Council gives final approval to $26 million budget for 2017-18 The Miami Lakes Town Council gave its final approval to keep the same rate for property taxes and adopted a new $26 million budget for fiscal year 2017-2018. But the wrath of Hurricane Irma already delivered an impact to the spending plan, as the town, so far, will spend nearly $1.5 million from the town’s General Fund reserves for the clean-up and recovery efforts, hoping FEMA will reimburse 85 percent of the town’s expenses, said Town Manager Alex Rey. After the Category 3 storm passed through South Florida, town staff and clean up crews immediately started removing uprooted large trees and debris from the town’s busy roadways,

residential and business areas. State officials said Irma could be a $300 billion catastrophe for the entire state of Florida. Rey said Miami Lakes will undergo a series of budget amendments during the new fiscal year, which started October 1, as the expenditures for the clean-up and recovery efforts become more clear. Miami Lakes might see the first FEMA reimbursement money in about six months, Rey said. Mayor Manny Cid said he’s optimistic about the federal agency’s reimbursement procedure, which the town followed down to a tee, in contrast to Hurricane Wilma in 2005. He said Miami Lakes had to pay back $700,000 to FEMA

after that storm. The town’s tax rate of 2.335 is $2.33 for every $1,000 taxable value but residents might pay a slight tax hike since their property values have increased. The rate generates about $6.6 million in ad valorem taxes, and with other revenues, carryover funds and reserves, Miami Lakes was able to craft a $26 million budget plan for this year. Police services, residents No. 1 priority since incorporation, constitutes 51 percent of the budget, which is estimated at $8.4 million, an increase of $555,298 due to an increase in health insurance and adding two police officers to the detached unit. Longtime Lakes resident Patricia (Pat) Graham

Patricia (Pat) Culbertson Graham, longtime Miami Lakes resident, widow of William (Bill) A. Graham, and matriarch of the Graham family that founded and developed the community of Miami Lakes, passed away in her sleep on September 25. Pat Graham was born in Minneapolis, Minnesota on August 16, 1924 to Roy and Cynthia Culbertson. As a college student at the University of Minnesota studying journalism, she met Bill Graham who was stationed there for training with the Army Air Corps. Farmers Market returns on first Super Saturday Oct. 14, bike ride, Hispanic concert

Miami Lakes announced the popular weekly Farmers Market will return on Saturday, October 14, at Miami Lakes Picnic Park West, 15151 N.W. 82 Avenue. The Markets will be held from 9 a.m. to 2 p.m. each Saturday through March offering a variety of fresh produce, natural juices, assorted flowers, cultural foods and handcrafted accessories. The Town will also be hosting Super Saturday at the Park on October 14, featuring: Community Bike Ride with registration at 9 a.m. for the 5mile family-friendly loop. Pat Graham remembered for her love of education and culture (Continued from Page 1) moved to Miami. Following WWII, the couple settled briefly in Coral Gables before moving to Miami Springs where they would raise their five children – Sandy (Younts), Bill (B), Carol (Wyllie), Cynthia (Gordon), and Beth (Martinez) before ultimately moving to Miami Lakes in 1971. A lover of education and culture, Pat held numerous community and philanthropic leadership roles in South Florida. She was a founding member of the Theta Sigma Phi Miami Chapter, was active in the Miami Springs Jr. Women’s Club (president in 1957), Dade County’s Citizens’ Safety Council, University of Miami Women’s Guild, Friends of the Ring, the Museum of Science Patrons for 32 years (serving as its president in 1972-73), Museum of Science Board of Trustees and its Endowment Fund, Historical Association of South Florida (1977-79 Harvest chairman), and the Dade County Library Advisory Board for over 20 years. As husband Bill’s top confidant, she played an important role in the development of the Miami Lakes community. Despite all of her accomplishments in the community, Pat was most proud of her marriage, children, 10 grandchildren (Andrea Graham Rechichi, Kris Graham, Laura Wyllie, Philip Wyllie, Kay Gordon, Lee Gordon, Danny Martinez, Alison Martinez, Mike Martinez and Katie Martinez), and great grandson (William Rechichi).

to park their cars near the Par 3 golf course and ride a bus to connect them to Metrorail, as part of partnership with MiamiDade. The town’s budget for next year also includes sidewalk replacement ($170,000); street lighting utilities and repairs ($332,000); N,W. 67 Avenue widening project ($489,000); and $150,000 for the Par 3 golf course design. Some of the significant budget changes are excluding $1.4 million in carryover funds for litigation fees and reserves ($624,000); beautification projects and park improvements ($362,300); employee rendition and training ($158,300); miscellaneous projects ($134,000) and reserves ($121,400), as the expense budget reflects an increase of about $1 million from last year. For transportation improvements, Miami Lakes has budgeted $4.2 million for the N.W. 59 Avenue extension that includes the Public Works Storage and Boat Yard ($775,000); roadway and drainage improvements in Lake Sarah ($590,960); the construction of Safe Routes to School ($580,000); milling and resurfacing of Miami Lakeway South between N.W. 67 Avenue and Lake Candlewood Court ($193,252); on-road bike path striping at N.W. 89 Avenue near Barbara Goleman High School ($50,000); and traffic calming devices ($25,000).

The town’s Mobility Fee would fund the design of the underpass bridges at N.W. 146 Street and the Palmetto, and N.W. 160 Street and the Palmetto ($330,000). Also, Mobility Fees in the amount of $300,000, in conjunction with a $1 million FDOT TAP Grant awarded to the town is allocated for design and construction of

Business Park East ($650,000) and Main Street East ($650,000) complete streets implementation projects. The N.W. 67 Avenue Widening Project, south of the Palmetto, is funded by the Town Center Developer’s Contribution in lieu of road impact fees ($408,069).

Miami Lakes Congregational Church Concert Series will present the Miami Chamber Players performer chamber music for violin and piano at 5:30 p.m. on Sunday, October 8, at the church, 6701 Miami Lakeway South. The program includes the violin Sonata #1 in G major by Johannes Brahms, and other audience favorites including the czardas by Monti and the theme of Schindler’s List among others, performed by acclaimed musicians of the Miami Chamber Players. Brahms loved chamber music in all forms, and wrote piano parts for himself to play. It was not happenstance that he introduced himself to Vienna with chamber music, particularly the G-minor and A-major piano quartets. Brahms’ Violin Sonata in G major in a gloriously lyrical works with long-breathed melodies and expansive extrapolations developments.

The Miami Chamber Players is a professional ensemble of rotating Miami-based awardwinning musicians who get together to play the world’s best chamber music in intimate spaces, directed by concert pianist Adolfo Vidal. County Commission chair Esteban Bovo Jr. is guest speaker at Miami Lakes Chamber luncheon Oct. 11 Miami-Dade County Commision Chairman Esteban Bovo Jr., will be the guest speaker at the Miami Lakes Chamber of Commerce monthly membership meeting. The event is scheduled for Wednesday, October 11 at 11:30 a.m. at Don Shula’s Hotel, where Miami Lakes Council members and residents may be on hand to discuss a disputed FDOT study which suggested placing I-75 interchanges at N.W. 170 Street and N.W. 154 Street by 2022 would not have a major impact on the town’s congested roadways. Residents have expressed opposition to the study, indicating the expansion of traffic would possibly bring gridlock to a complete standstill. During his Miami Lakes Chamber luncheon appearance, Bovo will be presenting the county’s SMART Plan. He will be accompanied by Aileen Boucle, executive director of the County’s Transportation Planning Organization. Bovo was first elected to the County Commission in 2011 in a special election to represent District 13, which includes Hialeah, Miami Lakes, Palm Springs North and several other unincorporated neighborhoods. On the County Commission, Bovo currently serves as chair-

Miami Lakes Pumpkin Patch is open with various events planned THE MIAMI LAKER

Two and a half truckloads of pumpkins are winding their way to Miami Lakes United Methodist Church for the 20th Annual Pumpkin Patch. The church is at located at 14800 N.W. 67 Avenue on the corner of Miami Lakes Drive and Ludlum Road. The patch is open daily, from October 5 to 31, with free admission on weekdays from 10 a.m. to 4 p.m. and $3 admission for adults after 4 p.m. on weekdays and all day on weekends. Children 12 and under are free with the paid admission of one adult ticket. The $3 admission may be applied toward any pumpkin or gourd purchase. The traditional Fall Festival and Craft Show is canceled for this year and in its place will be an event every Saturday of the month. Updates will be made on the church website for event scheduling and details. Crafters interested in participating should email babagrap@gmail. com for a vendor application. Town honors hurricane volunteers ‘The Spot’ has events for teenagers during Ocober

MAYOR MANNY CID posted a FaceBook photo which recognized dozens of resident volunteers who participated in Hurricane Irma cleanup efforts. “They shoveled sand, distributed ice and food, put up shutters for seniors, and now they are helping collect supplies for Puerto Rico,” Cid posted. “These kinds of emergencies bring out the best and worst in society. The folks at Town Hall tonight were the best Miami Lakes has to offer. A special shout out to our volunteer MVP Tony Fernandez. (Shown at the podium). We also honored our staffers who went above and beyond before and after the storm.”

Mayor Manny Cid will deliver his first State of the Town address on October 17

Miami Lakes Mayor Manny Cid delivers his first State of the Town Address, which is scheduled for 6 p.m., Tuesday, October 17 at Town Hall, 6601 Main Street. The event is sponsored by JetStream Federal Credit Union and will be catered by the Miami Lakes Educational Center’s Culinary Arts Program students. Cid will highlight the town’s accomplishments amid his first term as mayor and Miami Lakes priorities for the new fiscal year while recognizing the Town’s business, volunteer and employee of the year. U.S. Congressman Mario Diaz-Balart will be a special guest for the event. Last month, the town voted to keep the same rate of 2.335 for property taxes and approved a $26 million budget for fiscal year 2017-2018. The town is focusing on improving the town’s parks and recreation areas; reducing traffic congestion; erecting a roadway extension to connect to a public works storage and boat yard; and make roadway and drainage improvements. But the town is still in the

Annual Vets Parade is set for Sunday, November 5

Across the span of 30-plus years, the Town of Miami Lakes, and the former Miami Lakes Civic Association, have saluted veterans with the longest running parade in all of Miami-Dade County. This year, the Town and its Veterans Affairs Committee will host the 38th annual Veterans Day Parade on Sunday, November 5. Sponsored in part by The Graham Companies, the patriotic parade features more than 3,000 participants including active-duty and retired military, veterans’ groups, local high school and middle school marching bands, JROTC units, and more.

Organizations interested in participating are asked to submit an application by Wednesday, October 25, to www.miamilakes-fl.gov/vc. The parade can be viewed from multiple locations along Ludlam Road from Bull Run Road to Eagles Nest. Shula’s Athletic Club hosts ‘Glo for the Cure’ breast cancer awareness event By R.A. Romero The Miami Laker staff October is Breast Cancer Awareness Month and Shula’s Athletic Club is doing its part by hosting Glo For The Cure, a week of black light fitness classes to raise funds for a local organization the Women’s Breast & Heart Initiative. All classes and events are open to all non-members. Main Street Players present The Underpants at Playhouse from now until October 22 By R.A. Romero The Miami Laker staff Louise Maske’s underpants fall to her ankles in the middle of the king’s parade and quickly as they fell, there are suitors at her door ready to treat Louise as a muse or as property, but somehow never as a woman to love, which is a problem for her and lucky for her clueless husband, Theo. There are moments of The Underpants that can speak to thinly-veiled racism, sexism, and the quagmire of a poet professing love that he dare not undertake and all could be parsed for subtext but as the director of the play, Danny Nieves, wrote in the program: This play is about having fun. The audience roared with laughter at every perfectly timed exchange, every on point expression, and at times the cast had to give pause before their next line to allow the audience chance to exhaust itself from

laughter. The cast was full of great performances but the stand out was the nosy neighbor, Lucy Nunez as Gertrude, with her perfect blend of rapid-fire speech and wide-eye glances. The Underpants runs from now to October 22, with performances on Fridays and Saturdays at 8 p.m., and Sundays at 2 p.m. with a one-time showing at 5 p.m. on Sunday, October 8. The cast features Sheri Wieseman as Louise, Michael Fernandez as Theo, Steven Chambers as Versati, Anthony Wolff as Cohen, Lucy Nunez as Gertrude, Murphy Hayes as Klinglehoff, and Michael Cabal as The King. Residents who are interested in helping to improve Miami Lakes’ road infrastructure are invited to join the town’s Transportation Department for a Complete Streets Design Workshop which has been rescheduled to Monday, October 23, from 6 to 8 p.m., at Town Hall, 6601 Main Street. In addition, nightly throughout October, Town Hall is illuminated in pink lighting and throughout the day, the lobby lights also glow pink. In honor of the month, Mayor Manny Cid and Council members highlighted a special nonprofit organization in the Town. The Women’s Breast & Heart Initiative impacts the community with its door-to-door outreach program, and by providing education, screenings, and referrals to underserved women. Mater Lakes teachers and students face off before Heat-Spurs game Oct. 25

Before the Miami Heat and San Antonio Spurs clash at the American Airline Arena on Wednesday, October 25, the teachers and students at Mater Lakes Academy will settle their classroom differences on the same basketball court. The game between teachers and students is part of Miami Heat Day for Mater Lakes

Academy, which also includes the school’s girls dance team performing before the HeatSpurs game, and lunch at Bayside Market Place. A student cost of $50 allows him or her to participate in the event. Friday, October 13 is the deadline for students and teachers to register.

FOR THE THIRD YEAR in a row, Bob Graham Education Center had an official girls’ soccer team participate in the 2017 Soccer Season as part of the Miami-Dade County Public Schools Sanctioned Sports. This group of girls has been under the leadership of Coach Oscar Bravo pictured on the far right. They have practiced diligently, however their goal was to have fun while doing so. No matter the outcome of the games, players enjoyed their cheers of victories and emotional defeats. Mater Lakes Academy began a Health Services Academy five years ago, with two Health Services classes. The students enrolled in the class would become CPR and First Response trained, under the direction of firefighters Christopher Wydra, Hialeah Fire Department, and Nicolas Wydra and Ron Piel, Miramar Fire Department. Over the years the program grew from two classes to seven the following year, and enrollment continues to grow and has

now expanded from not just health science classes, but to Emergency Medical Response, and now the Emergency Medical Technician program. “Our classes were growing and we felt this is the time in which we needed to give the students an opportunity to advance and be exposed to careers in the medical field, whether it be careers in public service or in the medical field,” said Wydra. This year Mater Lakes Academy has 17 seniors who com-

prise the first EMT class of the school and the first public charter school in the county. In order for the students to be enrolled in the EMT program, they have to have taken and passed the National Emergency Medical Responder’s exam over the summer. During the school year, they will be taking EMT courses in high school and will receive Dual Enrollment credits from Barry University and once they pass the Emergency Medical Technician’s exam, they can become a licensed EMT and can apply directly to Fire Schools and apply for jobs as Paramedics.

A ribbon cutting ceremony was held in late September for the program and was attended by State Representative Manny Diaz, Jr., Miami Lakes Mayor Manny Cid and Councilmember Nelson Rodriguez, as well as members of the City of Hialeah and City of Miramar Fire Departments, and Dr. Dwight Bernard of Miami-Dade County Public Schools Charter School Operations. The honor of cutting the ceremonial ribbon was given to Representative Diaz. “I want to become a trauma surgeon and I feel this program exposes me to aspects of my future career. I love the atmos-

phere of the class and the opportunities we are being provided,” said student Ashley Zuniga. Another student, Emilia Rodriguez, said “I want to work in the medical field as well and this class has given me a glimpse of careers available. What I most enjoy about the class is that we are like a family. St. Thomas Univ. will induct Miami Heat general manager Andy Elisburg in Hall of Fame

Andy Elisburg, senior vice president of basketball operations and general manager of the Miami Heat, will be inducted into St. Thomas University Bobcat Sports Hall of Fame. The honor will be bestowed upon Elisburg at 6 p.m., Sunday, November 5, during the college’s popular Stone Crab Dinner at the Fernandez Family Center for Leadership and Wellness. Elisburg, who served as a student manager for the Bobcat men’s basketball team, joined the Heat franchise during its inaugural season in 1988, while completing an internship to fulfill his graduation requirements towards his St. Thomas University sports administration degree.

He has remained with the Heat organization ever since and has been a true Bobcat “Leader for Life,” as he continues to mentor student-athletes through his philanthropic donations to the TOTAL Student Success program. Elisburg has been part of the Miami Heat for most of the team’s top draft picks, free agents signings and championship teams. Elisburg was there for the Heat’s first-ever draft pick, Rony Seikaly, from Syracuse; traded for Alonzo Mourning and Shaquille O’ Neal; drafted Dwayne Wade; and perhaps the franchise’s biggest free agent signing, LeBron James, in 2010. Pace High School partners with hurricane relief outreach groups

By Raquel Edmundson Special to the Miami Laker Pace High School and the school’s Campus Ministry Department are currently working together to offer aid to storm victims throughout the Caribbean and the Keys after the recent impact of Hurricanes Irma and Maria. Through partnership with the Basilica of Saint Mary Star of the Sea in Key West and their organization called the SOS Foundation, Pace is currently collecting supplies and monetary donations that will directly assist the low-income individuals and families of Monroe County. In addition, the school has partnered with the Catholic Charities of the Archdiocese of Miami to provide monetary donations for the aid of those in Florida as well as in the impacted islands of the Caribbean.

STUDENTS at Pace High School teamed up with organizations to bring necessary aid to Hurricane Irma victims. To join Pace High School in visiting www.sosmission.org or this outreach effort, monetary www.ccadm.org. donations can be made directly through these organizations by

St. Thomas University will offer free room and board through the Spring of 2018 for up to 100 college students in Puerto Rico and affected islands in the Caribbean who wish to continue their studies at STU following Hurricanes Irma and Maria. Monsignor Franklyn Casale, STU president said, “We are committed to helping college

students who were affected by the storms continue their education with as much east and comfort as possible.” Students affected by the hurricanes will receive free room and board on a first-come, firstserved basis upon continuing their studies at St. Thomas. A free meal plan, compliments of Metz Culinary Management, will be provided for the first 100

Through October 14, the University’s application process has been shortened and expedited for eligible students from Puerto Rico and other affected islands in the Caribbean. Miami Dade College’s acclaimed Miami Film Festival GEMS 2017 is supporting the victims of Hurricane Irma with the recent addition of the film “The Leisure Seeker” to their GEMS lineup. The film, directed by Italian filmmaker Paolo Virzi, was shot in Key West and stars Academy Award-winner Helen Mirren and two-time Golden Globe-winner Donald Sutherland, as they recapture their passion for life and their love for each other on a road trip that provides revelation and surprise right up to the very end. All ticket sale proceeds for the film screening will be donated to the United Way of the Florida Keys for the Hurricane Irma Relief Fund. “We are thankful to Sony Pictures Classics for the opportunity to showcase a film that not only was partially shot with such a phenomenal cast in Key West, an important and iconic staple of our community, but also because 100 percent of all proceeds will go directly to those affected by Hurricane Irma in that area,” said Jaie Laplante, director of the Miami Film Festival.
