Annual Festival of Lights Nov. 28 on Main Street The Graham Companies and the Main Street Merchants will host the official kickoff for the 2015 Holiday season at the 31st annual Main Street Festival of Lights in downtown Miami Lakes

from 6 to 10 p.m. on Saturday, November 28. The event will take place along two blocks of Main Street from Ludlam Road to Bull Run Road. There will be entertainment for the

whole family throughout the night including the Lighting of Main Street, a live DJ, photo booth, and performances by students from local schools, plus lots of free activities for everyone to enjoy. The Holiday magic continues throughout the night along Main Street which is transformed into a winter wonderland. The Festival of Lights has been a family favorite tradition for over three decades among Miami Lakes residents and neighboring communities who have gathered together to bring in the Holidays. Miami Lakes kids now have their own ‘Spot’ at new Youth Center Town of Miami Lakes is inviting the community to join officials and staff for the grand opening of the new Youth Center at Park East, also known as “The Spot, from 11 a.m. to 3 p.m. on Saturday, November 21. The grand opening event will be complete with an afternoon of

amusements, music, food, giveaways and fun for the whole family. The Youth Center, located at 6075 Miami Lakes Drive, is a 4,000 square-foot facility with multipurpose activities rooms, a classroom area for after school educational programs and tutoring, and an outdoor patio area with

Joining the teens for the event were Miami Lakes Mayor Michael Pizzi, and Councilmembers Manny Cid, Frank Mingo, Tony Lama and Ceasar Mestre. In recognition of the teens’ efforts, which were part of Key Club International’s Key Club Week worldwide, Pizzi presented a proclamation declaring the day as Key Club Day in Miami Lakes. “What you Key Club members have done here today is absolutely amazing,” said Pizzi in presenting an official proclamation which urged the people of Miami Lakes

Miami Lakes Garden Club hosts Town’s Operations Chief Tony Lopez on Nov. 23 Tony Lopez, CPRE, chief of Operations for the Town of Miami Lakes, will be the guest speaker at the November 23 meeting of the Miami Lakes Garden Club at the Mary Collins Community Center, 15151 N.W. 82 Avenue. The meeting begins at 7 p.m. Lopez will provide an update on the Town’s Beautification Master Plan, Greenways and Trails Master Plan, and provide updates on the Town’s parks, tree canopy and upcoming capital projects. The general public is welcome to attend. A Miami native, Lopez began his career in 2003 working at the South Miami YMCA, and in 2004, became Miami Lakes’ first recreation employee. Since then, he held several positions of progressive responsibility in over 10 years with the Town including seven years as Director of Parks, Recreation/Community and Leisure Services. He is the recipient of national, state and local wards recognizing his innovation in the parks and recreation field, and in 2007, he received the Robert W. Crawford National Recreation & Parks Association’s Young Professional Award. He is one of a handful of Park Directors in the nation to have achieved the prestigious Certified Parks & Recreation Executive (CPRE) designation. In 2014, Lopez accepted an opportunity to work for the Mayor of the City of Jacksonville, the largest urban park system in the country, as their director of Parks, Recreation and Community Services. In June 2015, Lopez returned to Miami Lakes as chief of Operations to handle the oversight and implementation of all Town operational initiatives along with

TONY LOPEZ overseeing the Community Services and Public Works departments. Under his leadership, Miami Lakes has been nationally recognized for its unparalleled parks system consisting of more than 100 pocket parks and green spaces, two 20-plus acre active/athletic parks, 70 miles of rights-of-ways and medians, urban tree canopy of 17,000 trees, three community centers, 10 volunteer committees that provide more than 50 special events per year, and several communitybased organizations/recreation programs. During his tenure as director, Miami Lakes became a two-time All-American City finalist, seventime Playful City USA recipient, seven-time Tree City USA winner, and claimed one of the 100 best Communities for Youth People in the United States. He has served as adjunct professor at St. Thomas University and at Florida International University. He currently serves as chairman of the Alumni Committee at St. Thomas University.

#TeamShulas wins Athletic Club’s dodgeball tourney Shula’s Athletic Club did its part to raise awareness and funds for Breast Cancer support by carrying out a month-long raffle to win autographed Miami Dolphin’s memorabilia and a special charity training package, personal training promotion, a Spin-A-Thon as well as a Dodgeball Tournament during October. Through these events, Shula’s was able to raise over $1,300 for the Women’s Breast Health & Heart Initiative. The selected charity, headquartered in Miami Lakes, is on a mission to save lives by connecting atrisk women with the prevention and early detection necessary to fight breast cancer and heart disease. News and Notes from the Town of Miami Lakes Town plans 15th Anniversary celebration on December 5 at Miami Lakes Park West The Miami Lakes community is invited to join elected officials as they celebrate the 15th year Anniversary of the Town of Miami Lakes from 11 a.m. to 2 p.m. on Saturday, December 5, at Miami Lakes Park West, 15151 N.W. 82 Avenue. The fun-filled event for the whole family will feature live entertainment, food trucks, carnival rides, a petting zoo, skating rink and more. Councilmember Frank Mingo is teaming up with the town’s Youth Activities Task Force to ensure a happy holiday season for children in need. The event, activities, and rides are free, but event organizers are encouraging residents to bring unwrapped toys to be donated to His House Children’s Home.

Winner, Documentary Winner, and Experimental Winner. All five winners will be awarded with the West of Cannes “Neon Palmâ€? Award, an homage, with a cultural Miami twist, to the Cannes “Golden Palmâ€? Award. Finalists’ films will be screened at the festival on Friday and Saturday, November 20 and 21, with the award ceremony following on Sunday, November 22. A jury of judges consisting of industry professionals including HBO producers, Univision directors, and local established filmmakers will select the winners for the event. Those not selected as finalists will have their short films screened in the days leading up to the event at the playhouse. M. Lakes pioneer R. Floyd Luckey Jr. An integral member of The Sengra Corporation’s (forerunner to The Graham Companies) management team in the early development of the New Town of Miami Lakes, R. Floyd Luckey Jr. passed away on November 5 after a long illness at his home in Lancaster, New Hampshire. Luckey was a 1948 graduate of LaBelle High School in LaBelle, Florida. He attended the University of Florida graduating in 1951 with high honors and a degree in Agricultural Education. In 1953, he earned a Master’s degree in Agriculture Economics and Cooperative Dairy Marketing. He served in the U.S. Navy attaining the rank of commanding officer. He served aboard the USS Wisconsin and the submarine USS Burrfish, and was honorably discharged after 3 years and 4 months of distinguished service. After leaving the Navy, he served for 5 years as manager of the Independent Dairy Farm Cooperative in South Florida and worked closely with the dairy farmers enabling the cooperative to become a thriving business. His hard work and dedication to the project did not go unnoticed. As William A. Graham, and his brother Bob (now retired U.S. Senator), began their development of what was previously their dairy farm, they brought Luckey to their team to develop the 3000 acres of what was known as the New Town of Miami Lakes and what has now become the vibrant and beautiful Town of Miami Lakes. Luckey worked closely with renowned landscape architect and town planner Lester Collins in creating compatible adjoining land uses, zoning codes approved by then Dade County, and innovative residential and commercial building designs that lured many new residents and businesses to the fledgling community. Dedicating 15 years to the Miami Lakes projects, Luckey then retired and relocated to Bonita Springs, Florida, where for the next 30 years, he was active in the southwest Florida areas of real estate and condominium development. Luckey was instrumental in the creation of Black Island and the quaint taste of simple vacation life at Bonita Beach Plantation Resort (a/k/a “Crackerville”). Ultimately, Black Island and Lovers Key were combined to be the Lovers Key Carl E. Johnson State Park. Luckey, and his wife Barbara, operated the Bonita Beach Plantation Resort for 15 years. In 2005, they retired to New Hampshire, and after 35 years of marriage, she passed in 2013.

Miami Lakes salute to veterans draws more than 1400 participants Miami Lakes Veterans Committee, with cooperation from other town committees including Youth Activities Task Force, Cultural Affairs and Public Safety, have labeled the 36th annual Miami Lakes Veterans Day Parade as the best in history. According to parade officials, a total of 1402 individuals participated including 63 groups. The Grand Marshall was Gary E. Cardenas, Commander of American Legion Post 144-Miami Lakes. In addition to Post 144,

other veteran’s organizations included the American Legion Department of Florida, the Military Vehicle Preservation Association, and many individual veterans. A crowd favorite was the helicopter fly-over by the U.S. Coast Guard. Elected officials participating in the parade included MiamiDade County District 13 Commissioner Esteban Bovo Jr., and town officials including Mayor Michael Pizzi, Vice Mayor Tim

Covering the Miami Heat for more than a decade, Reynolds has a bird’s eye view of how teamwork has become the recipe for success, as the Heat won three NBA World Championships and made four consecutive trips to the NBA Finals. “Teamwork means competition which is never a bad thing if you go about it the right way,” Reynolds said during a recent Miami Lakes Chamber of Commerce membership luncheon where he was the guest speaker. Reynolds, a Miami Lakes resident, said that “same teamwork” in sports can also be used for businesses, as he offered a road map for companies seeking a successful journey, but they first must huddle and form a game plan to win out against the tough competition. “It’s parallel to sports as long as you have a group of people striving for a common goal,” he said. “Whether it’s sports or the real world, it’s the way of winning that produces the best results.” The New York native said following Miami’s NBA Finals victory over the Oklahoma Thunder in 2012, the Heat was recognized as one of the best teams in NBA history. “I have seen a huge change in that team,” he said. “It’s parallel to companies with good teamwork.” As the game of basketball has evolved over the years, Reynolds said Heat President and former

Lakes resident Erick Lamelas is a Pan Am champ Anyone familiar with the book “Outliers: The Story of Success,” written by Malcolm Gladwell, understands the “10,000-hour rule.” Gladwell explained that the key to world-class expertise in any one skill is to practice correctly for a minimum of 10,000 hours. Erick Lamelas is a Miami Lakes resident who attended Bob Graham Education Center from kindergarten to eighth grade, has practiced karate for the past 11 years for about 10,000 hours, and his skill is nothing short of world class. Since the age of 6, Lamelas has trained only in the style of ShitoRyu, one of the many famous

forms of Karate. He has endured countless hours of training, fought in dozens of competitions, and has defeated dozens of fellow competitors. Today, at the age of 18, Lamelas has been 10 times National Kumite Karate Champion, has fought as part of team USA’s National Karate Team for five years and recently represented the United States Olympic Karate Team at the 2015 Pan-American Championships in Santa Cruz, Boilivia in August, bringing home the gold for the second time in his young karate career. Lamelas is currently ranked No. 2 in the world in his age and weight division and is considered

one of the top prospects if karate is added to the Olympics in 2020. Currently, his goal is to bring home the gold from the World Karate Championship, being held this year in Jakarta, Indonesia in November. “I have dreamed of winning the world championship,” he said. “To bring home that medal and realize my dream has driven me to train and literally fight as hard as I can.” Lamelas’ skills and talents go way beyond the mats, he also played varsity basketball for the Mater Lakes Academy Bears for his entire four years of high school, juggling both basketball practice and karate training on the same days multiple times a week.

Add to that a district championship in wrestling his senior year, and an award for athlete of the year 2014-2015. Not to mention he plays the alto saxophone. “I train everyday, sometimes even twice a day. If I don’t make it to the dojo, I will practice my moves or conditioning, run around the neighborhood, or anything to keep myself in shape for my competitions,” he said. Training and his will to succeed have made Lamelas an unbelievable athlete and the rewards have been plentiful. Decorated along the walls of his rooms are dozens of medals, certificates and trophies, awards that have taken him to destinations all over the world including Mexico, Brazil, Colombia, Peru, Bolivia and Spain. “Going to Jakarta this year would be a dream come true,” he said. “I want to win the gold, not just for my country, but also for my parents, Geanne and Heriberto Lamelas, my sensei Noel Hernandez at Musashi Dojo, and all of the friends and family that have supported me throughout the years. I know my family has sacrificed a lot for me to be where I am, for that I am extremely grateful.” Unfortunately, being an allstate athlete in karate doesn’t

Lamelas is currently hoping to acquire sponsorship for the upcoming event. “My parents have always encouraged me to push forward and fight for what I believe in,” he said. “Karate has taught me to be humble, to be disciplined and to be respectful. Karate is my passion. The rush I feel when I’m fighting, the satisfactions of winning something you’ve trained so hard for. I can’t see myself without karate.” Aside from karate, Lamelas is a student at Florida International University majoring in recreational therapy and plans on becoming a physical therapist. Pace’s Tons of Love Food Drive continues nearly 30 year tradition

By Rene D. Basulto Special to The Miami Laker For nearly 30 years, Monsignor Edward Pace High School has been collecting food in the weeks leading up to Thanksgiving for its Tons of Love food drive. Everyone in the Pace family, including students, parents, teachers, and staff, is asked to donate non-perishable and canned food items. Those donations will be delivered to the needy in South Florida. The tradition was started by Sister Carol Jean Willie in the 1980’s and is now run primarily by Pace’s Theology Department and Mission Club. Freshmen, sophomore, juniors, and seniors compete with one another to see which grade level can bring in the most food, with the winning grade receiving the Tons of Love trophy, which is updated each year with a plaque of that year’s winners. While the drive continues to accept donations until November 20, the deliveries have already started to ministries, pantries, and food banks in Homestead, Miami Gardens, Miami, Opa-Locka, and many other locations. On their last day of school before Thanksgiving, the Pace community will come together for a special Tons of Love mass to celebrate the Thanksgiving season and commemorate all of the food that will be going out to help the hungry in our community.

Miami Lakes Middle School’s Valerie Castañeda named to Florida All State Band Valerie Michelle Castañeda, an eighth grade student at Miami Lakes Middle School, has been selected for the Florida All State Band. A resident of Miami Lakes, Castañeda is in her third year as a clarinetist for the school’s superior-ranked Warrior Band program and serves as the band’s co-captain. In January, Castañeda, along with MLMS band director Ana Peña, will travel to Tampa to participate with the All State Band during the Florida Music Educator’s Association Music Festival.

The Florida All State Band consists of 150 select band members from around the state. Out of the hundreds of Miami-Dade County students who auditioned, Castañeda was one of only six musicians selected to participate in the music festival. “I was proud that I practiced and prepared the best I could to try out. Educational Ctr. names Erica Evans DeSimone Teacher of the Year By Diana Rodriguez Special to The Miami Laker When students who have taken a class with Erica EvansDeSimone think back on their experience in her classroom, there are plenty of unpleasant words crossing their minds. In spite of her demanding tests and warmups, “Miami Lakes Education Center’s Most Intimidating Teacher” is one instructor that everyone is bound to come back to visit, even more so after winning her latest moniker: Teacher of the Year. Even after graduating from Hialeah Miami Lakes Senior High, Evans began to see herself at the head of the classroom near the end of her college career at the University of Florida. Always interested in the sciences and government, she wished for a job that entailed educating young students on history, specifically. Although her competition for the award were all “awesome teachers”, she recalls her “unique way of teaching” that helped her win this esteemed award.

ERICA EVANS DESIMONE “Education should be fun.” She believes it helps the kids remember the lessons more easily. “I practice tough love.” Many students agree. It’s Evans’ ‘get-back-at-it attitude’ towards her students that helps them overachieve in future courses that her classroom prepared them for. Evans is a rarity in that she does not view a failure or a mistake as a hurdle, rather as an opportunity. Directed at her support system of students and teachers, family and friends, Evans stated that she is “beyond lucky” to have them. She admires her colleagues who

understand and support her, even more so throughout her life at MLEC. When it comes to her past students that come back specifically to see her and relay their stories in the real world to her, she loves seeing how her teachings have impacted them in the long run. Whether it’s “You were right!” or “That did happen!” she enjoys having her kids back. Students remind her of things she has said in the past 10 years and it wholly amuses her. “It’s hilarious. I can’t even remember what I said 10 minutes ago,” Evans said. Before as well as after receiving this award, she hopes that as sponsor for the Class of 2017, they have a “fun and memorable senior year.” More so as the Cambridge Academy leader, she is working hard for everyone to recognize them as the best program in the county. “We know it, but we want them to know it.” Evans wants the Cambridge academy to carry on “kicking butt”, and most importantly, to grow. When asked about any upcoming plans now that she’s won Teacher of the Year, EvansDeSimone said that although she’s considered taking other avenues to get to where she desired to be, she wants to continue in what she’s in currently. “Being an educator is what I am. It’s what I do.”

Jesuit played in the two day tournament, with teams competing against each other in pool play on November 6 to set up the singleelimination tournament brackets the following day. In the semi-finals, Immaculate Conception defeated Holy Cross and Belen Jesuit defeated Blessed Trinity. Immaculate upset Belen Jesuit in the finals 37-33 to win the championship.

American High hosts JROTC Raider competition By Kasey Bryan, Cadet Master Sergeant, Public Affairs Officer, Special to The Miami Laker On October 10, Miami-Dade County Public Schools (MDCPS) kicked off the 2015 Army JROTC Raider Season with American Senior High School serving as the host school. The event included over 300 participants and spectators from across Miami and Broward County to observe teams going head to head in the grueling 5-event iron man type competition. Competing school Army and Air Force JROTC teams were from high schools Miami Coral Park, South Miami, Homestead, Plantation, South Dade, West Broward, Coral Gables, Killian,

Miramar, Miami Senior, Miami Southwest, Miami Sunset, and North Miami. Enduring the heat and humidity, male, female and mixed teams competed in the Tire Flip, the 5k Team Run, the 1-mile Cross Country Rescue, constructing One Rope Bridges, and an event new to Miami-Dade County, the Raider Fitness Challenge Endurance Course. The events were scored by observers that serve as Army JROTC instructors in Miami-Dade County, members of the Army Reserve stationed in Homestead, and by Army ROTC Cadets assigned to Florida International University. Pace High School students Skype with SpaceX engineer By Rene D. Basulto Special to The Miami Laker Utilizing the communications technology in the school’s Innovation Center, Monsignor Edward Pace High School students chatted with a rocket engineer from SpaceX through Skype on October 22. Students from Laura Lima’s Math Analysis class listened and asked questions from Stephan Suarez, production manager of Merlin Rocket Engines at SpaceX. Suarez received his bachelors degree from the University of Miami and his masters from Pennsylvania State University. He oversees the production of the

Merlin Rocket Engines that will take astronauts to Mars. He spoke about how important math was in every class he took for his Electrical Engineering degree and how much he still uses what he learned in his career today. Enthusiastic students asked him questions about space travel, SpaceX’s current research into Mars and how to travel there, and even if he had met SpaceX CEO Elon Musk. “Students don’t always see a direct application for the topics we cover in class,” said Lima. “So it was invaluable for these students to hear someone speak about how important math is in their career.”

FIU will be commissioned in June 2016 as Second Lieutenants in the United States Army. The primary purpose for such seasoned judges is to ensure safety and to enforce the strict rules and guidelines governing uniforms, grooming and conduct. The day began with a 7 a.m. briefing and at 8 a.m., the event signaling the start of the competition was the 5k team run where as a group, teams of ten jogged as fast as possible across gravel, sand, and hard packed surfaces. During the run, members of the team are required to remain within 10 meters of each other and run unassisted. Immediately after completion of the team run, teams regrouped, grabbed equipment and moved without rest to the next event, rotating from event to event until all 5 events were completed. The Tire Flip entailed a team of 10 who against the clock, moved a 400 pound industrial tire a distance of 50 meters, and then back to where the tire was initially positioned. The Cross Country Rescue is a 1-mile team run where the 10 member team carries a military grade stretcher weighted with a 120 pound object to simulate a casualty. While navigating the course, the team is required to crawl and move the victim under two obstacles 24 inches off the

The objective of the One Rope Bridge event is for the team, using a 120 foot rope, to travel from point A to point B with equipment for a distance of 50 feet without touching the ground. The final event, and new to Miami Dade County, is the Raider Fitness Challenge. A special course was constructed on the American High School campus that includes obstacles to crawl

under, navigate over, and carry. Creating considerable anxiety was the 200 pound obstacle constructed of nine automobile tires the team had to lift, move 50 feet, and return to its original position. Each team devised their own special strategy for lifting the object, which is intentionally designed to not have handles, corners or any protruding point that made it easy to lift. After 5 hours of a grueling competition, the teams emerging as victorious were South Miami, Plantation, West Broward, North Miami Beach, American and South Dade.

Youngest SolidWorks expert is MLEC’s Sebastian Salas, age 17 By Edysmar Diaz-Cruz Special to The Miami Laker Sebastian Salas, an engineering senior at Miami Lakes Educational Center, broke barriers by becoming the youngest SolidWorks certified expert in the nation, an incredible feat for someone who is only 17 years old. SolidWorks is a company that offers complete 3D software tools to create, simulate, publish and manage data used by engineers, designers and other technology professionals. While his family and friends are excited and joyful at his newest accomplishment, Salas admitted that he didn’t give much thought to breaking the record of becoming the nation’s youngest SolidWorks certified expert. He was simply excited that all his hard work finally paid off. “My biggest obstacle in getting to this point was the ongoing stress of school and people badgering me that I would put too much time into something that didn’t ‘increase my GPA’ or that prevented me from turning in homework,”

he said. Salas didn’t let the pressure from school, or anything for that matter, get in the way of his passion. He encourages other young people to do the same, believing that nobody should allow anything to get in the way of accomplishing their dreams. Salas learned SolidWorks’ software and garnered data management skills and experience in software that will make him a standout in engineering or industrial design occupations. “I passed this exam to show that no matter what social class you belong to, no matter what race you belong to, no matter how financially stumped you are, you can always create your own joy through the hobbies you put time and restless effort into,” he said. He proudly referred to his cousin, Aaron David, as an example. David managed to overcome his autism and become owner of Pixacao, a graphic design company in Caracas, Venezuela. With his cousin being his inspiration, Salas is no stranger to

going above and beyond in his efforts to better his prospects of a future in the field of engineering. Currently, he is the founder of his own design service company called WunderThought. Now that he is certified, Salas hopes that it will give him and his company recognition enabling him to enhance designs within the company and other software related products that will allow a greater income. “After high school, I see myself becoming a college student. There will also be several live performances on three stages which will include a Polynesian dance group, jazz bands, orchestras from various middle and high schools, and many more. In addition, there will be numerous exhibits like the Youth in Agriculture Pavilion, featuring wild animal shows, a petting zoo, and games; an arts and crafts pavilion; a holidays-around-theworld center showcasing global holiday customs and traditions; and Elsie’s Greenshop, where kids will learn to go green this season through making ornaments and cards; and more than 50 other exhibits. A Candy Land food court with numerous food trucks and vendors will be available to meet cravings at a reasonable cost. National Flood Insurance Program and National Pollutant Discharge Elimination System Annual Community Outreach Flyer Local Flood Hazard Your property along with the majority of the Town of Miami Lakes is located in or near a Special Flood Hazard Area determined by the Federal Emergency Management Agency (FEMA) Flood Insurance Study for Miami-Dade County dated March 2, 1994. These areas are subject to flooding during or soon after heavy rainfall. The Town of Miami Lakes is located within the C-8 Basin.Rainfall in Miami Lakes either infiltrates into the groundwater or is conveyed through the pipe and canal network to one of our many lakes or the C-8 (Biscayne) Canal.The C-8 Canal is operated and maintained by the South Florida Water Management District and flows east from Miami Lakes to Biscayne Bay outfall. Excessive rainfall can cause the capacity of canals, lakes or local drainage pipe network in a given area to be exceeded and cause flooding. Your home or business may be high enough that was not flooded recently but it can still be flooded in the future. If you are in the floodplain, odds are that someday your property will be damaged. Even when the flood waters do not rise to a level where they can cause property damage they can still be dangerous. This flyer gives you some ideas on what you can do to protect yourself and your property. Flood Safety In the event of a flood, here are some things you can do to protect yourself: 1. Do not walk through flowing water. Drowning is the number one cause of flood deaths. As little as six inches of moving water can knock you off your feet. If you must walk in standing water, use a pole or stick to ensure our next step is safe. 2. Do not drive through a flooded area. As little as eight inches of moving water can float your car. More people drown in their cars than anywhere else. 3. Stay away from power lines and electrical wires. Electrocution is the number two cause of flood deaths. Electrical current can travel through water. Report downed power lines to FPL. 4. Don’t use appliances or motors that have gotten wet unless they have been taken apart, cleaned and dried. During clean-up, use a pole or stick to turn things over from a safe distance. 5. Look out for animals, especially snakes. Small animals that have been flooded out of their homes may seek shelter in yours. 6. Look before you step. After a flood, ground and floors can be covered with debris like broken bottles and nails. Floors and stairs that have been covered with mud can be very slippery. 7. Clean everything that got wet. Flood waters may have picked up sewage and chemicals from roads, farms, factories, and storage buildings. Spoiled foods, flooded cosmetics, and medicine can be health hazards. When in doubt, throw them out. Flood Insurance Standard Homeowner’s Insurance Policies do not cover flood damage. If you don’t have flood insurance, talk to your insurance agent. Because the Town of Miami Lakes participates in the National Flood Insurance Program, property owners in the Town are eligible to purchase a separate flood insurance policy. The insurance is backed by the Federal government and is available to everyone, even for properties that have been flooded in the past. Some people have purchased flood insurance because it was required by their mortgage lender. Usually, these policies only cover the building structure and not the contents. During the kind of flooding that is likely to occur in the Town of Miami Lakes, there is usually more damage to furniture and contents than there is to the structure. If you are covered, check that the amount is adequate and that you have contents coverage. Don’t wait for the next flood to buy insurance protection. There is a 30-day waiting period before the National Flood Insurance Program coverage take effect. Contact your insurance agent for more information on rates and coverage. Property Protection Measures While recent improvements in construction practices and regulations have made new homes less prone to flood damage, there are a significant number of existing homes that are susceptible to flood losses. These losses can be minimized through some of the temporary and permanent retrofitting techniques, such as constructing small flood walls or earthen berms, waterproofing walls and water tightening closures of doorways, raising property above flood levels, elevating and securing electrical appliances, installing storm shutters, reinforcing garage doors to provide hurricane protection, and under emergency conditions, sandbags, can be used to shore structures, and elevating or covering furniture and valuables can help minimize damage. These measures are called floodproofing or retrofitting. More information is available in the local library located 6699 Windmill Gates Road, phone number 305-822-6520. Important Note: Any alteration to your building or land requires a permit from the Building Department. Even regrading or filling in the floodplain requires a permit. For more information on these techniques, you may call the Building Department at 305-827-4015. Stormwater Quality The storm drain system carries untreated stormwater runoff directly to canals, lakes, and the Biscayne Bay. Improper pouring of wastes into storm drains directly impacts our environment. Oil, paint, fertilizer, and pesticides pollute the water and are most commonly dumped into storm drains, destroy plants, endangering wildlife and affecting drinking water. Water Quality Impacts One quart of oil can contaminate 250,000 gallons of water. The oil from one motor oil change can create an 8 acre oil slick. Antifreeze is toxic to people, domestic animals, fish and wildlife. Paint products can be harmful to people, animals and the environment. Pesticides are deadly to fish, birds, and other wildlife. Herbicides destroy stream-side brush and vegetation as well as animals. Fertilizers can encourage the growth of algae, which can reduce the amount of oxygen in the water and lead to fish kills. The canals and especially the lakes in the Town are part of what make living here special. They provide a healthy habitat for wildlife and are attractive spaces in our neighborhoods. Do you care about reducing polluton in our lakes and canals? If so, here’s what you can do to help: minimize the use of pesticides, fertilizers, and herbicides on your property. Always use these products in accordance with the manufacturer’s instructions and do not use them unless they are necessary. Be sure to properly store and dispose of oils, chemicals, antifreeze, and other toxic material. Never dump any waste in the storm drain. Dispose of litter and animal waste in a trash can. Sweep sidewalks, gutters, driveways, and other paved surfaces and put debris in a trash can. Report illegal dumping or discharges of pollutants to the 24-hour Miami-Dad Pollution Complaint Hotline at 305-372-6955. The Miami-Dade County Department of Solid Waste Management’s permanent Home Chemical Collection Center accepts oil-based paints, pesticides, solvents, pool chemicals, and other household items. The center also accepts latex paints that are still in liquid form; however, it is recommended that new paints or latex paint that is still in good condition be donated to neighbors or community groups. The center is available to residential participants only. The center is located at 8831 N.W. 58th street, and is open every Saturday from 8:30 a.m. to noon and 12:30 to 5 p.m. and on Wednesdays from 9 a.m. to noon, and 1 to 4 p.m. For more information on the center visit: https://www.miamidade.gov/dswm/chemicals.asp#. Flood Warning System The Town of Miami Lakes works with other local municipalities and Miami-Dade County to provide services to help residents and business owners with information about flood hazards. The following local radio and television stations will provide information as part of the Emergency Broadcasting System: A.M. Radio includes 610 WIOD, 1140WQBA, 940 WINZ, 710 WAQI and television channels include Ch.4 WTVJ, Ch.6 WCIX, Ch.7 WSVN, Ch.10 WPLG, and Ch.23 WLTV. Emergency: 911; Building Department: 305-827-4015; Department of Environmental Resource Management: 305-372-6789; South Florida Water Management District: 305-377-7274; Federal Emergency Management Agency: 770-220-5200. Permit Requirements Always check with the Building Department before you build on, alter, regrade, or fill your property. A permit may be needed to ensure that projects are constructed properly and do not cause problems on other properties. Failure to obtain permits can result in an unsafe building, a fine, and possible court action. If you see building or filling without a Building Permit posted, contact the Building Department at 305-827-4015. Substantial Improvement/ Damage Requirements (39% rule) The following should assist you in determining whether you fall under the 39% rule: Substantial Damage – Damage of any origin sustained by a structure whereby the cost of restoring the structure to its before-damaged state would equal or exceed 44 (39%) percent of the fair market value of the structure before damage occurred. Substantial Improvements – Any combination of repairs, reconstruction, rehabilitation, alteration, additions or improvements to a structure, taking place during a ten-year period, in which the cumulative cost equals or exceed 44 (39%) percent of the fair market value of the structure. All new construction, repairs to substantially damaged properties, and substantial improvements must meet the requirements of the Town’s Floodplain Management Ordinance. This Ordinance is available on the Town’s website www.miamilakes-fl.gov. Drainage Maintenance System The Town of Miami Lakes has a storm drainage system that is composed of both open and closed segments. The open sections are the drainage swales and ditches which are used to carry storm waters away from homes to drainage areas such as canals and rivers. The closed system is comprised of storm water inlets and piping which also carry the water from streets and developments to the draining areas. Maintenance of these systems is very important. Debris in swales, inlets, canals, and pipes obstruct flowing water, causing an overflow onto roads and yards. Partial or complete filling of swales or paving over them can reduce flood capacity, which will also result in overflow into roads and private property. Debris in drainage pipes and storm inlets can also cause overflow into roads or private property. The Town of Miami Lakes flushes drainage pipes and cleans out inlets on a regular basis. Work can also be performed on an emergency basis as needed. To report blocked pipes or inlets call the Public Works Department at 305-364-6100. Citizens are required to perform routine maintenance on swales located on rights-of-way adjacent to their properties. This includes the removal of high weeds, litter, or other items which may be considered a nuisance. Property should be maintained so that water cannot become stagnant creating breeding areas for mosquitos. If your property is next to a lake or canal, please do your part and keep the banks clear of brush and debris. Do not dump or throw anything into drainage inlets, lakes, canals or any other body of water that is part of our drainage system. Dumping is a violation of Town and County Codes, punishable by fines up to $500 per day. Illegal dumping can be reported to the Town Hall at 305-364-6100. Elevation Certificates The Building Department has building Elevation Certificates available for buildings constructed in 2002 or later.. Elevation certificates for buildings constructed between 1995 and 2002 may be available on the Miami-Dade County Department of Environmental Resource Management website: https://www.miamidade.gov/derm/ or by calling 786-315-2800. Elevation Certificates show whether the building is at or above the required elevation as determined from the Flood Insurance Rate Map. New Horizon’s Young at Heart is a gathering of the elderly at Our Lady of the Lakes Catholic Church, 6000 Miami Lakeway North, on the third Tuesday each month. Kelsie Gonzalez, who represented Bob Graham Education Center’s Bobcat Jumpers, traveled to Virginia to compete in the Amateur Athletic Union Junior Olympics this past summer. The 13-year-old’s skills and preparation brought home a fourth place finish in her age group, as she competed against children from the United States, Canada, and Australia. She also brought home another medal after she competed in the Double Dutch competition in the 17-and-under division. Her coach, Jeffrey Tandlich, helped prepare Kelsie for the national competition by working on her power and speed and stamina It was the second time Kelsie competed in the Junior Olympics and the second time that she has had a top-five finish.
