councilmember Luis Collazo suggested putting the question on the ballot again for the town’s general election next year. Councilmember Ceasar Mestre said he also wants to see the park finished but hates to borrow the money to do so. “I’m willing to listen and make a decision later on,” he said. Councilmember Marilyn

Ruano said she’s wrestling with her ambivalence over the commitment of a loan. “I’m not completely decided but I understand your point,” she said. “I’m torn because it’s very difficult to grow without borrowing money, and pay-asyou-go works for small things but not for big projects. Residents are getting tired of waiting.” The town tentatively decided to keep the same rate of 2.335 for property taxes for 20172018, which is $2.33 for every $1,000 of taxable value but some residents will pay a slightly higher tax hike since their property values have increased. However the $8.4 million for police services is a majority portion of the town’s estimated $26 million budget, which mostly likely will increase again in 2018-2019, Rey said. Despite an increase in property tax revenues, the town’s rate wasn’t enough to cover the entire cost for law enforcement services and was forced to cut Town Hall department’s expenses to offset the shortfall, and fund the town’s tree-trimming program. According to assistant Town Manager Andrea Agha, she said the police contract with MiamiDade increased by 10 percent during a five-year period. She said residents’ taxes were able to cover the costs at 87 percent, but this year’s estimate is at 125 percent of their property taxes. The town adding two new police officers this year and an increase in health care insurance drove up the costs. “Residents’ taxes no longer cover the total cost of police services,” she said. Miami Lakes doesn’t control the police contract, with the exception of overtime pay for police officers during special events and traffic duties, including the Block the Box program at the Palmetto Expressway. With some of the impact fees and Miami Lakes’ share of the Transportation Tax money, the town is offering to construct a road on N.W. 59 Avenue between 151 to 153 streets to connect motorists to the industrial park, which is called Miami Lakes Business Park East, for $775,000. The town’s budget for next year also includes sidewalk replacement ($170,000); street lighting utilities and repairs ($332,000); N.W. 67 Avenue widening project ($489,000); and $150,000 for the Par 3 golf course design. Miami Lakes has scheduled two budget hearings for Tuesday, September 5 at 5:01 p.m., and Wednesday, September 20 at 6:00 p.m.

At issue is the traffic study to determine the impact for opening up N.W. 170 and 154 streets to connect motorists to I-75 and the Palmetto Expressway, which analyzed future developments such as the Mega Mall, The Graham Companies’ properties and other developments in Hialeah and unincorporated areas. Attorney Raul Gastesi to pursue litigation to keep the bridge at 154 Street closed since the town and Hialeah have an interlocal agreement not to open it up to traffic. Council members also opposed an I-75 interchange at 170 Street and passed a separate resolution to fight to keep it shut as well. The traffic study was part of a resolution, which Miami-Dade County Commission Chairman Esteban Bovo Jr. sponsored for the proposed I-75 interchange at 170 Street, and Commission Jose “Pepe” Diaz’s request for the 154 Street bridge, with the latter project sparking a legal wrangle. Miami Lakes officials said the traffic study was rushed and failed to address the timing of other traffic improvement projects that might be completed after the bridges are opened, among other traffic issues.

“The traffic study wasn’t comprehensive enough,” said Town Manager Alex Rey. “Opening the two bridges, traffic gets a lot worse than better.” According to the traffic study, with future developments in Hialeah, Miami Lakes and outside the two cities, opening up both bridges would bring traffic relief, and based on the volume projections, the peak hour volumes over the proposed bridges for 2022 offered two options. Option one of the study for 170 Street concluded 658 additional cars eastbound and 889 westbound during morning peak hours, and 342 eastbound and 429 westbound traffic during afternoon peak hours. For the 154 Street bridge, 408 additional cars eastbound and 240 westbound traffic during the morning peak hours and 331 eastbound and 253 westbound in the afternoon. Option two for 170 Street

For the 154 bridge, 408 eastbound and 1,145 westbound in the morning, and 416 eastbound traffic and 643 westbound traffic in the afternoon. According to the traffic study, intersection Level of Service (LOS) analysis for signalized/unsignalized intersections are based on the amount of control delay which is a measurement in seconds per vehicle that act as an indicator of lost time, fuel consumption, frustration and driver’s discomfort at the signalized intersections. The level of service for signalized intersections is a scale from “A” to “F” in accordance with control delay thresholds that range from less than 10 seconds to greater than 80 seconds of delay per vehicle. Some of the findings included the results indicate traffic levels of service deteriorating from 2017 existing conditions to the 2022 Future No-Build scenario for the east-west arterials as new committed developments come on line in the next five years and no roadway improvements are made to the area; N.W. 138 Street, which provides a major link from the Turnpike and Okeechobee Road to I-75 and Palmetto Expressway, showed the most (Please see Page 5)

Town may institute lawsuit to prevent opening of I-75 bridges

Slight traffic improvements can be experienced by the opening of the two bridges, given motorists much needed alternate route for all the existing and new development in the area west of I-75 that only have N.W. 138 Street as access to the freeways. For the Palmetto Expressway, FDOT is currently working on a design to widen State Road 826 in the future and are considering the option of raising the corridor within the limits of the area. According to the study, the option could provide Miami Lakes with two new roadways extensions parallel to N.W. 154 Street, north at N.W. 160 Street and south at N.W. 146 Street. The proposed projects would provide another east-west connection of Miami Lakes since N.W. 154 Street is the only eastwest road available. If 170 and 154 streets are opened up to more traffic, Bovo promised, in February, that no trucks would be allowed on the bridges, and east bound traffic

must turn left or right onto N.W. 87 Avenue instead of cutting through Miami Lakes and PSN. Miami Lakes, however, doesn’t accept the results of the traffic study and is planning to take the county to court to settle the dispute. “This is garbage,” said Councilmember Tim Daubert, as he held up a copy of the traffic study. “So many flaws.” Vice Mayor Nelson Rodriguez, who organized the town’s first traffic summit two years ago with county and state officials to resolve the gridlock, said he’s disappointed with the study, and Miami-Dade’s plans to open up both bridges. “We can’t sit here and allow 154 Street to be opened without fixing our traffic problems first,” he said. “We are going to fight this.” Mayor Manny Cid said 154 Street, which is an “F” rated congested roadway, can’t sustain additional vehicles. “Miami Lakes Drive was not built like Miramar Parkway or Pines Boulevard,” he said. Gastesi said the interlocal agreement between Miami Lakes and Hialeah is legally

binding after the latter city annexed a huge chunk of land west of 1-75 in 2003. He said the Florida Department of Community Affairs sued Hialeah in 2007 because the city’s development plans were not consistent with the state’s comprehensive master plan, and Miami Lakes intervened over traffic conditions, prompting the interlocal agreement. Gastesi said the two governments initially would try to resolve their “conflict” outside of court during mediation. If not, the town would proceed with its lawsuit. A Miami-Dade official said the county was not aware of a possible lawsuit and couldn’t offer any comments since the matter may be in litigation. Most Miami Lakes and Palm Spring North residents support the town in its litigation against the county. Albert Aguiar, who has lived in Miami Lakes for 37 years, summed it up. “We can’t handle anymore traffic,” he said. “It has to be another solution.”

Complete Streets Design Workshop for residents scheduled for September 18 Residents who are interested in helping to improve Miami Lakes’ road infrastructure are invited to join the town’s Transportation Department for a Complete Streets Design Workshop from 6 to 8 p.m. on Monday, September 18, at Mary Collins Community Center, 15151 N.W. 82 Avenue. Complete Streets Initiatives include infrastructure enhancements that implement additional pedestrian and bike improvements to give all users a greater share of the right-of-way. Specific improvements can vary from pavement markings to new physical barriers built between travel lanes and bike pedestrian pathways. Ultimately, the improvements are done to increase safety while not compromising traffic flow. The recommendations were developed in coordination with the Miami-Dade County Com-

plete Streets Design Guidelines Program. The proposed design guidelines are customized to fit the context of the identified Miami Lakes street typology and are focused on providing multimodal roadway improvements that take into consideration all users. During the workshop, Town staff will provide an overview of Complete Streets components, present existing conditions of the roadway characteristics within the Town, and present examples of concepts for select corridors. Residents are encouraged to join the workshop and help improve Miami Lakes’ streets to accommodate all users – pedestrians, bicyclists, transit riders and motorists. FIU Foundation appoints Ethics Commission information meeting four new board officers scheduled at Town Hall on September 13

Florida International University has appointed four alumni as officers of its Foundation Board of Directors. Established in 1969, the FIU Foundation, Inc. is registered as a charitable organization and serves to encourage, solicit and administer donations to the university. Richard Brilliant, Humberto “Burt” Cabañas, Andre L. Teixeira and Jill M. Granat have been selected as officers, tasked with leading philanthropic initiatives for FIU. Brilliant, who will chair the Foundation, serves a chief audit officer for Carnival Corp., where he manages an international team of about 100 staffers. He reports directly to the company’s board of directors on the design and effectiveness of financial, operational, safety, health and security risks for the corporation’s nine brands. Miami Lakes resident Yasnei Llavore is fulfilling her dream of playing college softball for Wesleyan College in Macon, Georgia. The private, liberal arts women’s college recruited the former Mater Academy student and American Heritage graduate following her superb performance on the diamond, and her accomplishments off the field. Llavore was recognized as a Power Hitter and best First Base Ever. She also played soccer as a goalie. At Mater Academy, she was named Academic and Athlete of the Year; HomeRun Leader Award; and Outstanding Player of the Year at American

Heritage. Llavore also played softball at the Miami Lakes Optimist Club with the Miami Lakes Heat AllStars team, and coached the 12U team during Summer League play. For academics, she made the Honor Roll as a student at Bob Graham Education Center and won multiple Honor Societies awards. “Her determination and faith in God has kept her moving forward leaving behind many obstacles,” her mother said. “The loss of her grandmother recently was tough but her love for her grandmother kept her strong in what she wanted to do after graduation.”

High school football wrap for first week of new season Most area schools didn’t do well in football, while two teams won their games during the opening of the regular season last week. Hialeah Gardens High new football head coach, Greg Wagner, who coached 27 years at Archbishop Curley-Notre Dame before it closed in May, helped his new team get back on the winning track, as the Gladiators defeated rival Westland Hialeah, 26-8, in front of a packed crowed. The Gladiators, who finished 1-8 last season, handed Westland Hialeah its 35th consecutive loss, which is the third longest losing streak in county history. The highlight of the game came in the first quarter when Hialeah Gardens running back Ernesto Gonzalez scored on a 35-yard touchdown run. The Gladiators recorded 235 rushing yards for the game, while the defense held Westland Hialeah to 89 total offense yards.

Hialeah Gardens’ next opponent is Coral Park (0-1) on Thursday, August 31. Columbus defeated Mater Academy, 45-7, as the Lions failed to stop the Explorers’ juggernaut. Columbus led 38-7 at halftime. Mater Academy next order of business is facing Ronald Regan (0-1) on Saturday, September 2. Pace defeated Boyd Anderson, 15-0, and will look to improve to 2-0 against Clewiston (0-1) on Friday, September 1. American High, which is seeking its fifth district title in seven seasons, fell to Northwest 47-0. The Patriots will try to rebound against Killian (0-1) on Friday, September 1. Miami-Dade County Public Schools’ Food and Nutrition Department rolls out healthy, nutritious breakfast and lunch menu items for the 2017-18 school year. All menu items comply with the Wellness Policy and nutritional guidelines. Fresh fruits, vegetables, salad and farm-to-school items are a part of every menu plan. The lunch menu features three cheese calzone; a turkey, bacon, and provolone panini; a veggie burger; barbacoa beef tacos; and hummus served with pita chips. Pace graduate Sage Lewis looks to make big impact in his sophomore year at FIU

Florida International University sophomore linebacker Sage Lewis, a Pace High graduate, tore through offenses last season, as one of the leaders of the Panther’s tough defense. This season, the 6-1, 232pound Lewis is seeking to make a much bigger impact, and his first target is the University of Central Florida, when the Pegasus host FIU on Saturday, August 31 in the season opener. Under new head coach Butch Davis, a defensive architect, Lewis and the defense are ready to take the field and show their opponents the new schemes they learned during spring and summer practices. Lewis had a breakthrough season in 2016 and the team is banking on him to demonstrate his dominance again this season. Last season in 11 games as a freshmen, Lewis registered 27 tackles (11 solo) with 2.5 tackles for loss and one quarterback hurry. FIU recruited Lewis when he

Miami-Dade’s summer interns praise the program THE MIAMI LAKER

Dominic Rivera, a 17-yearold senior at the Terra Environmental Research Institute, started a non-profit called the Free Clinic Corporation in an effort to assist impoverished communities in Haiti. Rivera ultimately plans to help build infrastructure in Haiti to help relieve overcrowding. But his first step towards that goal was completing an internship as part of Miami-Dade Country Commissioner Barbara Jordan’s Summer Youth Internship Initiative (SYII). “This will be the second year that I’ve participated in this internship program,” Rivera said proudly. “I have a passion for becoming a civil engineer. I learned to read blueprints for highways and bridges, managed paperwork, and learned IT systems. Hopefully more students will take advantage of this oncein-a-lifetime experience.” For eight to 10 weeks, 35 students were paid to work in County government and the private sector as part of the SYII program. Students underwent an extensive interview process and were required to attend a daylong orientation session with a motivational speaker, life coach and several entrepreneurs. High school students from Miami Carol City High School, iPreparatory Academy, Terra Environmental Research Institute, and Mast at FIU participated in the program, along with college students from Florida Memorial University (FMU), St. Thomas University, Florida International University, Miami-Dade College, Southern Adventist University, University of Miami, Florida A&M University, Florida State University, and Bethune Cookman University. the Bahamas, has dreamed for years of becoming an oncologist and hopes to one day provide free health care in impoverished communities. Sands, who is currently majoring in Biology at Florida Memorial University, just completed her internship at Jackson Health System. “My interest grew more toward the administrative side of the health care field. I formed relationships with hospital staff. God used this opportunity to open permanent doors in my life.” Joelle Angrand, 20, is majoring in history and English at FSU and plans to attend law school so that she can become a prosecutor. Angrand worked at Commissioner Jordan’s offices. She said attending a County Commission meeting gave her insight on how the governmental process works. “I was fortunate to attend a County Commission meeting and see firsthand how decisions are made. It was fascinating,” she said. Kemika Lundy, 20, is majoring in Biology/Pre-nursing at Florida Memorial University. She was an intern at Jackson Health System. “I shadowed the nurses and lactationist at Jackson North. I had the best mentors and opportunities,” Lundy said. “My advice is – if opportunity doesn’t knock, build your own door.” Ato Watson, 20, majoring in Computer Information Systems at Florida Memorial University, worked as an intern at EAC Consulting. “My internship provided practical skills and I gained handson experience in the computer field,” Watson said. “Thank you to Commissioner Jordan for hosting this life-changing expe-

Innovation, equity drive M-Dade’s Public Schools’ new initiatives

Miami-Dade County Public Schools (M-DCPS) students and employees are beginning the 2017-2018 school year with a host of new, bold programs that build on the District’s goals of providing classroom innovation, academic rigor, and increased student access, as well as increased efficiencies in operations. Schools Superintendent Alberto M. Carvalho unveiled the District’s new programs during a recent School Board Workshop. “The rollout of new programs for the school year always creates an atmosphere of excitement for all us at Miami-Dade County Public Schools,” said Carvalho. “We unveiled a wide array of new course offerings and District programs that further cement our position as a school district at the forefront of instructional ingenuity, efficiency, equity and access. “Our students, parents, educa-

tion partners and community have come to expect vigorous, cutting-edge academic programs that prepare our students for success in and beyond the classroom. Currently, 65.8 percent of Miami-Dade‘s public school students are enrolled in non-traditional programs. Our goal is to achieve 100 percent choice in every zip code by 2020. The future is with us and we are ready,” said Carvalho. Fifty-five new choice/magnet programs and 27 initiatives were created or enhanced for 2017-2018. These new courses bring the total of choice programs to over 950. School Board member Perla Tabares Hantman, representing District 4, outlined new programs within her District: • The new magnet program for Miami Lakes students is the Mega Magnet at Barbara Goleman Senior High, including AP Capstone, for STEM,

Financial Technologies, Digital Marketing, Cybersecurity, and Information Systems Technology. The non-magnet choice program in the District include: • The Culinary Program at American Senior High; • Visual and Performing Arts at Hialeah Middle featuring dance and theatre; and • Music Academy at Ben Sheppard Elementary. Additional new educational initiatives include Building Automation Systems Technology, Elementary School Drug Awareness Training, Police Explorer Public Service Aid Certifications, ELLevation, PreK Explorers, My NAFTrack Miami, All-in-Challenge, RAMPing Up School Counseling Programs, Parents Advancing Careers, Virtual Home School, iBot, and much more. Applications with college essays should be done during October

Even though it’s still summer time, for rising seniors at local high schools staying on track for the college application process starts as early as junior year. For college-bound high school seniors, the College Board has provided the following information as a general guideline for the college application process and has a few recommendations for the fall. Fall of senior year is the time students should be deciding on the top five to ten colleges they will be applying to. Visiting colleges in person if possible is encouraged to get a first-hand account of what the campus life is like and if it suits the students’ needs. Creating a master calendar of deadline dates and events is crucial to keeping things in order as academic life grows more and more chaotic as the year progresses. Some things to include on the master calendar are exam dates along with associated fees and registration deadlines, college application due dates, and required financial aid forms. Seniors should take advantage of their school’s counselor or CAP Advisor to request fee waivers. Though the SAT is usually taken junior year, seniors can choose to take it once more in the fall to help boost scores. Students can begin applying for financial aid as early as October 1. First drafts for college essays should have a rough draft completed, and even a final draft, by October for colleges with early decision due dates as early as November 1. Submit proper forms for counselors to send transcripts to colleges at least two weeks before the colleges require them.
