Madison Fernandez, a Miami Lakes resident and second grade student at Immaculate Conception Catholic School, recently celebrated her 8th birthday by asking all who attended her birthday party to bring clothing donations, in lieu of birthday presents, for Sunil's Orphanage in India. All of Madison's peers and their siblings were invited to the party which took place at Monsignor Edward Pace High School. Summary of Town Council actions taken in October Report of actions taken at the October 28 regular Miami Lakes Town Council meeting: • Councilmembers gave their final approval for an ordinance that was intended to adopt two new fees for building and zoning issues for residents. The new measure initially increased the minimum residential permit fee from $84 to $100, but a motion was made to eliminate the increase and approved on a 6-1

vote, with Mayor Wayne Slaton dissenting. During a workshop, councilmembers decided to raise the fees to offset the shortfall in the building and zoning departments for the current fiscal year. The town’s building department is operating at about 95 percent cost recovery, and building permit fee revenues fell short of expenses by five percent. In an effort to move toward a 100 percent recov-

ery operation, town staff identified the building fee categories in which the cost of providing the service exceeds the fee charged for the service – shop drawings for commercial and residential. • Lawmakers gave their final approval to an ordinance to remove the planning and zoning schedule of application fees and cost recovery deposits, and scattered provisions regarding fees and cost recovery system from the town’s land development code. The new measure consolidates various planning and zoning application fees and cost recovery deposits into one fee schedule, and increases fees for zoning plan review and creates a zoning inspections fee for building permits and an expediting fee for zoning letters. Most of the changes to the fee schedule are to reflect fees/deposits that are already in

place, but were not included in the schedule. However, there were some substantive changes to fees for zoning plan review which are complicated as they list over 20 different categories averaging around $20 per permit type. The adopted revision will simplify it and increase it to $35 for residential review and $70 for each commercial review. In addition, Miami Lakes is creating a zoning inspection fee of $35 for residential permits and $70 for commercial permits since the town has recently started to conduct zoning inspections as part of the approval process. • Lawmakers gave their initial approval for an ordinance to eliminate the town’s annual renewal registration fee for burglar alarms to alleviate administrative police resources by reducing the number of calls for false alarms. The proposed ordinance calls

for a $50 fine for the third instance of a false alarm and revises the fees for subsequent false alarm incidents for registered and unregistered alarms users. In addition, the town eliminated the $15 registration fee for the burglar alarms. Town staff has worked with Vice Mayor Manny Cid to revise the fee structure to alleviate police resources while at the same time eliminating the burden of an annual renewal process to residents, businesses and staff. • Councilmembers adopted the town’s new Greenways and Trails Master Plan to help provide additional safe pedestrian and bicycle pathways throughout the 6.5 square-mile town. Miami Lakes initiated the plan with the creation of the N.W. 170 Street Greenway and subsequently received grant funding in the

Summary of actions taken at October 14 meeting (Continued from Page 3) amount of $35,000 from MiamiDade County’s Metropolitan Planning Organization for the creation of Greenways and Trails Master Plan. The Town provided a grant match of $10,000 for the remaining amount. The plan highlights five areas for commuter trail development including N.W. 77 Court, Canal Trail between Leaning Pine Drive and N.W. 67 Avenue, N.W. 67 Avenue, N.W. 87 Avenue, and N.W. 154 Street. Additional conceptual design work was prepared for each of these areas. The trail system branches off

from these major corridors to incorporate scenic areas throughout the Town’s neighborhoods. As part of the proposed plan, a feasibility study was provided where cost estimates have been provided for each of the proposed improvements. The total estimated cost of the plan improvements is $6 million. Through grant funding, the Town has already made progress on key parts of this plan by obtaining funding for the Miami Lakeway Safe Routes to Schools Trail ($321,500) and the N.W. 170 Street Greenway ($355,000). The Town is also seeking grant funding for the development of the N.W.

77 Court trail to complement future improvements being made by FDOT on N.W. 77 Court, and the perimeter road along the Palmetto Expressway ($1.2 million). The Master Plan document is actionable and ready to implement over a five to ten year span. • Councilmembers approved a resolution to waive the town’s procurement procedure to award building contracts for the construction of the new youth center at Miami Lakes Picnic Park East, and the entrance feature at N.W. 67 Avenue near N.W. 138 Street. In addition, lawmakers waived another portion of the procurement regulations to award Union General Contractors $199,000 for the construction of the structural shell of the youth center. Funding comes from the settlement agreement with the original contractor’s bond surety. • Lawmakers approved Cid’s recommendation to urge MiamiDade to use the increase of revenue for library taxes for the Miami Lakes branch to buy new technology, create community programs and do building upgrades. The new tax rate generated a net revenue increase of $283,335 via Miami Lakes homeowners and businesses. • In the town’s effort to build a dog park, Miami Lakes has secured a lease for a FDOT parcel, located at the south end of N.W. 77 Court, which is suitable for dog activities. (See rendering on Page 1.) Town Manager Alex Rey said the site is adjacent to future proposed trail facilities. Rey said the next step is to cre-

ate a conceptual plan for the dog park based on input from residents. The proposed dog recreation area is planned to have fencing for a large dog area and a small dog area, and it will include a parking lot, water fountain and shaded picnic shelter. The following actions were taken at the October 14 Miami Lakes Town Council regular meeting: • Lawmakers gave their final approval for an ordinance that now establishes a $100 expedited fee for lien letters to be processed within two business days, and revise the regular lien letter fee with a standard process time of seven to ten days from $20 to $50. Town staff’s time was assessed to ensure the proposed fees cover the cost of processing the lien letter. Based on current fully loaded hourly rates, the cost to provide the service is approximately $52. • Councilmembers also gave their final approval for an ordinance to protect street trees by limiting the total width of driveway approaches for a circular driveway, and providing a minimum distance between driveway approaches and street trees. The new ordinance would limit the combined width of the two approaches to 30 feet and also provides a minimum distance of ten feet between a driveway approach and the base of a street tree. • Councilmembers executed an FPL as easement agreement for the maintenance and operation of the utility line required to accommodate the construction of the new Miami Lakes Optimist Clubhouse. The town is required to move the existing line to provide power to the Clubhouse and field lighting at the Miami Lakes Optimist Park. The easement agreement is required to secure access for future maintenance and operation of the service line which is required to provide electrical power to service

the Clubhouse and field lighting. • Councilmembers approved Slaton’s request for town staff to explore creating a Town of Miami Lakes police department color guard to represent the Town at external community events and ceremonies when needed, as well as assist with the presentation of colors at town-sponsored ceremonies. • Lawmakers approved Councilmember Tony Lama’s request for town staff to scrutinize the town’s existing regulations and allow more outdoor dining in Miami Lakes. “I have discussed with residents and business owners the desire for more outdoor dining in our Town and I would like to direct staff to look into what existing regulations may impede our local restaurants from doing so today,” Lama said. “We have several new businesses/restaurants moving into Miami Lakes and we want to encourage this growth. Let’s eliminate obstacles from businesses trying to flourish and maximize the time and dollars residents spend in our town.” • After meeting and scrutinizing the issue of Miami Lakes possibly taking over a portion of a golf course, the Miami Lakes Par 3 Committee has recommended the town own the land and covert it to a passive park. Committee member Carlos J. Andres told councilmembers his group evaluated the acquisition and the best option to use the land after discussing the town’s plans with The Graham Companies, which owns the property as part of Don Shula’s Golf Course. Andres said the land should be used as a passive park for pedestrian activities, hiking and jogging, and the recreational area can be a place for historical, cultural or archeological attraction. The passive park would be open to only Miami Lakes residents.

News and Notes from the Town of Miami Lakes Town and state co-designate NW 77 Ave. as Wellness Way

Residents asked to weigh in on lower speed limits

The Town of Miami Lakes, in conjunction with the state of Florida, paid homage to local companies in the healthcare industry by co-designating N.W. 77 Avenue, which is adjacent to the Palmetto Expressway and the hub to many of those businesses, “Wellness Way.” On October 17, more than 50 people, including Miami Lakes Councilmembers, state senators, state representatives and healthcare workers, were on hand for the road dedication ceremony to honor Baptist Hospital, Miami Children’s Hospital and Catholic Hospice, among other Miami Lakes’ facilities for health treatment. “Over the years, N.W. 77 Avenue has become a premier location for companies looking to establish a strong presence in

Miami Lakes Vice Mayor Manny Cid is hoping his town will join New York City in mandating a 25 miles per hour speed limit on residential streets. Lawmakers in the Big Apple approved the lower speed limit that takes effect on November 7. “I have received many emails from residents concerned with speeding on residential roads,” said Cid. “My collegues and I have been working on reducing the residential speed limit and it would help to receive more resident feedback on the issue.” Residents can express their views on a lower residential road speed limit by contacting Cid via email at cidm@miamilakes-fl.gov, or mannycid2012@gmail.com.

Northwest Miami-Dade,” Mayor Wayne Slaton said. “Many of these companies are in the health care industry and the ‘Wellness Way’ co-designation is a great way to showcase their presence along this important roadway.” While Councilmember Nelson Rodriguez initiated the roadway name designation, the idea was a joint effort by Miami Lakes and state officials completed during the most recent Legislative Session. “The idea of Wellness Way came from two issues,” Rodriguez said. “One being the large amount of health-related businesses in the area and the second was that N.W. 77 Avenue needed a roadway name in addition to a numbered name, as most of the Town’s eastside roads do.”

The Station Scene by Griselle Marino, Public Affairs Manager Miami-Dade Fire Rescue Department

Holiday Cooking Safety The holiday season is fast approaching which means it’s time to prep and plan for delicious feasts with family and friends. Last year, Miami-Dade Fire Rescue responded to more than 1,500 residential fires, of which 130 were kitchen fires. It’s important to be attentive and cautious when cooking meals to ensure a wonderful holiday season for everyone. Ensure the appliances are being using according to manufacturer’s specifications as improper use of appliances can lead to a fire. According to the U.S. Fire Administration, unattended cooking is the leading contributing factor in home cooking fires. When frying, grilling or broiling food, remain in the kitchen, never leave food unattended. If baking, roasting or boiling food, check it regularly. To remind yourself that you’re cooking or backing, use a timer. If for any reason you need to step away from the kitchen, turn the stove or oven off. It’s also vital to have nearby a multipurpose fire extinguisher in case of emergen-

cies. Always keep nearby an oven mitt and a lid that fits the pan in case a small grease fire occurs. With the oven mitt on, carefully slide the lid over the pan to smother the fire. Immediately turn off the burner and do not move the pan. The pan should remain covered until it is completely cool. With oven fires, turn off the oven and keep the oven door closed. With microwave fires, keep the microwave door closed and if possible, unplug the microwave oven from the outlet. Being using either kitchen equipment again, have it checked and serviced. For those with children, keep them away from the cooking area. Designate a zone 3 feet around the stove or areas in the kitchen where hot food or drinks are prepared.

After cooking, clean all cooking surfaces to prevent food and grease buildup. Turkey fryers are popular during the holiday season but it is necessary to know how to appropriately use them. Turkeys must be completely thawed before placing them in the fryer. Turkey fryers should be used only outdoors and avoid using them on wooden decks or in a garage. The fryer should be placed on a flat surface to reduce accidental spilling. To prevent oil spills, don’t overfill the fryer. Hot oil that splashes or spills during cooking can result in serious injury. Never leave the fryer unattended when in use or allow children or pets near the fryer. Once a turkey fryer is no longer in use, be cautious of the oil inside as it can remain hot for hours.

Christophe Humbert is new Goleman basketball coach By David L. Snelling The Miami Laker staff In his first year as head coach at Doctor Charter School in Miami Shores, Christophe Humbert’s basketball team finished the regular season 0-19, but it made a big turnaround the following year by

advancing to the playoffs. Humbert loves challenges and perhaps his biggest test is turning around a Barbara Goleman team that hasn’t had a winning season since 1999. Last year, the Gators won only one game.

“It’s very challenging but that’s where the fun begins for me,” he said. Humbert was recently named the new coach of a Gator team that will play perennial powerhouses, Norland, Carol City and Krop, this season, and he is preparing his players to play basketball on a higher level. “On paper I think we are good, but it will be difficult to play those teams,” he said. “Norland is a powerhouse and it comes down to having the guts to go somewhere far this season.” With seven seniors on the team, Humbert said their playing experience can help drive the team to success, but he initially must mentally prepare them for the possible worst of times. “If something goes wrong, we tell them everyday to move on and play better basketball,” he said. Humbert’s basketball roots can be traced to France. He was born and raised there and learned how to play the game of basketball. A star high school player, Humbert was heavily recruited by several colleges and universities in the United States. He chose Florida Southern College. During his senior season, he scored a career high 44 points and grabbed 12 rebounds. He later turned pro and returned

to his homeland, where he played for several teams. Following his retirement, he coached several high school and middle school teams in France, and came back to Florida to coach at Doctor Charter School. He said there’s a major difference between high school basketball in France and the U.S. “Here, you are coaching student-athletes at the same time, where over there it’s more pro club going to school and coming back to play basketball,” he said. “France is not big in basketball like the U.S.; it is more known for soccer.” Nevertheless, Humbert said he adapted well to coaching basket-

CHRISTOPHE HUMBERT ball in America and is looking forward to placing the Gators on the winning track. “We are going to work hard to win,” he said. “We have the talent to turn something around here.”

American wins district title; HML defeats Goleman 41-34

Oscar Amuz, a former 2nd Division soccer player, has founded the Miami Lakes-based Autism Soccer (AS) as a nonprofit organization 501(c)-(3) that teaches fundamental soccer skills to children with autism spectrum disorders and intellectual disabilities. By David L. Snelling The Miami Laker staff Last week’s district title showdown featuring American High and Mater Academy lived up to its billing, as the two top defenses in Miami-Dade kept the game close until the end. But the Patriots escaped with a 10-6 victory, giving head coach Anthony White a district title in his first year at American and the school’s fourth consecutive district championship. The Lions’ defense focused on their number one target, running back Jeremiah Pierce-Johnson, and forced him out of the game in the first quarter after the standout injured his ankle. The Patriots’ penurious defense kept Mater Academy at bay, giving the struggling offense a chance to get on the scoreboard, when quarterback Cinque Sweeting ran for a one-yard touchdown before half-time to give his team a 7-3 lead. The Lions kicked another field goal in the third quarter to cut the lead, 7-6, and American’s placekicker Diego Arcon drilled a 41yarder through uprights with 5:43 remaining to seal the game and the district championship. The Patriots (8-1, 6-0 in district), dominated their 7A-16 district opponents and never missed a beat following the departure of former head coach Corey Bell, who is coaching college football. Two weeks ago, American clobbered Alonso and Tracy Mourning, 66-0, and ran all over Miami Springs, 33-14, to take the district lead from the Golden Hawks. The Patriots’ only loss was at the hands of defending state champion South Dade in September. In other local football action: Miami Springs bounced back

following two consecutive district losses, defeating Alonso and Tracy Mourning, 42-2, last week at North Miami Stadium. The Golden Hawks dominated the game and led 21-2 at half-time after quarterback Gerald Anderson connected with wide receiver David Bradley for a 56-yard touchdown pass. Bradley recorded 135 yards and two touchdown on three catches. Anderson threw for 218 yards and three touchdowns, and running back Darryel Bethune Jr. ran for 133 yards and two scores. The Sharks got on the board when Miami Springs was flagged for a holding penalty in the end zone after Mourning punter Gregory Popovin pinned the Hawks on the 1-yard line following a 36-yard punt. Three weeks ago, Miami Springs (7-2, 4-2) was tied with American High for the 16-7A district lead but lost to the Patriots in a showdown, and the Golden Hawks were upset by Mater Academy to fall to third place in the division. Ronald Reagan High School was resilient following back-toback district losses by shutting out Hialeah Gardens, 24-0, in a District 13-8A game. Hialeah Miami Lakes defeated district rival Barbara Goleman, 41-34, in a wild game in which neither team punted. HML quarterback Isiah Small had two touchdowns late in the game to propel his team to victory. The Trojans improved to 4-5, 3-3 in district pla, while the Gators fell to 3-7, 2-4 for the year. Gulliver Prep (5-4, 3-1) blanked Pace, 22-0, to drop the Spartans to 2-7 and 0-3 in district play. Pace quarterback Eric Walker threw for 239 yards but had three interceptions.

Fabian Olivera, popular Miami Lakes soccer coach, dies of apparent heart attack at age 42 By David L. Snelling The Miami Laker staff Fabian Olivera, a soccer coach for the boys 16 and under and 19 under teams at the Miami Lakes United Soccer Club, and recently guided them to victory in a prestigious tournament, died two weeks ago. He was 42. Olivera died of an apparent

heart attack on October 23, said his childhood friend and registrar of the organization, Tony Rodriguez. Olivera was born in Uruguay in South America where he excelled in soccer as a young kid. After his family moved to Miami, he enrolled at Hialeah Miami Lakes High School, where he resumed his incredible skills in

the sport he had embraced since a tender age. Following graduation, Olivera returned to his homeland where he played professional soccer and coached young kids. He returned to Miami and coached several soccer clubs on Key Biscayne before he was tapped as head coach for the Miami Lakes Soccer Club last year. A week before his untimely demise, Olivera led one of his teams to the United FC West Pines Classic tournament championship. “That was his last game he coached,” Rodriguez said. Rodriguez said he and Olivera grew up together in Hialeah, where the Uruguayan-born soccer player encouraged him to play the sport instead of football. It was the best move he ever made, as Rodriguez became a standout soccer player. “Being a Cuban-American, I grew up playing football,” Rodriguez said. “Then, I met Fabian, got a hold of a soccer ball and dropped football. If it wasn’t for him, I wouldn’t be playing soccer. My kids now play soccer.” Olivera’s players, family members and friends were also left shocked over his sudden death, as they expressed their condolences on the Miami Lakes Soccer Club Facebook page. “I’m still shocked to know about this,” said Pato Garbo. “Our deep condolences to his famliy.” Gladys De la Cruz said: “May

Basulto Special to The Miami Laker Students from Monsignor Edward Pace High School’s Academy for Emerging Computer Technologies listened and chatted with Olina Helga Sverrisdottir, a 13-year-old coder from Iceland, in the new Innovation Center at Pace High School. Sverrisdottir is a 2013 RunnerUp for the Digital Girl of the Year European award and is an assistant Instructor & Designer at Skema Education. She also won competitions held by the FBI and Carnegie Mellon University when she was just 11 years old. Sverrisdottir started programming at the age of 9 by using the programming language Alice. She credits her mother, Rakel Solvadottir, for getting her into programming. Rakel, who accompanied her daughter to the event, owns and operates Skema Education in Iceland, which is dedicated to teaching children as young as 6 how to program and code. Her company is expanding to Redmond, Washington as reKode Education. During her speech, Sverrisdottir talked about the importance of keeping a good selfimage in order to succeed, especially when dealing with the challenges of working in programs such as Unity 3D. She acknowledged that programming, coding, and other technological pursuits are usually thought to be male activities. To help remedy this, she

When asked how learning programming could be helpful, she said it builds critical thinking and problem-solving skills. “[Programming] is a challenge and you have to really think to

look and find a problem,” she said. Bianca Diosdado, vice president of IT Recruitment & Staffing at Octagon Technology Staffing, also accompanied Sverrisdottir to the event and fielded questions from students regarding career options in technology. She, Sverrisdottir, and her mother all agreed on one basic idea: everyone should know how to code. Former student, Robert Inza named Goleman AP By R.A. Romero The Miami Laker staff Robert Inza has come full circle at Barbara Goleman Senior High School. He is a member of the first graduating class, a former English teacher and Activities Director and newly appointed assistant principal, the first Goleman alumnus to be named an administrator. From the time he was a child, Inza was an engaged and motivated student. He recalls being eager to go to sleep so the next school day would come sooner. “I’m a lifelong learner. If I could go to school forever, I

would,” he said. Considering Inza's track record for education, it seems as though he may very well go to school forever, even if not always in the classroom. Inza attended Florida International University for his bachelor's in English Education, master’s in Reading Education and a Specialist in Educational Leadership. His first job teaching was back in the halls of Barbara Goleman High School. After teaching English and a newspaper elective course for a handful of years, Inza transitioned into Activities Director for the school, initially while still teaching classes and eventually completely delving into his new position. After spending three years as Activities Director, he participated in an internship for Project Lead Strong, an opportunity for teachers and other administrative members to qualify and intern at various schools for career advancement. Inza interned as an assistant principal at American Senior High School for the 2013-2014 school year and in participating as an intern, he completed a portfolio in which Florida standards of competency for school administration were met. Following the program there were no guarantees that he would be placed as an assistant principal at his Alma Mater, though as fate would have it, Inza would once again revisit his home school only this time as an administrator in June 2014. “The transition I think was the best it could have been. The former assistant principal was appointed as principal of another

Integrated Dentistry Delivered by General Dentists and Specialists GENERAL & COSMETIC DENTISTRY

school but we worked closely together, he was very much a mentor to me,” said Inza about Leonard Torres, now principal of Palm Springs North Middle School. “Overall the transition felt very smooth, for me, for the faculty, and for the students who already knew me, my style, my integrity, and my loyalty and love to the school.” Sounding much like the English teacher he once was, Inza notes his all-time favorite book, To Kill A Mockingbird, and how Atticus taught Scout that to truly understand a person, one must walk in their shoes. It is a simple but deeply important belief that has shaped Inza’s style as an educator. “I’ve seen this school from many perspectives. I’ve seen it from the eyes of a student, teacher, and now as an administrator,” said Inza. “I think it’s always so important to remember to put ourselves in one another’s shoes, so coming up through the school in so many different ways is valuable in understanding all the roles at work.” Despite his position as assistant principal, Inza still catches himself referring to his former teachers, now colleagues, as misters and misses. The desire to climb higher

within the school system, as a student sitting in his teacher’s classes to eventually calling them equals, came slowly and naturally. “I wanted to keep growing and learning. I wanted to not only affect and inspire those in my classroom but reach out and touch the lives of others. It was a natural progression that led me to where I am today,” said Inza. As for the continued success found at Goleman, Inza is wellacquainted with the process. He calls out parents at freshman orientations noting that the high school years are not the time to back off, rather, it’s the time to be most involved as those are the most critical years before college. “It takes a village” can be heard ringing out from the orientations, Inza’s reminder that no child is raised alone to their highest potential. Inza has an open-door policy, as do other administrators, for parental involvement or concerns. Coming to the assistant principal that can say with ease that he genuinely understands, there is no better door to peer into. “Ultimately we are a school family with unified goals: to educate, to learn, to inspire, and to motivate.”

Dade's choir students have showcased their talents and abilities through various competitions and among their many achievements, the Crusader Choir has received an “excellent” rating across the board for their performances and sight-singing evaluations for the Florida Vocal Association. The choir boasts four first place trophies and winners of Best Overall Choir at competition. Additionally, they are the winners of the Espirit de Corps trophy for competing groups with the best discipline, comradeship, enthusiasm, and devotion.

DADE CHRISTIAN SCHOOL’S choir has been invited to perform at the annual Candlelight Processional at Disney's EPCOT theme park.

His House raises $400,000 to help abused children with charity gala His House Children’s Home (HHCH), located in Miami Gardens, and joined with sponsors Comcast, Leyva Capital, and Ubreakifix, hosted its 11th Annual “Imagine” Charity Gala on Saturday, October 11 at the JW Marriott Marquis Miami. Hosted by Ambrosio Hernandez, senior news anchor of WSCV/Telemundo-51 and 8-Time Emmy Award Winner, over 500 guests celebrated a special evening to benefit the lives of children in foster care. The evening began with a cocktail hour followed by fine dining

and musical entertainment. Participants had the opportunity to bid on auction items, which included Montica fine jewelry, vacation getaways, autographed sports memorabilia, tickets to meet and greet Andrea Bocelli. A live auction, presented by professional champion auctioneer, Jim Gall, sold items such as an Azamara Club Cruises 14-19 day voyage to anywhere in the world within 66 countries. Dance in Motion presented a beautiful ballet performance and Marie Elena Elvira “Manena”, Florida’s 2014 Hispanic Heritage Month Artist,

created a signature piece live during the event. Among those who attended were Florida State Senator Rene Garcia, TV hostess of “Acceso Total” Marianna Rodriguez, Miami Congressional Candidate Carlos Curbelo, honorary hosts Jay and Jessica Leyva, Judge Monica Gordo and Congressman Joe Garcia. “It is always a pleasure to spend time with my friends at His House. Their hard work and dedication is a true testament to all,” affirmed Senator Garcia.
