2016 Town Elections:

Total of 11 candidates so far for mayor and 3 council seats By David L. Snelling The Miami Laker staff The race for Miami Lakes mayor will be the hottest ticket in town this fall, when the incumbent, a former mayor and two council members vie for the city’s top political position. In the other Town Council races, one incumbent drew two challengers, while the other council member is still running unopposed, and three among the four political neophytes have thrown their hats in the ring to run for a seat which was left open following an office holder’s bid for mayor. After months of remaining tight-lipped about his future plans, Mayor Michael Pizzi announced he is running for a third term in the town’s November general election, as he’s set to face off against his political foe and former mayor Wayne Slaton and Councilmembers Ceasar Mestre and Manny Cid. Business woman Xiomara Pazos and novice Robin BrownBeamon are challenging Councilmember Tony Lama’s reelection bid for Seat Three. Pazos unsuccessfully ran against Mestre for Seat Six two years ago but has returned in hopes of winning the second time around. Like Beamon, Esther Colon, Nayib Hassan, and Wendy Milanes are fresh faces seeking to gain a foothold in local government, as the three residents are running for Seat Five which will be vacated by Cid. Cid initially launched his reelection bid for his seat but

changed his mind and decided to run for mayor. So far, Councilmember Nelson Rodriguez is running opposed for Seat One. Pizzi said he initially mulled not running for reelection but the town’s Charter Revision Commission’s proposals to allow council members to pick the mayor following an election to serve for two years instead of voters electing someone for a four-year term and mandate the entire Town Council pick the next town manager and town attorney changed his mind. “I was very concerned that the Charter Commissiion is proposing to eliminate the role of the mayor and make him/her an insignificant figure head, Pizzi said. “The mayor should be elected by the people, the public face of the town and the person people turn to in a time of crisis. The mayor should be a strong leader and dedicated to getting things accomplished and not someone just to cut the ribbon and take pictures. If I don’t run, the Town Council will try to turn the mayor’s position into a useless figure head instead of a leader. Since he became mayor in 2008, Pizzi said he has accomplished a lot of goals residents set before lawmakers since incorporation in 2000. He said under his administration, Miami Lakes built a new government center, opened up N.W. 87 Avenue to provide a faster route to the western portion of the town, lower taxes, gain control of the town’s parks from Miami-Dade and work with county officials to build the new fire station.

Charter Revision Commission puts finishing touches on amendments By David L. Snelling The Miami Laker staff The Miami Lakes Town Council would pick the next town manager and town attorney with public input instead of placing the sole responsibility on the mayor in the latest round of proposed charter amendments to give lawmakers equal powers to select the top administrators to run the day-today operations. Last week, the Miami Lakes Charter Revision Commission recommended the changes and lawmakers must set a date for an election for residents to vote on whether to modify the charter or keep it intact. The commission’s plans to shake up the town’s bureaucracy includes allowing council members to select a mayor from their own body following an election for up to a two-year term, erasing the current format of residents electing a mayor at large to serve for four years. The change is intended to eliminate politics and prevent elected officials from using the mayoral position as a springboard to higher political office, the commission indicated, which is hoping residents approve a mail-in ballot in May so the suggested changes could take effect for the town’s November general election. But Town Attorney Raul Gastesi dropped a bombshell by indicating the council can set a date beyond May, instead opting for the August countywide pri-

mary or the November election, which means most of the changes, if approved, won’t be valid until the next two years, and four years for the mayoral position. “The county gave us three options, a mail-in ballot in May, an election for August or the November election, Gastesi said. “If it’s not on the August or November ballot, any changes you recommend won’t conceivably take effect until at least four years for the mayor’s seat. As far as any changes affecting council member, they won’t take effect until at least two years. He corrected an error in a story The Miami Laker ran last month that stated council members can reject the commission’s amendments, and instead said lawmakers must allow the residents to vote on the commission’s recommendations to alter the charter. Gastesi said for a May mail-in ballot election, the Town Council

must approve a resolution 60 days before the date of the referendum. Council members would have to call a special election in mid March to approve the ballot language and subsequently submit it to the county to schedule a public vote through a mail-in ballot, he said. Mayor Michael Pizzi, and Councilmembers Caesar Mestre and Manny Cid, who are running for mayor, along with former mayor Wayne Slaton, all opposed the commission’s proposal to change the structure of electing a mayor at large. The Charter Revision Commission has been meeting for several months hashing out a rash of proposed charter amendments to bring the local bureaucracy more in line with a council-manager form of government, giving the mayor and council members equal duties, and requiring a new

Proposed changes would return to 4 residential seats (Continued from Page 3) process and criteria for selecting a town manager and town attorney. Under the original town charter, the mayor appoints the town manager and town attorney, subject to approval by council members. But under Commission member Joshua Dieguez’s proposal, the entire Town Council would nominate candidates for the town manager’s position, conceivably creating a screening panel to make recommendations to lawmakers, a

format which is used in Cooper City, Palmetto Bay and Coral Gables. He asked Miami Lakes Town Manager Alex Rey to describe his experience when he applied for the city manager’s position in Coral Gables to get a better understanding of how the selection process works. Rey said Coral Gables tapped a consulting firm to help screen 125 applicants nationwide and narrowed the candidates down to a

field of 15 people. From there, he said a group of six completed a three-level process which included meeting with the city’s department directors and one-on-one interviews with the five commissioners, who then picked two finalists for the position and further questioned them to determine the best candidate for the job. Albeit Rey didn’t get the nod, he said the city’s selection process was healthy without relying on a single individual to nominate a candidate for town manager. “In Coral Gables, everybody felt part of that process,” Rey said. “I find it to be a transparent and healthy process.” Commission member Roberto Alonso Jr., commended Dieguez’s idea. “It goes in line with our vision of the government that we have in place, taking away bureaucracy of one individual person in selecting how the town is run,” he said. Commission member Ramiro Inguanzo, who said he has been involved in several high level recruitments for city managers, indicated another solution which involves residents taking part in the selecting process of hiring a town manager by creating a committee to work with lawmakers. “I have seen a lot of citizen engagement and I know it’s something we heard from the public,” he said. The commission also approved Dieguez’s suggestion to add language in the town charter for qualifications for the town manager’s position “based solely on execu-

tive and administration qualifications with special reference to actual experience and knowledge of the duties of the office of the city manager with requirements set by the Town Council.” The commission voted against Inguanzo’s proposal that the next town manager should be required to live in Miami Lakes to share the same experience as residents and be a part of the community that he is in charge of running. “I think it would be an impediment of getting qualified people if they have to purchase property for residency in the Town of Miami Lakes, especially if they have to move their family and children” said Commission chair David Bennett. “I see that as a problem and not a solution.” Dieguez’s colleagues sided with him on extending the Town Council’s duties of selecting the next town attorney with input from residents as well. Other proposed charter amend-

ments include bringing back four residential seats for equal representation among constituents and a run-off election if neither candidate fails to collect at least 51 percent of the votes. To do away with the confusion over the 2013 special election, the town’s vice mayor would fill in as mayor should the top office holder be arrested and suspended from political office until he is restated. If the mayor is convicted, the vice mayor would fill the rest of the mayoral term. The suggested change would prevent the brouhaha that was caused three years ago when Pizzi was arrested for allegedly accepting bribes and kick backs, and Slaton won a special election to serve out the remaining term. Pizzi sued Governor Rick Scott in the Florida Supreme Court for refusing to lift his suspension following his acquittal and got his old job back in the lower courts, forcing Slaton to resign from office.

Bob Graham tours UF students around Miami Lakes By David L. Snelling The Miami Laker staff Retired U.S. Senator Bob Graham recently invited a group of landscape architecture students from the University of Florida on a tour of Miami Lakes, a community that was once a dairy farm before his family developed the area into an award-winning project of residential, commercial and industrial developments. The tour was part of the students’ three-day field trip in Florida, where they visited several architecture firms and urban planning projects for the outdoor environment but nothing could compare to their experience in Miami Lakes. They got an opportunity to see Main Street with its stores, restaurants, Don Shula’s Hotel, the stateof-the-art movie theatre and residential living above the stores. The students also saw the sym-

bolism of the original community of Miami Lakes, the cows which were grazing in a large pasture field near Main Street, and Miami Lakes Town Hall, where government officials run the daily operations of the town. The students also saw upscale residential areas designed with a landscaping and beautification master plan of trees and botanical gardens, ample open green spaces, greenways, pocket parks and nature preserves. The students visited the two large Industrial parks, the beaches, Graham Park, Shula’s Golf Club and Athletic Club, the Mary Collins Community Center for senior classes, the Roberto Alonso Community Center at Royal Oaks Park, the new Youth Center, and other areas that made Miami Lakes the model for residential and commercial development throughout the United States.

Maria C. Gurucharri, associate professor and chair of the UF Department of Landscape Architecture and School of Landscape Architecture and Planning College of Design, Construction and Planning, said the field trip to Miami Lakes was

“wonderful.” “We were fortunate that Senator Graham invited us to visit Miami Lakes, and we had a wonderful morning in the life of Miami Lakes,” she said. “Today, it was great.” Landscape architecture student

Kelsey Riordan said the experience gave her chance to see what urban planning in Miami Lakes is all about. “We enjoyed seeing the urban work, it’s a natural feeling,” she said. “It’s a setting for everyone.”

Mayor’s seat draws four candidates for November (Continued from Page 3) A Miami Lakes business leader, Cid said he believes he is the mayoral candidate who can take Miami Lakes to the next level. “Miami Lakes has a bright future and I feel that I possess the unique skills to lead to the next generation of

Miami Lakes,” he said. “This election will decide the future of our town. We face the most important decision in the town’s history and my promise to Miami Lakes is that I’ll work with all my heart and energy to restore the Miami Lakes brand.”

Mestre said he was surprised at Pizzi’s decision to run for reelection after he told him he was not seeking a third term. “He told me he wasn’t going to run because he didn’t want to relive his criminal case,” Mestre said.

Mestre, an attorney, said Miami Lakes is looking for a leader to move this town in the right direction after residents put the blame on Pizzi for his action that led to his arrest in 2013 and legal problems for the town. “Miami Lakes residents are ready to move on and they blame Mr. Pizzi for his judgement that is costing the town a lot of money from his lawsuit against the town,” Mestre said. Mestre indicated residents embrace his demeanor and leadership, especially during the time he was the town’s interim mayor following Pizzi’s suspension from office. He said residents are tired of the constant bickering on the council and turned to him since he has a proven track record to unite Miami Lakes. Mestre was able to unite lawmakers, as he became the first town council member to muster the endorsement of the entire Town Council during his reelection bid in 2014, when he overwhelmingly defeated Pazos. “The residents feel that I am the right leader because of my demeanor and leadership, who can lead the town in the right direction,” he said. “I can unite people and lead the town to preserve our services and quality of living.” Slaton said he’s running for

mayor again because he wants to restore and protect Miami Lakes’ once tranquil and highly acclaimed community. “Over the past few years, the Town of Miami Lakes has found itself needing to brand itself,” said Slaton, the town’s first mayor and the leader of the incorporation movement. “This is the number one reason I am running to again serve as mayor, to make sure Miami Lakes is maintained at the highest standards.” Slaton said he also wants to lead a people friendly, small town government to serve the needs of the residents and business, the core value of the incorporation movement. He added he wants to lead the town’s government and Town Council by example, with integrity and regained trust. “Leading by example is showing respect for everyone,” he said. “Unfortunately, we are back to seeing antagonistic council meetings, shouting matches with the public, and meetings that go on till midnight, not taking care of business.” “At this time, with all the lingering controversies, constant bickering and real issues affecting our quality of life, from within and outside the town, I believe I am the best person to restore, protect and move the town forward,” he said.

THE CENTER FOR REGENERATIVE MEDICINE...A NON-SURGICAL TECHNIQUE TO FIGHT AGAINST ARTHRITIS AND SORTS INJURIES

The Knee Diaries: SJ is a 60-year-old male with the chief complaint of knee pain who visited The Center for Regenerative Medicine over a year ago. He was diagnosed with bone-on-bone osteoarthritis of the left knee, causing much pain and discomfort; at that point he was told only a total knee replacement could help him. He is otherwise healthy. On exam he had point tenderness to the medial side of the left knee (medical ingo: inner side). An X-ray showed severe arthritis of the knee (X-ray on the left above). Patient started receiving treatments at The Center for Regenerative Medicine. Today he is feeling better (X-ray on the right above.) This is how it works: The physician introduces Cell Therapy into damanged, arthritic cells by means of a precise injection. This process is followed by several other modalities, including Collateral Artery Flow Exercises (C.A.F.E.), in order to accelerate the process. Depending on tissue damage, severity of the condition and the size of the joint that needs to be injected, people usually need a series of 1 to 6 treatments to improve. There is usually no downtime, and people can go back to their usual activities or work immediately. The treatments can help most musculoskeletal problems such as low back pain, neck pain, knee pain, shoulder pain, whiplash, sciatica, tendinitis, sprain, strains, torn ligaments and cartilage damage. Located in Miami, Florida, The Center for Regenerative Medicine includes a team of professionals that are dedicated to improve your quality of life, paving the way to enhance the science of non-surgical orthopedic medicine. World champions, sports legends, professional and amateur athletes, dancers, and people with just plain pain and arthritis go to The Center for Regenerative Medicine for nonsurgical orthopedic care. Using the facility to improve their condition, thousands of successful cases have been treated over the past fifteen years. For more information and to read more on “The Knee Diaries,” please visit www.arthritisusa.net or call (305) 866-8384.

Thomas Duffin, Pace varsity baseball coach, welcomed guests to the banquet and thanked all the family members, Pace alumni, and other individuals who have con-

tributed vastly to the baseball program over the years. Following dinner, the 2015-2016 JV and varsity baseball players were called on stage and introduced one by one by their coaches. Duffin, Pace alumnus (C/O 1985), who has coached Pace baseball for 23 years, said that he expects a lot out of this year’s team, and his sentiment is shared by his players. “I feel very strongly about our team this year,” said senior third baseman and pitcher Jonathan Ledesma. “We worked very hard in the summer and during the fall; we meshed and worked really well

together as a team. I know we have our coaches behind us the whole way, so I feel we’re going very far in the playoffs this year.” The varsity team has been living up to their legacy so far this season, with a 4-2 overall record and 2-0 district record, including a 5-1 win over Mater Lakes High School on February 19 and a 1311 win over Immaculata-La Salle High School on February 23. Their next home games will be against American High School on March 3 and against Miami Springs High School on March 4, both games at 7p.m. at the Pace baseball field.

This year’s winners are Yae Eun Kim, 13, from Santiago City in the Dominican Republic and Luke Clanton, 12, of Miami Lakes. Honda provided special invitations for the winners and their families to attend the Honda Classic at PGA National Resort where the young players received their awards. Clanton finished first in the boys 11 division for the U.S. Kids Golf World Championship and Kim finished in second place in the girls 12 division for the World Championship. Clanton was introduced to golf by his current golf coach/caddie/ father when he was 3 years old.

He has finished first in multiple tournaments since 2011, including the U.S. Kids Golf Florida State Championship, Junior Masters, the South Florida PGA Junior Tour and the U.S. Kids Golf World Championship at Pinehurst. When he is not being homeschooled by his mother or hitting golf balls, Clanton enjoys traveling with his family, snowboarding and playing with his older sisters. He looks forward to playing college golf and advancing to possibly joining his PGA Tour idols Jordan Spieth and Jason Day as a PGA Tour player in the future. Winning the National Player of the Year Award offers Kim and Clanton an exemption for all U.S. Kids Golf events through age 18. Additionally, Honda invited both winners to an experience of a lifetime to participate in the Honda Classic Gold Pro-Am during the Honda Classic. The award winners and their families were guests of Honda during the Classic.

Miami Lakes funds new PSAT elective at Bob Graham Edu. Center Students at Bob Graham Education Center have a new elective this school year which is funded by the Town of Miami Lakes. The new elective focuses on vocabulary and is geared towards assisting students as they prepare for the PSAT. Every day is different in the classroom, whether the students

are exploring vocabulary in a new way, identifying literary devices in a novel, presenting their latest creation or even nervously reviewing index cards for a vocabulary test, students expand their creative mind while learning. Teacher Irza Legra leads this course. “I love watching my students embrace each assignment and get

excited over each project. It’s even more rewarding when I hear my students use new vocabulary in their everyday language. This class has even boosted my students’ confidence in presenting before others, expanding their ideas, and editing their writing,” said Legra.

St. Thomas unveils renderings for Machado Business School complex St. Thomas University’s Gus Machado School of Business is one step closer to the fruition of its new home with the unveiling of architectural renderings showcasing the newest addition to the 144acre campus. The first renderings, designed by Bermello, Ajamil and Partners, were revealed during a private reception last month at the home of STU Trustee and alumnus, Jorge Rico. In attendance for the unveiling were community leaders, board members, alumni, and well-known South Florida philanthropist Gus Machado and his wife, Lilliam. Last year, Machado provided the naming gift for the School of

Business. “It is an honor to have Gus Machado be part of this transformative project,” said STU president Monsignor Franklyn Casale. “Our business programs have expanded to meet market demand, including new degree programs in cybersecurity management and trade and logistics. This complex meets an important need of the growing Gus Machado School of Business, and its many multipurpose uses will make it a hub where students meet and exchange ideas.” An administration building for the Business School, and a building that will house an expanded Center for Career Development,

Alumni Relations and a Business Commons, will round out the “campus-within-a-campus” design. “We are planning, preparing and building for the future,” said Machado. “My grandfather had a tradition of giving, and Lilliam and I feel blessed to be able to continue his legacy by making a gift that will provide a place where generations to come can learn and grow.” Construction of the more than 45,000-square-foot complex is slated to begin in the Summer of 2016, welcoming its first students in the fall of 2017.

Miami Dade College offers free help to complete Naturalization application As part of the New Americans Campaign, Miami Dade College (MDC), in partnership with Catholic Legal Services, will host Information Sessions to assist members of the community, staff and students to complete their naturalization applications. According to MDC, there are 415,000 lawful permanent residents in South Florida and more than 20,000 MDC students who are eligible and have not yet taken the final step to become U.S. citizens. MDC aims to change that by helping them in completing their naturalization applications.

During the information sessions, Catholic Legal Services’ staff and immigration attorneys will explain how to apply for citizenship, eligibility requirements, how to register and be prepared to complete the process at a Free Citizenship Clinic on Saturday, March 19 at Marlins Park, which MDC is supporting. More than 400 volunteers, including over 150 attorneys, will be on hand at the Citizenship Clinic in March.
