‘Nightmare on Montrose’ set for Picnic Park West on October 28

Force’s annual Halloween event, “Nightmare on Montrose” beginning at 5 p.m. on

Saturday, October 28, at Miami Lakes Picnic Park West, 15151 N.W. 82 Avenue. Lakes Chamber luncheon By David Snelling The Miami Laker staff In 2002, Miami-Dade voters approved a half-penny sales tax increase to fund improvements to the county’s transit and transportation services under the People’s Transportation Plan to take cars off the roads and place people in reliable bus services. As part of the plan, a lot of pennies have added up which allowed 34 Miami-Dade municipalities, including Miami Lakes, to receive their share of the money to purchase circulators to transport people throughout their cities. But the rest of the plan hit a snag in 2008 following the economic meltdown, and years of delayed projects for a Metrorail expansion, express buses and a light rail system have pushed people, who are stuck in traffic for hours, beyond the point of frustration and some are mulling moving to another city. Even some of the major high-

ways are congested during morning and afternoon rush hours, including the Palmetto Expressway, the Dolphin Expressway, State Road 112, and Interstate 95, and voters are second-guessing the purpose for the sales tax increase and might call for a referendum to rescind it. Such a move could cause an economic downward spiral for Miami-Dade since economic stability has been the county’s biggest challenge, which led to the Strategic Miami Area Rapid Transit Plan (SMART) in hopes of restoring the massive transportation improvement plan by securing the bulk of the money from the federal government. The SMART plan, which was created by the county’s Transportation Planning Organization (TPO) in 2016, is a comprehensive plan which advances six rapid transit corridors to the Project Development and (Please see Page 3)

Optimist Club’s RBI softball team has undefeated season Miami Lakes Optimist Club’s girls softball team ended the R.B.I. season by going undefeated and capturing the championship back-to-back. The girls defeated a combination of Hialeah Miami Lakes and Barbara Goleman players in the playoff by a score of 10-3. They played the championship versus a team consisting of Doral Academy and Miami High and won 12-2. “The girls played hard all season,” said coach Alex Castroman. The Miami Lakes team consisted of American High and Miami Lakes Optimist recreational players.

“Every single girl played a significant role during the season. It was a team effort, if one girl was off, there were 11 others peaking,” Castroman said. The girls were presented the trophy during a Miami Marlins home game. They were brought down to the field by the Marlins dugout where ex-Marlin Cliff Floyd presented them with the trophy. They also got a visit from Miami Lakes Councilmember Tim Daubert, who attended the game, making his way to where the girls were and congratulated them for representing Miami Lakes.

Miami-Dade County Public Schools (M-DCPS) will be hosting special events across the county to kick off school bond projects resulting from the overwhelming voter approval of the $1.2 billion General Obligation Bond (GOB). The bond is being used to modernize and construct school buildings throughout the District, expand

student capacity, enhance facility safety, and provide technology upgrades at all schools. The kick-off event was hosted at Hialeah Miami Lakes Senior High School, home of the Trojans, which took place on Thursday, October 12. The kick-off event to break ground was attended by Schools Superintendent Alberto M.

Carvalho, principal Lisa B. Garcia, Miami Lakes Mayor Manny Cid and District representatives. Slated to be completed March 2019 at HML, the total GOB investment of $6.3 million will provide for a number of improvements, including a new bus drop-off and covered walkway, resurfacing and restriping

of the basketball courts, renovation of the gymnasium’s bleachers, a new scoreboard, a new softball dugout, system-wide improvements to the HVAC system, new flooring, ceiling tile and grid replacement, and classroom technology upgrades throughout. HML was built in 1971 to serve students who live in

Elder law forum scheduled Nov. 4

Miami Lakes Elderly Affairs Committee, together with the Miami Lakes Bar Association, will host an Elder Legal Forum from 10 a.m. to noon on Saturday, November 4, at the Mary Collins Community Center, 15151 N.W. 82 Avenue. New Testament Baptist Church hosts ‘Trunk-orTreat’ event on Halloween night

Romero The Miami Laker staff New Testament Baptist Church near Miami Lakes is holding its annual Trunk-or-Treat and fall festival on October 31, from 7 to 9 p.m. in the parking lot of the church, located at 6601 N.W. 167 Street. The event is a safe, familyfriendly alternative to Halloween, and will offer treats and goodies to children with stations at every car trunk parked in the parking lot. Some of the trunks will be “nut-free” for those with allergies who would still like to participate. “Nutfree” cars will be teal, the official color for allergy free treats. To maintain the atmosphere of the event, the church asks that those attending do not wear evil, scary, gory or lewd costumes. All children must be accompanied by parents. Though the trunk-or-treat event is free, suggested donations will be collected for the hurricane victims in Puerto Rico and the Caribbean. Donations can be monetary or material goods such as baby supplies, bottled water, canned food, and feminine products. Disaster relief support isn’t limited to the event, those interested in donating can do so by dropping off donations at the church or school any time in October. Halloween is just around the corner and only 11 days remain for residents and visitors to enjoy the Miami Lakes United Methodist Church’s 20th Annual Pumpkin Patch at 14800 N.W. 67 Avenue on the corner of Miami Lakes Drive and Ludlum Road. The patch is open daily until October 31, with free admission on weekdays from 10 a.m. to 4 p.m. and $3 admission for adults after 4 p.m. on weekdays and all day on weekends. Drivers should also be aware of their surroundings by eliminating distractions and take extra time to drive through residential areas. No Tricks, All Treats: Costume accessories should not be sharp to avoid accidents. Avoid wearing decorative contact lenses to lower risk of eye injury or infection. Pumpkin carvings should be handled by an adult and little pumpkins should not be left unattended. While trick-or-treating, sticking to a well-known and well-lit neighborhood path is safest. Never enter a home or vehicle for treats or accept rides from strangers. Avoid homes that are not well-lit. Healthy Haunts: Be sure to only eat the treats that have been inspected and approved by a parent or guardian. According to the American Academy of Pediatrics, parents should be certain that all treats are factory wrapped and throw away any spoiled or suspicious items. SMART transportation plan (Continued from Page 1) Environmental study phase to determine the costs and potential sources of funding for the projects. The plan aspires to enhance mobility and reduce traffic gridlock throughout Miami-Dade, by extending Metrorail to the east and west corridors, offering rapid transit bus services to run along six major corridors, developing a light rail system and creating more than a hundred miles of paved paths, bike lanes and neighborhood streets with sidewalks for safe walking. FDOT is funding three of the corridors and the county is seeking major financial support for the other three, according to Miami-Dade County Commission chairman Esteban Bovo Jr., who was the guest speaker for the October Miami Lakes Chamber of Commerce membership meeting. “I am a rail person and I want to see the rail expansion,” Bovo said. “The SMART plan creates jobs, economic opportunities, and taxes to pay for the operation and maintenance of the rail.” Bovo, whose district includes Miami Lakes and Hialeah, said since the sales tax increase went into effect 15 years ago, frustrated residents are seeing little

results in improving mobility, as the traffic gridlock gets worse, conceivably leading to road rage and people being constantly late for work and school. He fears residents may rescind the tax increase mostly through a referendum in the future if the traffic congestion and mobility are not improved. Aileen Boucie, executive director of TPO, said the county’s SMART plan is similar to San Francisco’s and Los Angeles’ rapid transit plans. The SMART plan calls for extending the commuter rail system and creating a light rail system to run near the corridors to connect passengers to buses and jitneys and transport them to their destinations. Bovo said the original creators for Metrorail had erred by designing the elevated six-car train to run in areas where people rarely need to go for the past 32 years. In contrast, a light rail system is what the county needs which can transport people from Aventura, North Miami Beach, North Miami, with Downtown Miami as its final destination. “And we’re talking to other cities along the corridors on how do we move people better around Miami-Dade,” he said.

I want to make some noise, make it fun,� said Rufino Paulino, owner of the newest restaurant in Miami Lakes, Dr. Limon's Ceviche Bar, located at 7341 Miami Lakes Drive in the Cypress Village shopping center. Though an official grand opening celebration is still in the works and a ribbon cutting with the Town Council happened only a couple weeks ago, Paulino's restaurant is overflowing with customers, new and familiar faces. The original Dr. Limon's Ceviche Bar is located in Kendall and a second location opened in Sweetwater. Despite the drive to get a taste of the specialized ceviche options, regulars from all over, including Broward and Miami Lakes, make the trek there every weekend. Now with the opening of a Miami Lakes location, and the first franchise of the Dr. Limon brand, ceviche fans don't have to travel far. Regulars are well-aquainted with Paulino who worked as a server for several years at the corporate locations. Originally from the Dominican Republic, Paulino didn't know how to

cook, “not even boil an egg,� he said, when he first arrived to the states several years ago. He studied civil engineering in his home country but in Miami is where he learned to cook. Paulino worked every station in a restaurant, giving him first hand experience for what makes a successful restaurant and understanding for his employees whom he affectionately refers to as his colleagues. After many years working as a server in the Kendall location he jumped at the opportunity to be the first franchisee of the Dr. Limon brand, as did his family. “This is a family affair,� said Paulino who speaks fondly of his parents and sisters who each bought a share in the restaurant franchise. “My family loves the food and we wanted to do this together. I couldn't have done this without them, my daughter, and without my girlfriend who has been a huge support system for me as I started this new adventure.� Paulino is passionate about his work and delighted he gets to embark on this with his loved ones. For those who are nervous to try something different like ceviche, Paulino encourages them to be “adventurous.� Over 15 different styles of ceviche are offered at the restaurant

Kiwanis Club hosts annual charity square dance on Saturday, Oct. 21

Kiwanis International and UNICEF joined forces on a five year project to raise $110 million dollars to eliminate maternal and neo-natal tetanus in third world countries. This project was appropriately named the ELIMINATE project and for just a $1.80 a child or mother is vaccinated against tetanus. To date over $100 million has been raised towards meeting the goal. This being accomplished through the efforts of Kiwanis clubs worldwide and their sponsored leadership clubs (SLPs) such as CKI clubs at the collegiate level, Key Clubs at the high school level, Builders clubs at the middle school level and K-Kids clubs at the elementary school level and Aktion clubs (for adults with disabilities). Summary of October 4 Town Council decisions THE MIAMI LAKER

By David Snelling The Miami Laker staff Barbara Goleman High School is bringing the 22nd and 23rd century to Miami Lakes in 2018-2019, when the school ushers in a new Mega Magnet program, which is aimed at enhancing the quality of education for students in an effort to help them stay consistent with the national standards of learning. Unlike a traditional Magnet program, the Mega Magnet program teaches more than a set of skills, as students have a new way of looking at the work in a creative place where students feel safe and are enthusiastic about learning and participating in school activities. During the October 4 Miami Lakes Town Council meeting, Miami-Dade County Public Schools Board member Perla Tabares-Hantman made the announcement about the program that she has been trying to launch for years. She said a $15 million federal grant over the next five years allows the school district to enhance education opportunities for students at the highest levels of academic achievement with Goleman leading the way with the Mega Magnet program. “I’m very excited about this,” she told council members. “It took a while but we finally got it.” Coral Reef High has been the only school in MiamiDade with a Mega Magnet program, according to Miami-Dade Public Schools. Goleman principal Joaquin Hernandez said the Mega Magnet school offers eight different programs including digital marketing, financial issues, enhancement of AP courses and Cyber Security. “We are bringing the 22nd

and 23rd century to Goleman High School,” Hernandez said. “In my 30 years in education, this program is the biggest thing to happen in my life.” The program is currently in the development and planning stages and will accept students commencing in the 2018-2019 school year. Council members praised the new program, indicating the new Mega Magnet program places the town at the pinnacle of education. Councilmember Marilyn Ruano, a strong advocate for education whose son attends Goleman, said placing the Mega Magnet program at the school was the best choice. “With the number of schools you could’ve chosen, you picked Goleman and I thank you for choosing us,” she said. “I can attest to the hard work they do at the school and we will work even harder to make sure it’s the best Mega Magnet program.” Councilmember Ceasar Mestre said a lot of residents will be excited over the new program. “While campaigning last year, I learned that some residents were moving because they weren’t satisfied with schools,” he said. “The Mega Magnet program is the missing piece of the puzzle to make us a better community.” In other Town Council News: • Council members gave their final approval to mitigate the impact of construction sites to preserve adjacent property values and quality of life by requiring a site management plan, temporary fencing and establishing property standards that should apply to all construction sites. • Council members tabled an ordinance on second

reading that would facilitate the complete buildout of the town’s sidewalk network by requiring certain developments to construct new sidewalks, repair existing sidewalks or pay into a mitigation program to offset Miami Lakes’ cost of performing the work. The work is consistent with the town’s Complete Streets Master Plan and identified in both the Strategic Plan and Comprehensive Development Master Plan for the town’s Mobility Programs. But council members were concerned over some of the language in the ordinance that would hold homeowners and landowners responsible for building or repairing sidewalks when they decide to renovate their buildings and homes. Lawmakers didn’t feel comfortable of a charge of 50 percent of the value of the land to help build and repair sidewalks, and wanted to eliminate placing the responsibilities on landowners if the construction didn’t damage the town’s sidewalks. • Council members gave their initial approval for an ordinance to amend the town’s 2016-2017 budget to create a Disaster Fund for the expenses for Hurricane Irma clean-up and recovery efforts. The ordinance calls for a net of transfers of $1.5 million. Nikki Sheaks named Miss Miami Lakes Nikki Sheaks has been selected to represent Miami Lakes at the nationally televised Miss Florida USA/ Miss Florida Teen USA 2018 pageant. Heyman said the county’s program allows police officers two choices – arrest someone for committing a crime or issuing civil citations for misdemeanors that include litter, illegal use of dairy cases, trespassing, retail theft by removing a shopping cart, loitering and prowling, possession of marijuana in amount of 20 grams or less, and possession of drug paraphernalia. She said the program reduces crime and saved the county money and police time. “It keeps our officers in place here instead of traveling to the TGK Center to transport someone who committed a crime,” she said. “It’s cost saving and keeping your men and women here.” Cid said the town might want to take a look at a similar program for Miami Lakes in the future. • Lawmakers approved Ruano’s proposal to make

assessments and recommendations on improving Jerry’s Squad to better assist during natural disasters. Jerry’s Squad, named after the late Jerry Schneider, is a group of volunteers who assist residents, especially senior citizens, with their property’s needs, including helping putting up shutters and have the proper equipment in preparing for a hurricane. • Council members approved Nelson Rodriguez proposal to improve the town’s hurricane preparedness by revisiting several issues including a permanent generator for Town Center, handheld radios (using Hialeah’s or Miami-Dade Country’s infrastructure), and a Code Red citizens notification system. Rodriguez said the new preparedness plan could be costly and is requesting town staff to seek funding for the program.

38th annual Veterans Day Parade Town Council presents scheduled to step off on Nov. 5 community recognitions

For more than 30 years, the Town of Miami Lakes, and the former Miami Lakes Civic Association, have saluted veterans with the longest running parade in all of Miami-Dade County. This year, the Town and its Veterans Affairs Committee will host the 38th annual Veterans Day Parade on Sunday, November 5. Sponsored in part by The Graham Companies, Miami Lakes AutoMall, the Optimist Club of Miami

Lakes, and Vista Memorial Funeral Home, the patriotic parade features more than 3,000 participants including active-duty and retired military, veterans’ groups, local high school and middle school marching bands, JROTC units, and more. The U.S. Department of Education’s Magnet Schools Assistance Program announced that Miami-Dade County Public Schools (MDCPS) was among the 32 grant award national winners for 2017. M-DCPS was one of only four districts in Florida to win the award and one of only three districts nationally to receive the full award amount of $15 million over five years. “This grant will provide $15 million over the next five years to greatly en-

hance programming and educational opportunities at three schools in our district, with Barbara Goleman Senior High School becoming a Mega Magnet,” said School Board member for District 4, Perla Tabares Hantman, while revealing the new program during the October 4 Miami Lakes Town Council meeting. The current 2017-18 school year will be utilized as a planning year in which personnel, equipment, and curriculum will be galva-

nized into action. Goleman will begin accepting students into its new, districtwide, STEM magnet programs for the 2018-2019 school year. The new magnets, which will have multiple strands designed to increase rigor and promote higher academic achievement include: Information Systems Technology; Digital Marketing; Financial Technologies (FinTech); Cybersecurity; and AP Capstone.

Zonta’s annual Fall Flea Market scheduled October 28 There is still time for prospective vendors to sign up for the Miami Lakes Zonta Club’s annual Fall Flea Market scheduled for Saturday, October 28. MATER LAKES ACADEMYʼS girl’s volleyball team is undefeated in district play with an 8-0 record and 10-1 overall. The Lady Bears are the No. 1 seed in the district tournament, which starts this week, and are favored to win it. During the regular season, the Lady Bears defeated district foes Edison twice and iMater Charter on two occasions as well. They were very impressive against Hialeah and defeated Monsignor Pace twice in back-to-back games. The Lady Bears’ lone loss came at the hands of LaSalle.

Florida International University senior tennis player Andrea Lazaro recently defeated Auburn's Alizee Michaud, 6-3, 6-0 in the first round of the main draw of the 2017 Riviera/ITA AllAmerican Championship, last week at the Riviera Tennis Club in Pacific Palisades, California. The upset victory over Michaud, the No. 9-ranked player in the country and No. 8 seed in the event's main draw, marked the biggest win in Lazaro's singles career and in FIU tennis history. A native of Barcelona, Spain, Lazaro also defeated other two nationally ranked players during the tournament; No. 61 Stefana Andrei of Louisiana-Monroe and No. 52 Ayan Broomfield of UCLA in the qualifying draw.

The two teams were part of the east coast versus west coast tournament and South Florida Youth Soccer Association’s commitment to helping soccer players and their families, who were affected by Hurricane Harvey in Texas and Hurricane Irma which left South Florida in its path of destruction.

As the fall season is underway, Pace High School is preparing to welcome hundreds of prospective families to its annual Open House on Saturday, October 28. There will be two sessions and families can choose to attend at either 8:30 a.m. or 10:30 a.m. The Open House offers families with the opportunity to meet the administration, tour the 44-acre campus, and receive more information on the school’s academic and extracurricular offerings. St. Thomas University soccer player Chris Valdes, a Barbara Goleman High graduate, helped the Bobcats remain undefeated in conference play, as his team defeated rival Florida Memorial University, 7-1, last week at home. Bobcats starters Santeri Bergman, Harry Molyneux, and Chris Giraldo were also stout throughout the match, holding the Fighting Lions to just two shots in the first half and none on goal. The defense continued to hold the Lions scoreless for the first 63 minutes of the match before allowing a goal in the 64th minute. In total, the Bobcats out-

Mater Lakes scores top in state, national certification THE MIAMI LAKER

The results are in for the industry certification exams taken by the students in the Academy of Education at Mater Lakes Academy. Students had to take seven subject area exams for the state certification from the Department of Children and Families and then the Child Development Associate exam for the national certification. For the state exam over 90 percent of the students passed their exams and were able to get certified. The subject areas and respective passing rate were Behavioral Observation and Screening, 91 percent; Child Abuse and Neglect, 96 percent; Child Growth and Development, 94 percent; Facility Rules and Regulations, 92 percent; Health, Safety, and Nutrition, 100 percent; Preschool Appropriate Practices, 95 percent; and Understanding Development Appropriate Practices, 98 percent. For the national certification, Child Development Associate, 98 percent of the students passed the exam. The Early Childhood MATER LAKES ACADEMYʼS Early Childhood Education students celebrate their Education program in the top scores in both state and national certification exams.

Goleman Police Explorers honored for hurricane relief

MIAMI-DADE SCHOOLS Police Department Police Explorers from Barbara Goleman High School were recognized for volunteering to help people following Hurricane Irma, which destroyed some areas in Miami-Dade County. The Explorers helped pass out water and food to people affected by damages the storm caused, and removed downed trees and debris from business and residential properties in Miami Lakes and the surrounding areas.

Students also earn college credits from MiamiDade College. To prepare for the exams, the Early Childhood Education students had intensive training, which consisted of four levels of Early Childhood, creating a teaching portfolio, and they were also observed by National representatives of the CDA. “I am so proud of their hard work and dedication. Not only did they complete everything needed to become state and nationally certified but they did that all while teaching and caring for the children of the Cub Academy preschool,” said Joanna Mansfield, director of Early Childhood Education. Results are in and for the seventh year in a row, Miami-Dade County Public Schools (M-DCPS) has continued to increase Advanced Placement (AP) exam passing rates, while also increasing AP enrollment. More than 30,000 M-DCPS students participated in 2017 AP exams, showing an overall passing rate of 53 percent, a 2 percent increase over the previous year. “Miami-Dade County Public Schools continues to lift the bar on student academic achievement,” said Superintendent of Schools Alberto M. The students scored at the 95th National Percentile on one or more of the Iowa Assessments subtests to make them eligible for the

This unique experience, currently in its fourth year, offered current Pace students the chance to preview potential college options within the state. The group toured the University of South Florida, Florida Gulf Coast University, University of Florida, Florida State University, University of North Florida and University of Central Florida. A highlight of the trip was when Pace students were able to reunite with several Pace High School alumni who are now current students at UF, UCF and FSU. Longtime resident Donald Boyd Donald B. Boyd, USCGR, passed away on September 27, after a 5-month battle with pancreatic cancer. Boyd was a 66-year resident of Dade, 41-year resident of Miami Lakes, and a graduate from Hialeah High Class of 1965 and Barry University in 1991. He was a retired airfield operations supervisor with the Miami-Dade Aviation Department at Miami International and retired USCG Reserve CW04 with 4-years active duty and 30years reserve duty. Boyd was also an avid photographer and many of his aviation photos are wellknown throughout the world. He won third, second and first place in the civil aircraft category three separate years in Aviation Week’s Annual Photo Contest and he licensed imaging rights to numerous companies for advertising and publicity purposes since retiring in 2000. Boyd is survived by his best friend and wife of 35 years, Karen C. Boyd, his two daughters, Karen D. Kramer, and Donna E. Boyd, son-in-law Jonathan Perez, his two grandsons
