Town’s Seat 5 race features three political newcomers By David L. Snelling The Miami Laker staff When Miami Lakes Councilmember Manny Cid decided to run for mayor, 10 candidates initially filed papers to run for his vacant Seat 5, but only three qualified while the others failed to do so or withdrew from the race. Luis Collazo, former chair of the Miami Lakes Elderly Affairs Committee; Esther Colon, a former town manager for Lauderdale by the Sea; and attorney Nayib Hassan are seeking the vacant seat on election day, November 8. The three town council hopefuls submitted their candidate questionnaire to The Miami Laker, sharing their campaigning experiences and residents’ concerns they want them to address if elected to political office. Collazo, 43, received his bachelor’s degree in psychology and a master’s in social work from

Florida International University. He has 20 years of experience working in executive management in the health care profession, primarily in senior housing and long term care. He has been married to Clarisell De Cardenas for 10 years, and they have a 20-month old son, Lucas Collazo. Collazo is the past president of Celebration Point Condominium Association, a board member of the Celebration Point Association and former member of the Miami Lakes Public Safety Committee. He is a board member for the Miami-Dade County’s Finance Committee and the South Florida Behavioral Health Network. Collazo has been living in Miami Lakes for the past 38 years. “At the age of 5, my parents made the decision to move from Hialeah to Miami Lakes,” he said. “Both of my parents made many sacrifices

Council adopts budget with slightly lower property taxes By David L. Snelling The Miami Laker staff The Miami Lakes Town Council adopted a new tax rate for property taxes to help shield residents with Homestead Exemption from a tax hike, and a $35 million budget which included restoring funding for the city’s committees since volunteers play a major role in the town’s affairs. Lawmakers initially kept the 2.3518 rate but reduced it to the rollback rate of 2.3353 mills and closed the $40,000 budget deficit by cutting funding from vacant Town Hall positions and lawmakers’ travel expenses to balance the spending plan for 2016-2017. At last month’s final budget hearing, Town Manager Alex Rey and his staff restored the committees’ funding as instructed after a restriction to spend $300,000 on education, as part of a development agreement, was lifted to cover youth programs as well. But Rey reversed his decision following residents’ concerns the $300,000 would be needed since a

A Look Inside:

large scale residential development would impact Bob Graham Education Center and Barbara Goleman High School. Council members scrutinized the budget and discovered funding to spare residents from a slight tax increase after their property values rose and gave the committees’ the funding they had requested in July without using the $300,000. The new 2.2253 tax rate, which is $2.2253 per $1,000 of assessed property value, generates about $6.1 million for the budget, as well as other revenues to render the level of municipal services residents have grown accustomed to since incorporation. Mayor Michael Pizzi suggested the new rate and lawmakers approved Councilmember Frank Mingo’s proposal to cut $65,000 to $32,000 for a part-time community outreach manager instead of a full-time staff member. The position, which is the town’s public information officer and social media director, has been

Collazo, Colon, Hassan vie for Council Seat 5 votes (Continued from Page 1) service. Serving on the Town Council would allow me to serve every resident and ensuring a better future for Miami Lakes.” If elected, Collazo said he would address issues such as traffic, smart development and growth, public safety, beautification, senior initiatives and efficient government. “I am committed to small and efficient government,” he said. “I will be a tireless champion for fiscal accountability and demanding more with less.” Collazo said residents told him they believe that more can be done in the areas of looming development, and especially, the impact traffic will bring to the north, east and west sides. He also said residents want to ensure that “our” first responders are adequately keeping up with increasing demands for service as “we grow.” Collazo said he plans to have an

open door policy if elected. “I believe this gives elected officials the best perspective on how they can lead by listening to their constituents,” he said. Colon, 62, is a retired government administrator and college professor. She has lived in Miami Lakes for 23 years. Colon said she’s a member of the Zonta Club of Miami Lakes, and she also volunteers at the Miami Lakes Women’s Health Heart Initiative, Lotus House, Joe DiMaggio Children’s Hospital, Brown Mackie College Alumni Community and Lions Heart service activities. She said living in Miami Lakes is neighborly, being able to walk or ride bikes to the parks, movies, concerts, restaurants, church and shop all within “our” community.” Colon, who has raised $7,391 to fund her campaign, said she’s running for political office because she made the conscious decision to

give back and serve her community. “Our current financial position, grant acquisition, traffic congestion and infrastructure, needs to be analyzed and addressed,” she said. “My depth of experience, enthusiasm and resourcefulness will deliver innovative solution to Miami Lakes to help it thrive over the next four years and beyond.” If elected, Colon said she would like to address issues such as citizen engagement and improved communication; improved financial transparency; budget reductions when surveys indicate than less than 10 percent of residents’ interest (quantify return to residents); and more services for Miami Lakes residents and not surrounding communities. She said residents are upset over the construction of Town Hall without their approval and construction financing, traffic congestion and approval of more residential developments and charter changes that were not approved by the majority of residents. “I support and believe in an open door policy for all residents,” she said. “If permissible, I will have office hours because being a public servant is a job.” Colon said residents should vote for her because of her 32 years of experience in municipal and county government, including operations and management. Hassan, 38, has been living in Miami Lakes for 19 years. He briefly moved away for two years to attend law school. “But I always knew that this was my home and this is where I wanted to raise my children,” he said.

He is married to Linet Torres and they have four children, Samantha Rubio, 19, Christian Rubio, 15, Isabella Hassan, 4, and Daniella Hassan, 3. Hassan has been an assistant state attorney in Broward County for nearly three years and a member of the Dade County Bar Association. He said Miami Lakes is a safe haven from outside corrupt influences where you can raise your children without worrying too much about bad influences. Hassan, who has raised $15,065, said he’s running for a Town Council Seat because as a Miami Lakes resident for over 19 years, he strongly believes in fiscal discipline and transparency in government. “Over the past few years, I have witnessed how the lack of resident

involvement can lead to our government getting lost in the politics that can make us lose focus on what is best for Miami Lakes. Hassan said if elected, he would insist on transparency and professionalism in conducting all Town business, and respect taxpayer dollars by avoiding the misspending of funds. “Work faster and more efficiently to relieve traffic jams in our town,” he said. “Increase recreational programs, in our parks, for our children. Ensure our public safety, and engage residents so we always have a voice in important decisions. “I am respectfully asking the voters of our town to give me an opportunity to serve as their voice and represent their interests and their interests alone, as a councilmember.”

Merritt Stierheim moderates Town’s candidate forum Oct. 14 A Candidate Forum for the November 8 general election will be held at 12:30 p.m. on Friday, October 14, at Town Hall, 6601 Main Street, in Miami Lakes The Town has been hosting candidate forums for the past two elections with the Good Government Initiative (which is no longer active). Merrett R. Stierheim, a former interim Miami Lakes Town Manager, will serve as this year’s moderator in collaboration with the League of Women Voters of Miami-Dade County. The Forum will be held in the

Council Chambers beginning at noon with the Mayoral Debate, followed by a debate between the candidates running for Councilmember Seats 1, 3 and 5. Members of the public wishing to submit questions for the Candidate Forum may do so by emailing 2016candidateforum@ miamilakes-fl.gov. As a public information service, the Town will webcast the forum live and the video will be available for viewing later at www.miamilakes-fl.gov/meetings under the “Specialty” tab.

Council restores committee requests in $35 million budget (Continued from Page 1) vacant for some time now. In addition, $11,500 was cut from council members’ travel expenses to attend conferences and National League of Cities events and workshops, leaving them with a $26,000 budget for the year. About $4,400 was left over to cover the committees’ budgets and Rey offset the $2,700 budget shortfall by not filling other vacant positions by the start of the October 1 fiscal year. With the new tax rate, the town’s general fund budget is $6.2 million, which is about a $265,000 increase in ad valorem revenue for the new fiscal year. Miami Lakes has significantly reduced expenses over the last ten years from a high of $21.6 million to a projected fiscal year 20162017 expense budget of $15.8 million. As compared to fiscal year 2015-2016, projected expenses excluding carryover funds for projects ($600,000), developer’s reimbursement of Series 2013 Loan ($1.7 million) and the building permit activity expenses ($1.2 million), the fiscal year 2016-2017 proposed expense budget, reflects an increase of about $391,000. Some budget amendments included reducing the town’s landscape maintenance mowing cycles

from 35 to 32 cycles per year for the pocket packs and landscape areas, a reduction to the property, casualty and liability insurance appropriation, as well as allocating funds for the direct purchase of the LED street light program. Due to the fact that the program is budgeted in the special revenue fund (Peoples Transportation Plan, PTP 80 percent), the need for a transfer to the capital projects fund in the amount of $365,600 is eliminated, and partially off-set by the transfer of $4,400 to the general fund, and thereby reduces the total fiscal year budget to $35.2 million. When the town initially released preliminary figures in June, town staff presented over $1.8 million worth of unfunded projects. But during a two-day budget workshop in August, Rey and his staff were able to find the money to fund the West Lakes Neighborhood Reforestation program ($100,000), the tree removal and replacement program ($28,807) and the addition of two police officers ($250,000) with a COPS grant over the next three years to fund public safety services. The town’s biggest expense is police services capped at $7.6 million.

Pending legal fees cast doubts on Town’s financial security By David Snelling The Miami Laker staff As Miami Lakes put the finishing touches on the town’s $35 million budget for 2016-2017 late last month, council members never discussed the possible impact the mayor’s lawsuit to cover his attorney fees could bring if the city has to pay $2.5 million his lawyers have been requesting for successfully defending him during his federal corruption trial. The two sides agreed to abate the case for six months while Miami Lakes pursues its own litigation against the insurance carrier for refusing to pay Mayor Michael Pizzi’s legal bill. The abatement accord ends in November and no timetable was given for a court’s decision on whether the insurance company or the town itself must cover the mayor’s legal expenses from his 2014 trial, a hot button topic thought to be discussed during the

two budget hearings in September. “This is a long and drawn out process,” Town attorney Raul Gastesi told The Miami Laker. Before the abatement, Pizzi and council members clashed over the lawsuit and the situation boiled over when Councilmember Frank Mingo proposed a straw ballot to determine if residents want Miami Lakes to foot the bill at their expense, which led to heated verbal swipes between the two estranged colleagues. “I don’t believe taxpayers are responsible for the legal issues he brought on himself,” Mingo said earlier this year. But he withdrew his proposal following comments by residents who said the results of a straw ballot would pale in comparison to a judge’s decision. Town Manager Alex Rey said the town has decided to allocate any surplus funds from the fiscal year 2016-2017 budget in case the

court rules in favor of the insurance carrier. “We will have a final number in November, but it should be over $500,000,” he said in an email to The Miami Laker. Following his acquittal in 2014, Pizzi sued Florida’s Governor, Rick Scott, in the state’s Supreme Court to force him to lift his suspension, but he never asked the seven justices to reinstate him. He then sued the town in the lower courts and the Court of Appeals upheld the decision, allowing him to return as mayor in 2015. Pizzi filed two lawsuits against Miami Lakes requesting the town pay his attorneys’ fees from his criminal and reinstatement trials. Miami Lakes settled his rein-

statement court costs for $460,000 in 2015. Council members were reluctant to vote for the settlement agreement but wanted to shun additional court costs and stop the financial bleeding. “This is a tough pill to swallow but I have to put my emotions aside if the attorneys tell you this is the right thing to do,” Council member Ceasar Mestre said last year. Said Pizzi: “It’s time to stop the bleeding and do the best we can to move forward.” The mayor’s pending lawsuit has been dragging on for more than a year, as Miami Lakes’ legal fees to defend itself against the two lawsuits as well as the insurance carrier litigation is mounting.

At one point, it was reported that Miami Lakes had already spent about $2 million in legal fees. Miami Lakes reduced its rate for property taxes from 2.3518 to 2.2253 mills to help shield residents with Homestead Exemption from a tax hike since their property values slightly increased. Pizzi, who’s facing reelection in November, proposed the new rate. But the $2.5 million for the mayor’s attorneys fees constitutes almost 15 percent of the town’s budget should the court force Miami Lakes to pay the legal bill. And the town will not know if it has a surplus to carryover to 2017 until sometime in November.

9 of 11 Town Council candidates appear at Bar Association debate

THE MIAMI LAKES BAR ASSOCIATION hosted a debate last month for candidates running for seats on the Town’s Council in the November 8 general election. The public forum, which was moderated by former Miami-Dade County Mayor Alex Penelas, was held at Italy Today’s banquet room on Main Street. Participants included (from left) mayoral candidates Councilmember Manny Cid, incumbent Mayor Michael Pizzi and former mayor Wayne Slaton; Seat One candidates novice Alex Dehghani and incumbent Nelson Rodriguez; Seat Three incumbent Councilmember Tony Lama; and Seat Five candidates, Luis Collazo, Esther Colon and Nayib Hassan.

Theatre Review:

Clybourne Park cast superb in depicting 50 years of racial tensions in award-winning play By R.A. Romero The Miami Laker staff Clybourne Park, the PulitzerPrize winning play by Bruce Norris and directed by Tatyana Marie Carlo, is set in a fictional community modeled after the Cabrini Green projects along the Clybourne Avenue corridor in Chicago. Clybourne Park follows the lives of Bev and Russ, an older couple whose son survived the war but not the reintegration back into civilization; Jim the priest; Francine and Albert, a black married couple trying to survive the last weekend of Francine working for Bev and Russ; and married couple Betsy and Karl, that live in the community and are expecting their first child. Homes are put up for sale, racially offensive conversations are shared on declining property values, and in the banality of every day life, the evil of oppression makes its presence known. Where Clybourne Park excels is in capturing the disjointed parts of life that have been fractured by loss, suffering, and oppression, and simultaneously showing how far society has come and how much farther it still has yet to go. The racial tension portrayed in films and shows are heart-stopping moments, but there is nothing quite like the grounding experi-

ence of witnessing the frustration and injustice of death and racism in an intimate black box theatre where the audience collectively holds their breath to wait for the next line. The cast of Clybourne Park is superb in bringing to life the characters of the 1950’s and 2000’s and though a majority of the play begins with something that must get done, but never does, it’s what happens in the moments in between our life’s mundane plans that make for a life well-lived. Gentrification, racism, loss, and resentment are all explored in the same house over the span of 50 years. Following a bow and roaring applause from the audience, one audience member raised his hand to say “you can change laws but you can’t legislate attitudes.” Though double talk and diplomacy at times seem to go on, when the characters hit nerves the play grows more uncomfortable and more necessary. Show dates are through October 23, with performances on Fridays and Saturdays at 8 p.m., and Sundays at 2 p.m. Tickets may be purchased at the door, or online at www.mainstreetplayers.com. Prices are $25 for adults, and $20 for seniors, students, and military personnel.

‘b fore pink’ golf tournament set for October 7 at Shula’s The 5th annual Breast Cancer Golf Tournament, “b fore pink” sponsored by Vera Cadillac/ Buick/GMC has been scheduled for Friday, October 7, at Shula’s Golf Club, 7601 Miami Lakes Drive in Miami Lakes. Pink is the color for breast cancer and all women are at risk with one in eight women diagnosed with breast cancer over their lifetime. However, early detection and a healthy lifestyle saves lives. Proceeds from the 2016 “b fore pink” tournament will help fund the Women’s Breast and Heart Initiative’s (WBHI) efforts to reduce the incidence of undetected and untreated breast cancer. WBHI, headquartered in Miami Lakes, provides breast health awareness, education, screening and referrals for underserved women through a targeted neighborhood door-to-door outreach intervention. WBHI’s program has identified breast cancer higher than the national average, which not only saves women’s lives, but also taxpayer dollars. The event gets underway with registration at 10:30 a.m., lunch at 11 a.m. and the scramble tournament at noon, followed by an awards ceremony, entertainment, auction, dinner and cocktails. For more information, contact Stephanie Hoogenbergen at 305825-4081, or email stephanie@ flbreasthealth.com.

2 Mater Lakes students, 1 alumni, are EMT certified A current Mater Lakes Academy student and two of the school’s alumni recently passed the National Certification Exam for emergency medical technicians. Mater Lakes Academy began the 2013-2014 school year with a health and science program with courses in Emergency Medical Responder and Health Science Foundations, under the instructions of Nicolas Wydra and Ron Piel of the Miramar Fire Department and Christopher Wydra of the Hialeah Fire Department. The health and science program is currently in its fourth year at Mater Lakes Academy. The first student to become a nationally certified emergency medical responder is senior Angelo Molina-Castro. The other two to have become a national certified emergency medical technician are former students of the health and science program and

Mater Lakes Academy alumni, Alex Diaz and Raymond Contreras. “We have piloted the program during the 2013-2014 school year with only three classes, and it grew the next year to 6 classes with a waiting list of students to take the course each year, and other schools have begun a similar program. We love the classes and how much it has flourished and helped us as a school,” said Mater Lakes Academy principal Rene Rovirosa. “The first year of the program, the faculty were CPR and First Aid trained by our instructors and thanks to that program, we were able to perform CPR to save one of our student’s life, a few days later. Thanks to this program we are training our students to save the lives of others as well and we are proud of these three students for becoming nationally certified.”

M-D Schools remain proactive against Zika Miami-Dade County Public Schools’ (M-DCPS) number one priority is always the safety and wellbeing of students and staff. Through ongoing site assessments by the District’s environmental inspectors, every precaution is being taken to ensure that schools across the District are safe and free from conditions that may further heighten the spread of Zika. District staff has been in frequent communication with the Florida Department of Health (FDOH) and Centers for Disease

Control (CDC) officials for the most recent information and guidelines. The best form of prevention is protection. Parents of students in the Zika-identified zones have been urged to take steps to guard their children against mosquitoborne illnesses. It is recommended that before children leave home, they dress in long-sleeved shirts and long pants. School uniform policies, in the identified schools, have been relaxed temporarily to give parents flexibility in clothing

FIU student gets national scholarship and NIH job Florida International University senior Brian Ho has landed a prestigious job before graduation. Ho is among 16 undergraduate students in the U.S. who were awarded a scholarship from the National Institutes of Health, which includes a one-year, paid research position in Bethesda, Maryland when he graduates from college. Ho, a biology major, was chosen for his academics and community service to his college and national programs. He participated

in FIU’s MARC U-STAR fellowship, which provides minority students funding and support to conduct research as undergraduates and encourages them to pursue doctorates. Ho also took part in the Exceptional Research Opportunities Program (EXROP), a national program that provides minority students summer research opportunities at renowned Howard Hughes Medical Institute labs. As part of the program, Ho

spent the 2015 summer researching protein response in yeast at the University of California San Francisco, and he spent the following summer researching E. coli at Columbia University. At FIU, Ho is a member of the Quantifying Biology in the Classroom (QBIC) program that provides students with an in-depth life sciences curriculum. In additional, he has spent the past three years researching genetics in professor Alexander Agoulnik’s lab. Agoulnik said Ho demonstrates exemplary initiative and was instrumental in producing two of the lab’s widely cited publications. He marveled at Ho’s work ethic and hired him as a full-time employee in the lab when financial

issues forced Ho to take a year off from school. “I’m glad I have such as person I can rely on,” Agoulnik said. “He’s very goal-oriented, and he’s a very mature guy. It’s one of the reasons we selected him at the beginning.” Ho’s advisors depict him as adept but humble, saying he’s just happy to be able to pay his rent for another year while in school.

Living on his own in Miami, his parents live in Antigua, where he was raised. The scholarship award will help him finish his senior year in school while focusing on research. Agoulnik believes the NIH award will set Ho in the right path to jump start his career. “It’s a unique opportunity to go out and have exposure to top-notch labs in the world,” he said.

M-Dade Schools join in Sandy Hook Promise for National Launch of anti-violence effort As part of the Values Matter Miami initiative, Miami-Dade County Public Schools partnered with Sandy Hook Promise, a national non-profit organization, which focuses on violence prevention so that no parent has to experience the loss of his or her child. This partnership included “Start With Hello” week at Miami-Dade County Public Schools which took place September 19-23. The initiative raised awareness about social isolation and highlighted the importance of creating connected and inclusive classrooms, schools, and

communities. All schools participated in “Start With Hello” week and found creative ways to personalize the activities for their school. Each day of the week featured a special theme. Monday, September 19 was “Hey Day;” the following day was “Positivity Tuesday;” Wednesday was “Make Miami Green” day; Thursday was “Miami-Dade Mingles” day, and the week ended with “Forget Me Not Friday.” For more information on the Sandy Hook Promise organization visit www.sandyhookpromise.org.

Pace High welcomes new students in Arch. Curley/Notre Dame merger The Archdiocese of Miami has announced that at the beginning of the 2017-2018 scholastic year, Archbishop Curley/ Notre Dame High School (ACND) will merge with Monsignor Edward Pace Senior High School in order to provide students with a continued experience of the presence of Jesus Christ and an enhanced education with additional extra curricular opportunities. The Archdiocese of Miami is announcing this information now because “it is important to provide the students and families a timeline to ensure a smooth transition from being two separate schools to becoming one school community,” said Dr. Kim Pryzbylski, superintendent of Catholic Schools. “Now there is an entire year to prepare for this transition and insure that the educational process continues without interruption.” The Archdiocese of Miami is working to provide a smooth transition for students currently enrolled at ACND who maintain required academic standards and whose families have met their

financial responsibilities to the school. These students will be admitted and are eligible to apply for tuition assistance at Pace. Archbishop Curley and Notre Dame High Schools, founded in 1953 were themselves merged in 1981. Pace was established in 1961 on 44 acres in Miami Gardens, adjacent to St. Thomas University and has been recognized as one of the top 50 Catholic high schools in the nation, receiving a Blue Ribbon of Excellence by the U.S. Department of Education. Among its cur-

ricula, Pace offers Advanced Placement and dual enrollment programs and like ACND, its alumni are identified as successful graduates and community leaders. Parents of current students at ACND are invited to attend the school’s open house on October 11 at 6:30 p.m. for the opportunity to meet Pace principal Ana Garcia. For more information on Pace visit www.pacehs.com or for more information on the merger, contact the Superintendent of Schools at 305-762-1019.

M-Dade Schools’ seniors shine in 2016 College Board SAT results The College Board recently released the results of the SAT for the graduating class of 2016. Miami-Dade County Public Schools’ (M-DCPS) seniors outshined their counterparts in Florida with reported increased scores in Reading, Mathematics and Writing. “Our students continue to do exceptionally well on state and national assessments,” said Schools Superintendent Alberto M. Carvalho. “The results of the College Board SAT demonstrate that our students are not only outpacing their state and national counterparts, but are emerging from high school with superior college and career readiness skills. They are fully engaged academically and our instructional staff and programs are among the best in the nation. All of Miami-Dade County should revel in this outstanding achievement for our students and teachers.” These results summarize the performance of the students in the class of 2016, who may have taken the assessments at any point in high school prior to March 2016. For students who took the test more than once, only the most recent test scores are included in the analyses. Highlights of the results include the M-DCPS graduating seniors’ mean scores increased significantly in all three subjects tested, Reading, Mathematics, and Writing; while the mean scores for the nation and Florida declined;

mean SAT subject area scores increased by 16 points in Critical Reading, by 12 points in Mathematics, and by 13 points in Writing; outscored Florida on the SAT in Critical Reading, with a mean scale score of 483, as compared to 481 statewide; and mean Critical Reading scores were as high or higher than statewide averages in 34 senior high schools, Mathematics scores were higher in 28 schools, and Writing scores were higher in 29 schools.

In comparison to the nation, MDCPS’ students’ mean scores at 25 senior high schools were as high as or higher than the national average in Reading, 16 schools in Mathematics, and 21 schools in Writing. Students and teachers were provided with a variety of SAT prep materials, online resources, and advanced level professional development in contentarea instruction to strengthen the teaching strategies and content area skills assessed by the SAT.
