Council approves $30 million budget for fiscal 2014-2015 By David L. Snelling The Miami Laker staff Miami Lakes approved a new $30 million budget for 2014-2015 and kept the same rate of 2.3518 for property taxes to generate $7 million in revenue, restored the funding for the town’s committees but shelved the contentious waste haulers fee. At the second and final budget hearing last week, facing a $1 million shortfall, councilmembers unanimously approved the spending plan and tax rate and cleared up some misinformation on wasteful expenses allegedly distributed by a political action group called Urgent Citizens Alert. The franchise fee was at the center of debate at the first budget hearing and a subsequent Town Council meeting, where councilmembers narrowly approved an ordinance on first reading to restore the five percent charge to generate $50,000 a year. But the dissenting lawmakers, Vice Mayor Manny Cid and Councilmembers Tony Lama and Frank Mingo, said the waste haulers would pass the new fee along to residents living in apartment complexes, townhomes and business owners as an additional tax.

A Look Inside:

During a special call meeting before the final budget hearing, Town Manager Alex Rey deferred the measure indefinitely and suggested not using $29,000 for a joint marketing plan with two of the biggest landowners in Miami Lakes, and cut the funding for the black olive tree removal program from $70,000 to $50,000 for the new fiscal year. The move saved Miami Lakes $50,000 to replace the franchise fee, which was initially earmarked to repair roads that the waste haulers damage with their trucks, or the town could use the money to restore the funding for the town’s committees from last year. At the first budget hearing, Rey and his staff were instructed to find $50,000 to recover the committees’ monies. The town would use some of the carryover money, estimated at $400,000, from 2013-2014 to keep the same level of town-wide events that residents have grown to love. Neil Robinson, chairman of the Miami Lakes Cultural Affairs Committee, said his group needed a slight increase of $6,000 from last year’s $33,000 expenditures for the town’s Art in the Park

Town renames Miami Lakeway N. in honor of Rev. James P. Murphy The Town of Miami Lakes recently designated a street to honor the late Rev. James P. Murphy, the well-known and longtime pastor of Our Lady of the Lakes Catholic Church. Miami Lakeway North, between N.W. 67 Avenue and Miami Lakes Drive, is now known

The informative event, held at Florida Memorial University, was developed to attract companies that would not otherwise qualify to bid on contracts for vital county projects. “Miami-Dade County is in the process of responding to a Consent Decree, which essentially mandates us to upgrade the underground pipes that carry our waste water and sewage,” said Jordan. “Many of these pipes have been in place for more than 50 years. This is a mammoth project and we will need all hands on deck.” In addition to Miami-Dade County, a representative from Sun Life Stadium was on-hand hoping to identify small businesses that could help renovate the home of the Miami Dolphins. “I have been tapped to ensure inclusion of small-to-midsized companies,” said Marsha Jackman, who specializes in small business development. “The owners of Sun Life Stadium have made a commitment to the local community to utilize their resources and skilled labor during this process. I’m here to help reinforce their efforts.” Attendees were excited about the opportunity to receive such contracts, especially since past contractual opportunities have eluded them.

Lawmakers clarify misinformation of town expenses (Continued from Page 1) project to install cow sculptures at four parks. Claudia Reces of the Miami Lakes Education Advisory Board, said her committee needs an additional $8,500 for the new Advanced Placement Language Arts program for students, and the town restored the Elderly Affairs Committee’s $10,000 to resume popular events for senior citizens, including the field trips to the Miami Marlins home games and the Meet and Eat event. Miami Lakes will also spend $50,000 of the carryover money for a canopy cover at Royal Oaks Park, which was requested by Cid and Mayor Wayne Slaton at the first budget hearing. “I know we have been holding back on it for sometime now but it is badly needed, Cid said.

Slaton said the recreation activities without the structure is a health issue for kids. “It can prevent skin cancer and it’s important to have shade and a canopy over the park equipment, Slaton said. Miami Lakes also discovered $27,000 in savings to add to the town’s palm tree trimming program for each year instead of three years. Despite the $1 million budget shortfall that was caused by a reduction in franchise and utilities revenues ($400,000), and a four percent increase ($600,000) for police services for union concessions, Miami Lakes was still able to keep the same level of services, place $2.3 million of the $4 million fund balance in emergency reserve and an additional $500,000 reserved for hurricane and tropical

storm emergencies. The Town Council clarified some misconceptions on possible wasteful spending that some believed led to the budget shortfall and higher taxes. A group of residents attended the special meeting and budget hearing to express their contempt for increased fees, higher tax payments and out of control spending after Urgent Citizens Alert sent out flyers and emails condemning the local government. The political action committee urged councilmembers to be fiscally conservative with taxpayer’s money by cutting lawmaker’s travel expenses and the town manager’s salary and benefit package. The group also requested Miami Lakes nix funding for attorney fees for challenging the Florida Supreme Court lawsuit between former Miami Lakes Mayor Michael Pizzi and Governor Rick Scott, as he’s trying to force Scott to return him to office following his acquittal on corruption charges. Miami Lakes hired a law firm to join the lawsuit in defending the town’s charter, which supports Wayne Slaton as the mayor until 2016, but the Florida Supreme Court struck down the town’s brief because it was filed late. Councilmember Tony Lama questioned lawmakers’ travel expenses and initially suggested

“It bothers me, this concerted effort of misinformation, said Mestre. “Residents should identify the source and verify the facts that are being presented. For the fifth consecutive year, Miami Lakes’ town staff will not receive a Cost of Living Adjustment increase but Rey will try to find some money in the budget to award bonuses, 2.4 percent of their salaries, sometime in 2015. For other revenues, Miami Lakes is expected to generate $4.4 million in intergovernmental revenues, $2.7 million in utility service taxes, $1.2 million in franchise fees and $1.4 million in building and zoning permit fees. For expenditures, Miami Lakes will spend $7.2 million for police and specialized services, $2.4 million for community and leisure services, $2 million for town administration, $1 million for building services, $1.2 million for public works, $235,000 for town attorney services, $181,154 for the Office of the Town Clerk, and $363,860 for lawmakers’ expenses. For beautification, Miami Lakes is planning to build an entrance feature at N.W. 67 Avenue near 138 Street, and at the Palmetto Expressway and Miami Lakes Drive ($200,000). In addition, the town is planning to complete the new Miami Lakes Optimist Clubhouse ($2 million) and the new Youth Center ($1.7 million) at Picnic Park East during the new fiscal year, which commenced on October 1. For transportation improvements, Miami Lakes will spend $1.9 million on roadway improvements in the Lake Martha community, as part of the town’s stormwater master plan. Also included in the plan is the second phase of the West Lakes project ($690,000) and canal stabilization ($1 million) through state funding.

cutting them from $1,500 to $750 per councilmember and reconsider some investments in the Florida League of Cities (LOC) and Miami Lakes Chamber of Commerce. But he backed off after learning how important attending local, Florida and National LOC and Florida LOC events, and MiamiDade Days in Tallahassee during the 60-day Florida Legislative Session are important to the town. With the help of State Representatives Manny Diaz and Jose Oliva and State Senator Rene Garcia, Councilmember Ceasar Mestre said participating in Miami-Dade Days netted Miami Lakes $1.3 million for two major storm water drainage and canal bank stabilization project. Councilmember Tim Daubert said he’s supportive of attending meetings and educational classes provided by the Florida League of Cities. Slaton said he praises lawmakers who take the time out of their busy schedules to participate in the activities to help the town. “The benefit of education and learning experiences that are offered, I strongly support continuing, said Slaton. Said Lama: “Even though we have to listen to all residents, we should just reevaluate whether there is some possible cutback in these expenses. The political action group claimed Rey is earning a salary and benefit package worth $400,000 a year, which prompted Lama to clear-up the matter. “Did you get a raise? Lama asked Rey. “No, said Rey. “My total package is $265,000 a year. Rey said councilmembers do not get a car allowance of $1,000 a month and Miami Lakes doesn’t employee 70 people, as the group contended.

Miami Lakes will go ‘pink’ for Breast Cancer Awareness Month The Town of Miami Lakes has declared October as Breast Cancer Awareness Month, going pink for 31 days to bring awareness to a disease that has taken the lives of many women each year. At a regular Town Council meeting last month, councilmembers approved Mayor Wayne Slaton and Councilmember Nelson Rodriguez’s request to proclaim October as the month to help women prevent breast cancer by encouraging them to get a screening. A screening looks for cancer before a person has any symptoms, which can help find cancer at an early stage that can be cured through treatment. During the month of October, Miami Lakes will be participating in the American Cancer Society’s Making Strides of Miami-Dade, which is scheduled for Saturday, October 11. walk during the event, as Miami Lakes is inviting town employees and residents to join the group and walk together. Miami Lakes will also encourage residents and key community stakeholders to observe this month by generating awareness and supporting local programs that serve people who are battling the disease. According to the U.S. Department of Health and Human Services’ Office of Disease and Health Promotion, breast cancer is the second most common kind of cancer among women. About one in eight women born today in the United States will live with this disease at some point in their lives. “In commemoration of National Breast Cancer Awareness Month, I would like to proclaim the month of October as “Breast Cancer Awareness Month” in the Town of Miami Lakes,” Slaton said at the meeting.

Miami-Dade School Board chairwoman Perla T. Hantman overwhelmingly defeated Hialeah Miami Lakes High School teacher Duysevi “Sevi” Miyar to retain her seat that she has held since 1996. During the August election, Hantman collected 81 percent of the votes to resume representing District 4 that represents the cities of Miami Lakes and Hialeah and unincorporated areas. Hantman, a longtime Miami Lakes resident, was overwhelmed herself over the results and vowed to continue doing what she has done for the past 18 years. “I would like to thank District 4 voters who elected me to another four year term,” Hantman said. “I am committed to continue working in the best interests of our students, parents, teachers and the entire community. The next four years will be filled with exciting fresh new ideas. Together we will work with energy and enthusiasm for the betterment of public education.” Hantman is serving as the board’s chair for the seventh time. During her stint on the School

Board, she has improved the graduation rate to an all-time high 77.2 percent, which is higher than the state’s average. She also has strengthened bilingual education programs, bringing new technology to classrooms, upgrading student safety and traffic programs, significantly increasing the number of magnet programs, including the prestigious Cambridge Academy. Hantman has received national and state accolades that recognized Miami-Dade Public Schools as one of the most efficiently and effectively-run schools districts in the nation.

Greenway & Trails Master Plan meeting scheduled October 7 The community is invited to attend a Miami Lakes Town Hall meeting on the Greenways and Trails Master Plan at 6:30 p.m. on Tuesday, October 7, in the Council Chambers at the Government Center, 6601 Main Street. The plan will be presented by Tony Lopez, director of Community and Leisure Services. Miami Lakes received grant funding through the Miami-Dade Metropolitan Planning Organization (MPO) to develop a Greenways and Trails Master Plan to create a non-motorized transportation system to connect communities, schools, parks and businesses. The plan focuses on key elements of non-motorized transportation including pedestrian

pathways, bicycle trails, shareduse paths, recreational greenways, and connections to mass transit, thereby optimizing walking and bicycling as healthy, clean transportation options. The plan highlights five areas for commuter trail development located at N.W. 77 Court; Canal Trail between Leaning Pine Drive and N.W. 67 Avenue; N.W. 67 Avenue, N.W. 87 Avenue, and N.W. 154 Street. The trail system branches off from these major corridors to incorporate scenic areas throughout the town’s neighborhoods. The community may also view the plan on the town’s website at miamilakes-fl.gov/trails, and submit feedback to trails@miamilakes-fl.gov.

THE MIAMI LAKER

General election has state, county and town races The Miami Laker staff During the November 5 highly contested Florida Gubernatorial race between incumbent Republican Rick Scott and former Governor Charlie Crist, now a Democrat, Miami Lakes residents will also vote for candidates run-

ning for a Town Council Seat and three charter amendments, two State Representative positions and Miami-Dade Property Appraisal. Political neophyte Xiomara Pazos is challenging incumbent Ceasar Mestre for Seat 6 on the Miami Lakes Town Council.

Mestre, 52, was first elected to the Town Council in 2010, and unanimously elected as vice mayor in 2011, 2012 and 2013. He also served as the town’s interim mayor following the arrest of Michael Pizzi on corruption charges.

Mestre, an attorney, is a native of New York and a graduate of St. Thomas University. He earned his law degree from University of Miami’s School of Law. Before attending law school, Mestre was a South Florida police officer and police special investigations detective. He’s a member of the Miami Lakes Chamber of Commerce, Miami Lakes Economic Development Committee, Miami Lakes Public Safety Committee, Sevilla Estates Park Committee and past president of the Royal Palm Estates Homeowners Association. He has been living in Miami Lakes for 22 years, where he and his wife have raised three daughters. Pazos is CEO and president of Professional Medical Transportation Corporation in Hialeah and has long roots in the community. Born on August 1, 1957, Pazos migrated to the United States in 1969 and was raised in Miami. She graduated from Hialeah Miami Lakes in 1976 and Miami Dade College, where she earned her Associate’s Degree in Business Administration. In 1992, she began working at Vitas Hospice and was commended for excellence in Patient Care. She remained working at Vitas Hospice even after she started her own company in 1996. She is the founder and CEO of Professional Medical Transportation Corp., a non-emergency medical transportation company. The firm has been in business

since 1996 and is currently serving clients in Miami-Dade and Broward counties. As a business owner and parent, her commitment to her community led to public service. Pazos is also a past vice president of Serenity Pointe Homeowners Association in Miami Lakes. Mestre has raised $43,150 for his campaign, while Pazos is counted at $3,166. Councilmembers Tim Daubert (Seat 2) and Frank Mingo (Seat 4) were reelected unopposed and won another four-year term. Residents will also vote on three charter amendments during the general election. The proposed changes include “Should any annexation proposal be approved by Miami Lakes residents,” “Should Miami Lakes continue to pursue its own independent town-wide zip code,” and “Should councilmembers be allowed to appoint residents to the town’s various committees instead of the mayor.” Also on the November 5 ballot, incumbent State Representative Manny Diaz Jr. is facing Benjamin F. De Yurre for District 103; incumbent State Representative Jose Oliva is being challenged by Nelson Millian for District 110; and former State Representative Eddy Gonzalez and Pedro J. Garcia are running for the vacant Miami-Dade Property Appraiser in a run-off. Garcia is the former county property appraiser.

Miami Lakes Town Council:

Recap of Special Call meeting actions During a September 23 special call meeting, the Miami Lakes Town Council approved two ordinances on first reading and two other ordinances on second reading were deferred. On first reading, lawmakers approved an ordinance to set a $100 expedited fee for lien letters to be processed within two business days and revise the regular lien letter fee with a standard process time of seven to ten days from $20 to $50. At a budget workshop in August to discuss an effort to provide municipal services at full cost recovery and swiftness that is economically feasible for residents as well as the Town of Miami Lakes, the Town Clerk’s Office conducted an investigation to gage current municipal services and fees provided by neighboring municipalities in comparison to the Town of Miami Lakes. The study closely examined the associated fees and turnaround time for lien letter services. In addition, the Town's staff time was assessed to ensure the proposed fees cover the cost of processing a lien letter. Based on current fully loaded hourly rates, the cost to provide the service is approximately $52. Lien letters at the Town are processed at $20 and the turnaround time for standard processing is 7-10 business days (no expedited service offered). The average

standard turnaround fee of those municipalities benchmarked is approximately $70 and the average expedited fee for those municipalities that offer this service is approximately $130. Also, councilmembers gave their initial approval for an ordinance to consolidate various planning and zoning application fees and cost recovery deposits into one fee schedule, allow amendment of the fee schedule by resolution, increase fees for zoning plan review and establish a zoning inspections fee for building permits and an expediting fee for zoning letters. The proposed ordinance would remove the schedule of application fees and cost recovery deposits, as well as scattered provisions regarding fees and the cost recovery system, from the Land Development Code (LDC). The ordinance would authorize the establishment of fees and required deposits by resolution of the Town Council. Currently, the establishment of fees and deposits throughout the text of the LDC is inefficient, and includes conflicting and unclear provisions as to whether fees may be amended by resolution, or if an ordinance is required. The proposed ordinance would remove this ambiguity, and clarify that all fees and deposits may be amended by resolution.

Allowing for adjustment of planning and zoning fees without the need for an ordinance is typical, including by Miami-Dade County. Most of the changes to the fee schedule are to reflect fees/deposits that are already in place, but were not included in the schedule. However, there are several substantive changes: Fees for zoning plan review are complicated as they list over 20 different categories averaging around $20 per permit type. The proposed revision will simplify it and increase it to $35 for residential review and $70 for each commercial review. Additionally, the town is establishing a zoning inspection fee of $35 for residential permits and $70 for commercial permits since the town has recently started to conduct zoning inspections as part of the permit process. The ordinance was approved on first reading with Vice Mayor Manny Cid and Councilmember Frank Mingo voting no. A second reading will be held at the regular meeting on October 28. Councilmembers deferred an ordinance on second reading to change the building fees, shop drawings and minimum permit fee reading until the October 28 regular meeting to coincide with the second reading of the planning and zoning fees. Councilmembers also deferred an ordinance on second reading to restore the waste hauler fee at five percent.

Decades have elapsed since that memorable campaign, but Gary and his daughter Marisa have never strayed from their roots to give back to the community. Theatre Review:

Spring Awakening still resonates with teens today By Roselind Romero The Miami Laker staff The Main Street Players, the longest running community theater in Miami-Dade County, chose a titillating production to close their 40th season. Theater patrons and aficionados from Homestead to Boynton Beach are flocking to the Main Street Playhouse, the quaint theater in the heart of Miami Lakes to see Spring Awakening, the broadway spectacle that launched the career of Lea Michelle, actress in the Emmy award-winning show, GLEE. Spring Awakening's original play, written by Frank Wedekind over a century ago still holds true to the struggles, desires, doubts, fears, and dreams that haunt teens today. The play, revived by Steven Sater, and given an alternative

musical score by the 90’s star, Duncan Sheik, together give Spring Awakening a facelift to match the musical tastes of the modern teen while staying faithful to the mood of characters penned long ago. The musical, though relevant and well-written, would be missing a certain je ne sais quoi without the fiery energy the large ensemble brings to the stage. For an intimate theater, technical director, Dennis Lyzniak, managed to create the believable setting for a forest, bedroom, and classroom, while still leaving ample room for the 13-person cast to freely move about and engage in riveting choreography and a famous “swing” scene. The ensemble, Emily Barona, William Cadena, Andre Gabois,

M.L. Zonta Club’s Fall Flea Market set for November 8 The Zonta Club of Miami Lakes is currently accepting vendors for its annual Fall Flea Market scheduled for November 8. Vendors, large and small, are invited to participate with an opportunity for residents to clean out their garages and closets and turn their treasures, hobbies and home business items into cash. The event will be held rain or shine from 8 a.m. to 2 p.m. The flea market will be conveniently located in the parking lot on the southwest corner of Main Street and Ludlam Road (bordering New Barn Road.) Vendors can reserve two parking spaces for only $35. Proceeds from the Flea Market will assist the Zonta Club in supporting the advancement of women and girls locally and globally. To reserve a space, or get more

information, visit www.zontamiamilakes.com. Vendors can reserve their spaces by paying for their spots via Pay Pal on the website. Vendors must bring their own tables, chairs and any other needed supplies. Previous Flea Market vendors sold a variety of items ranging from plants, jewelry, Avon, Mary Kay, clothing, school fund raisers, sports collectibles and many other items. The event draws hundreds of visitors to purchase vendor items and this year, vendors may also sell food items at their tables. Miami Lakes Zonta Club’s Flea Market is hosted by The Graham Companies. The club has arranged for the free pickup of any unsold and unwanted items as donations to the Lotus House charity at the end of the event.

Stephen Gair, Mariah Jimenez, Cameron Jordan, Aaron Matthews, Meagan Nagy, Aly Pentagelo, Eliana Parenti, Patrick Rodriguez, Rheanna Salazar, and Corey Vega, all make memorable characters, each powerfully telling their own story, one that speaks to their individual character’s predicament, and to the larger scheme of teenage life. Salazar and Rodriguez are enchanting as the play’s leads, along with the rest of the cast, all of whom seem to experience opposite scenarios, yet overlap in their need to find love and salvation. Director Liz Dikinson, along with Musical Director Andrew Gilbert, both previously worked on the Main Street Players' rendition of RENT and came together once again to lead the cast in Spring Awakening. “Our world is riddled with adults who fail to communicate properly with children, where children commit suicide due to pressures they feel helpless against, where extremes are still enforced, and where acceptance is not a way of life for many,” writes Dikinson in the production’s playbill. The production touches upon heavy themes, but at the crux of the writing lies the truth of, what Dikinson succinctly encapsulates as, “talking is not enough. To see a change, and to keep teens away from the dangers of suicide, and shame, and loss, we need to start learning how to listen.” Spring Awakening does not

hold back in its commentary on rape, abortion, suicide, abuse and isolation. However, rather than coming across as a headstrong melodrama, it succeeds in expressing that just because the emotional distress teens feel are so highly charged, that does not make their perception of the world any less real. “There’s a part I can’t tell, about the dark I know well,” sings Barona's character Ilse, in a haunting ballad that if even one child could relate to, it would be one too many. Spring Awakening contains strong language and sexually explicit content that may not be suitable for young audiences. Spring Awakening opened Friday, September 26 and runs through Sunday, October 12. Performances are Fridays and Saturdays at 8 p.m. and Sundays at 2 p.m. There will be one performance on Thursday, October 9 at 8 p.m. Tickets are $25 for adults,

$22 for seniors (62+), and $18 for students (with current ID) and may be purchased online at www.mainstreetplayers.com or at the door. Patrons may call 305-558-3737 for more information. The Main Street Playhouse is located at 6766 Main Street in Miami Lakes.

Florida Lottery moves Miami District office to Miami Lakes The Florida Lottery's Miami District Office has relocated and is now open for business at the new Miami Lakes Business Park West location, 14621 Oak Lane. Miami Lakes Business Park West is strategically located in northwestern Miami-Dade County, allowing for improved exposure and excellent access for the Lottery's customers. “This move is a win-win situation,” said Tom Dolan, Florida Lottery Miami District Manager. “In addition to creating a better customer service experience for our players, the office will also provide more cost-effective office space.” The Florida Lottery is responsible for contributing more than $26 billion to education and sending more than 650,000 students to college through the Bright Futures

Scholarship Program. The Florida Lottery reinvests nearly 98 percent of its revenue back into Florida's economy through prize payouts, commissions to more than 13,000 Florida retailers and transfers to education. “The money is funneled back into schools and student scholarships,” said Dolan. The Miami District Office is a tri-county operation handling the affairs of the Florida Lottery in Miami-Dade, Broward and Monroe counties. The gross sales outsell all but 15 other lottery states. Since 1988, Florida Lottery games have paid more than $37 billion in prizes and made more than 1,300 people millionaires. Vice Mayor recommends amendments To the Editor The Miami Laker During the upcoming November 4th elections, Miami Lakes residents will be heading to the polls and face three questions regarding the function of municipal self governance. Before all the political campaign “noise” begins, I would like to take a moment and explain all three questions. The first question is regarding annexation. I fundamentally believe that we as residents of Miami Lakes own a share of the

Town, similar to being a stockholder in a corporation. As such, any change to the business model should go before its shareholders. That is exactly how I feel about annexation; any future annexation proposal should go before our residents because annexation will fundamentally transform our current business plan. The second question is regarding town committees. Our committees are the lifeblood of our community events and outreach efforts. Therefore, each public servant on the Miami Lakes council should have equal resident appointments to our committees. This process will create fairness and balance. Residents willing to serve on committees should not be

judged by which campaign yard signs they post, but by the merits of their volunteer work. Lastly, an independent townwide Miami Lakes zip code. By voting yes on this question, you will send a clear message to the USPS that the time has come to grant Miami Lakes its own zip code. The benefits are various, from branding to economic development and most importantly our own zip code could lead to lower automobile insurance premiums. These are three very important issues to our community, and I personally recommend voting yes to all amendments. Manny Cid Vice Mayor Town of Miami Lakes

Miami Lakes Educational Center Twitter Talks on ISIS and Ray Rice By Roselind Romero The Miami Laker staff Miami Lakes Educational Center (MLEC) may be located in Miami Lakes but its students' communication extends far outside the borders of the town. MLEC has hosted "Twitter Talks" in the past, a hot topic discussed on social media using the Twitter platform, to encourage, educate, and discuss worldwide or nationwide issues. The latest of these talks were on ISIS and domestic abuse in the media, particularly in the NFL. Using the hashtag #ISISCrisis, The Harbinger twitter served as a moderator for discussions among students and community members including Superintendent Alberto Carvalho. The students discussed the sensitive topic of intervening or stepping away from the former al Qaeda splinter group, ISIS. The hashtag became a trending topic and amid comments of ISIS' ability to recruit through social media, the online exchange ironically proved that social media can be wielded as a force for good, as well. Points were made by various twitter users regarding national security and the responsibilities the U.S. may, or may not, have as a superpower. “I hope we won’t have to look

back at this time as another pointless military intervention, with a debt from foreign attacks,” said twitter user @rosy_casanueva. “I think if we ignore this and let it get bigger it will be harder to control when it does present a threat to the U.S. in specific,” said another user @MoralesVDaniela. The students brought about thoughtful discourse on the issues leaders of the nation are contemplating. “This is a complex issue. There are no easy answers. But, we took the first step: talk. That is a freedom many lack,” tweeted The Harbinger. A few weeks later the MLEC students held another Twitter Talk on the violence within the NFL.

The Harbinger tweeted, “Ray Race is only the most recent in a string of controveries in sports. Why did this specific event spark such a public outcry?” In response, @emmamartinez98 tweeted “It’s one thing to hear it, another to see” referring to the 3 minute video which shows a domestic dispute between Ray Rice and then-fiance , Janay. The student population showed their intelligent opinions while maintaining a cordial atmosphere, and successfully carried out both Twitter Talks to the delight of Superintendent Carvalho. “Proud of our MDCPS students as they tackle some of the toughest issues impacting our world today,” tweeted Carvalho.

THE MIAMI LAKER

Former MLEC student sings alongside Josh Groban By Roselind Romero The Miami Laker staff Frank Verdejo-Chica refuses to be a victim of his disorder. The former Miami Lakes Educational Center (MLEC) student, who left public school for a year to deal with his diagnosis, Tourette Syndrome (TS), blossomed into a vocalist singing side by side with Josh Groban. Verdejo-Chica spent a majority of his childhood in Miami Lakes, having moved from the Bronx, New York when he was 10. He attended Lawton Chiles Middle School and MLEC until his world was changed in his sophomore year of high school. He suffered from uncontrollable barking, screams, rapid blinking, and the most prominent, a neck tic that he first began experiencing in adolescence. “It's like a volcano. If you supress it, it erupts,” said VerdejoChica. He was diagnosed in 2008 with the neurological disorder, TS, manifesting in “tics” which are

sudden, repetitive movements and utterances. Prior to his diagnosis, Verdejo-Chica stopped attending public school in favor of being homeschooled through the Merrick Educational program. While in public school, Verdejo-Chica would ask to be excused from class to relieve his vocal tics so as to not disturb the rest of the class. It became too difficult to attend public school with his tics and anxiety flaring up. “In the beginning my family was really sad,” said VerdejoChica. “My sister would try to find natural things to help, and my mom had placed a really expensive call out to a doctor in China for five minutes of his time, desperate to find anything that could help me.” That doctor believed that Tourette Syndrome is sometimes caused by a lack of fat between dendrites and suggested fish oils for omega 3 fatty acids, B-complex supplements and magnesium. Verdejo-Chica also began taking medication to quell his tics, to

no avail. “I don't take medication anymore because it helped very little,” said Verdejo-Chica. “I felt like a zombie, it made me a completely different person. So I made the decision with my family to begin taking a lower dosage, until I eventually stopped taking it at all. I only take vitamins now.” In lieu of medication, VerdejoChica found that certain activities greatly reduced his tics, particularly jogging and singing. After watching a season of American Idol, Verdejo-Chica developed a passion for music and singing, though he needed to train his voice. After practicing singing he realized that his tics nearly completely vanished any time he was singing. Verdejo-Chica gathered his courage and returned to MLEC for his senior year. “Returning back to school was a big struggle, three months prior to the beginning of the school year I still felt I wasn't ready, but I prepared myself mentally,” he said. “I didn't want to graduate from homeschooling, so I ran a lot and sang a lot, and somehow I was able to go back.” Though he originally planned to pursue culinary school to become a chef, upon the revelation that music had silenced his tics, Verdejo-Chica changed his future plans to study music. Despite his challenging junior and senior years of high school, Verdejo-Chica was accepted into the University of Florida and earned his bachelor’s in music. “It was a very amazing feeling

to know that there was something out there to have helped me in those moments of desperation. I kind of lost my hope in trying to recover, thinking ‘when will this ever go away?’ until one day I just didn't scream anymore,” said Verdejo-Chica. “I was happy to have some of my symptoms subside.” During his time at UF, VerdejoChica wrote over 20 songs. He completed production on one full song called “Through The Storm” inspired by his struggles with TS. Almost exactly five years after Verdejo-Chica's diagnosis, he raised his hand in the middle of a Josh Groban concert at the BB&T Center and requested to sing with the vocalist. “I saw that a few others had the opportunity to sing with him while on tour so I decided I would be one of those singers,” said VerdejoChica. “I stood up, raised my hand and yelled ‘I have something to tell you! I want to sing with you!’ I thought, the worst that can happen is he says no and I'm embarrassed in front of hundreds of people, or he says yes. And he did.” Verdejo-Chica gleefully ran up the stage and announced his desire to sing Groban's song “To Where You Are.” His performance was applauded by the audience and Groban alike, a deafening sound that can be heard on a YouTube video on Verdejo-Chica's website, www.frankmartinverdejochica .com. Inspired by Verdejo-Chica's story, the editor for American Way magazine, the American Airlines magazine, featured him in the July 2014 edition of the magazine and played his song aboard all flights. I’d like to bring as much awareness to Tourette’s as possible and look up to others who have it and don’t let it stop them, like American Soccer Goalie, Tim Howard.” Verdejo-Chica is in the studio, recording songs and writing lyrics, dreaming still of the day when he might be able to hear his songs on the radio. “Nobody lives forever,” he said. “So if you have a dream, go for it now.”

Pace Key Club participates in Coastal Cleanup Day By Rene D. Basulto Special to The Miami Laker Led by moderator Stephanie Hibbard, Pace High School’s Key Club took a Saturday morning trip to the FIU Biscayne Bay Campus to clean up trash for International Coastal Cleanup Day. Together with students from FIU and other South Florida high schools, Pace

Key Club students dug through mangroves to pick up trash and document species such as crabs and jellyfish. As students picked up trash out of the trees and water, other students would write down not only the kinds of trash picked up, but also what species they encountered. Hibbard was overseeing and

helping out with the cleanup along with her husband, Chris Souza, a social studies and science teacher from St. Lawrence Elementary School. With the mangroves large, dark, and dirty, students were hesitant at first, but found resolve throughout the day. Hibbard said, “Only 4 to 5 students initially went into the

M-Dade Public Schools receive Diversity Award The Diversity Recruiter’s Network and University of Phoenix announced recently that Miami-Dade County Public Schools has been named as recipient of the Diversity Spirit Achievement Award. The Diversity Recruiter’s Network’s Diversity Spirit Achievement Award is a national award program recognizing corporations, individuals, community organizations and media for actively supporting diversity in the community and workplace. The nomination criteria included hav-

ing the vision, creativity and active promotion of diversity within the ranks of a community or entity at the local and national level. “We are very pleased with being selected as a recipient of The Diversity Spirit Achievement Award. This latest recognition provides further proof of our firm commitment in promoting diversity and equality of opportunity in education and in all of our District operations,” said Superintendent Alberto M. Carvalho of MiamiDade County Public Schools.

shrub, but by the end, every single student went in.” When asked why they would take part in this cleanup, Pace juniors Tatiana Dorvil and Zaynah Rodriguez both said that they wanted to try something new. Rodriguez said that the trip even helped her temporarily overcome her fear of bugs out of motivation to finish her work. “I’m putting my fear aside to get stuff done,” she said. While the experience was certainly fun, it was also sobering for the students to encounter how much trash had been dumped into the water. Students found items such as lip gloss, cans of bleach, and toys, with the most common items being food wrappers and plastic bags and bottles. “Seeing how much trash there was is an eye-opener,” said Dorvil. “I never thought I’d see sneakers and diapers in there.” “I think the main purpose here is not just picking up garbage, but having students learn how much

JV

garbage affects the environment,” said Hibbard. Students documented and tallied what kinds of trash they found, with all of the data collected to be sent to the Ocean Conservancy organization, which sponsors International Coastal Cleanup Day. By the end of the morning, they had filled up 10 garbage bags with trash and 5 more bags with recyclable material. “I think that there should be a lot more cleanups to get this off of the reefs and coasts,” said junior and Key Club vice president, Maya Lora. The clean-up has been a regular event for Pace’s Key Club over the past few years, as the service club is always looking for ways to help out the community. Hibbard, who also moderates Pace’s Environmental Club, says that she hopes to have a monthly event for each club throughout the school year.

By Rene D. Basulto Special to The Miami Laker On September 4, Monsignor Edward Pace High School’s 53rd anniversary, Julke Llorens, Pace graduate of the class of 1964, returned to his alma mater accompanied by Mary, his wife of nearly 50 years, for a special Grandparents Day mass and breakfast. Llorens is an integral part of Pace tradition not only as a member of the school’s first graduating class, but also as the first in a family where three generations have walked the halls of Pace High School. Llorens, who arrived in Miami on August 15, 1962, from Cuba as

a teenager through the Peter Pan program sponsored by the Archdiocese of Miami, started his family’s tradition. In the 1980s, his three children Teresita, Julke Jr., and Lourdes followed in his footsteps and now, around 30 years later, his grandchildren. Carlos and Claudia Gonzalez are the third-generation of Pace students. After graduating from Pace in 1964, Llorens attended Spring Hill Jesuit College in Alabama and later Miami-Dade Community College. Since 2000, Llorens has been a permanent deacon at St. John the Apostle Catholic Church in Hialeah. “The unconditional welcome

and support I received at Pace during my senior year and the sense of belonging to the Pace family, stayed with me through the years,” said LLorens. “It was an experience deeply rooted in Christian values.” “And,” he added, “Of course, I very much wanted my children and eventually my grandchildren to have and to share such an experience with others.” Pace graduates from the 1960s will be having a class reunion at Pace High School on Saturday, April 18, 2015. For more information, contact alumni director Melanie Otero at 305-623-7223, ext. 347.

The Station Scene hard-wired smoke alarms are connected together so when one alarm is activated, all the alarms in the home go off. It’s recommended to follow the directions provided by the manufacturer when installing smoke alarms in the home. Generally, they should be installed no more than three feet from air heating systems and at least three feet from the door to a kitchen, bedroom or bathroom. Smoke alarms have a lifespan of 10 years. Although its life span is long, testing and keeping maintenance of smoke alarms in your home is crucial. Smoke alarms must be tested once a month. To test a smoke alarm, push the test button to ensure that the alarm is working properly. If it isn’t, you must immediately replace the alarm. If you home uses batteryoperted smoke alarms, you must change the battery every six months. Another method of protecting your home from a fire is with residential fire sprinklers that can be activated when the fire is in its early stages. Sprinklers are powerful due to their ability of controlling the fire from expanding by spraying water on the burning object. The way sprinklers work is when a fire starts, the sprinklers near the fire discharge water. Residential fire sprinklers release water at a low amount so the home will not flood. Having both, fire sprinklers and smoke alarms provides additional protection for your family and your home. Finally, the most important aspect of keeping your family safe from the dangers of a fire is having a fire evacuation plan that will assume that your family knows what to do in an emergency. The following are important aspects in a fire evacuation plan:

Fire Prevention Week! Whether it’s from the kitchen, or from the grill in the backyard, fires are dangerous and it is important to protect your family with what to do when a fire occurs. According to the National Fire Protection Association (NFPA), last year there were 487,500 structure fires in the United States, out of which 79.4 percent were residential fires. One of the most common types of residential fires are kitchen fires since people mistakenly think they can put out a fire by throwing water on a burning pan. In 2013, Miami-Dade Fire Rescue responded to 1,598 residential fires, 130 of them being kitchen fires. To raise awareness towards the risk of fires at home, the NFPA established Fire Prevention Week, which this year begins on October 5 until October 11. By having the proper fire safety devices to warn of fires and preparing an escape plan for your home, you can reduce the possibility of fatalities due to home fires. According to the U.S. Fire Administration (USFA), children playing with matches or lighters are a leading cause of home fires that may often injure a child. Also, kids can accidentally start a fire due to inappropriately tampering with a heater or electronic appliances. It’s important to keep a close eye on minors and not leave them unattended. The predictability of a fire breaking out in a home is nonexistent, which is why your home should have installed smoke alarms. As the most popular fire safety device in homes, the purpose of a smoke alarm is to protect you from fires when you’re asleep. Additionally, smoke alarms can be battery-operated and hard-wired. The difference in those two is that

• Immediately leave the home. Don’t dedicate time gathering up belongings. Take the safest exit route out of the home. If smoke is in the house, remember to crawl low under the smoke. Once safely outside, call 9-1-1. • Know your way out. If the main exit is blocked by fire and smoke, you and your family must know an alternative way to get out. It’s recommended that your family practice escaping by both the main and alternative routes to be sure that there are no obstacles or complications that can hinder your escape from the home. Moreover, try practicing in the dark. • Feel the door. When approaching a closed door, use the back of your hand to feel the top of the door, the door knob and the crack between the door and door frame. This is done to make sure that the fire is not on the other side of the door. If it feels hot, use an alternative exit from the room; if the door feels cold, open it carefully by bracing your shoulder against the door and opening it slowly. If smoke or heat enters the room, slam the door and use the alternative exit. • Arrange a safe meeting place. Designate an area at a safe distance form the house (i.e. the end of the driveway, front of the sidewalk, etc.) where everyone can meet.

The Miami-Dade County Parks, Recreation and Open Spaces Department and MiamiDade County District 13 Commissioner Esteban Bovo Jr., announced the completion of new amenities at the 20-acre Norman and Jean Reach Park, located at 7901 N.W. 176 Street in Palm Springs North. The improvements include a new six-foot perimeter asphalt walkway with wayside shaded benches, expanded concrete patio space around the recreation center and concession building, and a new portable bleacher. Palm Springs North Elementary School is adjacent to the park and the walking path will be built on both properties providing a safe route for walking activities. This project was made possible with the assistance of MiamiDade County Public Schools Superintendent, Alberto Carvalho, the School Board and the School Board Chair, Perla T. Hantman,

District 4, where Palm Springs North Elementary is located. “Amenities such as these will provide residents and visitors with more opportunities to enjoy nature and recreation at Norman and Jean Reach Park,” said Miami-Dade County Mayor Carlos A. Gimenez. “I want to thank the Parks Department for its great work in helping us build a healthier and move livable community.” Bovo said, “I am very pleased to see this completed development at Norman and Jean Reach Park. I highly encourage neighbors to come out for a walk in the park and to take full advantage of these improved recreational spaces.” Norman and Jean Reach Park also contains two-lighted basketball courts, four-lighted softball fields, two-tennis courts, a swimming pool and a picnic shelter.
