Residents vent concerns about I-75 overpasses The Miami Laker staff Transportation improvement plans by Miami-Dade County and FDOT to place an I-75 overpass at N.W. 170 Street bordering Hialeah and northwest Miami Lakes sparked another concern for residents of Miami Lakes – an overpass at Miami Lakes Drive. In February, the Miami-Dade County Commission approved Chairman Esteban Bovo’s legislation for FDOT to conduct a study to determine if an overpass at N.W. 170 Street is feasible. Bovo, who represents the area, said traffic relief is needed for residents following a rash of new commercial and residential developments, and opening up the roadway was the only solution to alleviate the traffic bottleneck. Then, came an announcement that Commissioner Jose “Pepe” Diaz is planning to sponsor legislation to open up N.W. 154 Street, a main thoroughfare that continues to generate traffic congestion and would get worse with an I-75 overpass, residents said.

The verbal proposal promoted a Town Hall meeting last month in Miami Lakes, where residents spewed their venom over the possibility of opening up the roadway, especially since the Town and the city of Hialeah have a legally binding interlocal agreement to keep the street closed. The residents feel a little more comfortable with a study to conceivably open up N.W. 170 Street, along with Bovo’s promise to rescind his legislation if the traffic analysis reveals any negative impact to Miami Lakes. “I filed legislation to open up the bridge and I will file legislation to keep it closed,” Bovo said at the Town Hall meeting. If FDOT proceeds with an interchange at N.W. 170 Street, Bovo’s legislation includes some restrictions to minimize the traffic impact such trucks are banned from using the bridge, and east bound traffic must turn left or right onto N.W. 87 Avenue instead of cutting through Miami Lakes and PSN. But an interchange at Miami Lakes Drive was greeted with a

different reaction. “N.W. 154 Street concerns us because it could be a nightmare,” said Miami Lakes resident Maria Kramer. Bovo said Miami Lakes has the power to keep the interlocal agreement in tact. “Neither side is looking at opening up it right now,” Bovo said. “But the Town has much of a say in the agreement.” Miami Lakes’ Mayor, Manny Cid, said an interchange at N.W. 154 Street would not resolve any traffic issues based

on the results of an earlier FDOT study. Bovo, who also chairs the county’s Policy Council Committee, said the group has been working on a series of mobility enhancement projects county wide for the past three years. He said in most cases, some cities were planned “poorly” making it difficult for them to resolve traffic congestion. Bovo said the county’s Strategic Miami Area Rapid Transit Plan (SMART) and

Metropolitan Planning Organization, are collaborating with cities to explore upgrades to improve mobility, and determining the costs and seeking sources of funding for the projects. The proposed projects come with a hefty price tag of up to $3 billion. “We already have a plan but need to know how to pay for it,” Bovo said. Some of the projects for the SMART plan include expanding (Please See Page 4)

A look at agenda items for Council’s May 2 meeting At its May 2 regular meeting, the Miami Lakes Town Council was expected to approve two ordinances on second reading, several site plans and final plats, several business-related resolutions, and discuss a host of new business items. • Council members were expected to give their final approval for an ordinance to amend the town’s procurement ordinance for a broader participation in the program and clarified the local preference language. The change would make it easier for more businesses to qualify for local preference. • Council members were expected to give their final approval for two separate but related ordinances to a process for selection of the next town manager and town attorney. • Council members were expected to approve the Graham Companies’ final plat entitled “TGC Main Street East” prepared by SchwebkeShiskin and Associates Inc. The location of the project is east of N.W. 67 Avenue and north side of Eagle Nest Lane. The project

includes three 3-story town house buildings and a five-story apartment building with a parking garage. • Council members were expected to approve a resolution for the final plat of The Graham Companies’ project to build the Bob Graham office building which is located west of Oak Lanes and south of Governor’s Square Boulevard. The developer is requesting the final plat to create a new plat as one tract of land which is 7.294 acres with a frontage of 699.48 feet adjacent to Oak Lane and includes a dedicated 58 feet wide ingress-easement of which 29 feet is proposed on the subject property and 29 feet are on the adjacent property to the north. • Council members were expected to approve The Graham Companies’ final plat entitled “TGC Lakeside South located at the southwest corner of Commerce Way and N.W. 82 Avenue. The project includes constructing two one-story warehouse/office buildings, one of

www.miamilaker.com

which would include 31,720 square feet of warehouse and 5,000 square feet of office (36,720 square feet total), and the other which would include 33,700 square feet of warehouse and 5,000 square feet of office, 164 off-street parking spaces and associated improvements on a 5.3 acre site. • Lawmakers were expected to approve Comar Ventures Corporation’s request for a site plan approval to build four single-family homes in the Loch Ness community, 7242 Loch Ness Drive. Last year, the council rejected the corporation’s request to build five homes on the site following a disdain from Loch Ness residents who said the homes would ruin their quality of living. The applicant was able to bring back the proposal in front of the Town Council six months after it was declined. • Lawmakers were expected to approve a resolution to revise the 2016-2017 budget by modifying line items within the general, building department, impact fees, capital projects and storm water utility funds. The changes include a two percent cost of living increase for town hall staff, $100,000 for the employee retention program, $6,800 for last year’s election costs, and transfer

$215,000 from the building department fund reserve will cover expense which is offset by an increase in revenue. • Council members were expected to adopt a resolution supporting the development of a Smart Cities strategic roadmap for the planning and the implementation of future Town Smart Cities Initiatives. • Council members were expected to discuss Councilmember Luis Collazo’s proposal to adopt a six month building moratorium and review the town’s current Land Development Code and adopting recommendations with respect to future land use and development in Miami Lakes. Lawmakers were also expected to discuss Collazo’s proposal to direct town staff to explore the feasibility of an “on ramp-only” design for access to I-75, which was proposed by Susan Herrera. The proposed project could alleviate some of the traffic congestion. • Lawmakers were expected to discuss Councilmember Frank Mingo’s request to draft a resolution to support the $325,000 in the Florida budget to fund the study of rock mining blasting effects and review the claims process for damages. If approved, the town’s resolution

would be immediately forwarded to the governor’s office. • Council members were expected to discuss Mayor Manny Cid’s proposal to add a sunset clause into the town’s Land Development Code governing conditional uses. Cid said the clause would state when, and under which conditions, an approval for conditional use would end. Council members were also expected to discuss Cid’s new business item about a time frame of the planned storage facility and alternatives for Miami Lakes residents. • Council members were expected to approve the recommendations for the inaugural class of inductees for the Miami Lakes Sports Hall of Fame. The Hall of Fame committee proposed the following members: Former Miami Dolphins head coach and former Miami Lakes resident Don Shula, former Miami Dolphins player, broadcaster and former Miami Lakes resident Jim Mandich, former Major League Baseball player Alex Ochoa, and longtime Miami Lakes Optimist Club member Jack McCall. The induction ceremony is planned to coincide with the opening of the new Miami Lakes Optimist Clubhouse this month.

County Com. Esteban Bovo discusses proposed I-75 overpasses at Town Hall (Continued from Page 1) Metrorail along State Road 836 from the Miami Intermodal Center to Florida International University; using Metromover from Miami’s Museum Park Station to connect to Miami Beach; and a Metrorail extension along the N.W. 27 Avenue corridor. Bovo said an interchange at N.W. 170 Street was the only solution to alleviate traffic congestion and minimize the impact in the Hialeah area with residential developments by the Lennar Corporation and industrial buildings currently under construction. “People can’t get out of their

houses because of the traffic,” Bovo said. “It takes them 15 to 20 minutes for parents to get their kids to nearby schools.” Councilmember Nelson Rodriguez, who organized a Traffic Summit in Miami Lakes last year, offered a solution in lieu of opening up N.W. 170 Street and Miami Lakes Drive. He said before FDOT opens up the bridge, the state agency should open the Palmetto under passes at N.W. 146 Street and at N.W. 160 Street. “That will allow two additional east/west corridors to relieve traffic on the westside,” he said.

Mathnasium tutoring center now open in M. Lakes By R.A. Romero The Miami Laker staff Mathnasium is a lot like a gym. Those that struggle don’t want to go, but once they get there they realize how beneficial it is. Different curriculum offerings are even called Power Math Workouts. Mathnasium, a franchise tutoring center for students in first to 12th grade, uses a membership model where students can come in any time of the month, without appointments, and get the help they need to improve their math skills. Anand Pitre and his wife

Priya own the Doral location for Mathnasium and have now opened a center in the Royal Oaks plaza in Miami Lakes, 15410 N.W. 77 Court. “We were looking for a city which had a good sense of community, closely-knit families, where word of mouth is alive and well,â€? said Pitre. “We looked at cities like Miami Beach, North Miami, Aventura Kendall ‌ but ultimately we decided Miami Lakes was the best location.â€? The Mathnasium Method, which drives the program, is founded on the basic principle

of number sense, not the rote memorization often taught to math students across the nation. “You forget things easily, but what you understand stays with you forever, said Pitre. Pitre, who has a background of over 25 years in working for companies like IBM and City Bank’s information technology department, said that the Mathnasium curriculum helped him improve his own math skills. An example of number sense versus rote memorization is multiplication tables, which are often memorized, but when the concept of multiplication is explained as repeated addition it is easily understood. Parents and students at Mathnasium can expect to see improvements in foundational gaps and in current schoolwork and assignments. Both foundational and urgent learning are incorporated into each session so pressing obstacles like homework are addressed, as well as the building of basic learning skills and number sense to better prepare students for the cumulative nature of mathematics. “The biggest challenge we see is the ability to finish your work, especially now with state assessments like the EOC, said LET’S HEAR FROM YOU! Pitre. “Something that slows down students is lack of number sense. If you’re able to look at a problem and figure out things mentally instead of taking multiple steps, efficiency and speed improve. Students also learn to quickly evaluate answers and determining if they are reasonable. New students to Mathnasium are given an assessment test upon beginning the program and receive a partial assessment after 8 to 10 weeks to determine improvements. Pitre has seen an average of 25 percent improvement for assessments and as high as 60 percent improvement within those weeks. Each assessment and all the practice material offered at Mathnasium are customized to fit the needs of each individual

student so no student is taught anything they already know. All instruction is one-on-one in a team setting. Instructors are also rigorously tested to make for a talented and skillful teaching staff. Mathnasium offers after school instruction for those struggling in math but also offers enrichment learning for those who are mathematically gifted. Mathnasium is open Monday through Thursday from 3 to 7 p.m. and Saturday from 10 a.m. to 2 p.m. Memberships offered are priced according to elementary math, middle school math, Algebra 1 and higher, and for short-term, month-tomonth, 6 month and 12 month plans. Town celebrates National Day of Prayer on May 4 Mayor Manny Cid and the Town of Miami Lakes will host a reception at Town Hall, 6601 Main Street, on Thursday, May 4, beginning at 8 a.m. in observance of the National Day of Prayer. A light breakfast will be served followed by a musical ensemble from the Elevate Church Worship Band and prayers from members of local houses of worship. “Since President Washington’s swearing in, prayer has played a pivotal role in the truth

that our rights come from God and not government, said Cid. “The National Day of Prayer celebration reminds us of faith’s prominent place in our nation’s founding. The National Day of Prayer is an annual observance held on the first Thursday of May, inviting people of all faiths to pray for the nation. It was created in 1952 by a joint resolution of the U.S. Congress and signed into law by President Harry S. Truman.

Proposed Senior Village gets preliminary approval At its April 18 regular meeting, the Miami Lakes Town Council unanimously approved The Graham Companies’ request to amend the Town’s Land Use Map to make way for a large senior residential community on the west side of town. The area, located west of Commerce Way and at the intersection of N.W. 146 Street, was preliminarily rezoned from industrial use to residential multi-family medium density for the 220-unit Senior Village on 19.5 acres of property. In addition, an assisted living facility, a nursing facility and a dedicated senior community center are included in the second phase of the plan. The project is a partnership with Miami Jewish Health Systems. Some residents, including retired U.S. Senator Bob Graham and Miami Lakes’ first mayor Wayne Slaton, supported the Senior Village residential community, indicating the project meets the growing population of senior citizens in Miami Lakes. Others opposed the plan calling the project an overdevelopment which may bring in more traffic. Luis Martinez, senior vice president of The Graham Companies, has been working tirelessly for years to bring a senior citizen residential community to Miami Lakes. “We believe in this project because it would bring so much value to the community,” he

told council members. For traffic concerns, the Senior Village project will benefit from several proposed transportation improvements in residential areas with the reconfiguration of the intersection between the Palmetto Expressway and Miami Lakes Drive that includes widening of Miami Lakes Drive from N.W. 79 Avenue to the Palmetto Expressway; a direct ramp to access I-75; and east-west underpasses under the Palmetto Expressway at N.W. 146 Street and also at N.W. 160 Street. The Senior Village is welcomed by most residents who quipped they are aging and may benefit from the development. Leslie Leinbein gave an emotional speech in support of the Senior Village. She said her husband of more than 40 years and her law partner, started developing signs of Alzheimer’s Disease, and some residents found him wondering around town and returned him home. “That’s when I knew I had to place in him an ALF,” Leinbein said as she fought back tears. “But the ALF is far away because we couldn’t find one nearby. If an ALF was in Miami Lakes, I could visit him everyday and take care of him.” In other Town actions: • Despite opposition from residents who alluded an expansion project would jeopardize their quality of life, council members approved a site plan change for Elevate Church to

erect a 16,813 square foot building for a new 813 seat sanctuary and expand its parking lot. The church is located on the southwest corner of the intersection of Miami Lakes Drive and Miami Lakeway South. The site, which is about 4.21 acres, would see a new building adjacent to the existing facility with construction of an additional 185 space parking lot, relocation of the basketball court, the addition of a new entrance and egress driveway, removal of 15 trees and the preservation of 41 existing trees and the installation of 78 trees and installation of 1,710 shrubs. The new site plan also includes increasing the width of the sidewalk near the facility, and add removable traffic blocking devices to discourage use of the driveway at non-peak times. The applicant has agreed to contribute $37,136 to the town’s mobility fee program, which is used to improve traffic mobility for the developments of new projects. Once developed, the new building will only be used on the weekends, easing up on the town-wide traffic problems. Some residents, who have lived in Miami Lakes for years, raised opposition to the expansion of the church, indicating more people will park vehicles on their lawns and backyard spaces, and the new entrance and exit of the building would generate more traffic on Miami

Lakes Drive. Some residents support the church’s expansion project, indicating the new facility is needed to invite people and their families for worship service, youth groups and support groups to help people cope with illnesses and deaths. • Lawmakers gave their final approval for an ordinance which would allow certain homeowners with outstanding liens to settle their code enforcement cases for less than the original fines. The ordinance would provide for a process to reduce certain outstanding liens for properties that would have been otherwise eligible to apply for the Lien Amnesty program. • On first reading, council members approved two separate but related ordinances to create a selection process to pick the next town manager and town attorney. The selection process for the two executive positions is the first under the town’s new char-

ter in which a citizens committees and council members will pick the next town manager and town attorney. Previously, the mayor selected a candidate and his colleagues had to approve his confirmation. • Council members authorized the issuance of a work order issued under the town’s Continuing Engineering Services contract for the design of Complete Streets Implementation in Business Park East and Main Street in the amount of $235,000, for the design of bicycle and pedestrian improvements partially funded by FDOT alternatives program (TAP); and authorize the corresponding budget revision in the amount of $50,000. • Lawmakers approved a resolution to authorize the town manager to award a contract in the amount of $65,000 to Z Roofing and Waterproofing Inc. for roof replacement work for town facilities, including the Mary Collins Community Center.

Lumina Massage in Miami Lakes offers specialized prenatal massages By R.A. Romero The Miami Laker staff For 12 years Michelle Rodriguez, owner of Miami-Lakes based Lumina Massage, has specialized in prenatal massages. In 2005 she had a lightbulb moment to create a sanctuary for underserved women, especially mothers-to-be, to feel encouraged, empowered and nurtured. “The mission of Lumina Massage is really to nurture the nurturer, and the ultimate nurturer is mom” said Rodriguez. “When women are pregnant, all of the focus is on the baby. Oftentimes the mother feels neglected and overwhelmed with the responsibility of caring for new life. It’s an unspoken thing, but when you’re doing massage and serving that population, it’s a huge difference from what they receive with primary caregivers who focus on health but not on how she’s feeling.” Rodriguez is an active member of the Miami Lakes community and with Mother’s Day only days away, she is spreading the word about her unique services considering the small number of vendors who offer them in South Florida. Pregnant mothers of Miami Lakes and surrounding areas are only minutes away from a prenatal massage therapist. Rodriguez has massaged mothers-to-be in high-risk pregnancies and is knowledgeable on accupressure points that may cause induction.

HML volleyball team loses star player and district championship It was dĂŠja vu for Hialeah Miami Lakes High School’s boys’ volleyball team. Last week, the Trojans fell to SLAM in the district championship game after their star player, Abraham Castillo, was forced out of the game with an acute injury. In 2016, HML experienced a similar tale when SLAM defeated the Trojans for the division crown after their star player couldn’t finish the rest of the game due to an injury, conceivably costing the team the title. Last week’s heartbreaking loss to SLAM (21-25, 25-19, 25-22, 28-30, 8-15), demoralized the Trojans players, but head coach Alex Plaza said his team played hard and should be very proud despite the results. “We are a pretty good squad and we played very well,â€? Plaza said. “It was just one of those games when one of our best players got hurt and couldn’t continue to play.â€? Following the injury to Castillo, Plaza said his team tried to rally from a 13-24 deficit but SLAM was too much in the end.

HIALEAH MIAMI LAKES boy’s volleyball team includes (top row, from left) Luis Alvarez, Abraham Castillo, Andrew Uria, Franky Zamora, Sergio and Marvin Castellon; (bottom row, from left) Esteban Rondon, Abraham Gutierrez, Ariel Centurion, Alan Martinez and Frank Gutierrez. “Abraham was our team’s leaders and his injury took some pressure off of SLAM, said Plaza, who’s been coaching at his alma mater for 19 years. Despite the loss, the Trojans (19-5) had another good season, Plaza said. “I’m looking for-

St. Thomas dedicates softball complex to Kelly

FAMILY MEMBERS AND FRIENDS of Col. Jacquelin Kelly are joined by STU president Monsignor Casale, faulty and the Bobcat softball team during a dedication ceremony naming the Bobcat Softball Complex in her name.

Colonel Jacquelin Kelly was more than a softball coach at St. Thomas University. She blazed the trail for women seeking the same opportunity as men to compete in sports and be successful in life after college. Kelly died from cancer in 2014, but her name will be forever etched in the annals of St. Thomas University’s athletic program, and school officials gave her the ultimate gift – dedicating the Bobcat Softball Complex in her name. In 1960, Kelly joined the army and was stationed in the Middle East and the Far East working in military intelligence. Kelly, who received her bachelors from St. Elizabeth College, served in the army for 21 years, 12 of them at the Pentagon,

where she was the highest ranking woman at that time, having achieved the rank of Colonel. In the mid-1980s, Kelly moved to South Florida where she continued her education by pursuing a master’s in sports administration at STU and graduated in 1987 at the age of 56, In total, she earned four master’s degrees, including one in Chinese. “This generous donation to our athletics department not only allows us to upgrade our facilities, but also gives us the opportunity to honor an amazing female, a champion of character,” said Laura CourtleyTodd, STU director of athletics. “Jacquelin was a phenomenal role model, and will remain so through the naming of the softball complex.”

Miami Lakes United Soccer Club recently participated in the annual European Soccer Travel Tours in England, where the boys under-9 and 10 team enjoyed a soccer tour with Tottenham Hotspur Football Club. The group, along with Miami Lakes United Soccer Club president Alvin Murray, who oversaw all aspects of the tour, engaged in training, games and engagements with professional football players from local premier clubs. The training and games took place at the English Premier League Academy, where the players learn new soccer skills that can meld them into better players.

Jose Marti MAST 6-12 Academy named one of top schools in nation

www.miamilaker.com

U.S. News & World Report announced its annual list of America’s Best High Schools and Miami-Dade County Public Schools (M-DCPS) was a leader both nationally and statewide. The district is home to five of the top 100 high schools in the country and had seven schools in Florida’s Top 20. Superintendent of Schools Alberto M. Carvalho was joined by School Board members, principals, teachers, and students in a news conference in late April to recognize the seven schools. “This is proof again of the stellar performance of MiamiDade County Public Schools,” said Carvalho. “Of the 75 districts in the third largest state in our nation, M-DCPS dominated, by far, the state’s top schools.” The Magazine gathered data on more than 28,000 schools across the country. They then evaluated the more than 22,000 schools that proved eligible to be ranked using a four-step analysis based on performance on state-required tests, whether their least advantaged students – those of black, Hispanic and low-income backgrounds – performed at or better than the state average, a graduation rate of at

JOSE ENRIQUEZ, principal of Jose Marti MAST 612 Academy. least 75 percent, and participation in and performance on Advanced Placement. “Once again, our students demonstrated that they are among the best in the state and the nation,” said Carvalho. “These rankings reflect the efforts of our students, teachers, and community in meeting both the challenges and opportunities of a 21st century education. Miami-Dade County Public Schools is renowned as a district where every child has access to the most advanced academic programs and technology.” One local school, Jose Marti MAST 6-12 Academy, was

ranked at Number 12 in the State of Florida and Number 88 in the nation. “I have been a principal for 11 years and this is truly the most amazing recognition I have ever been a part of,” said Jose Marti principal Jose Enriquez. He credits the combination of great teachers, supportive parents and talented students for the ongoing accomplishments of the school. U.S. World and News Report rankings are based on previous years calculations so Enriquez believes they are doing better now than ever before and will likely rank highly once again in the coming years. The science-themed magnet school is still accepting applications for the upcoming school year. Students can expect hands-on learning and the choice to focus on life, natural or computer sciences for electives in addition to the rigorous advanced placement curriculum which includes a science lab along with every science class. Some ongoing projects at the school today include extracting orchid seeds and testing new environments to grow them, an expansion of a project introduced by Fairchild two years ago. Bob Graham Education Center celebrated the sixth grade Civics Engagement Academy (CEA) students on their Lead to Feed service project they have been working on this year. The name of their project is “Lovin' Muffins.” They have donated over 1,200 muffins throughout four months to the Center for Family and Child Enrichment Inc., an agency that has group homes and foster homes for children in state custody. The students made muffins that are delicious but also nutri-

tious because of a secret vegetable ingredient. The students have made four different muffins – pumpkin, vanilla, chocolate chip and chocolate. The muffins had mixed in the batter either pureed squash, beets, pumpkin, or carrots. The students researched recipes, baked, packaged, tagged and delivered the muffins themselves. They also completed 10 lessons on leadership and service with the Lead to Feed Program with the help and guidance of their teacher Ingy Cruz.

M-Dade Public Schools stands out in NAACP Diversity Report Card Miami-Dade County Public Schools (MDCPS) was identified by the NAACP as one of only three standout school districts in its statewide Economic Development Report Card. The NAACP Florida State Conference examined the records of targeted cities, counties, school districts and private corporations statewide relative to their records on employment, advertising and spending with minority, women and veteranowned businesses. The NAACP Florida State Conference conducts this review annually, proposes recommendations and releases its findings to the general public.

“Miami-Dade County Public Schools is committed to strengthening equity, access, and inclusion in the District’s business operations,” said Superintendent of Schools Alberto Carvalho. “We want to ensure that every segment of our community is able to take advantage of available vendor opportunities. While we recognize that the work toward diversity and equity at all levels of the school district must continue, we are encouraged by the NAACP’s acknowledgment of our efforts, including the initiatives and programs implemented to foster greater diversity.” Forty corporations and gov-

ernment agencies were reviewed this year. M-DCPS received one of only five “B’s,” the highest grade given. According to the methodology listed by the NAACP, the rating of “B” signifies an above-average performance on diversity and inclusion standards.

Carolyn Furlong passed away on April 19. She was a fearless woman who blazed many trails before women were expected or allowed to do so. A longtime Miami resident, she owned and ran her own insurance and benefits company for over 60 years. She was the matriarch of the Loy and Furlong families and she will be missed immensely. Everyone should all be as lucky to live such a long and full life. She will be laid to rest on what would have been her 90th birthday celebration. She is sur-
