Council maintains 2.3518 millage for proposed $15.8 million budget By David L. Snelling The Miami Laker staff Despite an increase for the town’s biggest expenditure and other spending hikes to keep pace with the growing population and a slight demand for upgraded services, Miami Lakes tentatively kept the same rate for property taxes for 2014-2015. But residents may pay a slight tax increase because their property values increased last year. The 2.3518 rate would generate $5.7 million in revenues for the budget along with other revenues to offset the rising costs to resume rendering quality municipal services for the next fiscal year. Town Manager Alex Rey released the preliminary $15.8 million budget that calls for a four percent increase to $7.2 million for police services stemming from pay raises, the elimination of the

contribution to health care and an increase for fuel and overhead costs. Miami Lakes, however, absorbed some of the financial impact by reducing police overtime, planning, legal and software expenses. Since incorporation, Miami Lakes has a contract to use MiamiDade County for public safety services. At the July 8 regular Town Council meeting, lawmakers adopted the rate, which represents the fifth lowest among MiamiDade cities, and can be reduced, but not increased, during two budget hearings. As proposed, the 2013-2014 budget has a fund balance of $4 million in which 15 percent of the fund, $2.3 million, is required to be placed in emergency reserve, and an additional $500,000

reserved for possible hurricanerelated emergencies. According to the preliminary budget, through fund capital investments this year, the town was able to complete a list of projects for parks and green space, the second phase of the N.W. 170th Street Greenway plan, renovation for the Mary Collins Community Center, water and sewer connections and other infrastructure improvements for stormwater drainage on the west side of town and the Lake Martha, Lake Sarah and Royal Oaks neighborhoods. In addition, with beautification a priority, the town is putting its Beautification Master Plan to work and allocated funding to enhance the entrance areas and building a new entrance feature at N.W. 67 Avenue and 138 Street.

Town’s final budget hearings are scheduled for September 9 and 23 (Continued from Page 1) The tax roll certified by the Miami-Dade Property Appraiser on July 1 reflects a gross taxable value of $2,574,960,124, which includes an increase of $7.1 million in new construction and improvements. At the existing rate for property taxes, and calculated at the 95 percent used for budget purposes, the impact of the increased property values results in about $150,000 in additional revenue for the next fiscal year. Lawmakers can choose the state’s roll back rate of 2.2258, which would provide the same ad valorem tax revenue as levied during the previous year exclusive of new construction and improvements. receive more than $350,000 in additional revenues derived mostly from property taxes, utilities and intergovernmental, as estimated by the town. However, the state has not yet published its estimates as of July 1 for the communication tax revenues. The town is estimating slight increases from franchise and utility taxes, business license and permit fees, state revenue sharing, half-cent sales tax and user fees for services, fines and interest income. The additional revenues would be used to offset the increases of services due to the town’s growing population and slight demand for improved municipal services. The town’s building department and code enforcement expenses increased by $120,000, which is needed for more hours for inspectors and an additional full-time clerk to handle the increase in demand. The increase in permit activity is consistent with the trend in increased property values. Miami Lakes is expecting a surplus in the current fiscal year, therefore, in order to reduce the budgetary pressure for next year, the town has recommended that some of the transfer needed to fund the capital program to be completed using the surplus from 2014, including construction of the Miami Lakes Optimist Clubhouse ($411,587) from gener-

al fund to capital parks and asset Maintenance and Management Software $65,000 from general fund to capital facilities. The proposed budget does not include funding the general fund for various projects and initiatives that staff has been directed to implement or are necessary for operational purposes, including the Lien Amnesty program, which is self-funded, Beautification ($300,000), new police vehicles ($75,000), WiFi in the parks ($25,000), construction of a dog park ($150,000), tot-lot equipment at Royal Oaks Homeowners Association lease park ($20,000), a new canopy cover at the playground at Royal Oaks Park ($50,000), a partnership with the Fairchild Orchid Program ($30,000) and right-of-way maintenance for N.W. 57 Avenue. For the latter project, FDOT agreed to transfer the maintenance to Miami Lakes and reimburse the town about $2,304 annually which is the agency’s cost to mow the area on a monthly mowing cycle. The estimated cost to the town to perform complete landscape maintenance services, including mowing the area, is $23,000 a year. Miami Lakes’ two budget hearings are scheduled for 6 p.m., Tuesday, September 9, and Tuesday, September 23, at Miami Lakes Town Hall, 6601 Main Street.

Main Street Players present Becky’s New Car starting July 25 at Main St. Playhouse The Main Street Players present the production Becky’s New Car by Steven Dietz. The show, which opens Friday, July 25 and runs through August 17, features Becky Foster, a middle-aged woman who seems to be content with her stable, albeit boring, life. She has been married to Joe, a roofer, for 28 years and they appear to have a rock solid marriage. They have a son 26-year-old son still living at home while he works toward a graduate degree in Psychology. Due to a downturn in the economy a few years back, Becky took a job at a local car dealership as the title clerk and office manager. She has been there for eight years and has carved a nice niche for herself and is well respected for being a hard worker who never hesitates in staying late. Her life starts to veer off course when a somewhat lost, but intriguing stranger walks into the closed dealership late at night. This chance meeting with Walter Flood, a wealthy billboard-company owner and widower, lead Becky to make some daring and unexpected choices that takes everyone for the ride of their lives. This funny, quirky and tender play promises to take its audience on a journey with twists and turns leaving them holding on until Becky reaches her final destination. The talented cast includes Francine Silver Birns as Becky, Ron Torres as Joe and Jason Lyzniak as Chris. Brian McCormack plays Steve, Becky’s co-worker and a good family friend. Harry Marsh, recently seen in the playhouse's production Next Fall, plays Walter Flood, the wealthy and daft widower. Walter’s daughter Kenni is played

Thousands of residents attended the July 4th Concert and Fireworks Show The 11th annual Fourth of July Concert and Fireworks Show was a huge success with thousands attending the Miami Lakes festivities at Picnic Park West. Attendees brought their own blankets and chairs to secure a good view for the fireworks show. Elected officials kicked off the event by receiving a check presentation of $1.3 million in state grants for canal bank and drainage improvements. People danced to the music by DJ John and The Jai Rose Bank, and enjoyed tasty selections from various food trucks. The highlight of the event came when Mayor Wayne Slaton and members of the Town Council counted down to the start of the dazzling 30 minute fireworks show. “Thanks to all who attended with their families, friends, neighbors and loved ones,” said Slaton. “It was truly a pleasure to share this special day with all of you. Special thanks to the Cultural Affairs Committee and town staff for organizing such a remarkable event for our community to enjoy.” RESULTS

And he wanted to be the person to place a thumb print on students’ lives, trading in his corporate suit, brief case and luxury-style office for a smaller office and desk inside a public school. Teaching was Acosta’s true calling and he returned to the field he loves best as the new principal for Hialeah Miami Lakes Senior High School. Previously the principal at Palm Springs Middle School, Acosta replaced Jose Bueno, who was last year’s Miami-Dade County Principal of the Year. Bueno was promoted to a higher position in the regional office for Miami-Dade Public Schools. Acosta, who grew up in Hialeah, is so excited about his new position that he wished regular school could start now. “I am so excited about the first day of school,” Acosta said with a smile while sitting at his desk. “Nothing beats the first day of school, watching the students walk through the doors and we’re ready to teach them what they need to learn. This is excitement.” As the new principal, Acosta’s main goal is to keep HML as an “A” school, enhancing the school’s magnet, Advanced Placement and Dual Enrollment programs. The Dual Enrollment Program is a partnership with Florida International University. “This school is a success,” he said. “The staff did an excellent job polishing the gem. My goal is to continue polishing for a world class gem.” HML’s iPrep program is the gist of Acosta’s passion to help drive his students to their full potential. The program, which was the brainchild of Miami-Dade Schools Superintendent, Alberto Carvalho, sought to meet the digital and realworld needs of 21st Century learners. iPrep is an alternative schooling concept to the conventional teaching and learning practices in traditional school environments, where open-area classrooms, stateof-the-art technology, and realworld applications drive instruction. Carvalho opened the first iPrep Academy in 2010 in the downtown administrative offices. Needless to say, this avant-garde academy was a fledgling success within its first year. Acosta calls the iPrep program at HML a college within a high school.

DID YOU KNOW? Did you know that Miami Lakes has more parks, per 1,000 residents, that an other municipality in Florida? According to Tony Lopez, director of Community and Leisure Services for the town, Miami Lakes has 101 parks, totaling approximately 125 acres. The parks range from 30 acres for Miami Lakes Optimist Park, 18 acres for Royal Oaks Park, to .05 acres for the park in the cul-de-sac in Loch Isle. There are 41 tot-lot parks, two active/athletic parks, two community centers, six lakefront beaches, 2 greenways, two trails, and a marina. Future developments include a state-of-the-art youth center, and a new clubhouse at Miami Lakes Optimist Park. All of this is managed and maintained by the town’s Department of Community and Leisure Services. Even Barbara Goleman High School, at 14100 N.W. 89 Avenue, is officially a park. The greenways average 20-feet wide and are up to 1/4 mile long. The longest ones are along the southeast side of Dade Pine Avenue, and the south and southeast side of Lake Patricia Drive. The purpose of these greenways is to present residents with a wide and verdant vista as one drives down that street. Adjacent proper-

ty owners are encouraged to respect these properties and leave them open for all to enjoy. There are two trails – one along N.W. 170 Street at the north border of Miami Lakes – and a new one about the open. The N.W. 170 Street trail is 1 mile long and borders the canal. The new one is planned along Miami Lakeway North connecting Miami Lakes Middle School to Miami Lakes K8 Center as a Safe Route to School. Another neat development is the Eagle Scouts’ Poetry Park west of Sabal Drive, presently available for use by groups wanting to use the area by contacting the Community and Leisure Services Department. Additional park highlights include 27 Dogi-Stations, with bags and a disposal can for picking up after dogs, and they can be found just outside many parks in the swale area. News and Notes from the Town of Miami Lakes Zoning application tutorial video In an effort to continue “Growing Beautifully,” the Town of Miami Lakes has created a tutorial video that gives residents and prospective business owners helpful insight on how to navigate through the “Find My Zoning” application. The video is available in both English and Spanish. This video is the first of its kind, and the Town is excited to continue its economic development through innovative multime-

dia available to residents and businesses. The application allows the user to view relevant information regarding land development and the opening of businesses in Miami Lakes. All of the primary features are outlined in the tutorial. The “Find My Zoning” application can be found on the Town’s website under the Planning and Zoning Department. Planning and Zoning is respon-

sible for preparing plans and regulatory tools to provide for the growth and enhancement of Miami Lakes, as well as gathering, updating, and analyzing demographic, environmental, transportation and infrastructure data needed by other Town departments. Lake Quality event set for August 2 In recognition of Lake Quality Awareness Month, Miami Lakes’ Neighborhood Improvement Committee (NIC) will hold a kickoff event at 10 a.m. on Saturday, August 2, at Graham Park/ Meadow Walk Park, 6800 N.W. Meadow Walk. Residents are encouraged to bring their family, friends and neighbors to enjoy an educational event in one of the town’s best

Summerfest Concert features Mission Chamber Orchestra of Rome on Saturday, Aug. 2 Miami Lakes Cultural Affairs Committee is inviting the community to attend Summerfest 2014 for an evening of classical music starting at 8 p.m. on Saturday, August 2, at Miami Lakes United Methodist Church, 14800 N.W. 67 Avenue. The cultural event is free to all residents and their guests. Each year, the Symphony of the America’s internationally renowned Summerfest hosts an international acclaimed foreign chamber orchestra joined by Symphony musicians for concerts throughout Florida and the Americas under the baton of Maestro James Brooks-Bruzzese. It is the longest running music festival in Florida, and one of the highest-rated cultural projects. The Mission Chamber Orchestra, based in Rome, is an established international musical ensemble – dynamic and alternative. During the past six years, this

artistic and humanitarian chamber orchestra formed by the organization Musicfor, has been acclaimed throughout Europe. Summary of actions approved at July 8 meeting By Miami Laker staff The Miami Lakes Town Council took the following actions on ordinances, resolutions and new business proposals at its July 8 regular meeting: • Lawmakers on first reading, approved an ordinance to create a Lien Amnesty program, an initiative of the Neighborhood Service Department, to encourage property owners to comply with the town’s code, apply for amnesty and pay a reduced amount to wipe out the lien. On April 8, the Council discussed a new business item regarding a Code Enforcement Amnesty Day. The Council moved to establish the program parameters and criteria at a workshop. On

May 15, the Council held a publicly noticed Code Workshop to discuss the implementation of a Lien Amnesty Program among other alternatives to achieve prompt compliance. The town recognizes that the current enforcement process lacks an incentive for property owners to bring properties into compliance once a lien has been placed on their property. Properties that remain in violation often become an eye sore or nuisance to the community. Offering an amnesty period would provide property owners with an opportunity to clear their property titles at a discounted rate, while at the same time benefiting the community. Since incorporation, the town has initiated approximately 20,000 code cases. To date, 97 percent of all cases have resulted in compliance without the need to place a lien on the property. Notwithstanding, over 500 liens totaling over $3.3 million dollars have yet to be cleared. At this time there are many property owners who have complied, but due to financial burdens or other circumstances have been unable to pay the total amount due for the liens incurred on their property. The proposed amnesty provides for a reduction of 85 percent (15

percent payment) for non-bankowned or non-entity-owned residential properties, and a 75 percent reduction (25 percent payment) for commercial properties, bankowned residential properties, and for entity-owned residential properties. The non-refundable $70 application fee covers the cost to process each application for a lien reduction under the Amnesty Program. The application date will serve as the effective date for the purpose of calculating any accruing interest on a lien, and so that the applicant can be provided with an exact payoff amount early in the process. Amnesty will not apply to fees owed for business tax receipts, alarm registration fees and fines, special assessment liens (where the town has incurred costs to maintain, clean, mow and/or conduct any corrective measure), and will also exclude any liens which have incurred legal costs due to litigation. Permit fees, zoning fees, registrations and any other fees or costs incurred to process an amnesty application to achieve compliance are ineligible for reduction and must be paid in order for the application to be approved, and for the lien amount to be reduced and released. The program starts October 1, 2014. Applications will be accepted by the Neighborhood Services Department during the application period beginning October 1, and ending at 5 p.m. on Friday, March 27, 2015. A second reading and public hearing will be held during the Council’s September meeting since the Council is in recess during August. In other town actions: • Lawmakers approved an ordinance on second reading to change the town’s land development code regarding the height of a fence and walls that are adjacent to a street right-of-way from six feet to nine feet. Councilmember Ceasar Mestre, who sponsored the ordinance, said many residents brought it to his attention that they desired the maximum height of walls to be increased in efforts to enhance public safety. • Councilmembers on first read-

ing approved an ordinance to change the town’s land development code to allow a 30 foot approach for a circular driveway on single-family and two-family properties instead of the current 20 feet. • Councilmembers approved a resolution to temporarily amend its purchasing procedures ordinance to allow Town Manager Alex Rey to make purchases for supplies, materials, services and equipment in excess of $25,000 but less than $100,000 during the Town Council recess from July 9 to September 8. During this period, the town intends to award the contract of the removal of the defective work at the Youth Center and additional architectural fees related to that project, construction of the entrance feature on at N.W. 67 Avenue and 138 Street, and garbage collection for town facilities. • Councilmembers approved a working contract with Columbia Equipment in the amount not to exceed $141,120 to install nine bus shelters throughout the town. • The Council approved a resolution to authorize the town manager to execute an interlocal agreement with the City of Hialeah for transit bus garaging and maintenance services. Currently, the town has a contract with Limousines of South Florida (LSF) to provide operators (drivers), garaging and maintenance services for the town's two circulator buses and the one ondemand bus. The town has been limited in its choice of vendors because of a lack of other vendors that provide both driving and maintenance. The agreement with Hialeah gives the town some flexibility to choose a vendor that provides only the driving portion in an effort to improve service delivery and reduce operating cost. Town staff is negotiating the details of the accord with Hialeah; therefore, the resolution provides the town manager with the authority to execute the agreement, so long as it will result in cost savings to the town. Currently, the town pays $34.34 per hour for the on-demand service, and $37 per hour for each of

Staff's analysis indicates that the proposed arrangement will result in substantial cost savings, perhaps as much as 30 percent. • Councilmembers approved a resolution to amend the town’s bus routes of the Miami Lakes Moover. Currently, the Miami Lakes Moover circulator service runs two different routes – the East Route and the West Route. One bus runs each of these routes from 6 to 10 a.m., and 2:15 to 7 p.m. on weekdays. Miami Lakes will replace the

separate east and west routes with a single route, with both circulator buses running it simultaneously. Town staff believes that by taking advantage of the opening of N.W. 87 Avenue, reducing duplication of areas covered by the separate routes, eliminating backtracking, eliminating areas from the route that have experienced virtually no ridership and other strategies, that they can substantially decrease headways, to as little as about 25 minutes at certain times of the day. This compares to approximately 45-50 minute headways typically experienced now. • Miami Lakes approved a resolution encouraging the MiamiDade Expressway Authority (MDX) to continue efforts to connect the Gratigny Parkway to the Homestead Extension of the Florida Turnpike, and request a feasibility study to determine if an access ramp can be added from N.W. 67 Avenue to the Gratigny Parkway.

The Fit Fair, created by the two girls as a Girl Scout Silver Award project, is intended to reduce obesity by promoting health and fitness, and to help Miami Lakes residents learn about fitness opportunities in the town. Stephanie Farrah, Blacc Boutique's owner, is a longtime Miami Lakes resident having attended Our Lady of the Lakes Catholic School and Monsignor Edward Pace Senior High School. Farrah is a new business owner at only 25 years old, but her experience in the fashion and style industry has built the momentum for her to achieve this venture. Farrah attended the Miami Art Institute and earned her bachelor's in Fashion Merchandising. Previously, she worked as a wedding planner which sharpened her eye for detail. Lakes resident Lety Cavajal opens Springview Academy VPK center Miami Lakes resident, Lety Carvajal, an alumna from Monsignor Edward Pace Senior High School, is now the owner and head administrator of Springview Academy, a voluntary pre-kindergarten (VPK) center located at 18505 N.W. 75 Place in northwest Miami Dade. Though the opening of Springview Academy marks Carvajal's first business approach, she has long been a part of the Early Childhood Education field. The academy was created after a lifelong love for education. Inn Key honor for Shula’s personal trainer Rickie Ali By Roselind Romero The Miami Laker staff Shula's Athletic Club personal trainer, Rickie Ali, was named the overall winner of the annual Inn Key Awards presented by the Greater Miami and Beaches Hotel Association in May in a ceremony held at the Hilton in downtown Miami. Ali has been a part of the Shula's team for 22 years, totaling 25 years in the fitness industry as a personal trainer, though he was not always interested in pursuing it as a career choice. Ali initially worked in fast food management, though that did not pan out.

Following a tragic life event, Ali gravitated toward healthy concepts, and during his third year working at Shula's, he aligned his principles with his occupation. “I realized what I stood for, what I represented, which is the same vision of Mr. William A. Graham Sr., and his vision for making Miami Lakes into the community that people can raise families, work, play and enjoy life in a safe environment,” said Ali. In assuming the sole responsibility of his son, Dominic, Ali devoted himself to the idea that whatever negatively affected him, would negatively affect his son.

His resolve to become a good father, mentor, and role model went hand in hand with his decision to change his sedentary lifestyle. “It was that association of family that helped me in terms of whenever anyone walks through Shula's Athletic Club,” said Ali. “I greet everyone like family. You would do just about anything to make your family feel welcome and that's what I try to do. It's not that I'm a great trainer, I'm not bad at what I do, but it's communicating wellness and fitness in such a way that people understand where I'm coming from, and to find what

fitness means to them longterm, and what it means to their family.” Ali often passes several Graham company employees in his walk to work every day, many of whom were also recognized in the Inn Key awards held earlier this year. “The award was given to me, yes, and I received it for whichever reasons they may be, but that was just an extension of everyone here at Shula's Athletic Club and what we do best,” said Ali. “I could not have achieved this award without the input, help and work we do together as the Graham Company family.”

Rodriguez is a member of the 12U Weston Rattlers Black. The Rattlers were 6-0 in seeded games and were tied for 7th place in a field of 104 teams. The Rattlers were eliminated in the round of 32 in a tough 9-8 loss but Stephen finished with a .444 batting average, 3 HR, 2 doubles, 3 singles, and 13 RBI for the tournament. He will be entering 8th grade at Mater Lakes Academy in this fall.

Recent Pace High graduates go on mission to Haiti By Rene D. Basulto Special to The Miami Laker Following graduation, new Monsignor Edward Pace High School alumni Brittani Garcia and Christy Piña, a Miami Lakes resident, could have relaxed and enjoyed being done with high school. Instead, they joined Pace theology teacher and Campus Minister Andres Novela on a 12day mission to Môle-SaintNicolas in Haiti. The mission, which took place from June 18

through June 29, was done through Amor en Acción, the Archdiocese of Miami’s lay missionary group. As Pace students, Garcia and Piña were heavily influenced by Novela, their leader in campus ministry. Novela routinely goes on missions to Haiti, speaks Creole proficiently, and makes a substantial effort to raise money in support for Pace’s Haitian sister schools throughout the year. Once arriving at Môle-SaintNicolas on the northwestern coast of Haiti, the missionaries worked together with the young adults of Môle’s parish to run a camp for the parish’s children. Each missionary had a classroom with students that they shared with one of the young adults from Môle who spoke English. The youth leader would lecture to the children on each day’s lesson in Creole while the missionary prepared the day’s activity and assisted with the lecture. “I would say the most important thing we did is just being present to the community,” said Garcia. “Andres and Raquel (coleaders of the mission) would tell us that there would be mission groups that would go, drop off stuff, and leave.” For the two recent graduates, the mission let them see everyday life in Môle and created lasting memories of Haiti and its people. Garcia and Piña both recall meeting Wilnes, a 12-year-old girl who had liver cancer but never stopped smiling and even sang a song in English about how much Jesus

loves her after listening to music with the missionaries. According to Garcia, one boy named Jeffrey didn’t leave her side or let go of her hand for the entire camp. Piña recalled how another boy named Wuso, who was a specialneeds child, would arrive early to help take materials to different classes and collected a huge bag full of seashells and brought it to Garcia once he found out she liked shells. On the mission’s final day, a camp talent show also acted as a going-away party for the missionaries, and each missionary was given a painting made by one of the youth leaders as a thank you. “On our last day in Môle, they threw this party for us and Wuso picked me up from the steps and made me dance with him,” said Piña. “Normally, I wouldn’t have danced, but his eyes showed this sincere want for me to dance with him.” After returning to Miami, both graduates stated that after their spiritually rewarding experience, they definitely plan on going on another mission. “I knew that we were going to be helping the people of Haiti, but I didn’t expect for it to be the other way around,” said Garcia.

Shula’s Junior Golf Camp sets final two sessions during August Boys and girls, ages 6 to 18 years old, are invited to attend the 2014 Junior Golf Camp at Shula’s Golf Club during two week-long sessions in August. American’s Little Patriots Preschool a ‘best kept secret’ By David L. Snelling The Miami Laker staff The Little Patriots Preschool was not supposed to be American High School’s “best kept secret,” but it was so clandestine that it flew under the radar for 12 years. The early Childhood Education or ECE program at the school is among 12 centers in Miami-Dade Public Schools that allow highschool students who are seeking careers in child care, childhood development, teaching and psychology, to get a head start by working with preschoolers from ages 3 to 5. The program, based on the Florida Department of Education’s Curriculum Standards and certi-

fied by the Florida Department of Children and Families, allows high-school students to acquire hands-on experience, earn college credits and certification to assist younger children outside of school. The preschool is housed inside a large classroom at American High for 10 preschoolers, one teacher and several high-school students. They teach their much younger peers a variety of subjects, including early literacy, physical education, math, arts and crafts, science, music and movement, technology, dramatic play and cognitive development. The ECE Program also allows

the high-school students to discern any of the preschoolers’ weaknesses and create additional lesson plans to strengthen their early literacy and prepare them for elementary school. “The high-school students are actually their teachers,” said Mary Gutterman, American’s ECE program teacher and director for the Little Patriots Preschool. “They are teaching and feeding them, making lesson and transition plans, helping them go to the bathroom and doing positive discipline.” Gutterman, who’s been an ECE program teacher for 12 years, said a preschool inside a high school building has a lot of benefits for students and preschoolers. She said they bond better because the younger kids feel closer and comfortable to students a decade older than them and can relate to any of the preschoolers’ learning issues. “They all love the program,” Gutterman said. “The preschoolers learn from them and the students bond well with them. She often visits the sites and finds the ECE program stimulating. “The students are the teachers but it’s more like a friendship,” she said. “They help the kids, who are from different cultures, be very creative with learning, fun and games. The high-school students just add quality to the preschool program.” She said the preschoolers benefit from the wide range of high caliber lesson and project planning required by high-schools students. During the four-year program, students must complete the Early Childhood Professional Certificate (ECPC) through the DCF. The students are also mandated to complete the ServSafe (Certified Professional Food

Protection Manager) industry certification testing requirements, and pass an exam for a Child Development Association national certification, Collingwood said. The program is comprised of 120 hours of classroom instruction, 480 hours of direct work with preschool age children and includes the DCF Introductory Child Care Training. “The preschoolers and high school students are such great values to the program,” Collingwood said. Gutterman said the ECE program at American High doesn’t get any exposure in the media, which is why the community has been kept in the dark about a unique program pairing the high-school students with the preschoolers. “It wasn’t meant to be a secret because the community should know about the ECE program,” she said. Pace High School students attend leadership conference at Notre Dame By Rene D. Basulto Special to The Miami Laker For the fourth straight year, Monsignor Edward Pace High School sent students to the University of Notre Dame in Indiana for Notre Dame Vision, a Catholic leadership conference for high school students. Eight Pace students attended the conference from June 16 to June 20, along with Dean of Students Valarie Lloyd, Theology teacher Patricia Stout, and Alexander Gomez, a moderator of Enquentros Juveniles for the Archdiocese of Miami who graduated from Pace in 2009. According to Lloyd, who has organized the trip for the past four years, the conference was for students to learn how to “(use) their time and their gifts to make God’s world better.” Students had the opportunity to experience college life by living in the school dorms, eating at the dining hall and other activities as

they were mentored by some of the university’s undergraduates. The conference was structured around nine sessions covering different discussion topics such as “Call to Love Others” and “Challenges of Discipleship.” The topics were introduced by lectures from national speakers, including inspirational Catholic speaker Mike Patin, whose unassuming appearance belied his engaging lecture that incorporated large amounts of audience participation. In between lectures were activities that ranged from musicals about parables to somber events such as mass and reconciliation in the university’s famous Basilica of the Sacred Heart. Attendees from Pace found that the most rewarding and memorable moments of the conference were not only the fun activities like scavenger hunts and ice breakers, but also the small group talk sessions reflecting on lectures with other students from around

the country. “As a person, this trip helped me to understand the position and obstacles that other people are in and have to deal with,” said Christian Roig, a Pace senior. For Pace junior Cristina Castillo, the experience was familiar as she was attending her second Notre Dame Vision conference. Pace High senior playwright Jamie Adelson has opportunity to work with professionals By Rene D. Basulto Special to The Miami Laker Monsignor Edward Pace High School senior Jamie Adelson got the opportunity to work with professional playwrights when she was awarded the CityWrights Scholars scholarship and attended City Theatre’s CityWrights Professional Weekend for Playwrights from June 26 to June 29. Adelson received the scholarship, which was sponsored by City Theatre and granted attendance to the conference, for submitting a two-act play she originally co-wrote with Pace Class of 2014 alumnus Marissa Secades about a woman with multiple personality disorder. During her time at the conference, Adelson learned from playwrights and directors whose works had been published and performed. In addition to learning writing techniques such as overcoming writer’s block and getting her work published, she had the opportunity to write a monologue and have it worked on by professional playwrights. “I feel as though this confer-

Basulto Special to The Miami Laker At Monsignor Edward Pace High School’s first-ever Geek Week, held June 16-20, students and alumni along with middle school students enjoyed a unique array of fun and informative activities designed around building their knowledge in programming, coding, computers, and technology. The camp was led by Hedda Falcon, lead teacher for Pace’s Academy of Emerging Computer Technologies. For the first three days, students took part in an app development workshop led by Microsoft Evangelist James Quick on how to make video games. Most students played Minecraft and World of Warcraft on the school’s PCs during the downtime after camp field

M-Dade Public Schools achieves Advanced Accreditation distinction Miami-Dade County Public Schools (M-DCPS) has been recommended to earn the distinction of accreditation by AdvancEd/ SACS CASI for a five-year term. M-DCPS is the largest school district in the nation to achieve this accreditation, which is based on a lengthy review process that analyzes the Index of Education Quality for the district. After visiting more than 730 classrooms and speaking with

1,607 stakeholders, including teachers, students, principals, School Board members and the superintendent, AdvancEd announced that M-DCPS scored well above average, receiving an overall score of 298.73, with the average school worldwide being 282.45. The score was based on three different categories – teaching and learning impact, leading capacity and resource utilization. “This is another step forward in

transforming our schools from good to great. I am extremely proud, but acknowledge there is tough work ahead for us,” said Superintendent Alberto M. Carvalho. “We ought not rest in the shadows of the trophies we have received, but instead, focus on the recommendations made by AdvancEd to continue moving us ahead into 21st century learning.”

Day 4 was the camp’s most unique field trip, as the Geek Week crew went through layers of security for a tour of NAP of the Americas, Verizon Terremark’s premier facility and where most of Latin America connects to the Internet. Students got a tour of the state-of-the-art telecommunications headquarters that connects South America and the Caribbean to the rest of the world. For the camp’s final day, a tour of the Microsoft Store in Dadeland Mall ended up becoming much more, as it happened to coincide with the launch party for Microsoft’s new Surface Pro 3 laptop/tablet hybrid. Students got to learn about Microsoft’s innovative

products, watch a 3D printer demonstration, and even play video games. “It was a fun experience and I met a lot of great people,” said Alexandra Perez, a junior at Pace. Joshua Dubon, a middle school student, stated, “My favorite part was playing on the computers at the Microsoft store.” Towards the end, some students were overheard begging Falcon to make next year’s Geek Week two weeks long. Whether that will happen remains to be seen, but the enthusiastic responses shows that Pace’s first Geek Week was an astounding success. Benitez received the Posse Leadership Full Tuition Scholarship which awards four-year tuition. She will be attending Franklin and Marshall College in Lancaster, Pennsylvania this fall. Benitez, a Miami native, graduated high school with a 6.0 weighted GPA, a testament to her academic pursuits. She has been an honor roll student for every quarter since Kindergarten. Juan Emilio Izquierdo Jr. Juan Emilio Izquierdo Jr., 21, of Miami Lakes, died July 2 as a result of extensive injuries sustained in a motorcycle accident in northeast Miami-Dade. He was born September 23, 1992 in Miami, the son of Juan Izquierdo and Sherrie Deal, and David and Star Rodriguez. He attended Miami Lakes Educational Center and graduated in 2011 as a Cisco Certified Network Associate. Izquierdo was currently enrolled at Miami Dade College and MLEC working toward a degree in Information Technology. In addition to his parents, he is survived by his brothers Cedric Izquierdo and Julian Rodriguez, and sisters Rojina Izquierdo and Clarissa Rodriguez. He also leaves behind his grandparents, Emilio and Elena Izquierdo of Miami, and grandparents Rigoberto and Ampara Rodriguez of Hialeah. An avid fitness buff, Izquierdo enjoyed working out, hiking, Scouting, fishing, and soaking up the sun at South Florida beaches. He recently completed a weeklong trek through the mountains of Tennessee and North Carolina with eight fellow Scouts. Izquierdo was closely tied to the deaf and hearing impaired programs at Miami-Dade County Public Schools, Miami Dade College, and the National Technical Institute for the Deaf at Rochester Institute of Technology. He was proficient at both signing and reading lips, and offered and received much support from the local deaf and hearing impaired community. A memorial service was held on July 10 at Vista Memorial in Miami Lakes.

M-D Public Schools teachers graduate from prestigious Fla. Turnaround Leaders program Forty-one teachers of MiamiDade County Public Schools (MDCPS) were among 83 educators in the state last week who graduated from the prestigious Florida Turnaround Leaders program. The rigorous two-year course is considered one of the largest and most successful programs of its kind. Superintendent of MiamiDade Schools, Alberto M. Carvalho, welcomed the graduates and leaders of districts and gave the keynote speech. The project was a collaborative effort between the Florida Department of Education, the Southern Regional Education Board, five school districts of Florida and the University of North Florida. Leaders were identified by their districts as viable future leaders who can meet the

Lakes Educational Center’s Julissa Higgins participates in MIT, UM summer programs Julissa Higgins, a rising senior at Miami Lakes Educational Center's (MLEC) Cambridge Academy, is enjoying a busy and productive summer. She was selected for two exciting summer programs, one at the University of Miami (UM) and the other at Massachusetts Institute of Technology (MIT). At UM, the High School Scholars Research Program (HHMI) is an exciting opportunity for students with a passion for science to gain hands-on experience in research. Students work in teams to conduct biomedical research in the areas of biology, biomedical engineering, neuroscience, opthalmology and other research areas tailored to students' interests and experience. Over the course of seven weeks, students, including Higgins, will be mentored by UM professors, prepare an investigative project and research report suitable for publication and give an oral presentation at a UM research symposium. At MIT, Higgins will participate in the Educational Studies Program (ESP) and take courses
