Town approves keeping tax rate same to generate about $6.6 million in new budget By David L. Snelling The Miami Laker staff During its first budget hearing on September 5, the Town of Miami Lakes tentatively approved to keep the same rate for property taxes and adopted a new budget for fiscal year 20172018. The tax rate of 2.335 is $2.33 for every $1,000 taxable value but residents might pay a slight tax hike since their property values have increased. The rate generates about $6.6 million in ad valorem taxes, and with other revenues, carryover funds and reserves, Miami Lakes was able to build a healthy budget which is estimated at $26 million. Police services constitute 51 percent of the budget, which is estimated at $8.4 million, an increase of $555,298 due to an increase in health insurance and adding two police officers to the detached unit. The town also budgeted $500,000 for litigation reserves as it continues to fight the lawsuit of former mayor Michael Pizzi over his attorneys’ fees from his criminal case. During a budget workshop in August, town staff proposed borrowing up to $1 million to help complete the master plan for Miami Lakes Optimist Park. But council members were reluctant to take out a loan, and staff decided to search for the money in the budget or apply for grants for the park’s master plan, which will cost an estimated $4 million. Residents have been growing equally frustrated over the conditions of the park, as the Town is using the pay-as-you-go method. Residents are using the parks and recreation facilities in Weston, Doral and Pembroke Pines. The master plan for Miami Lakes Optimist Park would mirror the state-of-the art recreational facilities in Doral and

Weston, hoping to win back town residents who have been waiting years for a new park. At the park, the baseball fields, batting cages, and other amenities are decrepit, and residents want the gymnasium the town promised in 2007. The park improvements would also include an airnasium; new tennis and basketball courts; a concession and bathroom facility; field and fencing reconfiguration; a walking trail; and additional parking spaces. The Town budgeted a total of $1.4 million for improvements to MLO park, which includes the Optimist clubhouse; the Mary Collins Community Center; redeveloping a vacant parcel at Royal Oaks Park; and the design of the Par 3 golf course. As part of the budget, the town is also offering to reduce traffic congestion by spending $125,000 for a traffic study, which would encourage drivers to park their cars near the Par 3 golf course and ride a bus to connect them to Metrorail, as part of partnership with MiamiDade. The town’s budget for next year also includes sidewalk replacement ($170,000); street lighting utilities and repairs ($332,000); N.W. 67 Avenue widening project ($489,000); and $150,000 for the Par 3 golf course design. Some of the significant budget changes compared to the FY 2016-17 budget excluding $1.4 million in carryover funds for litigation fees and reserves ($624,000); beautification projects and park improvements ($362,300); employee retention and training ($158,300); miscellaneous projects ($134,000) and reserves ($121,400), the proposed expense budget reflects an increase of about $1,055 million from last year which includes $555,298 for operating (Please see Page 3)

By David L. Snelling The Miami Laker staff For more than 40 years, Joseph Cooper’s voice could be heard over the airwaves as a talk show radio host for WLRN. For 18 years, his creation, Tropical Currents, featured a sub-tropical blend of regional issues and politics, local profiles and author interviews, which made him a popular figure in South Florida. After 4,700 editions, Cooper is calling it a career which started at the University of Missouri School of Journalism and will be ending at Miami-Dade County Public Schools-owned radio station he has called home since 1974. His last day on the air is September 28, a day that will be filled with emotions, on air tributes and a love fest from his colleagues, past guests and callers. “It’s going to be emotional,” said the longtime Miami Lakes resident. “I’m already planning it.” Cooper, also the executive producer of Tropical Currents, said back surgery and chronic pain led up to his decision to retire. “I felt it was time,” he said. “I want to start enjoying my life traveling and spending some time to myself. But I will miss

doing the show.” Cooper, a Missouri native, said the show started off with a small production team, which included producer Richard Ives and technical director Bonnie Berman, in January 1999. The segments of the show included syndicated food and dining columnist Linda Gassenheimer; a handful of expert regular contributors and regional reporters; “At Your Service” where listeners call into the show asking advice on medical, health, law, pets, wage theft and discrimination issues; and among his favorites, “South Florida History” with prominent historian Dr. Paul George. Cooper said he requested a theme of concern and thoughtfulness for his show. “I pretty much did it by myself and hiring the people,” he said. “Richard Ives saw my plan for the interview program with different components and the callin segment. Fortunately, I never had to dump any callers. They were professional and well educated and never used profanity.” Cooper said the call-in portion of the show was popular because people were getting advice and knowledge for free. “Who can beat that,” he quipped. Cooper’s career at WLRN commenced in 1974, following

Town Council may be faced with early selection of new manager

Miami Lakes is planning to decide which path to take in selecting its next town manager sooner than originally planned after Alex Rey was picked as one of the finalists for the same position for the City of Aventura. Aventura is expected to pick its new city manager in October and if Rey, who’s the front-runner, is the man, Miami Lakes would have about two to three months to replace him either on a temporary basis or for the long term. Initially, Rey offered his resignation earlier this year, which is effective in March 2019, and Miami Lakes created a selection process that included the possibilities of using a search firm and selection committee. Now the Town may have to speed up its timetable to prepare for life without Rey should he be chosen to lead the northeast Miami-Dade city. Miami Lakes will discuss the plan in October during a workshop following Aventura’s decision. Assistant Town Manager Andrea Agha and Miami Lakes’ Chief of Operations Tony Lopez are some of the rumored names to replace Rey. “It’s the most important decision for the seven of us,” said Mayor Manny Cid. “Residents trust us to make that decision to move this town forward.” Councilmember Luis Collazo, who initially proposed to start the selection process early after Rey announced his 2019 resignation, said the town is in a good position to get the ball rolling sooner. “I’ve always supported starting the process early,” he said. “I’m in favor of starting the process now.” In other Town Council news: • After hearing heartfelt stories of parents’ whose kids died from cancer or are bravely fighting the deadly disease, Miami Lakes declared September Childhood Cancer Month to help raise awareness and give parents and their children support during the most difficult times of their lives. • Council members gave their final approval for an ordinance which requires developers’ plans for zoning and building to be discussed during public meetings before they appear at council and zoning meetings for approval. The projects include those that are equal to, or greater than, 50 residential units and/or 50,000 square feet of commercial area. The developers’ will pay for the information sessions. Lawmakers also approved an ordinance on second reading to

send residents mailers and notices to increase public awareness and encourage public participation in the development process. • Council members gave their final approval for an ordinance which bans cannabis dispensaries, medical marijuana treatment facilities and independent testing labs in Miami Lakes. Last year, Florida voters overwhelmingly approved a constitutional amendment to allow medical marijuana and the Florida Legislation subsequently impose laws to regulate the industry, including awarding licenses to a limited number of nurseries to open up treatment facilities throughout Florida. • Lawmakers approved an ordinance on second reading to establish an employee bonus program for Town employees based on performance and awarded as a one time payment. The town’s ordinance is consistent with a new state law for bonuses for government employees. • Council members gave their initial approval for an ordinance to facilitate the complete buildout of the town’s sidewalk network by requiring certain developments to construct new sidewalks, repair existing sidewalks or pay into a mitigation program to offset the town’s cost of performing the work. • Lawmakers gave their initial approval for an ordinance that seeks to mitigate the impact of construction sites to preserve adjacent property values and quality of life by requiring a site management plan, temporary fencing, and create property standards that apply to construction sites. • Council members gave their initial approval for an ordinance which, if it becomes law, would require public hearings before council members for vertically mixed-use zoning projects within the Town Center (TC) zoning district that include a request for height exemptions. The Town Council approved the creation of the TC District in September 2015. The TC district, permits a maximum height of five stories, however it encourages the creation of mixed-use spaces by creating an incentive to allow for two additional stories subject to an administrative site plan review. The remaining zoning districts which permit such heights in excess of five stories already require a hearing before the Town Council if they exceed five acres or 50,000 square feet of floor area; which is likely to be the case on most buildings of over five stories in height. In 2017, the Council directed the Town Manager to review the

Land Development Code and return with provisions that would ensure development proposals pursuing the mixed-use development exemption to exceed five stories are subject to the Council’s consideration and final approval authority. The idea is to increase awareness of such projects by requiring them to be subject to a public hearing where the community can be heard by the Council. • Council members approved a resolution to amend the town’s current budget to adjust certain line items to pay for legal services ($215,000); tree trimming ($40,000); the Miami Lakes Optimist Clubhouse ($120,000); and the new dog park ($38,000) • Lawmakers approved a resolution to finalize the transfer of Miami-Dade’s Special Taxing Districts to Miami Lakes, which voters approved last year. The Town now manages the Security Guards Districts in Loch Lomond, Royal Oaks East and Section One in Royal Oaks; and Lake Maintenance District for Lake Hilda and Lake Patricia. The Town estimated $1.6 million to manage the Special Taxing Districts for the next fiscal year, which would be paid by the residents living in those communities. The town may have to cover any deficits left over from the Special Taxing Districts. Last year, the county acknowledged some mismanagement while operating the districts which possibility resulted in deficits. • Lawmakers approved Councilmember Ceasar Mestre’s proposal to direct Town staff to conduct a study concerning License Plate Recognition Software to help law enforcement track down criminals and keep kids safe. Mestre, a lawyer and former police officer, said he broached the idea two years ago for the new technology system, similar to red light cameras, but it was too expensive for the Town at the time. Mestre also requested the information the Town collects should not be part of any public records requests unless for law enforcement conducting an investigation. • With the 2018 Florida Legislative Session starting earlier in January, Miami Lakes released its wish list for townwide priorities for 2018-2019. The Town is lobbying state lawmakers for $2 million for the Main Street East redevelopment and N.W. 59 Avenue connectivity project; $500,000 for the West Lakes Drainage; and $500,000 Royal Oaks Drainage.

For transportation improvements, Miami Lakes has budgeted $4.2 million for the N.W. 59 Avenue extension that includes the Public Works Storage Yard and Boat Yard ($775,000); roadway and drainage improvements in Lake Sarah ($590,960); the construction of Safe Routes to School ($580,000); milling and resurfacing of Miami Lakeway between N.W. 67 Avenue and Lake Candlewood Court ($193,252); on-road bike path striping at N.W. 89 Avenue near Barbara Goleman High School

($50,000); and traffic calming devices ($25,000). The Town’s Mobility Fee would fund the design of the underpass bridges at N.W. 146 Street and the Palmetto, and N.W. 160th Street and the Palmetto (330,000). The Palmetto Expressway and NW 67 Avenue Widening Project is funded by Town Center Developer’s Contribution in lieu of road impact fees ($408,069). The Town’s second and final budget hearing has been scheduled for 6 p.m., Wednesday, September 20, at Miami Lakes Town Hall, 6601 Main Street.

Before she came to the United States, Nancy Perez was a college professor in Cuba but had to take a job as a school custodian to make ends meet until she could find a way to validate her teaching certificate from the Communist country. She couldn’t speak English but thanks to the Success Management Academy at Hialeah Miami Lakes Adult Education School, Perez is now a teacher after taking ESOL classes and is back doing what she does best. Miami-Dade Police Major Javier Ruiz was introduced as the new town commander for Miami Lakes at the September 5 Town Council meeting, replacing Major Jorge Perez who was assigned to the Northside District. Ruiz previously served in the Armed Robbery Bureau and was one of the original police officers assigned to the Miami Lakes unit following incorporation in 2000. He started his law enforcement career at the Northwest District in 1998, where he became a Sergeant for uniform patrol and handled general investigations and auto theft

cases. “A lot of great memories here,” said Ruiz, who grew up in Miami Lakes. “I did a lot of learning in Miami Lakes. I started out at the Northwest District 21 years ago, patrolling the streets and did my daily living and met my wife in Miami Lakes. It’s a welcome back for me and I’m very excited to be here. Ruiz said he plans to continue the work that Perez laid out. “I’m building on a lot of the progress that Major Perez did as well,” he said. “I’m looking forward to working with every single one of you.”

Ultimately, the improvements are done to increase safety while not compromising traffic flow. The recommendations were developed in coordination with

the Miami-Dade County Complete Streets Design Guidelines Program. The proposed design guidelines are customized to fit the context of the identified Miami Lakes street typology and are focused on providing multimodal roadway improvements that take into consideration all users. During the workshop, Town staff will provide an overview of Complete Streets components, present existing conditions of the roadway characteristics within the Town, and present examples of concepts for select corridors. Residents are encouraged to join the workshop and help improve Miami Lakes’ streets to accommodate all users – pedestrians, bicyclists, transit riders and motorists. This year included Juan Carlos Fernandez and Vivian Macias, realtors and residents for the Town of Miami Lakes. Fernandez is a part of the Golden Acre Real Estate office in Miami Lakes and Macias is part of Principal Properties in nearby Hialeah. Fernandez and Macias answered a host of ques-

tions for the Herald, the same questions other realtors answered, for the presentation to note the top answers. “It is still a time to buy,” said Fernandez. “Single family homes for less than $200 per square foot are still available in Miami Lakes. Arguably the most important aspect for families are schools and the Town of Miami Lakes has some of the highest rated schools in addition to a small town feel with the tree canopies and our Main Street area along with the golf course and restaurants. I would say Miami Lakes is the most undervalued area because the price per square foot is way

Main Street Players set auditions for Greek play on October 3 and October 4 The Main Street Players at 6766 Main Street are holding auditions for the upcoming classic Greek play by Euripedes, Iphigenia in Aulis, on Tuesday, October 3 and Wednesday October 4 from 7 to 9:30 p.m. This production will be performed entirely in Spanish. All actors must be fluent in Spanish. The Greek army has assembled at the Port of Aulis in a battle against Troy. The winds have been calm and the ships cannot sail. Agamemnon, King of Mycenae, has been chosen as a commander in the army. The soldiers have become impatient about being stagnant and demand for Agamemnon to find a solution. Agamemnon consults with an oracle who predicts he must sacrifice his eldest daughter, Iphigenia, to the gods for the troops to set sail. Iphigenia is brought to the port under the false pretense that she is to marry decorated soldier Achilles but she, her mother, and the ostensible groom-to-be will soon discover the truth. Iphigenia in Aulis is the last of the surviving works by the playwright Euripides and won first place at the Athenian city of Dionysia. Its a play that questions the boundaries of ambitions and the meaning of who is really a hero. Roles: Iphigenia: The eldest daughter of King Agamemnon is completely devoted to her father. She is a young woman brought to the Aulis under the pretense she is to be married to Achilles. Agamemnon: King of Mycenae, commander of the Greek army, husband of Clytemnestra, and father of Iphigenia. He is an ambitious politician but unsure of his motives and in some respects, a coward. Clytemnestra: Queen of Mycenae, wife of Agamemnon and mother of Iphigenia. A commanding and efficient woman who treats her weak husband with scant respect. Her speech to him is a strong one containing reproach for his past and threats for the future. Achilles: A noble Greek warrior who is used, without his

Their description of the Greek fleet and army emphasizes the importance of the war to follow. Actors will be compensated for their performance. Those wishing to audition must bring a recent headshot and updated resume. All actors auditioning should prepare one 3-minute classic monologue in Spanish and be ready to read sides or a poem. M.L. Garden Club hosts bonsai expert Ed Trout

Members of the Miami Lakes Garden Club are inviting the community to their opening meeting of the 2017-2018 year on Monday, September 25, at the Mary Collins Community Center, 15151 N.W. 82 Avenue. The club is presenting Ed Trout, an expert in the art of bonsai, to speak at the opening meeting. Trout was raised in Key West and be came interested in the art of bonsai in the early 70’s. He is the past president and a lifetime member of the Gold Coast Bonsai Society, one of the first clubs established in Florida, and is an honorary member of several other Florida and Texas bon-

sai clubs. He is a past president and member of the American Bonsai Society, former board member of the National Bonsai Foundation at the U.S. National Arboretum and a former board member of Bonsai Clubs International. Trout has also been invited to display trees every year since 1994 at the Japanese Pavilion at Walt Disney World’s EPCOT theme park. Basketball events at Shula’s Pace High’s Anglers Club Athletic Club closes out hosts 8th annual Spartan 2017 Senior Games series Fishing Tournament The final two events in the Town of Miami Lakes 2017 Senior Games – a Basketball Free Throw and a Basketball Three Point contest – were held in late August in the gym at Shula’s Athletic Club. Winners by age group in the Free Throw event were Ed Londono (50s), Mike Weber (60s), Jim Hamilton (70s) and Victor Fernandez (80s). For the Three Point contest, Londono took top honors in the 50s group. There was a tie between Juan Iglesias and Fred Rodriguez in the 60s age group. Dave Oliver was first in the 70s group and Fernandez won the

80s group. After all the Track and Field events, held in April, plus the Senior softball game in February, there was a tie between Fernandez and Rodriguez for most points toward the top Male Winner. Each had 29 points – three for a First Place, two for a Second Place, and one point for a Third Place. In basketball, Fernandez earned six points while Rodriguez earned four points. So 83-year-old Fernandez edged Rodriguez, 35 to 33, for the top prize.

Participants included Pace alumni, students, friends and family as they competed both inshore and offshore in the multi-species tournament. The award for largest fish in

the tournament was won by Pace Senior Brandon Garcia and his team. Garcia is an avid fishermand an active member of the Spartan Anglers Club. The tournament was hosted by Pace’s Anglers Club, and proceeds will benefit both the club and the Spartans-4-Spartans program, which aids Monsignor Edward Pace students whose families suffer financial crises.

Miami-Dade School Board approves local GOB projects worth $33.3M

The Miami-Dade School Board approved four General Obligation Bond (GOB) projects at its regular monthly meeting in September with a total project investment valued at $33.3 million. Voters overwhelmingly approved the GOB in 2012 to renovate, remodel and replace schools; expand student capacity; enhance safety; and provide technology upgrades. The projects awarded for design, pre-construction and construction included local high school Hialeah Miami Lakes Senior High. The scope of work includes: portable demolition and site restoration; new bus drop-off including related walks and covered walkways; resurfacing and re-striping of basketball courts; selective replacement of exterior doors, flooring, ceiling tiles and grid; selective HVAC system replacement; group restrooms renovation; electrical upgrades; gymnasium bleacher restoration and selective exterior painting. Total project allocation cost for HML is at $6.36 million with an estimated completion date of March 2019. The total sub-contractor Small Business Enterprise participation was 43.3 percent. FIU’s senior running back Alex Gardner nominated for 2017 Wuerffel Trophy

Florida International University senior running back Alex Gardner not only is making an impact on the football field but in the community as well. Gardner last week was among 114 student-athletes nominated for the 2017 Wuerffel Trophy, which honors college football’s top community servant. According to the committee which picked the candidates for the award, Gardner is extremely active in the community, representing the FIU football program. The four-year player has assisted in teaching a fundamental skills camp as part of the Orange Bowl Football Alliance Clinics. The camps featured offensive, defensive and agility drills, while also stressing the importance of character development and good sportsmanship. Gardner has also been a mentor for students at Earlington Heights Elementary where he spoke to the students about the importance of good grades and how hard work and dedication leads to success. The Jacksonville, Florida, native has also worked with the Miami-Dade Police Athletic League (PAL), giving presentations to kids that focused on education, hard work, and perseverance. Gardner made 12 starts to earn All-C-USA Honorable Mention honors last season, rushing for 930 yards on 181 carries and six touchdowns. He became the school's all-time leading rusher in 2016, finishing the campaign with 2,272 yards. Gardner also set the career mark in carries (504). He scored a team-high six

He is the first Hialeah Gardens High alumni to play for an NBA team. Miami Dade College starts FutbolNet, a six-month youth soccer program Soccer fans in Miami were abuzz with excitement over the highly anticipated El Clåsico tournament this summer, but Miami Dade College gave the community even more of a reason to celebrate, thanks to a new partnership with FC Barcelona Foundation, the service arm of the globally popular fútbol club in Spain. Miami will become the second city in the United States to implement FutbolNet, a sixmonth youth sports program that uses soccer for empowerment and education. MDC president Eduardo J. Padrón and FC Barcelona first vice president Jordi Cardoner, who also serves as president of the FC Barcelona Foundation, came together to sign the official agreement during a press conference held at MDC’s Wolfson Campus in downtown Miami.

“Nowadays, when you speak about sports you speak about culture,� Cardoner said at the event. “Sport is a vehicle for development, especially among the young.� FutbolNet will be offered at MDC’s North and Kendall campuses beginning next year, providing support to local high school students ages 14-18 by using soccer as a teaching methodology to improve school performance. Through this initiative, MDC continues its commitment to offering young people in the community the opportunity to be recognized and connect to the values that make great leaders and citizens. Summer, the mom-to-be, enjoys her baby shower THE MIAMI LAKER

Romero The Miami Laker staff Summer, the five-year-old cow who calls Hialeah Gardens Middle School home, was wearing a “mom-to-be” party hat while students, parents, and faculty celebrated her baby shower on school grounds in early September. Hialeah Gardens Middle School (HGMS) houses one of the few agriscience programs in Miami-Dade County wherein students in sixth through eighth grade learn about and care for a host of farm animals including Summer who has been with the school since she was a 35 pound calf. She was brought to the school in principal Maritza Jimenez’s minivan years ago inside a dog kennel, though has since grown thrice the size she once was, and seems to act more human than cow. “When we left her with the breeder he was concerned since she wasn’t eating with the other cows,” said agriscience program director Yvette Rodriguez. “Then she finally ate, but only by him, not by the other cows. He said he’s never seen anything like it – a cow who doesn’t know she’s a cow.” Summer’s baby shower was decorated with posters detailing cow facts and streamers that read ‘Boy or Girl.’ Summer is due any day now and a trainer and on-call vet are at the ready for a delivery on school grounds. Parents and students that attended were amused by the party, many conversing about how they couldn’t believe they were at a baby shower for a cow. Summer is one of the residents of ‘Almosta Farm’ that has housed ducks, quail, lambs,

guinea pigs, and a pig. The agriscience program trains young students on topics like genetics, biology, animal care, and even philosophy as students grapple within the three year program to come to terms with animals being sold at market for food. Every Friday students do hands-on work on Almosta Farm by maintaining the grounds and caring for the animals. They are trained to be cognizant of distress in animals so they can avoid a moody Summer and they also learn how to administer subcutaneous injections. Two students from the inaugural year of the agriscience program were accepted to the University of Florida, one in the school’s veterinary track and the other is pursuing studies in cardiothoracic surgery. Both students learned about their love for science while at HGMS. Students from following class years have moved on to the middle school’s feeder pattern school, Hialeah Gardens High School, where completion of the agriscience program immediately transfers them into the honors veterinary program where they graduate with a vet assistant certification. “As a middle school we don’t receive as much funding from the district as high schools do so a lot of our funding for the program comes from fundraising and donations,” said Rodriguez. “My students are about to receive boxes of chocolate which they’ll sell for funding, and we receive donations as well like the trailer donated by Headquarter Toyota for us to transport Summer to competitions.” Headquarter Toyota found the

trailer online and completely rebuilt it with the mechanics in its body shop donating their labor for the school and then wrapped it in a decal made from the winning painting to depict the agriscience program from a student, Brian Sanchez. Headquarter Toyota is the school’s EESAC Member Business Partner and part of the school’s Dade Partners program. The district funding, school fundraisers and donations have been enough to keep the program afloat for the last several years and students have made strides in competitions often qualifying for district and state levels. The students have also qualified for national levels, however have never attended due to a lack of funding. “I tell my kids that the most important thing is that they know they can do it,” said Rodrifguez. “They have the skills and the talent to make it to nationals and even if we can’t attend that’s still an accomplishment.” Almosta Farm will soon welcome its newest addition with Summer’s calf within the following weeks. While there is no word yet on whether it will be a male or a female, principal Jimenez said with a laugh “I do hope it’s a girl!”

And Castro finds himself in good company. He was one of a small group of students selected to the University’s Rubenstein Scholars Leadership Program. The Rubenstein Scholarship includes a full four-year scholarship, including tuition, fees, and room and board, as well as unique access to the academic and extracurricular offerings at Duke University and University of North Carolina, as well as customized leadership and developmental offerings. “I didn’t know if I was good enough to even get the scholarship. But once I got it, I was overjoyed because it’s not just a full-merit scholarship to Duke. It’s a whole network of resources and great friends,” said Castro. He is currently majoring in Public Policy and Economics – a factor that was the ultimate decision in choosing where to apply for college. “I was always into politics and helping people, but I also have this love for business and I felt that I needed a school that could give me a little bit of both.” Castro’s love for politics was evident during his time at MLEC, especially in his leader-

ship of MLEC’s Junior State of America chapter – a politicallyactive, student-run debate club for high school students across the nation. Castro was even elected governor of the club’s entire southeast region, which includes school chapters throughout Florida, Georgia, Alabama, South Carolina, and Mississippi. As Governor, he led a cabinet composed of 26 appointed officials, students from across the region. “I definitely think my experience from MLEC has prepared me for Duke. The teachers in the Cambridge Academy were really strict and knew their respective fields really well. I definitely learned a lot being able to balance academics and extracurriculars,” said Castro. Castro is a first-generation American, both of his parents immigrated to the U.S. from Colombia, and his acceptance to Duke University was the realization of a lifelong dream, that their son would learn, succeed and flourish in their adopted country and have the opportunity to further his education. “My family was really happy when they found out. Although they weren’t familiar with the school, I told them that it was one of the best schools in the country, and that people like Richard Nixon and Melinda Gates attended Duke,” he said. Castro is currently completing a summer term alongside other Robertson Scholars before immersing himself completely in the college experience later in the fall. “I love Duke,” said Castro. “Even though I’ll miss MLEC and its people, there’s no place that I’d rather be.”

The Miami-Dade School Board unanimously approved two items proposed by School Board member Perla Tabares Hantman endorsing October as National Breast Cancer Awareness Month throughout the District, and proclaiming October 15-21 as National Teen Driver Safety Week. “October is dedicated to highlighting the importance of early detection of breast cancer – the second leading cause of cancer death in women, other than skin cancer,” said Hantman. “Additionally, the school district participates in National Teen Driver Safety Week to help bring awareness and reduce distracted driving, as well as to encourage high school teenagers to change risky driving behaviors in hopes of saving lives across the country.”

Miami-Dade County Public Schools released its STEM school designation list based on the 2016-2017 school year and Mater Lakes Academy’s high school ranked Silver in its first year of applying. The STEM (Science, Technology, Engineering, and Math) designation is reviewed by the MDCPS’ Department of Mathematics and Science. In order to meet the criteria of receiving a designation, schools must participate in STEM competitions and professional development, and they also must meet criteria of partnerships, equity, and accountability. Schools must also have a strong science, mathematics, accelerate and career and technical offerings programs. For students at Mater Lakes Academy the news of being a STEM designated school has come with great excitement because of what the future holds. “This means we get to participate in new and improved programs,” said senior Gabby Diaz. “We are going for Gold this school year,” said principal Rene F. Rovirosa. “We have outstanding teachers and students and there is no doubt in my mind that this year we will increase, both in our middle and high school.” Mater Lakes Academy has an extensive STEM program with courses in engineering and

Program in 2014. The criteria used to name the winning principals per grade division (elementary, middle, and high school) is not done through a nomination basis, but it is data driven. Florida TaxWatch bases its criteria on data received from the Florida Department of Education, using assessment scores, learning gains, and the percentage of students that are ELL, SPED, and economically disadvantaged and their pro-gress. Mater Lakes Academy had a four percent learning gain in English and Language Arts and a 14 percent learning gain in Mathematics. Mater Lakes Academy exceeded both the state and district percentage of proficiency at 71 percent. “I am honored. There are no other words to describe it, but just that I am honored,” said Rovirosa. “We, not I, have worked extremely hard to keep achieving for greatness and succeeding in what we do. This is an award not just for me as the principal, but an award for all of Mater Lakes, because the faculty and students earned it.” On Thursday, October 12, at the Loews Sapphire Falls Resort, the Florida TaxWatch will honor all the principals that were named the top principals at their award ceremony that is part of its annual board of trustees meeting. At the ceremony Florida TaxWatch will then pick a grand prize winner from each grade division category.
