July 4th concert, fireworks set for Picnic Park West Miami Lakes Cultural Affairs Committee will host the 14th annual Fourth of July Concert and Fireworks Show on Tuesday, July 4, beginning at 6:30 p.m. at Miami Lakes Picnic Park West, 15151 N.W. 82 Avenue. The fun-filled event for the whole family will feature live entertainment, food trucks, and more, followed by the spectacular fireworks presentation. Sponsored by The Graham Companies, headliner for this year’s concert is South Florida’s own Ellison Kendrick. Former backup signer for Grammy Award winner Joss Stone, Kendrick has gone on to release a solo project independently, a single he wrote called “Black Suit,” which peaked at Number 11 on the Billboard Sales Chart. Kendrick’s dynamic career has led to him working with various artists such as international

artist Enrique Iglesias and HipHop artist DMX. The National Anthem will be sung by Miami Lakes resident Tiffany Hall, winner of the National Anthem auditions that were held at Town Hall on June 1. Attendees are reminded to bring blankets, lawn chairs and appetites for a variety of food trucks. Admission and parking are free. Parking around the Picnic Park West perimeter is limited and the Town is encouraging residents to walk or bike to the Park. The Town will also provide free shuttle service from two locations starting at 5:30 p.m.: Town Hall, 6601 Main Street, shuttles will run every 20 minutes until 8 p.m. Royal Oaks Park, 16500 N.W. 87 Avenue, shuttles will run every 10 minutes until 8 p.m. (Please see Page 2)

Town Council gives green light to Senior Village At the June 6 Town Council meeting, council members gave their unanimous final approval to amend the town’s future land use map, plat and site plans, and rezoning plans to make way for a 220-unit age-restricted Senior Housing Village adult community along with an Assisted Living Facility and Skilled Nursing Facility in partnership with Miami Jewish Health Systems. The applicant filed a lawsuit against Miami Lakes but withdrew the litigation after the two sides agreed on a compromise proposal which makes the new plan more compatible with the surrounding neighborhoods. To minimize the impact to the school, the applicant has agreed to build a concrete wall around a portion of the property, plant 30foot trees and install tinted windows for the residential units to prevent visibility from students as well as people walking near the development. The applicant also agreed to pay the town a mobility fee of $123,261 for a projected 712 daily trips on the road. Earliest occupancy for any of the units is restricted to January 1, 2020. Mayor Manny Cid was the sole dissenting vote for the project. • Council members approved a resolution to assert legislative findings that necessitate the town to be exempt from the Miami-Dade County’s Workforce Housing requirement, and authorizing the town manager to prepare a town ordinance addressing conditions unique to the town, to be adopted by December 31, 2017. • Council members approved a resolution to encourage the (Please see Page 8)

Nelson Rodriguez graduates from FBI Citizens Academy By David L. Snelling The Miami Laker staff Miami Lakes Councilmember Nelson Rodriguez recently completed the FBI Citizens Academy program and demonstrated a commitment to the FBI mission. Rodriguez, a Coral Gables firefighter, was honored for his achievement at the U.S. Department of Justice, Federal Bureau of Investigation Division on June 1. “I’m truly thankful to the men and women of the FBI Miami Division,” Rodriguez said. “A great experience, gained some interesting information and knowledge.” The FBI Citizens Academy is an eight-week program designed to give businesses, religious groups, civic and community leaders an inside look at the FBI. During the Academy, students participate in firearms

demonstrations and practical problems involving the collection and preservation of physical evidence; are introduced to the structure and operation of an FBI field office and resident agency; are provided an overview of the legal basis for the FBI’s jurisdiction and issues relating to congressional oversight; and learn the services the FBI provides to local and state law enforcement agencies. Rodriguez said he got a first hand look on how the FBI conducts investigations and handle evidence collected at crime scenes. “It was fantastic going through the course,” Rodriguez said. “Anyone that has an opportunity to take the classes, I encourage them do it. It’s a great experience and you will learn everything the FBI does in solving crimes.”

Hispanic Bar Association honors Miami Lakes resident Haydee Sera Haydee Sera, a past president of the Miami Lakes Bar Association, was recently recognized as a Top 40 Under 40 attorney by the Hispanic National Bar Association. Sera, an associate at the law firm of Weiss, Serota, and Bierman, was honored during the annual Corporate Counsel Conference at the InterContinental Miami. The three-day program included hundreds of attorneys, judges and law students and featured Continuing Legal Education panels on cutting edge topics led by experts from across the country, a variety of workshops and one of a kind networking opportunities. Frosty’s Ice Cream Lab opens in Park Ctr. Shops By R.A. Romero The Miami Laker staff Behind glass at the newly opened Frosty’s Nitrogen Yogurt and Ice Cream Lab are two mannequins clad in white lab coats with clipboards in hand, positioned facing the 8,000 pound liquid nitrogen steel tank that chills yogurt and milk down to an icy 321 degrees to create nitrogen ice cream. The giant tank was lowered gingerly into the shop through a hole cut in the ceiling, but it seems that was the most difficult part of getting Frosty’s Lab up and running. Residents and visitors were eager to try the smooth texture and fresh taste of nitrogen ice cream served at Frosty’s, 15348 N.W. 79 Court in Park Centre Shops, as evident by the 1500 customers that showed up during the grand opening held in April. Miami Lakes natives and brothers, Nader and Samer Hammad, co-own Frosty’s Lab and stumbled into the ice cream industry after spending decades owning and operating supermarkets in Miami-Dade County, following in the footsteps of their father who owned supermarkets in Colombia before the family migrated to the United States. Customers would be surprised to learn that Frosty’s Lab is not a franchise, despite the

attention to detail put into the shop’s cohesive science decor and theme, modern with details of lab equipment like beakers. Frosty’s Lab is the brainchild of the Hammad brothers and they spared no expense in creating a strong foundation for their first location specifically with plans to branch out and potentially franchise in the next few years. The menu offers 12 varieties of ice cream and yogurt bases including classics like chocolate and vanilla, alongside more daring and ethnic options like dulce the leche and mamey. Two new flavors are introduced each month, and combined with the multitude of unique toppings like donuts, snickers, and honey, customers could make new tasty creations every visit. But perhaps the most eye-catching menu items are the injectable flavors that are popped into the base of the ice cream cup inside a plastic injectable tube with choices like nutella, caramel, guava and the best-selling condensed milk, or more frequently known as “leche condensada.” There are also non-dairy and sugar-free options as well as desserts like crepes. The brothers have plans in the works for promotions similar to their Mother’s Day campaign which treated all moms to free ice cream.

“This is going to be the place to be on Halloween,” said Samer. “We are planning on turning the shop into an amazing haunted house and are working on other things in the upcoming months.” Samer, a firefighter, acknowledges that his paramedic training and owning supermarkets is very different from owning an ice cream store, but that’s exactly why he likes it. “Ice cream is a happy business,” said Samer. “When something good is going on in your life, you get ice cream! Com. Jordan’s resolution aims to help for Major R. Carter A Miami-Dade County resolution will give a helping hand to a critically injured police officer who’s still recovering from his injuries after a motorcycle accident last month. Commissioner Barbara Jordan’s resolution, unanimously approved by colleagues, allows county employees to donate accrued annual and holiday leave time, up to a cap of $50,000, to Miami-Dade Police Major Rick Carter, who doctors had to amputate one of his legs following the 1-75 crash.

Carter, a 21-year police veteran and commander of the Northside District, crashed into a guardrail on the expressway in May and was airlifted to Jackson Memorial Hospital. “Our thoughts and prayers continue to be with Commander Carter as we look to the generosity of our county employees to help him in his time of need,” Jordan said. Jordan represents District One which includes Country Club of Miami and Miami Gardens.

The Association was established in 1963 to bring together local government professional administrators to stimulate the highest standards of public service and administration, and to promote good fellowship and closer intergovernmental relationships. Primary objectives of the Association are to participate as an organization in community problem solving, to advocate the principles, standards and Code of Ethics of the International City/County Management Association, and to actively influence and participate in the Florida City and County Management Association and the International City and County Management Association activities. Agha has over 12 years in private and public sector government experience. After

obtaining a Master’s degree in Business Administration graduating Summa Cum Laude from the University of Miami, she founded a real estate and construction business. In 2010, Agha began working for the Town of Miami Lakes as a special projects consultant overseeing the implementation of innovative data tracking systems to improve service delivery to residents. With a diverse background having overseen several Town departments, she was promoted in 2014 to assistant Town Manager. In this position, she has lead the charge in developing the Town’s 10 year Strategic Plan which focuses on improving mobility, enhancing the Town’s signature beauty and economic development, while implementing strategies to improve transparency and quality of life. Agha will be recognized as the newly elected vice president at MDCCMA’s installation ceremony on Friday, June 16.

Miami Lakes celebrates Lake Quality Awareness in July Miami Lakes Neighborhood Improvement Committee (NIC) will celebrate July as Lake Quality Awareness Month to raise awareness about the quality of town lakes, and to recognize the important role of the community in maintaining the lakes. Town residents do enjoy the 23 lakes, but it’s also important to protect them to serve the important function of absorbing rainfall and runoff to prevent flooding and providing homes for wildlife. Because lake pollution is caused by so many different

activities, a brochure has been developed with tips and information on the best management practices for lakes. The brochure and video is available on the NIC page of the Town’s website at www.miamilakesfl.gov/nic. The mission of the NIC is to recommend, promote and create projects and activities that will beautify and improve all neighborhoods in a collaborative and comprehensive manner. NIC also promotes efforts that encourage a physically active, sustainable, and engaged community.

Parks athletic fields closed for annual maintenance; some play areas are open Most of the athletic turf fields at Miami Lakes Optimist and Royal Oaks parks will be closed for annual maintenance, the Town of Miami Lakes announced. The fields will be closed from now through August 6. Residents and family members will have access to one area at Miami Lakes Optimist Park, 6425 Miami Lakeway North, north of the basketball courts for play in addition to the

perimeter berm area for exercises. Residents may also take advantage of the open play field areas, the green space just east of the picnic shelters, and the walking trail at Royal Oaks Park, 16500 N.W. 87 Avenue. Residents playing pick up games and other non-organized activities can use the open play field areas at Royal Oaks Park and at Barbara Goleman High School, 14100 N.W. 89 Avenue.

Miami Lakes gains two critical state-funded projects in final 2018 Florida budget Two of three priority statefunding projects for the Town of Miami Lakes escaped Governor Rick Scott’s veto pen as the legislative budget battle came to a conclusion last week in Tallahassee. Thanks to the efforts of Senator Rene Garcia and Representatives Manny Diaz Jr. and Jose Oliva, Miami Lakes will receive $1 million for Phase Two of the Town’s Canal Bank Stabilization Project, and $325,000 for a comprehensive study of the rock mining industry’s blasting and review of the claims process for property damages. Gone from the budget is $1 million for the 87th Avenue ramp to Miami-Dade Expressway’s State Road 924 extension west to the Florida Turnpike which would have helped reduce traffic congestion in the town’s western suburbs. Mayor Manny Cid said he was disappointed Scott vetoed the project but thanked the governor for keeping the other two critical projects in the budget. “Thank you to Governor Rick Scott and his Legislative

The cross-town rivalry between Florida International University and Florida Atlantic University reached its peak last month when the two teams clashed in the Conference USA Championship. The Florida baseball duel frequently sprung spectators from their seats at MGM Park in Biloxi, Mississippi, especially in the sixth inning when FAU got a three-run double and a three-run home run. Pace High bids farewell to 2017 graduating class By Rene D. Basulto Special to The Miami Laker Pace High School celebrated the achievements of its Class of 2017 in their final days as Pace students, starting with the traditional Baccalaureate Mass held at St. Bonaventure Catholic Church on May 21. Pace’s legacy was present at the mass, as Pace president Reverend Paul Vuturo celebrated the service along with Class of 2006, Pace alumnus Father Bryan Garcia. The two were joined by Deacon Matthew Gomez, a Class of 2009 graduate and his siblings Alex Gomez (Class of 2011) and Mark Gomez (Class of 2013) participated as altar servers. After the mass, the celebrants, the Class of 2017, and Dean of Students Samuel Lilly, a Class of 1976 Pace graduate who will be retiring after 36 years at Pace, posed for a group photo. Our Lady of the Lakes Acting Club in performance Under the leadership of Miami Children Theatre’s Marcela Paguaga, assisted by Our Lady of the Lakes teacher, Nicole Peña, 15 students participated in an OLL Fourth Grade Acting Club. For two months, rising actors, actresses, and public speakers learned various acting and speaking techniques as well as how to be an ensemble. The Acting Club experience also

provided them with the opportunity of finding how powerful their individual voices by itself can be when adequately trained. At the end of year performance in May, students entertained their audience with monologues they had prepared for the occasion. It was a performance also performed for their classmates before the summer break.

By Rene D. Basulto Special to The Miami Laker Pace High School bid farewell to one of its most wellknown figures, Dean of Students Samuel Lilly, who is retiring after 36 years of service at Pace. A Class of 1976 Pace alumnus, Lilly returned to the school in 1981 to teach history and coach football. He would continue teaching and coach basketball, tennis, and softball before becoming the assistant Dean of Students in 1988. He became Dean of Students in 1991, a position he held for 26 years until his retirement. For his dedication, hard work, and Spartan pride, Lilly was inducted into the Pace Hall of Fame in 2016. For all the love that Lilly put into Pace, his love was returned by those he had influenced and affected. Alumni who had Lilly as a teacher and a dean came out to a Spartan Happy Hour at Sergio’s Cuban Grill and Bar on May 16 held in honor of Lilly. At the faculty year-end luncheon, the Pace faculty, administration, and staff pooled their own donations together and surprised Lilly with a trip to Israel in 2018. The Pace baseball team also presented Lilly with a framed baseball jersey with the number commemorating his years of work at Pace. “Sam has been an integral

Resident launches HML Athletic Booster Club By R.A. Romero The Miami Laker staff Nestor Caballero, a Miami Lakes resident and Hialeah Miami Lakes Senior High School alumnus, remembers the glory days of HML’s sports teams in the late 80’s when they were state champs in basketball and the number one baseball team in Miami-Dade County. Caballero learned that HML had dropped their baseball program back in 2013 but brought it back for the 2016-2017 school year. Next year they hope to make it to districts. The 1989 graduate saw a need and sought to fill it. “I have always been proud of HML,” said Caballero. “I’ve lived in the area for 20 years and when I heard that the school’s baseball program was dropped and reinstated, that got me asking questions. So I called and asked to meet with the principal, Lisa Garcia.” After taking a tour of the school and the sports facilities, Caballero met with the baseball

coach who did a lot to bring back the baseball program, Rick Rojas, another alumnus and part of the legendary 1985 HML baseball team that brought home the national championship. “The Miami-Dade County School Board does a good job for our students,” said Caballero. “But I think that the alumni and the community should step in to fill the spots that aren’t met by the school board. I want to see HML’s sports revived to its former glory.” After conversations with school officials and other alumni, Caballero decided to launch an athletic booster club for the school. The idea for the Trojans Athletic Booster Club quickly became a plan and within two months, Caballero had his booster club approved as a 501(c)3 and receiving tax deductible donations for the students. Three board members were established alongside Caballero. The first event Caballero led,

as newly minted founder and president, was a pre-game meal provided for the football team before their spring jamboree game. Since then the booster club has also funded the basketball summer program and more pre-game meals and fees. Many changes need to take place, particularly for the baseball program, for HML to shine like it once did. The players are wearing four-year old ill-fitting uniforms and the fields need maintenance. Batting cages need to be replaced and there is the much less tangible but necessary component of building interest for students to get involved. Caballero has hit the ground running in rallying support from friends and alumni but many more alumni need to get involved for the HML sports teams to rise to the hopes Caballero has, among them, raising $10,000 within a year to provide updates, encouragement, support, and scholarships for gifted athletes. A kick-off event for alumni is in the works along with a tournament to begin raising funds. “I grew up in baseball for the Hialeah Athletic Association and in college I worked for the City of Hialeah Parks and coached a lot of youth sports,” said Caballero. “My son plays little league now in Miami Lakes. I love sports and I wanted to do something to give back. We are calling on your Trojan pride to help your school and athletic programs.”

MLEC students present Capstone Journalism projects By Sabine Joseph and Valeria Bula Special to The Miami Laker Before the cap and gown, before singing the alma mater, before the diploma, seniors at Miami Lakes Educational Center must complete their Capstone Presentation, the culmination of four years of education before a panel of professionals in the journalism industry. “The purpose of Capstone is really to demonstrate the depth of knowledge that students have acquired over their time here,” said journalism adviser and teacher Neyda Borges. “They take all of those skills that they have honed over the years and they create something new and exciting, something that they’re passionate about, and something that they themselves have to challenge themselves to complete.” Each year, journalism seniors create a product and they present that product before a panel of expert judges. This year’s group included seniors Carolina Espinal, Laura Romero, Daniela Morales, Juanita Cardona, Edysmar Diaz-Cruz, Cesar Zafra, and Jennifer Perez. The students presented for judges: Michael Putney, anchor and reporter for local channel 10 (WPLG); Steve Rothaus, The Miami Herald Neighbors Editor and LGBT Reporter; Paradise Afshar Digital Editor for local channel 10; Chabeli Herrera, Business and Tourism Reporter for The Miami Herald; and Jose Otero and Jonathan Elder from Herff Jones. “I was really nervous about it because, after all, it’s your four years of journalism put together and you don’t want people to criticize it harsh, even though that’s going to happen no matter what,” said senior and yearbook

Lourdes Diaz, MLEC’s principal, was impressed. “The seniors demonstrated excellent planning, research, and presentation skills,” Diaz said. “In addition, the judges, who are industry superstars, had nothing but accolades for these outstanding students.” Though on the surface the projects may seem similar, each year the students put their individual personalities and passions into their projects to create a unique take on the plethora of skills that they've learned under the tutelage of Borges. The students learn skills such as article writing, interviewing, photography, videography, layout design and more, and their Capstones showcase how they’ve been prepared to transfer these skills to future careers in journalism. “I’m so impressed,” said Putney.” Everybody who I have seen can have a career in journalism.” Other special guests even recognized The Harbinger staff’s success apart from the presentations. “I’m very impressed with the newspaper that we follow on Twitter on a daily basis, and all the work the students do,” said Ana O. Laura, representative of MDCPS School Board member Perla Tabares Hantman. As future journalists, the students have adopted the mindset of Rothaus, who said, “It’s important for student journalists to not think of themselves as writers or videographers or broadcast students,” and MLEC’s student journalists share that sentiment.

MLEC’s student journalists take on all of the jobs associated with media and communications and never limit themselves to playing only one role. They are not solely reporters or photographers. They do not constrain themselves to print or video. They dabble in everything. Many of the students don’t limit themselves to journalism either; they intend to follow another career path, yet are aware that the skills they acquire in the journalism program will benefit them in any career and in all aspects of their lives. “I think it’s tremendous to see young men and women who want to be journalists, and who have exciting, creative ideas. The examples I saw today are encouraging, tremendous, impressive,” said Rothaus. “At The Miami Herald, I’ve worked with several of the students over a period of time from this school, and I’m always very impressed with the professionalism that they bring to the Herald, and to the work they do more than any other school in Miami-Dade County.”

Gardens High graduates head to Ivy League schools Hialeah Gardens Senior High School bids farewell to its graduating class of 2017 but celebrates the accomplishments of its seniors, including the quality of post-secondary education some will receive at Ivy League universities. Patricia Fuentes graduated in the top one percent of her senior class with a 5.4 weighted GPA. She will be attending Harvard University in the fall. She was admitted to various other schools but dreamed she would go to Harvard. She is the first HGHS graduate to attend this prestigious university. "When I was six years old, my mom and I were fortunate to escape Cuba and seek a future in the United States,” said Fuentes. “Even at such a young age I always had the goal to become a thriving professional in this land of freedom. Growing up, my family and I faced many financial obstacles but I knew the best way to help my family was to study and succeed in school. I have always utilized and maximized the opportunities that my community has offered me and I am blessed to be able to represent my family and Hispanic community at Harvard University. " Elizabeth Leon graduated with a 5.4 GPA and will be attending Brown University this fall. After visiting several other schools, she felt that Brown was a great fit for her, personally and academically. “Throughout my time in high school, I had five things that always kept me moving: Key Club, track, friends, family, and my own self-motivation. As two-term Key Club president, I learned and taught what it means to be a leader inspiring me to continue a lifetime of service as I move on to college,” said Leon. Another member of the Gladiator family from the class of 2017, Reynaldo Blandon-Alvarez, will be attending Brown University with a 5.5 weighted GPA as a top one percent graduate. “HGHS pushed me to be a well-rounded student capable of being self-sufficient, innovative, and ultimately creative. Part of me thinks Brown and Dartmouth saw that within my application. I owe a lot to the Gardens and, as a result, I hope to bring the Gladiator spirit with me to the Ivy League, showing everyone what it really means to be a fighter." Another outstanding student, Juan Cortes graduated with a 4.8 weighted GPA and was admitted to Cornell University. He chose Carnegie Mellon University based on the strength of the biomedical engineering program. “I applied to a broad range of

colleges and was accepted into top engineering schools such as Cornell University, Carnegie Mellon University, and the University of Florida. I ended up choosing Carnegie Mellon due to feeling that I could grow more as a student and as a person there.”
